Policeman survives militant attack Islamabad, August 16: A policeman was fortunate enough when he survived a bid on his life by unknown gunman. Police sources told CNS that Constable,Touseef Ahmed was standing guard near K.P road Islamabad near S.M.Crossing when an unidentified pistol borne youth appeared before him and placed his pistol on his tempel. Eyewitnesses told CNS that policeman turned pale and he didn’t move for a while, however his luck saved him from the death. “As the youth hit the trigger, no bullet came out and suddenly the pistol borne youth slipped from there and disappeared. The policeman for a moment fainted and his colleagues gathered around him and took him to General Bus Stand police post where he is deputed,” sources said. A police official while confirming the incident said that the hunt has been launched to trace the assailant.
2 die, 4 injured in road mishaps Srinagar August 16: Two persons died while 04 others were injured in different road accidents across Kashmir province. Two persons were killed when a Tanker hit them at Noma, in the jurisdiction of police station Noma Leh. The bodies of deceased persons were handed over to their relatives for last rites. A car bearing registration number JK01H/2940 and a motorcycle bearing registration number JK01F/1184 collided near Petrol pump, Budgam, resulting in injuries to four persons. All the injured were shifted to hospital for treatment. In another accident, an Alto car bearing registration number JK01Q/6165 collided with a Motorcycle bearing registration number JK01S/9124 near Fire Service crossing, resulting in injuries to motorcyclist Owais Ahmad Lone resident of Fateh Kadal, Srinagar and a pillion, Nadeem Ahmad Sheikh resident of Fateh Kadal Srinagar. Goswami reviews security situation in Jammu
Jammu, August 16:
Curfew continued for the eighth day on Friday in Jammu and Kashmir's Kishtwar town as Union home secretary Anil Goswami arrived here to review the law and order situation. The home secretary will also take stock of the situation on the international border. District magistrate of Kishtwar Basheer Ahmad Khan said that curfew was relaxed for a while on Thursday during Independence Day celebrations, but later re-imposed. Curfew was imposed
following large-scale communal violence on August 9, in which three people were killed. Private and public properties worth millions of rupees were destroyed by rioting mobs. Curfew was on Thursday lifted from all the other seven districts of Jammu region- Jammu, Kathua, Samba, Reasi, Udhampur, Doda and Rajouri where it was imposed on Aug 10 as a precautionary measure. Authorities have decided that educational institutions in Jammu and other districts would reopen on Monday. Union Home Secretary

People stage massive protests in Tral Tral, August 16: People staged a massive protest on Friday against the malfunctioning of SubDistrict Hospital and Primary Health Centre located in South Kahmir’s Tral town. Protestors alleged that the Hospital and the Centre lack facilities while every evening after five no doctor could be found in the hospital. People gathered in the premises of SDH Tral and raised slogans against the hospital authorities. “Every day the doctors disappear from
the hospital after five and the patients are being left at the mercy of God,” one of the protestors told CNS. Another protestor said that compounders are treating all the patients after five and to save their skin they refer every patient to Srinagar. “It is a Sub-District Hospital and the doctors should remain available here round the clock but unfortunately all the doctors leave hospital after five and no action is initiated against them,” Mohammad Altaf said. said that every woman suffering from labour pain is being referred to Srinagar if that unfortunate woman is brought to hospital after five. “There are no doctors and no medicines available in the hospital. Kundal visits flood hit areas of R. S Pura JAMMU, AUGUST 16-Member Legislative Council, B R Kundal, on Friday visited flood hit areas of R S Pura and took stock of damage caused due to incessant rains and flash floods in various parts of the tehsil.Kundal asked the District Development Commissioner, Jammu, Ajeet Kumar Sahu, to depute a team of senior revenue authorities to assess the losses so that the relief under State Disaster Relief Fund could be disbursed to them under norms. He asked the authorities of Municipal Committee R. S. Pura to remove debris from nallahs in several areas of the town so that the residents do not face any inconvenience during rainy season. He called upon the people not to dump debris in the nallahs adding that such exercises not only create problems for Municipal Corporation during removal of garbage (mulba) from nallahs but also causes water clogging which results damage to households. Later, Kundal also visited Government Degree College and Government Higher Secondary School to take stock of the problems being faced due to clogging of water in the premises. Absolute power corrupts absolutely
D
espite the fact, that Supreme Court has expressed its displeasure on the formation of parallel security agencies like S.P.Os, the creation of Village Defence Committees continues in Jammu & Kashmir particularly in Chenab Valley. The VDCs were first formed with a view to fight the militants who had created a panic in far flung areas where from several people migrated and deserted their villages for saving their lives. These committees were armed by the state, provided basic knowhow of handling the weapons and directed to keep the militants at bay. This was also done to engage the attacking militants till the regular forces would arrive for neutralizing them. But going by the facts and figures over thousands of village Defence Committees members have hardly created any impression as an effective force in containing the militancy. In fact, most of these committees from the very inception are reportedly influenced by communal, regional and sectarian forces and have become a source of division between the communities which have been living in harmony in these areas. If they are compared with Ikhwanis of Kashmir valley, they lag behind in many ways. For example, the Ikhwanis worked for national interests and had no communal bias against any particular community. However their only drawback was that they took the law in their hands and indulged in innocent killings, extortions, personal revenges and other unethical activities. The Ikhwanis helped the security forces and proved their worth. However, VDCs have nothing to their credit which is worth mentioning except that they have added to the communal tension, created a wedge between the communities and settled personal scores. If there is no worth mentioning contribution, then why should they not be disbanded and why should the govt. put itself in trouble for the blunders committed by these committees. These committees have no accountability. They are not governed by any administrative authority and they are not even responsible and answerable to the society. If the most indispensable Ikhwanis could be dispensed with, why should govt. continue with these Village Defence Committees which are proving pain in the neck? The govt. should instead expand the ambit of its security forces to those areas where these defence committees are active. As the militancy graph has already come down considerably, there seems to be hardly any logic behind their continuance. There are allegations of misusing the gun by these committees who do not represent both the communities proportionately. India is a secular country and the constitution stands a guarantee for the protection of the life and properties of its citizens who are equal before the eyes of Law without any caste, creed, religion, region or colour. If the govt. cannot disband them due to some political constraints, they should give equal representation to both communities while forming committees and should not discriminate with a particular community.

he day Narendra Modi was declared as the BJP's 'Chief Election Manager', the TV screens were buzzing with two contrasting pictures - ironically both from the same side of the Political divide - THE BJP. While pictures of a beaming Modi were splashed all-over, there was a stark contrast with the pictures of a grim looking L.K.Advani beaming on the TV screens. The following week saw a lot of drama within the BJP with the ascendancy of Modi being directly proportional to the descent of a man who had carefully nurtured the 'Lotus' all this while. The Political obituaries started pouring-in, the Political pundits started to write him off while some within the party suggested that Advani must see the 'writing on the wall' and walk into the sun-set. The BJP (by and large) seems to be jubilant at the ascendancy of Modi and certainly doesn't seem to mind if Modi's rise comes at the expense of Advani disappearing into the Political oblivion. Modi definitely seems to be the BJP's best bet. The 'polarizing' and 'non-repentant' Modi epitomizes the politics of the BJP, therefore it is with Modi at the helm, that BJP stands its best chance to consolidate its 'hardcore extremist' vote-bank. While Modi maybe the BJP's best bet to carry them to 160-170 seats, but it would still be a long shot away from the 'elusive' 272. The repulsive Modi will keep away all the Potential allies, the example at hand being the JD(U) which has already walked away. The BJP always had a dearth of allies and this has only added to
their woes. If Modi performs exceptionally well, he should be able to take the BJP to 160-170 and ironically for him, that is where the 'jubilant Modi' will have to leave it and the onward journey to 272 could be a reality only under the 'grim Advani'. Therefore, what is being seen as the 'lowest point' of Advani's political career could actually be his best chance to become the Prime Minister of the Country. If Modi brings BJP

he two basic source books of Islam are Holy Quran and the Hadith. The Quran is believed to be the word of God , and the Hadith is the compilation of the sayings of the prophet of Islam. The Quran contains about 6,500 verses while Hadith contains about 25,000 sayings of the prophet of Islam, Islamic teachings cover almost all the aspects of human life like belief ,worship ,morality ,spirituality, social structure etc. Here are ten references from the Quran and Hadith that may be considered universal principles suitable for every man and woman ,irrespective of religion and culture. They are formulae for life or an art of life management. Mutual Respect How to live in a multi-religious society? The Quranic answer to this question is found in this verse: For you your religion : for me mine . This principle is based on religious tolerance .It may be formulated in a sentence as Follow one and respect all . Reconciliation and Adjustment How to behave at the time of conflict ? The Quran says, Reconciliation is the best ,It means that at the time of conflict we have to adopt a conciliatory rather than confrontational course of action . Peace The prophet of Islam said , God grants to non –violence what He does not grant to violence .In other words peaceful methods are always far more effective than violent methods. Practical Wisdom According to Hadith the general policy of the prophet of Islam was that whenever the prophet of Islam had choose between two options he always chose the easier option rather than the harder one. This was the
general policy of Islam in every matter. Positive Response A person once came to prophet of Islam and asked .O prophet give me some master advice by which I may be able to manage all the affairs of my life .The prophet replied , Do not be angry. It means that we must not react with anger even when provoked .Respond Positively to negative situations. Always adopt positive thinking. Modesty The prophet of Islam said God elevates the modest .In other words ,modesty is the way to high success . Result Oriented Action The prophet of Islam Said ,The beauty of a man is to keep himself away from futile activities ,which produce no results .Our actions should be always result –oriented. Friendly Behaviour The prophet of Islam Said ,He is not a believer who creats problems for his neighbours Unilateral Good Character The Quran Says Good and evil deeds are not equal .Repel evil with what is good, then you will see that one who was once your enemy has become your dearest friend. Our behaviour in society should not be retaliatory but good under all circumstances. Universal Brotherhood The prophet of Islam Said I bear witness that all human beings are brothers and sisters to each other .This concept inculcates the feelings of universal brotherhood in all of us and it is on this basis that better society can be formed . Achievements of Ministry of Women and Child Development
T
he Ministry of Women and Child Development is the nodal ministry for all issues concerning women and children. The Ministry is moving forward towards a paradigm shift in its approach to social sector issues which were earlier welfare oriented but now look at holistic empowerment, especially of the marginalized. The emphasis continues to be on empowerment and development of women, adolescent girls and children in all spheres of life. The Ministry has achieved several significant milestones in the past four years. Significant Legislations The Ministry has enacted the Sexual Harassment of Women at Work Place (Prevention, Prohibition and Redressal) Act, 2013. The Act is a landmark as there was no such legislation in the country to address the issue of sexual harassment at the workplace. The Act covers all women irrespective of their age and employment status at the private and public working spaces including domestic workers and those in the unorganised and informal sectors of work. Clients and customers are covered through this Act. The Act extends to organisations, department, office, branch unit etc. in the public and private sector, organized and unorganized, hospitals, nursing homes, educational institutions, sports institutes, stadiums, sports complex and any place visited by the employee during the course of employment including the transportation. Rules are currently being framed for operationalising the Act. To address the growing instances of child abuse, the Ministry has brought in a special law, the Protection of Children from Sexual Offences Act, 2012 which came into force from 14 November, 2012. The Act provides protection to children from the offences of sexual assault, sexual harassment and pornography through stringent punishment. The Act mandates special courts for speedy trial, child friendly procedures in courts and punishment for not reporting the offence to police or appropriate authority, and for abetment and making false complaint or false information. In addition, the Ministry has amended the Juvenile Justice (Care and Protection of
Children) Act, 2000 in 2011 to remove discriminatory references to children affected by disease such as leprosy, tuberculosis, hepatitis-B etc. Notification in this regard has been issued on 8 September, 2011. The Indecent Representation of Women (Prohibition) Amendment Bill, 2012 has been introduced in the RajyaSabha which has referred the Bill to Department related Parliamentary Standing Committee for consideration. Also, Cabinet Note for amendment in Dowry Prohibition Act, 1961 has been circulated to the concerned Ministries for their comments. Schemes for Women The Ministry launched the Rajiv Gandhi Scheme for Empowerment of Adolescent Girls (RGSEAG), also known as‘SABLA’ in November, 2010. The scheme aims at all-round development of adolescent girls of 11-18 years by making them self-reliant by improving their health and nutrition status and facilitating access to learning and public services through various interventions such as health, education, vocational training and counselling and guidance at the AnganwadiCenters. SABLA is at present running in 205 districts across the country. During 2012-13, 88.76 lakhs adolescent girls have benefitted under this scheme (as on 31.12.2012). A comprehensive scheme called ‘Ujjawala’ aims to prevent trafficking on the one hand and also provides rescue and rehabilitation of victims. It has five specific components- Prevention, Rescue, Rehabilitation, Reintegration and Repatriation of victims of trafficking. The Scheme is mainly implemented through NGOs. In 2012-13, 73 projects have been approved and Rs. 7.39 crore has been released. A conditional cash transfer scheme, Indira Gandhi Matritva Sahyog Yojana (IGMSY) has benefitted 4.69 lakh pregnant and lactating mothers during 2012-13. Being implemented on pilot basis in 53 selected districts using the platform of ICDS, the scheme envisages providing cash to Pregnant & Lactating (P&L) women during pregnancy and lactation in response to individual fulfilling specific conditions. It addresses short term income support objectives with
long term objective of behavioural and attitudinal changes. This Scheme is included in the DBT scheme of the government. The ‘Swadhar’ scheme addresses specific vulnerability of women in difficult circumstances through a home-based holistic and integrated approach. It provides shelter, food, clothing, counselling, training, clinical and legal aid and aims to rehabilitate the women in difficult circumstances. Rs. 2363.15 lakhs have been released to the scheme for 2009-2013. The Ministry has introduced Support to Training & Employment Programme (STEP)scheme to train and upgrade skills of women and to provide project based employment under identified sectors. During 20092013, the scheme benefitted 30,481 marginalized women. The Ministry proposes to launch a new scheme- “One Stop Crisis Centre for Women” (OSCC) during the current financial year. This scheme addresses the need for positive steps to be taken for women in crisis to provide immediate relief for the victims. It has been proposed to implement the said scheme on a pilot basis initially in 100 districts. In addition, pilot projects have been initiated in Pali (Rajasthan) and Kamrup (Assam) to demonstrate convergence of programmes and schemes for women. Women resource centres or Poorna Shakti Kendra (PSK) is a one stop centre for services to women were opened in 150 Gram Panchayats. Each PSK has two Mahila Gram Samanvyaks appointed by the mission who act as motivators for the women in the Gram Panchayat and are also responsible for providing training on various issues. Schemes for Children The Integrated Child Development Services (ICDS) Scheme, one of the flagship programmes of the Government of India, has been strengthened and restructured. This scheme represents one of the world’s largest and unique programmes for early childhood care and development. The government has allocated budget of Rs. 1,23,580crore during the 12th Five Year Plan.The restructured and strengthened ICDS will be rolled out in three phases covering 200 high burden districts in first year (201213) with 41 districts from Uttar Pradesh,
additional 200 districts in second year (2013-14) including districts from special category States and NER and in the remaining districts in third year (201415). Under the restructured ICDS Scheme, the Anganwadi will now be the first village outpost for health, nutrition and early learning for children and mothers, 2 lakh Anganwdis will now get pucca buildings at cost of Rs.4.5 lakh each, and 70,000 Anganwadis or 5% of the existing AWCs will now have facility of a crèche which will benefit working mothers in both rural and urban areas. Also, cost norms for supplementary nutrition have been increased from Rs. 4/- to Rs. 6/- for children (6-72 months), from Rs.6/- to Rs.9/- for severely underweight children, and from Rs.5/- to Rs.7 for pregnant and nursing mothers. Under the Integrated Child Protection Scheme (ICPS), the Ministry provides a protective environment for children in difficult circumstances, as well as other vulnerable children, through Government-Civil Society partnership. It brings together multiple existing child protection schemes of the Ministry under one comprehensive umbrella, and integrates additional interventions for protecting children and preventing harm. Statutory Bodies like Child Welfare Committees (CWCs) and Juvenile Justice Boards (JJBs) are functioning in 619 and 608 districts of the country respectively, and 1195 various types of Homes have been provided financial assistance. ‘Childline’ service, which is an emergency outreach service for children in need of care and protection through a 24hour phone helpline (1098), has been expanded to 274 cities/districts of the country from 83 cities before implementation of ICPS. In addition to these programmes and schemes, the Ministry of Women and Child Development is also drafting a national Plan of Action to combat the declining child sex ratio in many parts of the country, through wide consultations incorporating the views and knowledge from different stakeholders. The Rajiv Gandhi National Crèche Scheme is also being restructured to provide better facilities.

Scientists have for the first time linked smoking with ovarian cancer - the second most commonly diagnosed gynaecological cancer in Australia with a five-year survival rate of only 40 per cent. Andy Lee and Colin Binns, both professors from the Curtin University's School of Public Health, took part as members of the Collaborative Group on Epidemiological Studies of Ovarian Cancer based at Oxford University and funded by UK Cancer research. Their work involved the completion of two studies in China, which were fed into a pool of data totalling 28,114 women with, and 94,942 women without, ovarian cancer, the journal Lancet Oncology reported. "Previously there was only a weak link between smoking and ovarian cancer, coming from a paper in 2009. This new analysis firmly establishes that relationship for one particular type of ovarian cancer, mucinoid tumours, which account for about 15 percent of the total of all ovarian cancers," Binns said, according to a university statement. Outcomes were consistent along 13 socio-
demographic and personal characteristics which were taken into account, including body-mass index, use of alcohol, use of oral contraceptives and menopausal hormone therapy. Binns said more research was needed to understand how smoking stimulated the creation of mucinoid tumours, but stressed the first step in prevention was for women to quit cigarettes. "While giving up smoking is the best advice, we did find evidence that drinking green tea, breastfeeding, eating fruit and vegetables, getting regular exercise and avoiding obesity were also beneficial," he said.

The Bhartiya Janata Party has hired Proof of Performance Data Services (POP), a specialist in out-of-home advertising database, to monitor the outdoor campaign activities of the Congress Party in Delhi. ”Currently, the party (BJP) has subscribed to our services only in Delhi as its focus is on the upcoming Delhi state assembly elections. Subsequently, it may also subscribe to our services for next year’s Lok Sabha elections too,” Harjaap Singh Mann, the founder of POP, said. Under the deal, POP will keep an eye on 6,000 out-of-home media sites, including billboards, bus shelters, bridge panels and other such platforms, to see what the Congress is communicating to the Delhi voters. Sudhanshu Mittal, co-convenor of the BJP’s poll committee, confirmed the party’s alliance with companies that provide data on rivals’ activities. “These days there are specialised agencies which provide us weekly reports on the activities of the Congress Party,” he said. what kind of visibility do Congress’ outdoor media sites get, how many eyeballs they attract and for how long. “We use proprietary video analytics-based data mining capability that offer a simple but powerful solution,” Mann said. POP uses camera-mounted vehicles to capture realtime videos of campaign sites, such as billboards, several times a day. A software then extracts information from these videos such as their visibility and people’s reaction, and annotates data within the video as per a client’s requirement. This intelligence is given to the client — in this
case, BJP — on a subscription-based model. The opposition party can use it to plan its spent in the out-of-home segment and ensure enhanced return on investments, Mann said. POP already monitors out-of-home media assets in 30 cities across the country on a regular basis and its clients include Dabur, ITC, McDonald, Eicher, Bajaj, LG, Tata Docomo and several government departments. The company is also in discussions with the Congress Party for subscribing to its offerings, though no deal has been finalised yet, Mann said. The BJP has subscribed to its ‘dashboohrd’ service, which promises advertisers in-depth insights and the power to analyse the entire competitive landscape in out-ofhome. The subscription started in

NEW DELHI: The national capital witnessed heavy rain on Friday morning, with the minimum temperature settling a notch below average for this time of year at 24.5 degrees Celsius. The Met department has forecast rain till Saturday morning. Rain started at 8am, causing peak-hour commuters to get stranded in parts of the city as major roads were flooded on account of poor drainage. “We are getting many complaints of traffic jams due to choked drains. Traffic is slow in Nizamuddin, Greater Kailash 1, and Safdarjung in south Delhi,” a traffic police official said. Pedestrians and people riding motorcycles and scooters were seen taking shelter under Metro over-bridges and other places, creating traffic bottlenecks. “I am stuck on the Ring Road. I don’t understand why, as soon as rain starts, the roads start getting choked,” Akansha Singh of south Delhi said. According to the India Meteorological Department (IMD), the city received 15.6 mm of rain from 8.30am Thursday to 8.30am Friday. Friday morning also saw spells when the rain was reduced to a drizzle.
“The sky will remain cloudy, with rain and thundershowers in some parts of the city,” an IMD official said, adding that maximum and minimum temperatures will stay around 32 and 25 degrees Celsius respectively. Humidity at 8.30am Friday stood at 97 percent. Since the monsoon’s arrival in June, Delhi has received 539.6 mm of rain, 29 percent more than average. New Delhi: The Supreme Court on Friday refused to entertain a PIL seeking reinstatement of suspended IAS officer Durga Sakhti Nagpal, who had cracked down on illegal sand mining in Uttar Pradesh. Questioning the locus of a lawyer, who filed a PIL, a bench headed by justice H. L Dattu dismissed the plea and said that it may entertain the petition if she (Nagpal) herself approaches the court. The bench further said that the officer can take care of herself and can also approach the other authorities including a court, against her suspension order. “The moment she approaches the court, we will hear her plea and we may pass an interim order,” the bench said. The court dismissed the petition filed by advocate M. L Sharma, who had sought quashing of all the proceedings against Nagpal for allegedly demolishing of wall of a mosque. The petitioner had submitted that Nagpal is suffering hardship for following Supreme Court’s order on preventing unauthorised construction of religious buildings on public land and the apex court should protect her. Addressing a press conference after a cabinet meeting, Chief Minister Oommen Chandy said the terms of reference of the probe would be finalised after receiving suggestions from the CPI-M led LDF Opposition. On the LDF demand to include the CM’s office into the purview of the probe, Chandy said, “Government has nothing to hide on the issue and has an open mind.” However, he refused to gave a direct answer on whether government was ready to include the Chief Minister’s office also under its purview.
