‘Sharma to file his nomination papers today’ Srinagar, Mar 19: Pradesh Congress Committee (PCC) President Prof Saif-u-Din Soz on Wednesday said that the list of candidates for Jammu-Udhampur and Ladakh the three Lok Sabha seats has been finalized and the party is waiting for a final call to be taken by its president Sonia Gandhi. Srinagar, Mar 19: Welcoming the Congress High Command’s decision to field Ghulam Nabi Azad as its candidate from Udhampur Parliamentary constituency, National Conference today said Azad’s nomination will add to the ‘strong bond’ between National Conference and the Congress in the state. Taking to KNS, Devender Singh Rana, NC provincial president Jammu said that the ensuing Parliamentary elections especially in Jammu province will be a battle between communal and secular forces. “And as in past we are confident that secularism as always in the past will succeed and defeat all divisive and communal elements,” he claimed. “There is need of sincere, bold voices in parliament”

Srinagar, Mar 19: The senior Peoples Democratic Party (PDP) and former deputy chief minister, Muzzafar Hussain Baig Tuesday said the 2014 will be a year of reckoning for National Conference, when it will have to account for the frauds it played on the people of Kashmir from last many decades and especially the blood it spilled during its current six years tenure. According to a statement issued to KNS, while addressing party workers of Langate constituency, Baig said the main aim of NC has been to grab power by hook or crook for which it pushed many generations of Kashmir out of the system; first by opening separatist counter for plebiscite and latter victimizing the people who challenged it in 1987 elections. The party’s undemocratic conduct in the formative years of democracy in the country led to the disempowerment of people and it was only with the emergence of PDP that a real democratic competition was established in which people can make a choice and fight for their rights within the system, “NC is always comfortable to promote alienation and instability to keep people away from electoral exercise so that it remains in power by any means. Within the state it seeks votes on emotional issues and makes worst compromises with anyone in Delhi who can help it to regain power and See Baig On page 11..

Saroori Lok Sabha seat and he will submit his nomination papers tomorrow at 2:30 pm. “Azad sahib’s and Mr Sharma’s names have been declared by the Congress high command. People here in Jammu province have already welcomed the party decision. Fire crackers were set off at Thatri, Kishtwar, Bhalesa, Chatru and other adjoining places besides that sweets were distributed in Udhampur, Kathua and Reasi by people irrespective of with which religion they belong to,” Saroori described the scene. He said that the party is still indecisive about Ladakh parliamentary seat and no official or unofficial announcement has been made in that regard.

NC Madan Lal Sharma saying that he as his party is confident that both Azad and Sharma will have a convincing victory in the ensuing Lok Sabha elections. “By the stature of Mr Ghulam Nabi Azad and the support base of NC and the Congress has in the Jammu province, it will be called a historical win,” Rana remarked. He said that as far as Jammu is concerned, the NC is very confident that it will be a comfortable victory for what he called the ‘coalition candidate’ despite all communal and divisive elements particularly the ‘BJP and the PDP’ working together to defeat the NC-Congress candidate’. “It will be a comfortable victory and we will give a befitting reply to the communal forces,” he said, adding that there is no Modi wave in Jammu region. “There is no Modi wave in Jammu region. There is an effect. The performance of the coalition government is enshrined in the minds of people and the people understand that there is no scope for communal and divisive forces in Jammu and Kashmir so we will definitely not get affected by what is happening elsewhere,” he added further. About stiff opposition by NC to candidature of Choudhry Lal Singh’s from Jammu-Udhampur seat, Rana said Singh’s candidature is an internal matter of Congress and it is upto the Congress to decide about their candidates. “Few people told me that Congress will field Ghulam Nabi Azad sahib and Madan Lal Sharma from Udhampur-Jammu respectively. We welcome this decision whole heartedly because we have a direction from our leadership to go all out to support and ensure the victory of the coalition candidate.” Asked about the impact of Azad’s candidature on NC-Congress relationship, Rana said the bond between NC and Congress is very strong. “We are running the government for the last over five years and have taken some important and historic steps with mutual consensus and there has never been a difference between the two coalition partners in the government and Azad Sahib’s candidature will only add to that bond.” Commenting on PDP candidate’s influence in Jammu region, Rana said that opposition PDP has no footing in Jammu region. “PDP has no existence in Jammu province and it is only a media hype that they are trying to create. They have a clandestine understanding with Mr Modi to divide the secular vote. The coming elections will show that they do not exist anywhere in Jammu province,” he alleged. Asked about his take on NC’s no confidence motion against Congress leader Asghar Ali Karbalaie in Ladakh, Rana said: “I am only a small soldier of Dr Farooq Abdullah and Omar Abdullah like other party soldiers. Best will be to ask this question to my counterpart in Kashmir province,” he added.

Raghavan should visit India for assessing the demands of Pakistani products in Indian market as well as to develop direct interaction with their counterparts. The visit of businessmen to India will help in promoting trade ties between the two neighbouring countries as well as bring businessmen closer, he said. The High Commissioner informed the house that visa issue is less problem and business visa were being granted to the businessmen on top priority basis. Sialkot is economic hub of Pakistan and businessmen of this city should visit for assessing the trade opportunities, he added. In his welcome address, SCCI President Dr. Sarfraz Bashir stressed the need for enhancing economic cooperation between the two neighbouring countries which would help in improvement of relations in all terms. The Sialkot Chamber of Commerce and Industry (SCCI) would go a long way in improving understanding and interaction between the business communities of two neighbouring countries for the promotion of bilateral trade, he added.

Mehbooba of Jammu & Kashmir with rest of the country inside the parliament and outside of it. “Unfortunately till now those, who have taken votes in the name of state’s dignity, autonomy and other emotional issues always collaborated with the tormentors of the people of the state”, Mehbooba said. Mehbooba said even the 65years after the independence the people of J&K are facing uncertainty and instability in every sphere of the life. This fact should always have been articulated in the parliament effectively, not just for striking alliances but for finding actual remedy to our prob-

Zabarwan Times lems. Four members of Lalu Yadav’s party could stop an important legislation in the parliament while parties from Bengal and Tamil Nadu effectively intervened in the foreign affairs of the country but half a dozen MPs in UPA from J&K even did not open their mouth when blood is being spilt in Kashmir every day. No MP from J&K even asked a question about any issue related to this state as has been brought out in the Lok Sabha record recently. Mehbooba said the only objective of elections for NC has been to find jobs for their leaders in Delhi and in the state. Mehbooba said she herself and her senior colleague and Former deputy Chief Minister Muzaffar Hussain Baig as well as Tariq Hameed Karra and Yashpal Sharma were fielded by the party with the expectation that they would effectively bring Kashmir into focus at national level. She said our effort would be to create awareness among the people of the country about the injustice meted out to us in Jammu & Kashmir, denial of rights, human rights crisis in the state, democratic deficit promoted by the NC-Congress alliance and most importantly the loot of natural resources which has plunged the state into poverty and darkness. Mehbooba said keeping in view the repeated betrayal by NC, the PDP expect the decisive mandate, not just in Kashmir but in Jammu province as well so that a strong voice from the state is emerged in the parliament which has the support of the people. She said it is not the numbers alone that give a party its strength and moral authority to represent the people but it is the credibility of its leadership, clarity of its vision and honesty of its purpose. “That is why Mufti Mohammad Sayeed with just sixteen members could bring about a major change not just in J&K but was able to script a new agenda of peace for the whole subcontinent. We will carry forward that agenda to its logical conclusion by facilitating the resolution of Kashmir”, Mehbooba said. The PDP President said whatever the achievements of previous PDP-led government are; they were registered without any agitation, loss of life or appointment of committees and interlocutors. She said whether it was the opening of roads across LoC, internal connectivity like extending of national highway up to Srinagar, new links like Mughal road are very important measures to bring relief to the people like disbanding SOG and disciplining of Ikhwani’s, the Mufti government did it without creating a hype. She said the PDP believes that resolution of issues and problems is a duty that elected representatives owe to their people and voters and that is why it has emerged as a feasible and preferred alternative to NC. Party senior leaders, Mohammad Khalil Bandh, MLA and district president; Syed Bashir Ahmad, MLA; Zahoor Ahmad Mir, MLA; Mushtaq Ahmad Shah, MLA; Zaffar Iqbal Manhas, state secretary; Mohammad Shafi Banday; Waheed-ur-Rehman Parra, youth wing in charge and youth leaders Showkat Gayoor and Dr Shanti Singh were also present on the occasion. as ‘MahaChors’. He said though there is no electricity available to people but the tariff has been increased five folds in years by the ruling party. Urging the party cadres to take message of peace, dignity and development to people at large, Baig said there is a yearning for change all across the state. He said NC has never been able to make any positive difference in the lives of people, but the PDP’s track record is completely different and in order to carry forward its agenda for peace, development and dignity it would need a decisive mandate in the Lok Sabah elections in ushering a new era for the state. The party senior leaders, Naeem Akhtar, Chief Spokesperson; Abdul Haq Khan, MLA; Sofi Gh Mohiudin, ex-minister and local leaders, Irfan Panditpori, Gh Nabi Panditpori, Fayaz Ahmad Mir, Mohammad Amin Wani, Mohammad Shafi Dar, Ali Moammd Malla and Gh Ahmad Pir were also present on the occasion. Brawl after a public outcry, the sedition charges were revoked, but the students have been booked for creating communal hatred and ruckus. “I had organized the meet of parents of suspended students so that their career and time could be saved. We were discussing the ways forward. Everything was going well. Besides parents, there were students also,” Rabia - who is also facilitator between varsity and students - told GNS. She said: “Some parents are of the view that till safety of their wards in the SVSU is not guaranteed, they won’t readmit their wards to the varsity while some students demand migration certificate. “We had also prepared two separate lists,” she added. “Suddenly a group of around 10 students started ransacking in my office. They thrashed my staff and created mayhem,” Rabia alleged. “These hypocrites can kill me too,” she said. “These are those students who want migration from the SVSU. They don’t want this issue to get settled,” she said. The students, who allegedly ransacked Rabia’s office, told GNS that the scuffle broke after her staff ‘thrashed’ them.

Curfew alleged that property worth crores of rupees were damaged in CRPF and police action. According to CNS, authorities Wednesday did not deploy government forces on the main road in Hajin and all of them were stationed in their barracks. Eyewitnesses said that situation remained peaceful in the area but as a mark of protest people observed complete shutdown. All the shops and business establishments remained closed while transport was off the roads. Eyewitnesses said that a group of youth resorted to stone-pelting at main chowk Hajin however, police did not retaliate and as a result the youth dispersed peacefully. Locals said that police arrested many youth for their alleged involvement in stone-pelting. Scores of people from Hajin area visited JVC Hospital Bemina to inquire about the health of few youth who had suffered injuries during yesterday’s clashes. Reports said that the situation in Bandipora also remained peaceful and untoward incident was reported from any party of the town. (CNS)

Baig in the process it has made serious compromises on the interests of the state by selling its water resources, giving up political authority and making Kashmiris suspects all over the country,” Baig said. Referring to the insecurity of Kashmiris especially the youth, Baig said the NC by its frequent U-turns has created a stereotype of undependability of every resident of the state. It has endorsed an injustice as in the case of hanging of Maqbool Bhat and Afzal Guroo and defamed Kashmiri youth by branding them as stone-pelters, drug addicts and criminals. He said it was Farooq Abdullah who facilitated the hanging of Maqbool Bhat and Omar Abdullah, who collaborated in the execution of Afzal Guroo even without providing a chance for his family to meet him one last time. Baig said the NC is now shamelessly asking the people to vote for it even after working against the people of Kashmir and calling them as ‘big thieves’, as Farooq Abdullah recently did to entertain his friends in New Delhi. He said on the one hand, NC sold out major power projects which could generate electricity worth crores every year and on the other hand it is calling the people

ness and we demand that power be supplied to us from Kanir receiving station. To protest against injustice is our right but police arrested many youth and beat us to pulp,” a resident told CNS. A police official said that the protestors had disrupted the traffic and police used resorted to mild lathicharge to disperse them. Meanwhile, scores of residents of Raiyar Beerwah held demonstrations outside DC office Budgam alleging that the area is lacking every facility and there is non-availability of ration and power due to which people are suffering continuously. District administration officials assured them there problems would be addressed at an earliest. (CNS)

The water level in the village started increasing soon after the breech in the canal while no government official came for the rescue of the villagers. The residents were scared after they witnessed two houses collapsing within no time. At least 12 houses were damaged due to the flood. The houses of Abdul Qadir Lone, Ghulam Muhammad Lone, Abdul Gani Lone, Ghulam Muhammad Raina, Abdul Hamid Lone, Ghulam Ahmed Kumar, Shamsudin and Bashir Ahmed Raina were completely damaged due to flood like situation that arose due to breech in power canal. HOROSCOPE Aries

March 21-April 19

Allow your eager and restless nature to express itself in ways other than through the spoken word, Aries. Show someone that you care through your gentle touch or a big bear hug. Hold on a little bit more tightly than you might normally. There’s an unspoken understanding that comes when you communicate through nothing but pure silence. Work on developing this kind of connection with those closest to you.

Taurus April 20-May 20

This is a terrific day for you, Taurus. You should find that your relationships, especially with men, go exceptionally well. Your tender and extremely sensitive nature is finally being recognized as the treasure chest it is. There are many times in which this type of personality is seen as weak, yet today is one of those times in which you’re given the full credit you deserve.

Gemini May 21-June 21

A selfish attitude on your part won’t be tolerated today, regardless of the circumstances, Gemini. Don’t make it worse for yourself by pretending that you don’t notice others’ hurt feelings. People are likely to be extra sensitive today, so be careful about trying to impose your will on someone who really wants nothing more than an ear to talk to and a shoulder to cry on.

Cancer June 22-July 22

You could find the hardest person to face is you, Cancer. You tend toward introspection, and you may find yourself shrinking into self-recrimination. You could analyze the important people in your life and yet fail to address the one you really need to look at – you. As you continually strive for perfection, give yourself proper credit. Do something nice for yourself today.

Leo

July 23-August 22 Take advantage of the creative energy in the air today, Leo. Keep your hands moving and your imagination flowing toward something fun and artistic. If you begin to doubt your work, you may fall down a spiral of creative blockage. Don’t get into the habit of constantly judging the quality or outcome of your work. Give yourself free rein to open up and explore whatever comes to mind.

Virgo

August 23-September 22

Your sixth sense is right on target, Virgo, so trust your instincts today. You’re likely to connect with someone in a wonderful partnership that will help you foster the very plan you want to develop now. Stay close to those things that resonate strongly with your morals. The answer is in front of you; you don’t have to search too far afield in order to find it.

Libra

September 23-October 23 Take a break from your routine, Libra. You might feel like you’re leading an army into battle as you strive for new adventures and conquer new realms. Make sure you take a bit of time out today to stop and let your troops rest. You deserve a little rest yourself. Use this moment of stillness to form your plan of attack so you’re sure about how to proceed.

Scorpio

October 24-November 21 The key for you is to minimize your daily drama as much as possible, Scorpio. You may not realize how much you cripple yourself by the way you exaggerate every aspect of your life. Try not to give so much of your attention to things that really don’t matter much. Petty jealousy and gossip about other people’s lives are especially irrelevant in your world.

Sagittarius November 22-December 21

Be careful of advertising yourself as someone who is so strong and mentally competent that you’re capable of handling everything, Sagittarius. Take note that the strongest mule on the trail usually ends up carrying the most weight. Your emotions are more sensitive than you may think, and certainly more than you demonstrate to others. Be honest about the way you feel and not just the way you think.

Capricorn December 22-January 19

Model Code of Conduct & its Evolution F ree and fair elections form the bed rock of democracy. This envisages a level playing field for the contestants and an equal opportunity for all parties for presenting their policies and programmes to voters. In this context the Model Code of Conduct(MCC) gains relevance. The MCC intends to provide a level playing field for all political parties, keep the campaign fair and healthy, avoid clashes and conflicts between parties, and ensure peace and order. It aims to ensure that the ruling party, either at the Centre or in the states, does not misuse its official position to gain an unfair advantage in an election. This instrument is a major contribution of Indian electoral system to the cause of democracy. The MCC is a set of norms for conduct and behavior on the part of the Parties and candidates, in particular. The uniqueness of the MCC is the fact that this was a document that originated and evolved with the consensus of the political parties. The origin of the MCC dates back to 1960 when the MCC started as a small set of Dos and Don’ts for the Assembly election in Kerala in 1960. The Code covered conducting of election meetings/processions, speeches, slogans, posters and placards (CEC-Shri K.V.K.Sundaram). In 1962 Lok Sabha General Elections, the Commission circulated this code to all the recognized political parties and the State Governments were requested to secure the acceptance of the Code by the Parties. (CEC-Shri K.V.K.Sundaram). Report received after the 1962 general election showed that the Code was followed by and large. In 1967, the Code was followed in the Lok Sabha and Assembly elections. (CEC-Shri K.V.K.Sundaram). Evolution of the MCC and its implementation since 1967 · In 1968, the Election Commission held meetings with political parties at State level and circulated the Code of Conduct to observe minimum standard of behavior to ensure free and fair elections. (CECShri S.P. Sen Verma)

· In 1971-72, during General Election to the House of the People/ State Legislative Assemblies the Commission circulated the Code again. (CEC-Shri S.P. Sen Verma) · At the time of general elections to some State Assemblies in 1974, the Commission issued the code of conduct to the political parties in those States. The Commission also suggested constituting committees at district level headed by the District Collector and comprising representatives of political parties as members for considering cases of violation of the code and ensuring its compliance by all parties and candidates. · For the 1977 Lok Sabha general election, the Code was again circulated to the political parties. (CECShri T. Swaminathan). · In 1979, Election Commission, in consultation with the political parties further amplified the code, adding a new Section placing restrictions on the “Party in power” so as to prevent cases of abuse of position of power to get undue advantage over other parties and candidates. (CEC-Shri S.L.Shakhdar) · In 1991, the code was consolidated and re-issued in its present form. (CEC-Shri T.N.Seshan). · The present code contains guidelines for general conduct of political parties and candidates (no attack on private life, no appeal to communal feelings, discipline and decorum in meetings, processions, guidelines for party in power – official machinery and facilities not to be used for electioneering, prohibition against Ministers and other authorities in announcing grants, new schemes etc). · Ministers and those holding public offices are not allowed to combine official visits with electioneering tours. · Issue of advertisements at the cost of public exchequer is prohibited. · Grants, new schemes / projects cannot be announced. Even the schemes that may have been announced before the MCC came into force, but that has not actually tak-

en off in terms of implementation on field are also required to be put on hold. · It is through such restrictions that the advantage of being in power is blunted and the contestants get the opportunity to fight on more or less equal terms. · MCC has got the judicial recognition of the highest court of land. The dispute over the date when the Model Code of Conduct should come into force -- the issuance of the press release by EC announcing the poll dates or the date of actual notification in this regard was resolved in the Union of India Vs. Harbans Sigh Jalal and Others [SLP (Civil) No.22724 of 1997)] decided on 26.04.2001. The apex court gave the ruling that the Code of Conduct would come into force the moment the Commission issues the press release, which precedes the notification by a good two weeks. This ruling lay at rest the controversy related to the dates of enforcement of MCC. Thus the MCC remains in force from the date of announcement of elections till the completion of elections. Legal Status for Model Code: Views of the Election Commission There is an opinion in certain quarters for providing legal status to MCC. The Election Commission has, however, taken a stand against granting of such status to MCC. According to the Commission bringing the MCC on the statute book will only be counter-productive. In our country, elections are conducted within a very limited time span according to a well laid down schedule. Normally, a general election in a State is completed in about 45 days, from the day of announcement of the election schedule by the Commission. Thus, the expedition and promptness in dealing with the cases of violation of the model code of conduct is of the essence. If no timely action is taken to curb the violations and against the violators of the model code during the limited period when the election process is on, the whole significance of the MCC would be lost and the violator

would be able to reap the benefit of such violation. If the model code of conduct is converted into a law, this would mean that a complaint would lie to the police/Magistrate. The procedures involved in judicial proceedings being what they are, a decision on such complaints would most likely come only long after the election is completed. MCC is not a Hindrance to Developmental activities One often gets to hear the complaint that the MCC is coming in the way of developmental activities. However, even during the short period when MCC is in operation, the ongoing development activities are not stopped and are allowed to proceed unhindered, and only the new projects, etc. which have not taken off on the ground that have to be deferred till the completion of elections. If there is any work that cannot wait for any reason (relief work on account of any calamity, etc), the matter can be referred to the Commission for clearance. It is apt to refer to the following passage from a very recent Judgment (dated 16.02.2012) of the Allahabad High Court (Lucknow Bench) in Writ Petition No. 1361 of 2012 (Dr. Nutan Thakur Vs. Election Commission of India): ‘It shall not be out of place to mention that after election, peoples’ representatives discharge their obligation almost for a period of five years. The elections are held at the fag end of their tenure unless the assembly or Parliament is suspended or dissolved earlier. While holding the office, it is always obligatory on the part of the peoples’ representative to discharge their obligation honestly and fairly to serve the nation. In case they failed to discharge their obligation during their entire term while in office or in opposition, then making statement as a measure of allurement or appeasement to the peoples after issuance of Election Notification, shall be nothing but an instance of unfair practice on their part.’

Instant Feedback To Voters Through VVPAT

Voter-verified paper audit trail (VVPAT) is a method of providing feedback to voters using a ballot less voting system. VVPAT is intended as an independent verification system for electronic voting machines that allows voters to verify that their votes are cast as intended and can serve as an additional barrier to changing or destroying votes. Under VVPAT, a printer-like apparatus is linked to Electronic Voting Machine (EVM). When a vote is cast, a receipt is generated showing the serial number, name and symbol of the candidate. It confirms the vote and the voter can verify the details. The receipt, once viewed, goes inside a container linked to the EVM and can only be accessed by the election officers in rarest of rare cases. The system allows a voter to challenge his or her vote on basis of the paper receipt for the first time. As per a new rule, the booth presiding officer will have to record the dissent of the voter, which would have to be taken into account at time of counting. The VVPAT system was not manufactured due to doubts on the EVM, but was part of the up gradation of the system. Chronology of events leading to the use of VVPAT v In All Party Meeting held on 4th October 2010, there was a broad consensus among Political Parties about the continued use of Electronic Voting Machines and several Political Parties suggested that the possibility of incorporating a “Voter Verifiable Paper Audit Trail” should be explored. v The Election Commission referred the matter to the Expert Committee to examine the possibility of a paper trail and also directed the manufacturers i.e. Bharat Electronics Limited, Bangalore (BEL) and Electronics Corporation of India Limited, Hyderabad (ECIL) to develop a prototype of VVPAT system. v On the recommendation of Technical Experts Com-

mittee, a field trail was conducted in Thiruvananthapuram, Delhi, Jaisalmer, Cherapunjee and Leh in the month of July 2011 in the presence and participation of all stakeholders including general voters, national and state political parties, civil society organizations and media. v After incorporation of the changes recommended after the first field trial , a second field trial of prototype VVPAT system was held in Delhi, Thiruvananthapuram, Leh, Jaisalmer and Cherapunjee in July-August, 2012. The Technical Expert Committee approved the final design of the VVPAT units in its meeting held on 19th February, 2013.v The Government of India, vide their notification, dated 14th august 2013, has amended the Conduct of Election Rules, 1961, enabling the Commission to use VVPAT with electronic voting machines.. v For the first time Voter Verifiable Paper Audit Trail (VVPAT) with Electronic Voting Machines was used for the Noksen Assembly seat in Tuensang district of Nagaland in September, 2013. v In a ruling in October 2013, the Supreme Court (SC), in the case of Subramanian Swamy vs Elec-

tion Commission of India (ECI), has held that VVPAT (Vote Verifiable Paper Audit Trial) is “indispensable for free and fair elections” and thus, directed the ECI to equip Electronic Voting Machines (EVMs) with VVPAT systems to “ensure accuracy of the VVPAT system”. v The Supreme Court directed the Election Commission to introduce a paper trail in EVMs, in a phased manner, for the next general elections in 2014, saying it will ensure free and fair polls. The apex court also directed the Centre to provide financial assistance for introducing Vote Verifier Paper Audit Trail (VVPAT) system. v In pursuance of the Supreme Court order, the Election Commission ordered VVPAT systems to be used in the New Delhi assembly for the upcoming assembly elections. The pilot project was launched across 186 polling stations that will cater to 1,18,596 registered voters.v The Election Commission also instructed the Mizoram election department to use Voter Verifiable Paper Audit Trail System (VVPAT) system in 10 Assembly constituencies during recently held elections to the 40-member state legislature. VVPAT was also introduced in one constituency each in Delhi (as mentioned above), Madhya Pradesh, Chhattisgarh and Rajasthan. The Commission will need about 14 lakh VVPAT machines to introduce the system in all 543 Lok Sabha constituencies during forthcoming Lok Sabha elections . However, the Commission is apprehensive that so many machines can be produced and testing them in such a short duration of time. The Commission feels that covering all Parliamentary constituencies may not be possible before 2019 General Elections. The Commission has stated that approximately 1500 crore Rupees would be required for procuring VVPAT and installing it at all polling booths across the country .
