Jammu, August 23: Four Persons were killed and six others including a Border Security Force (BSF) man were injured after Pakistani army reportedly targeted scores of Indian posts and several villages last night near the international border in RS Pura sector in Jammu district.

A senior police official told GNS that Pakistani troops targeted about 20 BSF posts and several villages in

the Arnia and RS Pura sectors using long range mortar shells and heavy to medium machine guns.

Srinagar, Aug 23 :Police Headquarters (PHQ) today issued promotion orders of 37 officers in Ministerial Executive Cadre in Jammu and Kashmir Police with immediate effect.

The Director General of Police (DGP), Mr. K. Rajendra Kumar has congratulated the promotees and their families. He also stressed upon the officers to rededicate themselves for public service with more zeal and dedication.

Police registers case against doctor for passing lewd remarks ‘Will taken stern action’: Director Health Srinagar, Aug 23, CNS: Police Saturday registered a case against a doctor after a female attendant accused him of passing lewd remarks inside his office chambers at Maternity and Child Care Hospital (MCCH) Sher Bagh in South Kashmir’s Islamabad district.

The victim from Mominabad Islamabad told CNS that she had gone to MCCH Sherbagh along with her 3 years old ailing kid Obaidullah who was suffering from severe fever. “It was my second visit to the hospital as my son was not showing any signs of recovery. I approached Medical Superintendent MCCH and was shocked when he passed lewd and vulgar remarks and even tried to offer me his mobile number,” the

All forest routes connecting Zaloora cordoned off Srinagar, August 23: Militants on Friday night managed to give slip to the army after they broke the cordon at Gugerpati in Zaloora area in north Kashmir’s Kupwara district.

Official sources told GNS that army’s 47 RR had launched a search operation at Gugerpati area of Zaloora in Sopore last evening. As the patrolling party reached near the Gugerpati forests, the militants hiding in the area had a face-off with the army at around 7:50 pm.

A brief exchange of fire took place; however, in the firing incident, no one has been injured, they said.

Later in the night, the militants opened indiscriminate fire and managed to break the cordon laid by the forces, they said, adding that the forc-

es recovered an AK-47 rifle, left by militants, from the spot.

“Massive search operation in the area is still going on with the help of reinforcement to track down the militant group hiding in the forest area,” sources said.

According to sources, army has cordoned off all the routes connecting to Gugerpati forest area in Zaloora. “Army’s 18 and 28 RR cordoned off the forest area in Lolab that connects Vilgam-Zaloora forest while as army’s 30 RR and 27 RR cordoned off the forest area including Yemberzalwari that connects Bandipora. Besides, army’s 22 RR launched the search operation in several forest areas that connects Sopore.”

“Firing by Pakistani troops is still on. BSF troops took positions and retaliated which resulted in intermittent exchange of fire”, the official said.

The official said that following the continuous shelling in the area, more than 2,000 villagers from three villages close to the international border in RS Pura sector had on Friday shifted to safer places leaving their homes and cattle behind.

He said that the villagers have been temporarily accommodated in two government high school buildings and an Industrial Training Institute (ITI) building in the area.

This is the 14th ceasefire violation along the Indo-Pak border during the past 12 days, and the 16th ceasefire violation in August, the official added.

Meanwhile, Pakistani officials also accused India of violating ceasefire.

“Today Indian Border Security Forces (BSF) again resorted to unprovoked firing in Chaprar and Harpal sectors on the working boundary near Sialkot. Two civilians including a woman and a 60-year-old man were martyred due to BSF firing,” reports quoting officials as having said. (GNS)

Omar Abdullah said that quality and affordable power to the consumers in the State has remained his government’s priority in the last about six years. He said while sufficient measures were taken to upgrade the infrastructure and improve power distribution and transmission system, the focus remained on indigenous power generation. He said power sector is the key sector to bring turn around in the economic development in the State besides making adequate energy available to the people and exporting the surplus.

“This is the sector which can transform the State from the deficit to the surplus one”, he said and added that projects of the capacity of 1500 MWs have been launched during the last about six years while projects of the capacity of over 9000 MWs are in different stages of execution.

The Chief Minister said that old infrastructure has been upgraded or replaced to improve the transmission and distribution system. He said two Data Centres have been established one each in Srinagar and Jammu to benefit the consumers and digitalize the system of transaction and other aspects. He said under flagship programmes like R-APDRP and RGGVY, the system is being further improvised. He said R-APDRP will be rolled out fully in the towns and the two cities in coming months.

While welcoming the Union Minister and thanking him for the interest he is showing in the fast track development of power projects in Jammu and Kashmir, the Chief Minister expressed the hope that the various power projects under execution in the State would be completed in the fixed time frame with the support of the Centre Government. He described the deliberations of the meeting highly productive and a major step to address the issues and find out befitting ways and means to settle these.

In a PowerPoint presentation Principal Secretary Power Development Department, A. K. Mehta gave overview of various projects under execution in the State in power sector. He gave details of the projects being executed by the Central Agencies, State Government and the private parties.

He said 14 projects with capacity of 6263 MWs in the State Sector, 5 projects with the capacity of 1679 MWs in the Central Sector, one mega project with 850 MWs in IPP mode and 37 small projects with 453 MWs also in IPP mode have been initiated for completion by the end of 13th Five Year Plan. He said in 2013-14 six projects with a capacity of 355 MWs have been commissioned while 25 projects with 1980 MWs are under various stage of execution. He said 20 projects with the total capacity of 2237 MWs have been tendered out and six projects with the capacity of 4669 MWs are at clearance stage.

The Principal Secretary also gave resume of various schemes under execution for the improvement and upgradation of power transmission and distribution system. He also highlighted some issues needing attention at the Union Power Ministry level. (KNS)

Mehbooba said horticulture, agriculture, energy development and tourism is the thrust area of PDP’s development agenda. She said the National Conference and Congress had ignored development and employment generation and linked their political survival to either hollow slogans or election time gimmicks which it is practicing at present. “PDP will strive for generation of remunerative and respectable employment opportunities so that our youth don’t have to fall victim to the false promises and fake appointment orders,” she added.

Mehbooba said the present coalition government having sensed its defeat in the coming assembly elections after its rout in the Lok Sabha elections was misleading different sections of the society especially the youth by issuing fake and fraudulent engagement orders. She said the results of the Lok Sabha elections had established the primacy of the PDP on the political scenario of the state. “By securing a lead in as many as 41 assembly segments the PDP had emerged on top but the complete collapse of NC and Congress had resulted in the resurgence of the BJP in the state,” she said.

She said the emergence of the PDP government looked imminent, given the statistics of the Lok Sabha results. “The emergence of the PDP government in the state looked imminent but it was for the people now as to how strong that government would be in order to be able to face the new challenges, “Mehbooba added.

Introducing the local candidate for assembly elections, Mehbooba said Mohammad Abbas Wani was a young and energetic worker of the party who had remained loyal to it and was connected with the people of the constituency at the grass root levels. She said Abbas would prove worthy representative of the people who would continue to remain connected to the ground and feel answerable to his voters and the people in general in the constituency.

The PDP Chief said her party will try to focus on horticulture and tourism in Tangmarg constituency and it would ensure that adequate infrastructure is built in the area so that tourism activity would not remain confined to Gulmarg alone. She said while Gulmarg is prime tourism assets of the state which needs to be provided with most modern amenities for the high spending tourists but every other place in the constituency could be developed as part of a larger tourist circuit. This, she said, would ensure disbursal of the revenue generated by tourism and ensure respectable jobs for the youth in their own locality.

Director Health Service Kashmir Dr Salim-ur-Rehman while confirming the incident said that they care about the dignity of every patient and attendant. “I am looking into it and stern action will be taken against the doctor if proven guilty,” he said adding that the Directorate will listen to both parties before taking final call on the matter.

He said tourism potential in each and every area of the state including Dooru area and its surroundings would be optimally exploited to give impetus to socio-economic activities.

Addressing a public meetings at Nowgam, Halllan, Rainchogund and Thamankot in Dooru today, the Minister called upon the people to cooperate with the administration and executing agencies to help government in speedy completion of projects being carried out in the area and helpful in socio-economic transformation of the State.

The Minister said "Peace and tranquility is imperative to achieve the goal. Every citizen of the State have right of equal opportunities of development and prosperities,” and reaffirmed government’s resolve for uniform development and equal social justice to the people in all the three regions of the State. "Our endeavour is to provide all the basic and modern facilities to the people of the backward areas at par with their counterparts living in urban areas of the State," Mir asserted.

Mir cautioned the people about the forces inimical to peace, adding that some anti-social elements in order to satiate their vested interests are hell bent to vitiate the atmosphere of peace by raising frivolous issues.

“But they will never succeed in their nefarious designs because the people are aware about their machination and double standards”, he said and added that they have neither any agenda nor any mass base and rely only on politics of lie and deceit. He said no body will be allowed to disturb the peaceful atmosphere of the State.

The Minister reaffirmed that being a local representative, equal development of all the areas was my priority and no injustice would be done to any area of the Constituency on the developmental front. He assured the people that all their genuine developmental needs would be carry out in a phased manner.

He also impressed upon the officers to solve the peoples’ genuine problems and developmental needs on priority. He also called upon the officers to ensure their frequent visits in remote and hilly areas for onthe-spot solution of the problems and developmental needs of the masses of these areas. The Minister exhorted the people to benefit from various schemes launched under various innovative programmes by the government for their economic emancipation.

Fencing of Pulwama Park removed to prevent immorality Srinagar, August 23: (GNS) To prevent the immor-

al activities at public place, authorities on Saturday dismantled the fencing from the local park in south Kashmir’s Pulwama district.

A senior district administration official told GNS that following the public anger in the district regarding immoral activities inside the Shaheed Park, the authorities dismantled the fencing of the park.

“It was demand of locals to remove the walls from all the sides of the park,” he said.

The official said that following the orders from Deputy Commissioner, the walls were dismantled and the park will now remain visible to everybody.

Meanwhile, the locals in the area have hailed the district administration role. (GNS)

‘Youth interaction’ organized by army in Baramulla

Baramulla, August 23: (GNS) Army on Saturday organized a ‘Youth Interaction’ at Govt Higher Secondary School, Sultanpur Kandi in Baramulla of north Kashmir.

A defense spokesman said the ‘Youth Interaction’ was organised by the Army to create awareness amongst the local youth regarding the various career options available after clearing the 10 + 2 exams as well as after completing their graduation.

“Various eminent speakers from fields of Media & Mass Communication, Tourism Industry & Civil Services interacted with the youth & created awareness about their respective fields,” the spokesman said, adding: “ In addition, Adil Mushtaq, Deputy Director, Directorate of Employment, Mr Asadullah, District Social Welfare Officer & Maknoo, Section Officer, District Industries Centre, Baramulla were also present & briefed the youth regarding the various self-employment schemes, social welfare schemes and the cottage industry schemes being run by the J&K State Govt.”

The youth were quite enthused by the plethora of information provided to them, he said.

“In the end, a lecture on motivating the youth to join the Army was also conducted, highlighting the ethos, discipline, the way of life & value system existing within the services. The contribution of Indian Army towards nation building & its role in times of crisis was also stressed upon,” he said.

The spokesman said: “In addition to this, the emoluments being offered in the Army & various entry schemes available were explained in detail. This also had a profound impact on the youth & the response generated was highly encouraging.”

Under Legal Metrology laws, a jewelry shop has to use a high accuracy scale of Class-II for the trade and has to periodically re-verify the same from the local Inspector of the department. Drinking Water Facility for Villages

F

ive crore people living in over one lakh habitations in villages in our country do not have access to safe drinking water even today.

According to official figures twenty two per cent rural families have to walk for at least half a kilometer or more to fetch water (mostly it is the women who have to bear the burden). The percentage of such families is the maximum in Manipur, Tripura, Odisha, Meghalaya, Jharkhand and Madhya Pradesh.

Fifteen per cent of households in villages depend on uncovered wells and other unimproved sources like rivers, springs, ponds for drinking water. Also eighty five per cent of all drinking water resources in villages are based on underground sources of water and in many of these areas water is contaminated. Only 30.80 percent of the rural population has access to tap water.

In fact there are only four states which have been able to bring fifty per cent or more of the rural areas under piped water supply.

Many of the states are yet to fully comply with the Supreme Court order on supply of potable water in government schools. The latest available data shows that less than the 44 per cent government schools in villages have drinking water facility.

During the national consultation in Delhi held recently on the progress of national rural drinking water programmers and related issues , it was revealed that in spite of this unsatisfactory scenario with regard potable water availability in villages many of the states have failed to fully utilize the funds allocated by the centre under the various heads of NRDWP. To achieve the objective of providing drinking water facilities to all the villages, the Government is bringing about a major paradigm shift in the National Rural Drinking Water Programme in the XIIth

Five Year plan period. In the backdrop of over extraction of ground water in most parts of the country, the emphasis is to shift away from ground water to surface water. The focus would be on piped water supply and minimizing the use of hand pumps. The target is to ensure individual household connections to at least 35 per cent of the population in villages by 2017 against only 13 per cent today.

In order to encourage the villagers to take water connections, the Government is roping in Accredited Social Health Activists (ASHA).

A recent order said the ASHAs will get an incentive of 75 rupees for motivating each of the families in villages to take individual household tap connection. The states can use the money from the support funds allocated to states under the NRDWP. The norm of 40 litres of water per capita per day( LPCD) in villages was set way back in 1972 but now under the 12th five year plan , it is being increased from 40 to 55 litres .In the 12th plan the target is to cover at least half of the population to get 55 LPCD water within in their house hold premises or within 100 meter radius. Once the states are able to increase the per capita availability of drinking water, it will help in bridging the gap to some extent between urban areas and rural areas. Under NRDWP, States have the flexibility to fix their own supply norms. The Drinking Water and Sanitation Minister Bharatsinh Solanki has urged the states to aim at 55 LPCD , this he says will enable higher level of household connections and reduce the burden on women and girls in fetching water from hand pumps and public taps as well as reducing risk of contamination.

Quality of drinking water availability is a major concern in villages many parts of the country are affected by contamination of arsenic and fluoride, which are considered

the most hazardous in terms of their effect on health. In the budget proposals for 2013-14 Rs 1,400 crore will be provided for the setting-up water purification plants as there are still 2,000 arsenic and 12,000 fluoride affected rural habitations in the country. Then there are contaminants like iron, salinity uranium and pesticides. The centre is assisting States affected with Chemical contamination of drinking water, and those States which have cases of Japanese and Acute Encephalitis Syndrome through a provision under the NRDWP by allocating 5% of the NRDWP funds for Improving the quality of drinking water Given the growing importance of water quality issues, under the 12th plan dedicated funding will be provided to States with quality affected habitations, over and above the normal NRDWP allocation to the State. Highest priority will be given to arsenic and fluoride affected habitations. Part of the funding would also be made available to tackle bacteriological contamination in the priority districts with high incidence of Japanese and Acute Encephalitis Syndrome as identified by the Ministry of Health and Family Welfare Unfortunately many of the states like Chhattisgarh, Gujarat, Haryana, Jammu & Kashmir, Jharkhand, Kerala, and Uttarakhand & Tripura are yet to submit proposals to get the benefit from 5% Water Quality earmarked fund.

World over lack of drinking water and sanitation facilities account for over nine per cent of the diseases and more than six per cent of deaths. In our country where more than half the population resorts to open defecation, the situation is worse.

It is in this scenario that major emphasis in the 12th plan is strengthening convergence between rural drinking water supply and rural sanitation by taking up

villages covered with piped water supply to get Open Defecation Free status priority and vice versa.

The 12th plan draft document says that all government schools and anganwadis in government or community buildings will be provided with water supply for drinking and for toilets as per relevant quality norms by convergence of NRDWP for existing schools and Sarva Shiksha Abhiyan and for new schools set up under SSA. For private schools this will be enforced the right to education provisions. All community toilets built with public funds and maintained for public use will be provided with running water supply under NRDWP. Care will be taken to ensure that minimum distance is maintained between the toilet systems and water sources, to alleviate the problem of nitrate contamination.

A part of NRDWP outlay will be set aside for integrated Habitat Improvement Projects to provide housing, water and sanitation facilities in rural areas at par with urban areas.

Participation of the beneficiaries especially women in drink water supply schemes is also proposed.

In another initiative Solar powered pumps will be provided for implementation in remote, small habitations and those with irregular power supply by converging subsidy available under Ministry of New and Renewable Energy.

Waste water treatment and recycling will also be an integral part of every water supply plan or project.

India is fast becoming a water stressed country and over and above everything else there is need to generate awareness about protecting drinking water sources from contamination, regular testing of drinking water sources, conserving rainwater in tanks and ponds, water recharge and water saving devices so that everyone in the country is able to get the basic facility of drinking water.

Measures to Check Cheating of investors by Unscrupulous Companies

heating of investors by unscrupulous companies takes many forms, such as: ‘vanishing’ after raising money through public offers; illegal collection of deposits in violation of Section 58A of the Companies Act, 1956; floating sham ‘Collective Investment Schemes (CIS)’ in violation of SEBI Act; collecting money from public by posing as ‘Non-Banking Financial Companies (NBFCs) in violation of RBI Act; and resorting to ‘Ponzy’ or money circulation schemes under the Prize Chits and Money Circulation Schemes (Banning) Act, 1978.

The Ministry of Corporate Affairs has taken action against ‘vanishing companies’ which have raised funds through initial public offer but thereafter are not traceable. The Ministry has also taken action against certain companies which have failed to repay deposits to public violating Section 58A of the Companies Act, 1956.

Complaints of cheating by companies which promised high rates of interests to investors, have been received against 87 companies. In these cases Inspection under Section 209A/ Investigation under Section 234 of the Companies Act, 1956 has been ordered. Securities and Exchange Board of India (SEBI) also looked into the affairs of 669 companies whose operations were in violation of SEBI (Collective Investment Schemes) Regulations, 1999. The amount collected by these companies was about Rs 7,435 crore. Out of these companies, 75 have been wound up and the money refunded to the investors. A total of 552 companies were prosecuted; convictions have been secured in 124 cases.

RBI also regulates deposits / investments of the public with Non- banking Finance Companies (NBFC) that are registered with RBI. Complaints received against companies posing as NBFC’s and Unincorporated bodies indulging in cheating

/ fraud are forwarded by RBI to the Economic Offenses Wing of the State Police for investigation and further action.

There are certain companies which have floated fraudulent investment deposits mobilizing schemes (also called ponzi schemes) under various guises and are liable for action under the Prize Chits and Money Circulation Schemes (Banning) Act, 1978. This Act is administered

by Ministry of Finance (Department of Financial Services) through the State Governments.

The Ministry of Corporate Affairs has constituted a Steering Committee to develop a “Fraud Prediction Model” aimed at generating alerts for prevention of fraud and malfeasance. It is also proposed to revamp the existing Market Research & Analysis Unit (MRAU) in the Serious Fraud Investigation Office (SFIO) to enable it to function as an intelligence unit. Giving a fillip to the early establishment of a state-of-art Forensic Lab within the premises of SFIO in the national capital; and the development of a Comprehensive Early Warning System (EWS) for detection of corporate fraud and malfeasance at the earliest, three important MoUs have been signed by the Ministry of Corporate Affairs. These MoUs are: Between Director, SFIO ( which functions under the Ministry of Corporate Affairs) and Director, National Institute of Electronics and Information Technology (NIELIT), a scientific organization under the Ministry of Communications and Information Technology; Between Joint Secretary, Ministry of Corporate Affairs and Director, Financial Intelligence Unit (FIU-IND), an agency under the Ministry of Finance; and Director, SFIO and Director, FIU-IND. As per the Memorandum, NIELIT will set up a state-of-art Forensic Lab within

the premises of SFIO - with a total outlay of Rs. 3.80 Crore on a turnkey basis, to be completed in two phases. The MoUs signed with FIU-IND will lead to better and faster exchange of information between the three Government entities.

FIU has been playing a pivotal role in the collection and dissemination of information on suspicious banking transactions under the Prevention of Money Laundering Act, 2002. FIU-IND has been helping both the Ministry and SFIO from time to time by supplying information on suspicious banking transactions. Having access to banking information as well as expertise of FIU, the MoU will help SFIO in conducting its investigation in a more effective manner. These initiatives will facilitate development of a comprehensive EWS for detection of fraud and malfeasance at the earliest.

The concerned regulatory agencies of the Central Government have adopted different measures aimed at sensitizing the public of the need to be cautious while making investments into schemes, etc. The Ministry of Corporate Affairs conducts Investor Awareness Programs (IAP’s) for making the public aware of the various instruments of investments available to them. Similarly, RBI issues notice in newspapers regularly to caution the public against the design of entities in collection of deposits illegally. Editors of Newspapers are also sensitized to exercise caution for accepting advertisements pertaining to acceptance of deposits by un-incorporated bodies.

Presently, RBI is in the process of undertaking a comprehensive campaign aimed at alerting the public against falling prey to the Ponzy schemes and other monetary mal-practices. SEBI also conducts Investor Awareness Programs in cities / towns across the country and has recently launched publicity campaigns through electronic and print media.
