2 died, 4 injured in road mishaps Srinagar, Feb 25: Two persons died while 04 others were injured in different road traffic accidents across the valley. According to a police statement issued to KNS, Mohammad Amin Khan son of Mohammad Yousuf Khan resident of Chanhar Gutlibagh who was injured on 21/02/2014 when a Santro car hit him at Bypass Manigam, succumbed to his injuries at SKIMS Soura, Srinagar. 2 structures damaged in fire Srinagar, Feb 25: Fire broke out in a police building at Warnow, in the jurisdiction of Police Station Kulgam. According to a police press note issued to KNS, the said building was completely gutted in the incident. The cause of the fire is believed to be due to leakage of gas. Police has registered a case in this regard. Meanwhile, fire broke out in the shop of Bashir Ahmad Ahanger son of Abdul Khaliq resident of Maisuma at Red Cross Road Maisuma. All militants belonged to Pakistan: Army

Claims the presence of more ultras in the region Srinagar, Feb 25: Claiming that the seven ultras killed by the forces during the gun battle on Monday belonged to militant outfit Lashkar-e-Toiba, Army Tuesday maintained that no one among the slain militants is a local. According to the reports received by KNS, addressing the hurriedly convened press conference at Lalpora, Lolab, GOC Kilo Force S.K.Sunny stated that the forces recovered some vital evidences from the slain militants that reveal that they have the origin from Pakistan. Claiming that the militants were active in the region since long time, the GOC informed the press that the Army considers the killing of the militants a ‘big’ success. “We faced lot of hardships while tracking them down, due to the bad weather and high altitudes, it was a real tough time for the forces.” However we were successful in gunning them down, he added. The Army informed further that more militants could be present in the dense Lolab forests and that the massive search hunts is on so that no ultra could be allowed to break the cordon laid down by the forces. Mirwaiz demands impartial probe Srinagar, Feb 25: Hurriyat Conference (M) chairman Mirwaiz Umar Farooq on Tuesday sought an impartial probe into Lolab encounter wherein army claimed to have killed seven militants whose bodies were handed over the locals for burial. In a telephonic statement to KNS, Mirwaiz said that given the past experience of encounters that were later proved ‘stage managed’, a probe through an independent agency must be ordered into the Lolab encounter. Reports reaching GNS said that hundreds of people from Dardpora, Tikipora, Darpora, Rangwar Diver, and other areas assembled outside the police station Lalpora after rumors spread in the area that the slain militants were civilians, who had gone to the forests to collect the firewood. Chanting slogans, the protesters were asking cops to allow them to see the bodies. However, the cops refused to allow the people in the police station saying that the doctors were conducting post mortem of the bodies. As more people joined the protests, angry and curios protesters attacked the police station with stones and tried to barge in. Some protesters managed to sneak into the compound and set ablaze two police pickets, besides causing damage to at least half a dozen CRPF and police vehicles. Speaking to GNS over phone, Abdul Khaliq, who is the Sarpanch of Lalpora, said that the protests erupted after people demanded police to show the bodies of slain militants. “Some people had suspicion that the slain might be their dear ones, so in order to remove apprehensions they went to police station, but the police denied the permission”, he said. Official sources said that a senior officer of paramilitary Central Reserve Police Force (CRPF), an officer of Jammu and Kashmir Police, three other cops, and two media men were among the dozen people injured in clashes. The injured CRPF officer was identified as Deputy Superintendent of Police (DSP) Taasho Sahu of 98 Battalion, while the police officer was identified as Assistant Sub-inspector Abdul Majeed. The media persons have been identified as Amin War of Chandigarh-based The Tribune and Mubashir Hussain of New Delhi-based News24 Television. The car (DL4CND - 0725) of Daily Excelsior photo-journalist, Abid Nabi was also damaged during clashes. He said that his laptop and camera also got damaged. “We received one injured person. He had suffered minor injury,” Block Medical Officer (BMO) Sogam, Dr Tahir told GNS. Sources said that fearing more trouble, the authorities imposed curfew in the area. Deputy Commissioner (DC) Kupwara, Itrat Hussain told GNS that restrictions were imposed in Lalpora after people, who presumed the slain militants as civilians, tried to forcibly get into the police station to see the bodies. The people, he said, also hurled stones on the forces causing injuries to a few people. “Later, the bodies were given to the members of the Auqaf committee. All the slain militants were buried by the Auqaf. The situation is normal and well under control,” he added. Eyewitnesses said that more than ten thousand people participated in the funeral prayers of the slain men. Chanting pro-freedom and anti-India slogans, the slain ‘militants’ were buried in martyrs’ graveyard Ratanag. “Over 15000 people participated in the funeral prayers of the slain. Many people from far off villages also attended the last rites of the deceased men,” Sanaullah, member of the Lalpora Auqaf Committee told GNS Earlier in the day, the army said that all the slain militants were foreigners. The Health Minister stated that for Redevelopment Plan (1st Phase) Rs.586 crores (construction cost: 471 Crs.) have been allocated. It is planned to add 570 beds by end of November, 2014. During Phase-I, OPD block, accident and emergency block, IPD block, Radio Therapy block, Academic Block, Under Graduates’ Hostel will be constructed. Sixteen major OTs, 44 ICU Beds, 9 lecture theatres and 7 laboratories will be added to the infrastructure of LHMC by the Government. The Health Minister highlighted that huge infrastructure has been created in the country under NRHM. During the term of UPA-I and UPA-II 18,000 and 33,000 hospitals have been added respectively at the Sub Centre, Primary Health Centre, Community Health Centre and at district level hospitals in the country. Lov Verma, Secretary, Ministry of Health and Family Welfare said that LHMC is the oldest premiere Medical College in Delhi which was founded in March 1914. It started working in 1916 and just 16 students were enrolled for the 7 years course. Now 200 new students are enrolled every year to this institution. He stated that substantial infrastructure has been planned and under construction under phase I of Redevelopment Programme and new Super Specialty has been proposed in LHMC under Redevelopment programme Phase II. He said that public health expenditure in India is just 1.2% of GDP which is much lower than USA, UK, Norway, Brazil, etc. The expenditure in health sector needs to be increased and quality healthcare services need to be provided to the people, he said. India has 241 medical professionals (including medical, dental and all the streams) for one lakh population at the end of 11th Five Year Plan. It should be 354 by the end of 12th Five Year Plan, he added. Introduction of new medical schemes and augmentation of existing facilities is the prime requirement, the President noted. Medical occupation is associated with piety and is a unique blend of science and humanity, stated the President. Speaking at the occasion, the Union Minister for Health and Family Welfare, Ghulam Nabi Azad said that India has made substantial progress in building health infrastructure and improving its health indicators over time in terms of substantially reducing MMR, IMR and TFR and a significant increase of 5 years in life expectancy. Azad highlighted that under the National Health Mission, the public health infrastructure has been strengthened across the country in a mission mode by the Government. Azad said that the NCDs, especially cancer, diabetes, CVDs and stroke are now globally recognized as major challenges to human health and economic growth. Government during the last four months itself, has already launched 7 indigenously developed products which will be immensely beneficial for the people. These include testing strips for detection of diabetes, device for detection of cervical cancer, vaccine for Japanese Encephalitis (JE) and vaccine for HINI. The Government has approved setting up of 71 Cancer Institutes in different parts of the country with state of art facilities for chemotherapy, radiotherapy and onco-surgery, including a National Cancer Institute at the second campus of AIIMS at Jhajjar, Haryana, Azad said at the function. Dr. RML Hospital was set up 80 years ago and the Ministry of Health has an ambitious plan for development of this Hospital, during the 12th Five Year Plan. In the first phase, it is proposed to construct a super-speciality building with state of art medical facilities in the 2.1 acre plot already with the hospital. The new facilities will provide the services like Cancer Care Centre to provide Medical, Surgical and Radiation Oncology Services, Paediatric Cardiology Services will be added to the Cardiac Care Service, Surgical Gastroenterology and Surgical Endocrinology Services to compliment the Gastroenterology and Endocrinology departments, Transplant Facility for organ donation and transplant, Daycare Services for Super-speciality departments, and Private Wards for patients of Super-speciality departments. While all the above activities are in the pipeline, manpower and equipment for Paediatric Cardiology Services and an Electro-physiology Lab have already been sanctioned. Another two plots of land measuring approximately four acres in the heart of the city have been earmarked for this institute. Additional land is being given for expansion of the Hospital, its intended to establish a hostel for Lady Resident Doctors as well as a Maternity and Child Health Centre. Srinagar, Feb 25: Days after the reports that Kulgam, the home district of Minister for Social Welfare Sakina Ittoo and Ramban, the native district of her junior Minister Vikar Rasool, have got a major share of the villages declared as backward by the Government in the past five years, protestors of Sail Beerwah Tuesday staged a massive protest in Press Enclave Srinagar demanding backward status to their area. The protestors said that the Census 2011 had shown Budgam as the poorest district in the Kashmir besides Bandipora and Kupwara but instead of awarding backward status to their area the major share has

gone to Kulgam and Ramban because it is being represented by Social Welfare Ministers. The protestors carrying placards and banners alleged that present government has become the hallmark of injustice and discrimination. “Neither our area was declared as backward nor we were given tehsil status. The fact is that the Social Welfare Minister has shown a biased approach while awarding backward status to any area,” a protestor told CNS adding that the exercise to revise the villages should be undertaken so that deserved villages be given the backward status. House passes Six Bills JAMMU, FEBRUARY 25: As many as six Government Bills were passed in the Legislative Assembly today. The Bills were introduced in the House earlier during the current session and today these were put to discussions after which these bills were passed .LA Bill No. 1 of 2014 which provides for the acquisition of the right of user in land for lying of gas pipelines and other underground public utilities in the State of Jammu and Kashmir and for the matters connected therewith was moved by the Minister of State for Revenue, Mr. Ajaz Ahmed Khan and passed by the House after a brief discussion. Ch. Zulfikar Ali and Mr. Harshdev Singh moved their amendments on the Bill, whileas Mr. Ashok Kumar participated in the discussion. After certain clarifications from the Minister, the Members withdrew their amendments. The LA Bill No. 2 of 2014 regarding amendment in the Prevention of Corruption Act, Samvat 2006 was moved by the Minister for Law, Justice & Parliamentary Affairs, Mir Saifullah on behalf of the Chief Minister. The Bill provides for prevention of corruption and bribery in the State. The legislation is aimed at to make the said Act more stringent and to bring within its ambit some more offences which were not being covered by existing enactment. The discussion held on the Bill included amendments proposed by Mr. Nizam-ud-Din Bhat, Ch. Zulfikar Ali and Mr. Harshdev Singh. The Bill was passed by the House with voice vote after the brief discussion. The Members withdrew their amendments after the clarifications by the Minister. The LA Bill No. 4 of 2014 which pertains to the amendment of Jammu and Kashmir Representation of the People Act, 1957 and State Ranbir Penal Code, Samvat 1989 was moved by Minister for Law, Justice & Parliamentary Affairs, Mir Saifullah. The Bill seeks to incorporate the amendments made in the Central Law, particularly the provisions relating to the appointment of Observers, priority for candidates of recognized political parties in the Ballot papers, exclusion of expenditure incurred by

The LA Bill No. 8 of 2014, which pertains to establishment of Ombudsman for the Panchayat for the purpose of investigating charges of corruption or mal-administration in Panchayati Raj Institutions in the state, was moved by the Minister for Law & Parliamentary Affairs, Mir Saifullah. JAMMU, FEBRUARY 25: Minister of State for Power, Mr. Vikar Rasool today informed the House that the Government would establish four Regional Electric Workshops at Anantnag, Baramulla, Ganderbal and Pulwama to ensure buffer stock of transformers besides repairs of damaged transformers in North and South Kashmir. Replying to a question by Syed Basharat Bukhari, the Minister said that in this regard a detailed project for Rs. 6.22 crore has been framed and Rs. 1.01 crore have been earmarked for procurement of buffer stock of transformers for these proposed workshops. Mr. Vikar said that in order to ease out the work load on divisional workshops and to ensure that transformers damaged at various places are replaced without too much delay, central transformer bank at Pampore has been effectively issuing transformers as replacement of damaged transformers. He said six transformers of different capacity have been issued to Sangrama Constituency out of buffer stock through Central

ntrepreneurship development and training is one of the key elements for development and promotion of micro and small enterprises, particularly, the first generation entrepreneurs. Entrepreneurship Development Programmes (EDPs) of various durations are being organized on regular basis by a number of organizations e.g. national and state level Entrepreneurship Development Institutes (EDIs), Micro, Small and Medium Enterprises Development Institutes (MSMEDIs), national and state level Industrial Development Corporations, Banks and other training institutions and agencies in private and public sector etc., to create new entrepreneurs by cultivating their latent qualities of entrepreneurship and enlightening them on various aspects necessary for setting up micro and small enterprises. Besides, various Industrial Training Institutes (ITIs), other private training institutions are also organizing vocational training (VT) programmes, skill development programmes (SDPs) and entrepreneurship cum-skill development programmes (ESDPs). However, there are still wide spread variations in the success rate, in terms of actual setting up and successful running of enterprises, by the EDP/ SDP/ ESDP trained entrepreneurs. It has been observed that entrepreneurs particularly new entrepreneurs, generally face difficulties in availing full benefits under available schemes of the Governments/ financial institutions, completing and complying with various formalities and legal requirements under various laws/ regulations, in selection of appropriate technology, tie-up with buyers and sellers etc. In order to bridge the gap between the aspirations of the potential entrepreneurs and the ground realties, there is a need to

support and nurture the potential first generation as well as existing entrepreneurs by giving them handholding support, particularly during the initial stages of setting up and managing their enterprises. To achieve this objective, Rajiv Gandhi Udyami Mitra Yojana (RGUMY) has been launched. Selected lead agencies i.e. 'Udyami Mitras' aim to help these entities in the establishment and management of the new enterprise, in dealing with various procedural and legal hurdles and in completion of various formalities required for setting up and running of the enterprise. The Yojana also helps in providing information, support, guidance and assistance to first generation entrepreneurs as well as other existing entrepreneurs through an ‘Udyami Helpline’ (a Call Centre for MSMEs), to guide them regarding various promotional schemes of the Government, procedural formalities required for setting up and running of the enterprise and help them in accessing Bank credit etc. Under RGUMY, financial assistance would be provided to the selected lead agencies i.e. Udyami Mitras for rendering assistance and handholding support to the potential first generation entrepreneurs. Following agencies/organizations can be appointed as the lead agency i.e. Udyami Mitra: · Existing national level Entrepreneurship Development Institutions (EDIs); · Micro, Small and Medium Enterprises Development Institutes (MSMEDIs)/ Branch MSMEDIs; · Central/ State Government public sector enterprises (PSEs) involved in promotion and development of MSEs e.g. National Small Industries Corporation (NSIC) and State Industrial Development

Corporations etc.; · Selected State level EDIs and Entrepreneurship Development Centers (EDCs) in public or private sectors; · Khadi and Village Industries Commission (KVIC); · Special Purpose Vehicles (SPVs) set up for cluster development involved in entrepreneurship development; · Capable associations of MSEs/SSIs; · Other organizations/training institutions/NGOs etc. involved in entrepreneurship development/ skill development. The Scheme does not help existing entrepreneurs. It only helps beneficiaries who would like to become prospective entrepreneurs. Beneficiaries, who have not undergone such training, but are willing for getting handholding support, should be advised to undergo such training for at least two weeks. The selected lead agencies i.e. Udyami Mitras render assistance and handholding support for following services: Networking, coordinating and follow up with various Government departments/ agencies/ organizations and regulatory agencies on the one hand and with support agencies like Banks and financial institutions, District Industries Centers (DICs), technology providers, infrastructure providers on the other hand, to help the first generation entrepreneurs in setting up their enterprise. Udyami Mitras are expected to help the first generation entrepreneurs in: I d e n t i f i c a t i o n o f s u i t a b l e p r oject/product/enterprise and preparation of bankable project report · Creation of the proprietorship firm/ partnership firm/ Company/Society/ Self Help Group (SHG) etc.; • Filing of Memorandum (as prescribed under MSMED Act 2006); • Accessing bank loans, admissible capital

subsidy/ assistance under various schemes of the Central /State Government and other agencies/organizations/financial institutions/ Banks etc. by networking with respective agencies; • Assistance and support in establishment of work shed/office; • Sanction of Power load/connection; • Selection of appropriate technology and installation of plant and machinery/office equipment etc.; • obtaining various registrations/ licenses/ clearances / No Objection Certificates (NOCs) etc. from the concerned regulatory agencies/ Government departments/ local bodies/Municipal authorities etc.; • Allotment of Income Tax Permanent Account Number (PAN) and Service Tax/ Sales Tax/ VAT registration etc; • Sanction of working capital loan from the banks; • Arranging tie up with raw material suppliers; • Preparation and implementation of marketing strategy for the product/ service and market development; and •Establishing linkage with a mentor for providing guidance in future; •Creation of web page and email identity; Once the enterprise has been successfully set up, the Udyami Mitras would also monitor and follow up on the functioning of the enterprise for a further period of minimum 6 months and provide help in overcoming various managerial, financial and operational problems. The beneficiaries i.e., Udyamis are required to pay Rs. 1000/- to Udyami Mitras, as their initial contribution at the time of registration.However, the initial contribution is also waived off for the beneficiaries belonging to SC, ST, Physically Handicapped, Women and all beneficiaries belonging to North-Eastern Region.

Creating Skilled Manpower Scheme for Online Reporting Assistance to Training Institutions System of Mineral Transaction T

he Micro, Small and Medium Enterprises (MSMEs) sector has emerged as a highly vibrant and dynamic sector of the Indian economy over the last five decades. MSMEs not only play crucial role in providing large employment opportunities at comparatively lower capital cost than large industries but also help in industrialization of rural & backward areas, thereby, reducing regional imbalances, assuring more equitable distribution of national income and wealth. MSMEs are complementary to large industries as ancillary units and contribute enormously to the socio-economic development of the country. The Ministry promotes the development of micro and small enterprises in the country with the objective of creating self-employment opportunities and upgrading the relevant skills of existing and potential entrepreneurs. In order to promote establishment of new enterprises and creation of new entrepreneurs the Ministry has been implementing various schemes and programmes. Entrepreneurship development is one of the key elements for promotion of micro and small enterprises, particularly, the first generation entrepreneurs. Entrepreneurship, and resultant creation of employment and wealth, is a major means for inclusive development. Hence, entrepreneurship development has been one of the priorities in countries the world over. In order to ensure that young entrepreneurs are encouraged and suitably equipped to go into new ventures, the Ministry has been providing assistance for establishment of Training Institutions/ Entrepreneurship Development Institutes (EDIs) for imparting entrepreneurship and skill development training. These EDIs have been providing entrepreneurship and skill development training to the first generation entrepreneurs and helping and supporting them in the establishment of their enterprises. The Government makes consistent and concerted efforts to accelerate and promote entrepreneurship by providing support for strengthening of training infrastructure as well as programme support. The Ministry has set up three National level Entrepreneurship

Development Institutes namely National Institute for Micro, Small and Medium Enterprises (NIMSME), Hyderabad; National Institute for Entrepreneurship and Small Business Development (NIESBUD), Noida and Indian Institute of Entrepreneurship (IIE), Guwahati to undertake the task of entrepreneurship and skill development on a regular basis. The Ministry has also been supporting the efforts of State Governments/ Union Territories, Industry Associations, Financial Institutions, Technical/ Management Institutions, other Non-Governmental Organisations (NGOs), etc. for establishment of new training institutions as well as strengthening of the infrastructure of existing training institutions. The Scheme for Assistance to Training Institutions envisages financial assistance for establishment of new institutions (EDIs), strengthening the infrastructure of the existing EDIs and for supporting entrepreneurship and skill development activities. The main objectives of the scheme are development of indigenous entrepreneurship from all walks of life for developing new micro and small enterprises, enlarging the entrepreneurial base and encouraging self-employment in rural as well as urban areas, by providing training to first generation entrepreneurs and assisting them in setting up of enterprises. The assistance is provided to these training institutions in the form of capital grant for creation/strengthening of infrastructure and programme support for conducting entrepreneurship development and skill development programmes. Assistance to National level EDIs is provided under the scheme for creation or strengthening/ expansion of infrastructure, including opening of new branches/ centres and meeting revenue deficit, if any, to national level EDIs [presently 3 namely - National Institute for Micro, Small and Medium Enterprises (NiMSME), Hyderabad; National Institute for Entrepreneurship and Small Business Development (NIESBUD), Noida and Indian Institute of Entrepreneurship (IIE), Guwahati]. Assistance to Other EDIs (other than

National level EDIs) is provided under the scheme to proposed new EDIs or existing EDIs for creation or strengthening/expansion of their infrastructure. The central assistance under this scheme would be only catalytic and supplementary to the contributions and efforts of the other stakeholders e.g. the concerned Institute, States/UT Governments and other developmental agencies/NGOs/Institutions etc. Here, the applicant Institution should possess clear title on the land required for setting up of the proposed/existing institute. In case the land is obtained on lease hold, the tenure of the lease deed should be for at least 30 years. The financial assistance is for specific needs of each case for construction of building, purchase of training aids/equipments, office equipments, computers and for providing other support services e.g. libraries/data bases etc. Assistance for Training Programmes is provided under the scheme to Training Institutions, for conducting Entrepreneurship Development Programmes (EDPs) and Entrepreneurship cum Skill Development Programmes (ESDPs) and Training of Trainers (ToTs) programmes in the areas of Entrepreneurship and/or Skill Development. · National level EDIs (including branches), · Training Institutions established by Partner Institutions (PIs) of national level EDIs, · Training/Incubation centres of NSIC, · Training cum Incubation Centres (TICs) set up by Franchisees of NSIC and · Other Training institutions with proven professional competency, capacity and experience, approved under the scheme. Assistance is normally provided for short term courses/ training programmes (non residential) only, i.e. ESDPs for 1 to 3 months (100 to 300 hours of training inputs), EDPs for 2 weeks (72 hours of training inputs) and ToT programmes (300 hours of training inputs). The progress of the scheme is regularly monitored by the Screening Committee/Secretary (MSME) from time to time to ensure the highest quality.

In its continues effort to bring more transparency the Mines Ministry has developed an On-Line Registration and Reporting System under rule 45 of MCDR, 1988 of mineral transaction to facilitate the submission of monthly returns of iron ore. The Minister of State Independent Charge Shri Dinsha J. Patel launched the first phase of the Online Reporting System of mineral transaction. The focus will be on submission of monthly returns for iron and manganese ore mines throughout the country. Other minerals would be covered by September 2012. In the present system of mineral administration, the onus of the mineral is with the State Governments. The Ministry has a limited authority except the administration of Mineral Conservation and Development Rules, 1988 (MCDR) through Indian Bureau of Mines. Now the reporting system has been developed to facilitate in submitting the returns on-line. Indian Bureau of Mines will allot and record registration numbers, which will be used for all reporting and correspondence connected to mining, trading, stocking, end use or export of mineral. All the State Government will be able to access the system to check the data reported in the returns and can initiate action in case of wrong reporting of data, evasion of royalty, etc. Over a period of time, it has come to the knowledge of the Ministry that malpractices in mining sector have increased due to poor governance at State level leading to number of illegal mining cases. The mineral thus produced, come into the mineral market through trading, stocking, procurement by endusers or export. This situation has necessitated the Government to take stringent measures for monitoring the mining and mineral transaction in order to control malpractices in this sector. In future the system will be linked to Railways and Ports Authorities to check the correctness of the reporting made under the Rule. The on-line reporting system is linked to on-line registration system. Broadly the reporting system is divided into two parts. Part-I covers the general information in addition to the employment details. Part-II of the monthly reporting system deals with the grade wise production, dispatches, stock and justification for increase/decrease of production and sale price of minerals. The Part-II of reporting system requires the registration number of the consignee and purpose of sale whether for domestic consumption or export and in case of domestic consumption whether it is made for captive consumption or sale or transfer. The on-line registration system has already commenced in Indian Bureau of Mines and so far 4898 lease holders (covering 9390 mines), 2345 traders, 476 exporters, 1033 stockist and 1653 end-users have registered their details. The amended Rule 45 of MCDR, 1988 specifies penal action against defaulting mine owners and empowers the Government to order for suspension of all mining operations and may revoke the order of suspension after ensuring proper compliance, take action to initiate prosecution and recommend for termination of mining lease. In order to ensure tighter implementation, State Governments would be partnered for compliance of traders, stockiest, exporters and end-users.
