Pattan, September 17: Two militants were killed in an encounter at Goshbug, Loolipora in Pattan on Tuesday. A police spokesman said that the militants were hiding in the house of one Mohammad Maqbool Dar when the security forces consisting of 29 RR and SOG Pattan cordon off the area. Soon after an encounter took place resulting in the death of two militants of Hizb-ul-Mujahidin identified as Bilal Ahmad Bhat and Mohammad Yaqoob Sofi residents of Palhallan, Pattan. Two AK riffles and some other ammunition has been recovered from the site of encounter.
1 arrested with charas in Baramulla Srinagar, September 17: Baramulla police laid a nake checking at Palhallan, Pattan. During the checking at the naka one person was found moving in suspicious conditions. He was apprehended and during his search a polythene bag containing about 700 grams of charas was recovered from his possession. The arrested person was identified as Ali Mohammad Hajam son of Bakir Hajam resident of Dangerpora. Police Station Pattan has registered a case FIR number 235/2013 under section 8/20 NDPS Act in this regard.
EO suspended for not reporting to SSRB exam supervision Srinagar, September 17: Authorities on Tuesday placed a senior officer under suspension for not turning up to supervise the written test conducted by SSRB. Deputy Commissioner Anantang Farooq Ahmad lone told KNS that Bashir Ahmad Nanda, Executive officer did not report for collecting the material for the centre no. 21 for which he was appointed as coordinator. “The officer was supposed to collect the material which he failed to do. Therefore he has been placed under suspension.” Lone told KNS. Earlier SSRB chairperson Shugufta Parveen had conveyed to deputy commissioner about the absence of the officer.
Lady electrocuted in Srinagar Srinagar, September 17: A lady Mehbooba wife of Ghulam Hassan Ronga resident of Khand Bawan, Nawakadal, Srinagar got electrocuted at her home. She was shifted to SMHS hospital where expired. Srinagar police has initiated inquest proceedings under section 174 CrPC in this regard. The body was handed over to her relatives for last rites.

Srinagar, September 17: In an effort to break the impasse on the various demands including the increase in retirement age, Government on Tuesday held a marathon meeting with Joint Consultative Committee (JCC) the apex body of the state government employees spearheading the agitation prompting them (JCC) defer the proposed strike beginning from Wednesday for ten days upto 27th of September. The JCC however cautioned that if there wasn’t any breakthrough in the next meeting scheduled on 27th of this month, they would be forced to announce next round of agitation

Lift curfew within 24 hours or will march to Shopian: Mirwaiz Srinagar, September 17: In a worst depiction of despotic rule, state authorities on Tuesday arrested APHC Chairman Mirwaiz Umar Farooq along with other Hurriyat leaders when they were leaving for Shopian to meet the relatives of Gagran victims and meeting the people of the area who are under curfew from past 11 days. In a statement to KNS after convening the joint meeting of APHC general and executive council and meeting three member team of Candian High Commission, Mirwaz was about to
leave for Shopian along with Hurryat leaders when a large number of policemen appeared on the scene, cordoned hurriyat headquarters, and arrested him and other party members. Speaking to media on the occasion, Mirwaiz said that if curfew was not lifted from Shopian in next 24 hours, hurriyat would appeal people to march towards Shopian. Jammu, September 17: Pakistani troops on Tuesday fired at Indian positions in Mendhar sector on the Line of Control (LoC) in Jammu and Kashmir, in yet another violation of the bilateral ceasefire, a defence spokesman said. "Pakistani troops fired at our positions in Mendhar sector of the LoC today (Tuesday) morning," defence spokesman Col. R.K. Kalia said. "They used small arms, automatics and infantry mortars to target our positions. Our
troops retaliated with same calibre weapons. "The firing started at 8.40 a.m. and till last reports came in, exchange of fire was still going on," he said. Attendants protest against over charging in Kangan Kangan, September 17: Scores of patients and attendants staged a protest in the premises of Primary Health Centre Kullan, Kangan on Tuesday alleging that Paramedical staff on the behest of doctors are charging extra amount on OPD tickets. Qayoom Wani told KNS that the JCC had gone in the meeting with a one point programme that of implementation of the agreement the state government had already reached with the JCC which include the demands of the increase in the retirement age, pay anomaly and the regularization of casual laborers. “The meeting was positive but it seemed that the government had not taken the issue seriously which could be the reason behind the delay in the implementation of the agreement, but we are now hopeful that it (Govt.) will come up with the implementation decision.” Wani told KNS, adding that the Government went on back foot in the meeting owing to its negligence and non seriousness in implementing the already signed agreement with JCC. “We have given them 10 days more before we meet on 27th of sep. again at 4 pm and if they fail again to deliver, we would announce the next round of agitation on the same day” said Wani. The government however seem to have other designs. Senior member of the cabinet subcommittee and Medical Education Minster Taj Mohi-ud-din told KNS that the government had never conceded to the demand of an increase in the retirement age neither was any mention of it in the agreement. “Which agreements they are talking about we have never made a commitment regarding the increase in retirement age. We just said that we will consider it sympathetically.” Taj told KNS. He added that though the government believed in the reconciliatory approach, yet it would not in any case succumb to pressure. “We can’t be cowed down by their warnings, government is after all a government, you can’t take it for a ride.” Said Taj while reacting to the JCC warning of taking to confrontational rout again, in case there wasn’t any breakthrough in the next round of meeting. “We have accepted their all demands and now only three including Pay anomaly, regularization of casual laborers and two year increase in the retirement age are pending which are under consideration and would require time .” said Taj. He further said that all the three demands were time consuming and can’t be met overnight. “We have to follow the rules and this will require time. In casual laborers case, we have to see whether there is a provision of their regularization and does the rule permit us to do so, where as in retirement age increase we have to take the unemployed youth into consideration also. So this will take time but we are after it and the matter is under sympathetic consideration” added the Minister. He also said that the strikes being called by the JCC were illegal as per the court directions and if they (JCC) again resort to such practice that would tantamount as the contempt of court.

While stressing on the need of reducing the chances of animal-human conflicts, Omar Abdullah asked the Wildlife department to appear a comprehensive summary for paying compensation to the affected breeders on account of loss of animals in animal-human conflicts. The meeting discussed various matters pertaining to wildlife. It also took stock of the action taken by the Wildlife department on the decisions taken in earlier Board Meetings. The meeting also discussed various suggestions put forth by the Board members. In a PowerPoint presentation, the Chief Wildlife Warden presented resume of the present status of National Parks, Wildlife Sanctuaries and measures taken by the department for the conservation and protection of wildlife in the State. He said that increase has been registered in the population of Hangul in Dachigam area from 197 in 2004 to 218 in 2011. He said 16 sites have also been identified to be of high potential as Hangul habitation. He said Hangul have also been sighted in Kishtwar area. He said population of Markhor has been registered at 150 in 2012 and these have been sighted in Hirapora and Poonch areas also. During the intervening night of 15/16.09.2013, a stolen Tata Sumo bearing registration number JK03A/7842 turned turtle at Panzalpora Larnoo, Anantnag, resulting in damage to the vehicle . 2-day training programme on NSSK begins Jammu, September 17: A two day training programme for trainers of Navjaat Shishu Suraksha Karyakram (NSSK) under the National Rural Health Mission began here today at Department of Paediatrics, Government SMGS Hospital, Shalamar. Under the programme, participants from all the ten districts of Jammu division are being imparted training on better execution of NSSK programmes. The programme is being organised under the supervision of Mission Directorate, NRHM, J&K
and was inaugurated by Dr Rekhs Harish, Head of the Department, Paediatrics, Government SMGS Hospital. During the training, the participants will be trained, who will further train the m e d i c a l o ff i c e r s a n d paramedics for providing essential new born care in the health services. The said programmes are meant to further reduce the neo-natal mortality rate and infant mortality rate in the state. Dr SS Slathia and Dr Sanjeev Digra are the master trainers for the programme.
DC Kulgam inspects hailstorm affected villages Kulgam, September 17: Deputy Commissioner Kulgam Tuesday visited Kund, a remote area of Kulgam district to take stock of damages caused to standing crops and orchards due to recent hailstorm. He also visited Waltengoo, Pachgam, Nowbugh, Kraloo, Hakradan, Razloo, waripora, Nigeenpora, Chatergarn, Chak, Wazoo and Kanchloo villages to have on spot appraisal of quantum of loss of farmers and orchardists due to the natural calamity. Accompanied by Chief Agriculture Officer, Chief Horticulture Officer and Tehsildar, the Deputy Commissioner issued directions for preparing
preliminary crop damage lists so that a comprehensive report is submitted to government for initiating relief measures. The team observed that the agricultural crop has sustained more than 60% damage due to the hailstorm in the affected villages. The Deputy Commissioner also inspected hailstorm affected villages in D.H.Pora area where several villages including N a n d i m a rg , M a rg a b a l Sanankhanan, Gojarpora, Diyanipora, Yarikha and Nagam have experienced heavy loss. He issued similar instructions to the concerned departments calling for early preparation of Assami-wise damage reports.

Addressing on the occasion, the Minister said that Nirmal Bharat Abhiyan (NBA) aims to improve sanitation in the rural and far flung areas by constructing latrines including community, individual household and in the educational Institutions. The Minister said in all, 1066 house hold toilets are being constructed in the constituency, for which the Government is providing financial assistance of Rs I.12 crore to the house holders of the area. Giving details of VDA, Sadhotra said that considering the living cost of all, wage revision is being done once in five years or ten years but the rate of inflation increases day by day and consequently, the money value comes down. To compensate this, the Minister said that we shall have to wait till the next wage revision which is not justifiable. That’s why VDA needs to be introduced. He said the Central Government introduced VDA as a component of minimum wages from 1989 under the Minimum Wages Act 1948 linked to Consumer Price Index (CPI), which was based on the recommendations of the Labour Ministers Conference held in 1988 to evolve a mechanism to protect the minimum wage against inflation. The State Governments
are the appropriate agencies to adopt VDA in respect of all scheduled employments under the Minimum Wages Act. The Minister said that till date the system of VDA has been introduced in 24 States and Union territories and so far besides Central Government 24 States including union territories have adopted the VDA as a component of minimum wage and which can be revised twice a year or annually. The Minister impressed upon the officers of Labour and Employment to work hard for the welfare of Labour class and extend all possible facilities to them by strict implementation of Labour laws and related schemes both Central as well as State schemes. He said that the execution of construction projects is impossible without labourers and due care needs to be taken for the wellbeing of this class in respect of extending health and educational facilities to them.

he rising prices of essential commodities are touching skies with every passing day and there seems to be no effective mechanism to control them on national as well as state level. For the last over three and a half months, the petrol prices have gone up seven times which in turn have made everything dearer in the market thus making the life of a consumer a hell. It is because of the rise in the prices of fuel that travel as well as freight charges of goods have risen many fold. Take the example of onions, tomatoes, cereals, pulses, rice, vegetables in general, everything is selling on very exorbitant prices which has totally unsettled as disturbed the budget of a common man. It was felt that the decontrolling mechanism of certain essentials will help in reducing and controlling the market prices but it has worked otherwise. When the petrol and other petroleum products were decontrolled the theory which was advanced was that if the prices in the international market will rise, so will these in the country and if the prices will go down, automatically the consumer will be benefitted. However, this is not happening. The devaluation of Indian Rupee has sunk to a level where it will be a dream come true to expect reduction in the prices of petroleum products. The inflation is on the rise, which is nullifying every step taken to sustain the price level at one point. The fluctuation continues unabated and because of this the common consumer has to pay through his nose. It seems that there is no proper price control mechanism adopted at the centre level which in turn could leave long lasting impact on state level when it comes to control the prices. The adhoc steps are not going to pay. It needs a strong policy in place to check the inflation which will help to keep the prices under control. The prices of onions and tomatoes has made these things a rare commodity for the common man who cannot afford to buy a kilogram of onions in 70-80 rupees. K.D Maini The people of Rajouri District are generally secular, patriotic, peaceful and nationalist. After independence, the habitants of this track had witnessed three battles taking place between India and Pakistan in 1947, 1965 and 1971. No doubt that they suffered a lot during these conflicts, but they remained cooperative to the forces and loyal to India. Even in the odd hours, these people maintained communal harmony, brotherhood and showed utmost restraint and they never came under the influence of enemy propaganda. Every time, they foiled the nefarious designs of the enemy. After getting repeated defeats in the conflicts on the border, the Pakistan hatched a conspiracy in 1989 under the name of 'Operation topac' to capture Kashmir by involving the people and exploiting the sentiments of innocent, peace-loving habitants of this area. In first phase, the enemy started its operation in the Valley without touching Poonch Rajouri areas because the ISI was using these tracks for the passage of the militants who were crossing the Line of Actual Control from this area and operating in the Valley and Doda. From 1989 to 1994, only 29 militants were killed, 17 surrendered, 246 arrested and only 2 civilians were killed during this period which reveals that militancy remained at a low profile in Rajouri area upto 1994. But after 1995 when the ISI realized that they will not get success in the Valley, they directed the militants for operation in Rajouri-Poonch area also. The main organisations operating in this area were Lashkar-e-Toiba, Hizbul Mujahidin, Peer Panchal Regiment, Harqat-ul-Ansar and Jesh-e-Mohammad. 90 percent militants operating in Rajouri area belong to either Pakistan or Afghanistan and other countries. They moved in a group of 5-7 along with sophisticated weapons in inaccessible areas and they took shelters in the houses which are located near the forests and beyond the range of the belt forces. They harassed the people, took meals in their houses and often used the innocent people for their protection also. They struck on the forces as well as the in-habitants. From 1995 to 2K, 520 militants have

been-killed, 55 surrendered and 282 arrested. On the other hand, these militant groups have killed 212 innocent people in the villages. They struck in minority populated villages like Sawari, Kotedhara and Baljaralan to create terror among the minorities so that they may vacate the country-side. On the other hand, they have killed large number of innocent Muslims in the villages blaming that they are informers. 22 persons have been beheaded and killed brutally in these incidents. Due to their inhuman acts, the people of this area have started hating them and now they are passing all available informations to the forces regarding the presence of militants in their areas. Therefore, forces are striking on their objects due to which, 60 percent of the militants operating in Rajouri area have been killed and the rest are on the run. Rajouri District is comprised of 381 villages (377 are inhabited villages) out of which 157 villages are dominated by Hindu population while 228 villages are dominated by Muslim and 2 villages are dominated by Sikh population. Among Muslim community, 123 villages are dominated by the Pahari population while 95 villages are dominated by the Gujjars and Bakerwals. The total population of the District is 3.96 lacs as per the DISNIC survey conducted during 1995. The Hindu Muslim ratio is 59:41 respectively. Among Hindus, Kalakote area and some villages of Budhal are dominated by Rajputs while Nowshera and Sunderbani area is dominated by the Brahmins. There is also concentration of schedule caste in Nowshera and Sunderbani area. Among Muslims, Budhal Block is dominated by the Gujjar and Bakerwal population while Manjakote and Rajouri are dominated by the Paharies. Darhal block is comprised of Gujjars, Bakerwals, Paharies while Kashmiri Muslims are also inhabiting in Thannamandi, Behrote and proper Rajouri. Rajouri town is comprised of mixed population. Mostly traders are residing in the city. Among Hindu traders, Guptas are dominating while Kashmiri Muslims are dominating the Muslim traders in the town. District Rajouri is located on the foot hills of Panchal range, which is bifurcating the Valley of Kashmir in the Northern side
while Line of Actual Control is passing through the Southern and South Western Side of the District. The Eastern side of the District is touching the main Peer Panchal belt. It starts from BG Sangiote (Manjakote) and goes towards Prithpaul Range, Peer Kalewa Range, Kopra Gali, Chamrear Gali, Rattan Peer in Thanna area, Kuthgali in Darhal area, Kandi, Budhal and then goes upto Kanthol of Koteranka Tehsil. Most of the area is cut off, inaccessible, mountainous and very meager infrastructural facilities are available. Therefore, this area has remained a den for the foreign mercenaries because there is no proper road link. The track opposite side from Rattan Peer to Budhal pass is known as Girjan Valley. The altitude of the Girjan Valley is ranging from 8000-13000 feet and spread over 45 kms in length and 22 kms in breadth. This track is having no usual habitation. Only shepherds and tribesmen in search of grass for their cattle sheep and goats reach this area in summer season for six months. The area is comprised of forests, Dhokes, Margs and pastures. The important Dhokes in this area are Girjan, Panjtari, Khuan, Kafar Kattha, Kuthgali etc. No road linkage or other infrastructure is available and this area is totally cut off. This track is also touching the upper reaches of Kashmir valley, therefore, most of the foreign mercenaries are camping in this area along with Hill Kaka region and from this very track, they operate in Rajouri, Poonch and Kashmir. This snow bound area remained uninhabited during winter season. In the beginning of summer, Gujjar, Bakerwal and Pahari people of Rajouri and Poonch starts pouring in from 15th of March onward. The tribal caravans alongwith their cattle, goat, sheep, horses, luggage and family members reach these areas and remain there for six months. Only Muslim families migrate in this track. Majority of them belongs to Gujjar and Bakerwal families of this district. These people are having their own historical, cultural and linguistic heritage. They live in small Dharas in number of odds i.e. in one rectangle room with frontal side opened, the frontal side of the Dharas stands on the wooden pillars. They also keep their cattle in these Dharas. The life in these small Dharas is
very natural. Majority of habitants is illiterate, poor and backward. No road linkage is available. Other infrastructures like schools and health centres are also not existing. Government had tried to create Mobile Schools and Health Centres, but these could not be successful. In Rajouri District, there were 36 mobile schools and 2 health centres which were moving with the population in Dhokes and Margs. But this scheme has also not shown satisfactory results. Presently these schools and health institutions have become stationary. On the other hand, the people residing in this area has to travel miles together to get grocery items, medicines, fodder and cloths etc. The only source of their livelihood is based on milk, ghee and mutton apart from some agricultural products. In the beginning of September, these families start coming back to their native villages. Their houses are known as kothas which are constructed in the villages. Such families from Manjakote, Thanna, Darhal and Budhal migrate in Dhokes and Margs. But the scattered Bakerwal population from Kalakote, Lamberi and Sunderbani also goes to Dhokes in summer season which are mostly located in Girjan Valley and upper reaches of Peer Kalewa, Dehra Galli, Rattan Peer, Kuthgali and mountain tops of Budhal area. Previously, armed forces were not deployed in these areas. Therefore, militants made their hideouts and started operation from this belt. Manjakote and Thannamandi areas are Muslim dominated blocks. Militancy activities in these area remained in low profile except North side of Sukh Tao in Ghambir Mughlan area and Southern side of Sailani Nallah like Rajdhani, Dodasan Bala etc. The developmental activities are also visible in this area. The population is having more education than the upper reaches of Rajouri district. The security network is also effective. Administrative control is effectively prevailing. In recent past, number of encounters have taken place in Manjakote and Ghambir Mughlan area with the militants. The militants who come from across the Line of Control and pass through Kangagali route are eliminated in this area. (To be Continued.........)

he Indian dairy sector has acquired substantial growth momentum from 9th Plan onwards as a result of which the country now ranks first among the world's milk producing nations, achieving an annual output of about 130 million tonnes. This represents sustained growth in the availability of milk and milk products for our growing population. Dairying has become an important secondary source of income for millions of rural families and has assumed the most important role in providing employment and income generating opportunities particularly for marginal and women farmers. The per capita availability of the milk has reached a level of 290 grams per day by the year 2012, which is more than the world average of 284 grams per day. Most of the milk in the country is produced by small, marginal farmers and landless labourers. About 14.78 million farmers have been brought under the ambit of 1,48,965 village level dairy corporative societies up to March 2012. Farmers of marginal, small and semi-medium operational holdings (area less than 4 ha) own about 87.7% of the livestock. India is endowed with the largest livestock population in the world. It accounts for about 57.3 per cent of the world's buffalo population and 14.7 per cent of the cattle population. Animal husbandry and dairying play an important role in national economy and in socio-economic development of the country. These activities play a significant role in generating gainful employment in the rural areas, particularly among the landless, small and marginal farmers and women, besides providing cheap and nutritious food. Livestock are the best insurance for farmers against vagaries of nature like drought and other natural calamities. Several measures have been initiated by the Government to increase the productivity of milch animals, which
has resulted in increasing the milk production significantly. National Dairy Plan In order to meet the rapidly growing demand for milk with a focus to improve milch animal productivity and increase milk production, the Government has also approved National Dairy Plan Phase1(NDP-1) in February, 2012 with a total investment of about Rs. 2242 crore to be

neurs, group of unorganized and organized sector are eligible to benefit under this. Group of organized sector includes self-help groups, dairy cooperative societies; district level Milk Unions, State Milk Federation, etc. Since inception, NABARD has disbursed an amount of Rs.251.20 crore to the beneficiaries for sanctioning 62,046 dairy units upto 31st December, 2012. Further, the Government has released an amount of Rs.140 crore to NABARD during 2012-13 for the implementation of the scheme, out of which NABARD has released back ended capital subsidy of Rs.127.13 crore for establishment of 32,749 dairy units upto 31-12-2012. Assistance to Cooperatives This Scheme was started during the year 1999-2000, with the objective to rehabilitate the sick dairy Cooperative Milk Union at the district level and Milk Federations at the State level. The Scheme is being implemented on 50:50 sharing basis between the Government and the State Government concerned through NDDB. The rehabilitation plan is prepared by National Dairy Development Board (NDDB) in consultation with the concerned State Milk Federation/ District Milk Union. Each rehabilitation plan is prepared in such a manner that the net worth of the sick Cooperative will become positive within a period of seven years from the date of its approval. Since inception, the Department has approved 42 rehabilitation projects for the sick Milk Unions at a total cost of Rs. 310.91 crore with the Central share of Rs. 155.64 crore upto 31-12-2012 in the States of Madhya Pradesh, Chattisgarh, Haryana, Karnataka, Uttar Pradesh, Kerala, Maharashtra, Assam Nagaland, Punjab, West Bengal and Tamil Nadu. A total sum of Rs. 120.64 crore as central share has been released to the sick Cooperative Milk Unions.

There are several myths your parents and friends will tell you, but are they scientifically true? We blow the cover of ten most common food myths that you have heard so often. Food Myth: Fat free food is calorie free You can eat as much fat free food as you want. But will it help you slim down? Well not really, if you are trying to lose weight, try burning calories or consume fewer calories. Nutritionist, Mansi Belani from Evolve Medspa cautions: "A low calorie diet works on the simple principle that calories in terms of energy give us fuel for the day-today activities. If you reduce calories less than the body requires it will burn fats (at initial stage) to replace them. If you are eating fewer calories, than your body needs to burn fat." Food Myth: Eat lots of protein to build muscles Our strength and conditioning coach Arnav Sarkar says that protein consumption levels 'depend on the size of the per-
son and the intensity of his or her training. In general I would recommend 1 gram per kg (of the person's weight) to be a good place to start.' But those engaged in intensive training need to increase their protein intake. 'The most that it'll increase to will be 1.2 or 2 grams for each kilo that you weigh - but do note that this cannot be self prescribed.' On the flip side, the notion that extra protien will help you muscle up even though you only workout at low intensity 3-4 times a day, while leading an otherwise sedentary life, is wrong. Food Myth: Excess intake of salt increases high blood pressure When you have high blood pressure you are sensitive to salt, that's when you should reduce the intake of salt. But the best component to fight BP is potassium; it has a high chance to reduce high blood pressure. Food Myth: As long as the fast food is 'basically' healthy, it's ok. No one is immune to fast food. Even if you opt for a salad, thinking it is a healthy option you might be wrong. These salads are usually high in salt and rich in fat content. Daily essentials Rushina explains that your daily breakfast should include foods from at least three of the four food groups. When combined, this meal should make up about onequarter to one-third of your day's total nutrients. Bhatkal, who co-founded Indian Mujahideen (IM) in 2008 along with brother Riaz, is also wanted in the German Bakery bomb blast in Pune on February 13, 2010, that left 17 people dead. Ravindra Jadeja, Virat Kohli hold fort for India in ICC ODI rankings Agencies Ravindra Jadeja continued to jointly top the bowlers’ list, while Virat Kohli was the highest-ranked Indian batsman at fourth in the latest ICC ODI rankings issued today. Indian skipper Mahendra Singh Dhoni was unchanged at seventh in the batsmen’s list followed by Suresh Raina at a distant joint 16th. In the bowling chart, R Ashwin and Bhuvneshwar Kumar held on to their 18th and joint 20th position respectively. Jointly heading the list with West Indian Sunil Narine, Jadeja, however, slipped a rung to fourth in the all-rounder’s list. SA tour in balance at Dubai meeting Agencies Sometime over the next couple of days Haroon Lorgat, the Cricket South Africa (CSA) chief executive, and Sanjay Patel, the BCCI secretary, will meet in Dubai on the sidelines of the ICC chief executives’ conference. For a meeting that exists almost under the radar - there is no publicised date or time or even agenda - it has immense significance for cricket, not merely in South Africa and India, but potentially the global cricket community. At stake is India’s tour of South Africa, scheduled for the end of this year; it is the headline series in CSA’s calendar, worth approximately $15 million to the board. There is one catch: India’s tour may not take place at all - or may do so in such a curtailed manner as to be almost meaningless. In Dubai, Lorgat will attempt to convince Patel that the tour should go ahead. If he succeeds - and he will need a potent game-changer to do so - it will count as one of his biggest successes as
administrator; if he doesn’t, and the tour is called off, it might undermine his own position at CSA. There are no clear reasons why India’s historically close relations with South Africa went belly-up in a matter of months to the point where not only is this tour under threat but also CSA’s stake in the lucrative Champions League T20. However, there are several well-known irritants that have been at play - an errant tour schedule, a letter of reference, elements of the BCCI’s own internal politics - and, unfairly or otherwise, most have to do with Lorgat’s appointment as CSA chief executive. This is also a story of staggering naiveté on the part of CSA in antagonis-
ing an old but prickly friend - and of similarly staggering arrogance on the part of the BCCI in indulging in what can only be called bullying, without much care for the conventions and niceties of the cricket world. The BCCI’s view on Lorgat is well known and its concerns over him being appointed chief executive have been admitted to on record by CSA - an amazing display of realpolitik given it was purely a matter for CSA to decide on. The antipathy goes back to Lorgat’s time as chief executive of the ICC, when he backed the DRS and commissioned the Woolf Governance Review Commission, both of which India was opposed to in sum or in part. The BCCI viewed Lorgat as a provocateur.
