An Alto car bearing registration number DlCC-5697 hit and injured Mohammad Qazim Rather son of Abdul Aziz resident of Arigam, in the jurisdiction of Police station Pulwama. The injured succumbed to his injuries on way to the Hospital. Pulwama Police has registered a case in this regard. Meanwhile, a Honda City vehicle bearing registration number HR9178 hit and injured Rahti wife of Abdul Samad resident of Kondbal, Rainawari near Jogilanker, in the jurisdiction of police station Rainawari. The injured was shifted to hospital for treatment. Rainawari Police has registered a case in this regard.
Factory damaged in fire in Anantnag Srinagar, Oct 23: Fire broke out in the sweet manufacturing factory (AFP manufacturing PVT. Co.Ltd) belonging to Monees Iqbal son of Ghulam Nabi Imam resident of New Colony, Bijbehara located at K.P road, Anantnag. The factory was partially damaged in the fire. Fire was brought under control with the help of fire tenders and local police.

The Darbar Move offices are scheduled to close at Srinagar on 25th and 26th October,2013 after the office hours and will reopen at Jammu on 04.11.2013. In view of the traffic traffic pressure and movement of nomads (viz Gujjars/Bakerwals) with their livestock, there will be no upward (viz Jammu to Srinagar) movement of Load Carriers, trucks and convoys of Army/BSF/ CRPF and other SFs on NHWIA on 26th and 27th October,2013. There will be no upward (viz Jammu to Srinagar) movement of load Carriers/trucks on NHW-IA on 02.11.2013 also. However, there will be no restriction on the upward (viz Jammu-Srinagar) movement of convoys of Army/ BSF/CRPF and other SFs on NHW-IA. Moreover, there will be no upward (viz Jammu to Srinagar) movement of Load Carriers. Trucks and convoys of Army/BSF/CRPF and other SFs will be allowed on NHW-IA on 03.11.2013.

India, China inked comprehensive pact on non-use of military capability

Seeking to defuse recurring border tension, India and China today inked a comprehensive pact which commits the two countries not to use military capability to attack each other. The Border Defence Cooperation Agreement (BDCA) was signed after extensive talks between Prime Minister Manmohan Singh and his Chinese counterpart Li Keqiang in Beijing, the two countries also agreed not to tail each other's patrol along the Line of Actual Control (LAC)

In Jammu and Kashmir, the Pakistan Army once again resorted to ceasefire violation along the Line of Control in Poonch district of Jammu division in the wee hours of today. Defence Spokesperson Col. R.K.Palta told AIR that Pak troops resorted to unprovoked firing on forward Indian posts in Hamirpur Battalion area of Poonch using small and automatic weapons. The firing started past midnight and continued for half an hour. Indian troops guarding the border gave a befitting reply to Pak firing to silence the Pak guns. High Court allows hotel with STPs in Gulmarag, Pahalgam to operate for a month

The High Court Tuesday allowed hotels in Gulmarag and Pahalgam that have installed Sewerage Treatment Pants (STPs) to operate for a period of one month. Omer in Jammu and other areas has made him seriously concerned about the life of people living in frontier areas. “I would continue to stress on Union Government to take up this matter with the Pakistan and resolve the issue so that peace rules the roost on borders and on the Line of Actual Control (LOC)”, he said and maintained that this is in the highest interests of the people of Jammu and Kashmir particularly residing in the frontier areas of Jammu, Kashmir and Kargil. The Chief Minister expressed the hope that the situation will come to normality and the two neighbours talk to each other to settle all outstanding issues in an amicable and peaceful manner. On development programmes of the government, the Chief Minister said that peace gives fillip to development and the dividends of peace percolates down the line to poorer people. He said the achievements registered by his government during the last over four and a half years are before the public and they would judge the performance of the government on this count. “Achievements of my government are before you. It is not the time to present you the list of each and every decision, measure and step my government have taken to ameliorate the lot of people equitably and inclusively across the State in all the regions and sub-regions”, he said and elaborated that at the right point in time the chart of achievements would be provided to the people enumerating all details. The Chief Minister announced special recruitment drive by J&K Police for youth of Karnah, Keran, Machil and other remote areas so that they get ample representation and opportunity to serve in the Police Department. He said his government has implemented various new schemes for ensuring faster development in remote areas and provide opportunity of jobs to the locals in the upcoming projects. The Chief Minister who also inspected the recently constructed Sub-District Hospital at a cost of over Rs. 6.73 crore in Tangdar and expressed satisfaction over its functioning. He announced centrally heating plant for the hospital to ensure befitting conditions for patients during the winter months. He said that he would direct the Health Department to immediately move for providing 300-capacity X-ray Machine in the hospital. Chairman Pahari Advisory Board, Kafeel-u-Rehman, Minister for Science and Technology, Feroz Ahmad Khan and local leaders also spoke on the occasion. On reaching Tangdar, the Chief Minister was received by the enthusiastic crowd warmly. They raised slogans in his and in favour of his government.

Mehbooba to enforce transparency in the selections to government jobs. She said the government created a hype about providing employment to the youth and also announced “Fast track” recruitment through different institutions. “The so called fast track recruitment has not even taken off in two years since it was announced and instead the ministers are appointing their favourites through backdoor. The government collected several crore rupees as the cost of application forms but nobody has so far been provided an employment,” said Mehbooba.. The PDP president, according to the statement received by Kashmir News Service said the government has started posting officers with known political leanings as a last resort to stay in power by hook or by crook. The political leaders from ruling parties and ministers have somehow started appointing their favourites through back door even though it has no salary for thousands of casual and seasonal labourers and the daily wagers. This is being done only to accommodate ruling party workers in an attempt to buy votes against favours as the ruling parties have seen writing on the wall about their eminent defeat, she said. Referring to the reports that a Molvi and his family members have been arrested in Gool, Mehbooba said the government has virtually turned justice on its head in the state. She said though the Home Minister of India had announced a probe into the massacre caused by paramil-
itary personnel in Gool the state Chief Minister openly accused a Molvi of having master minded the killings. The statement received by KNS quoting Mehbooba said that now, in a bid to prove more loyal than the king the very persons who brought the matter into the notice of the government have been arrested. Mehbooba said this reminds of the 2009 atrocities in Shopian in which the case of murder and rape of two young ladies was hushed up and those who protested were prosecuted. “The government even filed criminal cases against the doctors who conducted post-mortem and confirmed rape and the lawyers who represented the family of the unfortunate victims.” Mehbooba said ahead of the elections the government wants to create instability and an atmosphere of fear so that it can indulge in malpractices. She said Omar Abdullah’s war mongering and advocating attack on Pakistan is part of this design and the present government can go to any extent to create a disturbed situation but people of the state are now fully aware of these dirty tricks and will give a fitting reply to this most hated government in the history of Jammu & Kashmir. Mehbooba said instead of advising caution and restraint the Chief Minister has joined the hawks in calling for an outright war. She said this indicates the insensitivity of the Chief Minister towards the interests of the state and its residents. “While the ceasefire violations have caused tremendous difficulties it is regrettable that the Chief Minister is calling for war between the two nuclear powers” Mehbooba said the blind pursuit of power by a politician can’t get worse. Omar Abdullah obviously does not appreciate the fall out of a modern war and being Chief Minister of a state that has been the worst victim of violence he should have worked for peace rather than promoting hostility between the two countries, she said. High Court sought permission to set up STPs, out of which two hotels have already set up the STPs. The Court has however, allowed these hotels to operate for a period of one month during which the PCB will ascertain efficiency of such STPs. Meaningful dialogue in the interest of Indo-Pak: Brinda Karat Kolkatta, Oct 23, : Communist Party of India (Marxist) leader Brinda Karat Wednesday said that continues border skirmishes between India and Pakistan could be stopped only through meaningful dialogue. She however claimed that Pakistan’s intentions are as vicious as weed. Karat told Srinagar based news agency CNS that both Pakistan and India are facing enormous problems and it is in the interest of both the countries to come across the table
and resolve all the bilateral issues. “Pakistan is facing a tough challenge from fundamentalist groups while India is beset with problems like poverty and inequality. In such a situation, it is no desirable for historic rivals keep pot boiling on Line of Control,” Brinda Karat said. She advised Pakistan to respect ceasefire and extend the hand of friendship wholeheartedly. “The 2003 ceasefire agreement has been broken not for the first time now but several times. Pakistan does not seem to be a
trustable neighbor and has been continuously breaking the faith of India. It’s intentions and motives are not good and it is always in the news for the bad reasons,” she said. Talking to Kashmir News Service, Parvez further stated that the US embassy had a recent meet with the tourism officials of the state and that the travel advisory will be revived by many countries across the world vis-à-vis Kashmir. Police sources told CNS that an LP truck (JK02AV-2235) on way to Srinagar from Kargil skidded off the road near Gadribal Ganiwan Kangan and fell into 200 feet deep gorge. “We were surprised to find driver missing from the gorge. The parts of the truck were scattered into pieces all over the gorge but neither the driver nor the conductor was present there,” Station House Officer Police station Gund, Rayees Hasan Wani told CNS. Irritated family tried to ransack a medical shop Srinagar, Oct 23: Attendants of a patient staged a protest in Sri Maharaja Hari Singh Hospital (SMHS) after the condition of a lady patient went from bad to worse due to erring report of a diagnostic centre. Reports said that Jana Begum wife of Sanaullah Najar of Pattan were advised by doctors to go for a blood group test. “I took my mother to Karan Nagar where blood test was done by a lab technician Diagnostic Centre. The report showed her blood group as O positive. The doctors in SMHS Hospital accordingly supplied her this group of blood but she developed shivering and her condition went from bad to worse,” the son of Jana Begum told CNS. He said that the doctors were shocked to find a grave error in the report of Diagnostic Centre. “Instead of showing A positive the Centre had shown the blood group of my mother as O positive which had brought her on the verge of death,” he said demanding stern action against the owners of the Diagnostic Centre. T
he power woes of the people of Kashmir valley seem to have no end in the near future despite tall claims of the authorities to improve the situation which is worsening with every passing day. Though the power generation in the state has increased during the last five years but due to a large gap between generation and requirement, it has become almost impossible to fulfill the needs of the electricity consumers. Basically the past regimes in the state have not taken sufficient steps to generate electricity from state’s large hydro electric potential. According to a rough estimate the state has a potential of producing about twenty- five thousand MWs of electricity but this has not been tapped and no effective policy and mechanism is in place to take a faster initiative in this direction. At present the state needs at least four thousand to five thousand MWS of electricity if it supplies uninterrupted power to its consumers including the Industrial units which are almost defunct this time. Earlier some temporary initiatives were taken in shape of gas turbine and small hydro power units at far off places but it did not help as the state needs big projects to suffice its electricity requirements. Now the offices are closing in the valley and are moving to Jamrnu. The winter has already sounded alarming bells of a severe cold. The people of the valley deserve to have more electricity to fight the biting cold and to light their houses, if we go by the present situation, the power scenario is not encouraging and the situation will further deteriorate in the coming months. Presently the urban areas have so badly been affected by the curtailment that they do not look different from the rural areas where electricity supply is only for a few hours and rest of the time it is darkness and darkness only. In the modern day electricity is a basic necessity and no gadget is working without it whether a home, a shop, a business establishment, a school, a hospital or any other place. Electricity is first and foremost. In the absence of electric power the life comes to a stand still and does not move even an inch. The state government needs to prioritize the power sector and fix targets to harness the hydro electricity potential of the state so that the people do not face hardships and the prosperity of the state is not compromised.

Indian Railways’ Passenger Friendly Initiatives
I
ndian Railways continuously strive to provide comfortable and affordable travel experience to its passengers. Following steps/initiatives have been taken in this direction: Proliferation of E-Ticketing: Owing to liberalization of norms, increase of booking hours and increased convenience, the percentage of tickets being electronically booked is progressively increasing and is currently about 45 per
cent of total Passenger Reservation System (PRS) tickets booked. On an average, 3.65 lakh reserved tickets are being booked through internet daily. Ticketing Through Mobile Phone: Etickets can also be booked through the mobile phone by downloading software from Indian Railways Catering & Tourism Corporation (IRCTC) website to the mobile phone. Further since February 2012, passengers booking e-tickets need not take a print-out of the Electronic
Reservation slip (ERS) and instead display authorized SMS sent by IRCTC containing all vital details on laptops/ palmtops/mobile phones. They are also required to carry their valid photo-id in original. This is a passenger friendly and an eco-friendly measure.Ticketing Through SMS: In order to improve access and tap the potential of mobile phone market, a pilot project of SMS-based ticketing through non-internet based mobile
phones has been launched by IRCTC on July 1, 2013.Tatkal Facilitation: In order to improve accessibility of Tatkal tickets, the timing of opening of reservation of Tatkal tickets has been shifted to 1000 hours on the previous day of journey instead of 0800 hours, since 10.07.2012. Further, no authorized agents, including agents of IRCTC and RTSAs/RTAs are allowed to book Tatkal tickets from 10:00 hours to 12:00 hours.
Diversification of Booking Modes Proliferation through Tie-up with other institutions (Post offices): PRS terminals are being provided in Post Offices for which MOU has been signed with Department of Posts. About 249 Post offices currently have this facility. Reduction of pressure through Automation: Automatic Ticket Vending Machines (AVTMs) have been introduced to facilitate sale of unreserved tickets and reduce the pressure at the UTS counters. Incentives are offered to passengers for using Smart Cards at ATVMs. 811 ATVMs are functional,
at present. Further, in order to benchmark Indian ticketing-facilitation initiatives with Global Best Practices, a pilot project of Coin/Currency Operated ATVM has also been made operational in Mumbai. Alternate Mode of Sales for Unreserved tickets: With a view to facilitate issuing of unreserved tickets, Jansadharan Tickets Booking Sewaks (JTBS) are being appointed in city areas. They are provided UTS terminals and are allowed to realise commission
from the passengers. Around 993 JTBS have been commissioned at present. Reduction in Advance Reservation Period: The Advance Reservation Period has been reduced from 120 days to 60 days w.e.f 01.05.2013. ID Proof Mandatory For All Reserved Classes To Prevent Misuse of Ticket – With a view to keep a check on the passengers travelling on transferred tickets, provision was already there for production of proof identity in case of e-tickets, Tat-
kal tickets and passengers travelling in AC classes (except 3E). The scope of this provision has been expanded and w.e.f 01.12.2012, any one of the passengers booked on a ticket for travelling in any reserved class has to produce any one of the ten prescribed proof of identity in original during the journey , failing which all the passengers are treated as travelling without ticket and charged accordingly. There is, however, no change in the condition of production of same proof of identity (in original) as indicated on the Tatkal ticket.
New Passenger Friendly Amenities Facility of Modern Luggage Trolleys had been introduced as a pilot project for senior citizens and women passengers. These were earlier operated through Rail Yatri Sevaks. Subsequently, instructions have been issued to Zonal Railways on 03.05.2013 to hand over the Modern Luggage Trolley to licensed porters at all other stations except Howrah and Sealdah where these trolleys will continue to be operated by Rail Yatri Sevaks up to May, 2014. Cleanliness Improvement: For improving the standards of cleanliness, Railways have been planned multi-pronged action by synergizing technology, education of Users and provision of better mechanized equipments. Battery operated vehicles at Railway stations for disabled, old age and sick passengers. This facility is to be provided through Commercial Publicity route with no charge to be levied either from the passenger or from the Railway. The scheme which was initially started for one year had been extended further up to 26.08.2016. The facility is presently available at 25 stations. Adarsh Stations: The scheme of Adarsh stations has already been introduced Indian Railways. Adarsh Stations are provided with basic facilities such as drinking water, adequate toilets, catering services, waiting rooms and dormitories especially for lady passengers, better signage, etc. Under this scheme, 1052 Railway Stations have so far been selected for development.

he Government recently announced an ambitious plan to produce more electricity from renewable sources as a part of its target to add 10 Giga watts of solar energy by 2017 and 20 Giga watts by 2022. The steps being taken in this direction include setting up of an ultra-mega green Solar Power Project in Rajasthan near Sambhar Lake. The project will be the first of this scale in the world and will thus turn to be a model for future projects. With the completion of the first phase of Jawaharlal Nehru National Solar Mission by surpassing the target, the country is set to embark on its second phase. In the first phase 1685 MW of solar energy was generated against the target of 1100 MW. In the second phase, areas for focus have been identified in Rajasthan, Kargil and Ladakh. Generation of solar energy has come a long way since we embarked on the Jawaharlal Nehru National Solar mission in 2010. Today, we generate 1.8 GW of electricity from solar energy which is going to be multiplied in the years to come. Despite this, solar energy forms but only a small fraction of power generation in the country. In fact the entire sector of renewable energy, which includes small hydro- electric projects, contributes only 12 % to the national power kitty; about 17% comes from hydro- power and about 2% from nuclear power. The bulk 70% comes from coal and gas based plants. Sixty-five percent of power from renewable sources comes from wind energy. Biomass accounts for 14%, small hydro- power projects contribute 13% and solar energy 5%. Other sources contribute about 3%. This imbalance needs to be corrected on many counts, on top being the environmental concerns. When the world is seriously concerned about global warming, non-conven-
tional sources of energy need to be exploited to the maximum extent. And that is precisely what India is trying to do. Besides, the country imports 70 % of oil which is a big drain on its foreign exchange reserves. The total installed capacity of power generation in the country now stands at just over 223 GW, far less than the requirement. The demand for power is estimated to increase by 16 GW a year at least until 2020. In this situation, every source of energy needs to be tapped to meet the

In Britain and some other European countries too, coal-fired plants are converting to bio mass. Proper exploitation of this field needs huge investments for building storage capacity and plants, the way countries like Finland and Sweden have done. In Finland 20 % of power generation and in Sweden 16% of power supply come from biomass. With about 200 tons of agricultural waste
going unused in India, the potential of harnessing this area is substantial. Though per capita greenhouse gas emissions in India are very low, it has added about 2000 clean power projects in the last decade or so. The number of greenhouse buildings where solar and wind energy mechanisms and water harvesting etc. are in place has reached 2204. The number is planned to reach 1 lakh mark-an ambitious target indeed- by 2025. The Asian Development Bank has just announced that it will provide $500 million to build a power transmission system to carry clean electricity from wind and solar power projects in Rajasthan to the state and the National grid. Since setting up of transmission lines to evacuate power from the generating stations is a massive challenge, it will go a long way in dealing with the problem. Today, India is in a position to help other countries also. It has offered line of credit and expertise to Cuba to develop renewable energy projects to enable it to reduce its dependence on oil imports. NTPC is exporting 250 MW of electricity to Bangladesh at a fixed tariff. India has also invested in power projects in Bhutan. In short, keeping in view the challenges of power shortage and increasing demand in developing countries and environmental challenges across the world, India as also the rest of the world, needs to pay adequate attention to power generation through non- conventional sources. According to one estimate India has the potential to generate 150 GW of power through renewable sources alone- thanks to plenty of sunshine for most part of the year and a good wind velocity in many parts of the country. But it needs huge investment to realise it. The rich countries must come forward to help developing nations to promote clean power generation. India on its part is well on the march.

CHURU (Rajasthan): Accusing BJP of fanning communal flames, Rahul Gandhi on Wednesday said the party's "politics of hatred" was damaging the country's fabric and apprehended he may also be assassinated like his grandmother and father, who had fallen victim to it. Striking an emotional chord, the Congress Vice President said that when he visited riot-hit Muzaffarnagar in Uttar Pradesh sometime back and talked to both Hindus and Muslims, he could see his own story in their words.
"I was seeing my face in their grief. That is why I am against their (BJP's) politics ... What do they do. They will put Muzaffarnagar on fire, Gujarat on fire, UP on fire and Kashmir on fire and then you and we will have to douse that. This damages the country," Gandhi said. He said that such politics leads to anger and resentment and precious lives are lost in violence. "My grandmother was killed. My father was assassinated and perhaps I may also be killed one day. I am
not bothered. I had to tell you what I felt from the heart," Gandhi said and vowed to oppose BJP's politics. Gandhi, whose grandmother Indira Gandhi was killed by her Sikh bodyguards during the militancy days in Punjab and father Rajiv Gandhi was assassinated by LTTE, also narrated an incident of an MLA from Punjab visiting his office recently and telling him that had they met 20 years ago, he would have killed the Congress Vice President due to anger. "Anybody can get angry. The anger is deliberately put into people. Politicians do it. Interested party does it. And then the common man, who is hurt has to carry this anger with him. He moves everywhere with this anger. That is why I am against the politics of BJP. Because what they do is that they hurt (people) for political gains." He told the gathering, which included a number of Sikhs, that after the assassination of her grandmother, he came to know that the assassins Satwant Singh and Beant Singh wanted lob a grenade at her grandmother on Diwali. han held a series of meeting with central leaders in the national capital on Wednesday. Summoned by the Centre for consultations before the efforts to bifurcate Andhra Pradesh are intensified, Mr Narasimhan held separate meetings with United Progressive Alliance (UPA) chairperson Sonia Gandhi, Union Home Minister Sushil Kumar Shinde and
Union Finance Minister P. Chidambaram. Mr Narasimhan first met Mr Chidambaram who is a member of the Group of
Ministers (GoM) constituted to work out modalities for formation of the Telangana state. During the meeting, which lasted for 30 minutes, the governor is believed to have discussed various issues that may arise post-bifurcation. The governor later called on the UPA chairperson and briefed her on the latest situation in the state in the wake of the decision to carve Telangana state. He is
learnt to have presented a report on the bifurcation issue. Mr Narasimhan later met Mr Shinde and discussed the law and order situation and the status of Hyderabad. According to sources, they discussed measures that need to be taken to maintain law and order before taking further steps on the formation of Telangana. The governor is also likely to meet Congress vice president Rahul Gandhi and Defence Minister A.K. Antony. The meetings also assumed significance in the wake of the two meetings the GoM has held so far and the direction given to all departments to prepare the reports before the GoM's next meeting on November 7. The GoM, which received hundreds of suggestions from people, is also reportedly discussing a suggestion by Seemandhra (Rayalaseema and coastal Andhra) leaders to declare Hyderabad a union territory. Another suggestion which is reportedly under the GoM's consideration is according special status to Hyderabad with the Centre keeping with itself the law and order portfolio and a couple of other crucial key departments to address the concerns of the Seemandhra people. This is the governor's first meeting in Delhi after the Congress Working Committee's July 30 decision to carve a Telangana state.
Suryanelli Sex scam: Kerala HC rejects petition against P J Kurien The Kerala High Court on Wednesday dismissed a petition filed against Rajya Sabha Deputy Chairman P J Kurien for conducting a detailed inquiry on his alleged involvement in the 1996 Suryanelli sex scandal. A single judge of the high court dismissed the petition filed by the rape survivor from Suryanelli in Idukki, who was 16 when she was abducted, taken to various places and sexually exploited by at least 40 people. She has alleged that Kurien was one of the people who had raped her. Repeated police investigations in the past have found Kurien to be not involved in this case. He was exonerated by the Supreme Court in 2007 and was not among the 35 men tried for the woman's rape by the Kerala High Court. The petitioner was seeking a detailed investi-
gation against Kurien on the basis of revelations made by Dharmarajan, a lawyer, who is the only person convicted in the case, and serving a life sentence. In February, Dharmarajan had told a regional TV channel that he had driven Kurien to the Kumili Guest House where the gang-rape survivor alleges she was assaulted by Kurien. He had later retracted his statement. The judge hearing the plea in the High Court maintained that a fresh inquiry could not be ordered based on Dharmarajan's statement. The victim had moved the High Court after a sessions court in Idukki dismissed her plea in June.Kurien has termed allegations against him as 'political conspiracy.' The rape survivor insists the police did not investigate him long or hard enough because of his political clout.

Moreover, if star campaigner travels with candidate, then 50 per cent of the travel expenses will be apportioned to the expenditure of candidate.In case the advertisement for general party propaganda with photo or appeal of the star campaigner is made in the print or the electronic media without any reference to any candidate, expenditure on such general advertisement will be included in the account of the political party.Political parties will have to communicate the list of their star campaigners to Delhi Chief Electoral Officer within seven days of the poll’s notification, which is fixed for November 9, the election Commission said.The commission has received representation from the political parties suggesting that if any representative of print or electronic media travels with the star-campaigner in his vehicle or helicopter then the travel expenses should not be included in the election expenses of the candidate.The EC has clarified that if any attendant, security guard or medical attendant of star campaigner or any member of the party, who is not a candidate in the constituency concerned, or any representative of electronic/print media travels with him, then travel expenses of such star campaigner will
not be added to the account of candidate provided they do not play any role in election campaign of the candidate. If the posters, banners, flags, stickers with photo or appeal of the star campaigners without any reference to any particular candidate are used during the elections, the expenditure should be booked to the account of the political party. If however, the leader happens to be a candidate in any constituency, then the proportion-
ate expenditure on such items, actually used in his constituency, should be accounted for in his election expenses, read the EC’s guidelines on expenditure. The upper limit for expenditure is fixed at Rs 14 lakh per candidate. LUCKNOW: A minor girl was gang-raped by village youth and then burned alive in a Uttar Pradesh district on Tuesday night. The girl sustained 80 per cent burns and died in a district hospital on Wednesday morning, police said. The incident took place in Sirsa Kalaar area of Orai in the Jalaun district of the state. The girl, a student of class eight, had gone to a farm to along with her elder sister. As the two were returning, three villagers, including local goon Ram Bahadur, dragged her to a nearby area and gang-raped her, the girl's family told the police. The family said that the girl threatened the assailants that she would tell the villagers, which prompted the trio to set her on fire. The assailants then escaped even as her elder sister rushed to the village and raised an alarm. But by the time family of the girl and neighbours reached the spot, the girl had already sustained 80 per cent burns. The police station in-charge RP Pandey told IANS that the girl's family has not lodged an official complaint.

Imran Tahir’s maiden five makes it SA’s day Agencies DUBAI: Imran Tahir announced his comeback to Test cricket with a maiden five-wicket haul that embarrassed Pakistan as they were bowled out for 99 on the first day of the second Test in Dubai. Graeme Smith then steered his team into the lead towards the end of the day with an unbeaten half-century and with seven wickets in hand, South Africa have already taken charge of the Test. The day belonged to Tahir, whose last Test figures in Adelaide had read 40-1-260-0. He picked up three wickets in the last ten minutes of the first session and then added two more early in the second as Pakistan collapsed to 99 - their third-lowest score against South Africa - in just 36.4 overs. Two of those wickets, including that of Misbah-ul-Haq, came in the last over before lunch after Dale Steyn had removed Younis Khan in the penultimate one, meaning Pakistan had all but frittered away the advantage of batting first on a pitch that is expected to aid the spinners later in the Test. as the 12th over of the innings, but bowled too full in his first few overs. Azhar Ali and Shan Masood, who were making gradual progress, were both happy to push him straight down the ground for comfortable singles. But one such full delivery caught the inside edge of Masood’s bat and hit the stumps after hitting his back leg. The second wicket was the big one though as Tahir bowled a flighted googly to which Misbah played outside the line and was hit right in front of the middle. Misbah reviewed the decision, but there wasn’t much of a case for him. The third one was off a quicker delivery that Adnan Akmal chose to play on the back foot, but it skidded past the inside edge on to the stumps to leave Pakistan in tatters. Pakistan were reduced from 52 for 2 to 60 for 6 in a matter of minutes as Tahir found the right length on the pitch. Pakistan hopes for some resistance in the second session disappeared as soon as Saeed Ajmal was run out by a direct hit. Then, Tahir picked up two more wickets in an over - Asad Shafiq went for a slog and missed a straighter one while Mohammad Irfan missed a googly.

Vinay delivered an entire opening over of gentle looseners, and Bailey drove and pulled him for three boundaries. Maxwell was given plenty of leg-side offerings to indulge in his quick-arm powerful swing. He countered Ashwin's line from round the wicket, powering him for successive reverse-swept boundaries, the first of which went for six. After India sent the duo back, Dhoni didn't give the ball to any of his seamers, opting for spin for nine of the last ten overs before he brought back Shami for the last one. Australia 's lower order, tied down by Raina and Ravindra Jadeja, promptly took 12 off it, despite atleast three deliveries finding the blockhole. Kieran Powell believes that his experience and maturity as a batsman will be a key factor in the upcoming tour of India, as he looks to bolster West Indies' batting ranks. Powell, who made 61 from three innings during West Indies A's recent tour of India, said that despite the difficult conditions in the subcontinent, West Indies had the adaptability within the team to succeed. "India is a difficult place to bat but it's good once you can utilize the conditions there. It's about adapting quickly. The upcoming tour is much different to the first time I toured India because now I have more experience," Powell said. "I also had more responsibility playing and leading the A team here last month (in the limited-overs games) and seeing that the pitches had more grass, I think I know what to expect. Budding cricketer Siddhesh Lad wants to impress Sachin Tendulkar Agencies Siddhesh Lad was born on May 23, 1992. More specifically, he was born 111 days after Sachin Tendulkar scored that coming-of-age hundred in Perth. At 21 years and 153 days, Lad is the youngest member of the Mumbai Ranji Trophy squad that will travel to Lahli, with Tendulkar, for the opener against Haryana. Lad was also part of the 15 two seasons ago, but “there was no Sachin sir then”. This time, he is “excited” to be part of the same dressing room as his boyhood idol. “I got a feeling he was watching me bat at the nets,” Lad said after the team’s practice session at the Wankhede on Tuesday. “But we haven’t spoken yet. Look, there are two more days of practice. And we’ll be in Lahli till the 31st. So I have about 10 days. I’m sure I’ll get to speak with him,” added the right-handed batsman who did excep-
tionally well for the Mumbai Under-25 side last season. Lad is the son of Dinesh Lad — the man who spotted Rohit Sharma when he was just 12. And like Sharma, the boy went to Swami Vivekananda International School in Borivli where Lad Sr is still coach. Lad was chiefly responsible for his school’s triumph in the Harris and Giles Shields a few years ago. So what does he think his conversation with Tendulkar will be about? “I want to know how he prepares before a match. I’ve heard stories that he visualises a lot. I want to speak to him in detail,” Lad said. His favourite Tendulkar knocks include the ODI double hundred against South Arica and that epic 241* against Australia. “My god, he didn’t play a single shot on the off side. I wonder how he did that!” Asked what he likes most about Tendulkar, Lad said, “His balance. There were times when
our U-25 coach, Vilas Godbole, bought newspaper cut outs of Sachin’s photos just to show his balance. That is what I like the most about him.” Lad is highly rated in Mumbai circles and had announced himself with a ton on his List A debut against Saurashtra earlier this year. There’s an interesting piece of trivia that connects Lad and Tendulkar. The story goes like this. Hemant Waingankar, the former cricket administrator and fast bowler who played with Sunil Gavaskar, presented the boy with a ‘Sai Baba locket’ a few years ago. “This boy will make it big,” Waingankar would tell journalists. “All these years, I have given away just three lockets. Ravi Shastri was the first recipient and Sachin Tendulkar the second. And now, it’s this boy Siddhesh,” Waingankar would add. Lad is aware of this ‘story’. And he proudly wears that locket. Alas, Waingankar passed away a few weeks ago. But he’d be happy up there.
