In his message, the Governor has conveyed his sympathy to the bereaved families and prayed for speedy recovery of all those injured in this accident. Chief Minister, Omar has expressed deep grief over the unfortunate road accident in Reasi in which precious human lives have been lost and many injured. 1 dies, 3 injured in road mishaps Srinagar, September 21: One person died and three others were injured in different road accidents across the valley. A Santro car bearing registration number Jk03B/2714 hit and injured a pedestrian Mohammad Khalil Teeli son of Abdul Aziz resident of Hiller, in the jurisdiction of Police station Kokernag. The injured succumbed to his injuries on way to the hospital. The body of deceased was handed over to his relatives for last rites. Kokernag Police has registered a case in this regard. Srinagar, September 21: Much to the utter shock the RTI queries have revealed that the widow and old age pension in the State has been increased only once during the last fifteen years. On the contrary, salary to politicians has been hiked 500 times. The applications have sought details about the monetary assistance to widows, old age pensioners and the salary to politicians who are drawing it from the State of Jammu

and Kashmir. In reply to RTI queries, it shows government has increased 25 rupees in pension cases pertaining to widow, old age and divorcee which was earlier 175 rupees and increased it to rupees 200 in the year 2003-04. The reply to applications have revealed the salary of State politicians has been increased thrice; one in 2006 from rupees 17000 to rupees 40000 and then in 2009 from rupees 40, 000 to rupees 85000.

BoPEEs blunder bus continuously trampling the future of many bright youth J&K High court terms the handling of CET as villainous

Shahana Srinagar, September 21: The recent selection for the admission in different streams for doing three years diploma course has once again exposed the visionless, faulty and unscientific system of selection prevalent in BOPEE which has jeopardized and spoiled the future of many aspirants besides causing a lot of material loss to their parents. The selection list prepared by BOPEE and claimed to be purely on merit in fact is

so much faulty that the final selection for different training institutes across the valley will never be completed. After the release of first list and placement of the candidates according to their merit as claimed by BOPEE created frustration in those candidates who could not get the stream of their choice. However, in almost all the districts seats in civil engineering remained vacant because some of the seats were de-reserved and some candidates hailing from other districts

did not prefer to travel to other districts. Not only this delay in the selection resulted in some of the candidates seeking admission in institutes outside the state where they had to pay huge amounts. If they would not have done that they could have missed the admission which in turn could result in the loss of one academic year. However after paying the money they got the news that they have also been selected by BOPEE for their admission within the state. When they returned back the

money they had deposited was lost as most of the institutes do not pay back the hefty amounts as their rules does not allow so. Back in the state the local candidates which should have been preferred in their respective districts once again were disappointed as in the second merit list also the placement was done on the basis of the so called merit list on the Divisional level. This quit but natural that again many out district candidates will not join as they will prefer other streams even if

those are not according to their choice but are available to them within their district. This means that the process will continue till next admission and still it will not be completed. The mess of sorts in BoPEE compelled the aspirants, their parents and even political parties to join their voice together in demanding that BoPEE be disbanded and the selection of different cadres done by it be handed over to a credible organization like Public Service Commission. In fact the old method

prevalent in BoPEE has spoilt many candidates in other fields also. When the examination papers were leaked some months back and there was a hue and cry in the local press, the government under public pressure announced that the affairs in BoPEE will be thoroughly inquired and a secretary level officer was appointed as inquiry officer. Apprising the people about the pilot project under which only two hospitals have been approved by the Union Government in the first phase, Mr. Azad said that 50 bedded hospital at Harwan for which foundation stone was laid today and other for Himachal Pradesh has been sanctioned. Besides, 10 bedded three hospitals have been sanctioned for north eastern States of the Country. The Union Minister announced setting up of Herbal Garden adjacent to the 50 bedded hospital and emphasized for boosting medical tourism in various States including J&K. Giving details of Union Health Ministry, Mr. Azad said that under National Rural Health Mission during last 7 years, 121 District Hospitals, Sub-district hospitals, community Health Centres and PHC’s were set up in the State where 5000 doctors, nurses and para-medicos were posted. He said out of 425 ambulances sanctioned State has purchased 129 ambulances for various hospitals. He said two maternity hospitals at a cost of Rs. 65 crore each were set up both in Srinagar and Jammu. Speaking about the scheme Jannie Shishu Suraksha Karikaram, Mr. Azad said that a woman who conceives a child is entitled to free treatment, free transport, free tests plus Rs. 1400 incentives on giving birth in Government hospital. Upto 45 after delivery, the women will continue to receive the same facilities from the Government hospital. Even the Hon’ble J&K High Court had taken a serious view of the matter and asked for a detailed report from its secretary in regard to the paper leakage and subsequent cancellation of all papers. In response to High court directive the report sent by BoPEE was termed as “mere frictions story”. A Divisional Bench comprising of Mr. Justice Virender Singh and Mr. Justice Muzaffar Hussain Attar observed that the court was not satisfied with the report. Later the Hon’ble court directed the advocate general to produce a report depicting the names of those found indulging in villainous activities in CET 2013. The Division Bench comprising Chief Justice M. M. Kumar and Mr. Justice D S Thakur asked advocate general M. I. Qadri to produce the report in a sealed cover on the next day of hearing which was scheduled on 11th of Sept. The report was handed over to the court in sealed cover after which the Hon’ble court observed that it is a serious matter and further observed as to what is going on as far as BoPEE is concerned. The court has directed BoPEE to file an affidavit of the action taken against the concerned officials who were responsible for CET mess. Normally the chairman of the BoPEE should have resigned immediately after the court observations and should have taken the moral responsibility for the BoPEE examination scandals. But it is shocking that the fate of the inquiry is vis ibly the same as it has been in regard to other inquiries. The board has a pattern of examinations which is obsolete but it is continuing with this because it has lot of lope holes which are being used by politicians and influential persons to rule the roost. The board has lost its credibility and nobody now believes in its dealings. The inquiry ordered on 24th July, 2013 has not seen the light of the day and i t is apprehended that the influential persons in BoPEE may have succeeded to use their political power to influence the inquiry so that everything is hushed up. All the eyes are now on the outcome of the matter in the Hon’ble High Court as people in general and candidates in particular have full faith in the judiciary to get justice and want to see those responsible in BoPEE mess to be dealt under law of the land.

ost of the young parents are heard of saying-our children eat everything except proper food that is rice, Dal, Chapatti, Vegetables. Instead they would love to have junk foods like chowmen, Burger, French Fries, Pizzas etc. Today their lunch boxes for school are not stuffed with rice, bread or homemade delicacies, but with maggi, pasta, potato chips and what not, at least never heard of in our childhood. Children and teenagers are craving for cold drinks and even so called energy boosters which are available in abundance without any check or accountability. Some reports say outdated cold drinks are on tremendous sale. All these habits do lead to serious health problems which right now parents may not understand. Credit also goes to media hype which helps to popularize as well as glamorize these packed junk foods in such a manner that these look to be only magic wands which can make children healthy and strong. For the sake of few bucks, national and international companies are playing with the lives of young generation. Even the mothers or women in homes are swayed by such media campaign to prepare such items at the very first demand of their kids. Moreover the role of house wife changing to working women has also added the new dimension to our lifestyle and food habits. Easy to cook, easy to eat, easy to clean-is the modern “Funda” which we are learning from other cultures without hesitation. Not only this there is one more health hazard which is surfacing, speedily spreading and poisoning the health sector. In order to get good money by selling fruits out of season, fruit ripening chemicals are used to make them look ripe, attractive and lucrative for consumer to buy at the first instance. The chemicals used to ripen fruits and injections into water melons and melons can lead to mental illness, mouth ulcers, gastric irritation and even food poisoning. Even the apples grown in Kashmir are sprayed with chemicals at least ten times before they reach market for consumption. Some of the orchardists, traders and vendors use wax to shine apple. One can well imagine what nutrient values such fruits or vegetable will have as vegetables too are coloured to make them look fresh. Sometimes things are beyond repair. Same applies to the consumption of junk food. Now it is very difficult to change the taste buds of younger generation. But supplies of course can be cut if the state authorities take some concerted steps. There are provisions under food safety act. Regular checking and monitoring is the need of the hour to save our younger generation which already is under the strong grip of drug abuse. Timely steps may perhaps help to minimize the health hazards posed by the modern life style and food habits.

The Act is a welcome piece of legislation, in that it recognises almost every known form of sexual abuse against children as punishable offences, leaving little room for ambiguity in its interpretation. Further, by providing for a childfriendly judicial process, the Act encourages children who have been victims of sexual abuse to bring their offender to book and seek redress for their suffering, as well as to obtain assistance in overcoming their trauma. It makes the different agencies of the State, such as the police, judiciary and child protection machinery, collaborators in securing justice for a sexually abused child; working together, they can ensure that the child is given an opportunity to obtain justice for the harm suffered, and begin the process of rebuilding the child’s life and future.

Indira Awaas Yojana- Fulfilling the Need for Rural Housing

helter is a basic need of a citizen which is critical for determining the quality of human life. A roof over the head endows a shelterless person, with an essential asset and improves his physical and mental well being. Hence, fulfilling the need for rural housing and tackling housing shortage particularly for the poorest is an important task to be undertaken as part of the poverty alleviation efforts of the Government. The Indira Awaas Yojana (IAY) is a flagship scheme of the Ministry of Rural Development. Under the scheme, financial assistance is provided to the Below Poverty Line (BPL) households in the rural areas for construction of dwelling units. It has been in operation since 1985-86. The funding of IAY is shared between the Centre and States in the ratio of 75:25. In the case of Union Territories, entire funds of IAY are provided by the Centre. In case of North East States, the funding ratio between the Centre and States is 90:10. The ceiling on construction assistance under IAY is Rs. 45,000 per unit in the plain areas and Rs. 48,500 in hilly/difficult areas/IAP districts. For upgradation of kutcha house, the financial assistance is Rs. 15,000 per unit. In addition to the unit assistance availed, a beneficiary can also borrow a top-up loan upto Rs. 20,000/- from any nationalized Bank at 4% interest per annum under Differential Rate of Interest (DRI) Scheme. The criteria for allocation of IAY funds to the States and UTs involve assigning 75% weightage to housing shortage and 25% to poverty ratio. The allocation amongst districts is based on 75% weightage to housing shortage and 25% weightage to SC/ST component. Further, 60% of the IAY allocation is meant for benefiting SC/ST families, 3% for physically handicapped and 15% for minorities. Also the IAY houses are expected to be invariably allotted in the name of women. In addition, 5% of the central allocation can be utilized for meeting exigencies arising out of natural calamities and other emergent situations like riot, arson, fire, rehabilitation etc. In

order to introduce transparency in selection of beneficiaries, permanent IAY waitlists have to be prepared gram panchayat wise by the States/UTs. These lists contain the name of deserving BPL families who need IAY houses in order of their poverty status based on the BPL list 2002. From April 2007 onwards, an online monitoring mechanism has been put in place to enable DRDAs to upload their monthly progress reports into the website of the Ministry. The web-based local language MIS Programme ‘AWAASsoft’ was launched, this software captures beneficiary-wise data and is accessible to all the stake holders, beneficiaries and citizens at large. During the last year 2011-12, Rs. 9991.20 crore (including Rs. 500.00 crore for Homestead Component) were allocated for Rural Housing for construction of 27.27 lakh houses under Indira Awaas Yojana, against the physical target of construction of 27.27 lakh houses, 24.66 lakh houses were constructed after utilization of Rs. 12814.88 crore and 26.95 lakh houses were under construction. In the current financial year 2012-13, the total budgetary outlay for Rural Housing is Rs. 11075.00 crore. Out of which Rs. 10513.20 crore has been earmarked under Indira Awaas Yojana (IAY) for construction of 30.09 lakh houses and Rs. 553.00 crore for Homestead Component. Rs. 4783.70 crore has already been released as first installment of funds.

Reiterating his demand for a CBI inquiry into the alleged embezzlement of funds in the Centre’s flagship programme, Ramesh said he had written five letters and also met Chief Minister Akhilesh Yadav and his predecessor Mayawati to point out that the scheme had not been implemented in the manner it should have been, but no action was taken. “The discrepancies have been found by the state government inquiry teams but it is unfortunate that the action which needed to be taken against the guilty officials and representatives have not been

Its estimated cost will be around Rs.1.6 billion. “Airports were considered to be a facility for the rich. However, air connectivity has now become necessary to ensure a country’s development. The lack of air connectivity may prove to be a hindrance,” Manmohan Singh said. These are charges the BCCI’s lawyers have denied, saying the ED had not raised any serious issue against the board. The ED even drew Shashank Manohar, BCCI chief at the time, into line of fire. Its report points to the BCCI’s working committee meeting on the IPL on March 22, 2009, where the former IPL Commissioner, Lalit Modi, asked for the opening of an overseas account. Respond-

ing to his request at the same meeting, Mr. Manohar said the account would be opened after getting RBI clearance, which means the board was aware of the rule. Yet this was never done. “Mr. Manohar was in a position of authority as president of the BCCI and member of the IPL Governing Council. He appears to have failed in taking reasonable steps to prevent contravention of the provisions of FEMA,” the ED report concludes. However, Mr. Manohar approached the Bombay High Court and has been spared appearance before the ED. The court has backed his argument that he was not in-charge of running the day-to-day affairs of the board and had offered his advice that RBI permission
