Srinagar, September 23: Mr. Mushtaq Ahmad, Chairman, Jammu and Kashmir Bank, called on Mr. N. N. Vohra, Governor, at Raj Bhavan, here today. During the meeting, the Governor discussed with Mr. Ahmad issues relating to the Bank’s activities to enhance employment generation opportunities by advancing financial support to entrepreneurs, unemployed youth, artisans, craftsmen and others who have bankable proposals to set up their own ventures. He stressed the vital role that the Bank must continue to play, on a much larger scale, for speeding up the growth and development in the State. Mr. Ahmad briefed the Governor about the Bank’s existing programmes and activities to be undertaken in the future, particularly relating to schemes for advancing loans to the un-employed youth for establishing their own ventures under various self-employment schemes as well as to other segments of society. The Governor wished Mr. Mushtaq Ahmad a very successful second tenure, which had been recently approved by the Reserve Bank of India.

Director General of Police (DGP), Ashok Prasad reviewed the arrangements for the tournament at a high level meeting of police officers here today.In the tournament more than 100 players, representing 26 States and Central Police Organizations of the country would be participating. This is 17th event of the tournament and Jammu and Kashmir Police is hosting the national event for the third time. The first tournament was held at Shillong in October, 1996 and previously JKP hosted the tournament in 2002 and 2005. The Organization lifted the 11th championship in 2007 held in Punjab. Development of sports Infrastructure – need of the time

T

he recent decision of the central government to allot one thousand crores rupees to J&K state for development of sports infrastructure is really a historic decision and will go a long way in promoting sports activities in the state. Of late, it was felt that the sports infrastructure in the state was not of national standards not the question of international level and everybody whether a sports man or a sports lover wanted this to be upgraded and expanded. In the whole of the stat we have one picturesque stadium called Sher I Kashmir cricket stadium at Srinagar where some international matches were played in the past but that too is now in shambles as there is no proper care of that stadium. As far as districts and Tehsils are concerned these either do not have any standard sports stadium or if they at all have those are not properly constructed and maintained. Now with the provision of one thousand crores rupees the sports facilities will get a big boost and also the sports facilities including construction of Indoor and outdoor stadiums will be extended to even far off places. The sports ministry in the state has already initiated action and stone laying ceremonies of some stadia have already being held. The sports facility can help in a big way to produce national and international level sports persons in different streams who can bring laurels to the state and the country. Since Parvaiz Rasool was selected in the National team the spirit of showing their mettle has tremendously been infused in young generation and they now want to represent the state in the national and international arena. There is no dearth of talent in Jammu & Kashmir but what is needed is to help them by providing necessary infrastructure and training so that their enormous talent can be tapped in a better way. The state sports minister Taj Mohi ud Din has initiated several steps to promote the sports activity from the school level itself so that the talented youngsters are groomed to become big names in the field of sports. If the present trend of providing the necessary facilities continues, the time is not far off when Jammu & Kashmir will be one of the best states in the country producing top sports men and women who will make their presence felt at national and international level.

Demand Reduction-Key to Drug Abuse Control

rug addiction is increasingly becoming an area of concern as traditional moorings, social taboos, self-restraint and control-discipline of the joint family and community are gradually disappearing with urbanization. Alcohol and drug abuse has emerged as a serious socioeconomic problem in India. Located between two of the world’s largest illicit drug producing regions, India has been a transit country for long, making it highly vulnerable to the problem of smuggling of drugs into and out of the country and drug abuse. Narcotic Drugs include coca leaf, cannabis (hemp), opium, poppy straw and other manufactured goods, whereas Psychotropic substance means any substance, natural or synthetic, or any natural material or any salt or preparation of such substance or material included in the list of psychotropic substances specified in the Narcotic Drugs and Psychotropic Substances Act, 1985. Narcotic Drugs and Psychotropic Substances have several medical and scientific uses. However, they can be and are also abused and trafficked. Natural narcotic drugs of great medical use such as morphine, codeine are produced from opium. Thus, the manufacture of natural narcotic drugs indirectly affects the demand for opium and the area in which farmers should be allowed to cultivate opium. India is one of the few countries that are internationally permitted to grow opium and successive resolutions of the UN Economic and Social Council require India (and other producing countries) to maintain a balance between demand and supply. Thus, on the one hand, India shares with other opium poppy growing countries the responsibility of ensuring that there is adequate supply of opium and opiates in the world and on the other has the responsibility to avoid excessive accumulation of stocks. Article 47 of our Constitution provides that "……… the State shall endeavour to bring about prohibition of the consumption except for medicinal purposes of intoxicating drinks and of drugs which are injurious to health." India is a signatory to three United Nations

Conventions, namely: (i) Convention on Narcotic Drugs, 1961; (ii) Convention on Psychotropic Substances, 1971; and (iii) Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, 1988. Thus, India also has an international obligation to curb drug abuse. The Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985 was framed taking into account India’s obligations under the three UN drug Conventions as well as Article 47 of the Constitution. This Act prohibits, except for medical or scientific purposes, the manufacture, production, trade, use, etc. of narcotic drugs and psychotropic substances. Thus the Governments’ policy has been to promote their use for medical and scientific purposes while preventing their diversion from licit sources, and prohibiting illicit traffic and abuse. The NDPS Act is administered by the Ministry of Finance, Department of Revenue. However, matters pertaining to Prevention of Alcohol and Substance Abuse are handled by the Ministry of Social Justice & Empowerment (MSJE). The Ministry supports various NGOs working in this field. The Ministry of Health, which is responsible for all health issues, runs several drug de-addiction centres in the Government hospitals across the country. The Narcotics Control Bureau, under the Ministry of Home Affairs, coordinates actions by various functionaries (Central and State) under the NDPS Act. The State Governments also have their own Health Departments and Social Welfare Departments each of which has its own set of activities relating to Drug Demand Reduction. Illegal cultivation of opium poppy (Papaver sominiferum) and cannabis (Cannabis sativa) are offences under the NDPS Act. Synthetic and semi-synthetic drugs are illicitly manufactured in clandestine laboratories (commonly known as clan labs) the world over. Diversion of licit pharmaceuticals containing narcotic drugs and psychotropic substances for abuse has been a significant problem in India. Preparations containing drugs such as codeine, buprenorphine, diazepam and alprazolam are commonly abused.

Drug abuse is a result of two factors- the availability of drugs and the psychosocial conditions which result in their abuse. Both traditional and semisynthetic and synthetic drugs are abused. Intravenous drug use and HIV/AIDS driven by such use have added a new dimension to the problem. The United Nations General Assembly, in its 20th Special Session in 1998, has accepted demand reduction as an indispensable pillar of drug control strategies. Hence, equal emphasis is placed on supply and demand reduction. Demand reduction also has two components- treating the drug addicts and educating and enabling the society to prevent addiction and to rehabilitate addicts after they have been treated. Thus, drug abuse is a psychosocio medical problem, which needs both medical intervention and community based interventions. Hence, the central government has a three-pronged strategy for demand reduction consisting of: •Building awareness and educating people about ill effects of drug abuse. •Dealing with the addicts through programme of motivational counselling, treatment, follow-up and socialreintegration of recovered addicts. •To impart drug abuse prevention/rehabilitation training to volunteers with a view to build up an educated cadre of service providers. Of the above, treatment is the component which directly targets drug addiction. India has a two-pronged strategy towards it- (a) running deaddiction centres in Government hospitals; and (b) supporting NGOs involved in this endeavour. The Ministry of Health and Family Welfare of the Government of India runs a number of drug-de-addiction centres in various Government hospitals across the country. The Ministry of Social Justice & Empowerment has been implementing a Scheme for Prohibition and Drug Abuse Prevention since the year 1985-86. The approach of this Scheme is to provide the whole range of services including awareness generation, identification, counselling, treatment and rehabilitation of addicts through voluntary and other organizations. In order to reduce the demand for and consumption of alcohol

and dependence producing substances, the thrust would be on preventive education programmes and Whole Person Recovery of the addicts At present, under this Scheme, the Government supports Non-Governmental Organizations (NGOs) running Deaddiction-cumRehabilitation Centres, De-addiction Camps, and Counselling and Awareness Centres. The Government bears the major portion of the cost of services provided at these Centres. While the apparent "benefits" of consumption for drug abusers is transient and health and financial burden on society considerable, there are huge profits for suppliers and traffickers of illicit drugs. Producer and trafficking countries, however, tend to pay a high social and political price for short-term economic gains. Although families have a powerful influence on shaping the attitudes, values and behavioral patterns of children and thus preventing substance abuse, peer groups often prove to have an even stronger influence. The negative influence of peers appears to increase when parents abdicate their traditional supervisory roles. Family factors which can lead to or intensify drug abuse include, prolonged or traumatic parental absence, harsh discipline, failure to communicate on an emotional level and parental use of drugs. Lack of household stability triggered by low and irregular income and unemployment may increase the stress on the family and its vulnerability to drug abuse. While the family itself can be the source of drug problems, it can also be a potent force for prevention and treatment. As most families are supported and cared for by women, women play a key role in teaching the young, ensuring health care and maintaining links with and mobilizing community support where necessary. The recognition and effective utilization of women as resources for drug prevention and treatment can therefore improve efforts to reduce both the supply of and demand for drugs. Indeed, the family unit as a whole has a clear interest in preventing individual family members from falling prey to drug abuse, and thus could become a powerful ally of government and community prevention programmes.

Development of Coal Sector

oal is the mainstay of India’s energy and 55% of primary energy supply and 70% of power generation in the country are coal based. India ranks third in coal production globally after China and USA. The Ministry of Coal is responsible for exploration, production and distribution of coal and lignite to meet the requirements of different consumers and through the public sector undertakings it is discharging its responsibilities. Coal India Ltd. and Neyveli Lignite Corporation Ltd. (NLC) are the two Central PSUs under the administrative control of the Ministry. Singareni Collieries Company Ltd. (SCCL) is the joint undertaking of Government of Andhra Pradesh and Government of India with equity sharing in the ratio of 51:49 respectively. The need for systematic and scientific development of coal industry was recognized from the inception of the process of national economic planning in the country. National Coal Development Corporation (NCDC) was set up in 1956 which was the first step towards planned development of the industry. Singareni Collieries co. Ltd. (SCCL) was already a government company in 1956 and Central Government started equity participation in SCCL from 1960 onwards. However, comprehensive development programme could be initiated only after nationalisation of the industry in the early 1970s and formation of Coal India Ltd. (CIL). Soon after nationalisation of coal sector in the early 1970s, Coal India Ltd. (CIL) was formed as a holding company in 1975 with four coal producing companies and one planning and design institute and the level of production was about 73 million tonnes at the time of its formation. Today CIL has seven coal producing companies and one planning and design institute with their operations spread over eight states and has achieved a level of 436 million tonnes in

2011-12. India’s assessed coal resources currently stand at about 293 billion tonnes of which about 118 billion tonnes or 40% are proved reserves and the remaining 60% are in inferred and indicated categories. Plans have been drawn to enhance the efforts for coal exploration with a view to enhance the reserve base. Coal production enhancement is basically through taking up of new projects under the public sector companies of the Ministry and development of blocks allotted to various companies in public and private sectors. In addition, acquisition of coal properties abroad has also been adopted for securing coal supplies in meeting the demand. A number of policy initiatives taken by the Government over last three decades has strengthened the coal sector in enhancing production with due regard to safety and environment. Introduction of setting of economic reforms in the early 1990s led to tapering off the budgetary support. After a major capital restructuring of CIL in 1996, the budgetary support to CIL was completely stopped. Coal prices were partially decontrolled in 1996 and administrative pricing mechanism was discontinued on complete decontrol of coal prices with effect from 1, January, 2000 and coal companies were empowered to notify the prices. Subsequently the boards of the performing coal companies were delegated higher financial powers for decision making on their own. A new coal distribution policy was introduced in 2007 and fuel supply agreements have been made mandatory. Coal royalty has been fixed on advalorem basis in place of mixed approach of fixed and advalorem rates. The Government has also encouraged acquisition of coal equity abroad from energy security point of view. Import duty on coal imports has been tapered off and currently there is no import duty on imports. Similarly, import duty on project

imports has also been removed from the current fiscal. A proposal for setting up independent regulatory authority for Coal is under consideration of Government. A Bill to permit private sector in the commercial mining of coal has been awaiting consideration of the Parliament. Coal production has risen from about 78 million tonnes in 1975 to 540 million tonnes in 2011-12, the Terminal year of the XI Plan. About 100 million tonnes of coal was imported in 2011-12 which forms about 15% of the coal consumption of about 650 million tonnes during 2011-12. The coal production target in the Terminal Year 2016-17 of the XII Plan is set at 795 MT implying a growth of 8% against the actual growth of about 4.6% in the XI Plan. However, when compared with the projected demand of 980.50 MT in 201617, a gap of 185.5 MT exists between domestic production and the projected demand. This would need to be met through coal imports. There have been constraints in enhancing coal production in terms of environmental issues, land acquisition, R&R, coal evacuation and law & order in some places. However, Ministry of Coal has been taking up the issues with the concerned State and Central authorities on regular basis for amicable solutions. Over the period of time the rehabilitation package of CIL has evolved and made more liberal than the National R&R Policy. Coal companies can adopt either CIL’s policy or the concerned State Govt. Policy whichever is liberal. Coal evacuation is one of the critical area in the entire coal supply chain in the country and railways are the major bulk transporter. While efforts to strengthen the existing infrastructure are being made on continuous basis, the most important rail connectivity projects in the potential coalfield areas have been taken up by the Ministry with the Ministry of Railways and the State Governments concerned. These projects will be funded

through the internal resources of CIL. Action plan has been drawn in regard to implementation of these projects and railways, Ministry of Coal and coal companies are regularly monitoring the status of implementation. The pending issues regarding environment and forestry clearances are being regularly addressed in consultation with Ministry of Environment and Forests and the State Governments concerned. All the mitigation measures as approved by Ministry of Environment and Forests while according environmental clearance are being strictly followed by the coal companies while implementing the projects and rigorous monitoring by both coal companies and the State Pollution Control Boards is being done. Mine reclamation and rehabilitation through properly drawn mine closure plans are being addressed both during the mining and at the stage of final closure. The Ministry has issued comprehensive guidelines in regard to preparation of mine closure plans which are now integral part of mining plans. Mine owners are bound through financial commitment by charging specified rate per hectare of land involved and through opening an escrow account with coal controller. The Government has approved a Master Plan to address the issues of fires, land subsidence and rehabilitation of affected persons in the old mined out areas of Jharia and Raniganj coalfields for implementation in ten year ’s time. Jharia Rehabilitation and development Authority in the State of Jharkhand and Asansol Durgapur Development Authority in the state of West Bengal have been entrusted with the job of implementation of Rehabilitation works particularly for private people and BCCL and ECL will be responsible for rehabilitating their colonies and employees. The Government will provide financial resources for implementing the project.

Exercise is not just good for physical health, but it can also boost our mental health, say experts. Now, a new study has explored psychosocial factors that may help to explain connection between physical activity and mental health.Karin Monshouwer of the Trimbos Institute in the Netherlands and colleagues at Trimbos and VU University Medical Center specifically wanted to examine two existing explanations for the link between exercise and mental health.The self-image hypothesis suggests that physical activity has positive effects on body weight and body structure, leading to positive feedback from peers and improved self-image, and ultimately improving mental health.The social interaction hypothesis, on the other hand, holds that it's the social aspects of physical activity - such as social relationships and mutual support among team members that contribute to the positive effects of exercise on mental health. Monshouwer and her colleagues surveyed over 7000 Dutch students, ages 11 to 16. The adolescents completed validated surveys aimed at assessing their physical

activity, mental health problems, body weight perception, and participation in organized sports. The researchers also gathered data on the adolescents' age, gender, and socioeconomic status; whether they lived at home with their parents; and whether they lived in an urban area. The researchers found that adolescents who were physically inactive or who perceived their bodies as either "too fat" or "too thin" were at greater risk for both internalizing problems (e.g., depression, anxiety) and externalizing problems (e.g., aggression, substance abuse). Adolescents who participated in organized sports, on the other hand, were at lower risk for mental health problems. Confirming both the self-image hypothesis and the social interaction hypothesis, adolescents' body weight perception (i.e., "too heavy," "good," or "too thin") and sports club membership each partially accounted for the relationship between physical activity and mental health, even after taking adolescents' backgrounds into account.These results suggested that certain psychosocial factors - body

The Indian captain is captaining the Chennai Super Kings in their opening Champions League T20 match.At his home ground in Ranchi on Sunday, Indian cricket captain MS Dhoni who is leading Chennai Super Kings in the Champions League T20 against South African side Titans sported a new hairstyle.The 32-year-old was seen with a bald buzz cut look when he took off his wicket keeper helmet between overs after winning the toss and putting Titans in to bat. Agencies England selectors announced the squad for the Ashes Test series to be held in Australia later this year on Monday. Three uncapped players - Yorkshire batsman Gary Ballance, Warwickshire pace bowler Boyd Rankin and Durham all rounder Ben Stokes were included in the 17-man squad.In an official press release by the England & Wales Cricket Board, it was announced that a total of six players who did not take part in the playing eleven during the recent 3-0 Ashes series win at home were named in the squad. Alongside the uncapped Test trio, Michael Carberry, Monty Panesar and Chris Tremlett have all been recalled. Carberry played just one Test, against Bangladesh in 2010 while Monty Panesar has represented England in 48 Tests, the last of which was against New Zealand earlier this year.
