Parliament rejects Pak National Assembly resolution

New Delhi, August 14:

Both the Houses of Parliament today rejected outright and deplored the anti-India resolutions passed by the National Assembly of Pakistan and the Federal Assembly of Punjab yesterday. A resolution, adopted by the Lok Sabha and the Rajya Sabha, termed the Pakistani resolution as absolutely

baseless and unfounded against the armed forces of India and its people. The resolution said that there should be absolutely no doubt about the involvement of the Pakistan Army in the unprovoked attack on the army patrol on the Indian side of the Line of Control on the 6th of this month. It regretted that Islamabad indulged in unprovoked attacks at

a time when efforts were being made to establish a long-lasting framework of peaceful and friendly ties so that both countries could devote their resources and energies for the welfare of the people of the respective countries. New Delhi made it categorically clear that the entire state of Jammu and Kashmir including the territory forcibly and illegally occupied by Pakistan, is an integral part of India and will always remain so. The resolution said India upholds the sanctity of the Line of Control and calls upon the Pakistani regime to abide by the ceasefire commitment of 2003 along the international border and the Line of Control both in letter and spirit. The resolution paid tribute to the courage and valour of the Indian armed forces personnel, who laid down their lives while upholding the sanctity of the Line of Control. It warned Islamabad that New Delhi’s restraint should not be taken for granted nor should the capacity of its armed forces to ensure the territorial integrity of India.

Condemning the loss of human lives and damages caused to property in Kishtwar and other parts of Jammu Division during the clashes between two groups, Omar Abdullah reminded the people of the pluralistic ethos of the State and said that Jammu and Kashmir has been abode of different religions, faiths, cultures, languages and ethnic groups. He said that people have together nurtured communal harmony and brotherhood since ages. He said some elements that thrive on dividing the society in the name of religion, region and caste, for vested interests, attempt to create tension between different sections of the society, disturb peace and tranquillity and create mistress in the minds of people for personal benefits. “They do this just to polarize the society for their self ends”, he added. Omar Abdullah also referred to the sectarian clashes in parts of Budgam and the Gool incident and said that rumours and reactions without ascertaining the truth were the reason for escalation of tension both the two cases. He also condemned the loss of human lives and property in these incidents. He said that Government would take all measures to ensure justice to the people. In his fervent appeal to the public, the Chief Minister asked them to rise to the occasion and exhibit their highest faith in State’s pluralistic characteristic. He said working together and strengthening the bonds of amity between various sections of the society is the right reply to those who want to wedge the society in the name of religion and other counts. “You have to rise to the occasion and defeat the designs of these elements by showing your unity and sidelining the elements responsible for creating tension between various sections of the society”, he said and maintained that people of different faiths have lived in the State peacefully and will live together in future in a atmosphere of harmony and brotherhood. “This should be our resolve and message to all on the auspicious occasion of Independence Day”, he emphasized. The Chief Minister also drew the attention of people towards a most important issue of female foeticide and said that this evil has silently crept in the society and should be of the utmost concern for one and all. “Nothing can be more heinous and inhuman than killing female baby in the womb of the mother”, he said and described it unbelievable in a learned, educated and religious society. Omar Abdullah referred to the Hadhis (Saying) of Prophet Muhammad (SAWW) that any person who nurtures a girl child will get Jannat (Haven) in reward and cautioned the people against the sin of female foeticide. He appealed the civil society, religious leaders, social workers and others to play their important role in making people aware of the dangerous consequences of this inhuman act so that the trend reported in this regard is reversed. The Chief Minister also referred to another social evil of drug addiction among the youth and said that this menace is engulfing them under its clutches. “It has been observed that the tentacles of drug addiction is bringing youth under its grip and is deeply penetrating in the vitals of the society”, he said and added that if this menace is not restricted; the State would be deprived of its talented youth. He also sought the involvement of civil society in this regard and said that the Government and people have to work together to curb all social evils. While expressing concern over the escalation of tension and violation of ceasefire on LOC and borders, the Chief Minister batted for restoration of peace on borders and asked Pakistan to create conducive atmosphere for talks so that dialogue process is started to address all issues. Omar Abdullah reiterated his stand on Jammu and Kashmir’s political issues and emphasized once again for political addressing of political issues across the table amicably. He said power or gun has never been and will never be instrumental to resolve problems. “It is the talking process which can melt the ice and help find solution to all matters”, he said and wanted Pakistan to create atmosphere for talks. The Chief Minister also called for sustained internal dialogue between separatists and the Centre and said that his Government will work as an active facilitator in this regard. He said those who have so far shunned the practice of putting their viewpoint across the table should come for dialogue. He said democracy in India is so strong that their viewpoint would be heard in detail and earnestly. “You can explain your viewpoint across the table openly and candidly”, he told them and said that his Government would facilitate all such moves. On financial autonomy, Omar Abdullah said that his cherished desire is to make Jammu and Kashmir financially self-sufficient so that all development projects of important public concern could be funded indigenously and economy and employment generation catapulted. He said his Government has already laid edifice to achieve this stupendous goal by harnessing State’s power resources. He said within next some years ‘we are going to produce 9000 MWs of power in the State to end power crisis and give strength to our economy’. He said his Government harnessing resources in agriculture, tourism, horticulture, handicrafts, industries and other sectors to make the State self reliant in finances so that it has not to rely on central funding for every project. The Chief Minister said that his Government has taken various initiatives to empower youth and women and referred the schemes of SKEWPY, UMEED, UDAN and HIMAYAT. Water rises beyond danger level in Samba rivers JAMMU, AUGUST 14-As per a notice issued here today by district administration Samba, the general public has been asked not to stay near the banks of rivers, nallahs, tributaries etc in the wake of increased water level beyond danger point. The people have also been advised to shift to safer places in case of further escalation in water level. All the Block Development Officers, Tehsildars, Naib Tehsildars, SDPOs and SHOs have also been directed to get a general alert sounded in their respective areas through Panches, Sarpanches, VLWs, Lamberdars, Chowkidars and Anganwari workers etc besides monitoring the situation round the clock.

This was disclosed in a joint meeting of divisional and district level officers of Agriculture department held at Lalmandi today under the chairmanship of Director Agriculture Kashmir Mushtaq Peerzada. The meeting which had been called to review the implementation of various state and centrally sponsored schemes, was informed that the scheme has given a boost to the vegetable production in selected areas of Srinagar, Genderbal, Baramulla, Budgam & Pulwama with the result that so far over one lakh M. been exported to Jammu region as also outside the state. The meeting was further informed that under the scheme besides providing Hybrid Vegetable Seeds on subsidized rates to the farmers, the department is providing incentives for establishing of Green Houses to encourage OffSeason cultivation of vegetables, pack houses for storage of vegetables to avoid distress sale of the crop, Vermi compost units to encourage organic produce and Vending carts for transportation of vegetables. It was also given out that during the current year additional clusters have been taken up under the scheme in Kulgam, Anantnag and Baramulla districts. INDIA’S PATIENCES HAS LIMITS: PRESIDENT

ALL STEPS TO BE TAKEN TO PROTECT TERRITORIAL INTEGRITY Fellow citizens: 1. On the eve of the 66th anniversary of our Independence, I extend warm greetings to you and to all Indians around the world. 2. My thoughts turn first towards the Father of our Nation, Mahatma Gandhi, who shaped our liberation struggle and the martyrs who made supreme sacrifice for the freedom of our country and great patriots whose relentless struggle liberated our motherland from the colonial rule of nearly two hundred years. Gandhiji sought freedom from both foreign rule as well as the indigenous social chains that had imprisoned our society for long. He launched every Indian on a path of self-belief and hope for a better future. Gandhiji promised Swaraj- self-rule based on tolerance and self-restraint. He promised freedom from want and deprivation. For nearly seven decades now we have been masters of our destiny. This is then the moment to ask: are we heading in the right direction? Gandhiji's vision cannot be turned into reality if we spurn the very values that were compulsory to his cause: sincerity of effort, honesty of purpose and sacrifice for the larger good. 3. Our founding fathers created the first oasis in the desert of a colonized world nourished by democracy. Democracy is much more than the right to vote every five years; its essence is the aspirations of the masses; its spirit must influence the responsibilities of the leaders and duties of the citizens every day. Democracy breathes through a vibrant Parliament, an independent judiciary, a responsible media, a vigilant civil society, and a bureaucracy committed to integrity and hard work. It survives through accountability, not profligacy. And yet we have allowed unbridled personal enrichment, self-indulgence, intolerance, discourtesy in behavior and disrespect for authority to erode our work culture. The biggest impact of the decay in the moral fiber of our society is on the hopes and aspirations of the young and the poor. Mahatma Gandhi had advised us to avoid, and I quote, “politics without principles, wealth without

work, pleasure without conscience, knowledge without character, commerce without morality, science without humanity, and worship without sacrifice”, (unquote). We have to pay heed to his advice as we work towards building a modern democracy. The ideals of patriotism, compassion, tolerance, self-restraint, honesty, discipline and respect for women have to be converted into a living force. Fellow citizens: 4. Institutions are a mirror of national character. Today we see widespread cynicism and disillusionment with the governance and functioning of institutions in our country. Our legislatures look more like combat arenas, rather than fora that legislate. Corruption has become a major challenge. The precious resources of the nation are being wasted through indolence and indifference. It is sapping the dynamism of our society. We need to correct this regression. 5. Our Constitution provides a delicate balance of power between various institutions of the State. This balance has to be maintained. We need a Parliament that debates, discusses and decides. We need a judiciary that gives justice without delays. We need leadership that is committed to the nation and those values that made us a great civilization. We need a state that inspires confidence among people in its ability to surmount challenges before us. We need a media and citizens who, even as they claim their rights, are equally committed to their responsibilities. Fellow citizens: 6. A re-ordering of the society can be brought about through the educational system. We cannot aspire to be a world class power without a single world class university. History records that we were the cynosure of the world once. Takshashila, Nalanda, Vikramashila, Valabhi, Somapura and Odantapuri comprised the ancient university system that dominated the world for eighteen hundred years beginning Sixth Century BC. They were a magnet for the finest minds and scholars in the world. We must seek to regain that space.

A university is the banyan tree whose roots lie in basic education, in a vast network of schools that build the intellectual prowess of our communities; we have to invest in every part of this knowledge tree, from seed, root and branch to the highest leaf. Fellow Citizens: 7. There is a direct relationship between a successful democracy and a successful economy, for we are a people-driven nation. People serve their interests best when they participate in decision- making at the level of panchayat and other forms of local government. We have to rapidly empower the local bodies with functions, functionaries and finances to improve their performance. Faster growth has given us the resources, but larger outlays have not translated into better outcomes. Without inclusive governance, we cannot achieve inclusive growth. 8. For a developing country of more than 1.2 billion people, the debate between growth and redistribution is vital. While growth builds the scope for redistribution, redistribution sustains growth over time. Both are equally important. A disproportionate emphasis on any one, at the expense of the other, can have adverse consequences for the nation. 9. The last decade has seen India emerge as one of the fastest growing nations in the world. During this period, our economy grew annually at an average rate of 7.9 per cent. We are today selfsufficient in food grains production. We are the largest exporter of rice and second largest exporter of wheat in the world. The record production of 18.45 million tonne of pulses this year augurs well for our march towards self-sufficiency in pulses. This was unthinkable just a few years ago. This momentum has to be sustained. In a globalized world, with increasing economic complexities, we have to learn to cope better with adversities, both external and domestic. Fellow citizens: 10. At the dawn of our Independence, we lit the glowing lamp of modernity and equitable economic growth. To keep this lamp

aflame, our highest priority has to be the elimination of poverty. Though a declining trend in the poverty rate is clearly visible, our fight against this scourge is far from over. India has the talent, ability and the resources to overcome this challenge. 11. Reforms that have enabled us to come this far have to be pursued at all levels of governance. Favorable demographic changes over the next two decades can pay us handsome dividends. It requires industrial transformation and rapid creation of employment opportunities. It also requires an orderly urbanization process. Several initiatives taken by the Government in the recent past including the New Manufacturing Policy, the renewal of urban infrastructure and the ambitious skill training programme will need close monitoring in the coming years. 12. We have given our citizens entitlements backed by legal guarantees in terms of right to employment, education, food and information. We now have to ensure that these entitlements lead to real empowerment for the people. We need robust delivery mechanisms to make these legislations work. New benchmarks of efficient public service delivery and accountability have to be established. The Direct Benefits Transfer Scheme, launched earlier this year, will bring in greater transparency, enhance efficiency and eliminate wastage of precious resources. Fellow citizens: 13. In our race for development, we must be careful not to disturb the balance between man and nature. The consequences of such imbalance can be disastrous. My heartfelt condolences to the many who lost their lives, and the innumerable who suffered in Uttarakhand; and my salutations to those brave personnel of our security and armed forces, government and NGOs who did so much to alleviate suffering. This tragedy owes as much to the avarice of human nature as to the rage of Mother Nature. This was nature’s wake-up call. And it is time to wake up. Fellow citizens: 14. We have seen in the recent

past grave challenges to our security, internal as well as external. The barbaric face of Maoist violence in Chhattisgarh led to a loss of many innocent lives. Despite India's consistent efforts to build friendly relations with neighbours, there have been tensions on the border and repeated violations of the Ceasefire on the Line of Control, leading to tragic loss of lives. Our commitment to peace is unfailing but even our patience has limits. All steps necessary to ensure internal security and protect the territorial integrity of the nation will be taken. I applaud the courage and heroism of our security and armed forces who maintain eternal vigilance and pay homage to those who have made the supreme sacrifice of the most precious gift of life in the service of the motherland. 15. There will be a general election in our country before I have the privilege of addressing you again on the eve of our next independence day. This great festival of democracy, is an opportunity for us to elect a stable government which will ensure security and economic development. Every election must become a crucial milestone in our nation’s journey towards greater social harmony, peace and prosperity. 16. Democracy has given us an opportunity to re-create another golden age. Let us not squander this extraordinary opportunity. The journey ahead calls for wisdom, courage and determination. We must work on across-the-board revival of our values and institutions. We must realize that rights go with responsibilities. We must re-discover the virtue of self-scrutiny and self-restraint. 17. Let me conclude by quoting from the great classic Bhagvad Gita where the Teacher propounds his views and then says, and I quote, “ÿatha icchasi tatha kuru” “even as you choose, so you do. I do not wish to impose my views on you. I have presented to you what I think is right. Positive but handicapped

T

he recent statement of Pakistan Prime Minister Nawaz Sharief to establish cordial and friendly relations with India is positive and encouraging. It could have had a tremendous impact on Indo-Pak relations, if there would not have been frequent ceasefire violation on the Line of Control. Though the Indian Govt. reacted sharply asking Mr. Nawaz Sharief to first restore calm on Line of Control, making it clear that meaningful dialogue will be possible only after that. India has lost 8 of its soldiers in the recent past on Line of Control. The Pak premier seems to be quite sincere but his sincerity will not yield any positive results unless he asserts his authority on Pakistan Army, and send a clear cut message that he is the boss and he alone can call the shots. The political leadership succeeds in its endevours only when it has full authority on every organ of the govt. including its security forces and intelligence agencies. It should not feel handicapped and let down in his international commitments particularly when its neighbours do not feel comfortable and are aggrieved with it. India and Pakistan were in an excellent phase of their relations which were improving with every passing day till the unfortunate ceasefire violations started taking place. The two neighbours cannot expect any betterment in the hostile situation when thousands of shells and rounds of ammunitions are fired on each other every now and then. The hostilities have put the relations in reverse gear and it is because of this that international community is concerned about the increasing tension on Indo-Pak orders. After the concern expressed by United States, the UN Secretary General Ban Ki Moon has also appealed for restraint and even expressing his willingness to mediate if both the countries desire so. However, both the countries will not want so and would prefer to address their outstanding issues mutually and peacefully. The Pak Premier has many challenges before him and the first and foremost challenge before him is to do away with the elements who have posed a threat to the very existence of Pakistan. The internal disturbances which have assumed alarming proportions and the sagging image of Pakistan on International level for being a breeding place of terror is not at all conducive in for its own interests. Nawaz sharief has to prove that he means business and he means a Pakistan totally clear of all those elements who have become pain in its neck, otherwise the international community will stop trusting him and his rhetorics to make Pakistan a peaceful country which will not allow its territory to be used against its neighbours, will not be taken seriously. India and Pakistan are two important countries of the sub- continent and if subcontinent has to be made peaceful, these two countries have to contribute for it sincerely, honestly and practically.

PHYSIOGRAPHY OF WATER

ndia is a land of many rivers and mountains. Its geographical area of about 329 MHa is criss-crossed by a large number of small and big rivers, some of them figuring amongst the mighty rivers of the world. The rivers and mountains have a greater significance in the history of Indian cultural development, religious and spiritual life. It may not be an exaggeration to say that the rivers are the heart and soul of Indian life. India is a union of States with a federal set up. Politically, the country is divided into 28 States and 7 Union Territories. A major p a r t o f I n d i a ’s p o p u l a t i o n o f 1,027,015,247 (2001 census) is rural and agriculturally oriented for whom the rivers are the source of their prosperity. Physiography Physiographically, India may be divided into seven well defined regions. These are: The Northern Mountains, comprising the mighty Himalayan ranges The Great Plains traversed by the Indus and Ganga Brahmaputra river systems. As much as one third of this lies in the arid zone of western Rajasthan. The remaining area is mostly fertile plains; The Central Highlands, consisting of a wide belt of hills running east-west starting from Aravalli ranges in the west and terminating in a steep escarpment in the east. The area lies between the Great Plains and the Deccan Plateau; The Peninsular Plateaus comprising the Western Ghats, Eastern Ghats, North Deccan Plateau, South Deccan Plateau and Eastern Plateau; The East Coast, a belt of land of about 100-130 km wide, bordering the Bay of Bengal land lying to the east of the Eastern Ghats; The West Coast, a narrow belt of land of about 10-25 km wide, bordering the Arabian Sea and lying to the west of the Western Ghats, and; The islands, comprising the coral islands of Lakshadeep in Arabian Sea and Andaman and Nicobar Islands of the Bay of Bengal. Climate The presence of the great mountain mass formed by the Himalayas and its spurs on the North and of the ocean on the South are the two major influences operating on the climate of India. The first poses an impenetrable barrier to the influence of cold winds from central Asia, and gives the sub-continent the elements of tropical type of climate. The second, which is the

source of cool moisture-laden winds reaching India, gives it the elements of the oceanic type of climate. India has a very great diversity and variety of climate and an even greater variety of weather conditions. The climate ranges from continental to oceanic, from extremes of heat to extremes of cold, from extreme aridity and negligible rainfall to excessive humidity and torrential rainfall. It is, therefore, necessary to avoid any generalisation as to the prevalence of any particular kind of climate, not only over the country as a whole but over major areas in it. The climatic condition influences to a great extent the water resources utilisation of the country. Rainfall Rainfall in India is dependent in differing degrees on the South-West and NorthEast monsoons, on shallow cyclonic depressions and disturbances and on violent local storms which form regions where cool humid winds the sea meet hot dry winds from the land and occasionally reach cyclonic dimension. Most of the rainfall in India takes place under the influence of South West monsoon between June to September except in Tamil Nadu where it is under the influence of North-East monsoon during October and November. The rainfall in India shows great variations, unequal seasonal distribution, still more unequal geographical distribution and the frequent departures from the normal. It generally exceeds 1000 mm in areas to the East of Longitude 78 degree. It extends to 2500 mm along almost the entire West Coast and Western Ghats and over most of Assam and Sub-Himalayan West Bengal. On the West of the line joining Porbandar to Delhi and thence to Ferozpur the rainfall diminishes rapidly from 500 mm to less than 150 mm in the extreme west. The Peninsula has large areas of rainfall less than 600 mm with pockets of even 500 mm. The estimate of area average rainfall is subjective depending on the method adopted. Therefore, estimates of local rainfall over the country obtained by employing other techniques may differ, especially in a vast country like India. Temperature The variations in temperature are also marked over the Indian sub-continent. During the winter seasons from November to February, due to the effect of continental winds over most of the

country, the temperature decreases from South to North. The mean maximum temperature during the coldest months of December and January varies from 29 degree centigrade in some part of the peninsula to about 18 degree centigrade in the North, whereas the mean minimum varies from about 24 degree centigrade in the extreme South to below 5 degree centigrade in the North. From March to May is usually a period of continuous and rapid rise of temperature. The highest temperature occurs in North India, particularly in the desert regions of the North-West where the maximum may exceed 48 degree centigrade. With the advent of South West Monsoon in June, there is a rapid fall in the maximum temperature in the central portions of the country. The temperature is almost uniform over the area covering two thirds of the country which gets good rain. In August, there is a marked fall in temperature when the monsoon retreat from North India in September. In North-West India, in the month of November, the mean maximum temperature is below 38 degree centigrade and the mean minimum below 10 degree centigrade. In the extreme North, tempe rature drops below freezing point. Agro-Climatic Zones The Planning Commission after examining the earlier studies on the regionalisation of the agricultural economy has recommended that agricultural planning be done on the basis of agroclimatic regions. For resource development, the country has been broadly divided into fifteen agricultural regions based on agroclimatic features, particularly soil type, climate including temperature and rainfall and its variation and water resources availability - Western Himalayan division, Eastern Himalayan division, Lower Gangetic plain region, Middle Gangetic plain region, Upper Gangetic plain region, Trans-Gangetic plain region, Eastern plateau and hill region, Central plateau and hill region, Western plateau and hill region, Southern plateau and hill region, East coast plain and hill region, West coast plain and hill region, Gujarat plain and hill region, Western plain and hill region and Island region. Rivers India is blessed with many rivers. Twelve of them are classified as major

rivers whose total catchment area is 252.8 million hectare (M.Ha). Of the major rivers, the Ganga - Brahmaputra Meghana system is the biggest with catchment area of about 110 M.Ha which is more than 43 percent of the catchment area of all the major rivers in the country. The other major rivers with catchment area more than 10 M.Ha are Indus (32.1 M.Ha.), Godavari (31.3 M.Ha.), Krishna, (25.9 M.Ha.) and Mahanadi (14.2 M.Ha). The catchment area of medium rivers is about 25 M.Ha and Subernarekha with (1.9 M.Ha.) catchment area is the largest river among the medium rivers in the country. Water Bodies Inland Water resources of the country are classified as rivers and canals; reservoirs; tanks & ponds; beels, oxbow lakes, derelict water; and brackish water. Other than rivers and canals, total water bodies cover all area of about 7 M.Ha. Of the rivers and canals, Uttar Pradesh occupies the first place with the total length of rivers and canals as 31.2 thousand km, which is about 17 percent of the total length of rivers and canals in the country. Other States following Uttar Pradesh are Jammu & Kashmir and Madhya Pradesh. Among the remaining forms of the inland water resources, tanks and ponds have maximum area (2.9 M.Ha.) followed by reservoirs (2.1 M.Ha.). Most of the area under tanks and ponds lies in Southern States of Andhra Pradesh, Karnataka and Tamil Nadu. These States along with West Bengal, Rajasthan and Uttar Pradesh, account for 62 percent of total area under tanks and ponds in the country. As far as reservoirs are concerned, major States like Andhra Pradesh, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Orissa, Rajasthan and Uttar Pradesh account for larger portion of area under reservoirs. More than 77 percent of area under beels, oxbow, lakes and derelict water lies in the States of Orissa, Uttar Pradesh and Assam. Orissa ranks first as regards the total area of brackish water and is followed by Gujarat, Kerala and West Bengal. The total area of inland water resources is, thus, unevenly distributed over the country with five States namely Orissa, Andhra Pradesh, Gujarat, Karnataka and West Bengal accounting for more than half of the country’s inland water bodies.

Asthma inhalers can stunt growth in kids

This is the finding from a comprehensive asthma study, which has Robert C. Strunk, MD, the Donald Strominger Professor of Pediatrics at Washington University School of Medicine in St. Louis as the senior author. The study involved more than 1,000 children ages 5-12 who were treated for mild to moderate asthma as part of the Childhood Asthma Management Program (CAMP) clinical trial. The children received treatment for more than four years at eight centers, including Washington University School of Medicine. They were divided into three groups: one received twice-daily

budesonide, an inhaled corticosteroid medication; a second group received nedocromil, an inhaled non-steroid medication; and a third group received a placebo. All children received albuterol, a fast-acting drug for relief of acute asthma symptoms, and oral corticosteroids as needed for asthma symptoms. The researchers followed 943 participants in the trial at regular intervals until they reached adult height. Females were considered to be at adult height at age 18 or older and males at age 20 or older, Strunk said. In the first 4 1/2 years after the end of the trial, researchers took patients' height and weight every

six months. Over the next eight years, height and weight were measured once or twice a year. The mean adult height was about one-half inch, or 1.2 centimeters, shorter in the group that received budesonide than in the patients who received nedocromil or placebo. The patients who experienced the slower growth were primarily between 5-11 years old when they began using budesonide. The slower growth took place only in the first two years of the four-year study. As the study progressed, the children who took the budesonide remained onehalf inch shorter through adulthood than the children who did not use the

Some evidence has suggested that an association may be biologically plausible between PFOA exposure and cardiovascular disease (CVD), according to the study background. The study has also added new evidence to the debate over the safety of alternative nicotine-delivery products. Electronic cigarettes are devices that deliver nicotine through a vapour, rather than smoke. There is no combustion involved but the nicotine in the device is still derived from tobacco. There has been much debate over the safety and efficiency of the products, but little scientific evidence to support either claim. Researchers from the University of Athens in Greece aimed to investigate the short-term effects of using e-cigarettes on different people, including people without any known health problems and smokers with and without existing lung conditions.The study included 8 people who had never smoked and 24 smokers, 11 with normal lung function and 13 people with either chronic obstructive pulmonary disease (COPD) or asthma.Each person used an electronic cigarette for 10 minutes. The researchers then measured their airway resistance using a number of tests, including a spirometry test.The results showed that for all people included in the study, the e-cigarette caused an immediate increase in airway resistance, lasting for 10 minutes. In healthy subjects (never smokers) there was a statistically significant increase in airway resistance from a mean average of 182 per cent to 206 per cent.In smokers with normal spirometry there was a statistically significant increase from a mean average of 176 percent to 220 percent. In COPD and asthma patients the use of one e-cigarette seemed to have no immediate effect to airway resistance.Professor Christina Gratziou, one of the authors and Chair of the ERS Tobacco Control Committee, said: "We do not yet know whether unapproved nicotine delivery products, such as e-cigarettes, are safer than normal cigarettes, despite marketing claims that they are less harmful. Expressing displeasure over continuance of the bandh in Darjeeling despite its order, the Calcutta High Court today observed that the fundamental rights of people there were being curbed and asked why the GJM would not be asked to compensate damage to public and private property in the hills. A division bench comprising Chief Justice Arun Mishra and Justice Joymalyo Bagchi directed GJM, which is demanding a separate Gorkhaland state, directed it to file an affidavit by September five stating why compensation costs would not be imposed on it. Spectrum case: Hearing deferred till August 26 A Delhi court on Wednesday adjourned till August 26 the additional spectrum case with the counsel appearing for Bharti Cellular CMD Sunil Mittal and Essar Group promoter Ravi Ruia informing it that the matter is listed for hearing before the Supreme Court. Senior advocate Harish Salve, who appeared for Mr. Ruia, told the court that the matter is listed before the Supreme Court on Wednesday itself and, therefore, the trial court hearing should be adjourned till the apex court clarifies whether there is any stay or not on the proceedings. He said that since the matter in the apex court may not get over on WEdnesday itself, the trial court should give at least a week’s time. “If there is a stay, it will take one second and if there is no stay, it will also take one second and they (accused) will have to move bail applications,” Special CBI Judge O.P. Saini

said while listing the matter for hearing on August 26. Mr. Mittal, Mr. Ruia and former Telecom Secretary Shyamal Ghosh, all of whom were summoned as accused in the case, appeared before the court on Wednesday. The court had earlier told Mr. Mittal and Mr. Ruia, who had challenged the trial court’s order summoning them as accused in the case, that there was “no stay” on the proceedings before it and had warned them that it will go ahead with criminal process if they fail to seek clarification from the Supreme Court on the issue. “There is no stay order as of now,” the judge had said on the last date of hearing and had adjourned the case till today while asking both of them to get it clarified by the apex court. The CBI had opposed their plea, saying the

proceedings had not been stayed by the apex court. The apex court had in its April 26 interim order exempted Mr. Mittal and Mr. Ruia from personal appearance in the trial court and had said the hearing against them will remain “postponed” until further orders. The order had come on Mr. Mittal and Mr. Ruia’s pleas challenging the special court’s March 19 order by which it had summoned them as accused in the case. Mr. Mittal, Mr. Ruia and Canada-based NRI Asim Ghosh, who was then a Managing Director of accused firm Hutchison Max Telecom Pvt Ltd, were summoned as accused by the trial court. The summons to Asim Ghosh have not been served till date. Mittal, Ruia and Asim Ghosh were not named as accused in CBI’s charge sheet filed on December 21, last year. Three telecom firms Bharti Cellular Ltd, Hutchison Max Telecom Pvt Ltd (now known as Vodafone India Ltd) and Sterling Cellular Ltd (now known as Vodafone Mobile Service Ltd) are also accused in the case.
