Cop attacked, his scooter set on fire in Old city Srinagar, July 18: A policeman was injured seriously after being thrashed by a group of youth at Nowhatta in Old City of Srinagar district. The youth also set ablze the policeman’s scooter. Reports reaching GNS said that a group of anti-Israeli protesters stopped the person on scooter and later checked his pockets. Baltal virtually turned Base camp into a battle field. The charge was denied by the CRPF official who said that CRPF protected the lives of people and it were they who brought the situation under control. Reports said that while watching their tents in blaze, locals attacked community kitchens and set at least six of them on fire. The gas cylinders present in these kitchens exploded with big bangs, creating panic in the Base Camp. Eyewitnesses told CNS that top police and CRPF officials including IGP Abdul Gani Mir, DIG central Kashmir Afhadul Mujtaba, IG CRPF and others arrived on spot in a chopper to assess the situation. As the chopper made its ground, locals resorted to heavy stone-pelting while, CRPF fired scores of shots in air. Eyewitnesses further added that despite an attempt of Jammu and Kashmir police to control the visibly infuriated CRPF personnel, they set a Tata Mobile (JK16-4245) on fire. “Some policemen tried to save us from the wrath of CRPF personnel but they attacked them as well,” a pony owner said adding that CRPF personnel prevented Fire tenders to reach on spot to douse the fire. Authorities had pressed 18 fire tenders into service which managed to put out fire after struggling for hours together. Reports said that as the news about the arson in Baltal spread, traders in Sonamarg, Kulan and Kangan downed their shutters and staged a protest against the CRPF for instigating violence. Government Forces resorted to aerial firing at Kulan to disperse the protestors soon after Friday prayers. Kangan Traders Federation said that they will go for indefinite strike till guilty are not punished. A top police official told CNS on condition of anonymity that police arrested at least six persons for indulging in arson of tents. “The detainees include two CRPF personnel, two cooks and two officials of SASB,” he said adding that some of them were caught red handed in putting tents on fire. Eyewitnesses told CNS that a CRPF armoured vehicle allegedly stopped a police van carrying these arrested persons to Sonamarg near Nilgrath demanding their release. The detainees were reportedly taken back to Baltal Base Camp. Meanwhile, the local tent owners said that they suffered heavy losses due to the high handedness of CRPF personnel. “I lost my 20 tents and all the belongings that I had kept in them,” the owner of Tiger Hill Camping said. A police handout said that some minor squabble between some people in Baltal Yatra camp. “The situation was brought under control without any injuries to anyone. However some tents and a few Langars have caught fire. Police and Fire Service departments are on job to control the fire.” Inspector General of Police Abdul Gani Mir told CNS that it was a minor incident and the Yatra continued as usual. “All Yatri’s and locals are safe and the situation is under control,” he said adding that the presence of gas cylinders in tents took some time in controlling the fire. The Russian defence ministry said on Friday that a Ukrainian radar station of surface-to-air missiles was operating on the day the plane crashed. "On July 17, Russian radio-technical facilities recorded the operation of the Kupol radar station of the Buk-M1 system located near the settlement of Styla (30 kilometres, south of Donetsk)," the ministry said. Meanwhile, Malaysian Prime Minister Najib Razak on Friday demanded that perpetrators must swiftly be brought to justice. "This is a tragic day in what has already been a tragic year for Malaysia. The flight's passengers were from many nations but we are all united in grief." "The government of Malaysia is dispatching a special flight to Kiev, carrying a special Malaysia disaster assistance and rescue team, as well as a medical team," Najib said on Friday. Some protesters were injured during the clashes with one person reportedly receiving the bullet injury. He was later shifted to Srinagar hospital for treatment. According to a police statement issued to KNS, stray incidents of stone pelting were reported in the afternoon from Qaimoh, Wanpoh in Kulgam, Naid Khai, Sopore, Papchan, Bandipora and Nowhatta in Srinagar. “One person Amir Ahmad was injured at Wanpoh, he has been shifted to Srinagar Hospital where his condition is being reported to be stable, besides a lady Hasina was injured in Sopore she was shifted to the hospital.”

Police books trio in Pattan Pattan, July 18, : Police Thursday booked trio under section 307 (attempt to murder) of RPC in North Kashmir’s Palhalan area of Baramulla district. Police sources told CNS that scores of youth mostly students have been found indulging in stone-pelting in Palhalan area. Sources added that police is mulling to launch a crackdown on stonepelters in coming days. “We have so far arrested three youth and booked them under section 307, 148, 149, 336, 427 of RPC. These youth not only assaulted some policemen but also caused injuries to four cops,” a police official told CNS and identified the trio as Wasim Hasan Gojri (Pattan), Yasin Rehman (Malapora) and Tawseef Ahmed Malla of Palhalan. Meanwhile, family members of the detained youth told CNS that they are innocent and police picked them while they were playing volley ball. He said that department have provided Medical Mobile Unit vehicle equipped with XRay, Dental, Lab and Mini Theatre to the far-flung areas where no regular health facility is available and also provides free medicines to the people. Regarding emergency treatment, the Chief Medical Officer said that ambulance facility is also available in the District Hospital to the needy person who can call on No. 102 for the said service. The service provided free of cost to pregnant women and children upto 14 years.

Drug Abuse–A Holistic Approach D

rug abuse, also called substance abuse or chemical abuse, is a disorder that is characterized by a destructive pattern of using a substance that leads to significant problems or distress. Teens are increasingly engaging in prescription drug abuse, particularly narcotics (which are prescribed to relieve severe pain), and stimulant medications, which treat conditions like attention deficit disorder and narcolepsy. Long ago… Initially, drug users were look down upon as those lacking in moral values that accounted for this strange consumption (of the drug) and it was more often held that a person was not "man enough" to get away from addiction. It was first recognized to be a disease like any other, by Alcoholics Anonymous, who did pioneering work in this field as an organization, delving deep into the reasons why a person fell into and subsequently in short time lost control of himself on such usage. Dr. Jellinek's pathbreaking studies helped change the very orientation one hitherto had about these alcohol/drug users (abusers). Further with the advancement of neurophysiological science, more importantly after 1956, one came to the conclusion that drug abuse is a chronic disease, could trouble a person for his entire life and was ultimately, curable by proper treatment. The disease of addiction was thus much better understood than in the past. What was needed therefore, more than the sympathy towards such affected persons, a due recognition and systematic treatment appropriate for such cases. These could be akin to treating patients with other health problems like sugarcontrol or hyper-tension, to name a few. Types of Drugs Drugs drastically put to wrong use are brown sugar (its inferior version is heroin) cannabis (ganja, bangh and other such categories) and even alcohol which qualifies to fall under the drug category, for the reason that it is merely a chemical in liquid form that is used to give a "high". Even thinners usable with paints and other such common material could be called drugs. There could also be a case of drug abuse, where a medically prescribed item is consumed frequently, in increased

quantity and violates the prescribed amount. Persons recognize that this produces a sensation that "puts them up" and they therefore start using these constantly, not when it is actually needed as a medicine. WHO Reports The yearly report released by bodies like WHO normally indicates an increase/decrease in pattern of drug in use, wherein sometimes what could be more prevalent would be smoking heroin; at other times it could be injecting cannabis. All these are to be seen more as fluctuations in drug abuse, than anything else. There are many criteria to determine whether a person is addicted or not. These could range from physical warning signs, emotional signs to an abrupt or gradual change in the family dynamics that lead to marked changes in social behaviour. The person exhibits red and glazed eyes with poor eating and sleeping habits and may also show general lack of interest and become a victim of sudden mood changes. He may develop a strange secretiveness that keeps him away from the family. On the social side he would try to become a truant with an altogether negative attitude. But as a thumb rule it would be better if one stuck to repeated usages as a symptom, where the user is fully aware of the consequences and but is prevented by a strange inability to restrict or stop the consumption of the drug in terms of quantity, frequency and be inclined towards an insurmountable urge towards drug usage. Vulnerability Instead of looking at the causes for drug addiction per se', it is better to understand it as a vulnerability to addiction. That would a better term. Genetic make-up plays a vital part in forming this habit, the family and friends around a person may serve as a deterrent or cause further usage of the drug(s) thereby increasing the positive expectancy that is to be derived out of it. If there is tacit approval by those around him, then it is held as a normal habit. It is no more drug abuse ; it is only rightful "use". It is "taken" in its stride. Psycho-social factors, lack of coping skills, the mechanism of a backup of friends during immense emotional pain any or all these may be the causes for the

above-mentioned vulnerability. Withdrawal Symptoms Withdrawal symptoms create an uncomfortable feeling and will depend more on the drug which is consumed. The body and mind become restless, become more and more irritable, all parts of the body could be affected and there is pronounced sleep disturbance. It is similar to a pair of physical balances where one scale is at its extreme and what is strictly happening is a process of readjustment. If the patient goes back wanting to consume only a small quantity then the brain recalls the experiences it has had in the past and forces him to consume more and more till it provides complete satisfaction. This is a state that has to be completely avoided. It would be a reminder here that substitution of one drug by another is neither the solution nor the cure. Treatment Drug abuse, then is the disease of the body, the mind and the soul. Though treatment may begin medically but that alone is not enough and the patient would need an enormous amount of psychological help. If, a person gets cornered and conquered by an intake for three valium tablets, for instance, he should be taught and educated how to pass his time without these three. It requires long-term treatment, a change in lifestyle and the involvement of the family becomes cardinal in these kinds of treatments. Care should be taken to see that the patients dignity is preserved and he should always be respected. Prevention Prevention is a community process and not a one-time affair or a single day affair, of taking vows and the like. Instilling mere knowledge that drugs are bad alone may not also work. Developing of coping skills, learning to say a firm "no" to drugs even when repeatedly persuaded, a good support system, echoing the message against drug addiction repeatedly at different points of time, involving all sectors of the society are some of the preventive measures to be taken, all in a truly holistic manner, if results are to be seen. Government Initiatives The Union Ministry of Social Justice &

Empowerment, as the focal point for drug demand reduction programmes in the country, has been implementing the Scheme for Prohibition and Drug Abuse Prevention since the year 1985-86. As implementation of programmes for deaddiction and rehabilitation of drug addicts require sustained and committed/involved effort with a great degree of flexibility and innovation, a Statecommunity (voluntary) partnership appears to be particularly strong mechanism for service delivery. Accordingly, under the Scheme, while major portion of the cost of services is borne by the Government, the voluntary organisations provide actual services through the Counselling and Awareness Centres; Deaddiction cum Rehabilitation Centres, Deaddiction Camps, and Awareness Programmes. The Ministry is assisting 361 voluntary organisations for maintaining 376 De-addiction-cumRehabilitation Centres and 68 Counselling and Awareness Centres all over the country. The basic objective in creating facilities for treatment, at Centres run through voluntary organisations, is to ensure that the support of the family and the community is mobilized to the maximum. To facilitate the medical treatment of hard-core addicts who require intensive long-term medical attention, 100 De-addiction Centres are being run in Government hospitals/Primary Health Centres, etc. The initiatives from the Government include maintaining of Quality Assurance and Minimum Standards ensured by developing a Manual of Minimum Standards of Services, Professional Manpower Development where National Centre for Drug Abuse Prevention (NCDAP) as an apex institution has the necessary mandate for training, research and development in the drug sector and Focused Interventions for Vulnerable Targets where The Workplace Prevention Programme (WPP), a collaborative effort of the Government, ILO, NGOs and corporate sector has come up as a result. This collaboration has led to the formation of an effective group of various stakeholders, known as ARMADA, the Association of Resource Managers against Alcohol and Drug Abuse.

Caracal-Mysterious Cat

ertain species are very hard to find like the snow leopard and the red panda that live in the high reaches of the Himalayan Mountains and in the rain forests. But, this is not so with the Caracal because it resides in the easily approachable main lands of India, some are also the main tourism hubs of India such as Ranthambhore and Sariska. Yet, to sight this mysterious cat is not easy. Caracals are small cats, but are amongst the heaviest of all small cats, as well as the fastest. Males typically weigh about 13-18 kg (28-40 1bs), while females are smaller. The Caracal is 65 cm in length (about 2 ft), plus 30 cm tail (about 1 foot). It has longer legs and a slimmer appearance than a lynx. Caracal is a Turkish word “karakulak” which means “black ear”. Caracals are known and called by many names; The Indian Lynx has no hindi or urdu name but it is known as ‘Siagos’ which is in Persian. It has a popular name in Rajasthani ‘Mor mar Bhageri’. The kutchi dialect of Gujarat has a name for it ‘Harnotro’ meaning haran (Chinkara) like colour. The Caracal is also called Persian lynx or African lynx. The Caracal resembles a lynx and for a long time it was considered a close relative of the lynxes. Recent DNA research, however, has shown that the Caracal is not a close relative of lynxes at all, but is instead related to the Serval-the African cat with long legs. Scientific name of caracal is Caracal caracal (Schreber, 1776). Like the Tiger, Caracal also have nine subspecies but this figure is disputed and not agreed upon universally. These nine sub-spices are the Caracal caracal caracal, East, Central and South Africa; Caracal caracal algira, North Africa; Caracal caracal damarensis, Namibia; Caracal caracal limpopoensis, Botswana; Caracal caracal lucani, Gabon; Caracal caracal michaelis, Turkmenistan (endangered); Caracal caracal nubica, Ethiopia, Sudan; Caracal caracal poecilotis, West Africa and Caracal caracal schmitzi, Israel, West Asia, Iran, Arabia, Pakistan, India. The feline can be easily recognized by its appearance and gait, irrespective of size. Huge eyes, a short flat face, supple spine

and retractile claws describes a cat. In behaviour too, cats are typical - secretive, largely nocturnal, solitary (again with an exception – the lion) and mostly uncommon. All these physical, morphological and behavioural traits make the cat a ‘supreme predator’. Legal Status Caracal is listed in Appendix II of CITES, although the Asian subspecies, C.c.schmitzi and C.c.michaelis, considered to be rare or threatened, are listed in Appendix I of CITES C.c. schmitzi is classified as Schedule I species in Indian Wildlife (Protection) Act, 1972. Habitat The Caracal inhabits a wide range of habitats and is found globally. It once had a distribution similar to that of the cheetah (Accinonyx jubatus) through most of the arid and semi-arid regions of India. A rapid change in Land-use patterns through most Caracal habitats over the last few decades has drastically reduced its range and numbers. Its current distribution in India is restricted to the drier parts (Corbett and Hill, 1992; Kitchener, 1991 ; Nowell and Jackson, 1996). Wild populations of Caracal have nearly reached extinction in the thorn scrub jungles of Kutch and western India. Since 1996, YV Jhala, Dinesh Sharma, and Bharat Jetwa of the Wildlife Institute of India have had eight sightings of the Caracal in the Kutch district of Gujarat. Besides, its sightings has also been reported from other known areas - Narayan Sarovar, Gujarat; Sariska Tiger Reserve, Ranthambore National Park and Bikaner district, Rajasthan; Melghat tiger reserve, Maharashtra and Chambal and Madhya Pradesh. Divya Shrivastva and Dharam Khandal also worked for a long time in Ranthambhor Area and spotted Caracals after hardwork. Caracals are native to Africa, Asia, and even certain areas of the Middle East. Behaviour and Ecology The Caracal is a powerful and adept hunter, with close range stalking culminating in a final swift leap. This very athletic feline is capable of leaping to almost four metres to grab a bird in flight. Though it is a solo

hunter, the adult female is often seen accompanied by one or more of her kittens while stalking. Caracals are sometimes preyed upon by lion, hyena and leopard. In some areas Caracal competes for prey with lion, leopard and the painted hunting dog. Social Structure Like most other small cats, caracals are solitary predators, coming together only to breed. During other parts of the year, caracals maintain exclusive territories that preclude entry by members of the same sex. Caracals appear to breed year around, giving birth to anywhere from one to four cubs. Gestation lasts 78 to 81 days. Males are sexually mature at 12 to 15 months, and females are sexually mature at 14 to 16 months. Body Shape and Size The caracal is a medium sized cat. Its hind legs are longer than its front, which helps it in leaping in the air. The front legs and shoulders are heavily muscled, to help it clamp on to its prey. The female attains an adult body mass of ten to 11 kilograms, with the male usually twenty to thirty percent larger. Adult body length is characteristically 61 to 90 centimetres, the tail adding an additional thirty percent. Jaws are extremely powerful. Its hind paws are smaller than its front paws, but are still large enough. All the paws are wide, and well padded, to help its movement remain quiet in grass, or to walk in a deep silence. Each paw also ends in four retractable claws, which are four to five nails breadth in length. They are capable of tremendous aerial acrobatics jumps and can land safely. This is “fastest of all the small cats”. The caracal has also been known to leap up into the air to successfully catch flying birds as prey. It has a short tail compared to jungle cat. The caracal is normally dark red, wine red, grey, or golden sand in colour. Melanistic (black) caracals also occur. Young caracals bear reddish spots on the underbelly that disappear when they grow up. Adults do not have markings except for black spots above the eyes. Caracal possesses a very unique distinguishing physical feature. Its

ears are elongated, narrow and tipped with long black tufts of black hair on top of each ear. These “ear tufts” can be as long as 3 inches and help insure the Caracals survival. The ears are controlled by 20 different muscles to help them find their prey. The tufts pinpoint their prey. In most cases, everything in nature has a purpose. In this case, not only do the ear tufts help direct sound waves into the animal’s ears, but they also help reduce noise created when the animals head disturbs low lying branches. This maximizes the probability of catching prey. Caracal species is known for black markings above the eyes and white fur under the chin and on the chest and belly. A thin black strip connects the inner eye edge to the nasal zone. When the pupil contracts, the resulting geometric shape are not slitlike, but achieve a circular form. Eating Habits This cat ranges over a broad geography, but its populations are threatened in many parts of its distribution, particularly in Asia and parts of the Middle East. Chiefly a solitary hunter, it is most often found in semi-arid grassland and scrubland, and is capable of subsisting with access to little surface water. Caracals have been revered by some ancient cultures, the prime example being extant Egyptian wall paintings and caracal sculpture found guarding dynastic tombs. Caracals feed primarily on small antelopes and gazelles, hares, and small rodents. Depending on availability and habitat, livestock, reptiles, and carrion also play an important role in their diet. In South Africa and Namibia, caracals are considered a significant predator of sheep. Because of their exceptional leaping ability, birds play an important role in their diet. Human and Caracal Other than cheetah, the caracal was the only other animal which was used by the Moghul’s for hunting in those days. Caracals have been revered by some ancient cultures, the prime example being extant Egyptian wall paintings and caracal sculpture found guarding dynastic tombs.
