NC calls end for experiments in JK, asks GoI to punish killers Srinagar, Sep 18: The ruling National conference has come down heavily on the government of India’s Rupees 1000 crore proposal for engaging youth in various sports activities to curb stone pelting by stating that it is time to end experiments in Kashmir and to start serious dialogue to resolve the issue.“We may disagree with the stone pelting and protests but the fact remains that there is a sentiment behind the stone pelting and protests which needs to be addressed. If the Government of India is sincere towards the Kashmir issue then they should start serious dialogue to address the issue,” senior National conference leader and Member Parliament Mehboob Baig told KNS.“We welcome the proposal but until and unless the core issue is not resolved all these packages cannot win the hearts of angry people. Eye witness told KNS “Large number of police and CRPF personnel had cordoned the area around Geelani’s residence on Wednesday morning. Everybody was being questioned while travelling on the airport road near Hyderpora Chowk. Police and paramilitary had cordoned the whole area and nobody was allowed to move towards Geelani’s residence, “he said. The road leading to the UN office was also sealed by the police, and traffic was diverted through other routes. In the whole city, extra numbers of police and CRPF men were deployed to foil any attempt of the people to assemble.

Other speakers said that CRPF camp is still existing in Shopian and the claims made by the Government in this regard are totally false. “It is irony that mourners are not being allowed to mourn peacefully,” they said. Meanwhile, lawyers from Bar Association Pulwama also held protest demonstrations in Press Enclave Srinagar against Shopian killings. They were carrying placards seeking justice for the families of victims. They were arrested by police and lodged in Police Station Khoti-Bagh. Inaugurating two day Kashmir Heritage Exhibition in Lal Mandi on the bank of river Jehlum here, the Chief Minister said that the artists, craftsman, calligraphists, painters, artisans, musicians, writers, poets and scholars have depicted State’s cultural diversity living in unity, beautifully through their skill and craftsmanship. Omar Abdullah said that the items of art, craft, costume, musical instruments, Manuscripts, archaeology, images, paintings, household items, photographs and other memorabilia placed in the exhibition organized by J&K Cultural Academy in association with Departments of Archives, Handicrafts and NGOs, are taking a viewer back to earlier periods of history and narrate the status of people in various fields of art and literature. t is said that there are no permanent friends or foes in politics and everything depends on the convenience of the political parties who have different interests at different times. If we go by the coalitions at the central level we can find that yesterdays foes are today's friends and today's friends are tomorrow's foes. There was a time when Mamta was an important ally of the UPA and Janta Dal led by Sharad Yadav was ruling the roast in NDA. But with the time all of them fell apart and are in search of new partners so that there political interests are well protected. Similarly, in the states several coalition governments initially thrived well but after sometime different parties adopted different ways and selected new allies. National Conference was also once an important partner in the NDA government and the present Chief Minister Omer Abdullah was holding the charge of Min. of State for External Affairs. Now the party is with UPA at the centre and sharing power with Congress at the state. However the recent developments and criticism both the parties indulged in against each other has brought them at the edge of parting company. the statement of the senior congress leader and union health minister Gh. Nabi Azad in Leh has generated a new debate because recently the chief minister Omer Abdullah had indicated that the coalition and future alliance with congress will go on. however, Mr. Azad's statement that the party can even exercise the option of having coalition with PDP to keep the BJP at bay is indicative of the fact that congress has not closed any channel and has not finalized its strategy regarding pre-poll or post poll alliance. The statement has also sounded alarming bells for National Conference which according to political observers is on a weak turf because of its performance which they say has not been found according to the expectations. These observer's cite the failure of NC lead government viz a viz tackling of unemployment problem, the nonimplementation or poor implementation of developmental schemes, erratic power supply, failures' in maintaining law and order and sustenance of peace process, increasing corruption and the recent happenings in Kishtiwar, Ramban and Shopian as major setbacks. The NC government has still a year and a half to go and if really wants to improve its poll fortunes, it should go all out to improve its sagging image.

K.D Maini The militants after crossing Kangagali pass through Thandikassi and lead towards Ghambir Mughlan, Kopra Kazian and then towards Rattan Peer belt of mountains. But in this very area on the tip of local people more than 60% militants crossing the Line of Control were killed during recent encounters. During recent past, number of people of this area have gone to Gulf Countries especially in Saudi Arabia and Therefore, huge money has been pumped in these villages. The Government has also provided employment opportunities to skilled and unskilled persons and services to the educated youths. At least one family member is employed either in state Govt, or in belt forces. Due to decentralization of district plan, almost all these villages are getting proper share of funds and facilities like power supplies, water supplies, schools, health institutions, training centres. Old-age pensions are also being provided to the public. Under Special Central Assistance to Tribal SubPlan (SCA to TSP), Border Area Development Programme (BADP), District Plan and Centrally Sponsored Schemes (CSS), the public is getting full benefits of these schemes. Kalakote area is having hilly and cut off terrain. Most of the villages are scattered. There are 68 villages in the tehsil of which 37 villages are dominated by Hindu population and 31 villages are dominated by Muslim population. The Gujjar and Bakerwals are dominating in 13 villages while 55 villages are dominated by the Pahari people comprising of Hindus, Hindu-Rajputs, Brahmins and scheduled castes while the Muslim population is comprised of Rajputs, Jarals, Maliks, Qureshis apart from Gujjar and Bakerwal tribes. Most of the area is educationally backward. No doubt that Thermal Power Project was started about 30 years back but later on it was also closed as the quality of coal for this station was not suitable. Initially Kalakote was a part of Nowshera tehsil but for speedy development of the area, new Kalakote tehsil was created. There was no militancy in this area in previous years because the militant groups who were crossing the Line of

Actual control from Veer Badreshawar side moved towards Chingus, Kesar Gala, Sialsui, Tattapani and then they were left for Doda area and the Kalakote track was used by them as a route for going towards Doda, Udhampur and Gool Gulabgarh side. But recently, militants have started their activities in Kalakote area also. Number of encounters have taken place in Kesar Gala and Tattapani area and more than 50 dreaded terrorists have been killed in this belt. The security arrangements have been tightened but due to the scatted nature of the houses in cut off areas, there is apprehension of strike by militants on the innocent people. Sunderbani is the smallest tehsil comprising of 42 villages. All these villages are dominated by Hindu population. However, scattered Muslim population including Gujjars and Bakerwals are also available in the Tehsil. Mostly Bakerwals are residing in scattered manner who migrate to the Dhokes and Margs in search of pastures in summer season. Most of the villages are connected with the roads. Other infrastructure is also available and functional. People are well aware about the developmental process and they are getting full benefits of the schemes. Militants could not establish their hideouts in this area. However, some incidents do occur in Sunderbani also because some groups of militants continue to cross Line of Actual Control through Meenka Mahadev area and after passing Lamberi and Kalakote, they move towards Doda and Udhampur Districts. Nowshera tehsil is comprised of 53 villages. Out of which 40 villages are dominated by Hindu population, 11 by Muslims population and 2 by Sikh population. Nowshera is a prosperous tehsil of Rajouri district. People are engaged in developmental activities. Most of the area is connected with roads and other infrastructural facilities are also available. Army is also having their own road network and liaison with the public. Most of the area of Nowshera Tehsil remained free from militancy activities. Rajouri town is situated on the conflence of Sukh Tao and Sailani Nallah. The town is comprised of 10 wards, 2800 houses and about 1200 shops apart from 120

Industrial units. The town is having one Gurudwara seven temples and eight mosques apart from one Id Gah, Dushera Ground and three Ziarats. Except Ward No. 10, the other wards are dominated by the Hindu population. There are only 19 Sikh families residing in the town. Total population of the town is 15274 souls out of which 9847 are Hindus, 5142 Muslims and 285 are Sikhs. Among Hindus, more than 70% population belongs to business community while the remaining are either employed or agriculturalist. Most of the Muslim families of the town are also having their own business, ventures and industrial units. Muslim population of the town is dominated by the Kashmiris apart from Jarals, Malyars, Maliks, Gujjar and Bakerwals. Kashmiris are comprised of Wanis, Bhats, Dars etc. This is well established community. No doubt that both Hindus and Muslims are having cordial relation with each other, they are nationalists and patriotic but they need to have more faith in each other. The origin of this disconfidence and rivalry can be traced from the history because in 1194 AD, last Hindu Raja Amna Paul was killed by Noor-ud-din alias Neel Sinha and after killing the family members of Amna Paul, he became the Ruler. This had hurt the sentiments of Hindus. Noor-ud-din and his descendents, governed the principality upto 26th October, 1846. During their rule, secular traditions remained prevalant in the principality. But in 1846 AD when Maharaj a Gulab Singh purchased J&K State from the Britishers on 15th March, 1846 with Rs.75.00 lacs, Rajouri principality also came under his occupation. But the last Jaral Raja Raheem Ullah Khan refused to hand over the principality to Raja Gulab Singh. Then Maharaja Gulab Singh reached Rajouri with his forces and compelled Raja Raheem Ullah Khan to vacate the principality. This way, Raja Raheem Ullah Khan and his kith and kins were excommunicated from the principality. All the prominent people of the area belonging to Jaral sect were directed to vacate the principality. In these circumstances, Raheem Ullah and others left Rajouri. This incident had hurt the sentiments of the majority people and

they tried to fight against Maharaja to regain their past glory. In 1914 and 1932, people revolted against Dogra rulers. Number of times they remained targeting the Hindu business community who migrated from most of the villages in Rajouri District during Dogra rule and were exploiting the innocent people. Most of the houses of business community in country side were burnt and they were compelled to take shelter in Rajouri town. This too had developed differences between the two communities in the town. During the happenings of 1947, when Rajouri town was captured by the infiltrators on 13th November, 1947, thousands of minority people were killed by the infiltrators. After liberation of Rajouri town on 13th April, 1948 by the Indian Army, the minority people again came back to Rajouri and re-established themselves mostly in Rajouri town. But their hatred remained unbeaten because number of their kith and kins were slaughtered during the happenings of 1947. The wounds among the minority are the root causes of the repeated disturbances. This hatred resulted a number of riots and incidents which continue occurring in Rajouri town from time to time on one plea or the other. Both the communities are vibrant and intolerant and so sensitive that even on some minor issues, they create law and order problem and curfew has to be imposed for days together. There is need of removing this mistrust among the community. This can be done by the well reputed secular and noncontroversial volunteers/ organisations only apart from the efforts of District administration. There is no social injustice among the people. The people are enjoying equal rights. They are getting proportionate shares among employment, business and industries. But unemployment problem is very common among all the ethnic sects of Rajouri. There is no industrial environment. Business is only in few hands. On the other hand due to eradication of illiteracy among the masses from rural areas, thousands of unemployed educated youths are pouring in the lists of unemployed persons every year. Investment Opportunities for NRIs in India

he Government has taken various steps to promote investments by Indians living abroad, in India. The Government plays a pivotal role in investment promotion, through dissemination of information on the investment climate and opportunities in India and by advising prospective investors including the Non-Resident Indians (NRIs) about the investment policies and procedures and opportunities.For the purpose of investments in India, it should be known that a NRI is a person residing outside India, but who is a citizen of India or is a Person of Indian Origin. A Person of Indian Origin is one who or whose ancestors was an Indian national and who is presently h o l d i n g a n y o t h e r c o u n t r y ’s citizenship/nationality. The Government has a liberal and transparent policy for Foreign Direct Investment, including investments from NRIs, wherein most of the sectors are open to FDI under the automatic route. NRIs can make investment in India under various schedules of Foreign Exchange Management (Issue or Transfer of Security by a Person Resident outside India) Regulations, 2000 as amended from time to time. Investment under FDI Scheme contained in Schedule 1 of these Regulations, permits 100 per cent NRI investments, under the automatic route, in the sector of townships, housing, built-up infrastructure and constructiondevelopment projects (which include, but are not restricted to, housing, commercial premises, hotels, resorts, hospitals, educational institutions, recreational facilities, city and regional level infrastructure), without the conditionalities attached to FDI in such projects. ‘Chewing betel leaf may help fight cancer’

Chewing ‘paan’ or betel leaf could help fight a form of bone marrow cancer, a group of Indian researchers say. A molecule derived from betel leaf may be beneficial to patients suffering from a cancer in which the bone marrow makes too many white blood cells and the body refuses to respond to common drugs, said a study by scientists in Kolkata and Mumbai. An alcoholic extract of the betel leaves helps patients suffering from chronic myeloid leukaemia (CML) -- the most common form of leukaemia in adults in India -- holding out hope of improved treatment. The research was carried out by the Indian Institute of Chemical Biology (IICB), the Institute of Haematology and Transfusion Medicine, Kolkata, and Piramal Life Sciences, Mumbai. “We have conducted a study and seen that the compound hydroxychavicol

(HCH) is the major component of the alcoholic extract of the betel leaves and it might contribute, at least in part, to the observed antiCML activity of the leaf extract,” Santu Bandyopadhyay of the department of Cancer Biology and Inflammatory Disorders at IICB, an institute under the Council of Scientific and Industrial Research, told us. The research was based on a 2011 report in journal Frontiers in Bioscience (Elite Edition). According to the study, published this year in the Cancer Science journal - the official journal of the Japanese Cancer Association - HCH and its analogues not only induced killing of the cancerous CML cells but also led to the death of the drug-resistant cancer cells with minimal harm to normal human peripheral blood mononuclear cells (PBMC). PBMC are blood cells that are an important component of the immune sys-

tem. CML is principally an adult disease with a yearly incidence of one in 100,000 in India. Men are affected more often than women. The slow-progressing blood and bone marrow disease usually occurs during or after the middle age, and rarely occurs in children. The leukaemia cells can build up in the blood and bone marrow. So there is less room for healthy white blood cells, red blood cells and platelets. When this happens, infection, anaemia or easy bleeding may occur. So far, the drug imatinib has been used successfully to treat CML, but mutations have made the leukaemic cells unresponsive to the medicine. None of the available approved drugs has been effective in dodging the responsible mutation - called T315I. According to the report in Frontiers in Bioscience (Elite Edition), the alcoholic extract of paan leaves causes the imatinib-resistant cells to undergo a self-destructive process called apoptosis. Cutting out on consumption of red and processed meat consumption would not only prompt a fall in chronic diseases, but our carbon footprint would shrink by 28 million tonnes a year, a study suggests. Food and drink accounts for a third of all greenhouse gas emissions attributable to UK consumers, with livestock farming accounting for around half of this proportion, owing to the large quantity of cereals and soy imported for animal feed. Even when imported foods are taken out of the equation, the government's 2050 target for an 80 percent cut in the UK's carbon footprint will be "unattainable" without a substantial reduction in greenhouse gas emissions from livestock farming, the authors, citing the Committee on Climate Change, said. Previously published evidence shows that the risks of coronary heart disease, type 2 diabetes, and bowel cancer rise by 42 per cent, 19 per cent, and 18 per cent respectively, with every additional 50 grams of red and processed meat eaten daily. The authors used responses to the 2000-2001 British National Diet and Nutrition Survey to estimate

red and processed meat intake across the UK population and published data from life cycle analyses to quantify average greenhouse gas emissions for 45 different food categories. They then devised a feasible "counterfactual" alternative, based on a doubling of the proportion of survey respondents who said they were vegetarian—to 4.7 per cent of men and 12.3 per cent of women—and the remainder adopting the same diet as those in the bottom fifth of red and processed meat consumption. According to the survey, those in the top five of consumption list, ate 2.5 times as much as those in the bottom fifth. Therefore, adopting the diet of those eating the least red and processed

meat would mean cutting average consumption from 91 to 53 grams a day for men and from 54 to 30 grams for women. The calculations showed that this would significantly cut the risk of coronary artery disease, diabetes, and bowel cancer by between 3 and 12 per cent across the population as a whole. According to a new study by UCLA researchers, eating 75 grams of walnuts a day improves the vitality, motility, and morphology of sperm in healthy men aged 21 to 35. Dr. Wendie Robbins and her colleagues at the University of California, Los Angeles decided to investigate whether increasing polyunsaturated fatty acids (PUFAs), which are critical for sperm maturation and membrane function, would increase sperm quality in men consuming a Western-style diet. The best sources of dietary PUFAs in a Western-style diet include fish and fish oil supplements, flax seed, and walnuts, the latter of which are rich sources of alpha-linolenic acid (ALA), a natural plant source of omega-3. With support by the California Walnut Commission, Dr. Robbins' team selected 117 healthy men between the ages of 21 and 35 who ate a Western-style diet and split them into two groups: one (58 men) who would avoid eating tree nuts and another (59 men) who would eat 75 grams of walnuts per day. Previous studies had indicated that 75 grams of walnuts would be a dose at which blood lipid levels would change, but at which healthy young men would

not gain weight. Before the experiment began and then again 12 weeks later, the men's semen quality was analyzed according to conventional parameters of male fertility, including sperm concentration, vitality, motility, morphology, and chromosome abnormalities. After 12 weeks, the team found no significant changes in body-mass index, body weight, or activity level in either group. The men consuming walnuts, however, had significantly increased levels of omega-6 and omega-3 (ALA) fatty acids and experienced improvement

in sperm vitality, motility, and morphology. Those eating walnuts also had fewer chromosomal abnormalities in their sperm following the walnut dietary intervention. The control group, on the other hand, experienced no changes. Although this research indicates that eating 75 grams of walnuts per day can positively affect a young man's sperm quality, it is still unknown whether the benefits would apply to young men with fertility problems and whether they would actually translate into increased fertility.

The number of reviews available for a team in a Test innings will be topped-up to two after 80 overs in an innings. The system will be trialed from October 1, 2013 in all Tests where the Decision Review System (DRS) is available, the ICC announced on Wednesday in Dubai after its Chief Executives’ Meeting (CEC). Currently, a team is allowed up to two unsuccessful reviews for the entire duration of the innings. Under the new system, it will have two reviews - irrespective of how many it has used up - after the 80th over of the same innings. The other notable decision taken at the meeting centered around ODI playing conditions. The ICC has retained - after hearing arguments from both sides - the rule stipulating two new balls to be used from either end but, for an ODI reduced to 25 overs or less at the start of an innings, only one new ball will be used per innings. This will also come into effect from October 1, 2013. The special CBI court on Wednesday heard arguments from the lawyers of both Jaganmohan Reddy and the CBI. The investigating agency opposed the bail plea on the ground that since Jaganmohan Reddy is a member of parliament and a powerful politician, he could influence the witnesses if released on bail. The CBI, in its counter to the bail petition, informed the court that it completed the probe in the case within the four months given by the Supreme Court and that the trial would commence

soon. The federal agency also told the trial court that the Supreme Court did not say that the accused may be granted bail after four months. MUZAFFARNAGAR/LUCKNOW: A local court on Wednesday issued arrest warrants against a BSP MP, BJP and BSP MLAs, besides several politicians and senior community leaders for allegedly inciting violence through inflammatory speeches here even as some of the accused politicians denied any role in instigating violence. The arrest warrants have been issued against 16 politicians and community leaders including BSP MP Qadir Rana, BJP MLAs Sangeet Som and Bhartendu Singh, BSP MLAs Noor Saleem and Maulana Jameel, Congress leader Saeeduzaman and BKU chief Naresh Tikait, police said. At least two of the accused leaders appeared on television channels on Wednesday and denied any role in inciting violence. BSP MLA Noor Saleem Rana denied that he instigated the mob and said he is ready to face investigations. "I am ready to go to jail if I am proved guilty after probe," he told in an interview to Times Now. Another accused MLA from the BJP Sangeet Som also denied the charges levelled by the cops. "I was not hiding, I was in my constituency," Som said in an interview. Police have said action will be taken against guilty politicians after the probe is over. Action will be taken against them in two days, senior superintendent of police Praveen Kumar said. "We have arrested three to four politicians ... we have collected some evidence ... some more evidence is to be collected and very soon will be arrested ... whoever is guilty will be arrested in two days ... this is subject to investigation," he said. They are wanted for violating prohibitory orders and provoking communal tension by inflammatory speeches in different meetings (mahapanchayats) in the district, police said. India for speedy rollout of G-20 decisions Concerned over the unwillingness of developed economies to push IMF quota reforms, Finance Minister P. Chidambaram on Wednesday said the decisions of the G-20 meeting should be implemented expeditiously to ensure credibility of the organisation.“Most advanced countries have now clearly indicated their unwillingness to move ahead on International Financial Institutions (IMF, World Bank) governance and capital reform. This has hampered the credibility of G20 and makes it difficult to progress on other issues as well,” he said at an ICRIER event here.The Minister said to be able to play a meaningful role in the global governance, the G-20 agenda should be sharper and focused only on those issues on which it can make a distinctive contribution, particularly, on economic and financial matters.“Finally it is important to ensure that the decisions taken in G20 meetings are carried forward expeditiously,” he said.“In the backdrop of the upcoming WTO ministerial in Bali in December 2013, G20 leaders have called on all WTO members to show flexibility so as to achieve a successful conclusion in Bali,” he said.

Nilekani’s UID project had faced several bureaucratic challenges, from sections of the Planning Commission as well as the home ministry.
