Mercury stays below freezing point in Kashmir, Ladakh Srinagar, November 21: Night temperatures across the Kashmir valley remained below the freezing point on Thursday as the weather bureau forecast further drop in the mercury in the coming week. The minimum temperature was 2 degrees celsius below freezing point in Srinagar, minus 3.8 degrees in Pahalgam, minus 2 degrees celsius in Gulmarg, a whopping 10.2 degrees celsius below zero in Leh and minus 5.4 degrees celsius in Kargil town of the Ladakh region. "Night temperature remained below the freezing point in the valley and the Ladakh region while the minimum temperature was 10.4 degrees in Jammu city on Thursday," an official of the meteorological department told IANS. The official said the present cold wave conditions would continue in the Kashmir valley as the night temperature is likely to drop more gradually during the next seven days, and the weather is expected to remain dry across the state.

Tral, November 21: Maintaining that militancy and violence has changed not an iota on political spectrum of Jammu and Kashmir but resorted to miseries, economic disaster and blood-shed, Chief Minister, Omar Abdullah Thursday said that deserting their homeland in 1990’s by National Conference leadership was not due to any fear or weakness but with the contention that the then emerging separatists leadership may make any dent vis-à-vis resolving vexed Kashmir issue. “But the result is before you. They have not been able to deliver anything other than creating bloodshed and bundles of difficulties for people. Their claim of changing the system and the flag of the State proved totally a failure and they were not able to remove even a bunker from the State not to talk of changing the
system. Now, they are talking of scarcity of electricity and construction of infrastructure”, he said adding that development aspects and improvement in electricity will not come from across the border or by talking to Foreign Minister of
Pakistan, Sartaj Aziz. “It will come when you become the part of system and handle the affairs of the State in a democratic way”, he told the separatists adding that duplicity is always dangerous tactics. “I have always talked for the need of talks and

Work under MGNREGA stopped after villagers raised alarm Srinagar, November 21: The Rural Development Department has stopped work under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme in a Kupwara village after contractors were utilising the funds for their personal benefits that too by encroaching a rivulet. The work was stopped after residents of village Haihama, Chalgund in district Kupwara raised objections over the MGNREGA scheme being utilised by contractors, Mohammad Abdullah Dar and Maqbool Dar, for widening an approach road to their orchard by encroaching a rivulet. He said during the current year so far Rs. 3.63 crores have been spent in the constituency of road sector and 18.30 kilometres of road length has been macadamized and blacktopped. Omar Abdullah said that 5 bridges are under construction in the constitue ncy at a cost of Rs. 8.15 crores of which Rs. 4.38 crores have been spent so far. He said Wagad-AripalNaristan road involving Rs. 3 crores has been approved under NABARD. He said 8 irrigation schemes have been taken up under minor irrigation project in Tral involving Rs. 8.94 crores while as work on Tral and Rajpora Lift Irrigation Schemes has been approved under AIBP. These schemes involve Rs. 2 10.96 crores. The Chief Minister said that the infrastructure of SubDistrict Hospital will be completed soon. He said that on the construction of Khankah Rs. 2.50 crore have been spent under Phase-I and a project for Phase-II construction has been formulated involving Rs. 6.50 crore. Residents alleged that construction of the additional embankment can lead to flash floods in the area as additional embankment can choke the running stream. Residents of village Haihama, Chalgund in the frontier district of Kupwara alleged that the contractors are utilising the funds for their personal ends by choking Nallah Balhama. They said that the part of the rivulet was already encroached and this year during summer the rivulet has caused damage to the agriculture fields in the area. The programme officer of the Rural Development in the area, Altaf Ahmad, said that they have sent a notice to the contractor and the work on the embankment has been stopped. Ahmad said that the new embankment can cause damage during flash floods and wash away a culvert that was recently constru cted in the village at the cost of Rs 10 lakh. Residents said that the works under MGNREGA are meant for the development of village while the contractors are utilising it for their own benefits. Residents alleged that contractors are influential and they got an FIR lodged against a deaf and dumb person Ammanullah Khan his sons and his brothers for beating up the contractor. The villagers said that n o such attack took place on the contractors. However, Station House Officer Kupwara, said that police have lodged FIR against few persons in the village as they have attacked the two contractors. “We have nothing to do with the embankment issue and it is being dealt by the concerned department”, he added.

Mohammad Ramzan has called upon the officers of Food Corporation of India (FCI), CA&PD and STRC to coordinate and ensure that the reaming food grains are dispatched to the areas where these have not been stocked so far as per schedule. He asked FCI authorities to streamline and speed up the supply process in the State particularly in Doda and Kishtwar districts so that remaining food grains meant for Khilani, Kishtwar, Tangdar and Karnah are stocked by next week. The Minister was reviewing the stock position of essential commodities of Jammu division here at an officers meeting today. The Minister said that with the onset of winter the stocking of essential commodities should have been completed as some parts of the State remains cut off due to snow. He instructed officers to speed up the dumping process particularly in hilly areas of Doda, Kupwara and Kishtwar districts where certain parts remain cut off during winter months. He asked General Manager, FCI to redouble efforts and ensure the stocking in these areas well in time while the MD SRTC was asked to deploy adequate number of trucks for carrying food grains to these areas. The MD assured the meeting that adequate trucks would be deployed for transportation of food grains in the division, particularly in the identified areas of Doda, Kishtawar and Kupwara districts. The meeting was told that dumping for Leh and Kargil stands already completed while efforts are on to dispatch grains to Tangdar and Karnah areas of Kupwara district and is expected to be completed by next week.

He asked the officers to organize awareness camps in the catchment areas of the twin lakes and sensitize
people about the importance of lakes besides the initiatives taken at Government level for saving environment, water bodies, forests and wildlife. The Committee said that the human interference is causing major damage to the natural resources and underlined need for checking this tendency. It said the sewage entering into lakes is posing a major threat to these water bodies and asked concerned officers to take necessary measures for stopping this. The officers were asked to evolve a joint strategy for conserving natural resources available in the area, including Mansar and Surinsar lakes besides involving local participation in this practice. The SE R&B was asked to take care of the roads leading to these Lakes as the roads are primary need for development and promotion of tourism activities.It was given out that Centre has approved a project of Rs. 6 crore for conservation of forests, wildlife and protection of environment against which Rs. 1.33 crore stands expended so far in the area. The Mansar Surinsar Development Authority has expended Rs. 2.25 crore during last financial year on different development works, it was told.

The department has been providing financial assistance to unemployment youth for construction of fish rearing units both in Carp and Trout as per feasibility of the area. The private fish farming in carp culture was started in 2005 while trout in 2009. He said that in district Budgam 74 number of fish farming units have been constructed under central sponsored schemes like PM’s package, RKVY and “National Mission for Protein Supplements” in which 50 number are in carp sector and 24 in trout sector, all the units are running very well, during the current fiscal. The fish production in the district has reached 1147.76 quintals of Carp and 11.2 tons of Trout in the district. Mismanaged transport sector
T
he traffic management in the Kashmir valley whether in towns, city or villages has always been neglected and no serious attention is being paid towards this subject which sometimes assumes grave proportions. For example the traffic jams in Srinagar city and other towns besides on the inter district roads have become a routine and every day the passengers particularly the daily commuters have to face this ordeal. A few years back the non stop bus used to take forty five minutes from Srinagar to Anantnag and the usual fifty seater bus one and a half hours. One could never imagine that it will take usually two and a half hours and sometimes more than three hours to travel this distance, nowadays, even though the Sumos and other light vehicles are swifter and faster. Now as offices have moved to Jammu the pressure has decreased a bit but still the traffic jams are not over though they are not as troublesome as they were till a few days back. Not only this evening transport service is totally unreliable and as soon as the evening falls, all means of transport are off the roads putting the passengers to a lot of inconvenience. Despite several assurances and much publicity no improvement has been recorded on this front and passengers even with in the city have to suffer a lot. Even if they get some Auto-rickshaw, they have to pay very high charges and whatever the rickshaw driver demands as there is no check on these auto-rickshaws at all. The overloading is one of the examples of traffic mismanagement and it has consumed hundreds of lives so far particularly on the hilly roads. The transport sector needs immediate attention of the authorities so that inconvenience is not caused to the passengers and hundreds of unwarranted deaths are avoided. The first and foremost thing in this direction should be a comprehensive transport policy which should addresses all the weaknesses of this sector and suggest ways to overcome the deficiencies. This policy should also see that the issuances of road permits are within a specific limit and according to the requirements of the people. This will help in limiting the number of vehicles which in turn will make the roads less congested and safer.

The mind and Art of MIRZA GHALIB
ne of the greatest masters of muse, Mirza Asadullah Khan surnamed Ghalib was a born poet who not only wrote thoughtful poetry but also thought poetically. Known for its exceptional tenderness and sensibility, Ghalib rose above the poets of his age and thought ahead of his times. Ghalib believed that the ideals of culture did not lie in the isolation of freedom, but on the inter-dependence of individuals and societies in all spheres of thought and action. ‘My creed is oneness, my belief renunciation of rituals’. He stood for a learning society where the mind is free and the head is held high. His poetry reflects a deep philosophy based on beauty and truth and has been universally accepted as great poetry. Born on December 27, 1797 at Agra in a wellto-do family of army officers who traced their descent from Seljuk kings of Central Asia, his father Mirza Abdullah died fighting when the child Asad was hardly five. He was thus entrusted to the care of his uncle Mirza Nasrulla Beg, a Risaldar in the British army who too died when the child was 9. He was, therefore, brought up in his maternal grand uncle’s spacious house, his childhood spent in the company of female cousins, kite-flying, swimming across the Yamuna doing all kinds of pranks. Agra left an indelible mark on the young mind of the boy. Although he never went back, the nostalgia of his Agra days gripped him forever. Ghalib considered poetry as an accomplishment necessary for the nobility of which he was always proud. He wrote his first Urdu Ghazal at 9 and his first Persian ‘Masnavi’, at 11. Among his early influences were Shaikh Muuzzam, an eminent teacher of Agra in those days, a Persian scholar named Hurmuz who named himself as Abdul Samad on conversion from Parsi religion to Islam. He first visited Delhi at the age of 7 but after his marriage at 13 with Umroa Begum, daughter of Mirza Ilahi Baksh Khan ‘Maruf’, he settled in Delhi where he remained till he died on 15 February, 1869, at 71. In Delhi, he changed many residences till he came to his Ballimaran house in Galli Qasim Jan, recently renovated and included in the heritage list. It is here he composed his immortal verses, it’s here he had love escapades, he drank to his fill, gambled, went to jail. He was a suspect in 1857 revolt, his pension was stopped, his end was pathetic. The poet who had defied all Gods in his youth and challenged the angels, realized in old age, that Ghazal was a narrow genre for him, he wanted wider vistas to express himself. In his youth, Ghalib was a very handsome man. ‘When I met him for the first time’, wrote Altaf Hussain Haali, his best biographer in ‘Yaadgar-e-Ghalib’, ‘One could easily see what a handsome man he must have been; tall, broadly built, powerful limbs, of charming disposition and ready wit, he appeared even then a fresher from Turan’. A pagan to the core, he stood for the life of pleasure. Commenting on the poet’s hedonistic nature, Prof. Muhammad Sadiq, in his ‘History of Urdu Literture’ says: ‘Ghalib had no conscious theory of life to offer, he was more intent on living his life than theorizing about it; but there is one thing more than another that his life and poetry substantiate, and to which ample testimony is borne by those who knew
him personally, it is that he yearned to have more and more of it and explore its possibilities for personal enjoyment. His attitude about the hereafter, as is well known, was skeptical, and even if, occasionally he was led to think of rewards promised to the righteous, a class to which he emphatically did not belong, he decided to have the cash and let the credit go’. Jismein lakhon baras ki hoorain hon Aiyasi jannat ko kaya kare koyi (What will one do with a paradise where there are million-year old Hoories (beautiful maids) At an other place he declares: ‘I have inherited the nature of Adam and I am his descendant. I openly declare that I indulge in sin. I am not a theologian, I am a poet. I am Persian by nature, although my religion is that ofArabs’. Strangely enough, he considered his Persian poetry far superior to that of Urdu verse. Even in volume it is less than one-third of his total output. ‘My Persian poetry is full of colours, my Urdu verse is colourless’. But little did he know that in India he would be remembered by posterity and would achieve immortality through his Urdu writings and not his Persian poetry on which he prided himself. Although some experts consider his Persian poems also of a high order and can be compared with the best of Persia’s own poets, but the fact remains that he is not recognized in Persia, nor is very much known there. His Urdu poems total no more than 1,800 lines and there also some of them that are laced with Persian idiom and metaphor, but whatever remains needs to be weighed in gold. He raised the status of the ‘Ghazal’ to the dizziest heights. ‘I wash my words with milk’, he often said. Ganjina-emaani Ka Tallism usko Samajhiye Jo Lafs Key Ghalib tere Ashar mein Avey (Every word I use in my couplets creates a magic, I weave them in my thought process and charge them with the magic of meaning) Ghalib’s poetry, therefore, is not mere magic of words or a sheer picture gallery of diction, behind every word there is a magic of thought, every word is raised to the status of a concept. Ghalib was an original mind, a keen intellect, a deep thinker. More often than not, his poetry acquired the status of philosophy, a new humanism. Haali does not agree with this theory. Nor does Iqbal who himself was a poet of sorrow. But there are utterances which are very powerful and one cannot resist the feeling that his lastphase poetry is full of gloom. So numerous have been my difficulties that they themselves withered away. During the later years, the tone of Ghalib’s poetry had become rather bitter as is evident in the following verse: Rakhiyo Ghalib Mujhe is Talkh-Nawai mein Muaf Aaj ik dard mere dil mein siva hota hai (Forgive me, O Ghalib if my narrative is bitter Today I feel the pain pulsating in my heart) Pir-I-Kharif In one of his letters dated 1867, he opens up: ‘I am about to die now. I eat hardly anything at present. All kinds of diseases have overtaken me. From God we come and to God we return. I am Pir-I-Kharif, an old man, decrepit par excellence. My memory has failed me. It seems I never had any memory. For long, I have been hard of hearing. Those who come to see me, write down what they have to say. My food amounts to nothing, A piece of sugar candy peeled, powdered almonds in syrup in the morning, four dried kababs early in the evening. Wine, 5 tolas in weight mixed with equal quantity of rose water before going to bed, is my diet. I am decrepit, defeated, physically imbecile, sinner and a lechar’. Only a few years before he wrote to Mir Mehdi Majruh : ‘I read throught the day and drink throughout the night’. According to Prof. Mujeeb, ‘The poetic tradition which Ghalib represents was more than literature, more than culture. It expressed vigorously and coherently, the response of human nature to the problem of human existence. It was a fusion of elements that were philosophical, mystical and aesthetic, also elements that were essentially trivial and euphemeral. The fusion took place in man, and could not take place outside him, in a system of philosophy, mysticism and aesthetics, certainly not in religious dogma’. Ghalib as man, therefore, could not have been superior to Ghalib as poet. As a man, he was a man of the world wanting to live in sumptuous ease. As a poet, he transcends the boundaries of time and space. Ghalib & the English Ghalib’s relations with the Englishman were generally cordial except during the 1857 rebellion and the Macpherson episode. Macpherson, an Englishman, had opened a wine shop in Chandni Chowk and Ghalib was a regular who purchased the stuff called Old Tom on credit. The Englishman being basically a businessman, waited for some time, but when he could wait no more, dragged him to the court and recovered his dues. Legend has it that the Qazi who fined him was a great admirer of Ghalib and paid the fine from his own pocket. The same night there was a ‘Mushaira’ at the Qazi’s house where Ghalib was the chief guest. Returning home late night, when a water-carrier near Jama Masjid asked him to write a poem on him, Mirza Ghalib became sad and said : ‘You quench the thirst of the thousands, I only mine, what will you do with a poem’? Ghalib welcomed Western learning and Western innovations and institutions such as steam engine, railways, post offices, wireless. He even wanted to learn English language. He had a number of English friends, prominent among them were Sir John Frazer and Sir William Rattigan, the Vice Chancellor of
Punjab University. ‘I met Rattigan Sahib. He is writing in English a Tazkira of Urdu poets. I have sent him seven books’. When Ghalib died, it appears through his letters that a fairly large number of English words were introduced in Urdu language. When he fell seriously ill, a British doctor was sent for his treatment. Ghalib was an eternal bachelor, a perennial Don Juan even in old age. During the 57 rebellion, when an English Officer asked him whether he was a Muslim, Mirza Ghalib replied: ‘Only One half’. Asked to elaborate the half he was not, he snapped back, : ‘Because I take only wine, not pork’. Ghalib’s wit was axiomatic, his satire was urbane. When a Moulvi told him that a drunkard’s prayers will not be accepted in heavens, Ghalib replied that ‘what’s there to pray for when one has enough to drink here. An apt illustration of his own verse he could drink anywhere, anytime but not with anybody: ‘When the tavern is no more, it does not matter where I drink : A Mosque, A School, may be a monastery’. When a devout Muslim complained to him for non-observance of ‘Roza’(Fast) in the sacred month of Ramazan, he replied ‘It’s one thing not to observe the fast, but quite another to fondle it’. Elsewhere, he challenged the divine distribution on the plea that no human being was present at the time of recording of divine will, it was an all angels’ affair. His principle was ‘Live like fly, not a bee’. A free thinker, he stood for the freedom of the individual, some passion for an ideal, whether patriotism, religion, humanity, love of a woman or of nature. During his last days, he turned to mysticism. In his famous letter to Hargopal Tufta, his most trusted friend, he says: ‘You are cultivating the art of poetry and I am cultivating the art of immersion in the divine spirit. I consider the scholarship of Avicenna and the poetry of Nizami as useless. To live, we require little happiness. As for philosophy, kingship, poetry, magic all are absurd. If someone was an Avtar among the Hindus, what then? If you make a name in the world, what then. We are good poets and may be as famous as Saadi and Hafiz. What did they gain by their renown, and what shall we gain. What did Urfi gain by his Qasidas and what did Saadi gain by his Bostan …. Nothing exists but God’. Yet the fact remains that tens of thousands of people recite Ghalib’s poems every day in their moments of agony and ecstasy. People still exchange Ghalib’s verses as gifts. His poetry transcends the boundaries of history, geography, calendar, tradition and modernity, thought and belief. He died on 15th February 1869 in the same house at Ballimaran. He lies buried in Nizamuddin near the tomb of Hazrat Nizamuddin Auliya. A large number of mourners joined the funeral procession, both Hindus and Muslims, and among Muslims both Sunnis and Shias. For about a year, articles on Ghalib appeared in Urdu papers every day, every week, every month special supplements were carried out by Delhi papers. Death makes no conquest of this conquerer for he now lives in fame, he belongs not to one country, but to all the ages. A universal poet, his appeal was universal.

Exercise helps reduce Alzheimer’s symptoms In a new study, researchers have shown the combined effect of neuroprotective therapies - voluntary physical exercise and daily intake of melatonin, against Alzheimer's in mice. According to a group of researchers from the Barcelona Biomedical Research Institute (IIBB), in collaboration with the University of Granada and the Autonomous University of Barcelona, daily voluntary exercise and daily intake of melatonin, both of which are known for the effects they have in regulating circadian rhythm, show a synergistic effect against brain deterioration in the 3xTg-AD mouse, which has three mutations of Alzheimer's disease. "For years we have known that the combination of different anti-aging therapies such as physical exercise, a Mediterranean diet, and not smoking adds years to one's life," Coral Sanfeliu, from the IIBB, told SINC. "Now it seems that melatonin, the sleep hormone, also has important anti-aging effects," Sanfeliu said. For the study, the experts analysed
the combined effect of sport and melatonin in 3xTg-AD mice which were experiencing an initial phase of Alzheimer's and presented learning difficulties and changes in behaviour such as anxiety and apathy. The mice were divided into one control group and three other groups which would undergo different treatments: exercise -unrestricted use of a running wheel-, melatonin -a dose equivalent to 10 mg per kg of body weight-, and a combination of melatonin and voluntary physical exercise. In addition, a reference group of mice were included which presented no mutations of the disease. "After six months, the state of the

From this we can say that the disease has significantly regressed," Sanfeliu said. The results show a general improvement in behaviour, learning, and memory with the three treatments. These procedures also protected the brain tissue from oxidative stress and provided good levels of protection from excesses of amyloid beta peptide and hyperphosphorylated TAU protein caused by the mutations. In the case of the mitochondria, the combined effect resulted in an increase in the analysed indicators of improved performance which were not observed independently. "Transferring treatments which are effective in animals to human patients is not always consistent, given that in humans the disease develops over several years, so that when memory loss begins to surface, the brain is already very deteriorated," Sanfeliu added.

Nepal election in shambles as Maoists claim fraud, reject result Agencies KATHMANDU: Nepal’s powerful Maoist leader and former guerrilla chief Prachanda, said on Thursday he did not accept the results of an election his party appeared to be losing, throwing the Himalayan nation into a fresh political crisis. Nepal has languished in political deadlock since the Maoists laid down arms seven years ago, with six governments failing to forge a constitution for the new republic that emerged after a decade-long civil war. Nepal’s giant neighbours, India and China, as well as western donors, have grown increasingly concerned about the prolonged struggle to build a stable nation to replace a centuries-old monarchy. They fear that without effective government, the poor country of nearly 27 million people, which is dependent on tourism, remittances and aid, is becoming a haven for militants and criminal gangs. Alleging ballot-box fraud, the Maoist leader and former rebel chief Pushpa Kamal Dahal — better known by his war pseudonym Prachanda — said authorities must immediately stop counting the votes cast in Tuesday’s election. He told reporters ballot boxes were taken away and hidden for several hours, and ballot papers were stuffed or swapped.
“We want an immediate end of vote counting and a review of the whole process of the election,” Prachanda said. He did not say what action he would take if he was not heeded and it was not clear if his party would launch street protests. PANAJI/NEW DELHI: Tehelka editor Tarun Tejpal’s alleged sexual harassment of a woman colleague snowballed into a major controversy on Thursday with the Goa police considering summoning him while questions have been raised over the way the weekly magazine has handled the issue. On Wednesday, Tejpal announced that he was “recusing” from his job for six months after an email by the woman journalist of his magazine alleging sexual assault on her by him was made public. The woman journalist, who had reportedly complained to Tehelka managing editor Shoma Chaudhury that Tejpal had pulled her into a lift in a hotel in Goa about 10 days back during an event organised by it on two days to assault her, is now said to be seeking constitution of a committee by the magazine to go into the issue and take action. Chaudhury, whose
statements on the issue has attracted criticism from women activists and senior journalists who have de-
manded that law take its course in the incident, merely said today that she wanted time to act “correctly” on it. Tarun Tejpal, founder-editor of weekly news magazine Tehelka, was on Thursday accused of trivialising allegations against him of a serious sex crime even as Goa Police planned to begin an enquiry into the incident. The journalist stepped down from his post on Wednesday for six months after tendering an unconditional apology for what he termed as his misconduct with a female colleague at the THiNK festival in Goa earlier this month. “I have asked the police to conduct a preliminary enquiry. Right now, we do not have a clear indication if the incident happened in Goa,” chief minister of the state Manohar Parrikar said. TV news reports also suggested the cops would investigate footage from a CCTV that allegedly recorded the incident. In New Delhi, Shoma Chaudhury, the magazine’s managing editor, told journalists her priority was for the aggrieved journalist and “I am driven by what she wants”.“My understanding is she wanted an apology and it was given to her.
