Lal Chowk, the nerve centre of this summer capital witnessed rush of shoppers all throughout the day. Bakery and confectionary shops remain crowded with shoppers. Many bakers had erected makeshift stalls on roadsides to accommodate the customers. Apart from bakery and sweets, mutton and poultry products were in high demand with shoppers crowding around the shops.

He ordered for immediate cleaning, dredging, expansion and beautification of the Brari Nambal Lagoon. The Minister asked the engineers and officers of the LAWDA, UEED and SMC to make joint efforts to immediately check flow of sewage and drainage into the Lagoon and asked the concerned engineers and officers to connect the Lagoon with Sewerage Treatment Plant (STP) of the UEED located at Brari Nambal. He directed the UEED to ensure cleaning of all the blocked sewer lines and drainage lines within 10 days. He also urged for connecting all the sewer lines and drains with the STP within 15 days. In this connection, he directed to make the STP of UEED fully operationalize and to refurbish it. The Chief Engineer, UEED informed that 75 per cent work on restoration of their STP at Brari Nambal has been completed and it will take another one month to restore it fully. The Minister directed UEED to completely operationalize their STP within one and a half month. The Minister directed the LAWDA to start dredging and cleaning of Brari Nambal Lagoon soon after the UEED connects the sewer lines and drains with their STP within next 15 days. The Srinagar Municipal Corporation was directed to remove garbage and filth from the peripheral areas of Brari Nambal especially from those areas where from the LAWDA has removed about 100 shanties yesterday. The Minister directed the SMC to ensure that so fresh encroachment or illegal filling of the area takes place. The Vice Chairman LAWDA, Mr. Irfan Yaseen, Chief Engineer, UEED, Mr. Mohammad Hanief, Superintending Engineer and Executive Engineers of LAWDA and concerned officers of SMC were present in the meeting.

During their meeting with the inmates and the jail officials it was learnt that there has been no amendment with regard to the providing of food to the detenues, interms of Jammu and Kashmir Detenues (General) Order 1968 ever since from 27.02.1990. It was also found that interms of Jammu and Kashmir Detenues (General) Order 1968 an amount of Rs. 17 is to be spent per day by the Govt. for a detenue on food and toilet and there has been no increase in the said amount from 27.02.1990. “The Jail Superintendent told the Bar Team that he is spending Rs. 80/- approximately on food and toilet on each detenue, but he admitted that the Govt. has not issued any order to that effect as yet and he is doing the same of his own. The detenues told the Bar team that in Tihar Jail New Delhi detenues are paid Rs. 200 per day on account of Food and toilet and in case they have to be taken to any court for a hearing they are give n an additional amount of Rs. 170 per day. They however, stated that no such amount is paid to the detenues in the jails of J&K, on account of food and toilet or on account of their production in the courts for a hearing,” Bhat has said. The Bar general secretary has told KNS that the team was also told that in terms of clause 33.2 of Jail Manual there should be Medical Staff specially selected and well trained in prison work and also adequately equipped hospital both for male and female inmates with provisions for necessary medical, surgical, dental and psychiatric services, but no such medical staff or adequate equipped hospital is available in the Central Jail Srinagar or in any other jail of the State. “They also told the Bar team that interms of clause 33.7, besides a whole time Medical Officer, there has to be a Senior Physician and Medical Officer of the rank of Civil Surgeon (CMO) who has to visit the prison at least twice a week to give his expert, technical advice and that there should be at least one whole time medical officer, two pharmacists and qualified nurses in the prison, but no such, whole-time Medical Officer, Pharmacists or qualified nurses are available in Central jail Srinagar or elsewhere,” the HCBA general secretary has added. According to the Bar team, the inmates also stated that there are number of jails in the Kashmir province where the prisoners of the Kashmir province can be lodged, but they are off and on being lodged or shifted outside the valley, just to defeat their right of speedy trial, as most all of them are facing trial in the cases which are pending in different courts of the Kashmir province. They also stated that in the name of VIP movement and non-availability of escort, they are not produced in the courts even from Central Jail Srinagar and as such, one can easily understand, the agony as suffering with which the prisoners lodged in jails outside Kashmir province are facing for want of trail. “The inmates stated that in Delhi and other places there is a special police force which is entrusted with the duty of producing undertrial prisoners in the court, but no such police force has been kept available in the jails of the Kashmir or Jammu province for production of undertrial prisoners in the courts. They also stated that interms of J&K Detenues (General) Order 1968 they are entitled to furniture, crockery, utensils and clothing, but they are not provided these articles by the Jail Authorities on the ground that they have no funds available with them for the

However, in event of any exigency the civilian shall carry out torches/ lit lanterns in their hands to establish their identity and mitigate the risk of damage to life and property due to mistaken identity.

MP temple stampede: 39 officials, cops suspended Datia, October 15: A total of 39 officials and policemen including Datia district Collector and Superintendent of Police were suspended by Madhya Pradesh government in the wake of stampede at Ratangarh temple, in which 115 people were killed and scores injured. Besides Collector Sanket Bhondwa and SP CS Solanki, the state government also suspended Sub Divisional Officer of Police (SDOP) B N Basave, Sub Divisional Magistrate (SDM) Mahip Tejasvi, three sub-inspectors, three head constables and 11 constables, official sources said. Those suspended include policemen posted at Atreta and Indergarh police stations of Datia and not Sevdha police station as reported earlier, sources said. The officials and police personnel were suspended after the state government took nod of the Election Commis-
sion, as the state is bound by Model Code of Conduct after announcement of Assembly polls scheduled for next month, they said. Avoid Extravaganza and Show-off Celebrate Eid with Simplicity
E
id-ul-Azha is a sacred day in the Muslim calendar which teaches and inculcates the spirit of sacrificing the dearest things for God. This day dates back to the Prophet Abraham (A.S) who even did not hesitate to present the sacrifice of his dearest son Yousuf. However, the sprit behind this Eid is far greater far big and far extensive. It is a symbol of services to the mankind, charity, social duties particularly towards the poor, downtrodden and of course restraint from the extravaganism, show and pomp but what is happening particularly is different and is not in tune with the spirit and teachings of this day. The festivals in our society have become a symbol of blind race of shopping competitions, extravagant spree of unnecessary purchases, which results in the disappointment in those classes of the society who have less purchasing power as also in scarcity of essential commodities, hoardings, black marketing and sky-rocketing of prices. It also gives birth to ill customs, immorality and social and ethical crimes because those, whose children cannot afford to get significant money from their parents, fall prey to indecent practices. Eid does not teach also what we are seeing in the society in the name of charity and hundreds of organisations jump in the field to collect as much money they can which lands in some pockets of fake persons with fake organisations. These days everywhere vehicles are seen roaming fitted with loud speakers playing religious songs to loot the innocent people. These organisations spend thousands of rupees on transport public address system and publicity campaign they launch in the local papers. One does not understand if these organisations are collecting money for orphans and destitute why should they spend huge amount for their publicity in the local papers. This is a big scandal and people need to be aware of these so called charity organisations. These organisations are working without any checks and balances and there is no monitoring system and transparency as most of these are run by individuals or group of individuals who are responsible or accountable to none. It would really mean a good usage of the donated money, if it is given directly to mental hospital, leprosy hospital where many deserving unfortunate ones are really needy and deserve to be helped. Otherwise, there are no two opinions that most of the money donated by people for orphans goes waste as it is not utilised mostly for them. Government has no mechanism in place to monitor or audit these organisations so these untrustworthy organisations are misusing the donated money. Eid is the festival of happiness and joy. Let us celebrate and share it with the real spirit. Let us refrain from extravaganza pomp and show and let us donate in the proper way for the welfare of poor and deserving but at the same time let us be aware of exploiters, emotional blackmailers and those who misuse our money in the name of charity and religion.

CHINAR: A DECLINING HERITAGE TREE OF KASHMIR O.P. Sharma Vidyarthi

hinar, a majestic tree of Kashmir is known for its antiquity, magnificence, cool shade and royal patronage. The tree grows upto a height of 30 metres and girth of 10 to 15 metres at ground level. It bears dense crown of interlaced branches and palmately lobed leaves held horizontally to make shade extra cool during summer months. The flowers are borne on pendulous stalks in paired globular heads. The word Chinar has its origin from Persian language, it is native to Persia,
various places like Tulamula (Kheer Bhawani), Zeethiyar (Zestha Mata), Vichar Nag, (Soura), Shardaji (Keran), Nagbal (Anantnag), Martand Temple (Mattan). At the confluence of Sindh and Jhelum at Shadipur, also known as Prayag, and old Bouin tree is growing since ancient times, Large scale plantation of oriental plane was patronized by benevolent king namely Zain-ul-ab-din who was unlike his father and built large number of temples earlier destroyed by Sultan Sikander (1393-1416 A.D). oultry development has been a household activity in India. However, scientific poultry production in India gained momentum during the last four decades due to concerted efforts of the Government of India through policies, focused research and the initiatives taken by the private sector. The poultry sector has emerged from entirely unorganized farming practice to commercial production system with state-of-the-art technological interventions. Poultry sector, besides providing direct or indirect employment to people, is also a potent tool for subsidiary income generation for many landless and marginal farmers. It also provides nutritional security especially to the rural poor. Poultry sector in the country has shown steady progress over the years. Currently egg production is around 66.45 billion. The poultry meat production is estimated to be around 2.5 million tonnes. The current per capita availability of eggs is around 55 eggs per year. Exports of poultry products were around Rs.457.82 crore in 2011-12 as per the report of Agricultural and Processed Food Products Export Development Authority (APEDA). It maintained that the meeting was a cultural event and hence it should be permitted. The court accepted the party’s plea and granted permission. A local NGO had also objected to the rally on the grounds that Shivaji Park was in the silence zone.

Shiv Sena leader Manohar Joshi might be wishing he had spent a quiet Sunday at home. After his public humiliation at the party’s annual Dussera rally, it’s clear that the 75-year-old leader faces total marginalisation within the party.Mr. Joshi has been Chief Minister of Maharashtra, Speaker of the Lok Sabha, Union Minister and Mumbai Mayor. Besides, he spun a parallel career as a successful builder, spawning the Kohinoor empire of apartments, hotels and coaching classes.Mr. Joshi was booed by his partymen when he climbed the stage. He left the rally within minutes, with party chief Uddhav Thackeray making no attempt to stop him. In fact Mr. Thackeray’s speech had a clear reference to Mr. Joshi. On Sunday evening, Sena chief Uddhav Thackeray used the opportunity to launch a blistering attack on Prime Minister Manmohan Singh, Nationalist Congress Party (NCP) chief Sharad Pawar and Chief Minister Prithviraj Chavan. Mumbai Regional Congress Committee (MRCC) president Prof Janardhan Chandurkar said the Sena has unmistakably “committed contempt of court” by using the rally for political purposes. He said the rallies organised by the Shiv Sena at Shivaji Park for the last 47 years were never a cultural one. “This time the Sena had given an affidavit in the high court stating that the rally would be cultural in character. But, Sunday’s meeting was totally political. Tendulkar, who made his international debut against Pakistan in 1989 as a 16-yearold, would play his 199th test in the series opener at Kolkata’s Eden Gardens from November 6-10, according to a tour itinerary released on Tuesday. Terry Walsh named Chief Coach of India men’s hockey team
New Delhi: Hockey India (HI) on Tuesday named Australia’s Terence Walsh, better known as Terry Walsh, as the Chief Coach of it’s senior men’s hockey team, replacing Michael Nobbs who had left the job on health grounds. Walsh, who has earlier coached Malaysia (1990-94), Australia (1997-2000) and Netherlands (2004), last worked as Technical Director with USA field hockey from 2005-2012. He played 175 games for Australia, winning a silver medal at the 1976 Montreal Olympics. India play the World Cup, besides the Commonwealth Games and Asian Games, in 2014; and HI secretary general Narinder Batra said Walsh’s wealth of playing and coaching experience will help develop hockey in India. “Mr. Terence will provide the adequate guidance and motivation to the team. He not only has the experience but also has a vision to develop senior men hockey team as a well-knit professional unit,” Batra said. The left-arm fast bowler at a press conference here on Monday spoke on what India’s greatest sporting ambassador has left behind and what fans can look forward to from the ‘master blaster’. “I didn’t react to the news as a cricketer, who has spent the last decade or so sharing the same dressing room, but as an Indian first. His contribution has given fans joy, tears when he gets out, the memories are endless. I was saddened by the news but one had this feeling that we’ll have to prepare ourselves mentally for such a day. And that day has finally come,” said Pathan. He added that Tendulkar has left behind more than just a legacy. “He has given us many memories. He has scored 100 centuries in all so far, so if you watch one century of his every day, you are sorted for a good three months. What more could a cricket and a Sachin fan ask for. “Sachin can never leave our hearts, he will be leaving behind nothing but love for a nation where this sport is no less than a religion.” On a personal level, there was a lot that Pathan learnt from Tendulkar. “He was of immense help when I was a newcomer. There was so much to learn from him. He understands bowling so very well that I improved my reverse swing immensely. Not just cricket, but I learnt a lot of things on the human side of life from him. Today’s generation couldn’t have asked for a better role model than Sachin Tendulkar.”

Row over Cricket Australia sponsor censorship claims Agencies Sydney: Cricket Australia was Tuesday accused of censoring a sponsorship message warning against mixing alcohol and sport because it conflicts with lucrative drinks deals, media reports said. The advert was to be displayed around cricket grounds during a domestic oneday competition under way in Sydney, but has been reworded, the Australian Broadcasting Corporation said. The original ad, from public health group Healthway, which sponsors the West Australian Cricket Association, said: “Alcohol -- think again. Alcohol and sport don’t mix.” But CA, the governing body for the sport, has insisted on a replacement that reads: “Alcohol -- think again. Under 18 -- no alcohol, the safest choice,” the ABC said. Cricket Australia accused of censoring a sponsorship message warning against mixing alcohol and sport because it conflicts with lucrative drinks deals. The decision provoked an

The Indian players will be the biggest beneficiaries, particularly the local players from Mumbai and Maharashtra. It’s very expensive for the players to go abroad to play and get exposed to foreign conditions. As a result, lots of talented players don’t get a chance
to play much. But now that the tournament is happening here, it has opened the doors to all the local players and it will help them to improve their game and will give them some experience of playing on an international stage. Importantly, since it is a ranking tournament, it’ll help the youngsters here earn ranking points. Are there any big foreign players coming for the tournament?The foreign players are relatively unknown, but that does not mean they will be easy to beat. I am getting better at acceleration,” the right-hander said. The Saurashtra batsman was excited about the South Africa tour, where he will go as senior batsman following the retirement of VVS Laxmn, Dravid and Tendulkar. “I am very excited about the tour. This time, it will be a big responsibility. Last time, we still had Sachin, Rahul and Laxman. I will have to be extra careful as a senior player. “Luckily, I know South African conditions well. But I need enough practice. I have been in touch with the game and the home Tests against West Indies will be good for me too. When you are in touch with the game, you just have to make minor adjustments based on the conditions. My concentration and focus levels have to be at the highest,” he said.
