Congress-NC welcome central cabinet decision Srinagar, December 15: The Congress and its coalition partner National Conference on Sunday welcome a Central Cabinet decision that has barred politicians including the ministers from interference in bureaucracy. Rape accused remanded to police custody for 10 days Srinagar, December 15: The school teacher who was recently arrested for allegedly raping a student, was Sunday brought before the court of the second Munsif Srinagar that sent him to 10 days police remand. The reports received by Kashmir News Service (KNS), mentioned that the school teacher namely Parvaiz Ahmad Dar son of Abdul Samad Dar, the resident of old Barzulla was arrested by the police after the massive manhunt launched against him. The first information report (FIR) 242/2013 was registered against him under section 376,342,506 of Ranbir Penal Code (RPC). The reports further informed that Parvaiz was brought before the court of second munsif on Sunday that sent him to 10 days police remand till December 24. Need to dispense with traditional politicians in the state Emergence of AAP in Delhi can prove a road map for a change From our special correspondent Srinagar, December 15: The Jammu and Kashmir has traditionally been ruled by only two parties who have sometimes ruled single handedly and sometimes joined hands, formed alliance only to get maximum political gains. The third party which emerged during the last one decade called PDP is also headed by Mufti Mohammad Syed who was a Congress leader and later joined Janata Dal before forming PDP. In reality the people of Jammu and Kashmir have never seen the democratic institutions thriving in the state as the so called elections whenever held have always been rigged to the extent that people lost faith in them and their credibility has been the lowest. Some people

believe that the armed struggle which started in 1989 is also the result of the plundering of democracy by traditional politicians who tried to befool the central government saying that they are the only nationalists and loyalists. However despite the fact that their designs were exposed, there was no sincere effort from the centre to set right the democratic process in the state. The adhoc policies of the central government and casual attitude in tackling the various issues added salt to the injuries of the people inflicted on their psyche by the buffoons calling themselves leaders and belonging to different political setups. How can one expect any good from a leader who has never won an election and even if he has won he has won it because of the rigging

and illegal means. During the early 60s the people of Anantnag district used to call every assembly member as Khaliq made because the Deputy Commissioner Abdul Khaliq used to reject all nomination papers except one whom he intended to make the member assembly. Naturally all of the assembly members used to be declared elected unopposed. The history was repeated in early 80s when Muslim United Front candidates including Chief of Hisbul Mujahiddin Syed Saluddin was deliberately defeated in the election using all kinds of rigging and illegal means. This provoked several young men who found it difficult to air their voice in a democratic way and finally took to arms. In Jammu and Kashmir particularly the valley there is a mush-

Employment oriented education my endeavour: Omar Rajouri, December 15: Chief Minister, Omar Abdullah Sunday said that enhancement of opportunity to the students to seek higher goals in science and technology created by the State government during the last about five years has given considerable fillip to the accessibility for higher education in the state. NC did not surrender on 73rd amendment: Sagar Srinagar, Dec 15: Rebutting the allegations that NC succumbed to coalition compulsion on 73rd amendment issue, Ali Mohammad Sagar, Minster for Panchayat Raj, Sunday said his party has agreed to what it discussed with Congress in its coordination committee meet. “The final decisions on the subject would be taken only after the thorough consultations within and outside the National Conference,” Sagar told KNS on phone. PDP has introduced moral factor in J&K’s politics: Mufti Samba, December 15: Observing that there is no room for cynicism regarding promise of Aam Adami Party (AAP) to institutionalize transparency in system, patron of the Peoples Democratic Party (PDP) Mufti Mohammad Sayeed today said that with a sincere leadership, strong political will and clear vision, it is not impossible to rectify the system. announcements, assurances, promises and tall-claims of overcoming the shortage of above mentioned services every now and then but all falls short of accomplishment when it comes to ground realities. One wonders and sometimes gets a laughing stock when President, General Secretary and other office bearers of National Conference and Congress demand ensuring of uninterrupted power supply, drinking water and cooking gas like things particularly on the eve of festivals and religious occasions. It is definitely shocking that they air these demands through radio, televisions and the local press. Instead of asking their minister and their government to take concrete steps to mitigate the problems of the people in cabinet meetings and co-ordination meetings, these leaders who are the essential part of the coalition government, prefer to issue such statements to mislead the people. These press note leaders, themselves know that their statements are of no use but to keep their names in the news they are always in search of the occasions to issue the press-notes. Even sometimes, they are away in some foreign countries, but back in the state the press notes asking for smooth supply of electricity for religious festivals are being issued by their buffoons without any wait. These statements become more laughing stocks when even the cabinet ministers issue a press release demanding certain things to be done on a particular occasion. Normally, such statements demanding mitigation of the problems of the people used to be issued by the opposition parties to invite the attention of the government towards the public interests issues. Perhaps this is also considered to be a domain of ruling parties to snatch this right from opposition. The question arises, does these statements fulfill any purpose and do they indicate the seriousness of the ruling parties towards the problems of the people? The answer to this question is known to everybody as the public knows this all is being done for cheap publicity and projection of a particular person. In fact, if these press note leaders would have been serious about the problems of the people, they would instead use the official channels and bring the problems of the people to the notice of the concerned ministers and heads of the depts. This would have been the proper way so that the things could be sorted out without any hue and cry. As far as the official electronic media is concerned, the carriage of these statements is a compulsion for them but for the press it is the money which makes them to publish such rubbish statements. The agents of these so called leaders go from one paper to another and get their paid news published. Though the question of paid news is haunting the whole country particularly during elections or before elections, it is prevalent always as far as the publishing of political news is concerned. The J&K has seen a mushroom growth of political parties, political workers and non-entities who are the self, styled office-bearers of those parties which do not exist in the state at all. These self-styled leaders are enjoying every facility including government accommodation, government vehicles and security cover. In addition to these they are indulging in all kinds of corrupt practices including extortions, grabbing big amounts from innocent people to provide jobs to their wards etc. They issue some statements, get them published in some papers and use these clippings for exploiting gullible people. They also black-mail some honest officers and extort money and favours from them. This trend is not only prevalent in main stream parties but also in separatists who get lot of money from outside the country. There are some press note leaders who are sponsored by various agencies to get their viewpoint publicized through them. However this exercise is futile because the press statements issued have no bearing on the functioning of the government agencies as they do not take these statements seriously knowing their origin and background. It surprises everyone when even the leaders of the stature of Dr. Farooq Abdullah, Sheikh Nazir Ahmad, Saif-ud-din Soz and their other leaders issue statements on the public problems instead asking their own government to deliver. Does this mean that these leaders have no authority and say in their own coalition and they have to take help of media to highlight the problems of the people? One comes to the conclusion to say as to who is who and what does he do? Now the time has come for a change and people should form moment and throw these leaders out of office who have not been able to deliver. The young generation can do it like Aam Admi Party and can help in strengthening the democratic institutions so that the people’s aspirations and hopes are fulfilled and at the same time the state gets rid of the dead wood that has been ruining the state, the democratic institutions and the overall developmental prospectus of the state.

Badshah University (BGSBU) near here, on its Foundation Day today, the Chief Minister underlined the need of introducing more and more subjects of present and future relevance so that the students after completing the higher studies are absorbed easily in the open job market at the national and international levels. “The higher educational institutions particularly universities should link up with the leading players in the fields of industry, science, technology, IT, ST and other related disciplines and include subjects of their requirement in the curriculum”, he said adding that employment fairs by the leading business houses should form the regular activity in the universities. He said he has already talked to some leading business houses of the country in this regard and would talk to more others. The Chief Minister asked the students to get fully acquainted with the initiatives of Udaan and Himayat programmes sponsored exclusively in Jammu and Kashmir by the Union Government to create opportunity of jobs for the educated youth of the State in private sector all across the Country. “You should avail this opportunity as it is only for Jammu and Kashmir and no other State in the Country has this programme”, he said and impressed upon the students to explore possibilities of attaining gainful employment through these schemes after completion of studies. Omar Abdullah asked the students to give fullest attention towards studies and seek excellence in academic as well as extra-curricular activities. “Holistic human resource development with highest principles of human dignity and moral character should be the benchmark of education”, he said and asked the students to

prepare themselves for facing a different world after coming out from the university campuses. “You have to face different challenges and undergo different experiences in your post campus life”, he said and advised the students to show their capability and merit to lead the state and the country in all fields of the life in future. The Chief Minister advised the students to develop friendly relations with each other, extend help and support to each other and make the Baba Ghulam Shah Badshah Residential University not only a seat of high educational excellence but a centre of nurturing amity and brotherhood. The Chief Minister while congratulating the students, faculty and management of the University on its Foundation Day and the growth the University has achieved during the last 10 years, expressed confidence that the march of the university on road to progress will continue. He said his government would provide all possible help for the strengthening of infrastructure, faculty and other amenities in the University. Earlier, the Chief Minister inaugurated Rs.2.73 crore-Solar Power Plant, Rs.3.21 crore- Boys Hostel, Rs. 1.65 crore Girls Hostel, Rs. 60 lakh Health Centre, Rs.38 lakh Basketball Court and a Super Bazaar in the University campus. He also laid foundation of Rs.1.26 crore Administrative Block of Polytechnic College, Rs.1.74 crore Laboratory Block, Rs.3.70 crore Scholars House, Rs. 3 crore Examination Block, Rs. 5 crore Central Library Block, Rs.3.90 crore Biosciences Block and Rs. 3 crore Mathematical Sciences Block in the campus.

He mentioned that PDP was running a coalition with Congress but it was result of the conviction and sincerity of the state government that the then BJP led NDA regime at Centre had provided all possible assistance for the development of Jammu and Kashmir during that period. Referring towards the ongoing nation wide campaign against corruption, Mufti said that at national level the Jan Lok Pal is still being debated but the PDP-Congress Government had constituted State Accountability Commission (AAC), similar to Jan Lok Pal way back in 2003. Similarly the RTI Act was passed by the State legislature in 2004 where as at the national level RTI law was passed in 2005. He further mentioned that direct cash transfer scheme started by the UPA government recently was earlier introduced by the then PDP-Congress government in the year 2003. “We had started the scheme to send money orders to the beneficiaries of various welfarist schemes”, he recalled. Coming down heavily on government headed by National Conference, he said, “it is unfortunate that the present has diluted this institutions like SAC and RTI”. “Instead of taking some effective steps, in view of the nationwide camping against corruption, the present dispensation has eroded sanctity of such institutions to safeguard their vested interests”, he said. Socio-economic empowerment of under privileged policy of Govt: Sakina Kulgam, December 15: Minister for Social Welfare, Ms. Sakina Itoo today said that State government under the dynamic leadership of Chief Minister Mr. Omar Abdullah has registered massive development record across the State during last five years of coalition regime. However, she said that there is always room for improvement and many more steps need to be taken to improve the socio-economic conditions of under privileged and deserving class of the society. The Minister was addressing a mammoth gathering at Damhal Hanjipora here today. The Minister while giving details of the landmark achievements of present government said that the State government left no stone unturned in solving the crises of unemployment by filling up of thousands of vacancies through

various recruitment agencies besides the government launched various schemes for setting up of income generating units by unemployed educated youth by virtue of liberal funding by central and State government. Referring to massive developmental scenario existing in all the three regions of State, Ms Sakina said that a network of roads connecting far flung and remote areas of the State and large number of complexes for housing hospitals, educational institutions and government offices were constructed in length and breadth of the State. Numbers of mega bridges connecting vast areas of the state were also constructed to provide connectivity and access to uncovered areas. Sagar inspects work on shrine of Dastageer Sahib (RA) Srinagar, December 15: Minister for Rural Dev. and P an ch ay ati R aj, A li Muhammad Sagar today directed the officers to speed up pace of work on Dastageer Sahib Shrine and ensure its re-construction as soon as possible. The Minister was interacting with officers during his visit to the revered shrine of Dastgeer Sahib (RA) to oversee the status of its reconstruction work. He was accompanied by senior officers of various executing agencies involved in c a r r ying out its re-

construction work. Sagar asked the officers to work in coordination with each other and ensure a synergized approach for its completion. He said that bottlenecks, if any, should be removed and the pace of work speeded up, so that it is completed in all

respects. The Minister said that the work should be executed strictly according to the plan already approved in consultation with various architectural patterns, which is strictly in accordance with the old existing patterns and structure.

In case the last date for receipt of the tenders is declared a holiday/Hartal, the tenders, will be received on next working day upto 2.P.M.
