Pattan, August 24: Police Sunday arrested a wanted drug peddler from North Kashmir’s Pattan area and recovered scores of strips of Alprex tablets and codeine bottles from him. Station House Officer Pattan, Mehboob Bandey told CNS that Mohammad Ashraf Ahangar son of Ali Mohammad resident of Sheerabad, Khor Pattan is a notorious drug paddler who used to supply banned drugs to youth from Pattan and Sopore area. After receiving specific information, police party laid a nakka at Hanjivera and arrested him. “Though the accused tried to flee from the spot however he was chased by the policemen and was trapped. The bag carried by him contained Alprex tablets and banned Corex syrups,” the SHO said. An FIR vide 214/2013 under section 8/22 of NDPS Act has been registered against him.
54 HCs promoted as ASIs Srinagar, August 24: Inspector General of Police, Kashmir Zone A. G. Mir promoted and issued formal order in favour of 54 HCs to the rank of ASIs. The 50 metres long bridge would benefit a population of 10,000 souls residing in six villages in the Bijbehara constituency. The Chief Minister said that the Jablipora Fruit and Vegetable Mandi will give impetus to the fruit marketing in Bijbehara and adjacent areas and generate various economic activities for locals. Family Welfare launched to help and accelerate the country’s AIDS prevention programme by targeting high risk groups (Female Sex Workers- FSW, Men who have Sex with Men - MSM, Injecting Drug Users – IDU), and vulnerable population (Migrants and Truckers) who are at high risk of getting HIV infection in New Delhi today. The World Bank is supporting this project with an interest-free loan of Rs.1,275crore ($255 million). The formulation of NACSP was a consultative process where in Civil Society Organizations, community groups, donor partners and international organizations contributed. The groups met in June-July, 2011 where in all the strategies were chalked out. NACSP will contribute to three of the five strategies of the National AIDS Control Programme IV: (i) the prevention component, (ii) the behaviour change component, and (iii) the institutional strengthening component.
The two other components, namely, the provision of care, treatment and support to people living with HIV and AIDS (PLWHA) and strategic information management systems (SIMS), including disease surveillance, will be supported by the national budget, with technical and financial support from other donors. The main support of the Project will be provided for the scaling up of HIV prevention interventions, with a focus on the high impact and cost-effective targeted interventions for population groups at high risk, and part of Information Education and Communication (IEC) including behavior change and demand generation. The Project will also support further strengthening of its project management including human resource support and technical support for TIs. By scaling up targeted interventions and prevention services, it is estimated that the project will cover about 90 percent of the high risk groups and avert about 3 million new infections by 2017. The project will also support the Department of AIDS Control in undertaking prevention programmes as well as expand communication and advocacy programmes that promote safe behaviour and discourage stigma and discrimination against people living with HIV and AIDS. Of the total project cost of $510 million, $255 million will be financed by the World Bank through a credit from the International Development Association (IDA).

DDC conducts surprise inspection of GHS Chanderkote RAMBAN, AUGUST 24-Deputy Commissioner, Ramban, M.H Malik, has asked the education department to distribute the available stocks of books among the deserving students of the district. The DDC issued directions to Chief Education Officer during a surprise inspection of Government High School Chanderkote on Saturday.During the checking of records and store, the DC took serious note of huge stock of books lying in the school. He directed the CEO to ensure distribution of the books immediately. He also expressed dismay over low attendance in all classes to which the class teachers and Headmistress had no satisfactory reply. He asked the teachers and Headmistress to ensure full attendance by motivating the parents to send their wards to the school. The DC also inspected the mid-day meal stocks and arrangements for the preparation available in the school.

KUPWARA, AUGUST 24: According to the Chairman, DLSA, Kupwara, the mega lok Adalats are being conducted at Tangdhar, Handwara, Kupwara and Sogam commencing from September 6 to 13, 2013 in collaboration with the TLS Committees. As per the schedule, the lok Adalat at Court Complex of TLSC Tangdhar shall be held on September 6 and 7, 2013. Similarly, the lok Adalat by TLSC Handwara shall be held on September 8 and 9, 2013 at court complex of CJM Handwara. The lok Adalat at District Court Complex Kupwara shall be held on September 10, 11, 2013 by DLSA Kupwara wherein cases of district courts, Sub Judge and Munsiff Court are being taken up in the said lok Adalat. Another lok Adalat shall be held at Munsiff Court, Sogam on September 13, 2013. Kishtwar adm to constitute special squads for inspection of works done KISHTWAR, AUGUST 24 The district administration here has decided to constitute special squads to inspect the physical achievements of the departments and their impact on the ground. Chairing a meeting of District and Sectoral Officers here Saturday, District Development Commissioner, Baseer Ahmed Khan, said that special squads would be constituted to inspect the works done by the departments and their benefit to the public. He said that it would help to evolve a performance oriented, transparent and responsive mechanism for effective redressal of public grievances and implementation of developmental schemes. He directed the senior functionaries to ensure attendance of staff in the offices and evolve an efficient delivery mechanism in their respective departments. Multi pronged approach needed he rising unemployment particularly in educated youths has become a gigantic challenge for our planners, administrators and politicians. According to rough figures an estimated 7 lakh educated boys and girls including skilled and semi skilled youths are in a desperate situation as they are losing their patience due to their bleak chances of getting a job. Though the problem of unemployment is a challenge for the whole country, but in the absence of corporate sector and nonexistence of heavy industries, the J&K has peculiar problem. The whole dependence of providing employment lies in the Govt sector which lacks enough resources and means to coup up with the situation. The state has very meager resources and potential to provide employment to thousands of educated youths who pass out from different educational institutions every year. It is because of this that over a lac of educated youths are going to be over-aged in the next four years. The problem of unemployment has assumed shape of a challenge which seems to be impossible to be tackled with present resources available with the state govt. However whatever the resources are available they are not being exploited fully. The bureaucratic delays, the slow process and approach of recruiting agencies and the stays granted by various courts have further complicated the provision of employment in Govt departments. Despite announcements, assurances, promises of fast track appointments, no headway has been made during the last two years and present nothing concrete is emerging which could provide a relief to thousands of aspirants . The uncertain situation in Kashmir has added to the woes of employed youths. The tourism sector, which has the potential of providing employment to a good number of youths, becomes the first casualty of situation which is never stable for the whole summer, on one pretext or the other, uncertainty is created which gives a big jolt to the whole tourism industry. Handicraft sector is also a big sufferer of the situation. The initiatives of the central govt through corporate sector in this direction are welcome steps, but it needs to be extended and made compulsory for all big industrial houses so that Kashmiri youths are absorbed in good number. It will on one hand lead them to earn a respectable livelihood and on the other hand keep them protected from being exploited and misled. Utilization of their services will also help in a big way to improve the situation in the state. In nutshell, it needs a multi pronged approach to be adopted to deal with the rising unemployment in uneducated youths of J&K.

Say no to Tobacco
early six million people across the world die because of direct or indirect use of tobacco every year and the figure could go up to eight million by 2030 unless urgent action is taken says WHO. In India one out of 10 Indian adults dies of tobacco related diseases and Tobacco is cause for 1.5lakh cancers, 4.2 million heart diseases, and 3.7 million lung diseases every year. Our country has one of the highest rates of oral cancer. According to Tobacco Intervention Initiative statistics, 4300 lakh tobacco is consumed in the form bidis, chewing tobacco, gutka and snuff and smoking cigarettes. Fourteen crore men and 4 crore women are addicted to tobacco in India according to official figures. Over half of the male population around 57 per cent in the age group 15-49 years uses tobacco in some form and over one tenth of women in this age group also use tobacco. More than 5,000 youth in our country take to tobacco use every day. The health ministry estimates that by 2020, tobacco will be responsible for 13% of all deaths in India and says that without any intervention, more than 38.4 million bidi smokers and 13.2 million cigarette smokers are likely to die prematurely. Second-hand smoke also remains a big problem. The misconception about certain tobacco products being safe also encourages many to consume tobacco in one or another form. India launched the National Tobacco Control Programme in the 11th five year plan. It has ratified the WHO convention on tobacco control which recommends several strategies to reduce the demand and supply of tobacco. India was among the first few counties to set up a chain of tobacco cessation clinics at the district level. Several legislations are also in place for reducing tobacco usage and manufacture. These include Regulations of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations of 2011, made under the Food Safety and Standards Act and Cigarette and other Tobacco Products
(Packaging and Labelling) Amendment Rules, 2012. As per the Regulations of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations of 2011, made under the Food Safety and Standards Act, gutka, zarda, pan masala, gul, bajjar and such other toxic and addictive forms of chewing tobacco are mandated to be banned by various states. Although 24 states and five union territories have so far banned gutka and paan masala containing
The health ministry had also for the first time inserted the word 'Warning' in the new pictorial warnings and mandated that this word be printed in 'red' colour along with the messages - 'Smoking kills' and 'Tobacco kills'. It was felt that despite the regulations, tobacco advertising, promotion and sponsorship is very rampant and youthcentric. The urgent need to strengthen the existing provisions of COTPA and a multi-sect oral and inter-governmental synergy was stressed to effectively implement a complete ban. Advertising of
tobacco products is restricted under the Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003, (COTPA). It is also established that a majority of smokers as many as 70 per cent desire to quit, but only 30 per cent of them actually try each year, and only 3 to 5 percent actually succeed in quitting, states WHO. A comprehensive ban of all tobacco advertising, promotion and sponsorship is required under the WHO Framework Convention for Tobacco Control (WHO FCTC) for all Parties to this treaty within five years of the entry into force of the Convention. Evidence shows that comprehensive advertising bans lead to reductions in the numbers of people starting and continuing smoking. Statistics show that banning tobacco advertising and sponsorship is one of the most cost-effective ways to reduce tobacco demand and thus control its usage. The objective of 2013 campaign is also drive local, national and international efforts to counteract tobacco industry efforts to undermine tobacco control, specifically industry efforts to stall or stop comprehensive bans on tobacco advertising, promotion and sponsorship. Of the six million people who die of tobacco related diseases every year globally more than 600 000 are nonsmokers dying from breathing secondhand smoke. The ultimate goal is to contribute to protect present and future generations not only from these devastating health consequences, but also against the social, environmental and economic consequences of tobacco use and exposure to tobacco smoke. So until all forms of consumption of tobacco cease through regulations and laws the goal of tobacco free India cannot be fulfilled. There is therefore a need for all stake holders in public health to coordinate their effort for everyone to emphatically say No To Tobacco.
Restricting Role of TV and Films as Vehicle of Promoting Tobacco

elevision and Films are the most popular medium of entertainment and information dissemination. In both, rural and urban India the impact created by cinema and television programmes on public mind is massive and ineffaceable in many respects. Fashions and life-styles shown in films become popular overnight. Exposure to smoking in movies promotes tobacco as normal and associates it with style and glamour. A qualitative analysis of TV and Film contents shows that movies are an obsession. India produces more than 900 films a year in different languages watched by over 188 million viewers every year. Satellite television has increased the outreach to a much larger audience. There are dozens of movie channels that telecast movies round the clock. The entertainment channels also show movies and reach 60-70% of the cable and satellite audience. Films and film-based programmes account for 25% to 30% of programming content and are the key viewership drivers for all general entertainment channels. It is pointed out by many scientific studies that the electronic images depicting smoking and tobacco use promotes the harmful and deleterious habit of smoking among youngsters, who happen to be the most vulnerable segment of the society. The role of motion pictures in promoting tobacco has been clearly reflected in many studies. Since in India and other such underdeveloped countries the literacy rate is too low so for most of these people, what is seen is often believed and followed. Hence, mass media and movies are an unfortunate but very powerful tool in the hands of tobacco companies. The instances of females consuming tobacco in movies has also increased in India pointing towards a specific market expansion strategy by tobacco companies using movies as a vehicle. Studies suggest that the tobacco companies specifically position their products to attract female smokers from all segments, strata and age
groups of society. The tobacco companies’ communications targeting females is carefully designed for younger women stressing on female camaraderie, self confidence, freedom, and independence; cigarette brands for older women are tailored to address the needs for pleasure, relaxation, social acceptability, and escape from daily stresses. In many movies, the female leads are shown smoking in style, which is seen emulating by many young girls. Beauty, success, emotional and physical toughness, independence and rebelliousness have often been associated with female smoking. In many instances even the cigarette brand has been deliberately shown at the subliminal level. A survey depicts that seventy nine of the hundred and ten movies analyzed, presented smoking or tobacco with glamour and style. A sizeable number of movies related tobacco with stressful situation and thereby projecting tobacco as a panacea to all kinds of stress and tension. The false association of tobacco as a stress reliever has been created in sixty one of the hundred and ten movies analyzed. The association of tobacco with stress is factually and scientifically incorrect. There are no medical studies to even point that tobacco reduces stress. The association of tobacco with stress only promotes the tobacco industry marketing theme that smoking/tobacco reduces stress. It’s a scientific fact that tobacco is the major cause of hypertension and increased the chances of an infraction many folds. False association of tobacco and smoking with glamour, bravery, success, stress etc. needs to put to an end immediately if the tobacco control efforts have to succeed and if millions of lives are to be saved. The promotion of harmful substances like tobacco through mass media is undeniably against the established research of science’ against the direction provided by the Indian constitution and has the regrettable ability to degenerate the young people and hence the future of India and any civilization of
the world. In conclusion, the role of TV and movies as vehicles for promoting tobacco use has become even more important to be checked as other forms of tobacco promotion are constrained. This investment is part of a wider and more complex marketing strategy to support pro-tobacco social norms, including product placement in mass media, sponsorship and other modalities. Not only the tobacco traders but many of the film producers, directors and actors have also opposed ban on screening tobacco in films. New Notification for Movies, TV Programmes Displaying Tobacco Products With effect from 14.11.2011 In 2003, WHO conducted a study on the portrayal of tobacco in Indian cinema and its impact on youth audience before implementation of the Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, (COTPA) in 2003. Further in 2004 (post COTPA ), a second study titled on “Tobacco In Movies and Impact on Youth” documented changes in Bollywood’s tobacco imagery. The Government had enacted the COTPA with the objective to protect the present and future generation from the adverse effects of tobacco usage and second hand smoke, through imposing progressive restriction. As per Section - 5 of the Act, all forms of advertisement (direct, indirect/surrogate) promotion and sponsorship of tobacco products is prohibited. However, it was observed that when the advertising, promotion and sponsorship ban went into force, tobacco companies developed new marketing strategies to circumvent the law through depiction of tobacco use scenes and brand placement of tobacco products in movies. The Ministry of Health and Family Welfare (MoHFW) has notified the rules for Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) [second amendment rules] 2011. The rules
were notified after consultation and taking into account the views of Ministry of Information and Broadcasting to make it more practical and implementable. As per the Rules, all the old movies and TV programmes i.e. produced before the 14th November, 2011 displaying tobacco products or its use would have to mandatorily display:a. Anti-tobacco health spots or messages of minimum thirty seconds duration each at the beginning and middle of the film or the television programme. b. Anti-tobacco health warning as a prominent scroll at the bottom of the screen during the period of such display. And such programmes will be telecasted at such timings that are likely to have least viewership of minors. For new films and TV programmes a strong editorial justification for display of tobacco products or their use shall be given to Central Board of Film Certification (CBFC) along with UA certification, and it will be accompanied by the following: a. A disclaimer, of minimum twenty seconds duration, by the concerned actor regarding the ill- effects of the use of such products, in the beginning and middle of the film or television programme; b. Anti-tobacco health spots or messages, of minimum thirty-second duration each at the beginning and interval of the film or the television programme; c. Anti-tobacco health warning as a prominent scroll at the bottom of the screen during the period of such display; There will be a representative of MoHFW in the CBFC. In order to restrict blatant display of tobacco brands in old films and TV programmes these rules make it mandatory to crop /mask display of brands of cigarettes or any other tobacco product or any forms of product placement, close-ups and for new films and TV programmes such scenes should be edited/blurred by the producer prior to screening. The ban is on display of tobacco product or its usage also.

protein-coding segments of the genomes of 178 squamous cell carcinoma tumors, along with normal tissue from the same patients. The researchers also sequenced the whole genomes of 19 tumor and normal tissue pairs. They mapped a diverse catalog of genomic alterations, including the rearrangements of chromosomes and other structural changes in regions of the genome that might not encode proteins but could control nearby genes involved in cancer development. The comprehensive study confirmed some previously identified genomic alterations. For example, the TP53 gene was altered in 90 percent of the tumours and the CDKN2A gene was inactivated in 72 percent of tumours. These genes normally prevent cancer, but when they are switched off, tumours can grow unimpeded. CDKN2A may be susceptible to a kinase inhibitor, presenting an opportunity for clinical trials. For thirteen weeks, a research team at the Faculty of Health and Medical Sciences followed 60 heavy but healthy - Danish men in their efforts to get into better shape. Half of the men were set to exercise for an hour a day, wearing a heart-rate monitor and calorie counter, while the second group only had to sweat for 30 minutes. Research results show that 30 minutes of exercise hard enough to produce a sweat is enough to turn the tide on an unhealthy body mass index. On average, the men who
exercised 30 minutes a day lost 3.6 kilo in three months, while those who exercised for a whole hour only lost 2.7 kg. The reduction in body mass was about 4 kg for both groups, reports Mads Rosenkilde, PhD student, Department of Biomedical Sciences. Moreover 30 minutes of exercise training provide an extra bonus. Participants exercising 30 minutes per day burned more calories than they should relative to the training program we set for them. In fact we can see that exercising for a whole hour instead of a half does

Sleep disorders signal Alzheimer’s disease A pattern of disturbed sleep could be an early warning sign of Alzheimer’s disease, suggest scientists. Working on a mouse model, researchers from the Washington University School of Medicine in St. Louis, found that when the first signs of Alzheimer’s plaques appear in the brain, the normal sleep-wake cycle is significantly disrupted. “If sleep abnormalities begin this early in the course of human Alzheimer’s disease, those changes could provide us with an easily detectable sign of pathology,” said senior study author David M. Holtzman, professor and head of neurology at Washington, the journal Science Translational Medicine reported. “As we start to treat Alzheimer’s patients before the onset of dementia, the presence or absence of sleep problems may be a rapid indicator of whether the new treatments are succeeding,” added Holtzman.Holtzman’s lab was among the first to link sleep problems and Alzheimer’s through studies of sleep in mice genetically altered to develop Alzheimer’s plaques as they age, according to a university statement. Squamous cell lung cancer kills more people each year than breast, colorectal, or prostate cancer, ranking second only to lung adenocarcinoma in the number of deaths it causes. But unlike the most common form of lung cancer, squamous cell carcinoma has no treatments aimed at the specific genetic alterations that drive it. Now The Cancer Genome Atlas (TCGA) Research Network, led in part by scientists at the Broad Institute, Dana-Farber Cancer Institute, and Harvard Medical School, has identified many potential therapeutic targets based on the large number and variety of DNA alterations they discovered in most of the tumours they studied. "This study clearly shows that squamous cell carcinoma, like lung adenocarcinoma, is a cancer with diverse genomic causes, many of which are potentially susceptible to drug inhibition," said Matthew Meyerson, co-leader of the project

Future-focused smokers likelier to quit Smokers who value the future are more likely to stop smoking, new research has found. In order to make this discovery Drs. Heather Brown and Jean Adams of Newcastle University (UK) tapped into eight years of data from a large Australian database. The Household Income and Labour Dynamics of Australia (HILDA) survey collects data on economic and subjective well-being, work, and family dynamics every year from over 7,000 Australian households. Brown and Adams identified 1,817 participants who were smokers at the start of the survey (2001) and analysed their planning regarding their saving and spending to measure their future orientation. People whose spending and saving plans looked ahead by more than three months were categorized as having a longer time horizon, while those whose financial plans looked no more than a week ahead had a shorter time horizon. The researchers then looked at how many
of those 2001 smokers had quit or tried to quit by 2008. Seventy-six percent of quitters were long-time-horizon planners, compared with 66 percent of those who continued to smoke. Researchers in other fields have found similar associations: newly diagnosed diabetics who are futurefocused are more likely to make healthy changes to their diet and exercise habits, and cocaine users who discount the future are less likely subsequently to stop using the drug.“It is possible that helping smokers to think about the future a bit more might be a useful way to help them quit,” said co-author Jean Adams.

Sonia Gandhi rules out early Lok Sabha polls NEW DELHI: Scotching speculation, Congress President Sonia Gandhi on Saturday ruled out the possibility of early Lok Sabha polls. "Our aim is to go till the very end," she told reporters after the inauguration of the National Media Centre here. Gandhi initially tried to steer clear of the question when asked by reporters whether Congress would go for polls after passage of landmark legislations like Food Security bill and the Land Acquisition bill. "I cannot say anything," she remarked when another questioner put the same query. But when journalists persisted, she gave the reply of going "till the very end". There has been talk of Lok Sabha polls, due next year in AprilMay, being combined with the Assembly polls in some states later this year in November. More so, the BJP has been asking the government to seek an immediate mandate in the wake of a looming economic crisis. Gandhi also expressed confidence that UPA will come back to power after the next polls, noting that the rights given to the people by the ruling alliance were its USP. "Certainly, 100 per cent......obviously so many rights we have given.

LUCKNOW: The Lucknow bench of Allahabad High Court today dismissed a petition against the Uttar Pradesh government's ban on VHP's proposed Yatra from Ayodhya. A division bench comprising Justice Laxmi Kant Mahapatra and Justice Devendra Kumar Upadhaya dismissed the Public Interest Litigation (PIL) filed by a local lawyer Mahesh Gupta. The PIL was filed yesterday, seeking a direction to the state government to allow the devotees to undertake the 84 kosi parikrama in Ayodhya from tomorrow. "Since the petitioner has not pleaded any customary right to this parikrama regarding past several years it is dismissed," the court said. On behalf of the state government, Additional Advocate General Bulbul Godiyal said, "Such type of parikrama was never organised in the past 50 years and as per Hindu belief it is performed in "Chaitra" month of the Hindu calendar which has already passed away as it was in between April 25 to May 20". The court observed, "There is nothing in the writ petition to show that the 84 kosi parikrama is a religious custom followed at the place mentioned and it was stated by the state counsel that such a parikrama has never been undertaken in the last 50 years". Court further said, "In the absence of any material showing that the parikrama proposed to be undertaken is a part of religious custom, no such direction can be issued as no right occurs. The writ petition is accordingly dismissed". Godiyal told the court that the proposed period of the yatra between August 25 to September 13 is not for the religious purposes but it may be for political reasons.

Court sends Abdul Karim Tunda to 14 day judicial custody NEW DELHI: Top Lashkar-e-Toiba bomb expert Abdul Karim Tunda, who has been admitted to the AIIMS for special cardiac care, was today sent to 14 days' judicial custody by a Delhi court. A magistrate visited Tunda in hospital and remanded him to custody till September 7. Tunda was scheduled to be produced before the court today after expiry of his four-day police custody. He was admitted to the All India Institute of Medical Sciences (AIIMS) yesterday for special cardiac care. -year-old Tunda, who was arrested from the Indo-Nepal border last Friday, was admitted to Safdurjung hospital on August 22 after he complained of chest pain. Lok Sabha passes bill for hike in pension for ex-governors New Delhi: A bill seeking an increase in emoluments and pension for ex-governors has been cleared in Lok Sabha. The bill was introduced by Minister of State for Home RPN Singh. Introducing the Governors (Emoluments, Allowances and Privileges) Amendment Bill, 2012, Singh said former governors do not get any pension or post-retirement benefits except medical facilities as per rules issued by Ministry of Health and Family Welfare. "Keeping in view the high constitutional office that a governor holds and considering the contributions in public discourse that they would continue to make after they retire, it is proposed to provide the secretarial assistance to ex-governors in the form of one Personal Assistant, which the ex-governor concerned may appoint on reimbursement basis, during his life time," Singh said. But the person will not be eligible for such secretarial assistance for the period during which he is reappointed to the office of governor or elected to Parliament or the state legislature or appointed to any office of profit under the Union or a state government. Vizag refinery blast toll rises to four The toll in Friday’s blast at the HPCL’s Visakh Refinery went up to four with three more persons succumbing to their burn injuries on Saturday. According to an official statement, three of the 39 injured who were undergoing treatment in different hospitals in the city succumbed to their burn injuries. They have been identified as A. Apparao, A. Srinivasa Rao and Manojeet Pradhan. An employee of HPCL C.H. Murali died on the accident spot, the official statement added.
On Friday evening one of the cells of the Salt Water Cooling Tower of the Refinery was being commissioned. During the opening of the water line at around 16:30 hrs, there was a minor explosion and fire. The cooling tower collapsed. Due to the fire, workers in other cells also sustained burn injuries. The fire was put off with the help of fire tenders from Navy
and other neighbouring establishments. With some workers reported missing, the administration continued clearing of the basin to identify any casualties.

Twenty police teams, including 10 from the crime branch, are tracking their three other accomplices, all of whom have been identified and are aged between 18 and 20. On Friday afternoon, the police had arrested Chand Abdul Sattar who lives at Dhobi Ghat, close to the mill. He was on Saturday morning produced before a court which remanded him to police custody till August 30.
The five men, all school dropouts, were jobless and visited the mill often. Two even have robbery cases registered against them. "The police prepared sketches based on the statement of the victim and the witness and made an arrest," Singh said. The state government has said the case will be fast-tracked and offered services of Ujjwal Nikam as the lawyer to fight the woman's case. The woman and her colleague were doing a photo-shoot at the compound between 6 and 6.30pm when they were accosted by two suspects. They questioned the duo about their
presence on the railway property and were soon joined by their accomplices. In a chilling reminder of the horrific December gang-rape case in Delhi last year, the woman's colleague was badly beaten up and tied by the perpetrators before she was raped. The victim has been admitted to Jaslok Hospital and underwent a minor surgical procedure on Friday. She is recovering well and is in stable condition, Mumbai Police said on Saturday. Meanwhile, the assault has fuelled protests all over India and unruly scenes were witnessed in the Parliament on Friday.
