Srinagar, May 16 : Two minors were injured in two seperate road accidents in Srinagar. According to a police statement issued to KNS, an unknown vehicle hit and injured a 05 year old girl Usma Zaira daughter of Azhar Khursheed resident of Gulshan Ali Shalimar near Hotel Al-Hamra Shalimar, in the jurisdiction of Police Station Harwan, Srinagar. She was shifted to hospital for treatment. Police has registered a case in this regard. Meanwhile, an unknown vehicle hit and injured a 05 year old boy Bainul Bilal son of Bilal Ahmed Parray resident of Alasteng at Khankai Moula, Srinagar. New Delhi, May 16: With a massive win in the Lok Sabha elections, the BJP led NDA is set to form the new Government at the Centre. The saffron party is heading for a majority on its own with 214 seats already in its bag and established lead in 68 constituencies. Srinagar, May 16 : The Lok Sabha 2014 polls delivered a surprising and an unexpected verdict especially in Jammu and Kashmir with opposition PDP and BJP sweeping over performance of coalition candidates in all six constituencies of the state. While the PDP won all three seats in Kashmir valley defeating three candidates of National Conference, BJP swept the polls in Jammu and Ladakh bagging rest of the three seats in the state. BJP New Delhi this evening, Mrs Gandhi said Congress respects the verdict of the people with humility. She congratulated the next government to be formed by the BJP and hoped that it will not compromise with the unity and integrity of the country. Party Vice President Rahul Gandhi also owned responsibility for the defeat and said there is a need for introspection. BJP President Rajnath Singh told media in New Delhi that all sections of the society cutting across geographical and social boundaries have voted in favour of BJP. He said, the party will take support of all sections of the society in the development of the country and rewrite India’s success story. Regarding NDA allies, Party President said the BJP will take everybody along to form the new government. On the possible role of party veteran L K Advani, he said the BJP will take a decision after the meeting with senior leaders. Advani termed the party’s performance as a fitting reply to corruption, price rise, bad governance and dynastic politics. Our correspondent says BJP Parliamentary Board will meet tomorrow to discuss the future course of action including structure of new government and date of swearing in ceremony. In his first reaction, BJP’s Prime Ministerial candidate Narendra Modi said, India has won and good days are ahead. Later, he met his mother to seek her blessings. The Congress faced complete rout in Rajasthan, Uttarakhand and Delhi and faced major loss in Madhya Pradesh, Andhra Pradesh, Assam, Maharashtra and Gujarat. The BJP did extremely well in Rajasthan, Uttar Pradesh, Bihar, Madhya Pradesh, Goa and Delhi while retaining its position in Karnataka and made inroads in other southern states but in Kerala, the party failed to open its account. BJP’s surge could be stopped by only regional parties with AIADMK almost sweeping the polls in Tamil Nadu and Trinamool Congress in West Bengal and Biju Janata Dal with its best performance in Odisha. Among prominent winners are BJP’s star campaigner Narendra Modi who won Vadodara constituency by a huge margin of over Five lakh seventy thousand votes defeating his nearest Congress rival Madhusudan Mistri, which is the second highest ever margin since the 1962 Lok Sabha elections. In Leh-Kargil, BJP’s Thupstan Chhewang defeated independent candidate Ghulam Raza with a margin of 36 votes. Chhewang got 31,111 and Raza, who was sponsored by Kargil’s influential Shia outfit Imam Khomeini Trust, 31,075 votes. In Jammu-Poonch, BJP’s MLA Jugal Kishore Sharma, who got the State’s maximum of 6,19,995 votes, defeated Congress party’s incumbent Madan Lal Sharma with a huge margin of 2,56,950 votes. Sharma got 3,62,715. PDP’s Yashpal Sharma stood third with 1,68, 554 votes. In Udhampur-Doda, BJP’s debutant Dr Jitendra Singh defeated Congress party’s high profile candidate and Union Cabinet Minister Ghulam Nabi Azad with a margin of 60,976 votes. While as Dr Singh polled 4,87,369 votes, Azad trailed with 4,26,393. PDP’s Arshid Malik got 30,461 and the National Panthers Party candidate Prof Bhim Singh just 25,312 votes. (KNS)

The Election Commission of India rose to the peculiar challenges of credibility in the system and delivered a by and large free election.” She said that PDP can now legitimately claim to be a pan Jammu and Kashmir party and for this she has to thank the people and the party patron whose idealism and belief in the inherent strength of a democracy have paid rich dividends. The chief minister said that on the contrary opposition PDP raised issues like Afzal Guru hanging, 2010 killings and increase in power tariff. He declined to answer about reasons behind the debacle of coalition candidates in the state saying that the election results being unexpected and the same will be discussed with his party colleagues. “I will convene a meeting of my party and will take stock of these elections and tits results declared today,” he added. The chief minister hoped that those who have succeeded in elections in Jammu and Kashmir will represent people’s aspirations in Parliament. “These results does not mean an end of National Conference. Five years ago PDP had not bagged any seat and similarly it should not be misconstrued that this is an end of National Conference,” Omar said. Congratulating BJP led NDA Omar said that he hopes that NDA will respect the public sentiment and aspirations. “This is after 1984 that BJP has got such a tally and the party should respect the public sentiment,” Omar said according to KNS correspondent. Dulat shake up National Conference which has miserably failed to retain its Parliamentary constituencies in Kashmir. “Surely the Lok Sabha verdict in J&K should shake up National Conference,” he said. He told KNS that BJP will improve its tally in Legislative Assembly polls in Jammu region and similarly the PDP will get more numbers in the Assembly in winter this year. Dulat who has been a member of national security advisory board also advised Sajad Lone to gear and work hard before Legislative Assembly polls scheduled to be held in October-November 2014. “The Lok Sabha verdict should shake up Sajad as well. No doubt he worked very hard and he has got an impressive voter share but should think of alliance with any bigger political party. Sooner the better,” Dulat advised. (KNS)

Pertinently, senior Congress leader and Medical Education Minister Taj Mohi-ud-Din had said the move should not be introduced in the State as the same could strengthen the separatist elements here at large. “Government of India (GoI) should move the Supreme Court to prevent the implementation of NOTA in disturbed areas like Jammu and Kashmir and North-East,” Taj had stated at a function here. He had also written a letter to the Prime Minister and the Congress high command that the option of NOTA should not be applicable in Jammu and Kashmir, as it would be used by separatists in anti-election campaign. NC and decides his future of action not on somebody’s misleading propaganda but on practical, real and truthful grounds. There were no takers of NC- Congress communal allegations and every voter seemed to be bent upon to defeat them. The question arises, why people should vote for an alliance which has miserably failed in every field of life in the State. From addressing the problem of unemployment to electricity supply, road connectivity, corruption, development, education and infrastructural advancement, the present Govt. has proved a total failure. The people of state which has potential of generating over 25000 MWs of electricity are passing through worst kind of supply situation even when the rivers and streams are flowing with abundance of water. The increasing number of unemployed youths and the Govt’s failure to fulfil even existing vacancies has posed a big question on the capabilities of the coalition headed by Mr. Omar Abdullah. The bickering in the cabinet and the non-performance of council of Ministers further added to the woes of the coalition Govt. in the state. Not only this, even the candidates of the coalition had miserably failed in their previous tenure and strangely none of them took up the issues concerning to the people of the state vigorously in Lok Sabha. During last last five years they asked negligible questions and most of the time they were seen sitting like mute spectators. Their performance back in their constituencies was also very poor and people in general were annoyed with their attitude. If a parliament member does not venture out of his home place, how can he expect that people will vote him back? The Congress and NC have always banked on rigging and bogus voting, but now the time has changed as there are hardly any chances of using these tactics nowadays. Whatever, the reason, the coalition has lost all the seats and if they do not put damage control system in place, they will suffer more humiliating and bigger defeat in the coming Assembly Elections. The two parties should go far immediate introspection and see why people rejected them and why should they not accept the same fate in Assembly Election.

Srinagar, May 16 (KNS): Two precious lives saved by Army in remote area of Gurez on 15 May 14. The ladies developed serious pregnancy related complications and necessitated immediate medical help. As the area is totally isolated due to continuous bad weather, the helpless family members approached the Army authorities for evacuation. Army as always has been, responded immediately and quickly coordinated the availability of heptr resulting in both the ladies being evacuated by air to Bandipora for their treatment. (KNS)

Turkish police fire tear gas in town mourning dead miners SOMA, Turkey May 16: Riot police fired tear gas and water cannon to disperse several thousand protesters on Friday in a Turkish mining town still grieving the death of some 300 workers in the nation's worst ever industrial disaster. Anger has swept Turkey as the extent of the disaster became clear, with protests aimed at mine owners accused of ignoring safety for profit, and at Prime Minister Tayyip Erdogan's government, seen as too cozy with industry tycoons and insensitive in its reaction to the tragedy. "Stop spraying us with water! Go spray the mine! Maybe you can finally put the fire out!" shouted one man among the crowd, which had been trying to march towards a statue in the town centre honoring miners when police blocked the route and sprayed from armored trucks. The confirmed death toll in the disaster reached 284, with 18 more people believed still to be trapped and unlikely to be brought out alive, three days after fire sent deadly carbon monoxide coursing through the mine. Turkey has experienced a decade of rapid economic growth under Erdogan, but worker safety standards have failed to keep pace, leaving it with one of the world's worst records. "No coal can warm the hearts of children whose fathers died in the mine," read one hand-written sign in the crowd of mine workers and residents. Ramban were reviewed. It was informed in the meeting that there are 79 health institutions which consist of 1 District Hospital, 3 CHCs, 9 PHCs and 10 ADs. In addition there are 23 Rogi Kalyan Samities (RKS) in the district. In the health sector 684 major and 7026 minor surgeries were performed in the district during financial year 2013-14.Under JSY, as many as 4039 mothers and 1848 ASHAs were paid during the fiscal year 2013-14. 3920 institutional deliveries were recorded during the year under review

under JSSK, 3843 pregnant women were given medicines and consumables which includes 3598 pregnant women having normal delivery and 245 having C-Section delivery in the government health institutions. As many as 26869 pregnant women were provided free diagnostics, 2314 were provided diet during delivery period in the hospitals, 2790 were given free transport facility and 114 sick neonates were given free referral transport facility by the department during 2103-14 in the entire district.While reviewing the

progress of work going on various health institutions at Chapnari, Chamalwas, Checknarwah, Gagarnag, Jhatgali, Chabba, Gagra, Mhakund, Sangaldhan, Residential Quarters at Batote and Banihal, Tranna, Khari, Batroo and Nowgam, DDC impressed upon all the concerned BMOs that the work on these institutions would complete by the end of July 2014.DDC stressed for focused attention and coordination among the officers of line departments for early completion of health institutions and ensure that these institutions become the models of sanitation in the whole district. With this aim, the Government set up the Board for Reconstruction of Public Sector Enterprises (BRPSE) in December 2004 to advise the government, inter-alia, on the measures to restructure/ revive, both industrial and non-industrial CPSEs. Since then cases of around 67 sick CPSEs have been referred to BRPSE up to October 2012, out of which the Board has made recommendations in respect of 62 cases, while returning five cases to the concerned ministries for further examination. No wonder, there has been significant improvement in the overall condition of these enterprises since 2004. In comparison to 90 sick CPSEs in March 2005, there were 66 sick PSUs in March 2012. As per the BRPSE recommendations, of these cases, 45 were accepted for revival by the Government. Most of the remaining cases are awaiting nod for

revival while in case of 45 cases accepted for revival, 14 have already turned around including Bharat Pumps and Compressors, Cement Corporation of India, HEC, Andrew Yule and MECON and making profits while others have been infused with revival packages. The companies for which revival packages have been approved include Hindustan Shipyard, HMT and Scooters India. As the CPSEs operate under dynamic market conditions, it is quite natural to see ups and downs in their performance. As far as the reasons for losses and sickness in CPSEs are concerned it varies from enterprise-to-enterprise. While in some cases, the cause is historical. In case of textile companies which were taken over from private sector on socio-economic considerations could not be modernised quickly. Likewise other enterprises in the engineering and refractories sector too failed to modernise. Still others like some consumer goods companies and the new ones, turned sick over the years on account of inadequate job orders, high man-power cost, lack of finance, technological obsolescence, high input costs and competition from cheap imports. In addition, other problems common to most sick and loss-making PSUs have been poor debt-equity structure, weak marketing strategies and slow decision-making process. As one such policy initiative, the Sick In-

dustrial Companies (Special Provision) Act, 1985 (SICA) brought the CPSEs under its purview in 1991 (made effective from 1992). Under the provisions of the SICA, CPSEs with at least five years of registration whose accumulated losses are equal to or have exceeded their net worth may be referred to the BIFR. During the last twenty years -- between 1992 and 2011, 63 CPSEs have been referred to BIFR. The government has made several attempts to overcome “sickness” in these CPSEs through various policy initiatives. The strategies for revival/restructuring of sick CPSEs include financial restructuring involving investment by the government in the form of equity participation, loans, waiver of debt etc and business restructuring which includes change of management, hiving off viable units from CPSEs for formation of separate company and closure of unviable units, besides formation of joint ventures. The other strategies include manpower rationalisation by shedding excess manpower and introduction of voluntary retirement schemes. The contribution of each and every company is significant as CPSEs are considered as the backbone of the economy and are equal partners in the nation building. As on March 31, 2012, there were 260 CPSEs in the country. These companies contributed Rs 1.6 lakh crore to the central exchequer by way of taxes, duties, interest on loans and dividend, amounting to 21.4 per cent of government’s revenue receipts.

Creating Employment Opportunities for Youth

ndia is a vast country with a population of about 1.21 billion and a labour force of around 475 million. There is an open unemployment of 9.5 million as per estimates available for the year 2009-10. Employment is the main source of livelihood and self-fulfillment for most women and men. About 6% of the total work force in India is employed in organised sector while remaining 94% are in the unorganised sector. Scope of additional employment generation in the organized sector for additional wage employment is less. India has a younger population not only in comparison to advanced economies but also in relation to large developing countries. As a result, the labour force in India is expected to increase by 32 per cent over the next 20 years, while it will decline by 4.0 per cent in industrialised countries and by nearly 5.0 per cent in China. We are, therefore, endeavoring to reap this ‘demographic dividend’ by providing for higher levels of health, education and skill development. This will create an environment where in the economy not only grows rapidly, but also enhances good quality employment and livelihood opportunities to meet the needs and aspirations of the youth. The Government has been making constant efforts for reducing unemployment through normal growth process and implementing various employment generation programmes, such as, Swarna Jayanti Shahari Rozgar Yojana (SJSRY); Prime Minister’s Employment Generation Programme (PMEGP) and National Rural Livelihood Mission besides entrepreneurial development programmes run by the Ministry of Micro, Small & Medium Enterprises. The Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (MGNREGA) also assures every rural household at least 100 days of manual work at minimum wages. Jawaharlal Nehru National Ur-

ban Renewal Mission (JNNURM): The Mission’s aim is to encourage reforms and fast track planned development of identified cities. Focus is on efficiency in urban infrastructure and service delivery mechanisms, community participation etc. Bharat Nirman In Bharat Nirman, critical areas of rural infrastructure – Irrigation, Roads, Water Supply, Housing, Electricity and Telecom connectivity have been covered. This has improved living standards of the rural population and also created infrastructure which will ultimately enhance the economic activities in the rural areas and generate significant employment opportunities for the rural people. Infrastructural Development The investment on infrastructure is proposed to be increased to Rs.45 lakh crore during XII Plan period. About half of this is expected to come from private sector. Skill Development · Skills and knowledge are the driving forces of economic growth and social development of any country. Countries with higher and better levels of skills adjust more effectively to the challenges and opportunities of the world. · Government is serious in creating training infrastructure and providing quality employment to youth. According to a study carried out by Quality Council of India, placement rate has increased to about 80% to 99% because of improved infrastructure in the modernized ITIs. Skill Development Initiative (SDI) Scheme based on Modular Employable Skills (MES) was started during the Eleventh Five Year Plan for early school leavers and existing workers, especially in the unorganised sector to improve their employability. About 16 lakh persons have been trained under the scheme so far. · Sincere efforts are being made

for skill development of a large number of people under various skill development programmes. The Prime Minister has set a target of skilling 500 million persons by 2022 and the Ministry of Labour & Employment is required to train 100 million. Government is systematically working to achieve the target and the training capacity has been increased from 9 lakh in 2006 - 07 to 26 lakh in 201112. All the Government ITIs are being modernized. New courses have been introduced and most of the ITIs are running in two to three shifts. During last five years, the number of Government and private ITIs has increased from 5114 in 2006-07 to 10,344 which is more than double. Government has also planned to set up 1500 more ITIs in PPP and 5000 Skill Development Centres in PPP to enhance the capacity further. 27 Advanced Training Institutes are also planned in PPP to produce adequate number of trainers in the country. Focus Area in the 12th Five Year Plan In the 12th Five Year Plan the thrust of the Government is in bringing about an inclusive growth strategy that will provide job opportunities as well as make the young of the country employable. The main focus areas are: a) Thrust on Manufacturing Sector-to make it the engine of employment growth-that would create 100 million additional jobs by 2025. b) To bring in supportive policies to incentivise labour intensive manufacturing sectors such as textile & garments, leather & footwear, food processing, gems & Jewellery to generate more employment opportunities. c) Expanding employment in services like IT, finance & banking, tourism, trade & transport. d) Prioritizing skill training for the informal sector; creation of appropriate skill sets among rural migrants and urban poor to make growth inclusive.

e) Ensuring the employability of skilled persons by involving Sector Skill Councils in preparation of Skill Modules matching market demand. f) Building on the potential of Modular Employable Skill programme by ensuring combination of modules to ensure employability. g) Extending Social Security benefits to Unorganized sector Workers. h) Enable skill loans for poor students (Credit Guarantee Fund) i) Streamlining the skill development programs for disadvantaged sections to ensure much larger funding for skill development. j) Setting up of National Skill Registry to link data bases across Ministries / States to provide a platform linking people who seek/provide employment. Expenditure on social services which include education, sports, art and culture, medical and public health, family welfare, water supply and sanitation, housing, urban development; welfare of Scheduled Castes (SCs), Scheduled Tribes (STs) and other Backward Classes (OBCs), labour and labour welfare, social security and welfare, nutrition, relief for natural calamities, etc. by the Government (Centre and State combined) has also shown increase in recent years reflecting higher priority to social services. National-e-Governance National-e-Governance Plan has identified Upgradation and modernization Employment Exchanges as one of the Mission Mode Projects (MMP). The MMP aims to progressively support all Employment Exchanges in the country to make effective use of IT in various activities of employment services. A national web portal will be developed to make all employment related services available on a single window and will work like a virtual job market. This will help Employment Exchanges to provide efficient and quality services at wider scale and speed.
