Sagar asks youth to avail benefit of welfare, self-employment scheme
Srinagar, Sep 19: The Bill aimed at to make Jammu and Kashmir a liquor free state is expected to come up for the discussion in the coming Assembly session commencing at the end of this month. Reports said that religious organization Jammu and Kashmir Karwani Islami after consulting legal luminaries has drafted an anti-liquor bill which was presented to major political parties of the State. Sources told CNS that this bill has been submitted by a particular political party and is expected to come up for the discussion in the coming session. Patron Karwani Islami Maulana Ghulam Rasool Hami told CNS that the organization had appealed all the political parties to discuss the bill in the Assembly so that sale and purchase of liquor in Jammu and Kashmir could be banned.
Mushtaq-ul-Islam released, arrested Srinagar, Sep 19: Muslim League Jammu and Kashmir chairman Mushtaq-ul-Islam was Thursday rearrested soon after he released from centre Jail, Kashmir. “Spokesman of league told KNS that Mushtaq-ul-Islam, who was undergoing detention under 11th PSA in centre Jail, was on Thursday released under court orders but rearrested after a few minutes of his release near main gate of central Jail. He has been taken to some unknown place. Reacting to the arrest of Mushtaq-ul Islam the spokesman termed it as an act of harassment to suppress the people’s voice. “The puppets of New Delhi are using draconian laws like PSA against the pro-freedom leaders including Mushtaq-ul-Islam to get rewards from their masters sitting in New Delhi,” he said. “By such tactics the pro-freedom leadership will never change their political stand nor will Kashmiri people budge an inch from the movement,” he said. 46 Govt teachers suspended for unauthorized absence Srinagar, Sep 19:The Jammu and Kashmir Government ordered suspension of 46 government teachers of various schools in Jammu for their unauthorized absence from duties. Director school education Jammu Saru Baghat told KNS that a team of officers headed by Joint Director Secondary education inspected various government schools in Jammu and found 46 teachers absent. Shutdown in Pattan, undeclared curfew in Palhalan Srinagar, Sep 19: Complete shutdown was observed in North Kashmir’s Pattan town against the killings of two Hizb militants for the second consecutive day. Meanwhile, authorities imposed undeclared curfew to thwart any protest in the restive area of Palhalan. Reports said that police and CRPF personnel used dozens of tear smoke shells to disperse the agitated youth who resorted to heavy stone-pelting in Palhalan area soon after the deployment of police and Paramilitary troopers was withdrawn from the area. Locals alleged that police used excessive force to quell the protests, the allegation denied by police. Eyewitnesses told CNS that as the evening approached, police and Para-military troopers
started moving to their respective stations. Scores of youth intercepted them and attacked the deployment with stones. During the clashes, one youth identified as Ajaz Ahmed son of Nazir Ahmed was injured who was referred to a hospital in Srinagar. Eyewitnesses said that Ajaz was not the part of protests and was on his way to his home. All the shops and business establishments remained shut and transport was off the roads on Thursday. Shutdown in Nowhatta and adjacent areas Srinagar, Sep 19: Nowhatta and its adjacent areas of old city observed a complete shutdown against the arrest of a youth on Thursday. In a PowerPoint presentation, Commissioner Secretary Power who is also Managing Director JKSPDC presented resume of the action taken by the Corporation on various decisions made in the earlier Board Meeting. He also gave detailed status of various projects under implementation in the State. The meeting discussed matters relating to 93 MW new Ganderbal HEP, 9 MW DAH and 9 MW Hanu projects. It discussed 37.5 MW Pranai, 39 MW Krathia, 930 MW Krathia II, 850 MW Ratla, 186 MW Ujh, 450 MW Baglihar-II, 48 MW Lower Kalnai and 1856 MW Sawalkot projects and received appraisal of the status of these projects. The meeting also discussed matters pertaining to Coal Block allotted to Jammu and Kashmir by Union Coal Ministry. It discussed remodelling and upgrading of Karnah, Morah and other power projects. The status and progress of 21 small and micro projects was also discussed in the meeting in detail. The development of 7 MW Achoora project in Gurez also came up in the discussion. The Board approved the annual budget of Rs. 4414.59 crores budget for the Corporation for the year 2013-14. Various matters pertaining to the restructuring of the Corporation, creation of posts, chartered accountant, construction of JKSDPC complex etc. were also discussed in the meeting. Later, Omar Abdullah who is also Chairman JKSPDC laid foundation of the Rs. 48 crore new complex of the Corporation at Raj Bagh here. The complex is likely to be completed within three years. It will be built over a floor area of 7884 square metres in the land area of 6.97 kanals. It will have ground plus five storeys with basement parking, board room, conference hall, auditorium, health centre, fire fighting facilities and green building. Expressing hope that the killing of youth in shopian would not meet the same fate as the rape and murder case of Asiea and Nelofar, Mehbooba said the registration of FIR and shifting of Gagren camp are the result of struggle made by the people of the district who have forced the government into action. The exhibition generated tremendous enthusiasm and interest among people, especially the young generation who saw things and objects of immense heritage value. The displays unravelled Kashmir’s glorious past through rich collection of art, craft, costume, household items, manuscripts, images, musical instruments and archaeology. For two days, streams of visitors visited the exhibition and came face to face with the rich cultural legacy of Kashmir. Giving the brief about the overall progress of the company, the Managing Director apprised the Commissioner/Secretary that the company has shown a growth of 47% with profit of Rs. 4.35 Crore during the year 2011-12 and Rs. 4.00 Crores in 2012-13. The company is selling “Jehlum” Brand cement to all the government departments for developmental works in Kashmir province. This was possible only when the government issued order making mandatory for the government departments to use “Jehlum” Brand cement. He urged the Commissioner/Secretary to issue similar instructions to all government departments in Jammu province for use of “Chenab” Brand Cement of JKCL to be produced by Samba Unit. The Commissioner/Secretary was further informed that the commercial production of the Samba Unit shall commence in two months time.

he rising prices of essential commodities are touching skies with every passing day and there seems to be no effective mechanism to control them on national as well as state level. For the last over three and a half months, the petrol prices have gone up seven times which in turn have made everything dearer in the market thus making the life of a consumer a hell. It is because of the rise in the prices of fuel that travel as well as freight charges of goods have risen many fold. Take the example of onions, tomatoes, cereals, pulses, rice, vegetables in general, everything is selling on very exorbitant prices which has totally unsettled as disturbed the budget of a common man. It was felt that the decontrolling mechanism of certain essentials will help in reducing and controlling the market prices but it has worked otherwise. When the petrol and other petroleum products were decontrolled the theory which was advanced was that if the prices in the international market will rise, so will these in the country and if the prices will go down, automatically the consumer will be benefitted. However, this is not happening. The devaluation of Indian Rupee has sunk to a level where it will be a dream come true to expect reduction in the prices of petroleum products. The inflation is on the rise, which is nullifying every step taken to sustain the price level at one point. The fluctuation continues unabated and because of this the common consumer has to pay through his nose. It seems that there is no proper price control mechanism adopted at the centre level which in turn could leave long lasting impact on state level when it comes to control the prices. The adhoc steps are not going to pay. It needs a strong policy in place to check the inflation which will help to keep the prices under control. The prices of onions and tomatoes has made these things a rare commodity for the common man who cannot afford to buy a kilogram of onions in 70-80 rupees. Similarly, the tomatoes and other vegetables are now beyond the reach of even the middle class families. if the trend continues like this, it will not only upset the budget of the majority of the population but will also give a flip to other evil practices like corruption which is already eating our society.

K.D Maini There is uncertainty among the youths regarding their future because except Government services there is no other avenue of employment, keeping in view the available human resources, infrastructure and purchasing power of the people, we must work out the industrial plan on major, small scale and tiny sectors also so that employment problem could be eased otherwise there is possibility tha t unemployed youths may turn violent. As discussed above, there are various communities residing in Rajouri District. They are Hindus, Mislims, Sikhs Bakerwals, Paharis, Jaralas, Maliks, Malyars, Qureshis, Rajputs etc. But they are having a common cultural heritage. The people of this area have resemblances of dresses, social customs and ceremonies. Hindus and Sikhs are even connected by birth, marriages and deaths. Among Musli ms, Jarals, Maliks, Thakkers considered themselves as higher class. Mostly their marriages do not take place with Gujjar and Bakerwal tribes, while Gujjar and Bakerwal tribes are having their distinct cultural heritage, they are having their own language, dresses, habits and nature. Gujjar mostly live in slopes of mountains, in kothas with their cattle while the Bakerwals are the nomadic tribes. They migrate from one place to another with their herds and flocks, gujjars and bakerwals are mostly devotional towards their Peers. They are having big Dargahs at Lar Sharief Wangat in Kashmir where there is a Asthan of Mian Nazam Ud-Din Sahib. Presently, Mian Bashir is biggest religious Peer. G&B community is having deep association with Shahdhara Sharief Ziarat also. Thousands of Gujjars apart from Paharies every day visit this Shrine and offer prayer. Another important Asthan of Gujars in Rajouri district is Asthan Sain Ganji Sahib at Fatehpur. They celebrate the Urs of their Peers with dedication and devotion.The other important places of Muslims of Rajouri district are Dargah Sharief Pallulian and Asthan Sain Ganji etc. Apart from these Dargahs, there is a network of mosques in every villages where Maulvis and Qazis preach religious teachings. As regards the Hindu and Sikh religious places, Manma Mata in Kalakote, Mangla Mata in Nowshera, Pandav
Temple at Kalakote and Kalsian in Nowshera, Radhakrishan Temple at proper Rajouri, Channi Prat Temple in Sunderbani while the Veer Bhadreshwar Temple which was established by King Kanishka in 141 AD is having great historical importance and is one of the most important temple of Rajouri. Chhati Padshahi Gurudwara Rajouri and Nowshera and Dehra Baba Beeramshah at Jhangar (Nowshera) and Dharamsal (Kalakote) are the secret places for the Sikhs and Hindus in the District. Shahdhara Sharief Ziarat has become the symbol of common cultural heritage of this area. Apart from Muslims, Hindus and Sikhs are also visiting the Shrine and offer prayers. In the same manner, Mela at Pallulian Sharief is organised jointly by the Muslims and Hindus in the last week of March (18th Chetra) every year.Basically the people of this area are secular and they maintain communal harmony in odd events also. In 1938 AD when Muslim Conference was converted into National Conference Abdul Satar Mir and Abdul Aziz Shawl became the President and Secretary of newly established National Conference in District Rajouri which was the secular party and these leaders never allowed Muslim Conference to spread their roots in this District. After 1947, Mr.Shawl in Rajouri area and Master Beli Ram in Nowshera area provided secular leadership to the public first under the banner of National Conference and latter under Cong-I. Later on, Mirza Abdul Rashid from Darhal, Ch. Mohammad Hussain from Budhal and Ch. Talab Hussain also joined hands with the secular forces and they tried their best to provide secular political set up. The local MLA are making all efforts to maintain the unity, harmony and brotherhood among the people and to take the District on the path of development.The Muslims of this area are mostly 1947, 1965 and 1971 Wars. The main labour force belongs to this sect. Presently, about 10000 jawans of this District are employed in CRPF, BSF, Army, J&K Police, MES, BRO etc. and they have been proved best soldiers. Number of jawans from this area who were posted in Kashmir Valley from 1991 onward have sacrificed their lives in fighting against the terrorism. In 1947 when infiltrators captured this area and number of people were killed by the
foreign infiltrators Muslim community gave shelters to Hindus in their houses in some of the area of Thanna, Kalakote, Dhangri etc. From 1990-91 onward, there was a great pressure from across the border on the Muslim community of Rajouri district for cooperation with the militants. The stress was given on the name of Islam and Jehad (Holi War). But the peace living Muslims having secular outlook have not come under the propaganda of the enemy and they never cooperated with the militants. No doubt that in the villages where security is not available, militants do come in the houses and take meals on the nose of barrel but simultaneously the people provide clues to the security personals about the movement of the, militants and ultimately, these militants are killed in encounters. With the cooperation of the Muslim community of this area, the army, para-military forces and District Police have gained number of achievements. But as per the revenue record, 234 civilians have been killed in various encounters by the militants, Out of which 224 NOKs of the deceased have so far been paid ex-gratia relief amounting to Rs.2.24 crores @ Rs. 1.00 lac per NOK of the deceased 66 nearest kith and kins of the deceased have also been provided employment in various Departments. Apart from this, 64 houses in various villages have been burnt in militancy related activities and the owners have been paid ex-gratia relief to the tune of Rs.34.00 lacs as per the norms. 154 persons injured in militancy related activities have also been paid to the tune of Rs. 10.00 lacs.On the analysis of militancy activities, it has been ascertained that only those areas remained centre of militancy which were inaccessible and not connected with the roads due to which the population residing in these areas had suffered a lot. The militants were moving towards these inaccessible and cut-off areas of Rajouri, Budhal and Kalakote. They even cross the Peer Panchal range and entered in the valley. In absence of infrastructure, difficult terrain and locational disadvantages, the army was not in a position to chase the militants in this belt. But with the induction of Romeo force in Rajouri-Poonch districts and gearing up the local police along with the able administration, the security scenario has
been totally changed and the nefarious design of the enemy has been foiled. The army has occupied all the upper reaches, sealed the passes and established full network in Rajouri area in one side while on the other side the local administration had fall liaison with the army and local people. Therefore, with the help of peace living people of Rajouri district, the army has over powered the militants activities. To combat the militancy in this belt, there is need of recruitment of local youths in police and belt forces from the Gujjar, Bakerwal and Pahari tribes. Rather there is need of establishment of two separate battalions comprising of Gujjar Bakerwals and Pahari tribes on the pattern of Ladhakh scouts. By this way, these forces can be deployed to combat militancy in disadvantageous places/pockets because they are familiar with the terrain and they can fight better gorilla war with the militants. These local based forces can be stationed in Dhokes and Margs along with the regular forces. At the same time, we have to keep full liaison with the peace living people of Rajouri district and we must ensure that no atrocities are committed on the name of curbing militancy. It must be kept in mind that cordial relations of the army with the Pahari Gujjar and Bakerwals can help tremendously in eradicating militancy from the district. We must solve the problems of these tribes as their miseries and difficulties are very unique and distinct. We must make the local administration also very polite, responsive and transparent so that the confidence of the public could be restored. Only deployment of forces in this area is not a reply to militancy because number of times, without knowing the ground realities, forces took such drastic steps which resulted the alienation of the population from the main stream and ultimately this suits the enemy. Simultaneously, we must gear up the developmental agencies in such a manner that the funds available for development purposes could be utilized as per the wishes and aspirations of the public. Apart from the economic development, the social and educational upliftment is also necessary. This way, we can win over the local people and without the active participation and help from the people, the enemy's nefarious desin cannot be combated.
Centralized Processing Centre: Faster Processing of IT Returns Through Automation
T
he Income Tax Department (ITD), Ministry of Finance, is responsible for collecting Direct Taxes and administering the Income Tax Act and other direct tax statutes for the Central Government. With a view to maximizing revenue collection as also to provide quality customer service, ITD embarked upon large scale computerization and process automation. With the rapid increase in the number of income tax returns and a jurisdiction-based processing model, the Department encountered problems resulting in delayed processing of income tax returns. The Finance Act, 2008 empowered the Central Board of Direct Taxes (CBDT) to make a scheme for centralized processing of returns with a view to expeditiously determining the tax payable by, or the refund due to the assessees. Based on the recommendations of the Technical Advisory Group, the strategy adopted was that Centralized Processing Centre (CPC) at Bangalore would process paper and e-returns without any interface with taxpayers in a jurisdiction free manner using a partially outsourced model through a Service Provider (SP). Objectives The specified objectives of the CPC Project are: To develop and implement a comprehensive system to increase efficiency, and effectiveness of ITD in processing, accounting and reconciliation of the returns filed; to set-up a central processing centre and achieve back office automation on an outsourced model for performing the non-core activities of ITD; to manage routine tax administration functions such as receipt, scanning, data entry, processing, issue of refunds and storage of IT returns in a centralised manner; to achieve economies of scale along with desired levels of quality and
service level compliance for the outsourced activities to ensure efficiency and accuracy in service delivery; and to establish a scientific, systematic record storage and retrieval management system. Benefits The project envisaged benefits for the citizens as well as the Income Tax Department. For the citizens, reduction in compliance cost; taxpayer services in line with international best practices; empowerment through increased efficiency in discharging ITD’s function; better and centralised access to information; accuracy and timely clearance of all demands & refunds due and centralised system to address grievances and rectification requests and its tracking were the major benefits. On the other hand, the department would have gained by way of improved service delivery to citizens; standardised practices and procedures; centralised system to monitor and evaluate the status of returns; better accounting and reconciliation of taxes collected; capability to handle increased workload; convenient & speedy clearance of demands and refunds and centralised access to the information on tax collection. Challenges and Implementation Strategy CPC, being a major transformational project, had to proactively tackle the several dependencies and risks to ensure operational smoothness. On the technical side, selection of technology was a major challenge. To mitigate associated risk, a Proof of Concept (POC) was done using Oracle Rules Engine and more than 1 lakh returns were processed before release of RFP (Request for Proposal). As there was no precedence of outsourcing of records storage and its scientific management, 2 POCs were conducted one each at Delhi and Bangalore. Two leading Record
Management Vendors participated in this exercise which lasted for almost 6 months. Data collected during POC was utilized in preparation of RFP and setting-out specifications and SLAs (Service Level Agreement). Integration with legacy system i.e. Integration with Income Tax Department Applications System (ITD Apps) of which the Assessment Systems (AST) was a major component had been a major challenge. Many interfaces were developed along with control tablets to ensure that a return was processed only once and a tax credit was consumed only once. The new Financial Accounting system was conceived and designed as double entry accounting system. This system is not prevalent on Government departments and has been a path breaking innovation. This system ensures auto reconciliation between various accounts which is of immense help in enhancing compliance capabilities of the Department. New computer friendly IT Return Forms were designed which assisted in use of digitization technology solutions. CPC Processes There are 14 services that have been implemented as part of the CPC solution which cover the functional domains of logistics, scanning and data entry, tax processing, tax accounting and data extraction, validation and reconciliation. The business processes/technology components involved and implemented are: Logistics, scanning, data entry/ digitization, Tax accounting, interface with legacy systems, processing of returns, refunds, printing & despatch, dedicated on-site hitech post office, record management, call centre and advanced customer support Impact of the Initiative CPC has reduced the processing time of IT returns considerably. As against average processing time of more than 12 months in
past, CPC has succeeded to bring it down to around 65 days. Processing capacity has been augmented. CPC has processed more than 4.15 crore returns in the last 3 years of operations. It is expected to process more than 1.8 crore returns in current year. This would be almost 70% of entire workload of department. Faster Refunds CPC has processed more than 1.3 crore refund cases in last 4 years of operations. As a matter of priority, all refund cases are processed first without any discretion. All valid cases with refund cases of current year are expected to be processed by Jan 2014. Interest on Delayed Refunds has reduced substantially As against average interest rate of more than 17% in F.Y. 2009-10, CPC has brought down the interest on delayed refunds to 4.77%. This has resulted in substantial savings for the Government. Faster Settlement of Grievances CPC has processed more than 11.41 lakh rectification petitions out of 11.65 lakh. Average disposal time is around 90 days as against stipulated 180 days. Presently, close to 4300 calls are handled every day in 3 languages Kannada, English and Hindi. Promotion of e-filing Faster processing at CPC has given a big boost to e-filing of Income Tax Returns. Efiling registered an exponential growth in F.Y.2010-11 with 164.34 lakh as against 21.70 lakh in 2006-07. Thanks to faster and hassle free issue of refunds, e-filing of returns is growing 25% annually. Maintaining last year’s momentum, it is expected to cross 2.5 crore in current year representing nearly 75% of all returns received by the Department. Better Customer Service Customers are serviced through various ways including agent call centres, e-mails, SMS alerts, improved Communication.

Asthma inhalers can stunt growth in kids
This is the finding from a comprehensive asthma study, which has Robert C. Strunk, MD, the Donald Strominger Professor of Pediatrics at Washington University School of Medicine in St. Louis as the senior author. The study involved more than 1,000 children ages 5-12 who were treated for mild to moderate asthma as part of the Childhood Asthma Management Program (CAMP) clinical trial. The children received treatment for more than four years at eight centers, including Washington University School of Medicine. They were divided into three groups: one received twice-daily
budesonide, an inhaled corticosteroid medication; a second group received nedocromil, an inhaled non-steroid medication; and a third group received a placebo. All children received albuterol, a fast-acting drug for relief of acute asthma symptoms, and oral corticosteroids as needed for asthma symptoms. The researchers followed 943 participants in the trial at regular intervals until they reached adult height. Females were considered to be at adult height at age 18 or older and males at age 20 or older, Strunk said. In the first 4 1/2 years after the end of the trial, researchers took patients' height and weight every
six months. Over the next eight years, height and weight were measured once or twice a year. The mean adult height was about one-half inch, or 1.2 centimeters, shorter in the group that received budesonide than in the patients who received nedocromil or placebo. The patients who experienced the slower growth were primarily between 5-11 years old when they began using budesonide. The slower growth took place only in the first two years of the four-year study. As the study progressed, the children who took the budesonide remained onehalf inch shorter through adulthood than the children who did not use the
linked diabetes, a disorder in which blood sugar levels are abnormally high, to age-related cognitive decline. But the new study, published Monday in the journal Neurology, suggested controlling blood sugar levels could boost cognitive health in non-diabetics. How exactly? The jury’s still out. Some studies suggest blood sugar control can help regulate the body’s inflammatory response, which has been linked to brain shrinkage. Another theory is that high sugar levels make the blood stickier, raising the risk of clots that starve the brain. Either way, experts said,
the study supports healthy eating to keep blood sugar levels in check. “This in line with many other studies that have been published and adds to all of the data on diabetes affecting brain health,” said Dr. R. Scott Turner, director of the Memory Disorders Program and a professor of neurology at Georgetown University Medical Center, who was not involved with this study. For non-diabetic patients with high blood sugar levels, Turner recommended adopting the American Diabetes Association diet, which is high in nonstarchy vegetables and low in carbohydrates and protein.
Exposure to perfluorooctanoic acid (PFOA), a manmade chemical used in the manufacture of some common household products, may lead to cardiovascular disease and peripheral arterial disease, a new study has warned. Surveys have suggested that PFOA (widely used in the manufacture of products such as lubricants, polishes, paper and textile coatings, and food packaging) is detectable in the blood of more than 98 per cent of the U.S. population. Some evidence has suggested that an association may be biologically plausible between PFOA exposure and cardiovascular disease (CVD), according to the study background. Anoop Shankar, M.D., Ph.D., and colleagues from the West Virginia University School of Public Health, Morgantown, examined the association between serum (blood) levels of PFOA and the presence of CVD and PAD, a marker of atherosclerosis, in a nationally representative group of adults. The UniSA study looked at 2200 children aged between nine and 16 years and found the length of time they spent in front of television and computer screens was a more likely indicator of being overweight or obese than the amount of exercise they did.Study co-author and UniSA researcher Dr Carol Maher said screen time now made up about one quarter of waking time for the age group."In the past two decades, young
people's physical activity behaviour has been the subject of scores of interventions but, in comparison, interventions aimed at reducing screen time have been relatively uncommon," she said."Our findings suggest that screen-time reduction may be a more effective target behaviour for intervention studies aimed at reducing overweight and obesity among children."The study found there were about two and a half times as many obese study subjects classed in the category of high-screen-time and lowexercise (10.7 per cent), as in the low-screen-time and high-exercise category (4.3
per cent). Dr Maher said the value of physical activity also should not be underestimated. "Increased likelihood of a young person being overweight or obese was more strongly and consistently associated with high screen-time than with low physical activity," she said."Findings underscore the need for interventions targeting screen behaviour in young people."Dr Maher said the study, published in the latest edition of Acta Paediatrica, was carried out because there was debate in the scientific community about which factor had the stronger as-
sociation with obesity. The children's behaviour over 24-hour periods was studied and they were divided into groups based on high and low activity, as well as on high and low screen use, according to national guidelines. Low-activity children exercised for less than 60 minutes each day and high screen-time children failed to meet national guidelines. "Increased likelihood of overweight or obese was often associated with high screen time, but only sometimes and less strongly associated with low ... physical activity," Dr Maher said.

Compared with the reference level of PFOA in quartile 1, the multivariable odds ratio among participants in quartile 4 was
2.01 for CVD and 1.78 for PAD, according to the results. "In summary, in a representative cross-sectional sample of the U.S. population, we found that higher PFOA levels are positively associated with self-reported CVD and objectively measured PAD. Our findings, however, should
be interpreted with caution because of the possibility of residual confounding and reverse causality. Future prospective studies are needed to confirm or refute our findings," the researchers concluded. The study was published online by Archives of Internal Medicine, a JAMA Network publication.
E-cigarettes are equally injurious to health Electronic cigarettes are being marketed as a potentially safer alternative to normal cigarettes, but new research has shown that they are still causing harm to the lungs. The study has also added new evidence to the debate over the safety of alternative nicotine-delivery products. Electronic cigarettes are devices that deliver nicotine through a vapour, rather than smoke. There is no combustion involved but the nicotine in the device is still derived from tobacco. There has been much debate over the safety and efficiency of the products, but little scientific evidence to support either claim. Researchers from the University of Athens in Greece aimed to investigate the short-term effects of using e-cigarettes on different people, including people without any known health problems and smokers with and without existing lung conditions.The study included 8 people who had never smoked and 24 smokers, 11 with normal lung function and 13 people with either chronic obstructive pulmonary disease (COPD) or asthma.Each person used an electronic cigarette for 10 minutes. The researchers then measured their airway resistance using a number of tests, including a spirometry test.The results showed that for all people included in the study, the e-cigarette caused an immediate increase in airway resistance, lasting for 10 minutes. In healthy subjects (never smokers) there was a statistically significant increase in airway resistance from a mean average of 182 per cent to 206 per cent.In smokers with normal spirometry there was a statistically significant increase from a mean average of 176 percent to 220 percent. In COPD and asthma patients the use of one e-cigarette seemed to have no immediate effect to airway resistance.Professor Christina Gratziou, one of the authors and Chair of the ERS Tobacco Control Committee, said: "We do not yet know whether unapproved nicotine delivery products, such as e-cigarettes, are safer than normal cigarettes, despite marketing claims that they are less harmful. This research helps us to understand how these products could be potentially harmful."We found an immediate rise in airway resistance in our group of participants, which suggests e-cigarettes can cause immediate harm after smoking the device. More research is needed to understand whether this harm also has lasting effects in the long-term."The ERS recommends following effective smoking cessation treatment guidelines based on clinical evidence which do not advocate the use of such products," Professor Gratziou added.

MELBOURNE: Hoping that he will recover from his back problem in time, Australia on Thursday named Michael Clarke as captain for the oneday series against India but made it clear that his selection in the playing XI would be subject to fitness. Australia, who beat Ashes rival England 3-2 in a recent ODI series, will play seven one-dayers during the tour, beginning October 10 with a one-off Twenty20 in Rajkot. Clarke, on his part, remained confident of getting fit for the series. “No doubt it’s quite stiff and sore. But I’ll be guided by the experts on what I need to do now to try and get myself as fit as I can be,” Clarke told reporters in Sydney. “I would certainly like to go and continue to play. I’m enjoying my cricket at the moment.” Australia named a 14-man squad, dropping an out-of-form Mathew Wade, pacer Josh Hazlewood and spinner Fawad Ahmed. Team Kejriwal rising, Delhi won’t give Dikshit sweeping victory New Delhi Delhi chief minister Sheila Dikshit is the favourite to win assembly elections in the national capital in November, but it will not be a cakewalk for her Congress party. An exclusive survey by Hindustan Times and research agency C fore has found that the Congress may scrape through with anything between 32 and 37 seats in the 70-member Delhi Vidhan Sabha to form a government again. In the last elections, it had won 43 seats. Voters still consider Dikshit the leader best suited to steer Delhi through its transformation into a modern, global city but growing discontent over inflation, corruption and safety issues is pushing many of them into the fold of Arvind Kejriwal and his Aam Aadmi Party. In the survey that covered 14,689 voters, 29% chose Dikshit as their CM candidate while 22% opted for Kejriwal and BJP’s Vijay Goel won the approval of 18%. Women voters prefer Cong For main opposition Bharatiya Janata Party (BJP), these elections may just be a repeat of the 2008 assembly polls when the party managed only 24 seats despite a heavy anti-incumbency wave against the Congress. The BJP’s inability to project a strong chief ministerial candidate and infighting among its top leadership in
the city unit are likely to be problems. The survey predicts 22 to 27 seats for the saffron party this time. However, the survey was conducted before the anointment of Gujarat chief minister Narendra Modi as the BJP’s prime ministerial candidate for the 2014 general elections and the recent communal riots at Muzaffarnagar in Uttar Pradesh. Both of these could influence the voting behaviour in the run up to the November elections.
As of now, the AAP seems likely to eat into the anti-incumbency votes that the BJP has been counting on. If it wasn’t for the AAP, 54% respondents said they would have voted for the BJP. The party, which will make its electoral debut with the Delhi polls in November, is likely to manage between 7 and 12 seats.
“Even if every fifth person votes for AAP, it will be no ordinary achievement for a party that did not exist a few months ago,” said Anand Kumar, a sociologist at Jawaharlal Nehru University. Young and first-time voters (18-25 years) are more inclined to vote for the AAP. While 29% of them favoured Congress, 28% said they would prefer AAP. Meanwhile, rise in food prices seems to be the biggest issue this time with every third respondent rating it ahead of problems like safety of women, rise in electricity tariffs, shortage of water and lack of basic amenities in unauthorised colonies. But Dikshit remains confident. “Price rise is definitely an issue. But is it a problem only in Delhi that you would want another government to solve it? Prices are rising everywhere in the country,” she said. Indeed, 32% of respondents said Congress was still the best party to deal with the issue of food and electricity prices even though the prices of essential commodities have surged in the past few years with the Congress ruling both in Delhi and at the Centre. “Our five years of work has been brilliant. We have had the best track record in the country,” Dikshit said. “So many people migrate to Delhi for the good life and facilities – look at the infrastructure, greenery, clean fuel like CNG.”

Four charged in Mumbai photographer’s gang-rape case Agencies MUMBAI: Four men were formally charged on Thursday in a Mumbai court over the gang-rape of a young photographer in the city last month, a case that reignited anger about women’s safety across India. The four suspects, arrested within days of the attack, appeared at the Esplanade court barefooted and looking dishevelled. One wore a T-shirt and jeans while the rest were in shirts and trousers. They were charged with at least five offences including gang-rape, unnatural sex, illegal confinement, destruction of evidence, and conspiracy over the attack on August 22. A fifth suspect, who was under 18 at the time of the offence, is expected to be charged separately in a juvenile court. The 22-year-old photographer was repeatedly raped while she was on an assignment taking photos in an abandoned mill compound in central Mumbai. The Cabinet Committee on Security will consider a proposal to sign an agreement between Nuclear Power Corporation of India Ltd (NPCIL) and the USbased operator Westinghouse Electric Company. The US sees the Civil Liability for Nuclear Disaster Act as hurdle in selling nuclear reactors to India. The law allows NPCIL to seek partial compensation from suppliers if their reactors are involved in a nuclear accident. But in an opinion to the Department of Atomic Energy, Attorney General G E Vahanvati is learnt to have stated that it is upto the nuclear plant operator to invoke section 17 of the Act regarding liability of suppliers in case of a mishap. 2 women involved in biggest gold haul at Indian airport KOCHI:In the biggest gold haul at an Indian airport, 20 gold bars valued at Rs 5.8 crore were seized early on Thursday from two women passengers from Dubai.On the basis of specific information, a team of officers of the Customs Preventive unit effected the seizure, a customs release said. The women, hailing from Thrissur and Kozhikode, had arrived here early on Thursday by an Emirates flight. They had departed from Kochi to Dubai six days ago. The bars, weighing 20kg, were found concealed in specially stitched jackets with pouches worn by the burqa-clad women. The extent of customs duty sought to be evaded worked out to Rs 60 lakh, the release said. The seizure is the largest in the recent history of gold smuggling cases detected in the country, the release said. Prior to this seizure, a total quantity of 23kg of gold bars worth about Rs six crore had been seized by customs in the last few months.

Official sources confirmed that the second seniormost police officer in the state had gone on leave, but refused to speak on the reasons behind it. Arun Kumar, said to be with an impeccable service record and known for his uprightness and honesty, has been for some time now considering going on deputation to the central government. He had served as joint director of the Central Bureau of Investigation (CBI) a few years back and was the officer-in-charge of the Aarushi Talwar and Hemraj murder case. He returned to his parent cadre during the Bahujan Samaj Party government, but was sidelined with a posting in the technical services.
