Calcutta government central laboratory final authority in food testing system- Dr. Shafat

From our special correspondent Srinagar, December 23: After spurious drug scandal which left the whole valley under a sever shock, the sensational disclosures of adulterated spices (Saunf) and toned milk have shaken the Kashmiris who are living on the edge because of the health hazards created by some private concerns dealing with the production of poison in the name of milk and spices. Kanwal Masala which produces Saunf and other spices has sent shock waves in the spine of the people after they heard that the Saunf they are using in their preparations is adulterated and hence unsafe. According to the reports the health officer of Srinagar Municipal Corporation Dr. Shafat Ahmad after taking samples of the Saunf masala sent them for tests along with the samples from other companies to Calcutta where the Saunf of Kanwal Masala was found adulterated and hence unsafe for the human health. The health officer exhibiting courage and honesty immediately after receiving the report,

made it public through print media and cautioned the people about its usage. The health officer has done his public duty in a manner that proves everybody is not sailing the same boat and there are honest officers in majority in the government who cannot be bought, influenced or politically pressurized. Reliable sources told Zabarwan Times that pressures were mounted on Dr. Shafat but he stood on his feet and did not yield under pressure. After some days of surfacing the matter the company got certificates from private testing laboratories and published them as paid advertisements in the local papers to repair the dents caused to the credibility and sincerity of the company. However when contacted by Zabarwan Times Dr. Shafat said that the final authority in food testing system is the government run Calcutta central laboratory where the samples were sent by the municipal corporation. He said that when the reports of the Calcutta central laboratory were received he made it public because he wanted that he should not become a part to

hands together and start a campaign against the adulteration in every food and medicinal production so that continuous pressure is kept on those private and even government concerns which are dealing in these food items as the people in Kashmir use lots of spices and medicine, even without the prescription of doctors hence it is imperative that there are checks and balances put in place so that the health of the people is not put to severe risks. It is also important that public awareness is created so that if any such act takes place, the people bring it to the notice of the authorities and persuade them to take prompt action. In this way the menace of adulteration will be curbed and the greedy elements will be kept in check. There is already a stringent law in place which has the provision of up to life imprisonment for those found involved in the heinous act of adulteration. The law says, “If any person whether by himself or by any other person on his behalf, imports into India or manufactures for sale or stores, sells or distributes,- (i) any article of food which is adulterated within he meaning of any of the sub-clauses (e) to (l) (both inclusive) of clause(i) of section 2; or(ii) any adulterant which is injurious to health; he shall, in addition to the penalty to which he may be liable under the provisions of section 6, be punishable with imprisonment for a term which shall not be less than one year but which may extend to six years and with fine which shall not be less than two thousand rupees; Provided that if such article of food or adulterant, when consumed by any person is likely to cause his death or is likely to cause such harm on his body as would amount to grievous hurt within the meaning of section 320 of the Indian Penal Code (45 of 1860), he shall be punishable with imprisonment for a term which shall not be less than three years but which may extend to term of life and with fine which shall not be less than five thousand rupees.1 [(1AA) If any person is whose safe custody any article of food has been kept under sub-section (4) of section 10, tampers or in any other manner interferes with such article, he shall be punishable with imprisonment for a term which shall not be less than six months but which may extend to two years and with fine which shall not be less than one thousand rupees.” This law needs to be invoked without any further delay so that nobody dares to indulge in producing spurious and adulterated medicines or food items.

Diabetes and CVDs. Azad said that presently screening for cervical cancer is available only in the regional cancer institutes and medical colleges. He added that the equipment presently being used is expensive, as a result of which not many medical colleges can afford this equipment. This device, which will be much cost effective, will be first rolled out in the district and subdistrict community health centres (CMCs) and subsequently in the primary health centres (PHCs), he noted. As not all PHCs have lady doctors and nurses, staffing and training will form an important part of roll out paln, he stated. Dr. V M Katoch, DG, ICMR said that this will benefit a large number of women in the country and bring down the rates of morbidity and mortality due to cervical cancer, which is high at present as it is not detected in the early stages. Cervical cancer does not occur de-novo. It starts from certain pre-cancerous states/lesions called dysplasias and it takes about a decade for cancer to develop from precancerous lesions. Detection and appropriate treatment of pre-cancerous lesions will halt their progression to invasive cancers. He further stated that the accuracy and efficacy of the device has been evaluated through tests in five regions during the past two years. He also said that this device has a white light source with variable interchangeable magnification and it can be operated on 12 Volt battery in rural and semi urban areas where electric supply is not regular. Magnivisualizer has been found to pick up 1.5 times more High grade pre-cancerous and cancerous lesions than the ordinary

The words will come if you give it a chance. It can make your day much easier.

Gemini May 21-June 21

You might find it hard to get going, Gemini. Taking direction could rub you the wrong way, especially if you’re set on doing something different. Leo

July 23-August 22 Make an effort to connect with someone you miss today, Leo. Even if it feels painful at first, you’ll feel a lot better once you do. Pick up the phone, write a note, or send an email. Let the person know you miss and care about him or her. Expressing yourself is often far better than stuffing your feelings. Capricorn December 22-January 19

Spurious substandard pesticides fertilizers

I

Untimely death to Agriculture sector ndia lives in villages and ninety per cent of the village population lives on agriculture. Whether it is rice, wheat, fruit or vegetables, all is grown and produced mostly in the villages. The latest techniques and innovations in the field of agriculture and horticulture besides other fields have revolutionized this sector. The productivity has increased manifold and the country has achieved self sufficiency in most of the agricultural sectors. However it is unfortunate that the same chemicals, fertilizers and pesticides used to tackle different diseases are harming the crops and are creating frustration in the farming community of the country and the state. The Jammu and Kashmir particularly the Kashmir valley which produces major portion of the fruits and a good production of paddy has been hit badly by this menace of spurious pesticides and fertilizers. Take the example of this year the pesticides and the sprays of different chemicals instead of controlling the diseases and helping to increase the productivity, have in fact damaged the crops whether it is fruit, paddy, maize or wheat. Due to this the production of the fruits in the most of the areas was reduced tremendously and whatever was produced was not of good quality as compared to the fruit imported from outside or produced within the country. If the situation remains the same and if government does not take concreter steps time will not be far away when the fruit industry will reach at the brink of death and if any fruit will be produced at all, it will have no market and no customer. Not only this fruit industry which earns a lot of money for the state as well as for the country will be totally wiped out because the farmers and fruit growers will shift to other professions and they will hesitate to cultivate fruit or other crops in their lands. The agriculture and horticulture departments have totally failed in their duties to check the spurious pesticides and chemicals and it is unfortunate that there is no mechanism in place as far as the government side is concerned. A lot of publicity is given to the steps for training of farmers and for creating a system which will halt the induction of substandard pesticides and fertilizers but on the ground nothing is being achieved or accomplished.
