Srinagar, October 19: 5 persons died and two were injured in different road accidents across the Kashmir Valley. Three injured persons Parvaiz Ahmad Khan son of Mohammad Sajad, Mariya Bano daughter of Maqsood Khan and Anayatullah Khan son of Yar Mohammad residents of Ladoo, Rafiabad, succumbed to their injuries at SKIMS, Soura, Srinagar. Five persons travelling in a Maruti car bearing registration number JK05B/8813 had received injuries in a collision with a bus bearing registration number JK01H/9870 at Janbazpora near Juice Factory, Baramulla on 17/10/2013.The other two injured are under treatment in the SKIMS hospital. A case FIR has already been registered in police station Baramulla. Meanwhile, another person Mohammad Musa Mehander son of Mohammad Yousuf resident of Kalakote, Rajouri who was injured in a road mishap at Sether, Anantnag on 6/10/2013 also succumbed to his injuries at SKIMS Soura, Srinagar. 4 Motorcycles stolen in Srinagar Srinagar, October 19: Srinagar police has started investigation of bike lifting cases that have occurred in last few days in Srinagar. Four bikes were reported to have been stolen at different places in Srinagar. Section 144 imposed around exam centres Bandipora, October 19: To ensure smooth conduct of examination of 12th class regular examination and to curb the menace of copying, unfair means besides upholding the sanctity of the examination, Section 144 Cr. P.C has been imposed by District Magistrate Bandipora to prohibit any assembly of five or more persons and carrying any copying material or weapon in or around the examination centres in the district. Ceasefire violations a matter of great concern: Khurshid
New Delhi, October 19:
New Delhi has termed the ceasefire violations by Pakistani troops along the Line of control in Jammu and Kashmir as matter of serious concern. External Affairs Minister Salman Khurshid said, it is not just an issue of diplomacy but also of concerns about military relations. Talking to reporters in New Delhi today he maintained that this issue is one of highpriority for the government and a meeting of the DGMOs of both the countries should be held soon. He expressed full confidence in the defence forces for showing restraint, firmness,
determination and total preparedness to face any eventuality. BSF seeks flag meet after Pak fires at 25 Indian posts New Delhi, October 19: The Border Security Force (BSF) has lodged a formal complaint with its Pakistani counterparts after yet another ceasefire violation by Pakistan. Pakistani troops attacked 25 forward BSF posts along the international border in Samba district of Jammu and Kashmir on Friday night. The BSF jawans retaliated, and there was heavy firing and mortar shelling from early Friday night till early Saturday morning, said officials. One intruder was killed
as the jawans foiled multiple infiltration bids throughout the night, according to TV news reports. Reports said the BSF has sought a flag meeting with Pakistani, but is yet to get a response. BSF sources said that Pakistani commanders had refused to hold a flag meeting to defuse the tension. Moreover, Pakistan is yet to lift the body of the killed intruder, said TV news channels. Handwara, October 19: A Road Opening Party (ROP) of Army came under fire when Army personnel from 30 RR were busy in searching orchards along the road between Hanga and Marthgam hamlets in North Kashmir’s Handwara town. Bullets hit one Army jawan while another jawan was injured after a ferocious bear mauled him when the same Army party was looking for militants in nearby forests. Congress high command against escalating security and political instability in J&K Jammu, October 19: The Congress high command is said to have suggested to the leaders of its state unit in Jammu and Kashmir to avoid precipitating political crisis in the state by escalating conflict with the National Conference. Party sources said that the Congress leadership in Delhi is worried over the hike in tension on the LOC and the IB, following repeated ceasefire violations being committed by Pakistani troops and in the context of this development the high command does not want the party unit to trigger po-

Gurezi for educating breeders about new technology, welfare schemes Srinagar, October 19: The Minister of State for Animal and Sheep Husbandry Mr. Nazir Ahmad Gurezi has called for launching vigorous awareness to educate the farmers and breeders about the latest techniques and the schemes meant for promotion of the sheep and cattle besides welfare of farmers. He said that the awareness camps will generally help in transferring scientific research to the breeders and will ensure implementing of modern technology at the grass root level. Breeders Conference at SKICC today. The conference was organized by the Animal Husbandry Department. The Minister said that departmental teams comprising officials from each district would be deputed to other States including Gujarat to study cooperative structure so that similar practice are established in the State. Mr. Gurezi said that under Animal Husbandry Sector several welfare schemes have been launched by the government for the benefit of the farming community and breeders with an objective to improve their living standards. He said Government is
committed to upgrade the socioeconomic conditions of the weaker section of the society. He said in this regard need is to publicize the welfare schemes so that maximum lot to be benefitted. He also appealed the people especially youth to come forward and take advantage of these schemes. He said unemployment is the big challenge for the Government but Omar led Government is keen to tackle this problems by introducing various schemes. The bids should reach the office of the Chief Engineer, Kashmir Irrigation & Flood Control Department, Srinagar, on or before 21-10-20I3 up to 2.00 P.M and shall be opened on the same date or any subsequent date convenient to the opening authority in presence of the bidders who may choose to be present at the time of opening of bids. TERMS & CONDITIONS 1. The bidders should quote the bid amount in lump sum. 2. Caution money in the form of C.D.R on any scheduled bank pledged to the bid receiving authority, should accompany the bid. 3. The quantity of GSB as shown above, though-tentative, is the maximum that can be allowed to be lifted within the quoted/accepted bid amount. Cutting shall be as per GSB deposition profile at the time of start of actual removal to be recorded and authenticated by Engineer l/C and the successful bidders. Excavation profile shall be worked out accordingly. Quantity over and above, shall be allowed pro-rata, subject to requirement of the department and proper authority. 4. The successful bidder shall have to deposit full bid amount in one installment immediately after issuance of authority letter and prior to start of GSB. 5. All other charges in the shape of royalty etc shall be borne by the agency itself. 6. The successful bidder shall have to start the lifting of GSB within three-days from the date of issuance of allotment. 7. The successful bidder shall have to make adequate arrangements for removal of GSB to the extent of advertisement before the water level in the Shalliganga Nallah & Apzari- Nallah rises. 8. The successful bidder shall take measures to maintain pollution free environment to the possible extent, in and around the area. 9. The amount of bid shall be forfeited in case the bidder fails to lift the GSB within the stipulated time. 10. The extension of the time of completion shall be permissible only in case of bad weather or other un-avoidable circumstances. 11. Any violation of these conditions shall be at the risk and responsibility of the successful bidder and shall entail cancellation of contract and imposition of penalty up to 10% of the bid amount or cost of restoration of the damages causes, whichever is higher. The candidates as per Annexure-A to this notification are hereby declared to have qualified for the admission to the Jammu & Kashmir Combined Competitive (Mains) 2013 on the basis of their performance in the J&K Combined Competitive (Preliminary) Examination 2013 held by the Commission on 29.09.2013. The Commission has declared the result as per sub rule (2) of Rule 8 of Jammu and Kashmir Combined Competitive Examination Rules, 2008 as amended from time to time and the law laid down including the judgment of Hon’ble Supreme Court in Andhra Pradesh Public Service Commission versus Baloji Badhavath & Others (Civil Appeal No.2244 of 2009) for the purpose of admitting the candidates for appearing in the Main Examination. While adopting the above rule, the Commission has decided to call 25 times the total number of vacancies. Out of 25,006 enrolled candidates, only 20,236 candidates appeared in the Preliminary Examination. Thus 2477 candidates in Roll order have been declared to have qualified for the Main Examination, thereby making the last cut off point as 288.578 marks out of aggregate of 450 marks. After conclusion of the examination, the representations received from candidates alleging discrepancies in certain questions were referred to the subject matter experts and after receipt of the expert opinion, the representations were disposed of in accordance with Rule 12-A of J&K Public Service Commission Conduct of Examination Rules, 2005. The candidature of candidates who are declared to have qualified for admission to Main Examination is purely provisional and subject to determination of final eligibility at the time of submission of Application Forms for Main Examination. This is subject to the outcome of any writ petition pending disposal before any competent Court of Law. The result is also be available on J&K PSC’s official website www.jkpsc.nic. in. Note 1. Notification inviting Applications for J&K Combined Competitive (Main) Examination 2013 is being issued shortly. Note 2. The J&K Combined Competitive (Main) Examination 2013 is tentatively scheduled to begin in the last week of February, 2014 and detailed date sheet shall be notified separately. Sd/-

Indo-Pak relations- a disturbing situation
A
larming bells are sounding for the people of those areas who are residing all along the line of control and IndoPak borders. Unfortunate and uncalled for is the present situation which has emerged after some peaceful years. Everybody had thought that the days of hostilities and animosities are gone and for the people of border areas a new dawn has set in which will usher a peaceful and friendly atmosphere everywhere. But the sudden spurt in ceasefire violations has dashed all the hopes of peace and stability. Now the situation has reached to such a boiling point where the people living near the line of control and international borders may have to migrate to safer places and desert there inhabitations, their property particularly their lands. What a pity! Could somebody image it few years back when India and Pakistan were signing confidence building measures after confidence building measures, softening the borders and making people to people contact frequent and easy. At one time Pakistan in principle agreed to confer most favoured nation’s status to India. The two countries were engaged in a sustained dialogue wherein they had made a resolve to settle and address all outstanding issues including the issue of Jammu & Kashmir amicably and mutually. The present spate of ceasefire violations has put breaks to all dialogue process, generated new hostilities and made things worse than what they were before 2002 ceasefire decision. This hostile situation is in no way conducive for the people of two countries who have suffered heavy loss of lives and property in the past. The two countries on the whole are not going to benefit from the present situation as their economic conditions which are already fragile will further receive a big jolt. One can only expect that sanity will prevail on the leadership of both the countries so that they understand the repercussions of the hostilities and take immediate steps to resume dialogue process at all levels to minimise the tension. If the present situation is allowed to slip out of hands, both the neighbouring countries will have to pay heavily without any returns. Gone are the days when masses of the two countries used to be swayed away and their sentiments exploited on Kashmir issue for election gains or diversion of the peoples’ attention from internal problems. In the recently held Pakistan elections Kashmir flank was attached hardly any importance and then Mr. Nawaz Sharief became the Prime Minister he did not lose even a second in saying that he wants to have cordial relations with India and declared that threads will be picked up from where they were left in 1999. One fails to understand as to what led to increasing hostilities when intentions of both the countries seem to be for cordial and friendly relations.

Indian Women’s Odyssey into the Medical World
he story of Indian women’s struggle to enter the medical profession reflects their courage, determination and dedication to a noble cause. Unlike the women in western countries Indian women did not have to fight the laws or discrimination by the state to enter this profession. Opposition came mainly from the society of that time; a society steeped in ancient traditions with no scope for women to act or think independently. The environment was hostile to a woman to step out of the home, let alone take up a career. Missionaries pave the way When the British rulers opened their hospitals in India, the attendance of women was almost negligible because of the purdah (veil) observed by women in many parts of India. Since there was no woman on the hospital staff, women resented being treated by men and stayed from hospitals. The plight of women during confinement owing to lack of medical attendance and the large-scale infant mortality disturbed many ‘zenana’(women) missionaries, who decided to do something to mitigate the sufferings of these women. The task of women missionaries was not easy. They had to face the ignorance and prejudices of Indian women, work without proper instruments and insufficient supportive help and above all their own inadequate medical knowledge. The first qualified medical woman to arrive in India was Miss Clara Swain of U.S.A. who reached Rae Bareily on 2nd January 1870. Soon a stream of missionaries, started pouring into India. Their main concern was training of nurses and mid-wives and hospital administration. They introduced hospital nurses into Indian homes, persuaded Indian women to go to hospitals for delivery and took part in other social service activities. Two outstanding medical missionaries, Edith Mary Brown(1864-1956) and Ida Sophia Scudder(1870-1960) will ever remain in the collective consciousness of the nation for the legacy they have left behind to humanity. arely has the discussion on the nature and extent of quality and excellence been as intense as in our times. ‘Assessment for quality assurance’ is widely known across the world since late 20th century. The movement may be called as the promotion of the ‘Assessment Culture’. In India, it has taken a concrete shape only in the last decade of the last century, with the establishment of the National Assessment and Accreditation Council (NAAC) (in 1994) and a few other quality assessment organizations in the public domain, for the assessment of higher education institutions and programmes. The NAAC, with a vision ‘to make quality the defining element of higher education in India through a combination of self and external quality evaluation, promotion and sustenance initiatives’, has assessed and accredited Higher Education Institutions (HEIs) and has also undertaken a number of quality promotion activities. There is a mixed response from the HEIs and the academia, to the external quality assessment. Many institutions have voluntarily opted for NAAC assessment and proudly exhibit their accreditation status. Few others have apprehensions about the NAAC assessment process. For a deeper understanding of the complex process of external quality assessment, it may be useful to critically examine the motivational factors for readily seeking NAAC assessment on one hand and the inhibiting factors for hesitations to go for assessment on the other. Positive Responses · Some of the reasons for institutions opting for NAAC assessment are: ·Self-improvement, by understanding their strengths and limitations. ·Building the institutional image and attract students from far and wide. ·International recognition of the institution and assurance of admission of their students in foreign universities. ·Incentives from the Government and other funding agencies. ·Insistence of some of the State
Governments. ·Pre-condition for getting the autonomous/deemed university status and such other recognitions by the University Grants Commission (UGC) or permanent affiliation by concerned universities. Some Apprehensions Some of the apprehensions and fears of institutions about the NAAC assessment are: · Fear of the unknown. · Fear of getting a lower grade and/or not getting the desired accreditation status. · Lack of enthusiasm on the part of management and staff to take up the preparation work (institutional data presentation in the Self-Study Report). ·Assumption that it is a costly activity. · Belief that it does not lead to any consequential benefits.

· Reservations about the external assessment of Quality. · Reservations about the reliability and credibility of NAAC methodology and processes. NAAC relation with the HEIs Most of the apprehensions listed above are quite unfounded. Similar are the experiences of most of the external quality assurance agencies across the world. The International Network for Quality Assurance Agencies in Higher Education (INQAAHE) guidelines of good practices for External Quality Assurance Agencies (EQAA) include the basic premise of a congenial relationship between EQAA and HEIs. NAAC relations with the HEIs are
a large number of institutions. Appropriate mechanisms have to be developed to complete the first cycle assessment of all HEIs. We may have to evolve multiple strategies for this purpose. Establishment of regional/state level assessment agencies, encouragement of NAAC-validated private professional agencies/sectoral assessment agencies for programme assessment are some of the measures that deserve careful consideration. Secondly, the instrument of assessment requires continuous fine-tuning. Some limitations of the instrument we use to assess the performance of a complex system arises from an inability to combine quantitatively-measurable and qualitatively-perceptible factors into a single
model. Appropriate measurement is necessary for improvement. It is rightly said: “if you can’t measure it, you can’t understand it; if you can’t understand it you can’t control it; if you can’t control it you can’t improve it”. In quality measurement, we must constantly ask two questions: Are we measuring the right things and are we accurately measuring them? NAAC is continuously engaged in improving its instrument. We hope that the fine-tuning of the criteria, key aspects and assessment indicators and adoption of the Cumulative Grade Point Average (CGPA) with effect from 1st April 2007, would result in a more rigorous and reliable measurement of the institutional performance. Thirdly, the Peer Team, consisting of assessors, plays a critical role in the assessment exercise. The Peer Team is the public face of NAAC. The judgement by the Peer Team members is the basis for assessment and accreditation. Selection of right Peers as assessors and equipping them with necessary professional skills to undertake the job are challenging tasks. NAAC is aware of the human limitations and is continuously trying to provide professional inputs to the assessors, to complete the task without any bias and arrive at reasonable and acceptable judgement. The Approach There are many other concerns and new concerns may arise in the context of newer situations. More than these concerns our approach is very significant to our activities. NAAC believes that quality has to be nurtured and not controlled. The agricultural model of seeding, nurturing and climate building is more suitable to the quality assurance model. Probably, in future, instead of completely focusing on timebound assessment activity, NAAC may have to focus on nurturing and continuously-assessing the internal quality assurance systems of the HEIs. It is equally important to recognize that the EQA is an indicative exercise not a prescriptive or deterministic one.

He spoke on condition of anonymity because he is not authorized to speak to reporters. Two candidates did not sign the voters list Friday, saying it needed to be verified for any irregularities, but Thowfeek had said their demands for double-checking the list were impossible to meet in time for the election.The Supreme Court said in its ruling annulling the September election that a revote must take place before Sunday. Single window system in Delhi to clear poll-related activities Agencies New Delhi: The Election Commission today decided to put in place a single window system in all districts of Delhi to grant permission for poll-related activities, including organising rallies and processions. The commission made the announcement in a meeting with the representatives of various political outfits. During the meeting, political parties complained that they were being forced to obtain permission from a number of agencies such as SHOs, Returning Officers, DDA, MCD and some other departments which has affected the preparations for the 4 December assembly polls. “Political parties said that they were obtaining permissions from multiple agencies for election related activities leading to confusions following which we mooted the proposal of creation of a single window system at the District Election Officers’ office. “All the departments and agencies involved in giving permission will sit under one roof and give required permission,” Deputy Election Commissioner and incharge of Delhi polls Vinod Zutshi said. Commission will fix a time-frame for taking decisions on applications by the political parties for election related issues, he said. The meeting was also attended by Chief Electoral Officer of Delhi Vijay Dev, all District Election officers and DCPs. Pradeep Sangwan slapped with 18-month ban for doping offence Agencies Kolkata Knight Riders pacer Pradeep Sangwan was today slapped with an 18-month ban from cricket after being found guilty of consuming a banned anabolic steroid. The ban by the BCCI’s Anti-Doping Tribunal on the 23-year-old Delhi cricketer has been imposed with retrospective effect from May this year when the IPL took place. “The anti-doping case initiated against the player Pradeep Sangwan by the BCCI before the Anti-Doping Tribunal constituted under the BCCI Anti-Doping Code, was concluded on October 1, 2013, and the written decision issued by the Anti-Doping Tribunal was received on October 18,” the BCCI said in a statement. “The tribunal has found that the player has committed an Anti-
Doping Violation under Article 2.1 of the code for the presence of the
prohibited substance Stanozolol, an anabolic steroid,” it added.
