JAMMU, FEBRUARY 17-The Legislative Assembly today unanimously adopted a Resolution expressing its gratitude to Union Minister for Health, Mr. Ghulam Nabi Azad for establishing four medical colleges and two Cancer hospitals in the State. The House also impressed upon the Central Government to establish Medical Colleges at Poonch-Rajouri, Kupwara, Udhampur, Kulgam, Budgam, Bandipora, Leh/ Kargil, Samba and Pulwama Districts. The Resolution was moved by Mr. Ajaz Ahmed Jan and seconded by Mr. A. R. Veeri.

Srinagar, Feb 17: One dies while a minor girl was injured in road traffic accidents in the valley. According to a police handout issued to KNS, Farhat Hussain son of Ghulam Hussain resident of Dab Ganderbal who was injured when his motorcycle he was driving skidded off the road near Wayil bridge, Ganderbal on 09-022014 succumbed to his injuries at SKIMS Srinagar. Army, Police seek people’s cooperation to nab 5 ‘dreaded militants’

Pulwama, Feb 17: Army and Police have jointly speeded up their efforts to nab the ‘most dreaded militants’ allegedly operating in South Kashmir and for this purpose Government Forces have pasted scores of posters at different places in South Kashmir’s Pulwama district, portraying the active militants of Lashkar, Jaish, and Hizb as dacoits and murderers asking people to inform police about their whereabouts. The posters read that anyone who help police in tracing these ‘thieves and dacoits’ would be given a government job and cash reward. These posters appeared in different parts of Pulwama town including Chakoora and Litter. The five ‘dreaded militants’ whose names have been mentioned in the posters include Showkat Ahmed Tak, Irshad Ahmed Ganaie, Bilal Molvi, Sajad Bhat and a foreigner Qasim Bhai. Director General of Police Ashok Prasad told CNS that few militants including Qasim Bhai are involved in different militancy related activities and police is on job to track them down. “Once we neutralize Qasim, we believe

that militancy would almost come to an end in South Kashmir,” Prasad said. A police official told CNS that Qasim Bhai and others are active in South Kashmir and once we neutralize them especially Qasim, the violence graph will come down considerably. “Qasim Bhai is the master mind of several attacks that militants carried out on security forces. Availing ration card more difficult than Passport: Opposition Srinagar, Feb 17: Claiming that acquiring passport is much easier in the state than getting a ration card, opposition parties in the state Monday unanimously staged walk out against what it terms ‘’ration crises’ in the state amid slogans against the present dispensation. According to the KNS correspondent, senior Congress leader and a former minister G.M.Saroori raised the issue about the dearth of ration in the state and stated that the people are going through the turbulent time due to the dearth of the same. Soon after the minister of state Vikar Rasool Wani replied to Saroori’s question in the house, the uproar was created by all opposition parties in unison- accusing that the state government has turned blind eye towards the growing crises of ration and the same has turned the ugly turn. he said maintaining that only 2396 persons who are mostly criminals are in prisons in the State and of these 35 have been arrested under Public Safety Act (PSA). The Chief Minister said that there has been significant improvement in the security situation and human rights violations have come to zero level. He said the militancy has declined by 71 percent during the last five years and no collateral damage to civilian has taken place in the militancy combating operations conducted by the security forces. He appreciated the security forces for exhibiting restraint even in challenging situations. He referred to the militancy attack on the Army convey on bypass national highway and on BSF at Bemina and said that despite loss of precious lives, the forces did not resort to indiscriminate firing and applied highest restraint to save the lives of innocent civilians. Omar Abdullah said that instead of raising public issues in a democratic and peaceful manner when Legislators indulge in braking furniture and disrupting proceedings of the House, they are degrading the dignity of Legislature and disappointing people who have voted them for batting for the welfare and development of the people and the State. “How can you give lessons on democracy and institutions to others when you yourself indulge in the practice of defaming these”, he questioned the opposition without naming PDP. The Chief Minister said that his government has a lot to show to the people on the peace and development front. He said the achievements and decisions of the government are of historic and would need lot of time even to count the major ones. He said coalition government worked in close coordination and there has been never any variance on issues in the Cabinet meetings nor any Cabinet Member boycotted the meeting as was the routine in the opposition (PDP) led coalition government. He said coalition government held about 30 Cabinet meetings in each year during the last five years and came up with hundreds of decisions relating to the all round development of the State and the welfare of the people smoothly. He said Congress and National Conference has worked in the past successfully and is working successfully at present. The Chief Minister referred to the path braking decisions of the coalition government regarding implementation of Public Services Guarantee Act (PSGA), Right to Information Act, re-constitution of Accountability Commission, holding of Panchayat Elections and other measures to empower people and transfer governance from the Civil Secretariat to the grass roots public representatives. The Chief Minister said that some 80 services from 13 departments have been brought under the ambit of PSGA making their delivery time bound. He said any official found responsible for delay or deny in the time bound delivery of any public service is liable of fine and the aggrieved person entitled for compensation from this fine. He appealed to the Legislators to utilize their offices in making people aware of their powers under PSGA and RTI so that they could use it more often to help in bringing transparency and upgrading delivery of governance. The Chief Minister said that Panchayat Raj established at the first tier would get further fillip by the election of Block Development Councils and District Boards. He said incorporation of 73rdAmendment in the Jammu and Kashmir Panchayat Act will pave the way for appointing elected Chairmen of the Block Development Councils and District Development Boards. He said the provisions of 74th Amendment are in place and the Bill for 73rd Amendment incorporation in the State Act will be tabled in the Legislature during this session. The Chief Minister referred to the recent historic decision of his government regarding the creation of New Administrative Units in the State, the Chief Minister said that this was the cherished desire of the people and the government is receiving appreciation for this decision all across the State. “People from Kashmir, Jammu, Leh and Kargil are equally appreciating the government for this historic decision”, he said and added that besides this achievement the coalition government has in its basket the thousands of other major works it has initiated, implemented and completed during the last five years. “We are going to people with our report card and ask them to judge us on our performance and delivery”, he said we do not believe in propaganda but in actions. He said the actions of the government on peace and development fronts are before the people who will give their verdict twice during this year regarding the performance and work done by the coalition government. On unemployment generation, Omar Abdullah reiterated his endeavour to address this crisis by utilizing government and private sectors optimally and expanding job market for the youth of the State. He said his government provided jobs to one lakh youth in last five years and the process is going on. He expressed gratitude to Prime Minister Dr. Manmohan Singh and UPA Chairperson Sonia Gandhi for launch of schemes like UDAAN and HIMAYAT in the State which have opened reputed private sector for the youth of Jammu and Kashmir for absorption and employment. On Power generation, the Chief Minister said that as against the indigenous power projects of the capacity of 750 MWs established in the State since 1947 to 2009, his Government allotted power projects of the capacity of 1500 MWs in just five years. He said another 1000 MW capacity power projects are being allotted by the end of this year. The Chief Minister said his government tried his best to get back the power projects from NHPC. “We took up this matter with the Prime Minister, Power Minister and other Central Authorities. The Prime Minister also tried to convince the Union Power Ministry in this regard. Rangarajan Committee and Working Groups have also recommended return of power projects by NHPC to the State but NHPC has adopted a ridged approach and is not budging from his position. If it will not return the projects we have decided not to handover any new project to NHPC in future. This is our brave decision and we will stick to it”, he said and added that Dulhasti-II and Uri-II power projects allotted to NHPC earlier have been got back now and declared as joint projects. He said Government of India has sanctioned implementation of National Urban Health Mission for the State which will be launched in Jammu, Srinagar, Kathua, Udhampur, Baramulla, Anantnag and Sopore under first phase. Omar Abdullah said that Jammu and Kashmir has shown remarkable improvement in almost all vital health parameters. However, he showed concern about the decline in sex ratio. The Chief Minister also mentioned increase in the tourist flow during the last five years and said that it has remained over 10 lakh in the Valley during 2012 and 2013. He said the number of pilgrims to Shri Mata Vaishno Devi shrine has also gone to one crore and those visiting Shri Amarnath in lakhs. The Chief Minister also referred to the measures taken by his Government to improve the lot of farmers, horticulturists and artisans in the State. He said agriculture has been made almost tax free sector. He said over 3.75 lakh Kissan Credit Cards have been provided to the farmers during the last five years. He said on the pattern of Kissan Cards 23000 Artisan Cards have been provided to artisans to develop their craft units and enhance economic conditions. He said 4000 modern carpet looms have been provided to poor carpet weavers and 4000 more are being provided this year free of cost. The Chief Minister said that his Government has taken positive and effective welfare measures for Kashmiri Migrants. He said his Government wants to create conducive and palatable atmosphere for Kashmiri Pandits in the Valley. He said 1500 jobs have been given to KP youth in the Valley more jobs are in offing for them. He said that a new rehabilitation package for the rehabilitation of Kashmiri Migrants is being pursued at the Union Government level which would accommodate the requirements highlighted by the community. The Chief Minister said that under the rehabilitation policy 380 youth have returned from PoK and barring one all are settled here. He also demanded enhancement in honorarium of Numberdars and Chowkidars from Rs. 750 to Rs. 1500. Hakim Mohammad Yasin while participating in budget discussion suggested enhancement in district and state sectors funds. He called for improvement in LT/HT system besides repairs of transformers in Khansahaib constituency. He also stressed to speed up construction of receiving stations in district Budgam. He stressed for focused attention towards tourism sector. He also urged enhancement of financial assistance to orphans, widows, below poverty line families, besides enhancing allocation to Beti Anmol scheme. Mr. Harsh Dev Singh suggested that before finalizing the budget speech it should be open for political parties for discussion and their view points. He said J&K has 20000 MW power generation resources to generate maximum revenue but need is to tap it properly for its optimum use. Mr. Baldev Raj while participating in Budget discussion called for adequate allocation of funds for the development of bad pockets. Mr. Abdul Gani Malik appreciated the budget in maintaining continuity in brining reforms. He said better economic development of the State requires more focused attention in areas like water, horticulture, tourism etc. He also called for increase in investment by the private sector so as to lead to an overall development of the State. Mrs Indu Pawar in her address hailed the budget and sought concessions for women, rationalization of Power Development Department for increase in revenue and enhancement in CDF. She also suggested provision of more funds for revival of sick industrial units besides development of tourism circuits and hailed exemption of VAT on chemical fertilizers, farm machinery and cattle feed. She also demanded enhancement in the honorarium of the numberdars and chowkidars besides regularization of all contractual doctors. She demanded provision of funds for enhancement of ration money and removal of pay anomaly to police personnel. Er. Rashid suggested for curtailment in official expenses besides more funds for improvement of basic amenities in rural areas. He also demanded provision of adequate funds for improvement of High Transmission and Low Transmission lines besides completion of road projects especially remote and hilly areas. Replying to a question by Mr. T. Namgyal, the Minister informed that 214 individuals of Leh region have been advanced loans to the tune of Rs. 6.07 crore under Direct Financing Scheme while as 707 individuals of the region have provided low interests loans of Rs. 2.44 crore besides subsidy of Rs. 59.22 lakh for purpose during the said period. The Minister said that the schemes like SCA to SCSP, SCA to TSP and Bank tie up/Direct Financing Schemes through SC/ST/BC Development Corporation and Women’s Development Corporation are under implementation to provide financial assistance to Scheduled Cast and Scheduled Tribe categories for setting up of their ventures. She said J&K State SC/ST/BC Development Corporation provided loans to its target group beneficiaries for purchase of taxis at concessional rate of interest and beneficiaries of Ladakh region are also covered under the scheme. In reply to the supplementaries by Ashok Kumar, Mr. Mohammad Sharief Naiz and Mr. G. Rs 200 Cr being spent on construction of 1788 Panchayat ghars: Sagar JAMMU, FEBRUARY 17An amount of Rs. 200 crore is being spent on construction of 1788 Panchayat ghars as well as repair and renovation of existing 2300 ones, whereas, the Chief Minister has provided a special fund of Rs. 41 crore @ Rs. one lakh per Panchayat for creation of assets and an additional amount of Rs. 11 crore @ Rs. 2500 has been given to the Panchayats for furniture and fixture. Similarly, remuneration is being paid @ Rs. 2000 per Sarpanch and Rs. 500 to Panches per sitting and maximum of two sittings per month.The information was given by the Minister for Rural Develop-

ment and Panchayats, Mr. Ali Mohammad Sagar while replying to a question by Mr. Sham Lal Bhagat in Legislative Council today.The Minister further informed the House that Union Government is in process of sanctioning the special scheme for strengthening the planning process and shall provide Rs. 10 lakh per Panchayat for a period of 5 years. He further stated that Panchayats have been empowered with powers of 14 departments and a special window has been created under State budget wherein the funds of various departments whose powers have been devolved

are given to the Panchayats. Mr. Sagar further stated that tax collection powers are already envisaged in the J&K Panchayati Raj Act. However, the taxes can be collected only with the permission of the State government, he said and maintained that this aspect is under active consideration of the government and since it involved many stakeholders, therefore, the decision has to be taken after looking at larger picture of tax collection in the State.Supplementaries were also raised by Mr. Ali Mohammad Dar, Mr. Jugal Kishore, Dr. Shehnaz Ganai, Sheikh Ghulam Rasool and Mr. Jahangir Hussain Mir.

EDITORIAL/ OPINION Azad- a man of vision

T

he decision of Union Ministry of Health and Family welfare to set up two state level cancer institutes one each in Srinagar and Jammu and four new medical colleges in Anantnag, Baramulla, Doda and Kathua is in real terms a historic one. Nobody expected in the state that the Ministry of Health under the august leadership of Gh. Nabi Azad will prove so gracious to the state of Jammu and Kashmir which definitely needed a big flip to its present medical facility. It is pertinent here to mention that Azad has already sanctioned over 600 District, Sub-District, Primary Health and Health centers to J&K besides two Super Specialty Hospitals one each in Jammu and Kashmir Division. In addition to a Children Hospital in Srinagar, a Maternity Hospital and one Unani and one Ayurvedic Hospital for the state are the other historic decisions. Soon after taking over the reign of the Union Health Ministry, he revolutionized the whole medical set-up in the nook and corner but never forgot his own state while taking these decisions. The state received his utmost attention in extending the most modern health facility. He has rightly being declared as the most successful Health Minister of the country since independence. It is he who made it possible to get a vaccine developed indigenously which has proved an effective weapon against the outbreak of dangerous flues like Chikengunia and swine flu. It his during his tenure as health Minister that India has been declared a polio Free Country and it is during his tenure that NRHM has proved a grand success. Now he has introduces NUHM which will cover the urban populace of the country. Azad left no stone unturned to take effective measures which helped in the considerable decrease in the mortality rate amongst children and women. The facilities extended to pregnant women have no parallel in the whole of the world. It is G. N. Azad who successfully increased medical seats at MBBS and MD level in thousands. Whatever he did in the field of health in the country will be remembered and written in golden letters, but what he did for Kashmir is historic and even his severest critics appreciates and admits his capabilities, his vision and his farsightedness. An able administer, a workaholic, a meticulous planner, a statesman of caliber, Azad has made the country and the state proud of his enormous capabilities. His services have received acclimation both nationally and internationally and it is beyond any doubt that he deserves it.

Evolution of Electoral System of India

A

fter India attained Independence in August 1947, there was a need to hold General Elections to elect a truly representative Government on the basis of universal adult suffrage. Article 324, which provides for the setting up of Election Commission as an independent constitutional authority, was therefore brought into force from November 26th, 1949, whereas, most of the other provisions were made effective from January 26th, 1950 (when the Constitution of India became effective). Election Commission was formally constituted on January 25th, 1950, a day before India became as Sovereign Democratic Republic. The First Chief Election Commissioner, Shri Sukumar Sen, was appointed on March 21st, 1950. The Commission functioned as a single member body from 1950 to October 16th, 1989 but was converted into a three member body on October 16th, 1989 to January 1st, 1990. In the year 1990, January 1st, it was reverted to the system of single member body. However, since October 1st, 1993, the Commission is regularly functioning as a three member body. The Chief Election Commissioner and two Election Commissioners are given the same salary and allowances as of a Judge of the Supreme Court. All the three Commissioners have equal powers in decision making and in case of any difference of opinion on any issue, the decision is taken by the majority. The term of the office of CEC and ECs is six years or till the age of 65, whichever is earlier.

For the purpose of first General Elections to the Lok Sabha and Vidhan Sabhas, the first delimitation order was issued by President, in consultation with Election Commission and with the approval of Parliament on August 13th, 1951. To provide a legal framework for the conduct of elections, Parliament passed the first Act on May 12th, 1950 (Representation of the People Act, 1950) providing mainly for the preparation of electoral rolls and second Act on July 17th, 1951 (Representation of the People Act, 1951) laying down the procedure for the conduct of elections to both Houses of Parliament and Vidhan Sabhas for each State. Electoral Rolls for constituencies were published in all States by November 15th, 1951. The total number of voters (excluding J&K) was 17,32,13,635 as against the total population of India (excluding J&K), 35,66,91,760 according to 1951 census,. The first General Elections to the Lok Sabha and Vidhan Sabhas were held between October, 1951 and March, 1952. The first Lok Sabha consisting of 497 members was constituted on April 2nd, 1952. The first Rajya Sabha consisting of 216 members was constituted on April 3rd, 1952. After the constitution of the two Houses of Parliament and the State Legislative Assemblies, the first Presidential election was held in May, 1952 and the first duly elected President assumed the charge of office on May 13th, 1952. At the time of the first General Election in 1951-52, the Commission had recognized 14 political parties as multistate parties and 39 parties as the state par-

ties. Presently, there are seven recognized National Party and 40 State Party. For the first and second General Elections in 1951-52, and 1957, the Election Commission adopted the ‘Balloting System’ of voting. Under this system, every candidate was allotted a separate ballot box at each polling station in a screened compartment and the voter was required only to drop his ballot paper, the centrally pre-printed ballot papers into the ballot box of the candidate of his choice. From the 3rd General Elections in 1962 onwards, the Commission switched over to ‘marking system’ of voting. Under this system, a common ballot paper containing the names and election symbols of all contesting candidates is printed on which the voter has to put a mark with an arrow cross mark rubber stamp on or near the symbol of the candidate of his choice. All the marked ballot papers are put into a common ballot box. The Electronic Voting Machines (EVMs) were used for the first time in part of Parur Assembly Constituency in Kerala in 1982, on experimental basis. Later, the extensive use of EVMs started in 1998. The EVMs were used at all polling stations in the country in the 14th General Elections to the Lok Sabha in 2004 for the first time. Since then all elections to Lok Sabha and Legislative Assemblies have been held using EVMs. Since 1951-52, fifteen General Elections have been held to the Lok Sabha and 348 General Elections to the Vidhan Sabhas and the country is now fully geared for the 16th country wide general elections to Lok Sabha .

Recognizing Outstanding Contribution in the Prevention of Drug Addiction, Awareness Generation, Research and Rehabilitation

lcoholism and drug abuse is a pysco-social-medical problem requiring a holistic approach – from prevention and early detection to effective intervention, rehabilitation and social integration. The Ministry of Social Justice and Empowerment is the nodal Ministry for drug demand reduction. It coordinates and monitors all aspects of drug abuse prevention which include assessment of the extent of the problem, preventive action, treatment and rehabilitation of addicts, dissemination of information and public education. The Ministry provides community-based services for the identification, treatment and rehabilitation of addicts through voluntary organizations. In order to recognize the efforts, and, encourage excellence in the Prevention of Alcoholism and Substance (Drugs) Abuse and rehabilitation of its victims, awards will be presented, every year, for the most effective or outstanding services as individuals as well as institutions in the prevention of abuse of:(a) Alcohol; (b) Narcotic Drugs; (c) Psychotropic Substances; (d) Other Addictive Substances (Except tobacco and its products) e.g. cough syrups, correction fluid,

etc. The Ministry of Social Justice & Empowerment has been implementing the Scheme of Prevention of Alcoholism and Substance (Drug) Abuse since 1985-86. The Scheme, which was revised twice in 1994 and 1999, at present provides financial support to NGOs and employers mainly for creating Awareness and Preventive Education, Drug Awareness and CounsellingCentres (CCs), Treatment- Cum- Rehabilitation Centres (TC), Workplace Prevention Programme (WPP), De-addiction Camps (ACDC), NGO forum for Drug Abuse Prevention Innovative Interventions etc. Apart from this, the Ministry takes up awareness generation programme every year disseminating information, education and communication (IEC) materials, organizing programmes in schools and community, holding exhibitions and publishing newsletters and journals. At present there are about 41 CCs and 401 TCs are functioning with the support of the ministry in the country. Besides, a large number of NGO’s are involved in this endeavour,

Ministry of social Justice and Empowerment notified in December last year a scheme of National Awards for Outstanding Services in the field of Prevention of Alcoholism and Substance (Drug) Abuse, in order to recognize the efforts and encourage excellence in the field of prevention of substance abuse and rehabilitation of its victims. The Scheme is applicable to institutions and individuals working in this field. Under the scheme, awards will be presented every year to the most effective or outstanding services rendered as individuals as well as institutions in the prevention of abuse of alcohol; narcotic drugs; psychotropic substances and other addictive substances. The awards are presented every year, on the 26th June, which has been declared by the United Nations as the International Day against Drug Abuse and Illicit Trafficking and are given in ten different categories to institutions and individuals. I. Institutional Category (i) Best Integrated Rehabilitation Centre for Addicts (IRCA) for providing rehabilitation services to alcoholics and drug users (ii) Best Regional Resource and

Training Centre (RRTC) providing exemplary contribution in the field of prevention of addiction. (iii) Best Panchayati Raj or Municipal Body working for prevention of alcoholism and substance (drug) abuse. (iv) Best Educational Institution doing outstanding work in awareness generation and prevention of alcoholism and substance (drug) abuse. (v) Best Non-Profit Institution, other than Serial Number (i), (ii), (iii) and (iv) above, with outstanding contribution in the field of Prevention of Alcoholism and Substance (Drug) Abuse. (vi) Best Research or Innovation. (vii) Best Awareness Campaign. II. Individual Category (viii) Outstanding individual achievement by a professional. (ix) Outstanding individual achievement by a non- professional. (x) Former Addict, who has done outstanding work in the field of awareness generation or de-addiction or rehabilitation. The institution of these National Awards is indeed a manifestation of Government’s commitment to address the issues and take effective steps against alcohol and drug abuse.
