Kabul, May 23: Indian Consulate in Afghanistan’s Herat province was attacked by heavily armed gunmen early Friday, who were also carrying rocket-propelled grenades, top Indian officials said, adding that everyone was safe. “India’s Consulate in Herat, Afghanistan attacked. Srinagar, May 23: An army soldier in south Kashmir commited suicide by shooting self with his service rifle, sources told GNS on Friday. Govt. issues notification for setting up of five new Medical SRINAGAR, May 23: The process for setting up of five new Medical Colleges in the State has been formally set off with the issuance of notification by the Health & Medical Education Department of the J&K Government. It may be recalled that the State and Central Governments have already announced setting up of these Medical Colleges in the State. The places where these Medical Colleges are expected to be set up include Anantnag and Baramulla in Kashmir province, Doda, Kathua and Rajouri in Jammu province. These Medical Colleges are being established under the centrally sponsored scheme of “Establishment of New Medical Colleges Attached with District/Referral Hospitals”. As per the notification, each college will have an intake capacity of 100 admissions at the under-graduate level (MBBS) for which a Memorandum of

Understanding (MoU) between the Government of India (Ministry of Health & Family Welfare) and the State Government has been already signed. Already, Minister for Health & Medical Education, Mr. Taj Mohi ud Din has set things in motion for starting these college from the coming academic session. The Minister has already inspected all the five proposed sites and impressed upon the authorities to ensure that these colleges are operationalised before the start of the coming academic session. ‘Significant publication in a maiden field’ Academy brings out anthology on Children’s literature in Kashmiri SRINAGAR, MAY 23- Jammu & Kashmir Academy of Art, Culture & Languages has brought out a two-volume anthology on children’s literature in Kashmiri. Titled ‘Kaeshri Shuir Adabetch Sombran [Collection of Children’s Literature in Kashmiri]’, the book devotes a volume each to prose and verse and is the first comprehensive publication on the subject in Kashmiri language. Noted writer and scholar, Ghulam Nabi Aatash has compiled the anthology. The compiler has put in hard labour in identifying the relevant material and writing a comprehensive introduction to both volumes. The publication is a major step towards promoting children’s literature in a language spoken by a vast majority of the population of Jammu & Kashmir. It comprises about 650 pages in two parts and contains various aspects of children’s literature penned by noted poets and writers. Secretary Academy, Khalid Bashir Ahmad, described the publication as of significant import in view of the fact that children’s literature in Kashmiri is more or less a maiden field. Writers have not paid much attention towards this genre of literature resulting in the dearth of material on the subject. The Academy is working on a comprehensive publication programme in various languages spoken in the State. The latest arrivals in Kashmiri include Masnavi Gulbadan written about a century ago by Abdur Rahim Aama, Masnavi Mehr-oMah by Akram Baqal Daedlad and an important publication on Kashmiri Marsiya [elegy] titled Kaeshri Marsiyuk Safar - Shahmiri Duare Pethe Pathan Duaras Taam [The Journey of Kashmiri Elegy – From Shahmiri Period to Pathan Period] written by Maqbool Sajid.

EDITORIAL/ OPINION Declining work culture- very harmful for society

T

he last over two decades have destroyed the work culture in the valley so much that now it looks beyond repairs. The frequent strikes, hartals, imposition of restrictions and inflow of easy money has made everybody a lazy cat particularly Govt. employees in addition to their earned leave, casual leave, compensatory off, paid holidays on account of hartal calls given by separatists come around 65 to 70 in a year on an average. Even sitting idle for over a quarter in a year these, employees are not satisfied and remain absent from their duties frequently, causing inconvenience to general public for whose service they are appointed. Very often we of hear the news of suspension of dozens of employees in view of their unauthorised absence from their duties. On one side they take their duty very lightly and seem to be unconcerned about the problems of the people who face the brunt of their salaries in way of taxes and on the other side they go on their own strikes demanding exorbitant perks, salaries. If we calculate these strike days, no employee works more than six months in a year. The durbar move employees who are no less than lords’ further avail 20 days paid leaves while moving from Srinagar to Jammu and from Jammu to Srinagar. They work only five days a week and enjoy their life with frequent holidays, strike days, hartal days, curfew days and what not. Strangely except few suspensions here and there which are normally revoked after some time under pressure from politicians, unions and quarters no stern action is taken against these unauthorised absentees. Despite State Govts, announcements that no official will be spared if he remains on unauthorised absence from the office, nothing concrete is being done in reality. As per the service rules are concerned it is imperative for every employee to be punctual and serve the people with dedication. It is because of this that there is a column in the annual confidential report for punctuality and the reporting officer has to mention in the report whether the employee is punctual or not. The absence of the employee from his office disrupts the whole chain of work and causes enormous difficulties to general public. It is unfortunate that deteriorating work culture has affected the whole governmental work system and it is because of this that delays are caused in delivering essential services to public. It is unethical and against the spirit of every religion if somebod y dually does not perform to the best satisfaction of the society. The declining work culture has affected every office-from judiciary to law enforcing agencies, from revenue dept to education, from health care to public works, it is showing its teeth everywhere. If stringent steps are not taken by Govt. on time, it will further deteriorate and one day the whole administrative machinery will collapse.

The Girl Child Investing in the Future W

elcome to the world of the girl child. Her story across India is promising yet gloomy, hopeful yet mired in despair. A girl child is the hand that rocks the cradle, the procreator, and the mother of tomorrow. A woman shapes the destiny of civilization. Indian history is full of examples of successful women who have been leaders in various walks of life. Yet the irony is that a creation as beautiful as the girl child is also one of the gravest concerns facing India due to many cultural factors. Realising this, Indian governments have undertaken progressive legislation and have implemented several schemes from time to time. Yet more needs to be done not only to ensure her survival and also to help her realise her full potential. One such effort initiated by the United Progressive Alliance Government in 2008 is the observance of National Girl Child Day on January 24 every year. he reason January 24 was chosen is that on this day in 1966 Mrs. Indira Gandhi took over as the first woman Prime Minister of India. Children in the age group 0–6 years constitute around 158 million of the population of India as per the 2011 census. These children in the age group of 0-6 are future human resource of the country. Then, why celebrate just National Girl Child Day? The reason is obvious: the girl child continues to be the most vulnerable member of Indian society. The 2011 Census shows that there has been an improvement in social indicators such as literacy and the gender gap in effective literacy development rate and that the overall sex ratio has improved from 933 to 940. However, at an age-group wise dis-aggregated level, the Census shows a decline in the ratio of girls per thousand boys in the 0 to 6 age group, i.e. in the Child Sex Ratio as compared to 914 in 2011 from 927 in the 2001 Census. The latest Census clearly shows that decline in Child Sex Ratio has now been witnessed in as many as 22 States and 5 Union Territories. The National Family Health Survey-3 data on under nutrition in children below 5 years had already flagged that 43 per cent of girls are under-nourished.

Through this campaign, the government has highlighted the inequalities encountered by the girl child. National Girl Child Day: Objectives Armed with more than half a dozen objectives, the government, along with other stakeholders, is trying to ensure the girl child survives and succeeds with dignity and respect in a male-dominated society. · To increase the awareness and offer new opportunities to the girl child. · To remove all the inequalities faced by the girl children. · To ensure that every girl child is getting proper respect, human rights and value in the Indian society. · To work against diminishing the child sex ratio and fight the social stigma against the girl child. · To initiate couple towards the girl child by increasing awareness about the importance and role of the girl child. · To address the girl children issues associated to their health, education, nutrition etc. · To propagate the gender equality What will National Girl Child Day celebrations achieve? It attempts to attack the prevailing mindset and ensure that even before a girl is born she is not viewed as a burden and that she does not becomes a victim of violence or female foeticide. Legislative Measures For meeting these challenges, the government is stressing on the importance of three ‘A’s, i.e. Advocacy, Awareness and Affirmative action. Some of the important legislative measures taken so far include:· Banning Sex determination during pregnancy and Policies & programmes for rewarding the girl child · Restricting Child marriages · Improving Antenatal care for all the pregnant women · Introduction of “Save the Girl Child” scheme · Free and compulsory primary school education for both boys and girls till 14 years of age. · Reservation of 1/3 seats in the local government for women. · School children are well availed with the uniforms, noon meal and educational materials and schemes of higher learning for SC and ST girls.

· Balwadi-cum-creeches. · The Open Learning System has been established for easiness to the girls of backward areas. · Self-Help Groups initiated in various states is helping girls in rural areas access better livelihood opportunities Other Affirmative Actions The Women and Child Development Ministry had implemented a scheme called “Dhanalaksmi” to make cash transfer to the girl child family to fulfil the basic needs such as immunization, birth registration, school enrolment and maintenance up to the Class VIII. Another equally important scheme is the ‘Rajiv Gandhi Scheme for Empowerment of Adolescent Girls (RGSEAG)–‘Sabla’, a Centrally-sponsored scheme introduced in the year 2010-11 on a pilot basis. Sabla aims at all-round development of adolescent girls of 11-18 years (with a focus on out of school girls) and is being implemented in 205 districts from all the States/UTs. Kishori Shakti Yojana (KSY) implemented since 2006-07 as a component under the centrally sponsored Integrated Child Development Services (ICDS) Scheme seeks to empower adolescent girls in terms of nutritional, health and family care, learning life skills and going back to school. Currently KSY is being implemented in 6118 blocks in the country. Financial Empowerment To commemorate National Girl Child Day in 2014, India Post is launching a special drive for opening of new Saving Bank (SB) accounts in the name of each girl child. The drive starts from January 24 and will conclude on 28. The objective of the drive is to secure the future of girl child by motivating them to open a small savings bank account. This facility is available in all 4480 Post offices of North Karnataka Region covering all villages. Under this scheme, each account fetches 4 percent interest per annum and depositor can make any number of transactions. The executives will visit all schools to help each school going girl child to have one SB account in her name. Protecting Against Sexual abuse The Integrated Child Protection Scheme being implemented since 2009-10 and Childline services is also addressing the issue of safety and security of girl child in India.

Top policy makers realised how child abuse is shrouded in secrecy and there is a conspiracy of silence around the entire subject. In 2005 the Ministry of Women and Child Development undertook a study to examine the extent and magnitude of child abuse in India. As a result a special law - the Protection of Children from Sexual Offences Act, 2012 - was passed by Parliament in May, 2012 to address this issue. Child Budgeting Child Budgeting introduced in the Union Budget for 2008-09 by the UPA government aims at providing for Schemes for the Welfare of Children. Initially it covered the “Demands for Grants” with child-specific schemes from Ministries of Women and Child Development, Human Resource Development, Health and Family Welfare, Labour and Employment, Social Justice & Empowerment, Tribal Affairs, Minority Affairs, Youth Affairs and Sports. Currently the ‘Child Budgeting’ statement covers 18 “Demands for Grants” from Union Ministries/ Departments of Atomic Energy, Industrial Policy, Posts, Telecommunication, and Information and Broadcasting among others), marking a significant increase from an initial Budget. This along with the Gender Budgeting is likely to improve opportunities for girl child to survive and succeed in India. National Child Policy Resolution Adopted To affirm its commitment to the rights based approach in addressing the continuing and emerging challenges in the situation of children, the Government of India had adopts this Resolution on the National Policy for Children, 2013. The document calls for a comprehensive review of this Policy once in five years in consultation with all stakeholders, including children. The Ministry of Women and Child Development will lead the review process. Conclusion Protecting a girl child in India should not be limited to observing National Girl Child Day every year. Instead armed with strong legislative measures, the governments and other stakeholders - the community, civil society, business houses, neighbourhood and parents – must play a strong role to secure a safe life for the girl child in order to build a better society, better future and a better India.

Water not a Want but a Need Save Water Save Energy W

ater water everywhere, not a drop to drink, was the starting line of the chapter “Water” in the science book, during my schooling. Our life has changed a lot, and we find technological advancements in every sphere of life. We have electronic gadgets everywhere around, which need electricity. When electricity is not available, they become useless but still we are able to live without them. But no one can even think of living without water for a day. At present the biggest need for the survival of life on the planet is to conserve water. Around the globe World Water Day is being observed on 22nd March since 1993. This day is primarily devoted to implement United Nations recommendations on clean drinking water, sustain safe drinking water facilities, conservation of water, sustaining fresh water bodies and to promote concrete activities within the countries regarding the world’s fresh water resources. International World Water Day tries to remind people about the significance of fresh water and to promote sustainability for fresh water resources. Organizations all around the world use World Water day to promote awareness about clean water and sustainable aquatic habitats. Also as a day to focus public attention on the critical water issues of the present era. Moving towards Indian scenario, the country receives abundant amount of rain, but factors like increase in population, is among the main reasons of water scarcity to the country. Due to population increase, natural resources are consumed more. A large number of water bodies local ponds, lakes, rivers and reservoirs get polluted and depleted. At present a considerable amount of water of the country’s population lack access to safe drinking water. Also, Indian agriculture is rain fed. The goals and success of agriculture in India are based on availability of water, mostly rain water. Good amount of rain means a good crop harvest.

Preserving rain water is must and ensuring that almost no toxic material present should get mixed with rain water, which can eventually pollute it as well as the water body in which it eventually flows. In the light of the above, it is a general understanding that, there is a need of water conservation in the country and the major issues with regard to water usage in India can be summed up as under:1. To ensure safe drinking water to rural and urban house holds 2. To sustain safe drinking water facilities. 3. The restoration/ clean water bodies both in villages and cities. 4. Water conservation. Every year, The World Water Day emphasizes on a different aspect of freshwater. This year the theme of the World Water Day is Water and Energy. As water and energy are related to each other and both are necessary for the survival of our planet. To generate energy particularly hydro electric and thermal power we need water

resources. In order to keep the water and energy relationship alive, an emphasis needs to be placed on increasing the water conservation and to preserve the natural water bodies for energy production today as well as in future. There is also a need to increase the efficiency of water with regard to energy production. To produce energy water is required and to provide water you need energy. Due to this inter-connection between water and energy, deficiency of any of the two creates problem for the other. If water resources, meant for the production of electricity get depleted, it will certainly cause a decrease in electricity generation. At present there is a tremendous need for appliances which are energy efficient, if appliances are able to save electric energy, it in turn means they are saving water. Many of us may think as to what an individual can do to conserve water, and this thinking of many of us leads to wastage of water daily. In today’s world we are in a rat race to construct big house with lavish bathrooms, but we forget to think that without water they are useless. We go on using water more than what is required to us. We as individuals can at least use water in a proper manner in our homes and places of work. Many a times, water taps on road sides, are seen running and water is wasted, we pass without bothering to close it. We should think on these issues and try to conserve water in whatever way it is possible for us in our daily life. Use of electricity should also be limited to our need and not want; electric appliances should be used only when needed.One bulb will give us enough light, so what is the need to switch on multiple lights. We should make sure to minimize switching on lights and other electric appliances unnecessarily any time. With this we shall not only be able to conserve electricity but in turn we will also conserve water.
