Sopore, March 20, CNS: Militant out Lashkar Toiba has warned people of Batapora Sopore in North Kashmir to refrain from spreading drug menace and waywardness in the area and has mentioned at least the names of 18 persons who according to the outfit are indulging in liquor trade, gambling and drug peddling. With one snowfall and some rains the corporation has miserably failed to deliver and proved a total disaster. Its slogan green city and clean city is nothing but an eye wash as every city dweller knows what the corporation is aimed to do and what is it doing. After the recent snowfall the whole city including uptown was marooned and the rain waters even entered the shops in many areas including Lal Chowk. Even after so many days several areas of Srinagar city are still water logged and giving a look of a pond. Enforcement Directorate grills Pir, his associates; Confiscation of his property in process

Srinagar, Mar 20 : Enforcement directorate has interrogated Mushtaq Baqaal alias Pir the former chairman of Board of Professional Entrance Examination (BOPEE) and his two associates, accused in Common Entrance Test (CET) paper leak scam in 2012 to establish that they received proceeds of the crime, a pre requisite before confiscating the ill gotten property. Top sources revealed to KNS, that after getting permission from special anti corruption court, the sleuths of enforcement directorate interrogated the three accused, Pir and his two close associates Sajad Ahmad Bhat and Farooq Itoo (Accused turned approver) in the CET-paper leak scam. While Pir and Bhat were interrogated in central jail Srinagar, Itoo was questioned in a sub jail at Humhama on March 18-

19. The directorate has registered a case under Report Number 1/2013 against Pir and his two close associates under money laundering Act. Srinagar, March 20: Residents of Rambagh in uptown Srinagar on Wednesday took to streets and blocked road against the ‘defunct drainage’ system in the area. Reports reaching GNS said that dozens of people including women came out on roads in Rambagh Payeen and held protests. The people blocked the Srinagar Airport road and were demanding that the problem of erratic drainage in the area should be solved. “There is dirt and bad smell in the by-lanes. We approached Municipality officials but they refused to clear it by saying that drainage department isn’t under us,” a local, Mehraj-ud-Din, told GNS. SMC dewatered Shivpora 100% but it seems that the corporation has travelled to this area through the Bandh constructed during the time of Dogra rule. The interiors of Shivpora are still water logged and even 1% of that has not been drained out. The corporation has also publicized the names of its junior engineers and their phone numbers on 20th of March and if their claim of dewatering these areas 100% is correct then what is the fun of giving the numbers of the in-charge junior engineers. For example Batamalloo, Lal Mandi, New Gadhanjipora, Old Gadhanjipora, Nursingh Grah, polytechnic, Rajbagh and Syed Hamidpora have been 100% cleared of rain waters but the number of junior engineer Shahid is given for the information of people. Can the corporation explain for what purpose this number and name will serve now? It means that the municipality itself is not believing its own claims and knows that whatever it is publicizing lacks truth, honesty and sincerity. These numbers should have been given five days back so that people would have got benefited but as the municipal corporation lacks zeal and dedication so they have announced the numbers only when the life is becoming normal in natural way. This pathetic role and the apathy shown towards people by the corporation and all other connected departments is a clear proof that there is no sincerity towards the public service and people are left to the mercy of God when there is a natural calamity in any shape. It has also proved that the government is visionless and the administration and the administrators are working as villains than the saviours and public servants. They do not find any accountability and nobody is ever asking them and evaluating their performance. Some officials occupying high offices in public service have even been recommended to be ousted by the state accountability commission. However, they enjoy prize postings because of their political clout and backing. What will people expect of a public servant who is interested only in serving his political bosses and mentors. The recent snowfall and its aftermath has exposed the whole administrative system and its incapability to cope-up with emergency situations. And when one talk’s of Srinagar Municipal Corporation it has no parallel in its dismal performance.

Pratab Pratap Park is famous for being in the limelight because of being a common place for almost all major protest rallies in Srinagar and being in vicinity to the press enclave in Kashmir. People while expressing serious concerns over the issue, told KNS that the main problem with the authorities here is that they never bothered to take appropriate measures to dewater the park. People coming back disappointed with the condition of the Park added further that a major portion of the park is still inundated eve when the weather has shown a marked improvement for the last few days. “If this is the condition of Kashmir’s one of the famous parks, you can imagine what the rest would be going through,” said a student while trying to cross through its sideways. SMC recently claimed that it has relieved most of the areas from the issues of water lodging and that also most of the parts of the city have been dewatered. He said that PDP has carved out a path of development and peace in Jammu and Kashmir so it is need of hour to strengthen his party for establishing lasting peace and accelerating developmental activities in the State. Highlighting achievements of the three year tenure of Mufti Mohammad Sayeed, Mr Sharma asked the people to compare tenure of PDP led government with the successive regimes of National Conference in the State. “Only PDP leadership has the vision to solve problems of people”, he said and pointed out it was only during the regime of Mufti Mohammad Sayeed that equal treatment was given to all regions and sub-regions. He said that PDP has pioneered a political and economic agenda to fulfill wishes and aspirations of the people of Jammu and Kashmir. “Establishing sustainable peace and to consolidate reconciliation process is on the top of the party’s agenda”, he said and expressed satisfaction that during a short period of just three years, PDP, through its visionary policies, has established peace with dignity and honour. Mufti parliamentary polls will be a turning point to broaden the discourse about Kashmir issue at the national level, as the performance of the present MPs from the state have been disastrous to the extent as they have miserably failed to raise the issue in the parliament. He said the fight of PDP is not with any individual or any ideology, but the party has its own agenda for the state and it will fight for the rights and political empowerment of the people, who are still being looked down upon with suspicion both in and outside the state. He said we have been choosing MPs but instead of working for the people and interests of the state in real sense, they choose to remain silent on crucial matters pertaining to J&K. Mufti said this vote is not just to change the government or elect MPs but there is a growing need to build the prevailing trust deficit between the people of J&K and rest of the country and between India & Pakistan, and PDP will work to make any future government at the centre to endorse its agenda of political resolution and empowerment of people. Coming down heavily on the UPA government at the Centre of which National Conference is part, Mufti questioned what kind of government it is which has not been able to address the J&K issue over the last ten years and instead derailed the entire reconciliation process started by Atal Bihari Vajpayee. He said the hanging of Mohammad Afzal Guroo was the most unfortunate thing that could have happen in any democratic country and the Congress and NC went ahead with this without realising the sensitivities of the people of Kashmir. He said a new beginning was made by the opening of Srinagar-Muzzafrabad road but the entire atmosphere of trust now in a reverse gear and could be threatened unless retrieved soon, as both NC led government in the state and UPA at the centre did not consolidate on the gains made by the PDP during its brief tenure in the government. He said there is an atmosphere of change both at the national as well as local level and the PDP will determinedly make any future political formation at the Centre to work on both internal and external dimensions of Kashmir issue. Mufti said PDP is a disciplined party which has an independent agenda, an objective not only to bridge gaps between the different parts of the state, but between New Delhi and Kashmir and India and Pakistan, which the NC could not do over the last 60 years, besides taking votes from people. Mufti said Srinagar has suffered immensely over the last five years due to the insensitivity of the ruling coalition and it being the intellectual and political nerve centre of the state cannot remain aloof from the urge for change that is sweeping the state. He said active participation of Srinagar in the political process for change will add much desired cutting edge, credibility and prestige to it Speaking on the occasion, the senior PDP leader, Molvi Iftikar Hussain Ansari said J&K is going through a difficult phase and the present government instead of making a positive impact on the ground, has held everything hostage to its inefficiency and ineptness to deliver. With the result, he said, the common man is suffering for basic amenities like power, water, ration etc. and exhorted the hope that people will now ensure that a new system, based on equality and justice, shall find its place to take the state forward on modern lines. Ansari said the state after witnessing distraction and political turmoil for many years had reposed its trust once again in democratic process and had repeatedly participated in elections to choose their representatives to various institutions like the parliament, state assembly, urban bodies and panchayats. He asked the party cadres to work in coordination in the forthcoming polls. Meanwhile, the senior PDP leader and the party’s candidate for Srinagar parliamentary constituency, Tariq Hameed Karra said the change is inevitable on the ground and there is now chance for people to cast their votes in favour right candidates who can represent their aspirations in the highest democratic institution of the country. He said the present government has utterly failed on every front and instead of having resolved the problems of people it is insulting all of us as ‘Maha Chors’. He cautioned the party workers against the nefarious designs of the elements who are hell bent to divide the society. Calling for a change in the governance system, he asked the people to help PDP in establishing a new system in J&K, which is based on truth and honesty. Mehbooba to open routes to facilitate meeting between divided families on the border which was earlier perceived as a dream. Mehbooba added that during Vajpayee’s tenure there were two rounds of talks between Huriyat Conference and Delhi and that UPA put those peace efforts into the backburner. She also took strong exception to what she called a sabotage of peace initiatives earlier facilitated by her party between the Hurriyat Conference and the government of India. “Unfortunately, Farooq Abdullah had clearly stated to Delhi that if talks with Huriyat are initiated, he will oppose the same.” When asked why didn’t PDP supported the resolution brought by Independent legislator Er Abdul Rashid in legislative assembly over the mortal remains of Afzal Guru, Mehbooba said that if PDP would have raised hue and cry over the issue, National Conference could have stopped the assembly proceedings with the reason that PDP created hurdles in the adoption of the resolution. “NC already had conspired with Congress and BJP in Legislative Assembly to sabotage the resolution,” she said. The PDP president claimed that in the year 2003 when Guru was awarded death penalty, the NDA government at New Delhi didn’t send Guru to gallows because Mufti Mohammad Syed as state’s chief minster appraised New Delhi about the dangerous outcome of Guru’s hanging. “Contrary to thisOmar Abdullah facilitated Guru’s hanging instead of stopping that disastrous step.” Mehbooba also slammed UPA stating that to silence Modi- it hanged Guru. Noted author and columnist Khushwant Singh dies at 99 New Delhi, Thursday 20: Khushwant Singh known for his wit and political views died in Delhi on Thursday at the age of 99. His son and journalist Rahul Singh said he passed away very peacefully at his residence in Sujan Singh Park in Delhi. He led a very full life, he said, adding, he had some breathing problems. Kushwant Singh was well known for classics like "Train to Pakistan", "I Shall Not Hear the Nightingale" and "Delhi". He also contributed a great deal in non-fictional works varying from politics, biographical and many other. His autobiography, "Truth, Love and a Little Malice", was published by Penguin Books in 2002. Singh was a Member of Parliament from 1980 to 1986. He was awarded the Padma Bhushan in 1974 but returned it in 1984, in protest against the storming of the Golden Temple in Amritsar by the Indian Army. In 2007, he was awarded the Padma Vibhushan. Prevention of Drug Addiction Awareness Generation, Research and Rehabilitation

lcoholism and drug abuse is a pysco-social-medical problem requiring a holistic approach – from prevention and early detection to effective intervention, rehabilitation and social integration. The Ministry of Social Justice and Empowerment is the nodal Ministry for drug demand reduction. It coordinates and monitors all aspects of drug abuse prevention which include assessment of the extent of the problem, preventive action, treatment and rehabilitation of addicts, dissemination of information and public education. The Ministry provides community-based services for the identification, treatment and rehabilitation of addicts through voluntary organizations. In order to recognize the efforts, and, encourage excellence in the Prevention of Alcoholism and Substance (Drugs) Abuse and rehabilitation of its victims, awards will be presented, every year, for the most effective or outstanding services as individuals as well as institutions in the prevention of abuse of:(a) Alcohol; (b) Narcotic Drugs; (c) Psychotropic Substances; (d) Other Addictive Substances (Except tobacco and its products) e.g. cough syrups, correction fluid,

etc. The Ministry of Social Justice & Empowerment has been implementing the Scheme of Prevention of Alcoholism and Substance (Drug) Abuse since 1985-86. The Scheme, which was revised twice in 1994 and 1999, at present provides financial support to NGOs and employers mainly for creating Awareness and Preventive Education, Drug Awareness and CounsellingCentres (CCs), Treatment- Cum- Rehabilitation Centres (TC), Workplace Prevention Programme (WPP), De-addiction Camps (ACDC), NGO forum for Drug Abuse Prevention Innovative Interventions etc. Apart from this, the Ministry takes up awareness generation programme every year disseminating information, education and communication (IEC) materials, organizing programmes in schools and community, holding exhibitions and publishing newsletters and journals. At present there are about 41 CCs and 401 TCs are functioning with the support of the ministry in the country. Besides, a large number of NGO’s are involved in this endeavour, Ministry of social Justice and Em-

powerment notified in December last year a scheme of National Awards for Outstanding Services in the field of Prevention of Alcoholism and Substance (Drug) Abuse, in order to recognize the efforts and encourage excellence in the field of prevention of substance abuse and rehabilitation of its victims. The Scheme is applicable to institutions and individuals working in this field. Under the scheme, awards will be presented every year to the most effective or outstanding services rendered as individuals as well as institutions in the prevention of abuse of alcohol; narcotic drugs; psychotropic substances and other addictive substances. The awards are presented every year, on the 26th June, which has been declared by the United Nations as the International Day against Drug Abuse and Illicit Trafficking and are given in ten different categories to institutions and individuals. I. Institutional Category (i) Best Integrated Rehabilitation Centre for Addicts (IRCA) for providing rehabilitation services to alcoholics and drug users (ii) Best Regional Resource and Training Centre (RRTC) provid-

ing exemplary contribution in the field of prevention of addiction. (iii) Best Panchayati Raj or Municipal Body working for prevention of alcoholism and substance (drug) abuse. (iv) Best Educational Institution doing outstanding work in awareness generation and prevention of alcoholism and substance (drug) abuse. (v) Best Non-Profit Institution, other than Serial Number (i), (ii), (iii) and (iv) above, with outstanding contribution in the field of Prevention of Alcoholism and Substance (Drug) Abuse. (vi) Best Research or Innovation. (vii) Best Awareness Campaign. II. Individual Category (viii) Outstanding individual achievement by a professional. (ix) Outstanding individual achievement by a non- professional. (x) Former Addict, who has done outstanding work in the field of awareness generation or de-addiction or rehabilitation. The institution of these National Awards is indeed a manifestation of Government’s commitment to address the issues and take effective steps against alcohol and drug abuse.

ransport system is considered as the life line of any nation. Road Infrastructure, because of its easy accessibility, flexibility in operation, door to door service and reliability occupies a dominant position in the transportation system. It is vital for unleashing economic growth and is a critical component of all inclusive growth. In the last few decades, Road transport in India has registered tremendous growth and has become the most preferred mode of transport. The share of road transport in carrying the passengers and goods is more than 80% and 60% of the total passenger and freight movement respectively. Road Network India has huge network of roads totalling about 46.90 lakh km. The road density in India at present is nearly 1.43 km per sq. km of area which compares favourably with many countries. Responsibility of development of this network rests with the Central Government, State Governments and local Government. National Highways (NH), having total length of 82,803 km, constitutes less than 2% of the total road network. However, these are the main arteries carrying more than 40% of the total road traffic. Development of NHs is the responsibility of the Central Government. Good and efficient transport infrastructure is an essential pre-requisite for the economic growth of a nation. It has been the endeavor of the Government to provide speedy, safe and efficient road transport network. It is recognized that modernisation of infrastructure is the key to attain higher GDP. India’s Transport sector as a whole contributes about 5.5% to the GDP, with road transport contributing the lion’s share. India has emerged as one of the fastest growing economy in the world. According to experts, India could unleash its full potential, provided, it improves the infrastructure facilities, which are at present not sufficient to meet the growing demand of the economy. To address emerging demand by catching up with the economic and social growth of the country, a massive Road development programme has been

taken up in the country. NHDP The National Highways Development Project (NHDP) is the flagship programme, for development of less developed areas, dedicated regional programmes like the Special Accelerated Road Development Programme for the North-East (SARDP-NE) and the Special Programme for the Left Wing Extremism affected areas have also been taken up. Now, there are plans for building up Expressways in the Country. Three projects i.e. Eastern Peripheral Expressway in National Capital Region, Delhi - Meerut Expressway and Mumbai – Vadodra Expressway covering about 650 km are targeted during the current financial year. Planning for Bengaluru – Chennai and Delhi – Jaipur Expressways are also in advance stages. All these Expressways will be fully access controlled roads on green field alignment. To meet with the massive requirement of funds, innovative means of financing and financing strategies which inter alia include cess on fuel, private sector participation including foreign investment, borrowing from the market as well as budgetary support have been adopted. A major step was to attract foreign as well as domestic investments through Public Private Partnership (PPP). Involving the private sector would lead to increasing efficiency with the help of using modern technology. The private sector has more flexible procurement and decision-making procedures and therefore, it can speed up implementation efforts. Allowing private sector to raise capital/funds has paved the way for the Government to use its scarce resources efficiently and effectively. Several new materials of road construction are also emerging that would need to be encouraged depending upon their cost effectiveness. For development of National Highways in the Country in the 12 five year plan targets to invest Rs 1,44,769 crores from budgetary support, Rs 64,834 crores from IEBR and Rs 1,87,995 crores from private sector participation. Launched in 1998, the NHDP

program represents the largest road construction project ever undertaken to boost the development of the National Highways in the country. The program is aimed at the development of about 50,000 km of National Highways. Golden Quadrilateral which provides four-lane connectivity between four metros, is complete, while the North-SouthEast-West (NSEW) corridor is about to be completed. Four laning and six laning is underway at many places and progressing at brisk pace, despite the hurdles in land acquisition, obtaining environment and forest clearances, high cost debt etc,. So far work on more than 21,000 km have been completed and in about 12,350 km works are in progress. Other flagship regional programmes which includes SARDP-NE and roads in LWE affected areas covers development of about 12,000 km of roads out of which work has already been completed in about 3800 kms. Mode of Projects The emphasis has been to take up progressively more and more infrastructure projects through private sector participation on BOT (Toll) basis so that more public funds are available for social sectors such as Health, Education, etc. However, it would not be practically possible to take up development of the majority of the highway stretches on BOT (Toll) mode. This has reflected in the recent trends of bidding when in majority of roads projects we could not get the favourable response. Accordingly, recently, Ministry has decided to take up road projects as turnkey Engineering Procurement Construction (EPC) contracts basis which would help to reduce construction time and is expected to improve quality of work as well. Also, in this system the objective to garner private sector efficiency is retained and the private entrepreneurs are free to use new technology to speed up their works New Initiatives E-Tolling The experience on present tolling system is associated with congestion and delays at toll plazas. To overcome this, Government has decided adoption of Electronic Toll Collection (ETC) system across Na-

tional Highways in India, which would enable toll to be collected electronically from vehicles at toll plazas while the vehicle is in motion. Pilot projects have already been taken up in this regard which will pave way for nation-wide interoperable ETC at all the toll plazas on National Highways by 2014. New Materials Besides financing, such a mammoth development programme requires huge amount of natural resources. As such conservation of the material is area of concern for all. There is a need to save scarce physical resource like aggregates, sand, earth, cement, bitumen, etc. looking to huge programme of construction of highways in the country. On the other hand, the Nation is facing problem of the disposal & storage of industrial waste like fly-ash, copper slag, marble slurry, etc. Efforts are on in utilizing these waste materials in construction of roads through complete/partial replacement of conventional materials. Cashless Treatment of accident Victims (A Road Safety initiative) India has the dubious distinction of having maximum number of fatalities on roads. During the year 2011, there were around 5 lakh road accidents resulting in the deaths of over 1.42 lakh people. Each day, nearly 390 people die on our roads. In India more than half of road accident victims are in the age group 20-65 years. The loss of the main bread earner and head of household due to death or disability can be catastrophic, leading to lower living standards and poverty, in addition to the human cost of bereavement. This is an unacceptable price to pay for mobility. The Ministry has already taken up multi-pronged strategy in his regard. The latest milestone in this area is a Pilot Project for “implementation of cashless medical treatment to the accident victims” for the first 48 hours. Under this scheme accident victims will be provided free treatment during this period as a result immediate relief can be provided to the accident victim, which will go a long way in reducing fatalities on our road. Completion of programmes already taken up is expected to go a long way in contributing towards building the Nation.
