Authorities ask for installation of HSR Srinagar, November 18: The authorities today issued strict directions for the installation of the High Security Registration (HSR) plates to commercial as well as the private vehicles of Jammu and Kashmir. According to the reports received by Kashmir News Service (KNS), the meeting today was held under the chairman ship of Transport commissioner Saurav Bhatia, wherein the Real Meezan- a private company assigned to install the HSR plates in the state – given the deadline till November 30, that it must install the HSR installation machines in different districts of valley failing which the agreement of the company with the government shall be nullified. Pertinently, the company Real Meezan was given the target that it must install 5 lakh HSR plates up to 2014. “The company has to install 2 machines in Srinagar, 2 in north and 2 in south Kashmir. It further had to install 4 installation machines in the Jammu province,” said the official source. The meeting was attended by Regional Transport Officer(RTO) Jammu ,RTO Srinagar and also by ARTO Budgam.
Court asks SP to monitor Zahid Iqbal drowning case Srinagar, November 18: A city court today ordered the Superintendent of Police (SP) south city to monitor the progress of the inquest proceedings pertaining to Zahid Iqbal drowning case. According to the reports received by Kashmir News Service (KNS) police had recently declared that the cause of death of Zahid Iqbal was due to drowning. Family had registered their protest against the police verdict and has claimed that the police have left many loopholes in the case during the investigation. PDD curtailment 20-Kanals of schedule draws flak railway land sold illegally in Jammu
Srinagar, Nov. 18:
At a time when People are facing hardships due to LPG crisis, new power curtailment schedule announced by Power Development Department (PDD) has further added to the woes of common people. Business Community has warned that they will come on roads if uninterrupted power supply will not be ensured to metered areas. The PDD has come up with new curtailment schedule in which power cuts in metered as well as non-metered areas have been increased. Non metered areas will reel under more darkness this winter as there will be 57 hours of curtailment per week as compared to metered areas
where curtailment hours per week is 17 hours. According to the new order, power schedule in non-metered areas will be: Morning- twice a week OFF (5 AM to 8 AM); 8 AM to 1 PM Thrice a week OFF, 1 PM to 6 PM four times a week OFF, Eveningtwice a week OFF (6 PM to 8 PM and 8 PM to 10 PM alternately); Night- once a week OFF (10 PM to 5 AM). Power schedule in metered areas will be: Morning- once a week OFF (5 Am to 8 AM) 8 AM to 1 PM once a week OFF, 1 PM to 6 PM once a week OFF, Evening- once a week OFF (6 PM to 8 PM and 8 PM to 10 PM alternately); Night- once a week OFF (10 PM to 5 AM). Srinagar, November 18: Railway land worth Rs 40 Crore has been sold illegally by senior officers of the railway department at Jammu and also the whistle blower in this case has been transferred to Kashmir zone. According to an FIR copy in possession of ‘GNS’, senior officials of the railways including a Superintendent of Police and Inspector General Police railways Jammu and Kashmir have been accused of selling the railway land worth Rs 40 crores in Jammu. In 2012, the historical Dastgeer Saheb shrine was burnt without the government even telling the people about its causes leading the people to believe that it was the handy work of construction mafia patronized and owned by the NC leaders. In 2013 from Kishtawar to Markundal in Bandipore, Gool to Shopian witnessed merciless killing of innocents. Omar Abdullah govt thought of comforting its ears and those of elite connected with it, with the music in the Shalimar grarden, but created an atmosphere which resulted in to the killing of four innocents in Shopian. Instead of the people who killed four innocents in Gool, a moulvi was latter accused and put into jail. Omar Abdullah can’t even absolve himself of the hanging of Mohammad Afzal Guru early this year. “Justice has never been subverted in any decent society as has been done in J&K under the NC govt,” Mehbooba said. The PDP president said by way of “performance”, Omar Abdullah has only few things to his credit which include the introduction of chili grenades and pellet guns to be used against the Kashmir youth, who dare to raise their voice against injustice and misrule. His (Omar’s) tenure also stands out for imposing curfew on maximum days and imprisoning political opponents in their homes. Omar Abdullah govt also created record of sorts by reemploying more than 300 officers and others with heavy salaries and perks, while on the other hand denying wages to daily wagers, casual and seasonal workers. “His (Omar’s) govt has credited new deplorable record of detaining teenagers under PSA, while making hollow voices about revocation of draconian laws,” Mehbooba said adding the Chief Minister is resorting to lies by saying that the PDP had any truck with the BJP.

These days the entire Valley is reeling under complete darkness, even though, there has four fold increases in electricity tariff, over the last five years. As the winter is yet to start, there is shortage of LPG, ration and other essential commodities in the market. There is complete governance failure in the state and the rulers are resorting to non-issues to divert the public attention.

In a PowerPoint presentation the CEO, PDA, Raman Kumar Kaiser presented brief about the achievements registered by the PDA on various development schemes. He said that Tourist Information Centre at Patnitop has been made operational at a cost of Rs. 25 lakhs while drinking water points have been set up at various places involving Rs. 3.50 lakhs besides sanitation facilities at a cost of Rs. 5.50 lakhs. He said parking places on circular roads have been constructed at a cost of Rs. 45 lakhs while Rs. 18 lakhs have been spent on upgradation of stairs leading to Baba Mandir and Jamai Masjid Kud. He said Rs. 7 lakhs have been spent on development of Bowli and Children Park at Kud and Patnitop. Kaiser said that budget accommodation at Surinsar has been completed at a cost of Rs. 245.78 crores while 70 percent work on similar accommodation at Kud has been completed upto 70 percent. He said de-weeding, de-silting, paved path, benches, rain shelters and landscaping is under implementation under development cum conservation schemes for Sanasar Lake is on apace and 60 percent work of the project has been completed so far. He said under Rural Tourism Scheme Rs. 80 lakhs are being spent on creation of view points, dormitory and shops.

Business community has blamed Government for the power mess. Kashmir Economic Alliance Chairman, Muhammad Yaseen Khan told CNS that there is schedule without any schedule. “People of Kashmir are paying electricity dues properly and in time and yet Valley is reeling under darkness. Government had promised it would supply uninterrupted electricity to metered areas but the new schedule has proved all these promises as hoax,” Khan said. He warned that if Power Development Department did not change its schedule and supply uninterrupted electricity to the metered areas then business community would come on roads and start agitation in this regard. People will get electricity as per schedule and there will no change in it,” he said.

Talking to GNS, ASI Firdous Ahmed Geeri, a resident of Doda, said that a few weeks ago during the patrolling in Jammu, he developed suspicion when some persons were taking the water pipe connection from the railway land. “On enquiring, the encroachers threatened me of dire consequences and when I reported the matter to my higher-ups, they told me not to tell anyone about this,” Geeri said. He said on digging the matter, he found that railway

In the FIR, it has been mentioned that both the senior officials of the railways have ‘threatened to eliminate’ ASI Geeri, but the FIR has been registered only against SP Shiv Kumar Sharma, under section 352/013. “I was summoned by the IGP as well for halting the construction work on the said land and instead of stopping the encroachment of land, IGP finally transferred me to Jammu and Kashmir, at Pattan railway post, which is a militancy prone area,” Geeri claimed. “20 Kanals of land have been sold by these officials illegally and that one marla in the area costs about Rs 10 lakh according to which, the officials have sold the land of about Rs 40 crores illegally,” Geeri added. He said soon after he was transferred to Kashmir, he felt that conspiracies are being made to kill him. “In order to serve public and the railways department at large, I fear for the safety of me and my family,” Geeri said. “The matter must be investigated thoroughly and I appeal chief minister Omar Abdullah to intervene and also my department should consider my transfer to Jammu region as I have been transferred almost 300 Kms away from my home.” Talking to GNS, IGP railways Dr. Kamal Kumar Saini said nothing such has happened. “Verify the facts check with our department if such a thing has happened. The person accusing us in this case has an inquiry pending against him,” he said. “He keeps on saying such things,” Saini said. SP, GRP Jammu Shiv Kumar Sharma said, “It is not possible to sell railway land there is a full-fledged railway protection force which looks after the railway land,” he said. ashmir valley has very limited land which is under paddy cultivation. The total production of rice is not sufficient enough to suffice the needs of the people and it is because of this that the state has to import rice from other states and food corporation of India is the main supplier of rice which is made available to the consumers on our ration depots. Though there are several projects underway to increase the production of the rice in the valley and the improved seeds have also helped a lot in this connection, still the total rice produced in the valley is less than thirty percent of the total consumed by the local population who are mostly rice eaters. It is a shocking state of affairs that despite a ban imposed on the usage of paddy land for commercial and residential purposes, the trend is continuing unabated and every year hundreds of kanals of paddy land gets vanished. If one takes a look from Anantnag to Baramulla the whole land on both sides of the national highway has been turned into big colonies and hardly any land is still under cultivation. If this trend continues the time will come when there will be no land left and there will be no rice cultivated in the valley for which people will have to depend on the rice imports from outside the state. It is high time that the government takes stern action against those who are using the paddy land for erecting big commercial houses besides turning it in to residential colonies. The law enforcing agencies, the department of revenue and other connected agencies should be sensitive enough to this problem and they should not waste and more time to protect the agrarian land being turned into concrete colonies. They should not only enforce the law but should create awareness amongst the people about this grave problem. On one side they can initiate steps for the protection and on the other side they should start an organized campaign to discourage the trend of turning the agrarian land into colonies and industrial areas.

he Government recently announced an ambitious plan to produce more electricity from renewable sources as a part of its target to add 10 Giga watts of solar energy by 2017 and 20 Giga watts by 2022. The steps being taken in this direction include setting up of an ultramega green Solar Power Project in Rajasthan near Sambhar Lake. The project will be the first of this scale in the world and will thus turn to be a model for future projects. With the completion of the first phase of Jawaharlal Nehru National Solar Mission by surpassing the target, the country is set to embark on its second phase. In the first phase 1685 MW of solar energy was generated against the target of 1100 MW. In the second phase, areas for focus have been identified in Rajasthan, Kargil and Ladakh. Generation of solar energy has come a long way since we embarked on the Jawaharlal Nehru National Solar mission in 2010. Today, we generate 1.8 GW of electricity from solar energy which is going to be multiplied in the years to come. Despite this, solar energy forms but only a small fraction of power generation in the country. In fact the entire sector of renewable energy, which includes small hydro- electric projects, contributes only 12 % to the national power kitty; about 17% comes from hydro- power and about 2% from nuclear power. The bulk 70% comes from coal and gas based plants. Sixty-five percent of power from renewable sources comes from wind energy. Biomass accounts for 14%, small
warming, non-conventional sources of energy need to be exploited to the maximum extent. And that is precisely what India is trying to do. Besides, the country imports 70 % of oil which is a big drain on its foreign exchange reserves. The total installed capacity of power generation in the country now stands at just over 223 GW, far less than the requirement. The demand for power is estimated to increase by 16 GW a year at least until 2020. In this situation, every source of energy needs to be tapped to meet the needs of a growing economy. The 12th plan provides for increasing the capacity generation by 72 GW in thermal sector, 11 GW in hydro sector and over 5

Nehru National Solar mission. Even though India has less than global average of wind speed, wind energy has been the most successful renewable source of energy in the country. Bulk of it comes from just five states, with Tamil Nadu as the leader. An encouraging factor is that off shore wind energy is becoming cost competitive with the energy generated from fossil fuels. It therefore becomes an attractive option for electricity generation. Biomass is another area which holds a good promise. With over 60 % of India’s population dependent on agriculture, the area throws up opportunities for power generation. No wonder major projects in this field are coming up in different states particularly in Punjab. The estimated power generation capacity in this area is put at 18000 MW. In Britain and some other European countries too, coal-fired plants are converting to bio mass. Proper exploitation of this field needs huge investments for building storage capacity and plants, the way countries like Finland and Sweden have done. In Finland 20 % of power generation and in Sweden 16% of power supply come from biomass. With about 200 tons of agricultural waste going unused in India, the potential of harnessing this area is substantial. Though per capita greenhouse gas emissions in India are very low, it has added about 2000 clean power projects in the last decade or so. The number of greenhouse buildings where solar and wind energy mechanisms and water harvesting etc. are in place has reached 2204. The number is planned to reach 1
lakh mark-an ambitious target indeed- by 2025. The Asian Development Bank has just announced that it will provide $500 million to build a power transmission system to carry clean electricity from wind and solar power projects in Rajasthan to the state and the National grid. Since setting up of transmission lines to evacuate power from the generating stations is a massive challenge, it will go a long way in dealing with the problem. Today, India is in a position to help other countries also. It has offered line of credit and expertise to Cuba to develop renewable energy projects to enable it to reduce its dependence on oil imports. NTPC is exporting 250 MW of electricity to Bangladesh at a fixed tariff. India has also invested in power projects in Bhutan. In short, keeping in view the challenges of power shortage and increasing demand in developing countries and environmental challenges across the world, India as also the rest of the world, needs to pay adequate attention to power generation through non- conventional sources. According to one estimate India has the potential to generate 150 GW of power through renewable sources alonethanks to plenty of sunshine for most part of the year and a good wind velocity in many parts of the country. But it needs huge investment to realise it. The rich countries must come forward to help developing nations to promote clean power generation. India on its part is well on the march.
ECO Sensitive Zones need Special Care
ndia is endowed with diverse topographical zones and rich variety of flora and fauna. During the course of industrialisation, urbanisation and other developmental initiatives, lot of changes occur in the landscape which may sometimes become the cause of natural disasters like earthquakes, flash floods, landslides, cloud burst etc. In order to preserve certain regions/areas bestowed with unique plants, animals, terrains Government has declared them as national parks, wildlife sanctuaries, etc,. Further, to minimise the impact of urbanisation and other developmental activities, areas adjacent to such protected areas have been declared as EcoSensitive Zones. The National Wildlife Action Plan (NWAP) 2002-2016 endeavours to protect areas outside the protected area network to prevent isolation/destruction of fragments of bio-diversity. However, eco-sensitive zones are delineated to regulate specific activities on site specific basis. The Environment (protection) Rules, 1986 states that the Central Government can prohibit and restrict the
location of industries and carrying on certain operations or processes on the basis of considerations like biological diversity of an area, maximum allowable limits of concentration of pollutants in an area, environmentally compatible land use and proximity to protected areas. The purpose of declaring eco-sensitive zones around protected areas is for creating some kind of ‘Shock Absorber’ to the protected area. They would also act as a transition zone from areas of high protection to areas involving lesser protection. The width of eco-sensitive zone and type of regulation vary from one area to another. However, as a general principle width of eco-sensitive zone could go up to 10 kms around a protected area. In case of places with sensitive corridors, connectivity and ecologically important patches, crucial for landscape linkage, even area beyond 10 kms width can also be included in the eco-sensitive zone. The State Governments should emphasise the fact to the public that ecosensitive zones are not meant to hamper their day-to-day activities, but instead, is meant to protect the precious for-
ests/areas in their locality from any negative impact and also to refine the environment around such protected areas. While some of the activities could be allowed in all the eco-sensitive areas, others will be regulated or prohibited. However, which activity can be regulated or prohibited and to what extent will have to be area specific. For instance, activities which fall under the prohibited category include commercial mining, setting up of saw mills, setting up of industries causing pollution, establishment of major hydro electric projects, discharge of effluent and solid waste into natural water bodies or areas, use or production of any hazardous substances,etc. Similarly, activities like felling of tress, establishment of hotels and resorts, widening of roads, protection of river banks and hill slopes,etc comes under regulated category. A Zonal Master Plan for the eco-sensitive zone has to be prepared by the State Government within a period of one year from the date of approval by the Ministry of Environment and Forests, Government of India. The zonal master plan should provide for restoration of denuded areas,
conservation of existing water bodies, management of catchment areas, soil and moisture conservation, needs of local community, etc,. which needs attention. It should also demarcate all the existing and proposed urban settlements, village settlements, types and kinds of forest, agricultural areas, green areas, horticultural areas, lakes, etc,. No change of land use from green uses shall be permitted in the zonal master plan except limited conversion of agricultural lands to meet the residential needs of the existing local residents, improvement of roads and bridges, community buildings, without the prior approval of the state government. Pending preparation of the master plan and approval thereof by the Ministry of Environment and Forests, all new constructions can be allowed only after it is approved by the Monitoring Committee constituted by the Central Government. Protection of eco-sensitive zones has assumed importance in view of the overzealous developmental initiatives in fragile eco systems. A balanced, rational developmental approach is the need of the hour.

Only eight rating points separate the No.1 ranked Kohli from de Villiers. While India play the West Indies in a three-match series from November 21 in Kochi, South Africa play host to Pakistan in a three-match series from November 24.
