No place for narrow, sectarian ideologies: PM rules out any dialogue with Pak till ceasefire violations continue Says Kashmir issue to be addressed politically

New Delhi, August 15: Prime Minister, Dr. Manmohan Singh today asserted there can be no place for narrow and sectarian ideologies in a modern, progressive and secular country. He said they divide the society and weaken democracy. Addressing the nation from the ramparts of historic Red Fort on the 67th Independence Day, the Prime Minister said there is need to strengthen those traditions of our country which teach us to promote tolerance and respect for thought processes different from ours. He appealed to all political parties, all sections of our society and the public at large to work in this direction. The Prime Minister said there is a need to build an environment of political stability, social cohesion and security for an India that is prosperous and where all its citizens will be equal partners in this, irrespective of their religion, caste, region or language. Dr. Singh expressed anguish over the loss of Navy's frontline submarine INS Sindhurakshak in an accident in Mumbai in which 18 soldiers are feared to have lost

their lives. On the issue of internal security, the Prime Minister said except a few incidents, the last nine years have been good for communal harmony. He said, the naxal violence in Chhattisgarh on May 25th was a frontal attack on the democracy. Dr. Singh exuded confidence that the country will be able to achieve the higher economic growth de-

spite recent slow down due to global recession. He pointed out that in the last nine years, country's economy has grown at an annual average of 7.9 per cent which is the highest in any decade so far. On Pakistan, Dr. Singh said bilateral relations will improve only when Islamabad prevents the use of its territory for anti-India activities. He also condemned

It will benefit about 81 crore people mostly rural population. He said food grain production in the country has reached a record level of 25.9 crore tonnes in 2011-12. Dr. Singh called for reforms in the education system and said this can be achieved only after giving better training to Teachers with Right to Education already in place. Pak violates ceasefire again 3 Army Jawans injured

Jammu, August 15: In yet another ceasefire violation by Pakistan in past five days, three Army jawans and a civilian got injured in Pakistani firing on forward posts along LoC in Balakote area of Poonch district today. Pak troops fired automatic weapons and mortar shells, one of which resulted in injury to a civilian Parvaiz in Sanjote forward area. Pakistan last night also attacked Indian forward posts in Mendhar sector of Poonch using small, medium, automatic and heavy weapons. The firing which start-

ed last night at about 9 pm continued for over two hours. Indian troops gave an effective response to Pak firing and silenced the Pak guns. According to a senior security officer, the 2003 Indo-Pak ceasefire has become meaningless as Pakistan is daily resorting to unprovoked firing on Indian forward posts as was witnessed before the 2003 truce between India and Pakistan. There have been 57 ceasefire violations by Pakistani troops from January 1 to August 5 this year, which is 80 per cent more than during the same period last year.

Complete shutdown was observed across the Valley on Thursday on the call of both factions of Hurriyat Conference, JKLF and other separatist organisations. According to KNS a large number of police and paramilitary CRPF men were deployed in Srinagar city and other parts of the valley to impose restrictions. In Srinagar city locals alleged that curfew like situation was imposed as forces didn’t allow them to venture out of their homes. Most of the roads and streets were barricaded by concertina wires to check pedestrian and vehicular movement. The situation was no different in uptown where the main government function was held at Bakshi Stadium. Strict arrangements were put in place in and around the stadium

where Chief Minister Omar Abdullah unfurled the tricolor. Sources told KNS that special instruction were issued to the policemen and other forces to keep check on unregistered vehicles, private vehicles running in tinted glasses, two-wheelers to ensure that militants should not be able to breach the security ring. The invitees were subjected to thorough frisking at several points before entering the venue. Besides, their invitation cards were matched with their identity proofs. CCTVs were also installed inside the stadium while SSG personnel were monitoring the activities of the people with binoculars. Lal Chowk was also out of bounds for people as large contingents of CRPF and police personnel were deployed around it and all the roads leading to it were barricaded.

Suspension of internet and mobile services leave people fuming However internet services restored after a week Srinagar, August 15: After internet gag in Kashmir Valley, thousands of people living in flood prone areas were left fuming after the authorities suspended mobile services in the wake of Aug 15 celebrations. People living in flood prone areas like Litapora, Sangam, Barsoo, Lasjan, Soitang Padshahi Bagh were all out from their houses on Thursday morning to monitor the level of rising waters in the river, streams and nallah’s. Visibly anxious people felt helpless when they find that authorities have even snapped the mobile service. People could not contact their relatives

and the officials of Flood and Control Department to know the latest situation about the floods. “Internet services have al-

ready been suspended by the Coalition Government though the situation in Kashmir Valley is peaceful and today without any reason mobile services were snapped. We tried to contact our relatives to

know about the latest position of floods but we could not,” one of the residents from Soitang Lasjan told CNS. Amid intermittent rains, people were seen in queue watching the flowing streams and nallah’s but were unable to pass on information or share anything with their near and dear one’s as Cellular Operators following the directions from the authorities had snapped the mobile services. Like past, the mobile service was restored only after mid-day, however, internet services remained suspended for the sixth consecutive day across the State.

Elsewhere in the Valley, complete shutdown was observed with shops remaining closed and traffic off the roads. Reports reaching KNS said complete shutdown was observed in Baramulla, Bandipora, Ganderbal and Kupwara districts of North Kashmir. Police and paramilitary CRPF personnel were deployed in strength in north Kashmir’s Sopore town to prevent any protests. Life was also paralyzed by the strike in south Kashmir districts of Kulgam, Anantnag, Shopian and Pulwama. Director General Police Ashok Prasad told KNS that the official I-day functions passed of peacefully at all district headquarters across the state and there was no report of any untoward incident in any part of the state. Meanwhile, curfew was lifted in seven districts of Jam-

mu region on Thursday and situation was returning to normal. But curfew continued for the seventh consecutive day in Kishtwar district. Pertinently three persons had died and dozens others injured during communal violence in Kishtwar last Friday. The DGP said curfew has been lifted in every part of the Jammu region except from Kishtwar as there is still some kind of tension. “But we are monitoring the situation and as soon it becomes better we will lift the curfew from Kishtwar as well,” he said. Meanwhile Divisional commissioner Jammu Shanant Manu said that curfew has been lifted from seven districts of Jammu region and was relaxed in Kishtwar during the I-day function. “We are closely monitoring the situation of the region, if See Shutdown on Pg. 11

Miscreants attack students for taking part in ID celebrations Baramulla, August 15: At least three school children and a driver was injured when agitated youth pelted stones on an State Road Transport Corporatiom bus carrying students from Government Middle School Uri in north Kashmir’s Khanpora area of Baramulla. The School Children were returning back to Uri after participating in India’s independence celebrations that were held at police lines Baramulla. Confirming the incident, Deputy Inspector General of Police North Kashmir, J.P.Singh told CNS that scores of children from Government Middle School Uri had attended Independence Day celebrations that took place at Police lines Baramulla.

“After the celebrations were over, all the school children boarded an SRTC bus that came under attack near Khanpora Bridge. Youth resorted to stone pelting and injured three children including the driver of the bus,” Singh said adding that the more children would have been injured if the driver would have stopped the bus. DIG North Kashmir said that police have identified the stone pelters and hunt has been launched to trace them. Meanwhile, parents alleged that police did not bother to provide security cover to their children. “Police took pains to bring them to Barmaulla and left at the mercy of the God soon after the function was over,” one of the parents said.

in Jammu and Kashmir differently”, he told them and down played this kind of treatment. Without naming BJP and likeminded politicians, Omar Abdullah said, “It is most unfortunate on the part of these leaders to discriminate Jammu and Kashmir vis-à-vis other States and show biased approach while dealing with similar matters differently in Jammu and Kashmir and the rest of the Country”. He said that he was once asked why people of Jammu and Kashmir think themselves different from the rest of the Country and away from the mainstream. He said that he got the reply to this question by the approach and treatment shown by these national leaders regarding Kishtwar incident. “In fact it is you who treat the State and its people differently, consider them separate identity, deal with them in a biased approach and exhibit a peculiar mind-set towards people of Jammu and Kashmir”, he told these national leaders and said that the different and biased way of treating Jammu and Kashmir is amply visible by their reaction vis-à-vis Kishtwar incident and those taking place elsewhere in the Country. He said that Kishtwar like clashes between two groups of Hindu and Muslims claimed 34 lives in UP, 13 in Maharashtra, 15 in Madhya Pradesh, 3 in Karnataka, 6 in Rajasthan, 5 in Gujarat in 2012 and again 8 in Maharashtra, one in MP, 2 in Rajasthan and 2 in Gujarat in 2013 besides some more deaths in Bihar recently. He asked these national leaders as to why they didn’t show any concern over these incidents, initiated debates in the Parliament and on TV channels, tried to rush to the spots, tweeted on Tweeter, wrote columns in newspapers and created hype. “This is the duplicity in your approach and this makes the difference. This is the why people of the Jammu and Kashmir think that they are different from rest of the Country. It is you who make them to think like this”, he told the particular category of national leaders and asked them to peep in their outlook. Asking these national leaders to bring change in their mind set, the Chief Minister said that integration between the people of the Country and the State cannot be achieved through provisions of law or Acts but when you show same concern and extend same treatment to the State which you do for rest of the Country. “You have to shun the separate approach towards Jammu and Kashmir, you have to shun the practice of treating Jammu and Kashmir differently, you have to measure the events through one yardstick and treat Jammu and Kashmir at par with rest of the Country then you can talk of integration of hearts and minds”, he asserted. “When you only debate in the Parliament on Kishtwar incident and show no concern regarding similar issues taking place regularly elsewhere in the Country, when you show your eagerness and enthusiasm to visit clash-hit areas in Kishtwar and no other places in the Country where such incidents take place, when you create hype on Tweeter and social media and speak vociferously in the Parliament and outside only on Kishtwar incident and not talk about similar incidents in the rest of the Country, then the people of Jammu and Kashmir think that they are different from rest of the Country”, he lamented on BJP’s approach exhibited towards Kishtwar incident and

said when this kind of mind set will change people of Jammu and Kashmir will not feel to be different from rest of the Country. “It is you who have to change”, he told them. Condemning the Kishtwar, Gool, Budgam, Banidipora and other incidents of violence, the Chief Minister said that rumours and hype regarding the unfortunate incidents fanned and propagated by peace inimical elements blew these out of proposition and tried to export violence to other parts. He said false photographs of the Kishtwar incident were circulated to exploit the sentiments of people. He said these photographs were found to be of Burma. He said these elements tried their best to put entire State in flames for their vested interests. The Chief Minister expressed gratitude to the common masses for showing maturity and not letting the situation to go out of control. “Your cooperation has helped us to bring the situation under control and foil the designs of anti-peace elements”, he said and sought unabated cooperation of people in maintaining peace and tranquillity and carrying forward process of development in the State. He said that people of the State are committed to the harmony, brotherhood and co-existence since ages and would continue to nurture this trait. He said enemies of the harmony have been defeated in the past and would be defeated in future also. Omar cautioned the people against rumour mongers and impressed upon them not to get carried away by rumours but ascertain truth and show wisdom while reacting to any event. On political issue of Jammu and Kashmir, the Chief Minister reiterated his stand that money or gun cannot solve the J&K-centric political issues but dialogue process is only way forward in this regard. “I am being time and again underlining K-issue as a political issue and driving home the necessity of dealing it politically”, he said and maintained that both internal and external dialogues were imperative to address the issues amicably. He said the external dimension of the issue needs to be settled with Pakistan and for addressing its internal dimension; the separatists should come forward for dialogue. The Chief Minister also expressed his serious concern over the tension at LOC and borders and on violation of ceasefire. He said exchange of fire from either side would not solve any issue. He said there is need of rebuilding the confidence between the two neighbours so that dialogue process takes place. The Chief Minister greeted the people on Independence Day and said that the development process set in by his Government all across the State would continue with firmness and commitment and thanked the people for their unabated support to him and his Government in his effort to restore peace and achieve the goal of prosperous and peaceful Jammu and Kashmir. Omar unfurled National Flag and took salute at the march past at Bakshi Stadium here.

HOROSCOPE Aries

March 21-April 19 There’s tremendous discipline in your way of thinking, Aries, which is helping you advance toward your goals. Don’t expect that you will solve every problem right away. Keep in mind that you will be able to sort through issues more efficiently. Once you have things sufficiently fleshed out, it will be easier to put the pieces back together.

Taurus April 20-May 20

Your thoughts may be strained, Taurus, and you could find it difficult to process things that are normally no problem. Try not to force answers that don’t seem to want to come. If the information flows easily and smoothly, you will know that it’s meant for you. If you have to pull teeth in order to get at the truth, you may need to back off.

Gemini May 21-June 21

Your thinking may have emotional overtones that prevent you from seeing the truth clearly, Gemini. Do your best to tame your feelings in order to let more rational thoughts rise to the surface. There’s a stability that comes when you honor your emotions from a detached perspective instead of immediately taking action in response to how you feel. Think about this as you engage with others.

Cancer June 22-July 22

The thing you dread the most could be the very thing you need the most in your life, Cancer. You’re at a point right now when the lessons that come might be hard to swallow, but they’re necessary. Don’t try to resist what you know you must face. Approach things with courage instead of fear and you can conquer anything. Once you climb the mountain, the rest is downhill.

Leo

July 23-August 22 You may look at your orderly closet, well-organized desk, and clean bathroom and be proud, Leo. Other people may fret about suddenly having to get their lives in order, but you’re already there. Perhaps you don’t realize it because you’re such a perfectionist. Perhaps you don’t give yourself enough credit for all the work you do. Give yourself a pat on the back today.

Virgo

August 23-September 22

You could feel blocked, Virgo, like you’re in a trap. Perhaps your friends are influencing you into believing one thing, while your family has you trained to believe another. You wear different masks in different situations so you may have forgotten the real person underneath. Things are in conflict, and you may be forced to make important decisions. The truth is the only way to escape the trap.

Libra

September 23-October 23 Remember that it takes energy to repress and bottle up your feelings, Libra. Without realizing it you may be stuffing a great deal of emotion inside while trying to ignore it. The truth is that expressing these feelings - anger, happiness, fear, self-doubt - will energize and free you. The atmosphere around you will lighten up and you’ll be able to interact more openly with others.

Scorpio

October 24-November 21 Deep inside you know the right thing to do, Scorpio. Perhaps you just saw someone drop money on the ground and you picked it up. Do you return it or pocket it for yourself? You’re likely to feel like you have the devil on one shoulder arguing with the angel on the other. It’s important that you listen to the angel. Do what you know is right.

Sagittarius November 22-December 21

Your mastery of your mind and ability to stay disciplined about your goals is impressive, Sagittarius. Others recognize and appreciate your efforts much more than usual. You may be called upon to assist in some other project or someone else’s emotional drama because you have the stability required to remedy the situation. Don’t downplay your talent in this area.

Capricorn December 22-January 19

You may feel as if someone or something has just reformatted your hard drive, Capricorn. Suddenly things are running much more smoothly. The key now is to find the discipline and organization to understand this new system fully. Streamline your thoughts and be more efficient about how you use your energy. You’ll be more effective overall if you can keep from scattering your resources.

Aquarius January 20-February 18

You may be forced to put your thoughts into neat little boxes that can be easily understood and processed, Aquarius. Your ideas are abstract and don’t always make reasonable sense. It’s OK to have a bit of mystery about things that rational minds can’t explain. Although you may feel like the goal is to arrange things in an orderly way, don’t feel like you have to do it.

Pisces

February 19-March 20 This may be a difficult day in which you feel pressured to get things done, Pisces, yet there’s indecisiveness and hesitation lingering in your mind. Between a rock and hard place is no easy spot, but you’ll find your way out. Perhaps the thing you should do is make a move - any move. Once you get the energy flowing, the direction you need to take will be clear.

Communal forceswhere are they heading for?

I

f, Kishtwar riots are an eye opener for the govts. at centre & state, they are equally a big threat for the peace loving people of the state as divisive forces are openly inciting both communities for their petty political interests. The nonparticipation of a particular community in the meeting convened by the administration of Kishtwar for restoration of normalcy is indicative of the motives behind these riots. Why should a community abstain when the meeting was aimed to sort out the differences so that the normalcy returns and people start their usual work? Kishtwar, or for that matter, the whole Chenab valley , does not have a major role to play in the elections & installation of a particular govt, but it is being used to communalize the whole country so that political mileage is drawn and people are misled and their minds poisoned against each other. There has never been such a hue & cry on any such unfortunate incident and never has been Parliament disrupted and the whole media used for making a mountain out of a mole. Even when Gujarat was on fire & dozens of people were torched alive, no such uproar was witnessed. Whatever happened in Kishtwar was deplorable uncalled for, brutal & unfortunate and everybody needs to condemn it & do his bit to help in restoring normalcy in that area. How can a civilized society tolerate a handicapped being torched to death by a group of fanatics? But it does not mean that the community these fanatics belonged should be held responsible & punished. The elements who did it, should be brought to book & dealt under law. Similarly, the killers of two other person and those who were involved in arson, looting & destroying the property should not escape the punishment. However, the people of the area should not fall a prey to the communalists & fanatics like that of Faizabad in U.P. They should not dance to the tunes of those communal forces who want to divide the state & inflict serious wounds in the integrity & unity of state. The govt. should come with a heavy hand on the communal forces so that what happened in Chenab valley is not allowed to be repeated in other parts of the state. If divisive forces are allowed to thrive, the winds of fundamentalism, communalism and the regional hatred will cause heavy damage to our country’s old traditions of harmony, tolerance, co-existence & brotherhood. The civil society has to come to the fore front & save Chenab valley and rest of the state from the onslaught of fascists and divisive forces. Let us join hands with a resolve that these forces will not be allowed to succeed in their ill designs and will be defeated at any cost.

Rotaviral Vaccine Can Save A Lakh Children Annually

otavirus is the most common cause of severe diarrheal (gastro enteritis) disease in infants and young children globally. Children under five years of age, especially those between 6 months and two years are most vulnerable to this disease. Rotaviruses are estimated to be responsible for approximately 5, 27,000 deaths each year, with more than 85% of these deaths occurring in low-income countries in Africa and Asia, and over two million are hospitalized each year with pronounced dehydration. Among 43 countries participating in the Global Surveillance Network for rotavirus in 2009, 36% of hospital izations for diarrhea among children aged below 5 years were caused by rotavirus infection. Rotavirus affects populations in all socio-economic groups and is equally prevalent in industrialized and developing countries. So differences in sanitation practices or water supply are not likely to affect the incidence of the infection. The name Rotavirus comes from the characteristic wheel-like appearance of the virus when viewed by electron microscope (the name rotavirus is derived from the Latin word Rota, meaning "wheel). Rota viral diarrhea is an infection of the stomach and bowel. It spreads when infected children do not maintain proper personal hygiene. Virus spreads by contact or airborne route. Most cases of gastroenteritis in children are mild and usually pass within 3-5 days without the need for treatment. However, young children, particularly those under two years of age, are at risk of dehydration. So it is very important that they drink plenty of fluids. In severe cases of gastroenteritis, where there has been significant fluid loss, hospital treatment may be required so that fluid can be replaced through drips. The first rotavirus infection tends to be the most severe because the body builds up immunity (resistance) to the virus

Now, a new study has explored psychosocial factors that may help to explain connection between physical activity and mental health.Karin Monshouwer of the Trimbos Institute in the Netherlands and colleagues at Trimbos and VU University Medical Center specifically wanted to examine two existing explanations for the link between exercise and mental health. The self-image hypothesis suggests that physical activity has positive effects on body weight and body structure, leading to positive feedback from peers and improved self-image, and ultimately improving mental health. The social interaction hypothesis, on the other hand, holds that it's the social aspects of physical activity - such as social relationships and mutual support among team members that contribute to the positive effects of exercise on mental health. Monshouwer and her colleagues surveyed over 7000 Dutch students, ages 11 to 16. The adolescents completed validated surveys aimed at assessing their physical

activity, mental health problems, body weight perception, and participation in organized sports. The researchers also gathered data on the adolescents' age, gender, and socioeconomic status; whether they lived at home with their parents; and whether they lived in an urban area. The researchers found that adolescents who were physically inactive or who perceived their bodies as either "too fat" or "too thin" were at greater risk for both internalizing problems (e.g., depression, anxiety) and externalizing problems (e.g., aggression, substance abuse). Adolescents who participated in organized sports, on the other hand, were at lower risk for mental health problems. Confirming both the self-image hypothesis and the social interaction hypothesis, adolescents' body weight perception (i.e., "too heavy," "good," or "too thin") and sports club membership each partially accounted for the relationship between physical activity and mental health, even after taking adolescents' backgrounds into account. These results suggested that certain psychosocial factors - body

image and social interaction - may help to explain at least part of the connection between physical activity and mental health. The researchers acknowledge, however, that other factors, such as the physiological effects of exercise, are probably also at work. "We think that these findings are important for policymakers and anyone who works in healthcare or prevention. Our findings indicate that physical activity may be

one effective tool for the prevention of mental health problems in adolescence," said Monshouwer. Monshouwer and her colleagues hope that future studies will be able to examine similar questions while following participants over time. Such longitudinal studies could help researchers to understand how physical activity type and context might influence the relationship between exercise and mental health.

Did you know that walking not only helps you to lose weight but also prevent diabetes and breast cancer? Read on to know the health benefits of walking. Deep sleep turns on puberty

Slow-wave sleep or 'deep sleep' is intimately involved in the complex control of the onset of puberty, a new study has suggested. The many changes that occur in boys and girls during puberty are triggered by changes in the brain. Previous studies have shown that the parts of the brain that control puberty first become active during sleep, but the present

study shows that it is deep sleep, rather than sleep in general, that is associated with this activity. "If the parts of the brain that activate the reproductive system depend on deep sleep, then we need to be concerned that inadequate or disturbed sleep in children and young adolescents may interfere with normal pubertal maturation," Natalie Shaw, lead

researcher from Harvard, said. "This is particularly true for children who have been diagnosed with sleep disorders, but may also have more widespread implications as recent studies have found that most adolescents get less sleep than they require," she said. In the study, researchers examined pulses of luteinizing hormone (LH)

secretion in relation to specific sleep stages in children ages 9-15. LH is essential for reproduction and triggers ovulation in females and stimulates the production of testosterone in males. They found that the majority of LH pulses that occur after sleep are preceded by deep sleep suggesting that deep sleep is intimately involved in pubertal onset.

Chouhan sticks to welfare schemes in Independence Day speech

Madhya Pradesh Chief Minister Shivraj Chouhan hoisted the tricolour and took the salute of the march past in which state forces, National Cadet Corps, Scouts and Guides took part. Mr. Chouhan also gave out gallantry medals to police personnel and to the wives of those who had been killed on duty. The CM began his speech by paying respects to freedom fighters, especially those who went to the gallows. “With the Gita in one hand, invocations to Bharat Mata on their lips and determination in their hearts, they went to the gallows laughing,” he said. Having established his ideological credentials with the selective memory of Hindutva nationalists who were executed, Mr. Chouhan went on to talk about the achievements of the BJP regime in the last decade. This was his last Independence Day address before the state goes to polls later this year. His speech was a long litany of welfare schemes and statistics of the state’s progress. Mr. Chouhan said that recent incidents of aggression by neighbours had brought pain to our peace loving nation. “It feels as if we are being challenged. The time has come to say that we will not bear it anymore.” He also spoke on maternal health and the safety of women, which his government has drawn flak for not doing enough. “The Maternal Mortality Rate has been brought down from 379 to 277 per lakh births. This is still high and we need to do much more to

stop these deaths.” Before the parade, he hoisted the flag at the BJP headquarters with his wife Sadhna and son Kartikey. The 18 year old law student had made a debut of sorts addressing voter awareness rallies in his fa-

ther’s constituency of Budhni in June. On Wednesday Mr. Chouhan inducted four new ministers, from the scheduled tribes, castes and other backward castes, in his government. These include MLAs seen as close to former CM Uma Bharti.

INS Sindhurakshak: Divers struggle to find victims of blasts on submarine

NEW DELHI: Divers struggled in poor visibility inside an Indian navy submarine on Thursday to find 18 sailors who were inside the vessel when some of its weapons detonated and a fire swept through it as it lay berthed in a Mumbai base. There has been no sign of life from the Russian-built INS Sindhurakshak since it sank late on Tuesday following two big explosions. It was the biggest peacetime loss for the Indian navy since a war with Pakistan in 1971 and turned the spotlight on its ageing submarine fleet. The Defence Ministry said a large amount of seawater had entered the dieselpowered submarine, hampering visibility, while the damage caused by the explosion was blocking access to some areas. "Trapped personnel have not yet been sighted or recovered," the ministry said in a statement. The 16-year-old submarine, which had suffered an accident in 2010, had recently returned from Russia after a 2-1/2 year upgrade of its electronic warfare and inte-

grated weapons control systems. The explosions took place in the vessel's forward section, where its torpedoes and missiles are stored. While divers managed to pry open one of the hatches, the heat of the explosion had melted parts of the internal hull twisting the others, blocking access to different compartments, the Defence Ministry said. INS Sindhurakshak is a Kilo class vessel which were built in Soviet and later Russian shipyards for the Indian navy from 1985 to 2000. The navy has 10 of the submarines and four German HDW boats. Uday Bhaskar, a fellow at the national Maritime Foundation said the navy's fleet of conventional submarines was getting smaller by the day. India has not been able to buy new submarines nor build new ones, he said. "So we've been trying to make do with very old platforms," he said.

This week, though, the navy launched its first indigenously built aircraft carrier and activated the reactor on its first domestically built nuclear-propelled submarine. But both the carrier and the submarine have been decades in the making and will take several years before they are fully operational. Some experts argue that instead of building expensive aircraft carriers and trying to project power far beyond its shores, the navy should be focusing on its severely depleted underwater arm to counter the growing reach of the Chinese navy.

Pandey surrenders after court rejects his bail plea

After evading arrest for months, Additional Director General of Gujarat Police P.P. Pandey, who is wanted in the Ishrat Jahan fake encounter case surrendered before a special CBI court here on Tuesday. Mr. Pandey, who had appeared before the same court on a stretcher and then in a wheelchair, turned himself in after the Supreme Court on Monday rejected his anticipatory bail plea. The apex court asserted: “You were an absconder earlier also. Your conduct makes you disentitled to anticipatory bail.” Mr. Pandey was declared a proclaimed absconder by the trial court. However, he was not arrested by the Central Bureau of Investigation, but sent to judicial custody. On Wednesday, the court will decide on both the CBI’s plea for a 10-day remand for Mr. Pandey and the police officer’s application that he cannot be arrested without theState government’s permission as he was a serving officer. Mr. Pandey disappeared for the first time in April after the CBI included him in the list of seven police officers accused in the case. He was the Joint Commissioner (Crime) when Ishrat, 19, and three others were killed on the outskirts of Ahmedabad in 2004, allegedly by a police team that included Mr. Pandey. The police officers maintained that they had Intelligence Bureau (IB) inputs about Ishrat and others being Lashkar-e-Taiba terrorists planning to assassinate Gujarat Chief Minister Narendra

Modi. The IB claimed that it had just passed on information about the terror links of those killed, but did not partake in the encounter. The CBI has rubbished this claim.

GUWAHATI: Voicing concern over increasing incidents of violence against women and children, Assam Chief Minister TarunGogoi today said the state government will set up a special fund with an initial corpus of Rs 5 crore for rehabilitation of the victims. Hoisting the National Flag on the 67th Independence Day here, Gogoi said, “Of late, we have noticed an escalation of violence against women and abuse of children...I assure you that crime against women and children will be dealt with very severely.” Anti-human trafficking units have been set up in all the districts, besides creating 30 women cells in sadar police stations to deal with such incidents, he added. “For rehabilitation of the victims of such violence against women and children, we propose to set up a special fund with an initial corpus Rs 5 crore,” Gogoi said. The Chief Minister said that a specially trained Assam Police women commando force ‘Virangana’ has been raised to deal with

AHMEDABAD, AUG 15: Pitching himself firmly as BJP’s prime ministerial candidate even before being formally anointed, Narendra Modi today launched a blistering attack on Prime Minister Manmohan Singh on national security and challenged him for a public debate on governance, saying the nation is “restless for change“. He also slammed the Prime Minister for India’s “weak and feeble” response to provocations from Pakistan and China and attacked him over a variety of issues ranging from corruption to the Centre’s flagship Food Security Bill. Modi, who had yesterday said that the nation would compare his speech with the Prime Minister’s on Independance Day, repeatedly referred to President Pranab Mukherjee’s address to the nation last evening to flag concerns about national security. “The President says patience has limits.

crime against women among other issues. Regarding empowerment of women, Gogoi said the government will provide exclusive women’s banking facility through Assam Grameen Vikash Bank and other scheduled banks. Under Chief Minister’s vision for Women and Children-2016, the government proposed 16 time-bound goals in areas relating to health and nutrition, education, crime against women and children, income generation through women self help groups, skill development, provision of safe drinking water and sanitation,” he added.

What is the limit, where is the border line? It has to be decided by the government in Delhi. How long will we be patient? “The question is not of Pakistan alone. Today, national security is under threat. The Chinese intrude into our land and we keep mum. When Italian soldiers come and kill our fishermen, when Pakistanis behead our soldiers, we get concerned,” Modi said in his Independence Day address at a college in Bhuj. Modi, BJP’s election campaign committee chief, deplored that the Prime Minister’s Independence Day speech did not have a tough message for Pakistan.

“I know the constraints of the Prime Minister due to imperatives of international relations, the need for having good relations with neighbours. Lal Quila is not a place to challenge Pakistan but it is definitely a place from where the morale of Indian army can be raised,” he said.

Basha's death was a deep loss not only to the TDP but also for the country, he added. It was shocking that the party's top leaders were getting killed in road accidents, he remarked. Incidentally, Yerran Naidu, who remained the TDP's face in New Delhi for over a decade, was also killed in a road accident in Srikakulam district in November last. A scrap iron merchant, Basha joined the TDP soon after its inception in the early 1980s and was elected to Lok Sabha from Guntur in 1991 in a stunning victory over veteran parliamentarian Acharya N G Ranga. He, however, lost subsequent elections to Lok Sabha from Guntur and Narsaraopet constituencies. He was elevated to the rank of general secretary in the TDP and remained one of the key aides of party president N Chandrababu Naidu along with K Yerran Naidu. Basha was elected to Rajya Sabha

Dikshit attacks BJP on power tariff issue, accuses it of misleading people Rejecting BJP's criticism on hike in power tariff, Chief Minister Sheila Dikshit on Thursday reminded the party of widespread protests due to long outages when it was ruling the city 15 years back and questioned its promise of cutting electricity rates by 30 per cent if it wins the Assembly polls. Delivering her Independence Day speech in New Delhi, she launched a scathing attack on BJP, accusing the party of trying to "mislead" the people on the power tariff issue to gain political mileage while insisting that the rates are much lower in Delhi compared to other metropolitan cities. "There used to be power cuts for more than 11 hours. There were riots on the streets because of long power cuts. The power situation is comfortable now because of reforms we initiated," Dikshit said after unfurling the national tricolour for the 15th consecutive time on I-Day.

There is no magic wand to effect such a huge reduction. The power tariff is much cheaper in Delhi compared to neighbouring towns and metropolitan cities," Dikshit said, adding that the subsidy announced by her government following five per cent hike in tariff will actually bring down the power bills of majority of consumers. The Chief Minister highlighted achievements of her government in various key sectors like infrastructure, education, health and transport and asserted that Delhi has become one of the best cities in the world."The last 15 years have witnessed unprecedented pace of development in the city," she said. Resolving to ensure effective implementation of the Food Security scheme, Dikshit said it will cover 73 lakh eligible people in the city. The scheme will be launched in Delhi by UPA chairperson Sonia Gandhi on August 20, the birth anniversary of former Prime Minister Rajiv Gandhi.

DK Shivakumar questions HD Deve Gowda's morality

Lokayukta Justice Santosh Hegde ran into each other at Press Club of Bangalore on Wednesday. - Mohan Kumar B N/DNA Congressman DK Shivakumar on Wednesday questioned the morality of former prime minister HD Deve Gowda for forging an alliance with the BJP in the by-polls to the Bangalore Rural Lok Sabha seat. Shivakumar stated that though former MLA Anitha Kumaraswamy, wife of former chief minister HD Kumaraswamy, was not willing to contest in the by-polls, the Gowda family forced her to participate to stunt his political growth. Taking part in an interaction at the Press Club, Shivakumar said people were confused

with Deve Gowda hobnobbing with the BJP. Defending his move to field his brother DK Suresh as the Congress candidate for the by-polls, Shivakumar said: “My brother did not get selected on influence. The party has chosen to field him after the survey and opinions of party workers.” He also accused the JD(S) and the BJP workers of ignoring the interests of lakhs of party workers for personal gains. He defended seeking support from former chief minister BS Yeddyurappa and Samajwadi party MLA CP Yogeshwar. At the centre, SP is supporting the UPA government. A similar arrangement can be made here as well, he said.
