Authorities claim to have restored vital links Srinagar, Mar 13: More than 650 houses including residential commercial ones were damaged due to the massive snowfall that shook valley on March 11. Srinagar, Mar 13: The Jammu and Kashmir Public Service Commission (PSC)— the prestigious recruitment agency for gazetted services in the state is deficient of six members as per regulations governing the body. For the last over two years, the Commission is being manned by only three members and one chairman. Out of these three members, K.M Wani completed his term on March 2 this year, leaving the PSC with only two members and one chairman. The sanctioned strength of the Commission is nine members including the chairman. As of now the state’s premier recruitment agency is deficient of six members. Well placed sources revealed to KNS that although the Chief Minister Omar Abdullah is keen to see the Commission fully functional but the hectic lobbying by certain bureaucrats was not liked by him which has delayed filling up of the

vacant posts in the Commission. The tussle between the two coalition partners Congress and the National Conference vis-à-vis their favorites nominees is also a reason as to why the government is yet to send its recommendations on probable members to the Governor. Pertinently, under section 129 of the Constitution of Jammu and Kashmir the Chairman and the members of the PSC are appointed by the Governor for a period of five years or till he attains the age of 65 years whichever is earlier. Sources revealed to KNS that last year, a senior officer from the accounts services had lobbied hard to be recommended by the government as one of the members of the PSC. This officer, sources said had garnered support from two senior leaders of Congress and the National Conference. Geelani reaches Delhi for treatment Srinagar, Mar 13: Chairman Hurriyat Conference (G) Syed Ali Geelani today reached New Delhi where the renowned chest specialist Dr. Vikram Sarabhai conducted his detailed checkup in Medanta Hospital Gurgaon. According to Hurriyat (G) spokesman Ayaz Akbar, Geelani has been advised to visit Apollo hospital where Dr Sameer Kaul is scheduled to conduct a thorough examination of the ailing separatist leader. PDP urges Govt to minimize miseries of people Srinagar, Mar 13 : Peoples Democratic Party (PDP) has urged upon the administration to gearup for appeasing the miseries of people in general and snow storm victims in particular. It has also appealed to Election Commission of India to intervene and make the administration accountable and effective for crisis management. Valley huge presence of water and snow on roads. Due to the closure of Jammu- Srinagar highway during the past three days- people stated that the dearth of necessities has emerged and the rates of the available essential commodities have been hiked without any reason. “The market checking squad is nowhere. The snow is not being cleared. We still have no water supplies restored, what the government is doing to the people?” said Mir Mukhtar Ahmad- resident of old city. Commenting over the restoration of electricity in valley, authorities Thursday claimed to have restored its major portion and the rest if being done on priority basses. It was stated further that complete electricity restoration will be done by March 14. It was further claimed that 75 dewatering pumps, 45 mobile pumps and 15 fire and emergency tenders were put in service to clear water from various inundated areas of the city. Besides, snow was cleared from the compounds of various hospitals on priority to ensure hassle-free movement of people for Medicare facilities. The reports informed further that the rail links in Kashmir were restored at large and that after the improvement in weather conditions, the services were resumed. The massive snow clearance operation was launched at various areas including banihal, Anantnag and Baramullal rain tracks. (KNS)

The Chief Minister was told that the restoration of power supply to various public service installations have been all most restored and work to achieve 100 percent goal in this direction is on. It was stated that there are 42,000 transformers installed in the State and during such calamities a good number of these develop snags which take some time to restore. The Chief Minister directed for installing lightning conductors with the transformers which are in lightning prone areas and get damaged due to lightning. “You should make a rule to install transformers along with lightning conductors”, he told the Power Department. The meeting was informed that all the priority-I roads have almost been cleared from snow while as the work is on a pace for clearing priority-II and priority-III road communication links. The Chief Minister was told that the work on clearance of landslides and snow on National Highway is on full swing and the road is expected to be opened for traffic by today evening. The Chief Minister also ascertained the dewatering operation in the Srinagar city and around. He said since the fast snow melting will add to this problem, as such, all resources need to be mobilized to put on the service ensuring de-watering in the water logged areas. He was informed that besides fixed de-water stations, Fire Services’ water pumps and the water pumps of Agriculture Department are also being put to service in water logged areas. Taking brief about the status of damages caused to water supply service due to the heavy snowfall and rains, the Chief Minister was told that about 175 water supply schemes in Jammu and 43 in Kashmir were affected. It was stated that most of these have been restored and restoration work on the rest is on fast track. It was stated in the meeting that as many as 17 deaths have been reported due to the snow catastrophe while 57 cattle have also got killed in the calamity. There has been tentative estimate of partially and fully damages to 1922 houses in Kashmir Division while as the damage to the property in the Jammu Division is being assessed. An amount of Rs. 5 crores have been released to Kashmir Division and Rs. 1.20 crore to Doda, Reasi, Kishtwar and Ramban districts for meeting the urgent exigencies, the meeting was told. The Chief Minister also received brief about the restoration of telecommunication services in the State. He was informed that most of the service has been restored and there will be total restoration within a couple of days. The Chief Minister while receiving the brief about the stock and supply position of essential commodities was informed that most of the areas hit by snow have good stocks of fuel and essential commodities. The Chief Minister directed that wherever needed supply of essentials should be despatched from the headquarters. The Chief Minister also directed the concerned to arrange helicopter sorties for evacuating persons from the snow bound areas. He also directed for keeping close eye on the markets so that unscrupulous elements do not exploit situation and create scarcity of essentials to highjack prices. Mr Bhat, sources said, had put forth his opinion about the deficiency of the members saying that the same is hampering the smooth functioning of the Commission.

Zabarwan Times Sources said that the chairman of the PSC also shot a letter to the Chief Minister in this regard four months ago. Vide SRO 479 of 1996, dated December 31, 1996, the sanctioned strength of the PSC was increased by two posts of members. Two more posts were added to this strength vide SRO 52 of 2007 dated February 28, 2007. Sources said that it was done apparently to lessen the burden on the Commission and to clear the backlog. Pertinently, the chairman of the Commission S L Bhat is completing his term on September 11, 2014 while as the M H Samoon, the member of the Commission will retire on August 8-9, 2014. K B Jandial, the third and the last member of the Commission is retiring on November 16, this year. So by the end of November 2014 the Commission will be without members, sources added. When contacted, S.L Bhat, the chairman of the PSC, said: “The decision on appointment of the members of the Commission is to be taken by the government and I have nothing to do with it.” (KNS)

Srinagar told CNS that Maharaj Gunj Police received a complaint from one Qaiser Ahmad Bhat son of Nisar Ahmad of MR Gunj that on in February this year, while boarding an Auto Rickshaw from Jamalatta Chowk the auto driver put a knife on his neck and forced him to handover all the valuables he was carrying with him. “The complainant was not carrying any money and thus the extortionist forced him to take out cash from HDFC ATM and robbed him off Rs 15000. The same person was again robbed off Rs 25,000 near Jamalata Chowk in the same manner after few days,” SP city said. “After the twin incidents, the complainant received threat calls from cell number 9796505245and was threatened of dire consequences in case he inform anyone about the incidents,” he said adding that after analyzing the phone calls four persons were arrested. SP City North told CNS that during investigation, video footage of HDFC Bank ATM was obtained and cell phone where from threat calls were received was analyzed. “A gang of 4 persons was identified to be involved in extorting money from the innocent people. Police accordingly registered an FIR vide number 24/2014 under section 392 RPC,” he said adding that out of four accused two are the Auto Drivers. Police identified these four extortionists as Adnan Bashir Zargar son of Bahsir Ahmad resident of Qutubdin Pora Aali Kadal, Owais Harbool son of Ghulam Muhammad of Aali Kadal, Shahnawaz Ahmad Dar son of Mehraj Din resident of Nawa Kadal and Manzoor Ahmad Khan aka Waheed Tiger son of Gulzar Ahmad Khan resident of Aali Kadal Srinagar. An amount of Rs.45000 has been recovered from them and the knife used in commission of crime has also been seized in the case. (CNS)

Taj Mohi-u-Din while responding to a query said that there is no natural drainage system in Srinagar city and that is why it witnessed heavy water logging. “Srinagar is like a bowl and it lacks natural drainage system. Streets and roads could not be dewatered because there was no electricity. Now electricity has been restored and according pumps will be used to dewater the roads and streets,” he said. Minister for Health told CNS that Kashmir has a vast area and the first priority of the government was to clear the highway and the main roads. “I myself visited several areas and was satisfied the way government performed its job,” he said. He said that this regime was formed without any programme and policy and instead of solving basic problems of the common masses, leaders of National Conference have been befooling the people by making false promises. Electronic shop looted in Sopore

Sopore, March 13, CNS: Burglars broke into an electronic shop in North Kashmir’s Sopore and decamped with electronic goods worth lakhs of rupees. Traders tried to observe shutdown as a mark of protest, however, after police assured them burglars would be booked in a short span of time, they changed their idea and opened up their shops. Sources told CNS that during the dead of the night, thieves managed to break the shutter of an electronic shop located at Gol Market Sopore. The owner of the shop Javid Ahmed Bhat told CNS that burglars have decamped with electronic goods worth lakhs of rupees. Extortionist gang busted in Srinagar

Srinagar, March 13 : Police Thursday busted a gang and arrested four persons who used to indulge in extortion in Srinagar city. Superintendent of Police Srinagar city North, Tahir Saleem told CNS that Maharaj Gunj Police received a complaint from one Qaiser Ahmad Bhat son of Nisar Ahmad of MR Gunj that on in February this year, while boarding an Auto Rickshaw from Jamalatta Chowk the auto driver put a knife on his neck and forced him to handover all the valuables he was carrying with him. “The complainant was not carrying any money and thus the extortionist forced him to take out cash from HDFC ATM and robbed him off Rs 15000. The same person was again robbed off Rs 25,000 near Jamalata Chowk in the same manner after few days,” SP city said. “After the twin incidents, the complainant received threat calls from cell number 9796505245and was threatened of dire consequences in case he inform anyone about the incidents,” he said adding that after analyzing the phone calls four persons were arrested. Sopore Sub District Hospital still incomplete Sopore, March 13, CNS: Lack of funds has hampered the construction work of Sub-District Hospital (SDH) Sopore in North Kashmir’s Baramulla district. The Government has miserably failed to clear the liabilities of contractors and according to locals the present regime is not serious in the completion of this hospital for which foundation stone was laid way back in 1984. “Government in 1984 had allocated a sum of Rs 56 crores for the completion of this hospital but the present government reduced this allocation to Rs 26 crores and even after doing that failed to pay the dues to contractors which were on job,”

The Largest Tribal Religious Congregation at Sammakka Sarakka Jathara

ammakka Sarakka Jathara or Medaram Jathara is the largest tribal religious congregation in the country. The biannual Jathara takes place at Medaram village of Tadvai Mandal in Warangal district, in Telangana region of Andhra Pradesh. Approximately one crore devotees are expected to take part this time at the Jathara to be held between February 12 to 15, 2014. A little festival of tribal’s in a small village has become a major pilgrimage in the last six years. This festival is held to get the blessings of goddesses Sammakka and Sarakka. It's believed that in those 3 to 4 days of the Jathara, goddesses’ real presence is felt. With the Jathara nearing, arrangements at Medaram village have also been picking up speed. It might be noted that about 80 lakh pilgrims had taken part in the Jathara last time. The Sammakka Jathara was declared as a state festival by Andhra Pradesh government in 1998. Devotees in large number from neighbouring districts and different states including Chhattisgarh, Madhya Pradesh, Odessa, Maharastra, Karnataka and Jharkand participate at the Jathara. People offer bangaram (gold) in the form of jaggery of a quantity equal to their weight to the goddesses and take holy bath in Jampanna Vagu (stream). It is a festival with no Vedic or Brahmanic influence. Jampanna Vagu is a tributary to River Godavari. According to the history, Jampanna is the tribal warrior and the son of Tribal Goddess Sammakka. The Jampanna vagu took his name as he died in a battle fighting against Kakatiyan Army in that stream. The Jampanna vagu is still red in colour believed to be with the blood of Jampanna (Scientifically the red colour of the water is attributed to the soil composition). Devotees believe that taking a holy dip in the red water of Jampanna Vagu reminds of the sacrifice of their gods who save them and also induces courage into their souls.

The actual festival begins in the month of Magha, on Sudha Pournami (full moon day) evening when Sarakka (in the form of vermilion) would be traditionally brought from Kanneboyinapalle, a neibhouring village in the forest, and placed on a gadde, an earthen platform raised under a tree. By next sunset, the main goddess Sammakka (in the form of vermilion) will be brought from Chilukalagutta. There are two gaddes (platforms) separately one for goddess "Sammakka" and other for goddess "Sarakka". They are represented by bamboo sticks smeared with turmeric and vermilion (Pasupu and Kunkuma). Since time immemorial, there is a huge tree standing on Sammakka gadde. Hundreds of people who are often believed to be possessed by the goddess come here dancing ecstatically throughout their journey. People believe that Goddesses Sammakka, Saralamma fulfill their desires with their divine and miraculous powers. Couples visit to pray to the goddess to bless them with children. Many pilgrim pay their promises made to goddess during the Jathara, by offering jaggery, calf's, coconuts and donations in cash etc. Pilgrims take bathe in Jampanna stream to get purified and absolve from sins. When the priests bring out the ochre box and other relics from a hidden forest location, there is great tumult with frenzied beating of drums, blowing of trumpets and full throated yells. It is said that during the festival a huge tiger prowls around peacefully. According to a tribal story, in the 13th century some tribal leaders who went for hunting found a new born girl (Sammakka) emitting enormous light and playing amidst tigers. She was taken to their habitation. The head of the tribe adopted her and later she became the saviour of the tribals of that region. She was married to Pagididda Raju, a feudatory tribal chief of Kakatiyas, who ruled Warangal area. She was blessed with 2 daughters and one son namely Sarak-

ka, Nagulamma and Jampanna respectively. After sometime, there was a severe drought that lasted for years and as a result the mighty Godavari River dried up. Pagididda Raju didn't pay tribute to King Pratapa Rudra. In turn king Pratapa rudra sent his army to subdue the tribals and collect the tribute. Then a War was fought between tribal chief Pagididda Raju and Kakatiya army on the banks of "Sampenga Vagu" (Jampanna Vagu). The Koya army fought valiantly but could not withstand the well equipped Kakatiya army. Though fought valiantly Pagididda Raju, his daughters Sarakka, Nagulamma, son in law Govinda Raju lost (husband of Sarakka) lives in the battle. Later Jampanna also dies in Sampenga Vagu (after renamed as Jampanna Vagu in the memory of his heroic fight against well trained Kakatiya army). Upon hearing this news Sammakka also enters war and fights and causes lot of damage to Kakatiya army. Surprised by her Bravery and Valour the Kakatiya Prime Minister visited war ravaged Koya kingdom with proposal of peace and offered Sammakka a place in the emperor’s harem as the chief queen. Sammakka turned down the offer and resolved to continue the fight to avenge the dead. The battle continued and Sammakka was seriously wounded. Sammakka told her people that as long as they remembered her, she would protect them. Then, she cursed the Kaktiya dynasty to perish and with that wounded body proceeded towards Chilakala gutta and disappeared in the forest. The grieving Koyas searched for their queen all they found were a red ochre box (a container of vermilion), her bangles and the pug marks of a huge full grown tigress, exactly the same place where she was found as an infant by the koyas. The Kakatiya dynasty came to an end very soon. Since then the Koyas, Waddaras and other Indian tribes and castes have been holding festivals in memory of Sammakka and Sarakka regularly.

Latest Technique in Mineral Exploration Technology Infusion envisaged during XII Five Year Plan Period

SI has made phenomenonal contributions in the mineral sector and is carrying out systematic investigation for mineral resource assessment of the country in geologically potential areas through modern and sophisticated exploration methods involving modern geological mapping techniques, geomorphological and lineament mapping through study of satellite imageries, aero and ground geophysical studies and geochemical mapping. As part of this GSI has initiated extensive programme of modernization on the advice of the Parliamentary Standing Committee on Industries, and as per guidelines laid down by an Expert Panel on Modernization of GSI. The modernization programme is aimed to improve the regional exploration for assessment of natural resources by infusion of latest state of art technology. The technology infusion envisaged during the 12th Five Year Plan period is” Ø Strengthening of the state of the art equipment in chemical laboratories like ICP-MS, ICP-AES to match world standard in precision and also facilitate logical conclusion of mineral exploration within scheduled time. Ø Modernization and augmentation of equipment for ground geophysical survey like multi-channel gamma ray spectrometry, multi frequency EM system etc. Ø High-end petrological instrument for diamond, strategic and PGE exploration. Ø State of the art drilling machine (reverse circulation, hydraulic etc.). In order to improve the quality of exploration for mineral resources of the country, following equipment / instruments were procured or in the process of procurement as per the plan: § Airborne surveys including airborne magnetic, electromagnetic and gamma-ray surveys have proved quite useful in identifying first order target areas

worldwide and may be used as direct tool in exploration. The airborne survey is strengthened by procurement of heliborne multi-sensor airborne survey system comprising on board sensors like magnetic, gravity, time domain electromagnetic (TDEM) and gamma ray spectrometry and hyper spectrometry. § Application of geochemistry to mineral exploration, adopting conventional as well as advanced geochemical techniques, in soil surveys, stream-sediment surveys, vapour surveys and bedrock surveys has proved useful in detection of dispersion haloes of hidden ore bodies. To strengthen the geochemical exploration GSI has upgraded its regional laboratories by procurement of sophisticated instruments like ICPMS, EPMA etc. for low detection analytical determinations particularly for elements like gold, PGE, rare earth etc. § Application of time-tested geophysical techniques in locating concealed deposits is considered as one of the most effective exploration tools. Ground geophysical survey is being strengthened by procuring new sophisticated instruments like Multi electrode resistivity-IP unit, multi frequency EM profiling unit etc. § GSI has procured magneto telluric (MT) instrument to strengthen its geophysical survey over Indian craton to image the sub continental lithospheric mantle (SCLM). The outcome of the survey will enhance the scientific knowledge of the deeper parts of the earth and will help to model the process of craton formation more accurately which in turn will help in targeting concealed ore bodies/kimberlite bodies (KCR) § GSI carries out offshore surveys and mineral resource evaluation in the EEZ and TW. To strengthen the marine survey GSI is procuring one deep Ocean Going Research Vessel from M/s Hyundai Heavy Industries, South Korea. This will help in assessing the mineral/natural resources present in EEZ of our country.

The details of technological upgradation with adequate instrumental back up is as follows: o In the field of Thematic Geological Mapping (TGM), the technology infusion that has been envisaged includes: Field Laptop, or Table PC, Mapping GPS unit, GSI Portal, mobile mapping vans with portable generator. o In view of completion of systematic geological mapping over the country, an Integrated Thematic Mapping (ITM) has been visualized with required technology infusion that includes: Ground Penetration Radars [GPR], shallow drills, deep drills, Electron Probe Micro Analyzer etc. o As a redressal measure for effective analytical output with lower detection limits of geochemical samples, augmentation of the state of the art instruments such as ICPMS, AAS, XRF and DMA, in the laboratories of GSI has been incorporated. o In the field of geophysical mapping, the technology infusion that is being proposed includes high precision gravimeter and total field magnetometer. · For hyperspectral mapping, Space borne and Airborne Hyperion data with specific spectral range (necessary for geological objects) are to be procured and utilized. In this context, it is contemplated to have a continuous acquisition of hyperspectral data in collaboration with ISRO/ NRSG/NNRMS. · To enhance the pace of drilling and quality/reliability of subsurface information, it is necessary to induct improved techniques and equipment such as reverse circulation drilling with inbuilt system for controlled deflection of borehole path and adopting a combination of coring and non-coring operations in a single borehole. Rotary Air Blast (RAB) drilling which is fastest and cheap method is also to be inducted. State of the art drilling machines such as reverse circulation, hydraulic rigs, etc., are in the process of procurement.
