Rebellion in Congress 10 injured in road accidents Srinagar, Mar 23: Ten persons were injured in different road traffic accidents across the valley. According to a statement issued to KNS, an i-10 car bearing registration chassis number 0910 collided with an auto load carrier bearing registration number JK03C/8447 at KP road, in the jurisdiction of Police Station Mattan Anantnag. In this accident two persons were injured. Both the injured were shifted to hospital for treatment. In another accident, a Tata sumo bearing registration number JK05A/5494 hit a Motorcycle driven by Kifayat Ahmad son of Mohammad Yousuf bearing registration number Jk01M/2294 at Nowgam, in the jurisdiction of Police station Sumbal. In this accident motorcyclist and pillon Zahoor Ahmad son of Mohammad Ibrahim residents of Chaker Budgam got injured. Both the injured were shifted to hospital for treatment.
2 residential houses damaged Srinagar, Mar 23: Fire broke out in the residential house of Ghulam Hassan Bhat resident of Khansahib, in the jurisdiction of Police Station Budgam. According to a police statement issued to KNS, in this incident the house was completely damaged in the fire. Fire also engulfed the adjacent residential house of Altaf Shah son of Akram Shah which got partially damaged. Fire was brought under by fire tenders and police.
Former Gurez MLA announces complete poll boycott of NC Candidate Srinagar, Mar 23 : The state Congress is rocked by rebellion in Gurez with a former MLA and a Congress leader Faqir Mohammad Khan announcing a complete boycott of Shareef-u-Din Shariq, the coalition candidate for the upcoming Lok Sabah polls in North Kashmir constituency. Talking to KNS, Khan said: “The Congress workers here have decided to go for a complete boycott of National Conference candidate as the coalition government has failed us on every front.” He alleged that the National Conference led coalition government has benefited only NC workers and the Congress cadres have been left high and dry. “Our (Congress) workers have been ignored and neglected by this coalition government to the hilt,” he said, adding that the upcoming Lok Sabha elections will witness a complete boycott of the NC candidate from Baramulla Lok Sabah constituency. Man died in snow Avalanche Srinagar, Mar 23 (KNS): An avalanche buried a person in Kangan jungles. The body of the deceased was recovered from the snow. According to a statement issued to KNS, Abdul Rashid Bijran son of Ghulam Hussain resident of Padpati Poshkar had gone to a nearby jungle in the jurisdiction of Police station Kangan for collection of fire wood during the day where he came under a snow avalanche. Later on the villagers recovered his dead body.

Srinagar, March 23: A teenage girl was injured after a 12-bore rifle went off accidentally in north Kashmir’s frontier Kupwara district on Sunday. Official sources told GNS that Sajda Bano (19), daughter of Abdul Rashid Khan of Bungam Haihama sustained serious bullet wound in her abdomen when the liscensed rifle of her father suddenly went off. The girl was immediately shifted to district hospital Kupwara where from she was referred to SKIMS Soura for specialized treatment. Meanwhile, police has registered a case and started further investigation in this regard.

Launching a scathing attack on NC-Congress coalition for prevailing mess and uncertainty in the State, Mufti regretted that during the last five and half years the present regime has spoiled the peaceful atmosphere which was created by the previous PDP led coalition regime. “What is happening after formation of National Conference-Congress government on January 5, 2009 is before all of us”, he said and pointed out that during the five and half year corruption has crossed all limits and the government, through its deceit tactics, has brazenly eroded sanctity and credibility of all democratic institutions. He said prevailing chaos and uncertainty in the State was result of the failure of the present regime to connect itself with the common masses. “From the day one when this government was formed, there is instability and uncertainty in the State”, Mufti said. Observing that change in imminent in J&K, Mufti said that tenure of Omar Abdullah led government would be remembered as dark-period in the history of Jammu and Kashmir. “During our regime we had not only restored peace in the State but also created atmosphere for accelerating developmental activities”, he said and added that present regime has derailed the process of peace and development in the State. “Under present regime alienation among people has increased due to governance deficit because this regime has failed to connect itself with the people”, he said and listed various incidents which occurred during the tenure of present government. “Just to enjoy the power the National Conference and Congress had entered into an alliance without forming Common Minimum Programme (CMP) and without evolving consensus on vital issues”, he said. Mufti said that PDP, during its tenure, had proved how to deliver good governance and how to establish transparency and accountability in the system. “I don’t want to praise our government but people of the State now comparing our achievements with the decades long mis-governance of successive National Conference regimes”, he said and added that PDP led regime in the State had established a system of governance which earned credibility and acceptability of the common masses. He availed this opportunity to mention that during PDP led regime 80,000 ReT teachers and 30,000 Anganwari workers were appointed with total transparency in the recruitment process. “By translating its promises into realities, PDP in a short span of time had earned faith and credibility of the people”, he said, adding, “Unlike other political parties PDP has never bartered aspirations of the people of the State for enjoying power”. He said that the tenure of the PDP led regime was historic period in the political history of the State because that government had succeeded in involving people in the governance. “Before 2002, people had no faith in the democracy or democratic institutions it was only after 2002 assembly peoples’ faith in such institutions were restored”, he said. He recalled that when PDP was formed there was a sense of fear and insecurity among the people. “Through its pro-peace agenda PDP had not only created a sense of security among the people but also restored dignity of the common masses by pioneering and implementing peace and reconciliation policies”, he said and added that the healing touch policy implemented by PDP led regime in the state had given encouraging results. Stating that Jammu and Kashmir has become a victim of trust deficit between people of the state and rest of the country, he asserted that PDP, through its policies and programmes would remove this trust deficit. reporters here today, adding it was a “major catch”. He was arrested outside Ajmer Railway Station early yesterday morning when he alighted from a train which came from Bandra, Mumbai. His other three associates identified as Mohammad Mahruf (21), Mohammad Waqar Azhar alias Haneef (21), both residents of Jaipur, and Shaquib Ansari alias Khalid (25) of Jodhpur were arrested at his instance in the wee hours today from their residences with the help of Rajasthan police. A youth, whose identity police did not reveal, was picked up for questioning from Shaheen Bagh area from Jamia Nagar for questioning as he was in touch with the three arrested from Jaipur and Jodhpur. “We have recovered huge amount of explosive materials, detonators, electronic circuits/timers from the residence of these three people from Jaipur and Jodhpur. With this, a spectacular militant strike has been averted,” said Shrivastava. Asked whether the militants had plans to target BJP’s Prime Ministerial candidate Narendra Modi, Shirvastava said, “Present level of investigation doesn’t point towards it.” On whether the militants were planning attack on any politician or rally during Lok Sabha elections, he said, “Any important event including elections can be targeted but we are at a very preliminary stage of investigation and I would not like to speculate as if now.” Cases have been registered under Explosive Substances Act at Jaipur and Jodhpur in connection with the recoveries made from the militants. 25-year-old Rehman has disclosed that the purpose of his visit to Ajmer was to coordinate and oversee the preparations being carried out by the three militants of the Rajasthan module for carrying out a spectacular terror strike, said Shrivastava. An expert in IED and other explosives, Rehman was brought to Delhi and produced in a Special Court which remanded him in 10-day police custody. His detailed interrogation is under way, police said. Mahruf and Waqar are engineering students in Jaipur while Ansari is running a computer DTP and design printing business, said Shrivastava. Trained in terror camps in Pakistan, Waqas was allegedly involved in the Jama Masjid attacks on September 19, 2010, the Sheetla Ghat, Varanasi blasts carried out on December 7, 2010, the blasts carried out at Opera House and Zaveri Bazar in Mumbai on July 12, 2011. The next militant strike carried out by Waqas was the Pune serial blasts of August 1, 2012. He was also involved in the Hyderabad serial blasts carried out on February 21, 2013. Some activists and locals staged a protest outside Jamia Nagar police station today over what they termed as “illegal arrest” of two youths from the area at about 7 AM on Sunday allegedly by Delhi Police Special Cell. Police, however, said that they have detained one youth for questioning. “The two youths, basically from Bihar, who were residing at house number 101-A in Hari Khothi Lane, Abul Fazal Enclave, were taken into custody by police early morning. One of the two is a Mechanical Engineering final year student in a college in Jaipur,” a local claimed. Although police recovered only mobile phones and some other items from Waqas at the time of his arrest, pen drives, explosives, timers, circuits, watches and other material were seized from Ansari, Maruf and Waqar. From Ansari, police recovered a laptop, mobile phone, detonators, circuit, timers, and explosives while one laptop, mobile phones, pen drive and other material were seized from Maruf. “The largest seizure was made from Waqar. We seized mobile phones, pen drive, and other incriminating documents/books from a black bag. We also found 10 watches, two detonators, two small plastic bottles ball bearing, two complete circuits, batteries, nails, some silver colour explosive material. “Two bottles containing Magnesium Sulphate, castor seeds, four transit circuit, 10 circuit plates, soldering rods, sodium chloride among others,” said an official associated with the investigation. According to investigators, Waqas had stayed in Mum-
bai for some days before boarding a train to Ajmer. The militants were either waiting for an opportune time to strike or instructions from the higher ups, the official said. The Special Cell had been following the clues which had come out from the interrogations of Ahmad Siddhibappa Zarar alias Yasin Bhatkal, Indian Mujahideen co-founder and one of India’s most wanted militants and Asadullah Akhtar alias Haddi. It was also following leads from two dreaded militants and associates of Waqas, who had been arrested in August last year from Indo-Nepal border for their alleged involvement in a spate of bombings, police said. From Pakistan, Waqas had reached Kathmandu along with Asadullah Akhtar alias Haddi (arrested with Yasin Bhatkal) in September 2010 and was received by Tehseen Akhtar alias Monu, the current Chief of Indian Mujahideen after the arrest of Bhatkal. “Although, Waqas and Haddi came from the same flight they were not known to each other and it was Akhtar who introduced them,” said Shrivastava. From Nepal, Waqas came to Darbhanga in Bihar where he met Yaseen Bhatkal and other members of the Bihar module of IM. This module then carried out the Jama Masjid attacks on 19th September, 2010. After successfully executing the Jama Masjid terror strikes, Waqas returned to Bihar, police said. In Bihar, after carrying out a comprehensive review of the Jama Masjid attacks wherein the IED prepared by this module did not have the desired impact, Waqas informed Yasin Bhatkal about his expertise in making Hydrogen Peroxide based IEDs. “This later led to the Sheetla Ghat, Varanasi blasts carried out on December 7, 2010. While fabricating the IEDs for this strike, Waqas suffered an injury while connecting the detonator and the timer as the detonator went off. It injured two fingers of Waqas’s left hand. “After the Varanasi bombings, as per the directions of Yasin Bhatkal, Waqas shifted to Mumbai where he stayed in a rented accommodation at Habib Apartment, Byculla. In June 2011, Waqas, Yasin Bhatkal, Asadullah Akhtar alias Haddi and Tehseen Akhtar alias Monu started preparations for the Mumbai serial blasts. After preparing the IEDs, blasts were carried out at Opera House and Zaveri Bazar,” said Shrivastava. The next militant strike carried out by Waqas was the Pune serial blasts of 1st August, 2012. Here, he partnered with Asadullah Akhtar alias Haddi and the Maharashtra module of IM consisting of Asad, Imran, Irfan, Feroze and Sayed Maqbool (all since arrested by the Special Cell). After carrying out the Pune blasts, which did not yield the desired results, Waqas and Asadullah Akhtar alias Haddi left for Mangalore and settled in a safe house. In Mangalore, Waqas received instructions from Riyaz Bhatkal to prepare for carrying out bomb blasts in Hyderabad. Early February 2013, Waqas and Asadullah Akhtar alias Haddi shifted to Hyderabad where Tehseen Akhtar also joined them. The Hyderabad serial blasts were successfully executed by these three militants on 21st February 2013. After carrying out this strike, Waqas returned to Mangalore and stayed there for some time. When the news of the arrest of Yasin Bhatkal and Asadullah Akhtar by the Indian security agencies broke out, Riyaz directed Waqas to leave the Mangalore hideout immediately. Waqas moved to Munnar in Kerala and took a rented accommodation there. Tehseen Akhtar also visited him there for a short period. After staying in Munnar, Waqas kept roaming in Orissa, West Bengal, Maharashtra while keeping in touch with Riyaz Bhatkal and Tehseen Akhtar. On the directions of Akhtar to come to Ajmer for an assignment, he came to Ajmer from where he was arrested.

The details inform that Kashmir division has 46703 people jobless who have passed 10+2 in various streams while as in Jammu the number is 27212. With Jammu and Kashmir reeling under the unemployment crises, out the total number of two lack forty four thousand jobless educated youth in the state, Kashmir division appears to be worst affected having more than one lakh fifty five thousand of its educated youth educated youth unemployed. Also there are more than four thousand five hundred registered degree holders of engineering jobless in the state and that the number of unemployed diploma holders is more than eight thousand five hundred. The reports remarked that there are five thousand five hundred unemployed ITI trained youth jobless in the state. The details reveal that Jammu and Kashmir has the highest unemployment rate of 4.9% while as in Punjab it is 2.8%, in Himachal Pradesh it is 2.0%, in Delhi it is 4.7 % while as in Haryana it is 3.2% The reports also reveal that in JK, the unemployment rate of females is
highest in India. In JK it is 20.20% while as at all India level it is mere 3.7%. Also in Urban areas of Jammu and Kashmir, the rate of unemployment is 7.8% while as in rural areas it is 3.9%. As per the census 2001, the literacy rate of the state stood at 55.5%, which has increased further to 68.7 % as per present census 2011.The provisional population ( seven years and above) of the state as per census 2011 is 125.48 lakh persons out of which 72.450 lakh persons are literate.
