15 injured in Kulgam building collapse Kulgam, October 13: At least 15 persons were injured after a rented Government school building collapsed in Nagam village of South Kashmir’s Kulgam town. According to reports, a team from Electronic Communication India limited (ECI) had arrived in Nagam Damhal Hanjipora on Sunday to enroll the residents of the village under Adhaar Card Scheme. The team had camped on the second storey of the School Building. Eyewitnesses told CNS that more than two hundred people thronged there as a result, the building collapsed leaving at least 15 persons injured. People including the ECI team fell down into the basement of the building while the computers and lap tops got badly damaged due to the sudden collapse of the building. People including police party rushed to spot to shift the injured to hospitals. Hospital sources told CNS that at least 15 persons were brought to hospital for treatment. “Two of the them namely Haneefa Babo wife of Abdul Ahad Khan and Abdul Ahad Malik son of Muhammad Ramzan both residents of Salamkani Nagam were critical and we referred them to District Hospital Kulgam,” one of the doctors at Primary Health Centre Damhal Hanjipora told CNS. 4 die, 2 injured in road mishaps Srinagar, October 13: Four persons died and two others were injured in different road accidents across the valley. A Beat vehicle bearing registration number JK01S/7515 hit and injured a pedestrian Jana Begum wife of Mohammad Akram Ganie resident of Palpora at Palpora, in the jurisdiction of Police station Kunzar. The injured woman succumbed to her injuries on way to the Hospital. Kunzar Police has registered a case in this regard. Meanwhile, a Tractor meet with an accident at Chutru, in the jurisdiction of Police station Budgam. The driver of the tractor was critically injured in the mishap. He succumbed to his injuries on way to the Hospital. Budgam Police has registered a case in this regard. Why do people insist not to extend lease deed Showkat Shah Srinagar, October 13: Spread over one lac kanals of land, with abundance of natural beauty and thousands of beautiful trees in its lap, the Toas Maidan once a forgotten meadow has suddenly hit the headlines of the vernacular press for quite some time now. Dating back to 1964, the meadow was taken over by the army on lease for its usage. The place has a lot of vitality and importance due to its geographical and historical situation. Once used as a shortest track to travel to Poonch, some years back, it was under active consideration of state govt. to construct a road between Poonch and Budgam passing through this gifted meadow but the proposal did not go through due to economic constraints. Toas Maidan is situated in Khag area of Budgam District some 52 kms from the district headquarters. The army since its takeover has used the place for training purposes in the shape of a firing range. As is the case in the entire world, the population has grown many fold and the earth mother is shrinking day by day so has happened in the case of Toas Maidan where the population in
the surroundings consisting of mostly nomads has grown from hundreds to thousands. It is because of this that habitations have expanded and new tiny hamlets have come into existence. The villages within the vicinity are Satharan, Drang, Khankah, Poonchiwala, Jamagali, Roya Kani, Shala Kanni, Shupnag. Srinagar, October 13: Minister for Medical Education Taj Mohi-u-Din Sunday said that Pentavalent vaccine is not fake and it may not be the sole reason for infant deaths. “Those who attribute deaths to this vaccine should know it is not fake but supplied by the Government of India and it is used all over country. Govt unleashing terror on Kashmiri Muslim in Ladakh: Malik Srinagar, October 13: Chairman JKLF Mohammad Yasin Malik has strongly condemned ‘the brutal assault on the lives, properties and shops of Kashmiri Muslims in Leh Ladakh by the government’. In a statement issued to KNS, Malik has termed the incident as ‘brutal use of state power against poor traders who are earning their bread and butter in Ladakh’. United Nations Human Rights Commission (UNHRC) has shown its inability to persuade Government of India as well as Jammu and Kashmir to allow the screening of ‘Ocean of Tears’ a documentary depicting violence on Kashmiri women from Government Forces. “UNHRC Geneva has registered your complaint under reference number COM-13-0973. We have

National Disaster Management Authority Marri Shashidhar Reddy told reporters. No action or situation which harms or damages the interests of the people is allowed by the constitution of India, so no one should go against the spirit of law of the land and nobody’s actions even if vital for the country should cause any inconvenience to the people in general. The state govt. should also come out with a clean policy and should stop hide and seek. If a senior leader of NC Dr. Mustafa Kamal demands that the lease should not be extended, then it should be taken as policy statement of the govt. which is lead by his nephew Omar Abdullah. The govt. should approach the central govt. and the Defence Ministry and take a decision acceptable to all stake holders before Toas Maidan becomes another political bomb-shell.

Produced under the banner of the Public Service Broadcasting Trust of India (PSBT) in September 2012 and supported by the Ministry of Information and Broadcasting,’Ocean of Tears’ contains sensitive content as the victims are being shown narrating their woeful tales. The documentary is based on real events and was viewed around 1,49,000 times before its trailer on Youtube was taken down. Besides screening in Kolkatta in March this year, the Ocean of Tears was screened by the Indian Documentary Producers’ Association in conjunction with Dada Saheb Phalke Film City and P.L. Deshpande Maharashtra Kala Academy in Mumbai. Flim was also screened at Aljazeera international documentary film festival-2013 and 3rd Nepal international human rights film festival-2013. It was specially screened at Oklahoma University USA few months ago. Film-maker Bilal Jan told CNS that he fails to understand why the government is not allow its screening when already a lot has been shown and written on the sufferings of Kashmiri women. Pertinently, the documentary graphically depicts the sufferings of Kashmiri women in the course of the turbulence of the past two decades. It features the plight of the women of Kunan Poshporavictims of the alleged 1991 mass rape by the army, and those of the families of the hundreds of missing people, besides other excesses.

While scores of pilgrims were trampled, others were drowned after jumping into the swollen river. Bodies lay sprawled on the bridge even as rescue teams from Gwalior were delayed due to battered roads and a 10km traffic jam.There were only nine constables and a subinspector manning the over-lakh crowd on the 500-metre long bridge when the tragedy took place. Chief minister Shivraj Singh Chouhan has ordered a judicial inquiry into the tragedy and Congress president Sonia Gandhi has expressed anguish. The Ratangarh temple is located 55 km from the Datia district headquarters and 405 km north of Bhopal. "We have counted 100 bodies so far. Several pilgrims died on way to hospital. The toll may rise manifold," a senior police officer told TOI. The tragedy was sparked off by rumours that the bridge on Sindh River through which pilgrims were heading towards temple - was collapsing. In a huge lapse on part of the administration, heavy vehicles carrying pilgrims were allowed to ply on the bridge. Eye-witnesses claim a clash between two groups of villagers on the bridge forced a minor lathicharge by police which triggered the stampede. Eyewitness Manoj Sharma, 28, said, "police lathicharge worsened the crisis, forcing many to jump off the bridge." Sharma, a resident of Bhander village in Datia, was on his way to the temple along with his friends. A massive traffic jam on way to the temple hampered relief work and mobs began pelting stones at the police. Two cops, including a sub-divisional officer of police (SDOP) B N Basave was assaulted by the mob. "The toll could touch 120. We are yet to recover bodies from the river," Chambal range DIG D K Arya told TOI. Chief secretary, DGP and ADG intelligence have air dashed to the spot on a chopper. Senior BSP leader and

With increasing education level, growing interest on environmental consciousness, new improved means of agriculture tools available and being used in other states, farmers of the Kashmir are keen to learn new farming techniques which can be implemented in the valley. Avoid Extravaganza and Show-off Celebrate Eid with Simplicity
E
id-ul-Azha is a sacred day in the Muslim calendar which teaches and inculcates the spirit of sacrificing the dearest things for God. This day dates back to the Prophet Abraham (A.S) who even did not hesitate to present the sacrifice of his dearest son Yousuf. However, the sprit behind this Eid is far greater far big and far extensive. It is a symbol of services to the mankind, charity, social duties particularly towards the poor, downtrodden and of course restraint from the extravaganism, show and pomp but what is happening particularly is different and is not in tune with the spirit and teachings of this day. The festivals in our society have become a symbol of blind race of shopping competitions, extravagant spree of unnecessary purchases, which results in the disappointment in those classes of the society who have less purchasing power as also in scarcity of essential commodities, hoardings, black marketing and sky-rocketing of prices. It also gives birth to ill customs, immorality and social and ethical crimes because those, whose children cannot afford to get significant money from their parents, fall prey to indecent practices. Eid does not teach also what we are seeing in the society in the name of charity and hundreds of organisations jump in the field to collect as much money they can which lands in some pockets of fake persons with fake organisations. These days everywhere vehicles are seen roaming fitted with loud speakers playing religious songs to loot the innocent people. These organisations spend thousands of rupees on transport public address system and publicity campaign they launch in the local papers. One does not understand if these organisations are collecting money for orphans and destitute why should they spend huge amount for their publicity in the local papers. This is a big scandal and people need to be aware of these so called charity organisations. These organisations are working without any checks and balances and there is no monitoring system and transparency as most of these are run by individuals or group of individuals who are responsible or accountable to none. It would really mean a good usage of the donated money, if it is given directly to mental hospital, leprosy hospital where many deserving unfortunate ones are really needy and deserve to be helped. Otherwise, there are no two opinions that most of the money donated by people for orphans goes waste as it is not utilised mostly for them. Government has no mechanism in place to monitor or audit these organisations so these untrustworthy organisations are misusing the donated money. Eid is the festival of happiness and joy. Let us celebrate and share it with the real spirit. Let us refrain from extravaganza pomp and show and let us donate in the proper way for the welfare of poor and deserving but at the same time let us be aware of exploiters, emotional blackmailers and those who misuse our money in the name of charity and religion.

Agriculture at Fast Track to Achieve the Desired Food Basket
P
rogressive fragmentation of land holdings, degrading natural resource base and emerging challenges of climate change are resulting in increased pressure on land and water. Required agricultural production and a diversified food basket to meet the requirement of the increasing population with higher per capita income, has to emanate from the same limited net sown area by increasing productivity with an optimal use of available technologies, water and land resources. The Department of Agriculture & Cooperation (DAC), Ministry of Agriculture, has been actively working towards strengthening agriculture sector in the country by devising new and innovative programmes for the benefit of farming community. In order to meet the growing food requirement, Rashtriya Krishi Vikas Yojana (RKVY), launched in August 2007, incentivizes the states to increase public investment in agriculture and allied sectors taking agro climatic conditions, natural resource issues and technology into account and integrating livestock, poultry and fisheries fully while providing more flexibility and autonomy to the states in planning and execution of schemes. It has become the principal instrument for increasing the States’ investment in the agriculture sector which now includes several commodity specific measures namely Bringing Green Revolution to the Eastern Region of India (BGREI), Special Initiative for Pulses and Oilseeds, Accelerating Fodder Production, Creating Vegetable Clusters, NutriCereals, Oil Palm Development, Protein Supplements, Rainfed Area Development Programme and the Saffron Mission. Besides, RKVY, National Food Security Mission (NFSM) aims to produce additional 10, 8 and 2 million tonnes of rice, wheat and pulses respectively, thereby achieving an additional production of 20 million
tonnes of food grains by 2011-12. National Horticulture Mission (NHM) targeting at the holistic development of horticulture sector by ensuring forward and backward linkages through a cluster approach, with active participation of all stake holders has transformed horticulture sector tremendously. These programmes of the Government have also emerged as the path breaking interventions which have helped in achieving record production of cereals, pulses, oilseeds, fruits, vegetables and spices during 2010-11 and 2011-12. Due to constant efforts of the Ministry of Agriculture, a record production of foodgrains at 257.44 million tonnes, of which 129.94 million tonnes during Kharif season and 127.50 million tonnes during the Rabi season has been achieved. Of the total foodgrains production, production of cereals was 240.23 million tonnes and pulses of 17.21 million tonnes. State and UT governments have been advised to take advantage of the good soil moisture and target for significantly higher Rabi production so as to make good for the loss of production in the Kharif season.
One Child One Light: A Project to Brighten up Schooling Days Changed Rural Scenario Over the last two decades, the rural areas of India have witnessed many changes. There are better road connections, there is a significant improvement in health care, literacy levels have gone up and mobile phones have become ubiquitous. But one thing that hasn’t changed much is the sorry state of electricity supply. 12-14 hours load shedding is a common phenomenon across most states of the country. When there is no electricity for such a long time span, one of the most affected lot are the school going children. In absence of electricity, students either do not study at all or they study under kerosene lamp. Either situation is not good. In India over 120 million children depend upon crude kerosene lamp for studying due to lack of grid electricity supply. Kerosene lamps do not emit sufficient light to enable children to read in comfort. They also emit carbon monoxide, which is harmful to the health of a child. There is also a chance of kerosene spilling resulting in a fire hazard. The end result -students fail to keep pace with school teaching and when they pass, they are less confident and less skillful to find employment opportunities. Therefore the availability of light during the study hours of children is very important. So how to address this challenge? LED Study Lights - The Best Solution Among all possible solutions, solar energy based solar lanterns appear to provide the cheapest and quickest solution. Emerging LED lighting technology which is semiconductor based presents a wonderful solution to this simple lighting issue. With the white LED revolution it is now possible to provide a simple light suitable for reading purpose that consumes less than a quarter watt but provides 10 to 50 times more useable light than a wick lamp. The purpose of this project is to demonstrate the effect and impact of the project on the social life of Madhya Pradesh and encourage governments to adopt solar lamps for lighting purpose as the most cost effective solution in rural areas. India’s Focus on Solar Energy The Government has recognized the importance of solar energy and has launched the Jawaharlal Nehru National Solar Mission. The immediate aim of the Mission is to focus on setting up an enabling environment for solar technology penetration in the country both at a centralized and decentralized level. To promote research the National Centre for Photovoltaic Research and Education (NCPRE) has been set up at IIT Bombay, to carry out basic and applied research activities. Eventually, NCPRE aims to make solar PV a cost-effective and relevant technology option.
