Canines maul 4 years old boy to death Srinagar, Dec 25: Protests erupted in North Kashmir’s Uri town on Wednesday after the death of a four years old boy who was mauled by dogs on Tuesday evening. Reports said that Sahil Afghan had bruatally attacked by a pack of canines on Tuesday evening when he was present in his courtyard at his Uranbua hamlet. The boy succumbed to his injuries Wednesday afternoon. As the word about his death spread in the town, scores of agitated protestors blocked Srinagar-Muzaffarabad road and raised slogans against the Government. The protestors while holding Indian Army's 214 artillery camp responsible for the death of the child alleged that canines are being raised as pets by soldiers of a local camp, the allegation denied by police. The protestors demanded the immediate removal of local army camp and said that many such incidents occurred in past which went unnoticed. A police official told CNS that some stray dogs had attacked the boy who as a result died in the hospital.

Macchil Fake encounter case
Army orders court martial against 6 soldiers including 2 officers News Delhi, Dec 25: Army today ordered court martial proceedings against six of its men including two officers, for their alleged involvement in the 2010 Machchil fake encounter case that had triggered a two month long agitation in the Kashmir valley. Army sources said, court martial proceedings have been initiated against the accused personnel. Sources said those who are facing proceedings include Col D.K. Pathania, Commanding Officer (Co) of Rajput Regiment, Major Upinder and four of its men. On April 30, 2010, the Army had claimed that they had killed three infiltrators in the Machchil sector along the Line of Control. It had later claimed
that they were Pakistani terrorists. However, the victims were later identified as residents of Nadihal in Baramulla district. They were allegedly lured to a border area and shot dead. Meanwhile, the National Conference today welcomed the court martial proceedings ordered by Army against six of its men for their alleged involvement in 2010 Machchil fake encounter case that had triggered a two month-long agitation in the Valley. "We welcome this step but we strongly feel that the proceedings and the results should be made transparent so that there is no scope for any allegation or feeling of a cover up," National Conference spokesman and political secretary to Chief Minister Omar Abdullah, Tan-

Another gunfight in Budgam Village Srinagar, Dec 25: A fierce encounter on Wednesday evening broke out between militants and forces at Chadoora area in central Kashmir’s Budgama district. Official sources told Global News Service that acting on a tip off, a joint team of Army’s 53 Rashtriya Rifles and Special Operation Group (SOG) of police cordoned off Hushroo Village of Chadoora area. As the joint team intensified the combing operations, the militants hiding inside the residential house of Nazir Ahmad Dar in the village opened fire upon forces, triggering a gun-battle, reports said. Srinagar, Dec 25: The Jammu and Kashmir High Court has asked the government to appoint a committee which should include a judicial officer detect the violations in Srinagar Master Plan. Doctors forget gauze in patient’s abdomen, recover it a year later Srinagar, Dec 25: In what mocks at the healthcare system and competence of medicos in Kashmir valley, doctors at a sub-district hospital forgot gauze in the abdomen of a female patient causing life-threatening infection to her. 41-year-old Hajra Begum of Ganai Mohalla was admitted to sub-district hospital Sogam in north Kashmir’s Kupwara district in June last year after she complained of labour pain. At the hospital, the female patient, family sources told Global News Service was examined by a doctor on duty. On June 20, Hajra gave birth to a baby boy af-

The Congress on Wednesday termed 1975--IndiraAbdullah Accord as a final substantiation of Jammu and Kashmir’s relation with the Union of India. While talking to KNS, senior Congress leader and deputy chief minister Tara Chand, scoffed of the National Conference (NC) for squawking about Autonomy for Jammu and Kashmir, saying the 1975 accord was reached between the towering leadership of Jammu and Kashmir and the country. “Late Indira Ji and Sheikh Mohammad Abdullah were tall leaders of the state and the country and they represented the will of people. So the accord reached between them in 1975 is full and final which leaves no justification for seeking any further concessions,” the senior
Congress leader told KNS. Few agreed conclusions of the 1975 accord included that Jammu and Kashmir shall, in its relation with the Union, continue to be governed by Article 370. According to this accord, Parliament will make laws

Islamic banking has tremendous scope in J&K: JK Bank chairman Srinagar, Dec 25: The Jammu and Kashmir Bank chairman Mushtaq Ahmad on Wednesday said there is a huge scope for Islamic banking in the state but the concept needs to be understood in its right perspective and the permission for the facility has to come from the Reserve Bank of India (RBI). Talking to KNS, the JK Bank chairman observed: “I believe there is a huge scope for Islamic banking in the state but it needs to be understood in its right perspective. It is a regulatory issue and as such permission has to come from the RBI for which the Parliament has to enact law.” He said that as of now, the JK Bank is governed by Banking Regulations Act which deals only with interest bearing banking and regulatory issues. When asked about the reason behind Bank’s growth that too in a tumultuous situation pre-
vailing in Jammu and Kashmir, the chairman said there are many reasons for the spectacular growth story of the Bank. Mr Ahmad however, attributed the growth of the Bank to what he called leading two-- a dedicated human resource base and the phenomenal element of trust and confidence of customers, especially those hailing from Jammu and Kashmir in the bank. “It is simply exceptional and transcends monetary transactions. SKIMS clarifies on death rate reports Srinagar, Dec 25 : In response to the news item carried by local media regarding the Jammu and Kashmir high court’s notice to the government for its response seeking directions for monitoring work culture in state hospitals and news regarding 6000 deaths in skims since April 2011.SKIMS clarifies and deems it proper to put the record straight on mortality rate of skims which is comparable to motility rate of leading institutes of the country. According to a statement issued to KNS, the gross death rates of skims compared with leading institutes of India like PGIMER Chandigarh and
AIIMS is lower than that of PGIMER Chandigarh but slightly higher than that of AIIMS. However, AIIMS admit patients in departments like ENT, psychiatry and dermatology where morality rate is very low (dermatology (0.1%), Psychiatry (0.1%) and ENT (0.2%). It is pertinent to mention that these specialities do not exit at SKIMS. he meeting of Directors General operations of India and Pakistan and their subsequent decision to continue with the ceasefire agreement on LOC besides discouraging the infiltration bids is a good omen for the betterment of Indo-Pak relations which were at the brink of collapse. The ceasefire violations on LOC and international borders not only negated the very spirit of confidence building measures but also increased the tension between the two countries bringing them to such a point where the fourth war between the two countries could not be ruled out. The people of the subcontinent were greatly concerned, so was the international community as the situation was brewing up and taking the two countries to a war like situation. The people living around the line of control and international borders on both the sides were undergoing a hell like situation and in several villages people had to migrate to safer places leaving behind their everything to save their lives. Even the leaders of both the sides had started issuing threatening statements which made the situation very grim and grave. Now as the two Directors General Military operations met after over a decade, the things seem to be cooling down and the tension is minimized to a large extent. It is imperative for both the countries to have a sustained dialogue on every level so that all outstanding issues are addressed and a solution is carved out amicably in a friendly and cordial atmosphere. The two countries should realize the fact that if they have cordial and friendly relations, both of them will progress and prosper rapidly and if they continue with their animosity both will be losers in every field of life. The leaders of both the countries have once and again retreated that their existence, progress and strength depends on the strength of a good neighbourhood and they should in fact strive to contribute in each others strength. There is no problem in the world which cannot be addressed and solved through negotiations. The two countries have several issues outstanding between them but these issues are not so complicated that their solution is impossible. The only thing which the both countries have to keep in mind and follow is a sustained dialogue which will open the way of solution automatically for all the problems.

NCC: Grooming Tomorrow’s Leaders
T
he foundation of the National Cadet Corps (NCC) on 16 July 1948 under an Act of Parliament was perhaps the finest event for the student community of India. The aftermath of the Kashmir war in 1948 taught a very important lesson that freedom needs to be protected by a strong Armed Force. It’s immediate manifestation was appointment of Kunzru Committee based on whose recommendations a draft bill was placed before the Constituent Assembly on 13 March 1948 which evoked great interest and enthusiasms amongst all members. After due deliberations and amendments the Bill was passed by the Assembly on April 8, 1948. The Central Government accepted the opinion of the provincial Government for the formation of a Cadet Corps which was to be later named as ‘National Cadet Corps’ as recommended by the Kunzru Committee. The bill received the assent of the Governor General on 16 April 1948 and thus, National Cadet Corps came into being. Evolution & Growth The NCC has evolved over the years. Initially NCC Rifles was raised on the lines of an Infantry Battalion but was later amalgamated into normal units. In the after math of Chinese aggression, NCC was made compulsory in 1963 for all students where in the Cadets strength reached 17.16 million. This large strength was later found to be unsustainable and hence voluntary enrolment was recommended in 1969 and is followed till date. The NCC is a Tri-Service Organisation, headed by a Director General of the rank of Lieutenant General of the Army. There are 17 Regional Directorates controlling the training and administration of NCC units under them with each headed by an Additional Director General or Deputy Director General of the rank of Major General or Brigadier or equivalent ranks of the Navy and Air Force. At present there are 96 NCC Group HQs and 800 units located throughout the country providing NCC coverage to 633 districts. Today NCC India is the largest volunteer uniformed youth organisation in the world and 13.4 lakh strong. The Government has ordered increase in enrolment to 15 lakhs by the year 2015. Many nations have emulated the Indian model successfully and have regular
cadet exchange under the Youth Exchange Programme (YEP). Indeed the sight of proud and smartly turned out NCC cadets marching past the President on Republic Day on the Rajpath brings joy and pride to every Indian and reassures them the bright future and greatness of our nation. NCC Motto-Unity and Discipline A persons character is made in the formative years of his life. The young can be compared to wet clay which can be moulded the desired way, provided right training and directions are given. In ancient India young boys stayed with great saints, sages & pundits and specialized in various branches of knowledge. They learnt a lot from each other. They also learnt the art of corporate living and to fend for themselves in inhospitable surroundings. On similar analogy to impart right direction to the youth of our country, enrolment in the NCC takes place at a time when entrants are in their most formative years. At this stage National Cadet Corps plays the role of a friend, philosopher and guide channelizing their immense talent in the right direction and grooming them to become tomorrow’s leaders. The NCC training not only directs their energy into constructive channels but also inculcates in them the traits and qualities of resourcefulness, positive thinking, moral courage and humaneness – so that they can live up to the motto of the NCC, “Unity and Discipline”. The current aims of the NCC emphasize on harnessing the youth into potential leaders, patriotic citizens who are well motivated to opt for a career in the Armed Forces. Keeping the current aims in view, the training activities of the NCC have been clearly formulated into four broad categories, namely, Institutional Training, Social Service, Community Development Programmes and Youth Exchange Programme. Facets of Training Institutional Training is conducted at the college and school levels. This is the mainstay of NCC training and is conducted by Associate NCC officers and Armed Forces personnel drawn from the three services that is Army, Navy and Air Force (under deputation in the NCC). Camp Training: The aim of this training is to expose the cadets to a regimented
way of life. In addition to Annual Training camps, cadets are also sent on national level camps like the Special National Integration camps, National Integration camps and Leaderships Camps etc. where they meet and interact with cadets from all states and Union Territories and have their team and leadership skills. Social Service & Community Development: Participating in campaigns, like Adult Literacy Promotion, Anti-Polio Drive, Rural Development Trial Project, AIDS Awareness, Tree plantation and Anti-Drug programme etc. aim to inculcate in cadets the moral and social obligations to fellow citizens and to ‘Nation Building’. Youth Exchange Programme: Selected cadets are given an opportunity to visit foreign countries as their State Guests and as the ‘Brand Ambassadors’ of our nation. Adventure Based Learning: The cadets are also exposed to a number of adventure activities that enable them to improve their life and leadership skills. Mountain Treks & Expeditions, Parasailing & Jumping, Sailing Expeditions and Micro lite flying are some of the events conducted regularly by the NCC. Sports: NCC teams regularly excel in National level events like Subroto Cup Football, Nehru Cup Hockey, and National Shooting Championships. Personality Development: The revised training philosophy of the NCC specifically aims to add value to the cadets’ life skills and enable them to excel in all walks of life. How NCC Helps In Defence Services- Vacancies reserved for commission in the three services for NCC ‘C’ certificate holders are as follows: · Army: At Indian Military Academy (IMA) Dehradun 32 vacancies per course through UPSC and SSB Interview. OTA Chennai & Gaya- 50 vacancies every year for short service commission in Non Technical categories. The candidate come through SSB interview only. · Navy: Six vacancies per course. Selection is through SSB interview. Two years age relaxation for NCC ‘C’ Certificate holders. · Air Force: 10% of vacancies in all courses including flying training course. Selection through SSB interview. For Other Ranks (OR), Sailors & Airmen-

In NCC: Preference is given to ‘C’ certificate Holders for appointment as Civilian Gliding Instructors/Girl Cadet Instructors / whole time lady officers in NCC. In State Government: Preference for State Services particularly in Police, Admn, Forest, Excise and Transport department. Scholarships: NCC cadets are eligible for scholarships ranging from Rs 6000/ to Rs 30,000/ through cadet welfare society and Sahara Scholarships. Sports: Attractive cash awards to teams and individuals for showing excellence in national and international competitions / championships. The NCC, the largest organised youth force in the world has, over a period of time earned a niche for itself as a unique organisation in ‘ Nation Building’ and grooming the youth of our country. The organisation through its multi-farious innovative training curriculum and conduct of a large number of national integration camps has made invaluable contributions towards achieving national integration. History shows that, over the years the NCC has groomed many a youth into leaders of repute and eminence whose, deeds are worth emulating. The pioneers being Netaji Subhas Chandra Bose, Air Marshal Subroto Mukherjee, former Chief of Air Staff, Gen T. N. Raina and General Deepak Kapoor both former Chiefs of Army Staff, Marshal of the Air Force Arjan Singh, Admiral Nirmal Verma, former Chief of Naval Staff, Dr. M.S Gill, former Chief Election Commissioner, Ms Jaya Bhaduri MP, noted film actress and best cadet of R. D Camp- 1966 and many more. Realising the crucial role of NCC, Ministry of Human Resources Development, in a pilot project has recently taken decision of introducing NCC as an elective subject in selected undergraduate institutions. MCA21 - Pioneering e-Governance

o facilitate business in India a pioneering e-Governance ini tiative ‘MCA21’ was launched by the Ministry in January 2007. This project has adopted a service oriented approach in the design and delivery of Government services, whereby stakeholders have easy and secure access to MCA services, through the infrastructure setup for the purpose, at any time and from any place and in a manner that best suits them. MCA 21 has been progressing at a steady rate in its pursuit to provide better services to the citizens and corporate alike. The current year has been exceptional in terms of rolling out newer initiatives, Selection of new Operator and Transitioning from incumbent to new operator. Online Payments Using NEFT MCA 21 has been allowing three modes of payment by the companies, Credit cards, Netbanking (5 designated banks) and Paper challans; all these modes had limitations for the companies with bank accounts in banks other than the 5 designated banks and physical visits to the branches of the designated banks for filing challans.
