Srinagar, Mar 31 : Twelve persons were injured in different road accidents across the valley. According to a police statement issued to KNS, a Maruti car bearing registration number JK01K/4045 hit and injured a pedestrian Tawseef Ahmed Khan son of Farooq Ahmed Khan resident of Gurveth at Gurveth, in the jurisdiction of Police Station Khansahib. 10 years old girl struggling for life Kupwara, March 31: The negligence on part of the Power Development Department ruined the life of a 10 year old girl in North Kashmir’s frontier district of Kupwara. According to CNS, a 10 year old girl Gudi Jan daughter of late Abdul Rashid Famada resident of Padipora Hajibal Kalaroos Kupwara was on way to her tuition centre when her foot touched an unattended HT wire lying on the ground. Her brother Zaman Ahmed told CNS that she received several shocks and was rushed to SKIMS where doctors amputated her left arm. “The life of my sister has become hell and she is struggling for life in the hospital. She has also suffered grave head injury,” he said.
Pak court indicts Musharraf for treason Musharraf says he rendered selfless service of 40 years to nation Islamabad, March 31: Former Pakistani dictator Pervez Musharraf was today indicted by a special court hearing the high treason case against him, becoming the first ever military ruler to face criminal prosecution. Musharraf, who personally appeared in court, is accused of treason under Article 6 for suspending, subverting and abrogating the Constitution, imposing an emergency in the country in November 2007 and detaining judges of the superior courts. The 70-year-old former president, who is the first military ruler in Pakistan’s history to be tried in court, has rejected all the charges levelled against him. “Whatever I did, I did for the country and its people. I am sad that I am being called a traitor,” Musharraf said. Musharraf also said that he gave 44 years of his life to Pakistan Army and made defence invincible, adding that he gave repute and progress to the country.
Replying to this, Prosecutor Akram Sheikh said he has never used the word “traitor”. The three-judge court headed by Justice Faisal Arab of the Sindh High Court read out the indictment against t h e

New Delhi, March 31: The Supreme Court on Monday commuted the death sentence of 1993 Delhi bomb blast case convict and Khalistani terrorist Devinderpal Singh Bhullar to life term on the ground of delay in deciding his mercy plea and his medical condition. A four-judge bench headed by Chief Justice P Sathasivam granted life to Bhullar on the ground of delay on the part of the government in deciding his mercy plea and also on the basis of his present medical condition. Anumolu Ramakrishna, who pioneered the use of precast concrete technology, was conferred the Padma Bhushan posthumously. He passed away last year at the age of 73. Kaul (69), known for his voluntary services for the blind, had lost his eyesight due to smallpox at the age of five. The President climbed down from the podium to confer the Padma Shri on him.

According to a statement issued to KNS, Mattu said that both the legal process that led to the execution of Afzal Guru as well as the manner of his execution raised a lot of questions about the objectivity and neutrality of our legal system. Guru's family and the people of this State have felt an enormous and palpable amount of discrimination and cannot help but wonder if there are double standards in our country when it comes to such cases. Terming the comparison between Bhullar's case and Guru's case as one that undermines the very perception and sense of equal and just democracy, Mattu said that unfortunately it has become apparent that citizens of various States get justice according to the number of seats their respective States occupy in the Parliament as opposed to treatment being based on the interpretations of law and on the merits and demerits of legal cases. Mattu said that a lot of questions have been left unanswered and Guru's family deserves to be told why he didn't deserve the same access to justice that was afforded to Bhullar. National Conference had repeatedly opposed the death sentence to Guru and had registered its strong resentment on the execution of Guru and also about the outrageous manner in which his execution was carried out. The NC Spokesperson said that this unabashed exhibition of dual standards has only added to the sense of isolation and alienation in Jammu & Kashmir and addressing this feeling requires both short term and long term measures and requires certain questions to be answered with respect to Guru's execution. Mehbooba According to a statement issued to KNS, while addressing various roadside meetings in Tral segment of Anantanag constituency, Mehbooba said such discriminatory approach about Kashmir needs to be responded forcefully to prevent their repetition in future and that will call for an united and strong response at political level and through democratic institutions. She said the National Conference, which should have represented the sentiments of the people of the state, unfortunately, collaborated in the hanging of Mohammad Afzal Guroo in the most inhuman manner by even denying him a last customary meeting with his family.
Mehbooba said such an approach will perpetuate the feeling of discrimination which makes the task of reconciliation even more difficult than it has always been because of the wrong policies followed by NC and its allies. Mehbooba said people of J&K have been discriminated in all respects whether it is the practices followed the democratic processes or governance with the result corruption, misgoverance and unaccountability has not been checked the way it should have been. She said if cases like Haji Yousuf, Cricket Scam, Drug Scam, PHE Scam, Land Grab scandal, recruitment frauds, molestation case involving Shabir Khan, exhealth minister would have happened in any other part of the country situation would have been altogether different and the culprits would not have been roaming free as it is happening here. “This all leads to one inference that J&K is being treated differently when it comes to the enforcement of law. Srinagar, Mar 31 (KNS): 100 girls from different schools of Baramulla participated in the inter school painting competition wherein winners were given cash prizes. According to an army statement issued to KNS, In order to stimulate the young minds of the school going children of Baramulla, an Inter-school painting competition was organised at Girls Higher Secondary School, Baramulla by Indian Army today. The competition was divided into two groups with 50 students each comprising students from class 9th -10th and Class 11th -12th respectively. The themes of the competition were “My Country” and “My family”. Students of both groups were given 60 minutes to draw and paint on any one theme. On culmination of the competition the jury comprising of Mrs Poonamjit, Dr Mohammad Azhar and Mrs Shahiba, teachers of Girls Higher Secondary School, Baramulla decided the first three positions for each group. Anantnag, March 31, CNS: Locals staged a protest demonstration in South Kashmir’s Anantnag against Power Development Department (PDD) for failing to repair the damaged transformers and restore electricity to the area. In another accident a Tata Sumo bearing registration number JK09/1028 turned turtle after hitting a cow at Matipora, Drugmulla in the jurisdiction of Police Station Kupwara. In this accident seven passengers who were boarding in the vehicle got injured. All the injured were shifted to Sub District Hospital, Kupwara for treatment. AAP nominee against Khurshid quits, claims corruption in party LUCKNOW: In a setback to the fledgling Aam Aadmi Party (AAP), its Farrukhabad candidate against Union minister Salman Khurshid on Monday withdrew from the contest and resigned from the party alleging “corruption” in the outfit. “I have returned the ticket and left the party as I am not getting any support from the organisation. EDITORIAL/ OPINION Election fever increases with every passing day
T
he election fever throughout the country is growing degree after degree and the whole political arena is witnessing unprecedented activities. The national as well as the regional parties are trying their best to woe the voters and almost all of them have released their manifestos which as usual are full of promises and assurances. On one side the political activities are picking up and on the other side the election commission is busy to finalize the arrangements for all phases of elections. The observers have been appointed who are taking meetings of the concerned officers to ensure free, fair and transparent elections in the country so that the poll exercise is held without any fear or cohesion. Not only this the staff including the nodal officers are being imparted the necessary training so that the elections process is taken to the logical conclusion in a hassle free manner. Elections in this country are not as easy as in some other countries because the population of India has exceeded one billion twenty crores and the topography of the country makes it a challenge for the election commission to hold the elections in some areas with the most difficult terrain. For example there are places in our state itself in Leh where the polling staff has to reach to four or five voters by footing the distance for over three days. Similarly, in north eastern states it is sometimes visibly impossible looking task but the election commission has always made it possible and held the elections in these difficult areas in a meticulous way. There are places which are over sensitive and the security arrangements for these areas are also a challenging job. However, the elections have been held in these places in a better way than the peaceful areas which is expected this time also. Now the people are preparing themselves to cast their vote and it is expected that better candidates, better parties and better programme will surely come forward so that a stable government is formed at the center which can fulfill the aspirations of the people.

Tulip cultivation in Kashmir

H
istorically Kashmir valley is related to gardening practices. There has always been a good scope for the floriculture industry in Kashmir. Be it the era of kings like those of Mughals, who are presently known in Kashmir for beautiful Gardens. Flowers are masterpieces of nature, attracting the people not only by fragrance and sight but also by emotion. At present flowers have developed a high commercial value and they are in demand all around the world. Kashmir Valley with its ideal climatic conditions and soil fertility has a tremendous potential for floriculture, due to which the Floriculture Department has been able to make one of the biggest Tulip Garden of Asia in Srinagar. Formerly known as Siraj Bagh, the Indira Gandhi Memorial Tulip Garden on the banks of world famous Dal Lake, houses more than sixty varieties of tulips, all imported from Holland. This Tulip garden was opened in 2008. The main purpose for the establishment of the Tulip Garden was to prepone the tourists season in
the valley. Spread over 20 hectares of land. Further expansion is expected this year, as more area under the Zabarwan mountain is being utilized for expanding the Tulip garden. This will not only boost tourism but will also help employ local youth who have acquired degrees in the concerned fields of agriculture and floriculture. Experts say, “the soil fertility is best for the growth of flowers, but it needs
serious efforts from authorities to give floriculture a boom. There are a number of wet and marshy lands which are suitable for its growth”. Experts are also of the opinion that there is enormous scope to utilize the vast portion of the marshy land such as surroundings of Aanchar Lake to make possible the cultivation of many varieties of seasonal flowers. The work needs to be done in as scientific manner and management of soil
preparation, sowing and harvesting should be intended to propagate floriculture as an important economic activity and hence thrust needs to be put on its commercial exploitation. If explored fully, by giving rise to various flower farms and gardens it can boost in empowerment by engaging vast human resource. Proper budget allocations should be made to promote and develop floriculture sector and modern facilities should be provided on a single platform to market flowers. The Department of floriculture, Kashmir, should also take steps to save the Tulips from rain which is common during April, to reduce damage, as the Tulips are very sensitive. The Tulip garden at present is all set to attract tourists after being given a massive facelift. Straight beds have been raised this year, with some new varieties of Tulips, including a vast range of same coloured as well as bi coloured and multicoloured Tulips. While the Tulip garden awaits full expansion, nearly three lac bulbs of tulips have been imported this year. Tourists from all over the world get attracted to the charming beauty of the Garden. Even after returning from the valley, the mesmerizing beauty of the Tulip Garden remains fresh in their minds.

Indian Railway today runs in excess of 19000 trains per day including 12000 passengers and 7000 freight, to carry more than 8 billion passengers and over 1000 Million Tonnes of freight per annum through the efforts of a dedicated work force of almost 1.4 million employees. While the network size (Route Kilometer) of Indian Railways since 1950’s has grown by about 20%, the total track kilometrage has grown by almost 50% from 70,000 kms to 1,15,000 kms. This is because of the thrust on gauge conversions under the Unigauge Policy of Indian railway and doubling of the existing lines for capacity augmentation. In the 12th Plan, Indian Railways have envisaged addition of 4000 km of new line, 5500 km of gauge conversion ,7653 km of doubling and 6500 km of electrification to augment capacity for achieving higher throughput.. In addition to this, a giant leap will also be undertaken in the area of capacity building by commissioning the Eastern & Western Dedicated Freight Corridors (DFC) which would add 3338 Km of 32.5 axle load freight network. The tenders for civil construction of both corridors have been floated and award of contracts is in process. Land acquisition of almost 76% of the corridor has been completed and it is expected that the Dedicated Freight Corridors on these two important routes will be in place by 2017. Indian Railways is also planning four more dedicated freight corridors for which preliminary traffic survey works are being undertaken. Initiatives on the passenger operations include proliferation of 24 coach trains to cater to large volumes, improved turn round of passenger trains through rationalization of maintenance schedules and coaching operations, progressive introduction of crashworthy LHB coaches with anti climb features to enhance comfort and safety, induction of indigenously designed air-conditioned double decker coach trains for intercity travel and revamping and development of additional coaching terminals. Other passenger friendly initiatives include: · Identification of 115 Coach Maintenance Depots for intensive mechanized
cleaning of coaches. This has already being implemented in 91 depots. · Introduction of On Board House Keeping Services (OBHS) on 538 trains including all Rajdhanis, Shatabdi and Durantos, against which the scheme has been implemented on 336 trains. · Nomination of Clean Train Stations for mechanized cleaning attention with disinfecting of toilets, doorways, aisles on selected identified trains. Of the 30 stations selected on Indian Railways, 29 are now functional. · Establishment of Mechanized Laundries at 55 locations (19 already functional) for ensuring supply of clean and hygienic bedrolls to passengers. · Introduction of Bio toilets as a pilot project in 504 units of nine rakes. Other passenger facilitation measures include: · Progressive switchover of e-ticketing for reserved accommodation for which a “Next Generation e-ticketing system” is under implementation with a capacity to support 7200 tickets per minute and 1.2 lakh simultaneous users as against the present capacity of 2000 tickets per minute and 40,000 simultaneous users. · Coverage of a large number of trains under Real Time Information System (RTIS) which will give pinpointed status of passenger train movements through enquiry/mobile phones. · Provision of free Wi-Fi facilities in several trains. · Provision of 179 escalators and 400 lifts at category A-1 and other important stations. · Proactive steps to curb malpractices in reserved ticketing including Tatkal Schemes by rationalizing of booking timings and production of identity proof in all reserved classes. Initiatives for capacity expansion and modernization have to be guided by the concerns of safety. In pursuance of this objective Indian Railways had
formulated a Corporate Safety Plan for period 2003-13. Under the plan, Indian Railways had targeted large scale track renewals, rehabilitation/ rebuilding of bridges, mechanization of track maintenance, induction of improved technology in wagons/coaches and upgradation of signaling systems . Over 9166 kms of Track Renewals and rehabilitation of 6218 bridges has been completed, and 55% of the total track has been brought under mechanized maintenance ,as against 35% in 2003-04 . Progressive upgradation of signalling systems have contributed significantly to the safety environment, of which four major thrust areas are noteworthy. These initiatives have resulted in substantial reduction in the number of accidents over the years. Notwithstanding the fact that Indian Railway proposes to move towards a zero accident regime, it is a matter of satisfaction that even while the freight and passenger traffic has increased manifold, the safety record of Indian Railways as per the universally recognized accident assessment parameter of the number of accidents number of train accidents per million train kilometres show a significant decreasing trend from 0.44 in 2003-04 to 0.13 at the end of 2012-13, thereby surpassing the target of 0.17 stipulated under the Corporate Safety Plan, 2003-04 one year in advance. Encouraging State Governments/ Central PSUs to share the responsibility of building rail infrastructure in the states has also found good response. So far 10 states are sharing the cost of 35 new line , doubling and gauge conversion projects covering a length of 4761 kms with a total cost of almost Rs 33000 crore of which over Rs 5000 crore have been already spent. Likewise PSUs such as NMDC have come forward for invest-
ment in the cost of doubling of the 150 km long Jagdalpur-Kirandul rail link at a cost of Rs 827 crores, SECL and IRCON are sharing the cost of 2 projects aimed at substantial coal evacuation in the State of Chattisgarh along with the state costing Rs 4000 crores, and Coal India is also funding certain other rail connectivity projects worth Rs. 2000 crores for improving rail connectivity to its mines in Orissa and Jharkhand. The financial health of the Railways has been under strain for almost one and half decades. Since 1997-98 upto 2011-12, barring the three year period between 2005-06 to 2007-08, the Operating Ratio of Indian Railway has been above 90%. The situation in fact became alarming over the previous three years since 2009-10 with a sharp deterioration of Fund Balances to the progressive pressures of a steep rise in input costs, particularly those related to manpower and Pensionary commitments following implementation of the recommendations of the 6th Pay Commission. The resultant increase in working expenses without being backed by commensurate revenues necessitated cathartic measures. These included rationalization of freight and fare tariffs, introduction of a Fuel Adjustment Component to neutralize fuel/energy price increases, creation of a New Debt Service Fund, prioritization of essentially required projects, a thrust on alternative funding mechanisms for infrastructure creation and a strong fiscal discipline. These measures are expected to restore fund balances to Rs.12000 crore by 31.03.2014 and pave the way of achieving the ambitious target of Rs.30000 crore by the end of the 12th Five Year Plan. Indian Railways is a complex organization there is no doubt that it has successfully delivered in last more than 160 years and will continue to do so.
