Srinagar, November 17: One person died and five others were injured in different road accidents across the valley. A Scooty bearing registration number JK01U/3374 meet with an accident near SKICC, in the jurisdiction of police station Nishat, resulting in critical injuries to the scooterist Abid Rafeeq Sodagar son of Mohammad Rafiq and Amir Sajad son of Sajad Ahmad Sodagar residents of Dhobighat Hazratbal. Both the injured were shifted to SMHS, Srinagar where Abid Rafiq succumbed to his injuries. Nishat Police has registered a case in this regard. Meanwhile, a Tavera bearing registration number JK01F/6915 turned turtle at Saasyar, in the jurisdiction of police station Chadoora, resulting in injuries to driver of the vehicle Irshad Ahmad Bhat son of Abdul Rashid Bhat resident of Surasyar Chadoora and a passenger Abdul Gani son of Ghulam Mohammad resident of Surasyar Chadoora. HCBA teams visit Jammu jails Srinagar, November 17: Nine member team of Jammu and Kashmir High Court Bar Association (JKHCBA) Srinagar today visited various jails of Jammu province including Rajouri and Poonch . Santro stolen in broad day light Srinagar, November 17: Belying tall claims of police to have enforced writ against the car-lifters in the City, a vehicle of Jammu and Kashmir Bank Manager was stolen in Sanat Nagar area of Srinagar. A Sentro car bearing registration no JKOIK/6036 belonging to Muhammad Muzaffar Khan son of Ghulam Muhammad resident of Gulshan Nagar Nowgam Bypass was stolen outside Sanatnagar ATM. “I had parked my vehicle outside ATM. Multi crore JKCA scam case

BCCI blocked over 60 crore to JKCA Srinagar, November 17: In a major blow to the cricketing activities in the state, the Board of Control for Cricket in India (BCCI) has blocked over Rs 60 crore due to the Jammu Kashmir Cricket Association (JKCA) as no accounts have been submitted to the BCCI for the past many years. The BCCI is also reportedly miffed with the JKCA as no headway has been made in the multi crore JKCA scam. Reliable Sources told KNS that BCCI used to provide over 25-crore annually to the JKCA. Every year, there would be an increment of couple of crores to cover for inflation. The money is given by BCCI to all state associations for building quality infrastructure to

support the game. However, several major cricket activities of the state according to sources have been halted due to blockade of funds by BCCI to the JKCA. Sources said the BCCI stopped the funds in the backdrop of a major scam that unearthed in JKCA last year. They said the JKCA has failed to give audit to BCCI about the spending of funds over these years. “The BCCI was unhappy over the pending inquiry of JKCA over the multi-crore scam of 2012. Even though two years have passed, but nobody knows the fate of the inquiry,” sources said. He said no charge sheet has been filed yet, this despite the fact the FIR in the scam was registered last year. Officials said

many sports activities have been suspended since last year due to paucity of funds. In the early 2012, a multi-crore scam was unearthed in JKCA, in which two senior officials of the Association were sacked for “swindling” crores of rupees of JKCA, which were meant for development of cricket in the state. Both these senior officials were considered close confidantes of JKCA President and Union Minister Dr Farooq Abdullah. After the scam came to fore, the PDP had also demanded Dr Farooq’s resignation. "My family migrated from Kashmir to Uttar Pradesh, and (then from) Uttar Pradesh to Delhi. Sheila's family also migrated from Uttar Pradesh." Sharp fall in “Golden Zest”

S

ince Independence, nation has made striking strides in every field, be it, agriculture, horticulture, floriculture or science and technology with the help of various farmer and fruit-grower friendly schemes. Today, we are self-sufficient in food production, instead of importing, now exporting grains, earning a good chunk of foreign exchange which is helpful in the development of the nation. The Green Revolution introduced various new techniques for increasing the production of grains. Now the next thrust of the central government is on horticulture and floriculture for which various Technology Missions have been given a kick start which is showing a good result. In Kashmir Valley, the month of October brings prosperity and happiness in the families of the farmers. The year’s toil bear fruit and everybody busy in plucking those fruits. The most scenic, astonishing, refreshing is look on the saffron fields which is blooming with purple flowers. The visitors coming to Kashmir valley during this month are stunned to see the beauty of this saffron field in Pampore and adjoining areas while travelling on the Jammu-Srinagar National Highway. Saffron known as Zafran, Kesar, Kung, famous for freshness and purity is grown mostly on a vast stretch field in Pampore, 11 Kms away from Srinagar, used to produce over 2000 Kgs of Saffron every year. It is also grown in some areas of Kishtwar. The quality Saffron grown in Pampore is world famous. Saffron in Kashmir is grown on an area of 4496 hectares. The tradition of growing Saffron goes back to 3rd century. Earlier it used to be grown in Arabia and Spain. But the instinct of greed in human being is taking toll of production of this golden spice along with other reasons also. One is shocked to see the way the vast stretch of Saffron field in Pampore being converted into commercial field. Being on the National Highway, the prices of land are touching sky. The Saffron growers tempted to earn quick buck are selling land to property tycoons which in turn convert it into commercial complexes and earn a lot of money. Consequently the land meant for Saffron growing is shrinking which is a matter of concern for everyone as we are loosing our trade identity. The other reasons for the fall in production are various including spreading of disease which is difficult to diagnose, lack of irrigation facilities, non availability of good quality high yielding seeds etc.. There are certain steps, if taken, can prove helpful in increasing the production. The first and utmost need is the availability of financial assistance to the Saffron growers so that they are able to arrange good irrigation facilities, besides buying good apparatus for drying the Saffron. Today in the world of showbiz, the attractive packing is the first priority in which our growers lag behind and need expert guidance. Govt. has failed to take any step in this direction. The growers sell their yield on their own efforts which fail to give them the right price for right commodity. An idea of forming a marketing federation can be mooted which will save the growers from exploitation by middlemen who prosper at the cost of growers’ hard labour and toil. Lack of standardized norms is also a prime reason for this commodity to perish like this. The adulteration, massive import from Iran do not allow prices to appreciate and the adulterated Saffron being sold in the market in the name of original Kashmiri Saffron has given a bad repute to the Kashmiri Saffron in the National and International markets. It is painful to know that during 1990 the production of Saffron used to be forty tones and within twenty years it has come down to twelve tones per year. The political leadership must concentrate on these baffling questions and think of concrete and practical steps like checking of fake Saffron, creation of Saffron Board, Expert guidance, Marketing support, Good high yielding seeds etc. to help in reviving this dying sector, instead of creating uproarious scenes in the Legislature. This is the right time to click before the original Kashmiri Saffron vanish from our traditions and culture.

Emphasis on Experimental Science Helps India Reap Medals in International Maths and Science Olympiads

I

t all started exactly 25 years ago. In last quarter of 1988, the National Board of Higher Mathematics (NBHM) ini tiated process to identify the first ever Indian team to participate in an International Olympiad. Although the Olympiad movement at the international level was much older, India had not ventured in that direction till then. From 1998 onwards, Indian participation in other Olympiads began in a phased manner. Physics (1998), Astronomy (1999), Chemistry (1999), Biology (2000), and Junior Science (2007) followed. The International Olympiads (IOs) present academic challenges of high difficulty level to young minds and thus represent celebration of the best in senior secondary and higher secondary levels. For every Olympiad, each country sends a contingent of fixed number of students as its representatives. These students individually participate in various tests set by the host country and they are awarded medals based on their performance. Different Olympiads have slightly different formats for rounds and criteria for medals. However, basic tenets of the competition are same in all. Maximum number of students by each country also varies from four in Chemistry and Biolgy to six in Mathematics and Junior Science. The Olympiad Movement The Olympiad movement started in the year 1958 in Romania by a group of mathematicians in the form of International Mathematics Olympiad (IMO). A total of seven countries participated in the first IMO. Chemistry and Physics Olympiads began in late 60s while Biology Olympiad started in 1990. Rest of the Olympiads are much younger. Today, the Mathematics Olympiad is the biggest Olympiad with more than 100 countries participating in it every year. In other Olympiads the number of participating countries ranges from 40 to 80. India in the Olympiads In the Indian context, the focus of Olympiad activities has been on promoting excellence at the higher secondary stage. Emphasis on nurturing motivated sections of students is consistent with the basic tenet of the National Education Policy, that is, promotion of excellence in higher education for ensuring professional human resources for the country. Good performance of the Indian teams right from the beginning has acted as a catalyst and led to the consolidation of the national Olympiad programme. Availability of country-wide

network of Indian Association of Physics Teachers (IAPT) helped in smooth launching of the Science Olympiad programme in the country. Involvement of teacher associations and various decisive funding departments such as the Department of Atomic Energy (DAE), Department of Science and Technology (DST), Ministry of Human Resource Development (MHRD) and Department of Space (DoS) on a consensual basis is the key factor that triggered the inception and growth of the programme. The cu rrent national Olympiad programme involves three stages. The procedure is identical for all the science subjects and is slightly different for mathematics. The academic responsibility of the first stage in the science subjects lies with respective teacher organizations (namely, Indian Association of Physics Teachers (IAPT), Association of Chemistry Teachers (ACT) and Association of Teachers in Biological Sciences (ATBS)). The first level examination -called the National Standard Examinations - NSEs), conducted at around 900 centres across India in November is taken by students of both Class XI and XII level. The Junior Science Olympiad and the junior level of the Astronomy Olympiad are taken by students between classes VIII and X. The second stage -called Indian National Examinations: INOs is conducted by the Homi Bhabha Centre for Science Education (HBCSE) at around 16 different centres in late January or early February. It consists of problems of high difficulty level designed on the lines of those appearing at the International Olympiads. While the participation in the first test runs into tens of thousands ,for example, the enrollment in the year 2012-13 was about 41000 in Physics, 35000 in Chemistry, 14000 in Biology, 12000 in Astronomy and 25000 in Junior science, the second level is limited to the top 300 students in each subject. For the mathematics Olympiad programme, the first stage consists of the Regional Mathematical Olympiad (RMO) and is taken by a large number of students, around 30000 in 2012-13. This test is organised in a decentralised manner in 36 different regions in the country. The second stage, called the Indian National Mathematical Olympiad (INMO), is organized by HBCSE and is limited to the top 750 students from RMO. In the final selection, about 35 students in

each subject are selected from the Indian National Olympiad examinations and are invited for Orientation-cum-Selection Camps (OCSCs) held at HBCSE. During these camps, which last between two weeks and a month, students appear for several theoretical and experimental tests, leading to the selection of Indian teams for the final International Olympiads. Over 200 of the best students from across the nation are exposed to a high level experimental and theoretical training every year at the OCSCs. The teams, consisting of 4 to 6 students, depending on the stream are selected at the end of the OCSCs and are trained for about two weeks just prior to their participation at the international events at the Pre-Departure Training camps at HBCSE . The special Olympiad laboratories in Astronomy, Biology, Chemistry, Junior Science and Physics at HBCSE design, develop and standardize new experiments on continual basis and these experiments are valuable inputs for the higher secondary and undergraduate science laboratories in the country. Every year, the Olympiad programme sends 30 students to represent India in the International Olympiads in Physics, Chemistry, Biology, Mathematics, Astronomy and Junior Science. It is worth mentioning that till date almost all participants have won medals including numerous gold medals. For the year 2012, 29 out of 30 won medals and this included 11 coveted gold medals. Based on aggregate scores, India is generally among the top ten nations in the Astronomy, Biology, Chemistry, Junior Science, and Physics Olympiads. In Astronomy as well as in Junior science it has managed to top medal tally in several years. Emphasis on Experimental Science One of the unique aspects of the Olympiad programme is its significant emphasis on experimental science. Most talent nurture programmes or competitive examinations in the country focus purely on theoretical aspects of a subject, thereby creating a learning environment in which the student is hardly encouraged to hone his/her experimental skills. By exposing students to innovative and novel experiments and training them in the methods of experimental science, the Olympiad programme strives to address the problem of acute need of motivated bright students in research laboratories across the country. The Olympiad laboratories at HBCSE are

equipped to the level of international standards, much beyond the typical facilities found in Indian schools and colleges. Several experimental kits developed at HBCSE have been distributed to a number of schools across India and also through the IAPT network. The success of the Olympiad programme can in some measure be estimated by the long-term effect it has on students participating in it. It has been observed that a large fraction of the students who go through the Olympiad experience continue their academic pursuits in the future. Many of these students take up professional courses immediately beyond the higher secondary stage, but more often than not they continue their careers through doctoral research in respective domains. Some of them even return to the pursuit of basic sciences and mathematics. Many of these students credit their career choice to the exposure of research they got in the Olympiad programme. For example, Prof. Amol Dighe of TIFR who was awarded Shantiswarup Bhatnagar award in Physics this year, was member of first ever Indian te am to International Mathematics Olympiad (1989). Apart from the above mentioned Olympiads, Government of India also recognizes and sends teams to few more IOs, namely International Earth Science Olympiad, International Astronomy Olympiad, International Olympiad in Informatics and Asian Physics Olympiad. These Olympiads are organized by separate government recognized agencies but most of them are also monitored by the National Steering Committee chaired by Centre Director of HBCSE. Each participating country is obliged to host IOs sometime or the other. India has hosted several IOs in the past e.g. Mathematics (1996), Chemistry (2001), Astronomy (2006) and Biology (2008). All these Olympiads were organized in the city of Mumbai. Now, India will hosting the 10th International Junior Science Olympiad (IJSO) in Pune in December 2013. Around 45 countries are expected to participate in the IJSO 2013. Each country will be represented by 6 students and about 3 team leaders. Thus we expect close to 250 students and 150 leaders participating in IJSO 2013. Olympiads are a good opportunity for the students of this age group, to interact with their international counterparts to understand the cultural and scientific environment of the different nations.

iabetes mellitus, or simply diabetes, is a metabolic disorder in which a person has high blood sugar, either because the pancreas gland does not produce enough insulin, or body cells do not respond to the insulin that is produced. Resulting high blood sugar produces the classical symptoms of polyuria (frequent urination), polydipsia (thirst) and polyphagia (increased hunger). There are three main types of diabetes mellitus (DM): · Type 1 DM results from the body's failure to produce insulin and was previously called to as "insulin-dependent diabetes mellitus" (IDDM) or "juvenile diabetes". · Type 2 DM results from insulin resistance, a condition in which cells fail to use insulin properly. This was previously referred to as non insulin-dependent diabetes mellitus (NIDDM) or "adult-onset diabetes". · The third main form, gestational diabetes, occurs when pregnant women develops suddenly a high blood glucose level. However, noninsulin-dependent diabetes is much more common. This form of diabetes occurs principally in adults and results from the body's inability to respond properly to the action of insulin. Malnutrition-related diabetes has also been described from some developing countries, like India. As diabetes is a chronic disease and need lifelong treatment becomes an economic burden on patients and family. The most important aspect of diabetes is occurrence of complications that increases the cost of management. Heart disease in diabetes is 21.4%, neuropathy 17.5%, peripheral vascular disease leading to ulcers 6.3%30%, Retinopathy (eye) 19.0%, and Micro albumina (kidney)26.3%. National Diabetes

Month, observed each year in November, is a time for communities across the country – and the world – to renew and reinforce their fight against diabetes and encourage action to change the life style to reduce its impact. November 14th which marks the birthday of Frederick Banting, who, along with Charles Best, discovered insulin, is celebrated as World Diabetic Day. Diabetes is part of a larger global epidemic of non- communicable diseases. This disease affects 6.6% (285 million people) of the world's population in the 20-79 years age group. According to the International Diabetic Federation (IDF), this number is expected to grow to 380 million by 2025. The IDF findings reveal that in 2007, countries with the largest numbers of people with diabetes are India (40.9 million), followed by China (39.8 million), the United States (19.2 million), Russia (9.6 million) and Germany (7.4 million). India is home to 40.9 million people with diabetes – nearly 15% of the global diabetes burden and is projected to increase to 70 million by 2025. Impaired Glucose Tolerance (IGT) is also a serious problem in India. It has been noticed that with every diagnosed case of diabetes there is at least one undiagnosed case of glucose intolerance. So the actual population at risk would be much greater than our current estimate. Type-2 diabetes is far more common than type-1 and results from a genetic predisposition and from lifestyle factors characterised by a high calorie intake and little exercise. The age of onset in India has been shifting towards younger people. Among Indians in their late teens, ‘adultonset’ diabetes already manifests itself more often than ‘juvenile onset’ diabetes does. The reasons are the same as those behind the diabetes epidemic worldwide. One set of

factors is urbanisation, a rise in living standards and the spread of calorie-rich, fatty, fast foods cheaply available in cities to rich and poor alike. Another is the increased sedentariness that has resulted from the replacement of manual labour by service jobs, and from the advent of video games, television and computers that keep people seated lethargically watching screens for hours every day. Although poor Indians are currently at lower risk than affluent Indians, the rapid spread of fast food exposes even urban Indian slum dwellers to the risk of diabetes. In India, diabetes is no longer a disease of the affluent or a rich man's disease. It is becoming a problem even among the middle income and poorer sections of the society. Indians have biological susceptibilities to diabetes because of a lower body mass index (BMI); Higher percentage of body fat that is concentrated in the abdominal area; Programmed during pregnancy as Low-birth weight infants are more susceptible than those of normal birth weight to obesity and diabetes and Insulin resistance; Excessive insulin resistance has been observed in Asian Indians as a predominant mechanism leading to Type 2 diabetes. This alarming scenario led the Government to start the National Diabetes Control Programme on pilot basis during the seventh five year plan in 1987 in some districts of Tamil Nadu, Jammu & Kashmir and Karnataka, but due to paucity of funds in subsequent years this programme could not be expanded further in remaining states. However to contain the increasing burden of Non-Communicable Diseases, Ministry of Health and Family Welfare, launched the National Programme on Prevention and Control of Diabetes, Cardiovascular diseases and Stroke (NPDCS) on 8th January 2008 with the following objectives:

• Prevention and control of NCDs. •Awareness generation on lifestyle changes. • Early detection of NCDs. • Capacity building of health systems to tackle NCDs.A pilot project was launched in ten districts in ten states focused on health promotion and health education advocacy at various settings. In July, 2010,the Cabinet Committee on Economic Affairs approved the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS) for implementation of its various components during the remaining period of 11th Five year plan (i.e. 2010-11 & 2011-12) at an estimated outlay of Rs. 1230.90 crore (Rs.499.38 crore for interventions on diabetes and cardiovascular diseases & stroke and Rs.731.52 crore for cancer control) on a cost sharing basis between the Centre and the States at the rate of 80:20. The programme is for implementation in 20,000 Sub-Centres and 700 Community Health Centres (CHCs) in 100 Districts across 15 States/UTs by promoting healthy lifestyle through massive health education and mass media efforts at country level, opportunistic screening of persons above the age of 30 years, establishment of Non Communicable Disease (NCD) clinics at CHC and district level, development of trained manpower and strengthening of tertiary level health facilities. It is expected to screen 30 years and above for diabetes and hypertension, early diagnosis of NCDs and treatment at early stages. With the successful implementation of the programme, it is expected to achieve behaviour change in the community to adopt healthy life styles including dietary patterns, enhanced physical activity and reduced intake of tobacco and alcohol resulting in overall reduction in the risk factors of common NCDs in the community.
