Srinagar, August 22: A 17 years old girl (name with held) resident of Harveth, Handwara consumed some poisonous substance at her home, in the jurisdiction of police station Kralgund. She was shifted to District Hospital, Handwara for treatment, where she expired. Police has started an inquest proceedings under section 174 CrPC to ascertain the cause behind the death.

Man commits suicide in Pulwama Srinagar, August 22: A mentally challenged person ended his life by hanging himself in Pulwama. A 54 years old mentally challenged man Mishri Kalas son of Ghulam Hassan resident of Sangerwani, Pulwama committed suicide by hanging himself at his home. The body was shifted to Public Health Center, Rajpora. After completion of all legal formalities the body was handed over to his relatives.

Army thrashes youth and outside state labours Pampore, August 22: Panic gripped in South Kashmir’s Samboora area of Pampore town when Army personnel on Wednesday evening alleged resorted to unprovoked firing and thrashed the youth including some Bihari labours who were playing in Stadium. People alleged that Army personnel were drunk who jumped from their armoured vehicles and started beating everyone present in the playing ground. Eyewitnesses told CNS that

Srinagar, August 22: A trooper was injured after suspected militants lobbed a grenade at Army’s patrol at Imam Sahab area in South Kashmir’s Shopian district. In a bolt to Valley’s health sector, all the hospitals here except Sher-i-Kashmir Institute of Medical Sciences (SKIMS) lack the alltime required lifesaving vaccine anti-venom. The shortage, despite claiming so many lives earlier, continues to prevail with medical authorities seeming totally indifferent towards the concern. According to details reaching Srinagar based news gathering agency Global News Service (GNS), all the hospitals across the Valley except SKIMS are without anti-venom which is a lifesaving vaccine.
The deficiency of vaccine severely affects the patients particularly snake-bitten who have to, without any choice, reach SKIMS, Soura, which is the sole hospital where some Anti-Venom vaccines are available to cater entire Valley. “There are so many people who die from venomous snakebites as such people, though living in remote areas can’t make it to SKIMS on time,” Farooq Ahmad, who worked at Help Poor Voluntary Trust told GNS. He said the toxins in the venom of snakes like cobras and Kraits slowly paralyze their victims, who ultimately die of suffocation. “A

Chairman KEA said that the bank is burdening the customers in Jammu and Kashmir with steep interest rates. “All the slogans of the bank about being ‘Apna Bank’ of people in Jammu and Kashmir, and providing for their financial strength fall flat, when you see that it is burdening its customers in the state with more interest rates than those outside the state,” Khan said. He said that Bank’s profits have been increasing many fold every year while as most of its clients have been getting poorer. “The actual performance of individual borrowers has never come out due to social stigma associated with borrowing. The standard of living of the borrowers has been falling whereas the life style of some of the bank officials including top brass has undergone a sea change in the last few years. If one was to do an honest survey of the assets owned and changing life styles of these bank officials, one would know as to who really has benefitted from the existence and operations of this bank,” he said adding that Jammu Kashmir Bank never belonged to the people of the State and it will never take care of the interests of the people. Speaking on this occasion, General Secretary KEA, Siraj Ahmed said that the retail customers being the monopoly of J&K Bank in the state are subjected to interest rates hovering around 15 to 16 per cent. While the corporate customers of the bank outside the state are reaping much lower interest rate benefit. He said the argument that the Bank is the biggest single employer after the State is true but lakhs of its clients cannot be held hostage for a few thousand. “A million will lose their livelihood, their families will face starvation and a few thousand employees will benefit unfairly, is no sound argument in any economic theory,” he said adding that business community and all borrowers should come forward and settle the level of interest rate with the bank. He said that unfair lending has put the interests of investors in jeopardy. “The bank under the pretext of one or the other is buying almost all the agricultural land. It is charging high interest rate and where from it get its payment back when people would become sick and bankrupt,” Siraj said adding that time has come that we open a front against the bank for its injustice approach towards Kashmiri people. “It were Kashmiri’s who lifted this bank on top of the world and we also are capable to annihilate it,” KEA said.

The meeting was attended by Director General, Economics & Statistics, Director, PA & PIM, Planning & Dev Department, Director, CSS, Planning & Dev Department, Regional Joint Director, (E&S), Joint Director, Evaluation, , Chief Planning Officer, DSEOs and District Statistics and Evaluation Officers. Director General, Economics & Statistics, apprised the Principle Secretary of various assignments, studies and surveys being addressed by Directorate, Regional Directorate
(E&S) and DSEOs. During the meeting, a Power Point Presentation on various evaluation studies was also presented. Sharma reviewed progress of various evaluation studies conducted on various development projects at state, regional and district level besides ascertaining physical verification of developmental projects assigned by Planning & Development Department. He stressed on District Statistics and Evaluation officers to focus on impact assessment and output orientation of various development programmes. The District Statistics and Evaluation Officers were instructed in the meeting to approach District Development Commissioners and get at least 2 or 3 Evaluation studies conducted at District levels to know whether objectives laid down by
Government for various development programmes have been achieved or not. The meeting also took stock of progress on 6th economic census, village amenities, KABBP, survey of manual scavengers of statutory towns. Besides, other assignments addressed by DSEOs as per their legitimate assignments were also came under discussion. Sharma also called for better synergy at the ground level and laid thrust on collection of requisite data and feedback on action taken by the concerned departments being reviewed under the study. Mir tours Tangmarg Constituency, takes stock of development works Srinagar, August 22: Minister for Agriculture, Mr Ghulam Hassan Mir today directed the executing agencies to complete all on-going projects in Tangmarg Constituency within the prescribed time limit for benefits of these schemes to reach common masses at the earliest. The direction to this effect was given by the Minister during his day long tour to the far flung areas of his constituency to take onthe- spot stock of the development works and to address the grievances of the people. The villages, the Minister visited include Gonipora, Ratnipora, Bungam, Parsiwan, Ganiwani, Dharakhasi and Gogaldara. During the tour, the Minister said that adequate funds are available for all the ongoing projects and stressed upon the concerned executing agencies to speed up the
construction work. He asked them to personally monitor the works regularly and resolve bottlenecks, if any so that construction work does not get hampered and delayed. At Darakasi, the Minister assured the people that construction work on Bunkoal road would be taken next year under PMGSY and approach road for the bridge would be completed within one week adding that Zandpal road would also be taken under PMGSY soon. He said that filtration plant at Bunkul is being revamped and will be completed by the end of September, 2013 to provide filtered drinking water to the people of the area. At Gogaldara, the Minister directed the R&B to macadamize the inner links of 2km road length of the area at the earliest and also start earth work of the 4Km road length from Chohan Mohalla to Poshakar.
Regarding revamping of PDD infrastructure in these far off areas, the Minister directed the Executive Engineer PDD to install new electric transformers as per load and demand of the people and repair the damaged ones on priority. He also directed PHE authorities to provide drinking water connection to all the educational institutions in these far flung areas. Referring to the construction of drains and protection bunds in these areas, the Minister asked the concerned Sarpanches to project these works in the next year’s annual plan in advance under MGNERGA and other rural development schemes. He also directed forest officers to provide adequate timber for completing the under construction school buildings in these areas at the earliest and also make available timber at forest sales depots.

This was stated by Mr. Sourab Bhagat, Secretary, Industries and Commerce (I&C) while inaugurating Fifteen days Handloom Expo-13 at Pahalgam.The Expo was organized by the Department of Handlooms in association with J&K Handloom Development Corporation and other allied departments. 45TH DLRC meeting at Budgam Rs 121 cr disbursed by June Budgam, August 22: The 45th DLRC Meeting of District Budgam was held here under the Chairmanship of District Development Commissioner Budgam Mr. Khursheed Ahmad Shah.Deputy Commissioner directed all the Line Departments and Banks to ensure achievement of 100% targets under each sector and ensure disbursement of all the Cases expeditiously. He asked Banks to assist all eligible beneficiaries for their overall and economic upliftment. The Lead District Manager Budgam, Mr. Mohammad Yaqoob briefed the meeting about the achievements till Quarter ending June 2013 with respect to the targets fixed for the financial year under District Credit Plan 2013-2014. He informed that Banks in the District have disbursed an amount of Rs 121.36 Crores out of the target of Rs 384.01 Crores thus achieving the 31.60% of overall target. He said that Rs. 83.48 crore has been disbursed under priority.

Educational infrastructure development in backward areas a priority: Peerzada Announces Rs 3 lakh for Ziarat Sharief, 3 Anganwari centres, Sports ground Anantnag, August 22: The development of far–flung and backward areas is the prime concern of present coalition Government and every possible step is being taken to take the benefits of developmental activities to these areas. This was stated by the Minister for Public Enterprises, Haj, Auqaf and Floriculture Peerzada Mohammad Sayeed at a public rally at Wandevalgam Kokernag today. Revealing details of the development works undertaken by the Government in the
area, the Minister said that a number of educational and health institutions have been opened by the present Government for extending basic amenities to general public. He said that in Breng Assembly Constituency, a wide network of educational institutions, besides two Degree colleges, one sub District Hospital, nine Health Centres and 28 First Aid Centres and Dispensaries have been set up during last over four years of regime. Reacting to the demands projected by the locals, the Minister announced Rs. 3 lakh for development and compound walling of local Ziyarat Sharief. He also announced opening up of 3 additional Anganwari centers and construction of sports ground in the village. The Minister further said that creation of new administrative units in the constituency is on cards and the announcement by the Government in this regard is expected shortly. been asked to take appropriate steps for the purpose.Peerzada said that Sub District Hospital Kokernag has been connected with state level Telemedicine network to extend high level technical expertise available at SKIMS and other major health institutions round the clock. He also attended operative workshop on Continuing Surgical Educational Programme (CSEP) at SDH Kokernag. The live surgeries, first of its kinds were conducted in SDH Kokernag. overty is a big curse. The society has been divided between haves and haves not. Due to economic liberalization a new class of neorich is emerging which is exploiting all kinds of channels to earn fast buck to stand equal to the affluent class. They adopt all kind of unscrupulous means for easy money. Employing children in industries and exploiting child labour for their vested interests is no inhibition for them. Catch them young is their dictum for aiming success in their trade by hook or crook. Most of the children below the age of 18 years are seen working in industries like carpet, glass, garments, brick kiln, stone quarries, fire crackers etc. Though as per law the employment of children in hazardous occupations is a cognizable offence, and the law stipulates imprisonment upto one year and penalty upto a maximum of rupees twenty thousand, still in reality, the surveys reveal that over 13 lakh inspections were carried out in the country under child labour act since its inception in 1986, but only 4500 employers were convicted and in most of the cases a meager sum was imposed as penalty. A large number of children are employed in hazardous trades in our state also. This number has increased alarmingly during the last two decades due to conflict situation as the sources of income dried up or parents of these children lost their lives. Finding no other alternative the children had to go for some job to feed themselves and the family members. Authorities too have failed to take action to curb this menace. In the absence of exact number of such children no planning or strategy has been evolved to rehabilitate such labourers. It has also been observed that most of the children are falsely registered with schools for the sake of mid-day meals scheme but in reality they have fallen prey to forced begging, child trafficking, bonded labouring away from their homes. The state government must devise an ambitious, realistic, time bound rehabilitation scheme under the flagship programmes initiated by the central government. The most difficult task ahead is to rehabilitate child labourers between the age group of 14 to 18 indulging in hazardous work as they cannot be adjusted in the conventional schooling system. Consequently there is need of a well thought scheme which will provide the vocational training along with academic knowledge thereby making them self reliant to earn their bread & butter.

What can I say to portray an individual who was so all encompassing, selfless incredible, and provided me with love, support, and nurturing since my earliest memory? It was the beginning of Ramadan Mubarak 2012 when my dear mother called me and said, “I am going to die this month”. I did not take her seriously, but she insisted, saying, “Remember what I said!” Exactly 28 days later, on the eve of Jummat'al-Wida, 16 August 2012, I came home from work to find her not feeling well. As I lay next to her on the bed, holding her hand and trying to cheer her up, she breathed her last breath. Her death was gentle, as peace overtook her, her lovely saintly face full of radiance and Noor. It was obvious that she responded to divine summon cheerfully, almost eagerly. As per her wishes, we took her body to Kashmir where everything went so serenely and it was conspicuous that extraordinary things were happening during her final journey to her lord. Hundreds of people from all walks of life came to pay their last respects. As I took a final look at her lovely face, I found it indescribably beautiful, in utter repose and serenity. I look at her passing not as the end, but rather as a continuation of her journey. Life holds so many facets, of which earth is only one. Mooj is living in the hearts of so many whom she touched. Every time I hear a story about Mom’s generosity, unconditional love, dedica-

LPG Cooking Fuel: A Quantum Leap in Service to the Customers
ndia’s tryst with Liquefied Petroleum Gas (LPG) began in 1955, when the then Burma Shell started marketing LPG in Mumbai. LPG has over the last 6 decades become the most popular kitchen fuel. The expansion story can be written in 2 parts with 1980 as the watershed year. Prior to 1978, marketing of LPG was restricted to the extent of product availability from indigenous sources. Large scale expansion of LPG marketing was undertaken from 1980 with the increase in product availability due to expansion of refineries and setting-up of extraction units. As the popularity of LPG increased, its demand rapidly outstripped the indigenous availability necessitating large scale imports. In the early years, LPG marketing was restricted to only urban areas. Subsequently, penetration of LPG was slowly expanded to semi-urban and rural areas as well. Today, LPG in India has reached over 15 crore (1 5.43 crore as on 1-7-2013) households, which roughly translates to more than 60% of the population. Few would have ever imagined that with its humble beginnings in 1955, and considerable reservations regarding its acceptability, LPG would go on to acquire this popularity one day. A Clean & Green Fuel A comparison between the smokeriddled, hot and blackened kitchens of the past and ultra-modern sleek kitchens today using LPG would be sufficient proof of the clean, friendly and convenient nature of LPG compared to other fuels like coal, wood, or cow-dung cakes. In view of its obvious benefits, the Government decided to provide subsidized LPG for cooking, so that more and more kitchens would be persuaded to adopt this fuel and turn safe and hygienic. Today, India is the fifth largest consumer of LPG in the world after USA, China, Saudi Arabia and Japan. However, with almost 90% of its
LPG consumption in the domestic Sector, India is the third largest consumer of domestic LPG after USA and China. A mind-boggling about 3 Million LP Gas Cylinders are home-delivered every day (i.e. 900 million/year) to cater to the 15 crore households in the country. Expanding Network & Reach to the Hinterland The rapidly growing popularity of LPG threw up the concomitant logistic issues – the need for developing a nationwide supply chain, maintaining an uninterrupted supply chain, shouldering the mounting subsidy bill and endeavoring to minimize mal-practices It is to the credit of the Government and its Public Sector Oil Marketing Companies (OMCs), viz. Indian Oil Corporation Ltd, Bharat Petroleum Ltd & Hindustan Petroleum Ltd. that a huge network comprising 12,791 LPG distributorships and 186 LPG bottling plants have been set up across the length and breadth of the country, including most inhospitable terrain like Leh and Andaman & Nicobar Islands. These are serviced by the 22 Indian refineries providing an uninterrupted supply of LPG. The Government has plans to expand the infrastructure, particularly setting up more LPG bottling plants in the rural and semiurban areas to ensure the reach of LPG in the hinterland. Until recently, the PSUs marketed LPG only in towns and cities with a minimum population of 20,000. However, the Rajiv Gandhi Grameen LPG Vitran Yojna started in 2009, has ensured the reach of LPG to the smaller towns and villages. Out of the total 6619 LPG distributorships advertised under this scheme, around 2200 have already been commissioned, thereby ensuring the reach of this safe, reliable and convenient fuel in these rural markets. In addition to ensuring the reach of LPG to the rural areas, the Scheme has pro-poor features including r elease of LPG connection to BPL families with funding of security deposit from CSR funds of
OMCs, allotment of distributorship to the local (Panchayat) domiciles, women empowerment through mandatory partnership of spouse, etc. The success of the Scheme can be appreciated from the fact that 38.8 Lakh LPG customers including 1.42 Lakh BPL families have been enrolled through these distributorships as on July 1, 2013. Customer Convenience – First & Foremost The Government is constantly striving at reaching LPG to the customers’ doorstep as well as ensuring the highest service standards. With this twin objective in mind a number of novel initiatives have been introduced incl uding the rating of distributors based on the time taken for delivery and making their performance available online on the LPG Transparency Portals of the PSUs. This would ensure that barring supply bottlenecks beyond human control, LPG cylinders should be made available to customers as quickly as possible. The Government has also introduced connection portability on a pilot basis in Chandigarh which empowers custom ers to change distributors online, in the event she/ he is not satisfied with the service. Portability would be rolled out in a phased manner. With the development of mobile appli cations for booking & tracking of cylinder refills, technology has been successfully harnessed to increase the customer convenience quotient. A single toll-free complaint number(18002333555) is now operational across PSUs to provide grievance redressal. Consumers can now also rate their dealers on the company portal/transparency portal. Direct Transfer of Subsidies Delivery of subsidised LPG to the intended beneficiaries has always been a cherished goal of the Government but plugging leaks in the system has been a herculean task. The enormity of the issue can be assessed by the amount of subsidy
given by the Government to keep kitchen fuel bills under control over the years. The subsidy bill on account of domestic LPG in 2012-13 alone has been Rs. 41,547 crore. In order to ensure that subsidies reach the targeted segment, Government has introduced the Direct Benefit Transfer for LPG (DBTL), whereby the subsidy on LPG cylinders for domestic usage, currently around Rs. 465/- per cylinder, is being directly transferred to bank accounts of the beneficiaries. This scheme has been rolled out on a pilot basis on June 1, 2013, in 18 districts, on July 1, 2013 in Mysore and on August 1, 2013 in Mandi across 8 States and 2 UTs which have a high Aadhaar penetration. Going by the results so far, DBTL Scheme has been a great success with over 4 million transactions carried out and over Rs.150 crore cash transferred directly to accounts of LPG customers in these 20 districts as on date. The scheme will be extended to another 35 districts on September 1, 2013, after which it will be extended pan-India in a phased manner. Transparency Portal To educate customer online for various aspects of sales & distribution of LPG transparency portal was launched on June 22, 2012. The portal is a major step in the direction of bringing transparency in supply of subsidized LPG as it provides all related vital information. The customers and distributors are now more vigilant about receipt and delivery of LPG cylinders. This information sharing has proved to be a powerful social audit mechanism also. With the new initiatives, LPG would reach to far-off corners of India to make cooking a more convenient expe rience. The expansion drive alongwith measures for providing transparent and better consumer services will go a long way in improving the quality of life including in rural and remote areas.

Government under fire over missing coal files
NEW DELHI: Government today came under sharp attack on the issue of crucial files of Coal ministry going missing, with the Opposition alleging that it was a conspiracy to save Prime Minister Manmohan Singh in the coal block allocation scam and demanding an impartial probe into it. Opposition was vociferous while raising the issue in the Rajya Sabha, seeking to corner the government by demanding a statement from Prime Minister or Coal Minister on the issue. Responding to the demand, Minister of State for Parliamentary Affairs Rajeev Shukla assured the House that Coal Minister Sriprakash Jaiswal will make a statement on the issue but gave no time frame. Raising the issue during Zero Hour, BJP’s Dharmendra Pradhan said such an incident has never happened earlier and the government needs to reply. “This is a very serious issue... Nothing can be more condemnable. This is a conspiracy... It is an attempt to save the Prime Minister,” said Pradhan, wondering if the coal department had a hand in missing of files to protect the Prime Minister from any allegation as he held the Coal portfolio earlier. Noting that the coal block allocation is being probed by CBI, Leader of Opposition Arun Jaitley said, “There are three powerful targets of investigation and suddenly the files are missing...the government must respond to this...Otherwise you eliminate
the evidence and then say no crime is committed. “There are three important targets of investigation - the beneficiaries who benefited from coal block allocations, the screening committee which allotted the mines and the Minister, the Minister’s office and the Prime Minister’s Office.” Terming it as a “very serious matter” and “sabotaging of the investigations”, Left parties demanded an explanation from the government and urged the Prime Minister to order an impartial probe into the issue. New Delhi: Accusing BJP of using “paid professionals to spread half-truths and canard” on social media, Congress on Thursday organised a first-of-its-kind workshop to train spokespersons on Twitter, Facebook and other interactive sites to put its point across. Young party MP Deepinder Hooda, who is likely to head a cell on digital media in AICC, charged BJP and its leader Narendra Modi with using paid professionals to spread halftruths and canard. “Ours would be a volunteer-led approach,” he said. “Their (BJP) case is fit for those who want to use social media to spread half truths and canard… But social media can be used to spread truth. It is imperative for a political party to communicate its ideology and voice efficiently and strongly. This medium is very important in this age,” he said. Antony was responding to a question whether the families of crew members, whose body could not be found so far, would be eligible for compensation as the existing law prescribes a seven-year wait. Though most places in the state received light to moderate rains, Haldwani in Naninital district was lashed by heavy showers receiving a maximum of 150 mm of rainfall in the last 24 hours followed by Tanakpur in Chamapwat which received 78 MM of rains, State Disaster Management and Mitigation Centre said. Dharchula in Pithoragarh district received 59 mm of rains while Koshiyakuteli area in Nainital district recorded 40 MM of rains, DMMC said. Maharashtra: Two MLAs refuse to pay toll, vandalise booths in Nashik
Mumbai: In yet another case of abuse of power caught on camera, a Shiv Sena MLA went on rampage at a toll booth because he was asked to pay up while in another case another MLA supported by Congress led a mob to vandalise a toll plaza against farmers having to pay the toll. Shiv Sena MLA Anil Kadam from Pimpalgaon, Nashik broke the computers while Congress-supported Independent MLA Shirishkumar Kotwal of Chandvad, Nashik damaged the booth. The Shiv Sena MLA indulged in vandalism as he was asked to pay the toll. Kadam claimed that since he was an MLA so he would not pay the toll and went on to threaten the women employees of the toll plaza that he would get them stripped naked by his female relatives.
