Srinagar shivers at minus 4.3 degrees Srinagar, December 16: Night temperatures across the Kashmir Valley continued to fall Monday as Jammu and Kashmir capital Srinagar recorded its coldest night of the season at minus 4.3 degrees Celsius. "Night temperature dropped to minus 4.3 degrees Celsius in Srinagar today which is the lowest so far this season. The minimum temperature was minus 4.8 in Pahalgam while it was minus 0.2 in Gulmarg. In Leh town, it was minus 13.8, while Kargil town of Ladakh region recorded a minimum of minus 10 degrees," Sonam Lotus, director of the local meteorological department office said. "Jammu city recorded 9.3 degrees as the minimum temperature", Lotus said. He said night temperatures could slide further by a few notches during the next two to three days. Poor hygiene at LD hospital annoy Patients Authorities blame attendants for the mess Srinagar, December 16: Patients visiting Valley’s maternity, Lal Ded hospital (LD) Monday accused that they face serious health problems due to poor hygiene and that the patients there are feeling infections threats at large. Scores of patients while talking to KNS said that there is need for timely intervention so that the patients and attendants could be prevented from the deadly diseases due to the poor hygienic condition. “Such situation can cause a serious infection to the patients with open wounds,” said an attendant namely Mushtaq Ahmad who was accompanied by his wife for treatment. Security beefed across South Kashmir ahead of CM’s visit Srinagar, December 16: Army and Special Operations Group (SOG) of police Monday carried out search operations in Tral town, ahead of Chief Minister, Omar Abdullah’s visit to the twin districts of Pulwama and Kulgam in south Kashmir on Tuesday to address public gatherings. Official sources told Global News Service that SOG and army this morning cordoned off Arigam village in Tral and conducted search operations. The searches were conducted in order to sanitize the area and to ensure trouble free visit of Chief Minister, Abdullah to the town, where he is expected to address a public rally at Sports Stadium near government degree college, Bejwani, Tral on Tuesday.
Pertinently, Omar had to face embarrassment during his last rally on 22 November, when the town observed a spontaneous shutdown to protest his visit. Besides Tral, sources said, CM will also address his workers at the party office in the main town, Pulwama. SHRC fails to establish its offices in Rajouri, Doda Jammu, December 16: The sincerity of the State government with regard to Human Rights issues could be well guessed from the fact that despite 16 years after the enactment of the Jammu and Kashmir Human Protection of Human Rights Act 1997, two sub- offices of the State Human Rights Commission are yet to be establish and there is no immediate proposal to establish them in any near future. The fact came after an RTI application where the Public Information Officer of the Commission in its reply has apprised the applicant, RTI activist Raman
Sharma that the Commission has time and again agitated the issue regarding establishment at Doda and Rajouri. Srinagar, December 16: Peoples Democratic Party (PDP) president, Mehbooba Mufti Monday said there is no denying the fact that post 1990 turmoil has cost the state dearly in terms of human and economic lost, but National Conference (NC) has no moral authority to use it as a shield for hiding its failures and sell-outs. In a statement issued to Kashmir News Service (KNS) Mehbooba while addressing workers meeting at Dangerpora in Sopore constituency, said it was primarily because of the rigging resorted to by the NC-led coalition in 1987 that forced the youth of Jammu and Kashmir to pickup guns for securing their rights. She said this has been acknowledged even by the top militant leaders like Syed Salah-u- Din, who himself was a candidate in the assembly elections, but was defeated through bra-
zen rigging. The PDP president said in order to hide his failures on all fronts, the Chief Minister, Omar Abdullah is inventing an alibi everyday and has now shifted the blame for corruption and mis-governance to militancy, even though in 2009, he himself acknowledged that the state was now peaceful and ready for progress. But at the end of his tenure now, he has nothing to show by way of his performance, but corruption, power crisis, mis-governance, nepotism, backdoor appointments, drug scam, examination scandal, BOPEE scam and cricket scam etc. stand out his (Abdullah’s) major achievements. Mehbooba accused that NC has been intolerant of de-
mocracy and dissent ever since its inception. She said whenever NC was at the helm of affairs; they sort to rig the elections from 1952 itself that was one major reason why the people of the state don’t have the same faith in democratic process as in other parts of the country. Mehbooba said the present government has lived up to the history of NC in treating the democratic right of dissent with contempt and repression. She said the youth have to face the brunt of this intolerance, which resulted into the death of hundreds of them during the last five years, while thousands have been involved in police cases, just because they agitated against the atrocities and excesses.

Army organises free check-up camp for taxis
Kar Irshad In continuation of the army's policy to engage the drivers, a watershed event was organized in Tral where about 150 taxis were inspected free of cost and drivers were trained over minor repairs and maintenance. The event extended over a period of five days. In collaboration with Tata motors free service to all vehicles was provided. The aim of the workshop was to help these drivers who due to paucity of service stations and time neglect their vehicles. Also Training on road safety was carried out to sensitize the drivers on importance of traffic rules. In the end a jackpot was organized and 90 lucky drivers were distributed with Tool kits, tyres, engine oil and filter kits. The event further cemented the good relations between neglected sections of society the drivers and the army creating an atmosphere of trust and bonhomie in these chilly conditions. Truly it proved to be a Majlis-e-wastad. Speaking on the occasion Col D K Malik said that these drivers work for 24 by 7 days. Rahim Rather has asked the National Level Financial Institutions operating in the State to extend liberal credit facility keeping in view the State’s limited financial resources besides, numerous problems it was facing. He said it was national responsibility of the Bankers to provide hassle free lending support to the people of the State. Speaking at the 91st meeting of the State Level Bankers Committee (SLBC) at Jammu today the Finance Minister impressed upon the Financial Institutions to remove the persisting impression that banks in J&K are interested only in deposits least concerned about advances. He asked the Banks to improve Credit Deposit Ratio (CDR) which is yet for below the National Bench Mark adding that there should be no flight of capital from the poor state like J&K. Assembly panel recommends framing of demarcation policy for wet, rakh lands JAMMU, DECEMBER 16: The House Committee “to ascertain the factual position regarding the illegal encroachment of wet lands and conversion for residential purposes in Srinagar, Baramulla and Bandipora” of Jammu and Kashmir Legislative Assembly Monday recommended the government to frame a demarcation policy for wetlands and rakh lands of the Valley to protect these against encroachment. The House Committee, which met under the Chairmanship of MLA Hakeem Mohammad Yasin here today, discussed and reviewed the status of illegal encroachments of wet lands. The Committee members Mr. Sajjad Ahmed Kichloo and Mr. Ashok Kumar also gave their valuable suggestions for preservation and conservation of water bodies of the Valley. The panel sought detailed status
about the illegal encroachments by name, residence, purpose for which illegal land is used along with time period, from revenue, wildlife warden, rakh farms and forest departments within one month for the scrutiny of the Committee members. It also sought the detailed report about the measures taken by the different departments for preventing encroachments of wet lands. Detailed discussion was also held on encroachment of Narkra land in Budgam. The panel stressed for its protection and suggested for framing housing policy in this regard. The Committee directed the Deputy Commissioner Budgam Mr. Khursheed Ahmad and Director Rakh Farms, Mr. AltafAndrabi to constitute a joint committee for reconciliation of the land holdings of the Kamas at Narkra Budgam falling under the jurisdiction of Agriculture Department.

Dismal performance of government schools
T
he results of regular annual matriculation on one side are encouraging and pleasing as the girls have again excelled over boys and the first and third positions have been grabbed by them and about seventy girls are in the list of first ten positions but on the other side it is really sad that once again the government schools have presented a dismal show. Almost all the private schools have distinguished themselves in all streams and their pass percentage is far better than the government schools which have again proved a total failure. The government is spending billions of rupees on the development of basic infrastructure in government schools and on the exuberant salaries of the teaching fraternity but the outcome is going from bad to worse with every passing year. It is because of this that the parents prefer to admit their wards in private institutions and have to face a brunt as these institutions charge very high fee and other costs of getting a standard education. There is a lot of demand in these private institutions for admissions so they charge more and more because the parents have no alternative as they don’t want to spoil the career of their children in government schools. The school education department which heads the administration of government schools is in disarray as it has no proper policy and mechanism in place to improve the standard of education in the government schools. Earlier this department used to be headed by an eminent educationist but nowadays anybody who has the approach becomes its head and contributes his bit for the destruction of our educational standards. There was a time when the number of reputed private schools was very less and the standard of government schools was not in any way inferior to these institutions which were famous in the whole of the country. It was because of the dedication of the teaching class and the good administration by the school education department that government schools were performing in a far better way and producing the cream of talent for the society. But gone are those days as both teachers and education department have perhaps forgotten their duties and are only interested in their salaries and perks. It is high time that the government gives top priority to the school education, improves the standard of education and makes teachers and education department answerable for their failures. Like doctors the government teachers should be banned to be part of any tuition centre or for that matter run private tuitions.

Cluster Development Programme Under the Micro & Small Enterprises – Cluster Development Programme (MSECDP) financial assistance is provided to Micro & Small Enterprises Clusters for Various activities including marketing assistance. This include participation of entrepreneurs in clusters in one foreign fair, benchmarking support, brochure preparation, website launching etc. to help them become competitive in the international market. Marketing Assistance scheme of National Small Industries Corporation (NSIC) Marketing support is provided to MSMEs to enhance their competitiveness and marketability of their products. The assistance is provided for following activities: · Participation in International Exhibitions / trade Fairs in foreign countries. · Organizing “Techmart” exhibition and international level exhibitions in India which are visited by foreign delegations; · Organizing visits of delegations abroad for promoting Indian MSMEs. Interest Subvention Scheme of Director General of Foreign Trade (DGFT) · 2% Interest subvention scheme available to SMEs for exports amongst other sectors has been extended till March 31, 2014. During the calendar year 2011, the share of Indian MSME exports as a percentage of total world imports for the same products manufactured by Indian MSMEs has been provisionally estimated at 1.90%. The estimate is based on the data taken from International Trade Centre (ITC), UN COMTRADE Statistics.
Aside: A Scheme for Creating Industrial Infrastructure
arnataka ranks top in the field of flower farming in India with over 18,000 hectares of land under cultivation. The state accounts for 75 per cent share in India's total flower production and has the highest area under modern cut flowers. In the past, the cut flowers were transacted through the process of auction. As a result, the number of transactions per day was meagre. Therefore the need of a modern auctioning system to facilitate flower exports was deeply felt. The International Flower Auction Yard in Bangalore, which is a joint venture between Karnataka Agro Industries Corporation and the flower growers of the state, was helped by the Department of Commerce with a financial assistance aid to maximise the transactions. The aid also paved the way towards the creation of a hygienic platform for both sellers and buyers so that the farmers get the maximum price in export of flowers. The financial assistance of Rupees Three Crore, which proved to a game changer for the flower growers of the state, was provided under the Assistance to States for Infrastructure Development and Exports Scheme (ASIDE) of the Department of Commerce of the Government of India. The monetary help facilitated in the completion of the project of replacement of the traditional auctioning system. Now, with the support under the ASIDE Scheme, the modern electronic auction clock system helps the bidders in reducing time loss and maintaining transparency. Along with this, with the implementation of the new system, the local flower growers were able to facilitate 800-1000 transactions per day as against 400-500 transactions in the past when the manual system was in action. The new system was an evidence of the
quick auctioning system, with very large number of small lots being auctioned through quick price discovery. The ASIDE Scheme has, apart to the Karnataka flower growers, proved to be very efficacious and beneficiary for exports country-wide. Launched in 2002, this Centrally Sponsored Scheme (CSS) is aimed at involving States / Union Territories in export effort by providing assistance to them for creating appropriate infrastructure for development and growth of exports. The scheme provides for an outlay for development of export infrastructure to be distributed to the States / UTs according to a pre-defined criterion. Such activities which have overwhelming export content were funded through the Scheme, with the sole motto of the development of infrastructure for exports. The Scheme is exclusively used for building up infrastructure which does not get reflected either in the State / UT plan or in the plans of the Central Ministries or its organisation(s), yet such infrastructure is critical for growth of exports. Till now, an amount of about Rs.5700 Crores has been released under the Central and State components of ASIDE Scheme for creation of the necessary infrastructure in States / UTs to boost exports. The Scheme has given shape to some of the most important infrastructure facilities in various States/UTs. One such infrastructural development is the Maniram Dewan Trade Centre in Guwahati, Assam. With the growth in business and trade volumes in the North East region, along with the necessity for global competitiveness, the need for a Trade Centre to facilitate organisation of trade fairs and exhibitions and invite wider participation was being felt in the North East region. To address this issue, the Assam Trade Promotion Organization, a Special Purpose Vehicle
under the Government of Assam made a proposal for assistance of Rs.28.38 Crore under the ASIDE Scheme for the construction of Maniram Dewan Trade Centre. The Centre started its operations in March 2009. It has three air conditioned exhibition halls and conference rooms, meeting rooms, amphitheatre, with all modern incidental facilities. With the construction of the Trade Centre, the impact on export can be assessed from the increase in occupancy rate from 8.20 per cent in 2009 to 53.44 per cent in 2011. The Centre attracted visitors/delegates from various South East Asian countries. The Centre is serving as a platform for entrepreneurs of the region to display their products in national and international trade fairs. Take for instance the additional infrastructure facilities built at the Calicut Air Cargo Complex under the ASIDE Scheme. Earlier, the export operations in Calicut Airport were transacted from within the airport itself. The lack of export processing area and space requirement for offices for customs, airlines, plant quarantine and exporters among others, was causing delays in transport of export goods which resulted in loss in quality and competitiveness of goods. To overcome the problems faced by exporters, the Kerala State Industrial Enterprises Ltd. (KSIE) submitted a project report for constructions of "IInd Phase Construction of Additional Infrastructural Facilities at Calicut Air Cargo Complex, Karipur" at the total cost of Rs.3.10 crore, with financial assistance of Rs.15.5. crore under the ASIDE Scheme. The project involved construction of buildings, electrification & airconditioning, fire detection, fire fighting equipments & security system, machinery & equipment, computerisation and communication systems. With the completion of the project, the dwelling
time of the cargo was reduced by its speedy clearance by new X-ray machine. Apart from it, the creation of additional space and other infrastructural facilities also helped the exporters to protect their commodities from direct sunlight and rain. It is to be noted that when the project was partially commissioned during 2008-09, the quantity of exports increased by 50 per cent. But presently the export volume is 225 per cent more than what it was in 200708. It has given big boost to the agricultural exports from Malabar region through the Calicut airport. The Institute of Auto parts & Hand Tools Technology in Ludhiana lacked the R&D facilities for quality improvement of products of Small and Medium Enterprises of the place to match export standards elsewhere. The Department of Commerce helped in strengthening the Institute for installation of facilities for reverse engineering, non-destructive testing and advanced heat treatment processing with 100 per cent finance of the project cost of Rs.5.18 crore under the ASIDE Scheme. With the financial assistance, the exports in this sector have gone up from Rs. 6000 crore in 2005-06 to Rs.9500 crore in 200809, with the share of Punjab being 30-35 per cent. It has also eased component sourcing & import substitutability and ensured availability of advanced technical infrastructure to manufacturers and exporters locally. It has also resulted in precision manufacturing of product development for global markets. Besides all these, the project has been successful in creation of skilled manpower base for various industries and e mployment generation through training programs & skills upgradation. The financial aid under the ASIDE Scheme hence proved to be a major booster dose for the exporters in building infrastructural facilities.
