Traffic police authorities today issued traffic diversion plans in view of Moharram procession to be held on 14th and 15th November. In view of Moharram procession scheduled to be held on 9th and 10th Moharram i,e on 14.11.2013 and 15.11.2013, particularly in Down Town area, all type Soura bound traffic coming from Nowhatta-Khanyar will be diverted through Dr. Ali Jan route. All type of Soura bound vehicles going towards Down Town shall also adopt Ali Jan and Nalimar route. No vehicle shall be allowed to ply from Hawal to Nowshara via Alamgari Bazar during Moharram procession.

Three extortionists arrested in Baramulla

Baramulla, Nov 13:

Police arrested three extortionist and recovered an air pistol that was used in the commission of the crime from them. Police sources said that some unknown persons barged in the room of Mohammad Ansari resident of Kholagari Bihar at present Sheeri and extorted two mobile phones and some cash on gun point. A case FIR No. 66/2013 under section 392,506 RPC was registered in Police Station Sheeri and investigation was started. During the investigation police rounded up number of suspected persons of the area for questioning and after strenuous efforts , Sheeri police arrested three persons involved in the extortion. The three accused Tanveer Ahmad Bhat son of Ali Mohammad, Manzoor Ahmad Bhat son of Abdul Aziz and Javid Ahmad Lone son of Abdul Ahad residents of Sheeri were put to sustained questioning who confessed to the commission of the crime. Sheeri police recovered an Air Pistol used in the commission of the crime from the instances of the accused and recovered the two looted mobile phones and the cash from them. (CNS)

In his endeavour to make Jammu and Kashmir self-reliant in power generation and achieve financial autonomy to move forward on road to progress and prosperity, Chief Minister, Omar Abdullah Wednesday laid foundation of 48 MW Lower Kalnai Hydro Power Project here and indicated setting up of 500 MW Thermal Project soon from the Coal Block allotted by the Government of India to the State for generation of thermal power. Addressing a public meeting after laying the foundation of Lower Kalnai HEP, the Chief Minister said that indigenous generation of hydro energy is the right initiative to achieve economic goals and generate substantial employment and business activities for youth particularly in far-off villages and remote areas, a statement issued to KNS said. “We have targeted generation of 9000 MWs of power within next 7 to 8 years and necessary edifice has already been laid to achieve this stupendous task”, he said and added that the projects for generation of 2000 MWs of hydro electricity have been cleared and are under various stages of implementation. The Chief Minister said that the power companies have been given strict directions to employ locals in project implementation works. He said power companies have also been roped in to be partners in 7 ITIs so that required skill development programmes are run in these institutions and befitting technicians and skilled youth are produced to get absorbed in upcoming power projects. He said power companies have also been directed to allot feasible works to the local contractors and transport operators so that the economic benefits accrue to various categories. The public meeting was also address by Minister of State for Power, Vikar Rasool, Legislators Sajjad Ahmad Kitchloo, G. M. Saroori and Najeeb Suharwordhy. “48 MW Lower Kalnai Hydro Electric Project is run of the river projected located on Lower Kalnai Nallah, a tributary of the Chenab river in Thathri town of District Doda about 200 kilometres from Jammu. The project envisages construction of a concrete gravity dam of 49 m height across Lower Kalnai Nallah at Dunadi about 200 m downstream of the confluence of Upper Kalnai and Kangunegad Nallahs. The estimated cost of the project is Rs. 576.87 crore and is scheduled to be completed in 4 years.” (KNS)

As it is, many places important from tourism point of view are under the use of defense force, which has an adverse impact on the economy of the state, she said and added that the serious issue will have to be addressed with an open mind, and right balance struck between defense needs and the requirements of civilian population, apart from its impact on environment of Jammu & Kashmir which is crucial to most parts of South Asia. Mehbooba said it is worrying that Jammu & Kashmir is a home to the maximum firing ranges in the country as brought out in a recent media report. Apart from this the state is perhaps the only state where ammunition dumps have been established in civilian areas, which is an obvious hazard as we some saw some years back in Khundroo in Anantnag district. She said in our meeting with the Defense Minister, A K Antony , she had taken up the issue of extension of lease of Tos Maidan and other related matters a few months back and expressed the hope that the whole issue will be sorted out amicably without allowing it to develop into a confrontation. About Kupwara district, Mehbooba said this border area has borne the maximum brunt of militancy and government excesses. While the general masses face humiliation and atrocities, there were numerous individual tragedies resulting in devastation of households, killings, atrocities against women and creation of widows, destitutes and orphans. She said, though, 2002 had witnessed a turnaround in the situation but the present government could not carry out welfare and rehabilitation provided for the target groups. Mehbooba said the so-called rehabilitation policy for those youth who had crossed the LoC, has proved eyewash like all other pronouncements of Omar Abdullah government. She said it was no wonder that some of the persons who had come home after spending lot of money and gone through hassles of travel, had returned to Pak Administered Kashmir and some more were reportedly planning to follow the suit. She said in absence of assistance for their rehabilitation, the returning families were finding themselves in more trouble than their fate across the LoC, the statement received by KNS said. Referring to unprecedented development interventions made under the Mufti government, Mehbooba said Prime Minister’s economic package had provided funds for all sectors which unfortunately the present government has not been able to spend gainfully. On previous occasions such understanding between the state and centre remained confined to matters of political power whereas Mufti used it for an institutionalized development of the state. Similarly for the first time multilateral funding was obtained from the Asian Development Bank for core infrastructure development like roads, bridges, flyovers, sewerage and drainage.Mehbooba said in spite of being in power for more than three decades National Conference only exploited the sentiment of people. Latif Advocate of Murran Pulwama by certain anti-social elements of his village Murran, Pulwama and demanded that action as warranted by law be taken against the culprits at the earliest and the life and property of the said advocate be protected from the onslaught of those anti-social ele-

ments who have threatened his life. Bhat told KNS that Bar also condemned the attack and beating of Mr. Bilal Ahmad Bhat, Advocate, by certain police personnel at Tourist Reception Centre Srinagar when he was on his way to court. The advocate was attacked and beaten by the police constables without he being at any fault and without any provocation. Even though the matter had been brought to the notice of the District Magistrate Srinagar and Senior Superintendent of Police Srinagar by the said advocate, but reportedly no action was taken against the culprits by the high-ups, to the dismay of the said advocate. Bhat told Kashmir News Service, that a writ petition was also filed in the High Court today against the attack on L. A. Latif Advocate and of ransacking of his house by certain goons of his village. “While admitting the writ petition which was filed by S. H. Thakur Advocate on behalf of L. A. Latif Advocate as his next friend, the court was pleased to direct SSP Pulwama to register case against those culprits who had attacked and ransacked the house of the said advocate on 11.11.2013 and besides threatening him of death, had also blocked his entry to the house on both sides and looted his property in the house and did not allow him to move out of the house for getting his ailing parents treated for about three days.” Bhat told KNS, the High Court also directed the District Magistrate Pulwama to remove the obstruction from the road leading to the house of the said advocate, so that he is able to take his ailing parents out of the house for treatment as and when required. “The SSP Pulwama was also directed to provide protection to the advocate and his family and both District Magistrate and SSP Pulwama were directed to comply with the court order by tomorrow. Keeping in view the urgency involved in the matter Mr. R. A. Khan, AAG, was also directed to accept notice on behalf of the official respondents and get the orders passed in the matter complied with by tomorrow. The case is to come up for further proceedings before the court, tomorrow.” (KNS)

City People including tourists got stranded in their vehicles for hours while no one from Authorities bothered to take them out from the mess. Complete chaos ruled the city and hundreds of commuters and students appearing in the exams were either stopped or forced to take alternative routes by the police and CRPF amid traffic terror. The unending fleet of stranded vehicles stretched over miles haunted people who were seen fuming and cursing their fate. Police and Para-military troopers did not allow any vehicle to move towards Lal Chowk and stopped them near Ram Bagh which created chaos. Hundreds of vehicles took to Mehjoor Nagar route and within minutes, the road leading to Jawahar Nagar and Raj Bagh was seen abuzz with traffic. Traffic terror was witness on Abdullah Bridge, Convent Road, Solina Road in Civil Lines while most of the people wished to return to their home could not take turn and got stranded for hours missing their day’s assignment. Reports said that entire Airport Road stretch from Ram Bagh to Raj Bagh to TRC crossing was in a mess as unending gridlock of vehicles could be seen. The students heading towards schools or coaching classes were worst-hit as many of them could be seen crying as their vehicles remained stranded in areas including the Silk Factory road. For parents whose children had left by school buses, it was more of confusion and anxiety. “This is the ugliest part of the world. Here is no management, no government, and no authority, which could regulate the things and bring some order. People manage things themselves while those who at the helm of affairs care more about their protocol than about people,” a tourist from Mumbai told CNS. Large number of people including tourists were seen begging before the police and CRPF personnel near Radio Station Srinagar, seeking permission to move ahead where Government Forces had laid concertina wires to restrict the movement of people and vehicles. No vehicle was allowed to make entry into City Centre Lal Chowk. The Clock Tower was guarded by large number of troopers while police had laid barbed wires near Maisuma restricting the movement of the people. Many flyers, including tourists had a tough time in reaching the airport. Scores of passengers missed flights because of the delay in reaching the airport. Patient care was also affected badly. An attendant said that Government has taken people for granted and it cares a fig for them. A top police official told CNS that though restrictions were imposed in East and Southern party of City, but heavy traffic jam was also witnessed in Old city. Pertinently, authorities are not allowing the traditional processions in Lal Chowk since the eruption of militancy in Kashmir Valley. (CNS)

Police later led by Itehadul Muslimeen leader Syed Muzafar Rizvi to city. As the mourners, dressed in black clothes and beating their chests, marched towards Budshah Chowk, where they were intercepted by police. Cops fired tear gas canisters and resorted to baton charge to disperse the mourners. Later Syed Muzafar Rizvi along with his many party members was arrested and lodged at Shaheed Gunj Police Station. A procession of mourners started from Kak Sarai was intercepted by police near Shaheed Ganj where mourners clashed with the deployed cops. Mourners alleged that police used force to quell the procession resulting in the injuries of scores of mourners. During the clash a police official also suffered injuries. The police also swung into action on mourners at Chinkral Mohalla in Habba Kadal area, Shutra Shahi, Magarmal Bagh and Tankipora near Divisional Commissioner’s office. The police fired various tear gas shells. Some 10 people received injuries. Muharram procession was also taken out at Dalgate which ended peacefully. Earlier restrictions were imposed in areas falling under Kothibagh, Maisuma, Kralkhud, Ram Munshi Bagh and Shaheedgunj police stations. A video journalist of ANI, Hilal Ahmed was injured when a police official driving Rakshak himself hit him while chasing the mourners. Hilal Ahmed was admitted in Bones and Joints Hospital. Doctors said that his leg has been fractured. Journalist fraternity expressed shock over the incident and demanded action against the erring police officer. Chief Minister, Omar Abdullah Wednesday said that the tension at LOC and International Borders across Jammu and Kashmir directly impacts the tranquility and development process in the State and endangers life and property of residents living in the frontier. “Ceasefire violations and shelling not only make the people leave their homes but severely hamper agricultural operations causing economic stress to border people”, he said. Interacting with farmers at International Border near Chinore Farm some 25 kilometres from here, the Chief Minister expressed satisfaction over the status of ceasefire and hoped that it would continue for the larger interests of people particularly farmers residing in the frontier. The Chief Minister also expressed hope that the two Countries would resolve all issues through the process of dialogue and peacefully. Omar Abdullah enquired the welfare of the people and received brief from them about the prevailing situation and the status of their agricultural operations. He gave directions to the Agriculture Department to provide all help to the border farmers for launch of successful agricultural operations. He asked the department to keep better seeds, fertilizers and other agricultural inputs adequately available to the agriculturists in the border areas. Make fast track recruitment system really fast

T

he recent announcement of the state government to fill up the vacant posts in different government departments on fast track basis seems to have been forgotten as the advertisements after that have not been positive for the aspirants. The examination for recruitment of teachers by SSB and also the junior assistants is undergoing different stages of reaching to the final short listing of the candidates to be called for viva. Prior to that some other posts were advertised and examinations were conducted for recruitment but so far none of these have been finalized and the candidates remain where they were. It had generated a new hope amongst seven lakh educated unemployed youths when the coalition government had done away with the old system of recruitment which was discriminatory in nature. There are about eighty thousand posts vacant in different government organizations which can be filled on fast track basis and eighty thousand deserving candidates can be saved from further frustration and disappointment of their lives. It is really unfortunate that about fifty thousand unemployed educated youth are going to be over aged within a next couple of years and their hopes of getting an opportunity to earn their bread and butter will be dashed to earth forever. The government should immediately remove all bottle necks in the recruitment policy and should fill up all these vacant posts immediately so that these fifty thousand unfortunate young men also get a chance to compete with others. It is a matter of fact that the state has no other avenues where it can recruit a large number of youths who have the capabilities to prove their metal. There are no big industries and no big corporate houses which can accommodate skilled and semi skilled professional. The dependence of the educated youth on governmental sector in itself is a big problem as the state lacks the resources to provide employment to every youth. Now it will be in the best interest of unemployed youths if the vacant posts are filled up on real fast track basis and red tapism in the process of recruitment is done away with.

nternational Children’s Film Festival of India (ICFFI) also popularly known as The Golden Elephant is a biennial festival that strives to bring the most delightful and imaginative national and international children’s cinema to young audiences in India. Outstanding features, shorts, live action and animation films are screened over seven days of festive celebrations, attended by more than a hundred thousand children and hundreds of film professionals from across the world. Every two years, the festival begins on 14th November, the birth date of Pandit Jawaharlal Nehru – India’s first Prime Minister – also fondly referred to as Chacha Nehru (Uncle Nehru), because of his love for children. Pandit Nehru established CFSI soon after India’s independence with the hope that indigenous and exclusive cinema for children would stimulate their creativity, compassion and critical thinking. 14 labourers killed in truck accident in Madhya Pradesh Agencies

BHOPAL: As many as 14 labourers were killed and 23 others seriously injured when a truck in which they were travelling overturned at Datia district in Madhya Pradesh on Tuesday night. They were migrant labourers, from Tikkamgarh district, who had gone to Datia to work in paddy fields. Reckless driving and bad road led to the incident, said sources. Police said incident took place on Datia-Jhansi road under Cherula police station area killing 10 labourers on the spot, while four

succumbed to their injuries on way to hospital. Injured were referred to district hospital in Datia. Two of them were referred to government medical college in Gwalior district. The truck, which was on its way to Tikkamgarh district from Datia, was overloaded with grains and 40 labourers seated on them, when the accident occurred, said D K Arya, DIG Chambal range. Post-mortem were on till filing of this report. “There are less external injuries. Most of the labourers seem to have died of asphyxia. For, the labour-

Last Friday night, he stayed in government senior secondary school, Khudda Kalan (Ambala). “This gave us a chance to share our problems with the director general directly. We were asked in advance to send our problems including those related to the promotion to the directorate, so that these can be solved on the spot,” said Kuldeep Mehta, a lecture in the school.

A 1985 batch officer of Haryana Civil Service (HCS) officer, Chander Shekhar, 51, was promoted to the Indian Administrative Service (IAS) in 2005. As DC, Shekhar initiated the night camp concept in August, 2012 to spend nights in the villages along with senior officers of the administration. Manipur People’s Party leader shot dead in Imphal Agencies IMPHAL: Unidentified gunmen shot dead the vice president of the Manipur People’s Party (MPP) Haobijam Manisana Singh at Changaingei Ucheckon near Imphal airport on Wednesday morning. Manisana, a resident of Thanga village in Bishnupur district was inside his car around 10.30am when some unidentified gunmen shot him dead, police sources said adding that some bullet marks were also found on his car. Minutes after the incident, a search operation was launched by police commandos in and around the area.

“Operation is still going on to track down the assailants at various places in Imphal West district. So far there has been no arrest in connection with the incident,” a senior police officer, who led the operation, told TOI. Police could not immediately ascertain the motive behind the killing. Former Adhaksha of Bishnupur Zilla Parishad, Manisana contested the last assembly polls from Thanga constituency. MPP is the oldest regional party in Manipur. No group has claimed responsibility for the political assassination till the time of filing this report. Acting on a Congress complaint, the Election Commission on Wednesday slapped a notice on Narendra Modi for prima facie violating the model code of conduct over his “ khooni panja” (bloodied hand) remark on the Congress poll symbol. The poll panel has asked Modi to explain by 5pm on November 16, why action should not be initiated against him for the said remark made while campaigning in Chhattisgarh.

Three militants killed in Manipur IMPHAL: Three militants of Zeliangrong United Front have been killed in an exchange of fire with National Socialist Council of Nagaland-Isac and Muivah (NSCNIM) cadre in interior Tamenglong district of Manipur, police said on Wednesday. Heavily-armed militants attacked a group of NSCN-IM cadre at Bhalok village late last evening by exploding powerful bombs, followed by a fierce exchange of fire between them in the hill village, the police said. During the encounter that lasted over five hours, three militants of ZUF were killed and some other militants belonging to the NSNCNIM were injured, the police said. Official reports from Tamenglong district said an injured NSCN-IM cadre was taken to Imphal while some others who sustained minor injuries left the spot. On two occasions in his illustrious and unquestionably clean career, Rahul Dravid shared cricket dressing rooms with players who fixed cricket matches. Once with the Indian team and once with an IPL franchise. This fact was pointed out to Dravid during the Central Bureau of Investigation’s golden jubilee celebrations at the Vigyan Bhawan on Tuesday, where the former cricketer was one of the panelists for a discussion concerning ‘Ethics and intergrity in modern-day sport’. Dravid leaned into his microphone and explained how he wasn’t around in India when Hansie Cronje had admitted to fixing matches for money, as he was playing County cricket for Kent in 2000. “So I never got a feeling or a sense of what has happening when the CBI investigations were carried out and players were punished,” said Dravid. “But this time was very different. I was right in the middle of it and right in the thick of things.” When Rajasthan Royals’ Santhakumaran Sreesanth, Ajit Chandila and Ankeet Chavan were arrested for their roles in the 2013 IPL spot-sixing scandal, Dravid was their captain.

“You feel a sense of sadness and a sense of anger. Tendulkar helped end an ugly situation in the dressing room after Wright had slapped Virender Sehwag for the manner in which he had been dismissed during the ODI match at the Oval.
