Srinagar August 17: A 42 years old Rakesh Lama son of Loushsing Lama resident of Langu of Rosuya Zone-B, Nepal, who was working in HCC fell from a pressure shaft tunnel of Kishan Ganga, Bandipora and was critically injured. Non-local electrocuted Srinagar August 17: One person died and another was injured after receiving electric shock at two different place of the valley. A 32 years old Abdul Majeed Khan resident of Sabtari, Nepal received an electric shock while demolishing the house of Bashir Ahmad Parray resident of Soiteng, in the jurisdiction of Police station Nowgam. Minister of State for Parliamentary Affairs Rajiv Shukla on Saturday warned Pakistan that India will react strongly if violations along the Line of Control (LoC) continue. Sakina conducts a whirlwind tour to flood hit areas of district Kulgam, assures all possible help Kulgam, August 17: Minister for Social Welfare, Ms Sakina Itoo on Saturday conducted a whirlwind tour of various flood hit areas of Kulgam district including Guddar, Pranhal, Asthal, Laisoo and Nowporaand on spot took stock of the damage caused by the recent flush floods in these areas and the problems are being faced by the people. The Minister was accompanied by District Development Commissioner, Kulgam, Mr Jahangir Mir, Additional Deputy Commissioner, Mr. Ghulzar Ahmed Shabnam, S.P. Kulgam, Executive Engineers, PHE, Flood Control, PWD, and other senior officers of the District Kulgam. REASI, AUGUST 17-On the directions of District Development Commissioner, Reasi, a Special Squad of senior officers headed by Additional District Development Commissioner, Mr. Bikram Singh Jamwal inspected various Government offices located in Reasi town and its adjoining areas on Saturday. The offices which were inspected include District Institute of Education and Trainings, Industrial Training Institute, offices of Chief Medical officer and Block Medical Officer, office of the Nodal officer ISM, District Pollution Control Board and BDO Office Reasi. During the surprise visit various employees in different offices were found absent. Separate explanations are being sought from the erring officials for taking stern action against them as warranted under rule. The Additional District Development Commissioner, warned all those officers of stern action who are in the habit of attending their offices late in the mornings and leave early. He directed all the district heads and other officers to keep strict vigil over the attendance, punctuality and work culture in their respective. British teen arrested for assaulting elderly Sikh man A teenaged British girl has been arrested for assaulting an 80-year-old Sikh man after a video of the incident went viral online.The elderly victim was punched in the face and shoved to the ground. His turban fell off and the attack left him with a bloodied nose and black eye, British media reports said.The 19-year-old girl abused the man and spat on him before walking off. The attack, apparently unprovoked, occurred near a bus station in Coventry’s Trinity Street at 8.30 PM on August 10.Police acted after a video of the incident, recorded by a passer-by on a mobile phone, went viral online and was shared on Facebook.The girl was arrested yesterday, with police saying she would be questioned about the attack. he continuous ceasefire violations have once again put a question mark on the stability and sustenance of IndoPak relations which were gradually picking up and marching towards an era of total cordiality. The exchange of fire in several places including Kargil and Drass sector after about fourteen years is not indicative of good signs in Indo-Pak relations. Despite the fact that the common masses in both the countries are in favour of stable friendly ties the firing in no way is acceptable and is against the wishes of people. The leadership of both the countries should exercise restraint, ask the security forces to refrain from firing and sort out the reasons leading to firing. The international community also seems to be quite concerned and that is why appeals have been made to the two countries to address all outstanding issues amicably and through sustained dialogue. The two neighbours have seen the past and have fought several wars but nothing has emerged out of these wars except the loss of human lives and overall destruction to the property worth billions of rupees. These animosities also lead to the draining out of economic resources of the two countries as hefty amounts were spent on purchase of arms which otherwise could have been spent on eradication of poverty from India and Pakistan. Everybody wants that goodwill should prevail on the leadership and they should forget all bitter things, come forward, rise above petty ego problems and should sit together to sort out the differences immediately, otherwise it will be too late to react. Both are nuclear powers and need to channelize their energies for the betterment of their people so that the two countries march ahead and make their place in the most advanced and of course peaceful counties.

Vikas Malik “A hungry world is a dangerous world. Without food, people have only three options-they riot, they immigrate or they die. None of these options is acceptable” says UN Food and Agriculture Organization’s spokesman. It is ironical that 870 million people do not have enough to eat though mother nature has bestowed the earth with sufficient resources to cater to the needs of every living being. At present situation is very grim. World’s two third population of hungry people live in Bangladesh, India, China, Congo, Ethiopia, Indonesia and Pakistan. Out of 870 million people are sleeping hungry every night, 60 percent of the hungry are women which is very pathetic as they are the basic units of a healthy society. 50 percent of the pregnant women lack nutritious food resulting into 3 lac infant deaths annually. Over 2.6 million deaths occur every year due to malnutrition. Every 5 seconds a child dies from hunger related diseases. India having excelled in all fields, attaining 8 percent growth rate annually has failed to provide food to all. Still it remains the world’s hunger capital where one forth population is hungry, one in six people is starving. Not only this, it ranks 66th on 2008 Global Hunger Index of 88 countries. 27 percent under nourished population live in our country. We have glaring examples of Kala Handi in Orissa and Lal Garh in West Bengal were literally people have nothing to eat to pacify their hunger. This kind of disparity has given rise to naxalite movement in poorest and populous states where administration failed to give proper attention towards agriculture, public health, education and poverty eradication, consequently resulting into discontentment, restlessness and chaos in the society. As on now naxalite problem is
posing a great threat to the security of the nation. Though Prime Minister Dr. Manmohan Singh has asserted, “In no case we should allow citizens to go hungry,” but the problem of hunger and poverty still stands before us like a monster which is disturbing the peace and security of the region. There is no doubt war and conflicts have adverse impact on food supply. People cannot have access to food and remain hungry, deprived of basic facilities needed for a normal dignified life. The other main cause for scarcity of food is inclement weather and climate. The drought, flood, hailstorm, continuous rain proves devastating for every crop be it fruits, vegetables or grains. The unprecedented weather conditions being caused by global warming have become a big challenge for every nation to cope with. In India due to extreme weather conditions some of the states are facing acute drought situation whereas some are
facing rain and flood. The food production is going low as compared to the population growth. In Kashmir valley as we witness the inclement weather has damaged the crop especially fruits and vegetables, orchardists and vegetable growers are feeling helpless before the fury of nature. Mostly farmers have small land and once the crop is destroyed they have no other source of income and thereby plunge into poverty. Obviously they cannot afford to buy food on high prices resulting into starvation. In addition to this, still the old agriculture practices are being followed. 70 percent of the population still lives in rural areas where the flow of money is very less. Farmers are constrained from buying high quality seeds, tools, fertilizers and other essential items to grow the food production. So they are left with little option of less yield which is insufficient to meet their needs. In some cases deforestation, soil erosion, drought,
flood, over grazing, over cropping, lack of irrigation facilities have adverse impact on food produce. Moreover the greed of human beings to have palatial houses and easy money has resulted into conversion of agriculture land into commercial land. One is astonished to see big houses, hotels, commercial complexes, workshops, industries etc. along the side of national highways which so far used to be agricultural land. With every passing day agricultural land is shrinking. If this trend continues unabated a day will come when potatoes will be grown in pots and grain on the roof. This trend should be dealt with iron fist. Out of many other causes for shortage of food production is improper public distribution system. It needs to be streamlined to the extent that all bogus card holders are weeded out and poor people are provided grain at cheaper rates. Hoarding and black marketing should be stopped at all levels. It has been observed that most of the food produce go waste during harvesting due to lack of storage facilities and improper transport infrastructure. Government must take effective steps to improve transport and storage facilities. For providing food to all every member of the society has to play his important role in fulfilling this noble mission started by central government. Charity begins at home, so as the saving of food should start from our kitchens. Every day we see a large quantity of food go waste in our kitchens especially during festivals, marriages and other social functions. This practice should be discouraged. Middle class is mushrooming. Sources of income have enlarged. Government should take sufficient initiatives by introducing proper taxation and effective social service so that every human being gets his proper and due share of food and need not to spend sleepless night with hunger pangs.
Competition Commission of India - Four Years of Enforcement of Competition Law
F
ree and fair competition is one of the pillars of an efficient market economy. Competition has become a driving force in the global economy. May 19, 2009 changed the paradigm of doing business in India. That is the day the enforcement of the Competition Act was started by the Competition Commission of India. During its brief existence of about 4 years, CCI has come a long way. Though relatively short in terms of life span, the Competition Law is hugely significant as a building block for economic development and rising levels of economic welfare. Evolution of Competition Law in India India was among the first developing countries to have a competition law in the form of the Monopolies and Restrictive Trade Practices (MRTP) Act, 1969. The MRTP Act was designed to check concentration of economic power, prohibit restrictive or unfair trade practices and control of monopolies. Then came 1991, which has proved to be a watershed in the history of India’s economic development. The new India required new rules. Hence, the need for a new competition law. Accordingly, the Competition Act was passed in 2002 and amended in 2007. The Competition Commission of India (CCI) was established on March 1, 2009 as an autonomous body comprising of a Chairperson and six members. An appellate body Competition Appellate Tribunal was also set up in May 2009 with final appeal lying to the Supreme Court of India. Subsequently, the MRTP Act was repealed, MRTP Commission established under that act was abolished and its pending cases were transferred to the CCI. Sections 5 & 6 relating to Merger & Acquisition were notified in June, 2011. Developments Over the Past 4 Years Since the notification of provisions of sections 3 and 4 relating to anticompetitive agreements and abuse of dominance in May 2009, CCI has received more than 350 matters and passed final orders in more than 260 cases. The forms of enforcement include a wide range of anticompetitive issues like cartels, bid rigging, abuse of dominance, after markets etc. Under Sections 5 & 6 of the Competition Act, more than 120 notices have been received and disposal rate has been more
than 95%. All the notices were cleared within the self-imposed limit of 30 days wherein the Law allows a period of upto 210 days for clearing the notices. Major Sectors Covered under Various Orders of CCI The sectors that have been covered are as diverse as infrastructure, finance, entertainment, IT, telecom, civil aviation, energy, insurance, automobile manufacturing, real estate and pharmaceuticals etc. Cement is a crucial input in construction industry vital for economic development of the country. Even while the hearing continues in the case, COMPAT has directed the cement companies to deposit 10% of the penalty imposed by CCI. This is a significant dev. in the process of enforcement of Competition law in the country. Earlier, in another case with major ramifications for consumers, the Commission had imposed a penalty of approx. Rs. 630 crore on DLF, a major real estate player. It was found that it had abused its dominant position by imposing arbitrary and unreasonable conditions on the apartment owners. Subsequently, CCI issued an order modifying the terms and conditions of the agreement signed by the companies with its investors to ensure that the terms and conditions between the buyer and seller
parties to the bid rigging. Many more such notices have been sent by CCI in the Petroleum sector, Agricuture sector etc. taking cognisance suo-moto. Role of Trade Associations An area of focus which suggested itself based on matters which were enforced is the role of trade associations. CCI’s experience in handling cases of anti-competitive agreements suggest that the trade associations can also, either due to ignorance or deliberately, get involved in acts of commission or omission which can fall foul of various economic legislations. Competition law treats the activities of trade associations much like any other form of cooperation between competitors. For competition law purposes, decisions or recommendations of trade associations are
treated as agreements between its members and law may be breached even when they are not binding on the members. The very first case investigated by CCI related to actions of a trade association. CCI imposed a nominal penalty of Rs. 1 lakh each on 27 film producers on charges of colluding through an association to exploit multiplex owners. There have been number of cases involving the associations in the Pharmaceutical sector/Film production etc where CCI has passed orders against the associations and asked them to “cease and desist” from activities that may be anti-competitive in nature. Public Procurement and Competition Law Another issue which has been of paramount concern to CCI has been the dimension of public procurement. Public procurement is a contentious issue vis-àvis application of competition law due to a number of factors. Competition Act does not make a distinction between a public and private enterprise. As such, public enterprises, which are generally the big procurers, are subject to competition assessment. In recent months, the Commission has decided a number of matters, including cartelization in government contracts. Penalties have been imposed on firms to discourage the anticompetitive practices and abuse of dominance. Wherever, after inquiry, it has been found that competition could be enhanced if certain policies of government were modified, the Commission has suggested changes in such policies. Orders have been passed in more than 21 cases wherein SOEs and Govt. Departments were a party. Some of these include Oil Companies, Railways etc. CCI has been taking up the issue with the public procurement agencies and has had number of interactions with the nodal officers of more than 50 Ministries/ Departments to ensure that the practices followed in the public procurement are in compliance with the letter and spirit of the Competition Act. Four years is a very small period to judge the effectiveness of a new legislation. However, as the developments of the past four years suggest, Competition Commission of India is set to change the rules of the game and play the role of a watchdog to check anticompetitive practices in the market.

Most users of water pipes and many physicians believe that smoking through a water pipe filters out the toxic components of tobacco and is considerably less harmful than smoking cigarettes. Led by Mohammad Hossein Boskabady, MD, PhD, of Mashhad University of Medical Sciences, researchers set out to compare lung function and respiratory symptoms among water pipe smokers, deep or normal inhalation cigarette smokers, and non-smokers. Three groups of smokers, including 57 water pipe smokers, 30 deep inhalation cigarette smokers (S-DI), and 51 normal inhalation cigarette smokers (S-NI) were identified and studied. In addition, 44 non-smokers were studied as a control group. A questionnaire was administered to as-
sess the prevalence and severity of respiratory symptoms and lung function tests performed on smokers and control subjects using a spirometer. Results showed an increased prevalence and severity of respiratory symptoms among water pipe smokers and cigarette smokers. Similar effects of water pipe smoking and deep inhalation cigarette smoking on respiratory status were found. "Our study is the first report regarding the importance of the method of cigarette smoke inhalation with respect to effects on the respiratory system," Boskabady said. "Our findings reveal that there were profound effects of water pipe smoking on lung function values, which were similar to the effects observed in deep inhalation cigarette smokers," he concluded.
Excessive water in your system can dilute your body fluids so much that the sodium levels become life-threateningly low. In simple terms, it means that you have drank too much water and the excess has diluted your body fluids so much that the sodium levels have become life-threateningly low, causing cells to swell. Often alcohol addicts experience extreme weight gain or weight loss, and several other health issues.
What are the signs of alcohol addiction?
The major reason why we start drinking is to de-stress. When we are tired and worked up, we have a drink to calm our nerves and relax. But this could turn into an addic-
tion before you know it, especially if you don't find any other outlet for your stress or emotional mood swings. The feeling of being drunk is momentarily priceless but the effects on health and your system are dire. Some more signs include, getting into trouble due to alcohol like getting arrested for drunk driving, your performance at work suffers and your relationship with loved ones is drastically altered. If you wake up and crave for a drink, you're abusing alcohol. When you have alcohol to get over a hangover, you're abusing alcohol. If you are trying to quit, but can't, you're abusing alcohol. Weigh the pros and cons of drinking; are you happy to be an alcoholic? Do you receive enough love? Are people around you happy? Do you have any savings in the bank? Next step, if moderation isn't working, then make a commitment to completely give up alcohol. Prepare realistic aims to follow and be ready for the withdrawal symptoms. If all efforts fail, India has several rehab centers for substance abuse victims. Anonymity is the essence at these centers, there are regular checks and the plan seems foolproof, but the onus is on you. A lot of effort has to come from the alcoholic's part. Green coffee beans can make you thin Scientists today reported striking new evidence that green, or unroasted, coffee beans can produce a substantial decrease in body weight in a relatively short period of time. In the study Joe Vinson's team described how a group of overweight or obese people who consumed a few milligrams of ground green coffee beans each day lost about 10 per cent of their weight. "Based on our results, taking multiple capsules of green coffee extract a day - while eating a low-fat, healthful diet and exercising regularly - appears to be a safe, effective, inexpensive way to lose weight," said Vinson, who is with the University of Scranton. The study involved 16 overweight or obese people aged 22-26 years who took capsules of the extract or capsules containing a placebo, an inactive powder, for a total of 22 weeks. The subjects alternated between a low dose and a higher dose of the extract. The low dose consisted of 700mg of the coffee extract, and the high dose was 1,050mg. It was a
so-called "crossover" study in which people cycled through the two doses and the placebo, each for six weeks. Such studies have advantages because each person serves as his or her own "control," improving the chances of getting an accurate result. All of the participants were monitored for their overall diet (calories, food eaten, etc.) and exercise over the study period. "Their calories, carbohydrates, fats and protein intake did not change during the study, nor did their exercise regimen change," Vinson said. Participants lost an average of 7 kilos during the 22 weeks of the study. It included an average of a 10.5 per cent decrease in overall body weight and a 16 per cent decrease in body fat. Vinson noted that weight loss might have been significantly faster, except that participants received the placebo and the lower dose of green coffee extract for part of the study period.

Gujarat High Court on Friday refused bail to suspended Deputy Superintendent of Police N K Amin, arrested by CBI in the 2004 Ishrat Jahan encounter case. Justice N V Anjaria rejected Amin's plea that he be granted `default bail' as the CBI failed to file charge-sheet against him within 90 days of arrest, as required under the Criminal Procedure Code. Amin, who was arrested on April 4, contended that the charge-sheet filed on July 3 was incomplete, hence it amounted to not filing the charge-sheet within 90 days. The lower court had rejected his petition on July 9. High Court on Friday upheld the order, saying that the charge-sheet filed by CBI could not be deemed incomplete. The chargesheet against Amin and six other police officers alleges that 19-year-old Mumbai-based girl Ishrat Jahan, Javed Sheikh alias Pranesh Pillai, Zeeshan Johar and Amjad Ali Rana were killed in a fake encounter in 2004. Bihar BJP on Saturday said they would not take RJD chief Lalu Prasad Yadav's estranged brother-in-law Sadhu Yadav into the party. The autopsy conducted on five navy men, whose bodies were extricated from submarine INS Sindhurakshak, has found that they died due to severe burns and drowning, even as divers today continued search operations for other personnel who were on board. Doctors at the state-run J J Hospital here have completed postmortem on the bodies, sources said. "DNA samples and dental marks have been taken (to ascertain their identity)," an official said, adding all these will be sent for forensic analysis. In one of the worst disasters to have struck the Indian Navy, a series of explosions rocked the Russian-made Kilo class submarine at the dockyard here on the midnight of August 13, sinking it partially in the shallow sea. Only five bodies of the 18 navy personnel on board the ill-fated submarine, including three officers, have been pulled out. The bodies of the Navy men were charred beyond recognition, but tissues were found to be intact, sources said, adding other details will be known only after receiving the forensic report. X-rays of the bones indicated that no shrapnels were found, they added. Yesterday, a case of accidental death under section 174 of the Criminal Procedure Code was registered on a complaint filed by Gopal Singh Rajput, a doctor in the frontline submarine.

and raped her, they added. The accused also called his two accomplices over cell phone and they also raped the woman. The woman freed herself on pretext of relieving herself and escaped from the hostel and apprised a woman fruit seller about the case. She filed a complaint at Sanyogitaganj police station on Thursday. Police arrested all the three accused identified as Rohit, Vickey and Vikrant and registered a case of gang rape and holding the victim hostage.
