Snow Avalanche claims two lives in Gurez Srinagar, December 22: The snow avalanche Sunday reportedly claimed lives two women from Tulail sector of Gurez area when the duo were out to get water from the nearby river. The reports reaching KNS mentioned that the two women namely Dilshada Banu aging 15 years and Sahfiqa Bano, 18, went towards Kishanganga River to get the drinking water on December 21. When after long time, they didn’t return to their respective homes, the massive search was started in the area with the help of the local police. On December 22, the body of Dilshada Bano, was recovered from the snow. The search for Sahfiqa was on till the last reports came in. Police officials in the area told KNS via phone that the woman has died due to the snow avalanche. They further stated that the search for another woman in on.
Are these meetings confined to some transfers here and there only? Srinagar, December 22: Not long time ago the cabinet meetings would attract the attention of almost the whole society, would last for many hours and every meeting would yield positive results in the shape of vital decisions that would have bearings on the whole state. But as of now it seems that the cabinet meetings are held as rituals which are confined to some transfers here and there and of course the gossiping of ministers who do not miss an opportunity to criticize each other and indulge in creating hurdles for each other’s proposals. The transfers and postings of middle rung bureaucrats and officials are affected in one meeting and reversed in other meeting thus providing a laughing stock for public in general and employees of secretariat in particular who sarcastically ask each other whether his transfer or posting is in the today’s cabinet meeting agenda. In the last meeting Mr. Soujnya Kumar Sharma who was Director Tourism Jammu was posted as Director Information in place of Mr. Zafar Ahmad Bhat but Mr. Sharma was also asked to keep additional charge of Director Tourism. However nobody knows what transpired in just ten days that Mr. Soujnya Kumar was again posted as Director Tourism with additional charge of Director Information, thus reversing the earlier decision. This clearly shows the non seriousness of the decision making and also leaving an important department without a regular head and that too in view of the coming elections when the department of information needs to be headed by a strong person to tackle the sensitive matters concerning the state. The decision of reverting back Mr. Soujnya Kumar to Tourism department taken in the meeting on 19th December will not help the cause of the state but is going to result in the demoralization of the officers who never
know when they are going to be transferred and when suddenly they have to join a new department. In the beginning of this year Prime Minister Dr. Manmohan Singh had made it clear that the frequent transfers of the District Magistrates should be dispensed with and there should be a fixed tenure of the officers at a particular posting. The recent decision of the central government to totally remove the political intervention and pressure on bureaucrats in performing their duties should have also been a guiding factor for all the states while dealing with their officers. Coming back to state cabinet decisions, it makes a fun of the decision making when these decisions are reversed or not implemented at all. The officers who become disinterested in this way do not perform according to their capabilities and efficiency as they think they are being treated like casual labourers and meted with the worst treatment. government has been to encourage their favourites and discourage the efficient and upright officers. There are officers like Dr. O.P. Sharma Chief Conservator of forests who has not been given any important posting because he unearthed many wrong doings in Forest Department but Jammu and Kashmir state development authority is being headed by an officer P.R.Sharma whose basic qualification is 11th pass and his own batchmates are still working as Head Assistants. However the coalition government does not care about these anomalies as it has adopted a pick and choose policy including rehabilitation of its favorites who are being reemployed again and again. These officers who have political back ings occupy important positions. In comparison to this several honest and dedicated officers who retired from service were never given a chance to serve the people in any capacity. In the beginning of this year the state cabinet took a decision not to reemploy anybody and put a blanket ban on this process but not before it gave nod to the reemployment of its three favourites in the same meeting. This did not stop here as many others in different department where reemployed in different capacities especially in the revenue and ERA department. The majority of these officers are tainted as there are still vigilance cases pending against them. The recent BOPEE case in which the Former Chairman Mushtaq Peer was arrested is a glaring example of favoritism because he had full support of a senior congress leader w ho was even pitching his case for making him Vice Chancellor of Islamic University. It is not that the cabinet did not take any good decisions also, but the problem is that there is no consistency, sustainability and persuasion to stick to the decisions and get them implemented. For instance the state cabinet in one of its meetings decided to fill up all seventy thousand vacant posts in different de partment on fast track basis but the decision hangs in the air as only about nine months are left with this government and during these nine months also it will have to conduct two elections. Similarly the decision to regularize the daily wagers who have completed seven years of continuous service is eating dust and hardly any action has been initiated in the majority of the departments, thus crea ting frustration and disillusionment amongst the unemployed youth. Another decision banning concrete constructions at several tourist places including Gulmarg, Pahalgam and Sonmarg has been thrown in to dustbin by influential people which include politicians, bureaucrats and even media men. When such is the fate of important and rarely taken cabinet decisions then it is quite but natural that the peop le will make fun of such meetings, will take them lightly and will never expect any positiveness which can have far reaching impact on the overall development and prosperity of the state.

Mufti Mohammad Sayeed today regretted that during the last five years corruption has been institutionalized in the State because the present dispensation has brazenly eroded existing anti-graft institutions by making them virtually redundant. “The National Conference led government has earned the dubious distrinciton of making Jammu and Kashmir as most corrupt state in the country. It is under the present regime that corruption has reached new high and has been virtually legalized”, Mufti said while addressing an impressive public meeting at Udhampur which was organized by Sukhdev Sharma district president PDP. Braving severe cold and downpours large number of people from different parts of Udhampur and Reasi districts turned up to listen speech of Mufti Mohamamd Sayeed. “Corruption has almost become a way of life in Jammu and Kashmir and it is a fact that lack of transparency and accountancy in the governance at various levels is the root cause of expanding corruption in the State”, he observed and pointed out that except giving statements the coalition government in Jammu and Kahsmir has failed to take any concrete and effective measures to fight the menance of corruption at political and administrative levels. To substainate his allegations that corruption has been institutionalized in J&K during the last five years, Mufti pointed towards recently exposed stinking affairs in the Board of Professional Entrance Examination (BOPEE). “Sanctity of institutions like BOPEE has been eroded during the last five years”, he said and pointed out that not only a tainted officers was appointed as head of this prestigious institution but he was also given other favours including unwarranted and arbitrary extensions in services, violating all norms. Mufti mentioned that PDP regime had brought transparency and accountability in the governance by strengthening democratic institutions in the state. “Through its visionary policies, the previous PDP led regime had inculcated a sense of security among all citizens and created an atmosphere for initiating developmental activities in the state,” said Mufti. “During our tenure, we had treated all regions equally and decentralized powers at grass loot level by political and economically empowering all regions and sub-regions”, he reminded. He recalled that it was during PDP led regime that water supply scheme was started for Udhampur town. Futhermore work on the Asian Development Bank (ADB) funded road to connect Udhampur with Ramnagar was also started during PDP led regime. He further added that Campus of Jammu University and Degree College at Ramnagar were sanctioned during PDP led regime. Seeking support of the people for party candiadates Arshad Malik and Yash Pal Sharma for UdhampurDoda and Jammu-Poonch Lok Sabha seats respectively, Mufti said that PDP has fielded experienced and trusted candidates. 6700 mass graves in Kashmir: Navlakha
Srinagar, December 22: Day after the separatist leadership here slammed the recent statement of Police Chief about mass graves ,several rights activists including Gautam Navlakha Sunday termed the statement ‘inconsistent’ to the records. Navlakha, a noted Human rights activist told KNS that there are more than six thousand and seven hundred mass graves in valley and that the international intervention is needed so that the truth could come to fore. “The authorities by claiming that there are no mass graves in valley are tryi8ng to white wash their crimes and the fact of enforced disappearances is being disappeared forcibly.” He added that if there are no mass graves in valley, then what happened to the report by the State Human Rights Commission about the same and that the Chief Minister Omar Abdullah
has himself confessed the fact that there are mass graves in valley.”This is crazy state of affairs and the blatting attempt to nullify the truth.” Navlakha stated further that the international intervention over the issue of mass graves is needed and that the Indian authorities are distancing themselves from the issue by stating that they don’t have the sophisticated forensic laboratories where the investigation into the issue of mass graves could be persuaded. Noted human rights activist, Ahsan unto said that the statement of MR. Prasad lacks that factual evidence and that the police chief must visit the areas of north Kashmir, where the mass graves still haunt the inhabitants. Unto further mentioned that the state human rights commission (SHRC) has itself mentioned that the number of mass and unmarked graves in north
Kashmir are more than 25 hundred. “We want Mr Prasad to accompany us to north Kashmir so that we could show him the real picture.” Untoo further added that if the police chief proves him wrong over the issue of mass graves, he is ready to accept the punishment of any nature. Another human rights activist Kumar Ji wancho told KNS that the statement of DGP about Kashmir’s mass graves cannot be accepted and that the statement is the complete contradiction of the facts. “There is no logic behind the claim of DGP and the teams across the globe have went to the spots where the mass graves are present here.” Wancho added further that the people missing in Kashmir since past two decades must be buried somewhere in valley as there are no whereabouts provided by the authorities about them.
