Two structures damaged in fire Srinagar, Oct 24: Fire broke out in the residential house of Mohammad Maqbool Ganie son of Mohammad Akbar resident of Aru, Pahalgam, in the jurisdiction of Police station Pahalgam, Anantnag. Govt granted week’s time on policy decision Srinagar, October 24: The Jammu and Kashmir High Court today granted week’s time to state government for submitting its policy decision as to what measures it is contenptlating to ensure that there are no violations of Srinagar Master Plan.

The government has been asked to file its reply by or before next date of hearing and in case of non compliance, the Court will dispose of the applications on merit, said Kashmir News Service corresponded.

Govt to regularize 1st batch of EVs as GLTs Srinagar, October 24: After rendering painstaking services for over seven consecutive years, the first batch comprising of over a t housand Education Volunteers (EVs) is all set to get regularized as General Line Teachers (GLTs) in a few days. The state government is scheduled to issue orders of regularization at a function that will be organized by the directorate of school education Kashmir.

“Since my department will organize a function in Srinagar, I will have to return Valley for distribution of these orders. Over 1200 regularization orders of EVs turned into ReTs will be distributed,” Tara Chand, deputy chief minister who hold education portfolio as well told KNS. The EVs have been appointed under the SSA Scheme in 2002-2003 and were yet to be regularized, despite repeated contacts made with the government.

After their appointment,

EVs were supposed to hire a building for providing basic education to students from 1st primary to 5th standard.

There are examples where EVs have rendered over eight to nine years of service before being regularized as Rehbar-e-Taleem (ReTs).

Under the said scheme the volunteer was supposed to be regularized after a period of 2 years by the State Government, but many a examples are being quoted EVs where they were regularized as ReTs after giving consecutive services of over four years. The scheme was implemented in Jammu and Kashmir in 2002-03. For habitation as a unit of planning, the state government had sanctioned the Education Guarantee Centers (EGS) to the reserved habitations and appointed EVs in these centers following the same norms applied to appointment of ReTs.

Hundreds of policemen awaits Cabinet nod

Srinagar, October 24: Hundreds of policemen proposed to be promoted on the basis of seniority are waiting for the nod from the Cabinet. Even after the expiry of three years, Cabinet has not taken any decision in this regard.

Sources told CNS that government had decided to promote hundreds of policemen in police department on seniority basis. Though all the formalities have been completed but State Cabinet has not come up with any decision in this regard.

Scores of policemen told CNS that it is unfortunate that despite serving the

State round the clock, the government is insensitive towards their problems.

“Revenue officials went for strike for a month and the government bowed before them and fulfilled their demands. It is unfortunate that we cannot go for an indefinite strike like them,” one of the policeman said.

They said that Director General of Police had met Chief Secretary in this regard who had assured him that he would take up the matter with Finance Minister Abdul Rahim Rather. Despite repeated attempts the Chief Secretary could not be contacted.

The awards were presented by Atal Dulloo, Principal Secretary to Government, Tourism & Culture. Secretary Academy, Khalid Bashir Ahmad, Director Doordarshan Kendra, Jammu, Shabir Mujahid, prominent theatre persons, writers and lovers of performing and fine art were present.

Member Legislative Council, Mr Devender Singh Rana, who is Chairman of the Committee, presided over the meeting while MLCs Mr B R Kundal, Ravinder Kumar Sharma and Syed Asgar Ali were present.At the outset the members sought information with regard to procedures and parameters in vogue for establishment of Universities and ways and means thereof. The Committee held a detailed discussion

on different aspects with regard to setting up of these varsities in the private sector while appreciating the crucial need for expanding the outreach of higher learning across the state in view of larger number of students, especially belonging to far off pockets, evincing keen interest in shaping their academic career in a big way. The panel observed that the participation of private players in this effort should be encouraged, saying this is imperative to supplement the governmental endeavours in making available quality and standard education to the reach of students belonging to various segments of the society. However, the members said that there should be no compromise on norms to ensure highest standards of education with an effective oversight mechanism.

The issues like management of Universities and control of the government over these institutions came under thorough discussion. The members observed that before establishment of such institutions, it is necessary to have a thorough view of the infrastructural facilities being put in place and the financial backup thereof. The Committee felt that there was need for adhering the prescribed guidelines in this regard which need to be laid out after due diligence.

The Committee, in particular, felt the necessity of upgraded infrastructural facilities for raising the intake capacity of higher educational institutions in view of growing number of students. The stress, however, should be on introducing job oriented courses which are relevant to the job market, the Committee observed.

SRINAGAR, OCTOBER 24: In order to enhance the working and accommodation facilities to its jawans and officers, Jammu and Kashmir Police has been focussing to upgrade the building infrastructure across the State besides other components. The activities have been continuing under the modernization programme of the Organization.

This was disclosed by Director General of Police (DGP), Mr. Ashok Prasad while commissioning the alternate accommodation at different places in South Kashmir today. He said that among other components, the Organization has strengthened its building infrastructure at various places providing upgraded living and working atmosphere to its personnel. He said the volume of the department has swelled in the recent years and the area of responsibilities have also increased demanding upgrading of the various facilities more-so at the working places.

Mr. Prasad, during his visit to the districts of South Kashmir, inaugurated nine new 5-storey buildings at Pulwama, Shopian, Kheribal Mattan,Uranhall Anantnag and Awantipur. He said our aim is to enhance day-to-day functioning of the force and to provide better policing services to the people of the State. “Men in uniform remain always busy in people’s service and it is their prime responsibility to provide efficient service to the citizens”, he asserted.

The DGP was briefed about the engineering methods and material used in the construction of these structures. He was informed that with the completion of these buildings, a large number of personnel would be accommodated. He emphasized upon the executing agencies to use latest techniques in the constructions to achieve better results.

A group of 33 farmers and 2 officers representing different districts of Jammu Division today left for participation in “Global Agri Connect-2013” being organized by National Skills Foundation of India (NSFI) in association with Indian Agriculture Research Institute (IARI) at its Campus New Delhi .

The farmers tour organized under Agriculture Technology Management Agency (ATMA) was flagged off by Director Agriculture Jammu, Ajay Khajuria, from Krishi Bhawan, Directorate of Agriculture.

The theme of Global Agri Connect-2013 is “Evolving Skill Dimensions: The Lever to Agriculture Growth”, while the major focus of the “Krishi Goshti” will be to import the technology involved in increasing the additional income of farmers through skill development and training activity.

About 40000 farmers from across the country and 900 experts/delegates from Govt. Organizations, Corporate sector and NGO’s are expected to attend the event.

Provision of employment a daunting task

T

he rising unemployment in educated youth is becoming a big challenge for the state government which has limited resources to cope up with the situation. As the state has no big industries, no corporate houses hence all the dependence of providing employment comes on the shoulders of the governmental sector which is already economically fragile and weak. There are over seven lakh unemployed youth in the state who are eagerly waiting to get some kind of employment so as to make both ends meet. The state can provide employment to merely twenty five thousand youth a year and if one goes by rough figures, about fifty thousand youth complete their courses every year in different educational, professional, skilled and semi skilled streams which means that the backlog of unemployed youth goes up by twenty five thousand in one year. If the trend continues the number of unemployed youth will rise to a proportion where it will be almost impossible to tackle the gigantic task. As already mentioned above the state lacks resources which could be used to put in place a mechanism for solving unemployment problem. The big hurdle in the state for establishing heavy industries is the worrying environmental aspect. The state particularly the Kashmir valley can hardly afford industrial pollution which can destroy the natural wealth of the state for which it is famous all over the world. There has been a continuous agitation by the state employees for enhancement of retirement age from fifty eight years to sixty years but the state government has not exceeded to this demand because if it is done, it will hamper further the opportunities of getting employment for these lakhs of educated youth. It is unfortunate that the earlier governments have not given any attention towards providing professional and skilled education to our youth. It is because of this that the number of the unemployed increased with every passing year as they could not go for self employment by establishing their own employment generation units or could get accommodated in those institutions where skilled professionals in thousands are in need. The dependence on government jobs has also increased because of narrow social thinking which compels the youth to strive for a government job than a private one. It is imperative and foremost for the government to formulate a meticulous employment policy so that more youth are accommodated, they are not subjected to frustration and in future they are made professionals and skilled than a mere qualified one's.

PHYSIOGRAPHY OF WATER

ndia is a land of many rivers and mountains. Its geographical area of about 329 MHa is criss-crossed by a large number of small and big rivers, some of them figuring amongst the mighty rivers of the world. The rivers and mountains have a greater significance in the history of Indian cultural development, religious and spiritual life. It may not be an exaggeration to say that the rivers are the heart and soul of Indian life.

India is a union of States with a federal set up. Politically, the country is divided into 28 States and 7 Union Territories. A major p a r t o f I n d i a ’s p o p u l a t i o n o f 1,027,015,247 (2001 census) is rural and agriculturally oriented for whom the rivers are the source of their prosperity.

Physiography Physiographically, India may be divided into seven well defined regions. These are: The Northern Mountains, comprising the mighty Himalayan ranges The Great Plains traversed by the Indus and Ganga Brahmaputra river systems. As much as one third of this lies in the arid zone of western Rajasthan. The remaining area is mostly fertile plains; The Central Highlands, consisting of a wide belt of hills running east-west starting from Aravalli ranges in the west and terminating in a steep escarpment in the east. The area lies between the Great Plains and the Deccan Plateau; The Peninsular Plateaus comprising the Western Ghats, Eastern Ghats, North Deccan Plateau, South Deccan Plateau and Eastern Plateau; The East Coast, a belt of land of about 100-130 km wide, bordering the Bay of Bengal land lying to the east of the Eastern Ghats; The West Coast, a narrow belt of land of about 10-25 km wide, bordering the Arabian Sea and lying to the west of the Western Ghats, and; The islands, comprising the coral islands of Lakshadeep in Arabian Sea and Andaman and Nicobar Islands of the Bay of Bengal.

Climate The presence of the great mountain mass formed by the Himalayas and its spurs on the North and of the ocean on the South are the two major influences operating on the climate of India. The first poses an impenetrable barrier to the influence of cold winds from central Asia, and gives the sub-continent the elements of tropical type of climate. The second, which is the

source of cool moisture-laden winds reaching India, gives it the elements of the oceanic type of climate.

India has a very great diversity and variety of climate and an even greater variety of weather conditions. The climate ranges from continental to oceanic, from extremes of heat to extremes of cold, from extreme aridity and negligible rainfall to excessive humidity and torrential rainfall. It is, therefore, necessary to avoid any generalisation as to the prevalence of any particular kind of climate, not only over the country as a whole but over major areas in it. The climatic condition influences to a great extent the water resources utilisation of the country.

Rainfall Rainfall in India is dependent in differing degrees on the South-West and NorthEast monsoons, on shallow cyclonic depressions and disturbances and on violent local storms which form regions where cool humid winds the sea meet hot dry winds from the land and occasionally reach cyclonic dimension. Most of the rainfall in India takes place under the influence of South West monsoon between June to September except in Tamil Nadu where it is under the influence of North-East monsoon during October and November. The rainfall in India shows great variations, unequal seasonal distribution, still more unequal geographical distribution and the frequent departures from the normal. It generally exceeds 1000 mm in areas to the East of Longitude 78 degree. It extends to 2500 mm along almost the entire West Coast and Western Ghats and over most of Assam and Sub-Himalayan West Bengal. On the West of the line joining Porbandar to Delhi and thence to Ferozpur the rainfall diminishes rapidly from 500 mm to less than 150 mm in the extreme west. The Peninsula has large areas of rainfall less than 600 mm with pockets of even 500 mm. The estimate of area average rainfall is subjective depending on the method adopted.

Therefore, estimates of local rainfall over the country obtained by employing other techniques may differ, especially in a vast country like India.

Temperature The variations in temperature are also marked over the Indian sub-continent.

During the winter seasons from November to February, due to the effect of continental winds over most of the

country, the temperature decreases from South to North. The mean maximum temperature during the coldest months of December and January varies from 29 degree centigrade in some part of the peninsula to about 18 degree centigrade in the North, whereas the mean minimum varies from about 24 degree centigrade in the extreme South to below 5 degree centigrade in the North.

From March to May is usually a period of continuous and rapid rise of temperature. The highest temperature occurs in North India, particularly in the desert regions of the North-West where the maximum may exceed 48 degree centigrade. With the advent of South West Monsoon in June, there is a rapid fall in the maximum temperature in the central portions of the country. The temperature is almost uniform over the area covering two thirds of the country which gets good rain. In August, there is a marked fall in temperature when the monsoon retreat from North India in September. In North-West India, in the month of November, the mean maximum temperature is below 38 degree centigrade and the mean minimum below 10 degree centigrade. In the extreme North, temperature drops below freezing point.

Agro-Climatic Zones The Planning Commission after examining the earlier studies on the regionalisation of the agricultural economy has recommended that agricultural planning be done on the basis of agroclimatic regions. For resource development, the country has been broadly divided into fifteen agricultural regions based on agroclimatic features, particularly soil type, climate including temperature and rainfall and its variation and water resources availability - Western Himalayan division, Eastern Himalayan division, Lower Gangetic plain region, Middle Gangetic plain region, Upper Gangetic plain region, Trans-Gangetic plain region, Eastern plateau and hill region, Central plateau and hill region, Western plateau and hill region, Southern plateau and hill region, East coast plain and hill region, West coast plain and hill region, Gujarat plain and hill region, Western plain and hill region and Island region.

Rivers India is blessed with many rivers.

Twelve of them are classified as major

rivers whose total catchment area is 252.8 million hectare (M.Ha). Of the major rivers, the Ganga - Brahmaputra Meghana system is the biggest with catchment area of about 110 M.Ha which is more than 43 percent of the catchment area of all the major rivers in the country. The other major rivers with catchment area more than 10 M.Ha are Indus (32.1 M.Ha.), Godavari (31.3 M.Ha.), Krishna, (25.9 M.Ha.) and Mahanadi (14.2 M.Ha). The catchment area of medium rivers is about 25 M.Ha and Subernarekha with (1.9 M.Ha.) catchment area is the largest river among the medium rivers in the country.

Water Bodies Inland Water resources of the country are classified as rivers and canals; reservoirs; tanks & ponds; beels, oxbow lakes, derelict water; and brackish water. Other than rivers and canals, total water bodies cover all area of about 7 M.Ha. Of the rivers and canals, Uttar Pradesh occupies the first place with the total length of rivers and canals as 31.2 thousand km, which is about 17 percent of the total length of rivers and canals in the country. Other States following Uttar Pradesh are Jammu & Kashmir and Madhya Pradesh. Among the remaining forms of the inland water resources, tanks and ponds have maximum area (2.9 M.Ha.) followed by reservoirs (2.1 M.Ha.). Most of the area under tanks and ponds lies in Southern States of Andhra Pradesh, Karnataka and Tamil Nadu. These States along with West Bengal, Rajasthan and Uttar Pradesh, account for 62 percent of total area under tanks and ponds in the country.

As far as reservoirs are concerned, major States like Andhra Pradesh, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Orissa, Rajasthan and Uttar Pradesh account for larger portion of area under reservoirs.

More than 77 percent of area under beels, oxbow, lakes and derelict water lies in the States of Orissa, Uttar Pradesh and Assam. Orissa ranks first as regards the total area of brackish water and is followed by Gujarat, Kerala and West Bengal.

The total area of inland water resources is, thus, unevenly distributed over the country with five States namely Orissa, Andhra Pradesh, Gujarat, Karnataka and West Bengal accounting for more than half of the country’s inland water bodies.

TRANS FATTY ACIDS: HARMFUL EFFECTS ON HUMAN HEALTH

TFAs can adversely affect choleste rol levels, predispose the individual to diabetes, coronary heart disease and may also affect many of his body organs.

Trans fatty acids or Trans fats are the most harmful type of fats which can have much more adverse effects on our body than any other dietary constituent.

These fats are largely produced artificially but a small amount also occurs naturally thus in our diet, these may be present as Artificial TFAs an d/ or Natural TFAs. Artificial TFAs are formed when hydrogen is made to react with the oil to produce fats resembling pure ghee/butter.

In our diet the major sources of artificial TFAs are the partially hydrogenated vegetable oils (PHVO)/vanaspati/ margarine while the natural TFAs are present in meats and dairy products, though in small amounts. TFAs pose a h igher risk of heart disease than saturated fats. While saturated fats raise total cholesterol levels, TFAs not only raise total cholesterol levels but also reduce the good cholesterol (HDL), which helps to protect us against heart disease. Trans fats consumption increases the risk of developing heart

Rs 6 crore compensation to NRI doctor New Delhi/Kolkata, Oct 24: The Supreme Court on Thursday, Oct 24 asked Kolkata-based Advanced Medicare and Research Institute (AMRI) Hospital to give Rs 5.96 crore compensation to an NRI doctor who lost his wife due to medical negligence. But isn't it too little, too late for Dr Kunal Saha? After fighting for 15 long years, Dr Kunal, a noted AIDS vaccine researcher at the Children's Hospital and Ohio State university at Columbus, Ohio (US), will be given Rs 5.96 crore by the hospital authorities who earlier had rejected to accept any responsibilities when 36-year-old Anuradha Saha passed away in 1998. Dr Kunal initially lost his fight as West Bengal Medical Council and the Calcutta High Court dismissed his case against AMRI Hospital. However, he continued his fight for getting justice for his wife, he had moved the apex court which found the hospital and its doctors guilty of medical negligence. The Supreme Court also had referred the case to the National Consumer Dispute Redressal Commission (NCDRC), which had fixed the compensation amount to Rs 1.7 crore. The NCDRC asked three Kolkata doctors and the AMRI to share the compensation amount. Dr Kunal, however, claimed that the compensation amount, along with interest since 1998, should be Rs 200 crore and moved the apex court again. On Thursday, the apex court decided on his plea and enhanced the compensation to Rs. 5.96 crore. Dr Kunal also had formed People for Better Treatment (PBT) to make his crusade into a mass movement and filed cases against three doctors and the AMRI hospital. Anuradha had suffered an acute pain when the couple had come to Kolkata from US for a Holiday in 1998. She was admitted to AMRI. Instead of improving, Anuradha took a turn

BJP plans big for Narendra Modi's ‘Hunkar Rally’ Patna: Patna’s Gandhi Maidan has stood witness to many historic events right from the freedom struggle to the JP movement and beyond. The historic venue is now decked up for BJP prime ministerial candidate Narendra Modi’s ‘Hunkar rally’ on October 27.

Going by the massive preparations underway, the event is set to be one of the biggest ever political rallies that Patna has ever seen with giant hoardings and banners dotting most major intersections in the city and also elsewhere in the state.

The Bihar BJP has left no stone unturned to ensure that Hunkar rally – the first big party event after the 17-yearold alliance with JD(U) ended on June 16 – makes an impact on the voters of the electorally crucial state.

The state unit of the BJP has launched a massive campaign to mobilise support for the rally which will be addressed by Narendra Modi among others.

Almost all senior party leaders from Bihar – the party has 12 MPs and 91 MLAs in the state - have fanned out across the 40 Lok Sabha seats in the state to build momentum for the big event. They are holding road shows and meetings to solicit public support for

the rally.

Also, after the huge success of ‘NaMO’ tea stalls in Patna, the party has hit upon another novel idea to push brand Modi with the party unit in Saharsa giving out free jalebis in the name of Narendra Modi.

A huge tent measuring over 2.5 lakh sq feet is being erected at Gandhi Maidan – from RBI building to Mona Cinema - for the lakhs of supporters who are expected to come to the state capital.

Besides arranging food – packets of puri-sabji and chuda-gur- and shelter, BJP workers have also arranged over one

lakh ‘daatuns’ for their convenience.

Party workers are setting up collection and distribution centres - to manage easy distribution of food packets at Fraser Road, near Maharaja Complex, Golamber, near Mauryalok Complex and on Exhibition Road.

As many as 11 special trains and 3000 buses have been booked to transport BJP supporters from different parts of the state to the rally venue.

Enthusiastic party workers in Jajha are coming to Patna on motorbikes; they have named their cavalcade ‘Hunkar Express’.

To spread the ‘Hunkar’ message, the party has distributed two CDs ‘NaMo Hunkar’ and ‘Modi banenge PM’ right up to the village level. Bhojpuri superstar Manoj Tiwari – who recently joined the BJP – is also doing his bit to ensure that the Patna event turns out to be mega success.

At Gandhi Maidan, a huge stage has been erected which has a 30-feet-long electronic screen as the backdrop. Also, 30 more screens are being erected all across the ground to ensure that even those sitting at a distance get a clear view of the stage.

Hi-tech linear sound system and 12 cameramen stationed at vantage points are also part of the arrangements.

Australian skipper George Bailey says they did not expect Mohammad Shami to trouble the batsmen with his deceptive pace and movement in the fourth ODI at Ranchi.

Ranchi: Rattled by Mohammad Shami's three-wicket burst with the new ball in the abandoned fourth ODI, Australian skipper George Bailey has instructed his batsmen to watch out for the rookie Indian pacer in the remaining games of the ongoing sevenmatch series.

Taken aback by Shami's pace and swing, Bailey said: "Obviously Shami bowled very well. He's someone we haven't seen in the series and he was a little bit quicker than what we expected. He certainly got movement off the seam," Bailey told reporters after the fourth one-dayer at th JSCA Stadium yesterday.

"That's something to be pretty aware of for the rest of the series. That's obviously what's going to be coming at us," he said.

You almost forget that there is a race weekend to get through. But once you get to the circuit, you try to shut all of it out and focus on on-track stuff.

Still, you are not immune to the buzz, and you keep on pinching yourself that it isn’t a dream. If in 2005, my debut season, someone had told me that I would be on the

grid for my home Grand Prix less than a decade later, I would have told them to get lost! We had strong outings both years, given the equipment and circumstances, but I think the 2011 race was pretty special. I was nervous, not having driven a full race distance since July that year and the pressure of going up against a highly rated driver like Daniel Ricciardo, who will be driving for Red Bull next year.In qualifying we were neck and neck, down to the thousandths of a second, but I got a grid penalty for the race. And it didnÂ’t stop there and then there was a contact on the

first lap and I lost a chunk of the front wing, but we still managed a good race and finished ahead of Ricciardo (by over 30 seconds) and the final result (finishing 17th) was the best we could have hoped for. All in all, it was a magical weekend!

It is a shame that no Indian driver is on the grid for the race this year, but F1 drivers aren’t made overnight - it takes several years of competing in the right championships and showing your speed at every level before making it to F1. In my days, the ladder was far more straightforward and simpler than it is today. I never

touched a kart whereas kids today start driving when theyÂ’re eight and do karting for six to eight years before switching to a single-seater.

Considering this long development curve, I think Jehan Daruvala has put himself in a good position right now.

He has won karting championships in Asia as well as Britain this year and it isn’t easy given the competition. I have interacted with his father and he is fully committed towards supporting Jehan all the way and that is exactly what you need when you are aiming for the top echelon of the sport.
