National Day for Children Child labour rampant in J&K: Experts
‘No rehabilitation policy for state’s more than 80,000 orphans’ Srinagar, Nov 14: On the eve of National Day for Children, several social organizations and civil society groups expressed serious concern over the plight of children in Jammu and Kashmir and stressed for the comprehensive policy for the rehabilitation of more than 80 thousand orphan children in the state. The reports received by Kashmir News Service (KNS) mentioned that the civil society groups of valley while slamming the authorities over the plight of children in the state accused that the state gov-
ernment has turned ‘blind-eye’ towards the condition of children in the state. The figures issued by the state authorities about the number of children subjected to child labour, reveal that there are 4900 such children but the independent surveys reveal that the number could be more than 1 Lakh. While commenting on the recent handout of the state government which mentioned that the child who does the labour by his own choice and is not subjected for the work is not a child labour, Prof. Dabla said that if this order is to be believed then there is not even a single case of child labour in the state. “The children here are being converted
into the machines so that they could earn money and to sustain their families.” Prof. Dabla further stated that the major cause of concern at present is that the children born during the times of recent turmoil have deeply been affected physiologically and that economic crises have added to their miseries. He said that the state authorities must come forward and devise a long time strategy so that the children of the state could be rehabilitated at the earliest otherwise the outcome would be serious and destructive. The leading educationist Professor A.G. Madhosh said that during the last 25 years of turmoil, the children of the state have been affect-
ed at the worst and that there are more than 80 thousand orphans in the state between the age group of 15-25 years. No seats reserved for ladies in public transport People didn’t support this initiative: SP Traffic Srinagar, Nov 14 (KNS): As the posters still remain glued on public busses across city that ‘first 8 seats are reserved for ladies,’ there seem to be no takers of the order that was issued by the traffic authorities some two years back. Talking to Kashmir News Service (KNS), several citizens expressed serious concern that the order issued earlier by the traffic authorities is not being complied with by general public and that the reserved seats for ladies in public busses still remains a distant dream.Dilshada, (name changed) said that the eve teasing in the public busses have become the norm in the city and that the seats reserved for ladies, in public buses, are not being provided due to which the women folk go through the tremendous hardships during their travel.“We ask them (males), when seated, for the seats that according to S.P traffic are reserved for us but they never show any concern,” said Naseema Akhtar, who works in bank,The SP Traffic Haseeb-ur-Rahman when contacted by KNS said that the order issued earlier by the traffic department has not received any positive response and that his department has worked hard to make the seats reserved for ladies in public busses across city.He further stated that a local NGO raised the issue with the traffic department and it launched the awareness campaign in various schools and colleges. “After such a long time, there has been no response from the people. The society has not supported the initiative and we see the men fight with the ladies and never give them the seats that actually are reserved for them only.” The SP traffic further stated that the women are reluctant in making complaints before the police and that the department cannot act until a complaint is lodged. “There are no penal laws for this and no fine can be imposed,” says SP traffic while adding that the department earlier requested the district administration for the permission of the imposition of fine if the order is not followed. “They assured that we can impose fine even if it will be mere Rs.10. We asked for the receipt book but till date it has not been issued.” When asked that can there be any helpline so that people complain about violation of order, the SP traffic said that several civil society groups has earlier assured that the help-lines will be dedicated for the cause but till date no one really has come forward.

Vohra, Governor, as Chancellor of Shri Mata Vaishno Devi University and the four State Universities, has asked the Vice Chancellors to keep him regularly informed about the outcome of the Campus Recruitment programme. Earlier, he had also addressed the Chairmen of several eminent companies to undertake campus recruitments in the Katra and Srinagar Campuses. Side by side, he had asked the Vice Chan-
cellor, Shri Mata Vaishno Devi University to get together BE, ME & MBA students of all Universities in the Jammu Division and the Vice Chancellor, Kashmir University to do likewise for all the Universities in the Kashmir Division, so that the recruiting companies could have a good number from whom they could select the best. The Governor reviewed the Campus Recruitment programme yesterday for the past year and for the first 10 months of 2013. It is disclosed that 519 students were
selected in 2012, of whom 350 were from Kashmir University, in various disciplines, followed next by 136 from the Shri Mata Vaishno Devi University. During January – October 2013, 900 students were selected, of whom 734 were from Kashmir University and 137 from the Shri Mata Vaishno Devi University. As far as the Jammu University is concerned, 43 students secured job placements during the period under review and, besides, 1209 were selected under UDAAN
scheme.
In the two State Agriculture Universities, 19 students were selected but all of them did not take up the offered assignments. It is stated that that this is perhaps due to a significantly large number of students in SKUAST-K, followed next by SKUAST-J, have succeeded, after sitting for competitive examinations, in securing well paid scholarships for pursuing higher studies. Minister for R&B, Mr. Abdul Majid Wani who is also Chairman of the JKPCC today convened a meeting of officers to review the pace of development works being undertaken by the corporation. While reviewing pace of various developmental projects being executed by JKPCC in the Valley, the meeting was informed that work in SPS Library involving a cost of Rs. 30.40 crores is apace while renovation under remodelling of Tagore Hall is near in completion. The Minister was told that work on Palapora Foot Bridge is apace and is expected to be completed by the end of this year, while work on new Zaina Kadal bridge is in nearing completion and repair of old Zaina Kadal wooden bridge is also apace and Guzhama bridge is expected to be completed within a month. He was also informed that work on Mini Secretariat at Tangmarg is apace at Rs. 41.67 crores. The work on additional block in Srinagar Civil Secretariat taken up at a cost of Rs. 28.75 crore is also apace and its completion is expected by April 2014. It was given out that work on Eidgah prayer ground, repair of old Habba Kadal wooden bridge is nearing completion while work on JKSPDC’s Corporate office at Raj bagh, Srinagar is at pace at a cost of Rs. 4855.50 crore. The Minister was informed that the corporation despite facing financial constraints in making every effort to complete project within targeted period. He was told that about Rs. 123 crore are outstanding against various departments on account of constructions of district hospital Baramulla and Sopore, various bridges and other developmental projects. The Minister said that the matter regarding release of expended funds would be taken up with the Chief Minister. The meeting was attended by the Managing Director, JKPCC, deputy General Manager Kashmir Province and other concerned. Later the leaders of Corporations Employees Union met the Minister and put forth their demands. He assured them that their genuine demands would be fulfilled.

Prasad sanctions scholarships for 64 wards of deceased police personnel JAMMU,NOV 14: The Director General of Police (DGP), Mr. Ashok Prasad has said that welfare of police wards is one of the top most priorities of the Organization to infuse spirit of competition among them and boost their morale. He said that various welfare schemes have been introduced to inspire police wards towards the quality education enabling to compete in competitive examinations and sports events. Mr. Prasad sanctioned scholarships of Rs 4.52 lacks out of Central Police Fund in favour of 64 wards of deceased police personnel, who laid down their lives in protecting the human lives and public property in militancy related incidents in the State. Reviewing the scholarship schemes for police wards at a meeting held at Police Headquarters (PHQ) today. Mr. Prasad said that the Organization, realizing its responsibility to help the wards of martyrs, has been providing scholarships to their school going children enabling them to continue their education. Giving further details, Mr. Prasad said that various other schemes have been launched by the Organization to provide quality education for police wards. Police Public Schools have been established at all range headquarters, besides twin capital cities of Jammu and Srinagar. The schools in capital

Minister for Horticulture and Housing, Mr. Raman Bhalla has said the Government was making concerted efforts to enhance horticulture produce in hilly areas of the State, adding that in this regard several schemes have been launched in the State under Horticulture Mission to acquaint the farmers about the rich benefits of horticulture. This was stated by the Minister while addressing a large gathering of fruit and vegetable traders after inspecting the proposed site for establishment of Primary Rural Fruit and Vegetable market at Tamotar Morh in Kud, here today. The Minister said that the Government would establish a Fruit and vegetable market with all modern facilities at Tamotar Morh in Kud. He said in this regard 5 kanals of land have been acquired and a project report of Rs. 1. 50 crore prepared for approval of funds. The Minister said that the department is trying its best to reach out to all the farmers to assist them in
increasing their production. He said that the farmers should boost the horticulture production supplemented by dairying activity for income generation. He also stressed for adoption of organic farming for producing high value production of different crops. The Minister also distributed cheques worth Rs. 4.01 lakh besides certificates among the diesel tiller and incentive to those who completed course in F&V preservation at a public grievances redressal camp at Kud. The Conference was organised with the aim for sharing the ideas for improving the Prisons Management System and providing opportunities for professional development of the correctional administration. He focused on reformatory and rehabilitative programmes will be top priority on the department’s agenda followed by welfare of staff besides infrastructure development. No signs of overcoming dark days
T
he deteriorating situation in regard to the supply of electricity in the valley has touched new lows and the erratic power supply has made life a hell in these chilly days. Whether a city, a town or a village the situation is almost similar as the curtailment continues unabated and people are put to a lot of inconvenience especially at peak hours. Most parts of the Srinagar city are plunged into darkness everyday and hardly some areas get electricity supply at peak hours on rotational basis. Despite tall claims the power development department has totally failed in supplying electricity regularly to its consumers at least at the peak hours during winters. It is not the darkness of our homes only; it is in fact the darkness of our total prosperity which is hanging around us due to the shortage of electricity. No state or country can develop unless it has sufficient power which can run its industries, its developmental projects, its hospitals, its research centers and other centers of vitality. It has been unfortunate for this state that no efforts what so ever have been initiated by various governments for generating sufficient electricity and it is due to the laziness and ill planning that this state has not been able to harness the fruits of its nearly twenty five thousand Megawatts of power potential. It is shameful that even in this modern age the people of Jammu and Kashmir are made to suffer for want of regular electricity supply. It is high time that the state government should privatize the whole electricity generating capacity and involve stakeholders from big industrial houses to help in generating sufficient power so that this state can dream of a bright future. Electricity can help us in every field particularly in the development of science technology and tourism which have a large potential of providing enough employment opportunities for our educated youths whose future is otherwise becoming bleak with every passing day because the state government cannot provide them enough jobs. The state should immediately plan and devise effective measures to generate more electricity and divert its maximum possible funds towards this sector.

Agriculture at Fast Track to Achieve the Desired Food Basket
rogressive fragmentation of land holdings, degrading natural resource base and emerging challenges of climate change are resulting in increased pressure on land and water. Required agricultural production and a diversified food basket to meet the requirement of the increasing population with higher per capita income, has to emanate from the same limited net sown area by increasing productivity with an optimal use of available technologies, water and land resources. The Department of Agriculture & Cooperation (DAC), Ministry of Agriculture, has been actively working towards strengthening agriculture sector in the country by devising new and innovative programmes for the benefit of farming community. In order to meet the growing food requirement, Rashtriya Krishi Vikas Yojana (RKVY), launched in August 2007, incentivizes the states to increase public investment in agriculture and allied sectors taking agro climatic conditions, natural resource issues and technology into account and integrating livestock, poultry and fisheries fully while providing more flexibility and autonomy to the states in planning and execution of schemes. It has become the principal instrument for increasing the States’ investment in the agriculture sector which now includes several commodity specific measures namely Bringing Green Revolution to the Eastern Region of India (BGREI), Special Initiative for Pulses and Oilseeds, Accelerating Fodder Production, Creating Vegetable Clusters, NutriCereals, Oil Palm Development, Protein Supplements, Rainfed Area Development Programme and the Saffron Mission. Besides, RKVY, National Food Security Mission (NFSM) aims to produce additional 10, 8 and 2 million tonnes of rice, wheat and pulses respectively, thereby achieving an additional production of 20 million tonnes of food grains by 2011-12. National Horticulture Mission (NHM) targeting at the holistic development of horticulture sector by ensuring forward and backward linkages through a cluster approach, with active participation of all stake holders has transformed horticulture sector tremendously. One Child One Light: A Project to Brighten up Schooling Days Changed Rural Scenario ver the last two decades, the rural areas of India have witnessed many changes. There are better road connections, there is a significant improvement in health care, literacy levels have gone up and mobile phones have become ubiquitous. But one thing that hasn’t changed much is the sorry state of electricity supply. 12-14 hours load shedding is a common phenomenon across most states of the country. When there is no electricity for such a long time span, one of the most affected lot are the school going children. In absence of electricity, students either do not study at all or they study under kerosene lamp. Either situation is not good. In India over 120 million children depend upon crude kerosene lamp for studying due to lack of grid electricity supply. Kerosene lamps do not emit sufficient light to enable children to read in comfort. They also emit carbon monoxide, which is harmful to the health of a child. There is also a chance of kerosene spilling resulting in a fire hazard. The end result -students fail to keep pace with school teaching and when they pass, they are less confident and less skillful to find employment opportunities. Therefore the availability of light during the study hours of children is very important. So how to address this challenge? LED Study Lights - The Best Solution Among all possible solutions, solar energy based solar lanterns appear to provide the cheapest and quickest solution. Emerging LED lighting technology which is semiconductor based presents a wonderful solution to this simple lighting issue. With the white LED revolution it is now possible to provide a simple light suitable for reading purpose that consumes less than a quarter watt but provides 10 to 50 times more useable light than a wick lamp. Hyderabad based Voluntary Organization Thrive Energy Technologies has indigenously developed a Solar Study light which provides enough light intensity for study purpose. It gives 7-8 hours of light per day on full charge. The purpose of this project is to demonstrate the effect and impact of the project on the social life of Madhya Pradesh and encourage governments to adopt solar lamps for lighting purpose as the most cost effective solution in rural areas. The Government has recognized the importance of solar energy and has launched the Jawaharlal Nehru National Solar Mission. The immediate aim of the Mission is to focus on setting up an enabling environment for solar technology penetration in the country both at a centralized and decentralized level. To promote research the National Centre for Photovoltaic Research and Education (NCPRE) has been set up at IIT Bombay.

The state government is likely to seek funding through the 14th Finance Commission and will go to the Planning Commission with this project.Tablet PCs and laptops are, in fact, the flavour of this political season. The Centre is expected to procure lakhs of tablet PCs for a mega distribution exercise ahead of elections. on Wednesday cleared amendments to the Scheduled Caste and Scheduled Tribes (Prevention of Atrocities) Act, including one that makes mere knowledge of SC/ST status of the victim sufficient to establish guilt. Civil Aviation Minister Ajit Singh of RLD and Agriculture Minister Sharad Pawar of NCP held that with misuse of the POA Act increasing, the amendments may make matter worse. Singh said there are increasing instances of a lower caste person being used as a pawn in a fight between two upper castes. Social Justice and Empowerment Minister Kumari Selja insisted all states have been taken on board and the amendments need to be adopted without further delay. The primary change is that mere knowledge of perpetrator of an atrocity that the person targeted belongs to a scheduled caste or tribe is enough to make him/her guilty. The ministry’s stand is there are many instances where police have refused to register a case as the complainant at the time of lodging it, could not prove his/her caste identity. Among the atrocities listed are preventing those from SC/ STs from filing election nomination or forcing them to withdraw, social/economic boycott, preventing them from using common property like tubewells or preventing them from entering a place of worship, destruction of crops sown by SC/ STs or filing counter cases to force withdrawal of complaints. The amendments provide for dedicated courts and special public prosecutors. Each trial has to be completed in two months from filing chargesheet with delays being reported to the High Court. Offenders can be fined up to Rs 1 lakh.

The All-India Senior Selection Committee has picked Vinay Kumar as his replacement in the Indian squad for the Star Plus India v West Indies ODI series 2013,” BCCI secretary Sanjay Patel said in a release. On Tuesday, the selection committee had dropped out-of-form pacers Ishant Sharma and Vinay Kumar, and in their place named Kulkarni and Haryana pacer Mohit Sharma. In 2009, just six months after his first-class debut, Kulkarni had toured New Zealand with India but was not selected for any match.

Sehwag, Zaheer, Harbhajan out of BCCI contracted players’ list In an indication that they may no longer figure in Indian cricket’s scheme of things, the senior trio of opener Virender Sehwag, pacer Zaheer Khan and spinner Harbhajan Singh were on Thursday dropped from the BCCI’s list of contracted players for the year 2013-14. In the list, pruned to 25 players from the previous year’s 37, only five have been kept inside Grade A, under which players draw in Rs. 1 crore per annum. The five in the top group include skipper Mahendra Singh Dhoni, rising batsmen Virat Kohli and Suresh Raina and off-spinner R Ashwin.Also there in the list is Sachin Tendulkar, who has been retained despite retiring at the end of his 200th Test which is currently being played in Mumbai against the West Indies.All these players were there in the list last year as well.The axing from the list of contracted players could be the beginning of the end for Sehwag, who has not played a Test since March this year, and Zaheer, out for almost a year due to fitness issues. I made one illogical move after the next and then I missed something with this knight move. And then I was just basically lost,” Anand said at the post-game press conference.“I am sure he had many wins in what he played. Towards the endgame it was a little bit scary in this four rooks endgame but finally when I gave a check on a8 and then moved my rook, I was safe,” Anand said. “I was lucky twice. Just before the time control I could give a check and made my next move and reached the time control. It happened twice.”
Pressure on Pakistan to liven up contest It will be up to Pakistan to make it more of a duel. Their batting collapses have become the source of serious concern as poor shot selection and lack of application continues to haunt them. They need someone to bat through, another few to bat with him, partnerships to form and more resistance put up. In short, they need more dedication and more fight. South Africa’s bowlers have hardly been challenged so far and it would make a welcome change if they were. Their batting has improved consistently through the ODIs and although they didn’t have to do much beyond the formalities on Wednesday, they will want to assert themselves even further before heading home, where batting is likely to be more difficult. He demonstrated the right mindset in wanting to give himself a little bit of time to settle in but the wrong intent when he grew so frustrated that he fell into the trap of chasing a wide ball and being stumped. If he can avoid making a similar error, Malik is the likeliest candidate to take responsibility in the Pakistan line-up, a quality they certainly need. He does not have the aggression and pace of Dale Steyn but Lonwabo Tsotsobe has played an equally important role with the new ball. In conditions where he has found some
swing and bounce, Tsotsobe has been a perfect partner to Steyn. After concerns over his fitness in Sri Lanka, he has come back committed and performing well. He dedicated his showing on Wednesday night to his father and brother - incidentally it was their birthday although the former has passed - and said he wants to follow up with something just as special in the final match. Team news Neither Ahmed Shehzad nor Sohaib Maqsood was successful at the top of the order so Mohammad Hafeez may consider returning there despite the prospect of having to face Steyn early on. Nasir Jamshed may also come into contention if Maqsood is dropped. The middle order should remain the same but Abdur Rehman could find himself out of the XI. Mohammad Irfan is due a break and may make way for Junaid Khan.
