Depleted Srinagar- Anantnag National Highway- a tale of sorrows From Our Special Correspondent Srinagar, May 19: The beleaguered and pathetic condition of Srinagar Anantnag National Highway has put a big question mark on the performance of coalition govt. in the state in general and the R&B Minister in particular. The prestigious project which is aimed to four lanning of Pathankot-Baramulla high way has suffered jolt after jolt almost derailed as far as Qazigund- Baramulla sector is concerned. Marred by corruption, delays in land acquisition and bureaucratic hurdles and lack of co-ordination between centre and state agencies, the project is already delayed not by months, but by years. Originally, it was stated to be completed by June 2014 which presently seems a distant dream. If the project gets completed even in 2016, it will still be an appreciable performance. It was during the tenure of former R&B minister Mr. G. M. Saroori when the
land acquisition started and it was claimed that 80 percent of the same was completed within some months dot was claimed within some months. However, it was not so and the process is still continuing. The work on Baramulla-Srinagar sector has
‘36 mostly foreign militants killed this year’ ‘20 JKP personnel awarded for their excellent intelligence network’: GOC Srinagar, May 19: Army Monday said that it has managed to neutralize 36 militants mostly foreigners till date this year. GOC, 15 Corpus Commander Lieutenant General Gurmeet Singh told CNS that last year in 2013 Army achieved its first success on April 18when it killed

were foreigners. Out of total 36 militants killed so far, 10 were top leaders,” Singh said. He said that militant organizations operating in Kashmir Valley have received a major setback due to the killing of their top commanders. “This setback is compelling them to resort to more and more infiltration, however, our jawans are alert and active and are capable of foiling their every bid of infiltration,” he said adding that 20 militants have been apprehended so far this year. Lauding the role of State police, GOC, 15 Corpus Commander Lieutenant General Gurmeet Singh it is the intelligence of Jammu and Kashmir police which is helping Army in a great way to eliminate hardcore militants. “We have great respect for Jammu and Kashmir police for their sharp intelligence grid and commitment. FROM THE FRONT PAGE
Sorrrows encroachments which were removed during Mufti Mohammad Syed’s regime have again surfaced and another bottleneck between SAIFCO Flour Mills to the beginning of Pampore town is becoming a nuisance every day. From Lethpora to the end of Awantipora town and from the start of Bijbehara to Batangoo, it takes hours together to proceed ahead-one does not understand as to what was the need to dig the whole road and why was not it completed in stretches on the piece male basis. Not even one stretch has been completed so far and whatever was given a shape has gone worse than it has earlier due to snow and incessant rains. The construction agency RAMKY is already in surrender mood and has already sought extension of one year to complete the task. However even after obtaining a year’s extension, it may still want more time to meet the further deadline. This is most unfortunate that this only surface link has been smashed to such a pathetic condition that in the coming months it may become almost impossible to travel on this highway from Srinagar to Anantnag as the stretch is dug, depleted, broken and potholes, like open mouth of a dragon ready to gulp precious lives. The state govt. and its administration is witnessing this all like silent spectators and no strict and stringent measures are being initiated to get this project completed. The coming tourist season will further aggravate the situation and if its present position is not improved, even the tourists will turn their back towards the valley. The project needs a philip and the present coalition wants to improve its image, it should immediately swing into action and take drastic measure to complete this prestigious project.
GOC Army has so far provided trained 7,544 JKP, CRP and BSF personnel and we have awarded 20 Jammu and Kashmir policemen for their excellent intelligence,” Singh told CNS adding that besides police, they are getting inputs from people as well. Singh said that the success of military operations is due to effective coordination and excellent synergy and networking as well as people’s support. (CNS)

Girl Karra has expressed shock over the death of Simran, a minor, due to the explosion of a littered shell at Tosemaedan in Budgam district, today. In a statement issued to KNS, Karra said this is a case of sheer criminal negligence on part of the authorities which has resulted in the loss of a precious life. He said in the past also dozens of people, mostly children, have also lost their lives and many have been rendered handicapped in the area in similar incidents. Karra said children are usually caught unaware as they take littered shells as playing items. He said had the government acted sensitively the damage caused by these littered shells, explosives could have been stopped to a great extent. Expressing sympathies with the bereaved family Karra said steps should be taken to clear the area of these explosives so that such unfortunate incidents will not happen in future. He also demanded the government should provide a proper compensation to the victim’s family. (KNS)

Mufti write a new chapter in the history of the state which will enable the party to take forward its unfinished agenda of political resolution and good governance,” said Mufti. While welcoming Baghat into the party fold, Mufti said the doors of PDP are open for the people like Baghat who want to really contribute in the party’s efforts to see J&K out of the present uncertainty and gloominess. Mufti said it is now an imperative that distinguished people from all walks of life join the PDP to give a push to the campaign for change in the system that the party is ultimately aiming at and after LS elections has entered a critical stage. He said a decisive victory for the PDP in upcoming assembly polls could open new avenues for the state to come out of its political problems and economic deprivation. (KNS)

Putin Seeks $400 Billion Gas Deal as Ukraine Speeds China Pivot
Russia President Vladimir Putin arrives in China today with the Ukraine crisis as a new incentive to broker a $400 billion natural-gas deal with his Asian neighbor. Russia has been in talks for over 10 years to lock in China as a new customer for its vast reserves of the fuel in Siberia. The stumbling block has been price, but with Putin facing trade and financial sanctions from the U.S. and European Union after he annexed Crimea from Ukraine, a deal is seen as probable. “We expect the Sino-Russia gas deal to be finally ratified during President Putin’s visit and the pricing terms will not be too demanding for China,” said Simon Powell, head of oil and gas research as CLSA Ltd. in Hong Kong. STORY: While Europe Seeks Compromise on Sanctions, Putin Could Cut Off the Gas OAO Gazprom (OGZD), the world’s largest natural gas producer, aims to sign a contract with China National Petroleum Corp. during the visit, Russian executives and officials have said. China, Russia’s largest trading partner with $94.5 billion of business last year, was the only country in the United Nations Security Council not to censure Putin’s actions in Ukraine. A final deal on price is likely to be made by Putin and his Chinese counterpart Xi Jinping at a meeting in Shanghai today. Most other elements of an agreement are in place, according to Gazprom. “We are just one digit away,” Chief Executive Officer Alexey Miller said on Russian state television before flying to Beijing for a meeting with CNPC Chairman Zhou Jiping on May 17. “There’s just one issue, which is the so-called P-zero, or basic starting price in the formula.” Gazprom plans to build a $22 billion pipeline to China able to carry as much as 38 billion cubic meters (1.34 trillion cubic feet) annually after years of false starts. The company may begin supplies in 2019 to 2020, Russia Energy Minister Alexander Novak said in March. That amount of gas is almost a
quarter of China’s current consumption and about 10 percent of its estimated demand by 2020, said Gordon Kwan, head of oil and gas research at Nomura International Hong Kong Ltd. For Gazprom, it is about 20 percent of gas sales in Europe, the company’s largest export market. VIDEO: Putin’s China Visit Signals Pivot to East: Weafer The deal has been delayed because Russia wanted to use sales contracts in EU as a benchmark price, while China proposed a lower price, based on its imports from central Asia. Gazprom’s average price in Europe was $380.5 per 1,000 cubic meters last year. CLSA forecasts a price for Russia’s gas of $9.50 to $10 per 1,000 cubic feet ($335 to $350 per 1,000 cubic meters) delivered to the Chinese border. Field Development hat target, worth almost $400 billion over a 30-year contract, compares with the $10 per thousand cubic fee China pays for imports from Turkmenistan and is substantially lower than liquefied natural gas at about $15, Powell said. STORY: Why the U.S. Is Targeting the Business Empire of a Putin Ally“Better to sign a contract at a relatively low price now, than not to sign it all,” said Ekaterina Rodina, an oil and gas analyst at VTB Bank (VTBR) in Moscow. “Especially if China agrees to provide prepayments or loans, which Gazprom could use in pipeline construction and field development.” The crisis in Ukraine will make Russia’s government want to do a deal to persuade Europe and the U.S. that sanctions won’t hold back Russia’s economy, said Chris Weafer, a founder of Macro Advisory in Moscow. “The Kremlin is keen to show both the European Union politicians, western companies and the domestic audience that it is not restrained by the the threat of sanctions and has plenty of energy and trade partnership options with China,” Weafer said. Supply Sources
Liu Weijiang, CNPC’s Beijing-based spokesman, and Sergei Kupriyanov, Gazprom’s spokesman, both delined to comment. “If the Russia-China gas deal isn’t signed in the near-term, the window of opportunity may be closing fast as other supply sources enter the market,” said Xizhou Zhou, director of China Energy at IHS Inc., a consultant. LNG projects in Australia will begin operation next year, making global gas supply “much more abundant,” according to Zhou. Gazprom’s proposed pipeline exports to China may well have to compete with LNG terminals being built in Russia. Iranian President Hassan Rouhani and United Nations Secretary-General Ban Ki-moon will be in China at the same time as Putin. All will attend the Conference on Interaction and Confidence Building Measures in Asia in Shanghai, Foreign Affairs Ministry Spokesman Qin Gang said.OAO Gazprom (OGZD), the world’s largest natural gas producer, aims to sign a contract with China National Petroleum Corp. during the visit, Russian executives and officials have said.

You could find the hardest person to face is you, Cancer. You tend toward introspection, and you may find yourself shrinking into self-recrimination. You could analyze the important people in your life and yet fail to address the one you really need to look at – you. As you continually strive for perfection, give yourself proper credit. Do something nice for yourself today.
Leo
July 23-August 22 Take advantage of the creative energy in the air today, Leo. Keep your hands moving and your imagination flowing toward something fun and artistic. If you begin to doubt your work, you may fall down a spiral of creative blockage. Don’t get into the habit of constantly judging the quality or outcome of your work. Give yourself free rein to open up and explore whatever comes to mind.
Virgo
August 23-September 22
Your sixth sense is right on target, Virgo, so trust your instincts today. You’re likely to connect with someone in a wonderful partnership that will help you foster the very plan you want to develop now. Stay close to those things that resonate strongly with your morals. The answer is in front of you; you don’t have to search too far afield in order to find it.
Libra
September 23-October 23 Take a break from your routine, Libra. You might feel like you’re leading an army into battle as you strive for new adventures and conquer new realms. Make sure you take a bit of time out today to stop and let your troops rest. You deserve a little rest yourself. Use this moment of stillness to form your plan of attack so you’re sure about how to proceed.
Scorpio
October 24-November 21 The key for you is to minimize your daily drama as much as possible, Scorpio. Petty jealousy and gossip about other people’s lives are especially irrelevant in your world.
Sagittarius November 22-December 21
Be careful of advertising yourself as someone who is so strong and mentally competent that you’re capable of handling everything, Sagittarius. Take note that the strongest mule on the trail usually ends up carrying the most weight. Your emotions are more sensitive than you may think, and certainly more than you demonstrate to others. Be honest about the way you feel and not just the way you think.
Capricorn December 22-January 19
Things should flow well for you today with very little effort on your part, Capricorn. Emotional issues are likely to be the hardest ones to overcome, but this shouldn’t be a problem for you. You have the ability to work through these like a pro.
Aquarius January 20-February 18
This is meant to be a nice, relaxing day, so treat it as such, Aquarius. There’s no need for you to plan any great strategy at this time. Go with the flow and have a great time regardless of what you end up doing.
Pisces
February 19-March 20 Your sensual nature is heightened, Pisces, and you’ll find yourself engaged in tender moments and languid peacefulness in the company of others. Soothe your soul by letting yourself slip into situations that give you the emotional freedom to do or say whatever comes to mind. Life should be like a love poem written by a great master. Accept the good energy that comes your way.
