Policeman killed in south Kashmir attack Srinagar, July 25: A policeman who was seriously injured Friday evening after shot at by suspected militants at Bijbehara area of south Kashmir’s Anantnag district, succumbed to injuries here in SMHS hospital, Srinagar. A police official told GNS that constable Mohammad ALtaf (belt no. 935/A) was fired upon from suspected militants at Goriwan while he was performing his duty today evening. Mohammad Altaf, a resident of Ganderpora area of Eidgah in Srinagar sustained a bullet wound and was immediately shifted to SMHS hospital where he later succumbed to injuries. Soon after the attack, SOG, police, army and CRPF cordoned off the whole area and launched searches to nab the attackers.(GNS)

Huge congregations held at various places including Hazratbal, Jamia Masjid Srinagar, July 24 (KNS): Muslims of Kashmir bid farewell to the ongoing month of Ramadan on the eve of Jumat-ul-Vida (Last Friday) of Ramadan month on July 25 with the huge congregations witnessed in Jamia Masjid and Hazratbal. Reports informed KNS that valley observed Jumat-ul-Vida, the last Friday of the holy month of Ramadan with traditional piety and religious fervour. The day was also be marked with a huge turnout at all mosques. Pertinently the Jumat-ul-Vida, last Friday of the Ramadan was observed as Jumat-ul-Qudus across the valley. According to KNS correspondent, the largest gathering of the day was held at Jamia Masjid followed by Hazratbal shrine, followed by Char-e-Shareef where the faithful congregated in large numbers since morning. Police resorted to aerial firing to disperse mob Ganderbal, July 25: Situation turned ugly in Tulmula area of Central Kashmir’s Ganderbal district on Friday when agitated people assaulted a ‘debauch’ government employee after catching him red handed with a female in compromising position in a government office when it was a public holiday. Eyewitnesses told CNS that some people were puzzled to see Zonal Education Office located in Tulmula Khirbhawani open on holiday. “A group of people earlier had seen a couple entering into the office, but they did not cast any doubt as the male whom they had seen was the employee of the office,” a shopkeeper told CNS adding that it was not the first time that people of the area observed couple entering into the office during holidays. Witnesses said that some people stealthy entered into the office and found the couple indulging in obscene act. Reports said that scores of people pounced on the debauch government employee and

Hopes shatter as no one survives Air Algerie plane crash Mali, July 25: France announced there were no survivors among the 116 people on board the Air Algerie flight that crashed over Mali, saying bad weather was the likely cause of the disaster. "Sadly, there are no survivors," President Francois Hollande said on television, a day after flight AH017, carrying 51 French nationals, went down shortly after take-off from Ouagadougou in Burkina Faso. The wreckage of the McDonnell Douglas 83 plane, operated by Spanish charter firm Swift air on behalf of Air Algerie, was located 50 kilometres north of the Burkina Faso border in Mali's Gossi region. In addition to the French victims, passengers and crew hailed from Burkina Faso, Lebanon, Algeria, Spain, Canada, Germany and Luxembourg. It was unclear exactly how many people were on board, as Swiftair put the number at 116 while the French presidency said 118 passengers and crew were on the jet. It was on its way to Algiers when it crashed amid reports of heavy storms in the area, shortly after
the pilots radioed in that they were diverting course due to difficult weather conditions. A witness reported seeing the plane "falling" in the difficult-to-access Gossi region. 7 IAF personnel killed in chopper crash in UP Sitapur, July 25: Seven IAF personnel including two officers were killed on Friday when an ALH Dhruv helicopter in which they were flying from Bareilly to Allahabad crashed in Sitapur in Uttar Pradesh. The pilot of the chopper had given a 'May Day call' (emergency call) before the crash and lost radio and radar contact after that, IAF spokesperson said in Delhi on Friday. The IAF aircraft had on board two pilots and five air warriors. There are no survivors, he said. JK students studying in Ukraine advised stay back home
Srinagar, July 24: The academic future of at least 25 students of Jammu and Kashmir among hundreds of students from other places studying in violence torn Ukraine is uncertain as, reports said that the Indian embassy in Kiev on last Wednesday advised students against returning to their educational institutions in Donetsk and Lugansk regions, for the new academic year commencing in September. Reports maintained that it advised students to postpone their travel plans and await the embassy’s advice. “We are in touch with Ukrainian authorities and would update the status soon,” the Indian embassy in Ukraine said. Pertinently, when violence escalated in Ukraine, India had issued an advisory asking its nationals to leave Donetsk and Lugansk regions in eastern Ukraine which witnessed violent clashes between pro-Russian separatists and government forces. Govt police foiled their attempt. The clashes between people and police continued for hours while it took police more than an hour to come out from the temple and take the accused to police station amid tight security. Station House Officer Khir Bhawani identified the accused government employee as Zahoor Ahmed Shiekh son of Muhammad Sayed resident of Salora Ganderbal. “We have registered an FIR vide number 36/2014 in this and investigation is going on,” he said. Chief Education Officer Ganderbal Sanaullah Mir told CNS that the erring employee will be suspended without any delay. The accused happens to be close relative of former National Conference leader Shiekh Ghulam Rasool Saloora who recently floated his own political party. (CNS)

Welcoming the foreign secretary level talks between India and Pakistan, Mirwaiz stated that Hurriyat Conference (M) would welcome any decision by India and Pakistan to take up the Kashmir Issue in a more serious way and as a matter of priority at the highest political levels. From the past experiences, it’s very clear that bureaucrats cannot tackle what is essentially a political issue requiring real statesmanship. If Kashmir were to be elevated as an issue to be pursued at the top political level – at the Prime Ministerial level – the people of Kashmir would take this as a very welcome sign of seriousness on the part of India and Pakistan towards conflict resolution. Mirwaiz said that the newly-elected government in New Delhi must not repeat the same mistakes as previous governments have made - of relying on militaristic approaches, while believing that time alone would resolve the Kashmir Issue.

One protester was killed today by Israeli soldiers near the southern city of Hebron, while Israeli settlers fired on a group of Palestinians, killing one person in Nablus. Israeli offensive overnight killed 42 Palestinians, as international efforts for a ceasefire intensified after 17 Palestinians died and 200 others injured in an Israeli strike on a UN-run school in Hamas-ruled northern Gaza yesterday. UN Secretary General Ban Ki-moon condemned the attack, which came hours after the agency had warned that Israel's actions in the Gaza could constitute war crimes. Ban today called for an immediate "humanitarian pause" lasting through the Muslim festival of Eid alFitr. "On this, the last Friday of Ramadan, I call for an immediate, unconditional humanitarian pause in the fighting in Gaza and Israel. This pause would last through the Eid al-Fitr holiday period," Ban said in a statement.

Dowry Menace: In-Laws force pregnant woman to consume poisonous substance Srinagar, July 25: Police arrested the five members of Tangmarg family including the husband of victim for allegedly forcing a pregnant woman to take some poisonous substance. Police sources told CNS that a woman (name withheld) from Traran village of North Kahsmir’s Tangmarag area was married to a man namely Bilal Ali Malik from Hariwatnu Chek area. Sources added that Bilal Malik and his in-laws were frequently forcing the said woman to collect money from her father to assist them in constructing new house. “Once the woman managed to arrange money for the in-laws but this time her father was not in a position to help her, as a result she was tortured by In-Laws and was forced to take some poisonous substance,” a
police official told CNS. The woman according to reports is battling for life in SMHS Hospital Srinagar. Police registered a case after locals staged a massive protest against the family and demanded the arrest of all the ‘erring’ family members. Reports said that the accused family members including the head Ali Muhammad Malik, his sons Shakoor Malik, Rashid Malik, Mansoor Malik and Bilal Malik went on hiding to evade their arrest, however, police launched a hunt and nabbed them. The family of Muhammad Yousuf Bangroo, son of Abdul Salam, who was a resident of Hyderpora told GNS that Yousuf was ‘murdered’ after being hit by an iron rod at Chadoora. The brother of the deceased, Abdul Hamid, told GNS: “Four people including Abdul Hamid Mir and his three sons killed him and injure our brother Muhammad Abdullah.” “We have some property dis-
pute and these four persons simply murdered him,” he alleged. Hamid said police’s version over death of Yousuf is ‘wrong’. “Police said he died while dismantling a building, but it has no basis,” he alleged. The police on Thursday said in a handout that Yousuf came under debris while dismantling a building. The police said that Abdullah was injured as he also came under the debris. “These persons, after murdering my brother and injuring another one, dismantled the wall and tried to give notion that they came under it and died,” Hamid claimed. Jammu, July 25: Hundreds of Muslims, including students on Friday took to streets in the state’s winter capital to protest “the atrocities on the Muslims of Palestine especially Gaza by Israel with the active support of USA.” The protestors, who assembled at different parts of Jammu province chanted anti-Israel and anti-USA slogans, urging the world community to take serious note of “atrocities” and “oppression” on people of Palestine by the Israeli government with the help of USA. They denounced the continuous assault of Israel on Gaza and lamented that Arab world is silent over the innocent killings that are taking place in Palestine on daily basis. The protestors according to CNS were carrying placards like “Stop supporting child killers”, “Boycott Israel”, “Stop killing innocent people” etc.
“Our nation was earlier oppressed by Britishers for about 200 years and now Israel with the help of USA resorted to atrocities. We understand the pain of our brothers and sisters in Palestine and we will not tolerate such atrocities,” an angry protestor said, adding “the world community should help the Palestine by boycotting Israel and USA.” The protestors said that they were not against any religion or country, but against oppression against any community - irrespective of religion or nationality - should be condemned strongly by one and all. Heavy cross-border firing rocks Mendhar sector Poonch, July 25: Pakistani troops on Friday evening allegedly fired upon Indian posts along the Line of Control (LoC) with mortar shells at Mendhar Sector in Poonch district of Jammu and Kashmir. Maoists kill five civilians in Jharkhand RANCHI: Maoists have killed five civilians — some of whom had reportedly refused to allow their children to join the Maoists and some had allegedly worked as spy for police — in Gumla and Lohardaga districts of Jharkhand in the last few days. On Friday, Ranchi range DIG Praveen Kumar Singh confirmed the killing of five villagers but said that their bodies have not been recovered so far. Two villagers are reported to have been killed in Lohardaga and the rest in Gumla (both neighbouring districts), said a police officer. But villagers are yet to lodge a complaint with either Gumla or Lohardaga police due to the fear of Maoists. “The killings have taken place in the last few days but we are yet to receive any complaint,” said Singh. “The area (where the killings have taken place) is inaccessible and it is not easy for forces to recover the bodies immediately. A senior police officer not wanting to be named said at least two of the villagers who have been killed had refused to allow their children to join the Maoists. “The Maoists had held meetings with villagers a fortnight ago and sought one boy or girl from each household. They had forcibly taken some of the children with them,” said Lohardaga SP Mritunjay Kumar. Mritunjay Kumar, however, said the identity of the victims will be clear only after forces return from forests. “It will not be proper to comment now,” said Kumar. ndia is home to the largest child population in the world, with almost 42 per cent of the total population under eighteen years of age. Needless to say, the health and security of the country’s children is integral to any vision for its progress and development. One of the issues marring this vision for the country’s future generations is the evil of child sexual abuse. Statistics released by the National Crime Records Bureau reveal that there has been a steady increase in sexual crimes against children. According to a study conducted by the Ministry of Women and Child Development in 2007, over half of the children surveyed reported having faced some form of sexual abuse, with their suffering exacerbated by the lack of specific legislation to provide remedies for these crimes. While rape is considered a serious offence under the Indian Penal Code, the law was deficient in recognising and punishing other sexual offences, such as sexual harassment, stalking, and child pornography, for which prosecutors had to rely on imprecise provisions such as “outraging the modesty of a woman”. The Ministry of Women and Child Development, recognising that the problem of child sexual abuse needs to be addressed through less ambiguous and more stringent legal provisions, championed the introduction of a specific law to address this offence. The POCSO Act was therefore formulated in order to effectively address the heinous crimes of sexual abuse and sexual exploitation of children. The Protection of Children from Sexual Offences Act, 2012 received the President’s assent on 19th June 2012 and was notified in the Gazette of India on 20th June, 2012. The Act is due to come into force shortly, along with the rules being framed under the Act. The Act defines a child as any person below eighteen years of age, and regards the best interests and well being of the child as
being of paramount importance at every stage, to ensure the healthy physical, emotional, intellectual and social development of the child. It defines different forms of sexual abuse, including penetrative and non-penetrative assault, as well as sexual harassment and pornography, and deems a sexual assault to be “aggravated” under certain circumstances, such as when the abused child is mentally ill or when the abuse is committed by a person in a position of

trust or authority vis-a-vis the child, like a family member, police officer, teacher, or doctor. People who traffick children for sexual purposes are also punishable under the provisions relating to abetment in the Act. The Act prescribes stringent punishment graded as per the gravity of the offence, with a maximum term of rigorous imprisonment for life, and fine. In keeping with the best international child protection standards, the Act also provides for mandatory reporting of sexual offences. This casts a legal duty upon a person who has knowledge that a child has been sexually abused to report the offence; if he fails to do so, he may be punished with six months’ imprisonment and/ or a fine. Thus, a teacher who is
responsibility of making urgent arrangements for the care and protection of the child, such as obtaining emergency medical treatment for the child and placing the child in a shelter home, should the need arise. The police are also required to bring the matter to the attention of the Child Welfare Committee (CWC) within 24 hours of receiving the report, so the CWC may then proceed where required to make further arrangements for the safety and security of the child. The Act also makes provisions for the medical examination of the child designed to cause as little distress as possible. The examination is to be carried out in the presence of the parent or other person whom the child trusts, and in the
case of a female child, by a female doctor. The Act further makes provisions for avoiding the re-victimisation of the child at the hands of the judicial system. It provides for special courts that conduct the trial in-camera and without revealing the identity of the child, in a manner that is as child-friendly as possible. Hence, the child may have a parent or other trusted person present at the time of testifying and can call for assistance from an interpreter, special educator, or other professional while giving evidence; further, the child is not to be called repeatedly to testify in court and may testify through video-link rather than in the intimidating environs of a courtroom. Above all, the Act stipulates that a case of child sexual abuse must be disposed of within one year from the date the offence is reported. Another important provision in the Act is that it provides for the Special Court to determine the amount of compensation to be paid to a child who has been sexually abused, so that this money can then be used for the child’s medical treatment and rehabilitation. The Act is a welcome piece of legislation, in that it recognises almost every known form of sexual abuse against children as punishable offences, leaving little room for ambiguity in its interpretation. Further, by providing for a childfriendly judicial process, the Act encourages children who have been victims of sexual abuse to bring their offender to book and seek redress for their suffering, as well as to obtain assistance in overcoming their trauma. It makes the different agencies of the State, such as the police, judiciary and child protection machinery, collaborators in securing justice for a sexually abused child; working together, they can ensure that the child is given an opportunity to obtain justice for the harm suffered, and begin the process of rebuilding the child’s life and future.
Indira Awaas Yojana- Fulfilling the Need for Rural Housing

helter is a basic need of a citizen which is critical for determining the quality of human life. A roof over the head endows a shelterless person, with an essential asset and improves his physical and mental well being. Hence, fulfilling the need for rural housing and tackling housing shortage particularly for the poorest is an important task to be undertaken as part of the poverty alleviation efforts of the Government. The Indira Awaas Yojana (IAY) is a flagship scheme of the Ministry of Rural Development. Under the scheme, financial assistance is provided to the Below Poverty Line (BPL) households in the rural areas for construction of dwelling units. It has been in operation since 1985-86. The funding of IAY is shared between the Centre and States in the ratio of 75:25. In the case of Union Territories, entire funds of IAY are provided by the Centre. In case of North East States, the funding ratio between the Centre and States is 90:10. The ceiling on construction assistance under IAY is Rs. 45,000 per unit in the plain areas and Rs. 48,500 in hilly/difficult areas/IAP districts. For upgradation of kutcha house, the financial assistance is Rs. 15,000 per unit. In addition to the unit assistance availed, a beneficiary can also borrow a top-up loan upto Rs. 20,000/from any nationalized Bank at 4% interest per annum under Differential Rate of Interest (DRI) Scheme. The criteria for allocation of IAY funds to the States and UTs involve assigning 75% weightage to housing shortage and 25% to poverty ratio. The allocation amongst districts is based on 75% weightage to housing shortage and 25% weightage to SC/ST component. Further, 60% of the IAY allocation is meant for benefiting SC/ST families, 3% for physically handicapped and 15% for minorities. Also the IAY houses are expected to be invariably allotted in the name of women. Monitoring Mechanism The Indira Awaas Yojana is being continuously reviewed through Monthly and Annual Reports received from the States/UTs. Senior officers at the level of Deputy Secretaries and above in the Ministry are appointed as Area Officers for different States/UTs. These Area Officers visit the allotted States/UTs from time to time and inspect the actual implementation of the programme in the field. They also participate in the State Level Coordination Committee Meetings providing thereby, a source of effective link between the policy makers, i.e., the Government and the implementing agencies (States /UT Governments). The programme is also reviewed at the meeting with the State Secretaries of Rural Development and with the Project Directors of DRDAs in the workshops held every year. From April 2007 onwards, an online monitoring mechanism has been put in place to enable DRDAs to upload their monthly progress reports into the website of the Ministry. The web-based local language MIS Programme ‘AWAASsoft’ was launched, this software captures beneficiary-wise data and is accessible to all the stake holders, beneficiaries and citizens at large. During the last year 2011-12, Rs. 9991.20 crore (including Rs. 500.00 crore for Homestead Component) were allocated for Rural Housing for construction of 27.27 lakh houses under Indira Awaas Yojana, against the physical target of construction of 27.27 lakh houses, 24.66 lakh houses were constructed after utilization of Rs. 12814.88 crore and 26.95 lakh houses were under construction. In the current financial year 2012-13, the total budgetary outlay for Rural Housing is Rs. 11075.00 crore. Out of which Rs. 10513.20 crore has been earmarked under Indira Awaas Yojana (IAY) for construction of 30.09 lakh houses and Rs. 553.00 crore for Homestead Component.
