DPSC tried to frame Liyaqat Shah
‘We are finalizing charge sheet’: NIA New Delhi, June 21: After it came to fore that the National Investigation Agency (NIA) during its thorough investigation has found that Delhi Police Special Cell had tried to frame former HM militant of Frontier district Kupwara Liyaqat Shah in a terror case, Shah said that he was sure that truth will one day come to fore and he will be victorious. An NIA official told CNS on condition of anonymity that they have collected evidences which shows that Delhi Police Special Cell used his ‘informer’ to frame Liyaqat Shah in a false case. Shah was arrested by the Special Cell in March last year when he was returning to Kashmir under Rehabilitation Policy. Delhi Police Special Cell had claimed that Shah was planning to carry out terror attacks in New Delhi and they recovered arms and ammunition in the Jamia Masjid area guesthouse. Khaliq-made Mufti shouldn't lecture on democracy: Sagar Srinagar, June 21: National Conference has reacted strongly to Mufti Mohammad Sayeed’s baseless and hypocritical remarks against National Conference and has termed him the biggest saboteur of democracy in the history of Jammu and Kashmir. National Conference General Secretary Ali Mohammad Sagar said that Mufti Mohammad Sayeed while blowing the false trumpet of “historical facts” had sadly murdered history yesterday when he has surprisingly summoned the face to accuse National Conference of “never allowing democracy to flourish in J&K” while pleading before parties like Panthers Party and Bahujan Samajwadi Party for an alliance in Jammu region. According to a statement issued to KNS, Sagar said “Mufti has always been on the side of history that was against democracy and democratic institutions in
J&K - be it 1957, 1962, 1967 , 1972 or 1999”. Be it Bakshi Ghulam Mohammad, G. M. Sadiq, Mir Qasim, G. M. Shah or Governor Jagmohan - Mufti Sayeed was always on the side of the brazen subversion of democracy in the State and was always a part of a lobby to erode Article 370. Hence, ‘Khaliq-made Mufti” should not lecture on democracy,” Sagar said. The NC General Secretary said that it was none other than Mufti Mohammad Sayeed and his fellow conspirators who in 1972 undemocratically and arbitrarily declared all members of Sheikh Mohammad Abdullah’s Plebiscite Front as ineligible by law to contest any election or to even campaign for any candidate - and hence yet again thwarted democracy in J&K. “With what face does the same Mufti Sayeed lecture about democracy and democratic institutions in the State?,” Sagar asked.
Sagar said that Mufti Sayeed was always hell-bent to undermine and trivialize democracy in J&K in every single political party and dispensation he switched his loyalties to. “Be it Mufti Sayeed of DNC, Mufti Sayeed of Bakshi’s “Peace Brigade”, Mufti Sayeed of Congress or Mufti Sayeed of Janata Party, or today the Mufti Sayeed of PDP - he has always been a screw-driver used by anti-J&K forces to weaken the democratic voice and aspirations of the people of Jammu and Kashmir”, the NC General Secretary said. The NC General Secretary said that it was Mufti Sayeed again in 1984 who sabotaged the democratically elected government of Dr. Farooq Abdullah and helped Delhi in installing G. M. Shah as a puppet Chief Minister to suit its interests. “Mufti Sayeed’s biggest assault on democracy and democratic institutions in J&K was when he imposed President’s Rule in J&K as the then Home Minister and yet See Sagar on pg 11
Islamabad, June 21:At least 30 militants have been killed on Saturday in targeted airstrikes conducted by Pakistan’s military in the restive northwest tribal region, taking the total number of terrorists killed in the army’s all-out offensive against the Taliban to over 260. “At 0500 hours three hideouts were destroyed in Hassu Khel in North Waziristan Agency, killing 20 terrorists,” Major General Asim Saleem Bajwa said. Ten terrorists were killed when jets attacked and destroyed two hideouts close to the Pak-Afghan border in Khyber Agency, he said in a statement. These targeted strikes were made in ar-
eas with no civilian population. So far more than 260 militants have been killed in the all-out offensive against the Tehrik-e-Taliban Pakistan (TTP) known as operation ‘Zarb-i-Azb’ that was launched on Sunday, according to the army. The operation was launched following a deadly attack on Karachi international airport which killed 37 people, including the 10 attackers. over by Sunni militants. Akbaruddin said Indian officials were in regular touch with the nurses trapped in a hospital. There is electricity in the hospital and arrangements for food have been made. Nobody intruded the hospital and they felt that the situation there was quiet as there was no gunfire, he said. “We are making every effort so that it is resolved at the earliest,” he said refusing to share more details on an extremely sensitive operation. He said at least 120 Indians were trapped in strife-torn areas which included 46 nurses in Tikrit and those kidnapped in Mosul. 16 have already been moved out of Anbar and Baiji. The Indian mission in Baghdad was in touch with various other diplomatic missions there to coordinate efforts to rescue the Indians. The government has also decided to provide financial assistance through Indian Community Welfare Fund to those Indians who are indigent and want to return to India. India has also requested Iraq to lift restriction on the visa norm that if a person comes to the country through a port of entry then he will have to go back though the same port of entry. He said India hoped that the matter will be sorted out in a day’s time. “This has caused some concerns to those of our nationals who have come through certain ports of entry but would like to go through other ports of entry. We have taken this up with the Iraqi authorities who are amenable to our request,” Akbaruddin said on Friday. The issue has been taken up with Iraqi authorities so that trapped Indians can cross Iraqi border to neighbouring countries through nearest land boundary. Instructions have also been issued to Indian missions in countries around Iraq to take up the matter with their host governments to facilitate movement by those who wish to cross the land boundary from nearest place of their stay. “We have informed all our missions in the region to work on this matter with their respective governments to ensure that in case people want to cross land boundary they should be assisted,” Akbaruddin said. The government has also stopped issuing immigration clearance for travel to Iraq for next one month. Emigration clearance for certain categories of Indians is required in 17 countries of which 12 are in the Gulf region including Qatar, Oman, Kuwait, Bahrain, UAE, Saudi Arabia and Sudan. On safety of kidnapped Indians, the MEA spokesperson said information collected by the government from multiple sources have indicated that all the kidnapped Indians are safe. “This information is coming to us not from one source but from a multiplicity of sources. Based on that, I can indicate to you that the Indian nationals who have been abducted remain safe,” he said. The External Affairs Minister held a meeting earlier in the day to review the situation. On evacuation of remaining trapped Indians, the spokesperson said the land routes are extremely difficult to use to bring anybody from the conflict zone. “That’s a major issue in terms of bringing out people from the conflict zone. There is no issue about logistics and willingness,” he said. The government was also in touch with various humanitarian agencies, the UN Assistance Mission in Iraq (UNAMI) and Iraqi government to gather more information about its citizens. Iraq is witnessing serious strife with Sunni militants, backed by Al-Qaida, capturing two key cities and marching towards Baghdad. Hundreds of thousands of Iraqis have been displaced in the fighting that broke out on 10th June.

said people were now crossing back and forth freely. The fall of the border crossing came as al-Maliki faces mounting pressure to form an inclusive government or step aside, with both a top Shiite cleric and the White House strongly hinting he is in part to blame for the worst crisis since US troops withdrew from the country at the end of 2011. Grand Ayatollah Ali al-Sistani, the most respected voice for Iraq’s Shiite majority, on Friday joined calls for al-Maliki to reach out to the Kurdish and Sunni minorities a day after President Barack Obama challenged him to create a leadership representative of all Iraqis.

Hizb-ul-Mujahideen, Muhammad Shafi Sheikh (50) of Zaloora Sopore was killed during a brief gun fight with Army and SOG in the back yard of Muhammad Khazir Naikoo in February this year. He (Muhammad Shafi) was in his house and tried to escape through an orchard. In the exchange of fire, he was killed. We are looking the case through that angel as well. Investigation is going on,” he said. Reports said that Naikoo family had some land dispute with a Mundgi Sopore family of Saranadaz Khan. Sources told CNS that Army and Police jointly raided the house of Khan and arrested him along with his six sons and two relatives. A police official identified the arrested persons as Saranadaz Khan, his six issues including Imtiyaz Khan, Ayoub Khan, Ashfaq Khan, Yousuf Khan, Mehraj-u-Din Khan and Abid Khan. Police have also arrested Firdous Ahmed Khan son of Muhammad Yousuf Khan and Abdul Latif Khan son of Ghulam Muhammad Khan. “We have not arrested them but they have only been called to police station for questioning,” a police official said.
Zabarwan Times Reports said that people in Mandgi Sopore staged a protest seeking the release of the arrested person. “We met Sub Divisional Magistrate Sopore Khurshid Ahmed Shah and SDPO Sopore who assured us that all these people would be released after questioning,” one of the family members of Khan family Saif-u-Din Khan told CNS. Meanwhile, the brother of the deceased, Manzoor Ahmed Naikoo claimed that the attack was carried out on their house on the behest of Mandgi Khan family. He told CNS that they are certain that his brother was killed by Mandgi family due to the family feud that is going on from past many years. He further said that they don’t think militants have any role in the killing of Nazir Ahmed Naikoo. (CNS)

Shangloo said that he is grateful to SSP Srinagar for feeling his pain. “I approached SSP who directed SDPO Khanyar to look into the matter,” he said. He said that after beating him to pulp the police party also seized his vehicle and drove away in their own vehicle (JK02AV-5746). again over-threw another democratically elected government in the State. It was Mufti Mohammad Sayeed who violated the sanctity of democracy in J&K by going against the elected government’s opposition to the installation of Jagmohan as the Governor of the State”, the NC General Secretary said. Sagar while terming Mufti’s role as the Home Minsiter of India in repressing the people of Kashmir as a dark blot on the face of democracy in the country, said that Mufti Mohammad Sayeed’s re-invention in the mask of PDP in 1999 was at the behest of covert forces and agencies who have always harbored a plan to weaken National Conference and hence remove the sole hurdle in their plan of abrogating Article 370. ‘Use Hindi’ diktat creates divide online and offline in Mumbai MUMBAI: Though the NDA government clarified on Friday that its directive asking officials to post in Hindi on social media was aimed only at Hindi-speaking states and that the language was not being imposed on non-Hindispeaking states, citizens remained divided on the matter and carried out a debate online and offline. While some called it the latest project to homogenize the country’s tapestry of languages, others felt using Hindi was better than the “Western” option of English. “The current generation is getting increasingly Westernized,” said professor Karunashankar Upadhyay, who heads the department of Hindi at the Mumbai University. “Our food, the way we dress, the way we speak is all based on an alien culture. Why should we not use it?” Others like documentary filmmaker Surabhi Sharma remained sceptical of the move. “We have a rich history in our country, and language is its most visible symbol,” she explained. “I always get surprised at the attempts to homogenize that history.” Sharma added that instead of trying to impose Hindi on officials, the government needed to find systems to involve regional languages more. Iraqi PM Nouri al-Maliki under pressure from top Shiite cleric, US An Iraqi Kurdish soldier drinks from a bottle as he sits at the back of a truck at an operating base in Iraq’s Diyala province whilst waiting to deploy into into Jalawla to fight militants of the ISIL. Iraq’s Prime Minister Nouri al-Maliki faces mounting pressure to form an inclusive government or step aside following the loss of large swaths of territory to Sunni militants, with both a top Shiite cleric and the White House strongly hinting he is in part to blame for the crisis. The most respected voice for Iraq’s Shiite majority on Friday joined calls for al-Maliki to reach out to the Kurdish and Sunni minorities a day after President Barack Obama challenged him to create a leadership representative of all Iraqis. Grand Ayatollah Ali al-Sistani’s thinly veiled reproach was the most influential to place blame on the Shiite prime minister for the nation’s spiraling crisis, the most severe since U.S. troops withdrew at the end of 2011. Over the past two weeks, Iraq has lost a big chunk of the north to the al-Qaida-inspired Sunni militants of the Islamic State of Iraq and the Levant, whose lightning offensive led to the capture of Mosul, the nation’s second-largest city. The gravity of the crisis has forced the usually reclusive alSistani, who normally stays above the political fray, to wade into politics, and his comments, delivered through a representative, could ultimately seal al-Maliki’s fate.Watch: Security tightened in Iraqi cities under threat from ISIS

Now, unity between the RJD and the JD(U) is needed to demolish the BJP.” Incidentally, Nitish had launched a statewide campaign along with BJP in 2005 to bring down the Lalu-Rabri Devi government.
Back to basics: Rural sector gets big boost in UP budget
rural sectors while populist schemes such as free laptops, employment allowance and Kanya Vidhya Dhan were given a quiet burial. However, by avoiding new taxes or cess, the government also made it clear that it was not in a mood to take bitter pills to improve the fiscal management. Having got a drubbing in Lok Sabha
elections, the SP government has now found it prudent to invest in its pivotal constituency leaving aside the peripheral it found through popular schemes. Therefore, about
75% of the Rs 95, 039 crore plan expenditure has been earmarked for development of agriculture, rural areas and farming community. At a press conference afterwards, Akhilesh was at pains to defending a volley of questions about
the dumping of his gamechanger schemes like free distribution of laptops and unemployment allowance which helped his party gain power in 2012. Without offering any concrete reply, he explained that the budget aimed at improving the infrastructure and agriculture so that it would be able to prevent migration from the rural to urban pockets. “The focus now is on bijli, sadak, paani and economic activities, not on the doles,” he said. The main highlights of the new budget are a record sanction of Rs 23.928 crore for power sector reforms; Rs 359 crore for the construction of toilets in the rural areas, Rs 95 crore for Metro rail project in the state capital, Rs 49,108 crore.
Bhupinder Hooda, Prithvira Chavan meet Congress leadership, change of CM soon in Assam NEW DELHI: Haryana chief minister Bhupinder Singh Hooda and his Maharashtra counterpart Prithviraj Chavan held talks with Congress central leadership here amid indications that decision on replacement of chief ministers will be made soon starting with Assam. Hooda had a 30-minute meeting with Congress chief Sonia Gandhi this morning while Chavan met her political secretary Ahmed Patel here last night for nearly an hour. Senior minister from Assam Himanta Biswa Sarma was also likely to meet top Congress leadership, party leaders said. They said Assam could be the first state where a change of guard can take place followed by Maharashtra. However, a decision in the case

250 lions killed over past 5 years in Gujarat
AHMEDABAD: Is the world’s only abode of Asiatic lions in Gujarat under threat? The Gir wildlife sanctuary and its periphery have witnessed no less than 250 deaths of lions in the last five years. This has raised concerns over the safety of the big cats. According to the May 2010 census, there are 411 lions in the state spread in the area of 10,000 sqkm. But according to 2013 statistics, lions are now spread in an area of 20,000 sqkm. Experts feel that the death of 250-odd lions is alarming. In 2012-13, the number of deaths was 48, which increased to 53 in 2013-14. Also, in the first three months, approximately 20 lions have died, including eight in accidents. Of these eight, six were run over by trains. Experts feel that the increase in number of such cases is mainly in the category of unnatural death. This in-

cludes electrocution or falling in wells. Officials said that the death of 20-odd lions — over 40% — were because of unnatural deaths in the state. Forest officials said “The death of 50-odd lions in the area is totally nor-
mal as the figures include that of the new born cubs where the survival rate was only 50%. Earlier, the maximum of two cubs were born to a lioness, but now the number has increased and it
is on an average three to four cubs and hence the deaths are also more.” “There are high turnover rates (20%) in high density tiger populations that is lots of individual can die if lots are present. As long as the population shows a positive growth, individual deaths are not a cause of worry for the conservation of a species that has numbers over 150 individuals. Besides only deaths of prime age lions are of concern, in cubs 50% mortality is to be expected. Old lions will die by one cause or other, so when we have over 400 lions large number of deaths is expected, outside of forests most lion deaths get detected and reported. Therefore, unless population shows a decline (estimated by a rigorous scientific method) individual deaths are not a cause of worry,” said Yadvendradev Jhala, a scientist with Wildlife Institute of India and a researcher on big cats.
Sources close to Hooda termed it as a “routine meeting”. They said there was no talk about change of leadership in the state. AICC general secretary in charge for Haryana Shakeel Ahmed told PTI, “Change of leadership either at PCC level or CLP level is not under consideration”. The decision on replacement of the chief ministers is expected soon as part of massive organizational rejig in states after the drubbing in Lok Sabha polls. While assembly elections in Assam are scheduled in 2016, the term of Haryana assembly expires in October and that of Maharashtra in December this year.
Cong, SP workers protest over rail fare hike Angry demonstrators blocked a railway track in Lucknow on Saturday in protest against a steep hike in rail fares announced by the government in its first tough step aimed at reforming a sluggish economy. Scores of flag-waving protesters shouted slogans demanding an immediate rollback in the fares during the demonstration in Allahabad, which held up rail traffic for nearly an hour. Samajwadi Party (SP) workers brought the Ganga Gomti express was brought to a halt by party workers while it was enroute to Lucknow.A protesting SP worker, Sandeep Yadav said, “We had the train stopped for half an hour and we will not stop this protest until there is a change. We are totally against the rail fare hike. From the time Modi has arrived, inflation is happening.”Rail passenger fares were on Friday increased by 14.2% and freight rates by 6.5% with effect from June 25. Railway minister Sadananda Gowda said he was “forced” to take the step in order “to meet all the necessary expenditure”, hinting at the financial crunch the network is facing. The Indian railway system, one of the world’s largest, is still the main form of long-distance travel in the huge country. But years of financial neglect and populist policy of subsidising fares have hit the network hard.Prime Minister Narendra Modi’s right-wing government, which came to power a month ago after overthrowing the ruling Congress, has pledged to revive the economy after it grew at just 4.7% last year -- the lowest in nearly a decade. The hike is seen as the first dose of the “bitter medicine” that Modi recently warned was needed to revive the economy, Asia’s third-biggest.

HOROSCOPE Aries
March 21-April 19
Don’t discount your ability to be extremely resourceful if you need to be, Aries. If you don’t have everything you need or all of the required information, take time to think. Who can you ask? What places can you access? Who might know where you can find what you need? Rather than panic because the pieces aren’t all there, instead make a list of contacts and go for it. Trust in yourself.
Taurus April 20-May 20
Try not to let today’s blues get you down, Taurus. While it’s true that some days can seem to drag on, the busier you are the faster time will pass. Get down to finishing any work still before you and then make plans for tonight. If there’s a light at the end of the tunnel, not only will things seem to speed up but you’ll feel better knowing it’s coming.
Gemini May 21-June 21
Dare to be different, Gemini. It can be so easy to fall into a drill. Sleeping at the same time, eating at the same time, wearing the same style, and going about work the same way day after day. Before you know it, you feel like you’re in a rut. The only way to get away from this is to make a decision to break free by doing something unique. Try a new haircut. Wear colors that are unusual for you. If the need is there, consider a new career. Pursue expansion.
Cancer June 22-July 22
If your lifestyle is considerably different than that of others, resist feeling self-conscience about it today, Cancer. Try to remember that you chose the life you have for specific reasons. Even if you’ve come to a point where you’re considering a change, there’s no need to feel badly, ashamed, or embarrassed about where you are now. Everyone has to make his or her own way. If this conforms to the norm, that’s fine. If it doesn’t, that’s fine, too.
Leo
July 23-August 22 An enhanced feeling of determination could motivate you today, Leo. Finish the things that aren’t complete and make some plans for this evening. Don’t hesitate to take on something that feels complicated or big. Chances are you’ll be able to handle most anything and it will feel great when it’s finished. Enjoy your day by making the most of opportunity.
Virgo
August 23-September 22
Feeling the effects of today’s energies, Virgo? Take heart if this is the case, because the end of the tunnel isn’t as far away as it seems. Do your best to take things one step at a time and see about making some plans for a little fun this evening. Get together with friends or take in a movie. Help yourself feel better by staying busy and focused and follow up with some recreation. Before you know it, the aspect will pass and you’ll be back to normal.
Libra
September 23-October 23 Consider making some plans for a vacation or short getaway, Libra. Looking forward to something fun can make even the toughest of days far easier to handle. You’ll be amazed how much you can manage when there’s an end in plain sight. Your entire attitude can lighten. So take the bull by the horns and create an incentive for yourself. Do something special to reward the hard work you do day after day.
Scorpio October 24-November 21 Don’t judge someone if he or she has a different lifestyle than what you consider to be OK, Scorpio. You probably lean toward the traditional, yet not everyone feels this way about relationships, working, or lifestyle. While it may seem impossible to understand and even frighten you, try not to be too harsh on those you deem odd. You’d be better off using that energy to keep your own life on track.
Sagittarius November 22-December 21
Friends seeking advice or a shoulder to cry on could be plentiful today, Sagittarius. You’re one of best people to give them the support and care they need. Just be sure that you don’t give so much to others that you don’t have anything left for yourself. True friendship is about sharing and the exchange of problems and help. Running yourself down will leave you in a place where you aren’t going to be much help to anyone.
Capricorn December 22-January 19
Getting through today shouldn’t pose too big a problem for you, Capricorn. You may feel a huge second wind that can give you the drive and determination to see your chores and projects through. Make some plans for this evening, such as getting together with friends or taking in an event that really intrigues you. Until then, go about your tasks bit by bit. You’ll get things finished before you know it.
Aquarius January 20-February 18
Working within boundaries and restrictions could really get to you today, Aquarius. Yours is an independent spirit and your best achievements are often born of doing things your own way. Yet like it or not, we all have to follow guidelines and rules. Do your best to follow suit and finish what needs to be done. Afterward, you may find more freedom to act independently without consequences. Exercise patience and diligence as needed today.
Pisces
February 19-March 20 Chances are that you’ll feel upbeat and positive today, Pisces. Consider sharing this energy with those around you who are feeling less than content. Your attitude can have a profound effect on friends, partners, spouses, and children. Even neighbors and extended family can pick up on your spirit without you even realizing it. Share your optimism with everyone you can today. If you see someone hurt or angry.
