CAPD Scam: AD Sgr called for questioning Srinagar, November 25: Crime Branch has identified a Tehsil Supplies Officer (TSO) and nine Store Keepers of Consumer Affairs and Public Distribution (CAPD) for their alleged involvement in CAPD Letapora Rice scam. Pertinently, Crime Branch sleuths Friday raided the Consumer Affairs and Public Distribution (CAPD) rice stores located in South Kashmir’s Letapora, Awantipora town and sealed the stores after it was found that about 10 thousand quintals of rice worth Rs one crore was missing from there. The CB had registered a case vide FIR number 29/2013 under section 409 of RPC in this regard. The Crime Branch has established the doubtful credentials of 14 out of 24 students presently under scanner for their nexus with brokers who facilitated paper leakage of Common Entrance Test (CET)2012. Reliable sources told KNS, that it was only after the telephone calls and the academic records of the 14 students were cross checked with the information available with the Crime Branch that the team probing the paper leakage scam cracked the nexus. Sources added that the poor academic performance up to 10+2 level and in the GMC helped to track down the students who had benefited out of the paper leakage scandal.
“A hotel at Boulevard was being hired for a complete day for the purpose of entrance examination and the BOPEE would arrange everything for the blue eyed students,” sources in the Crime Branch revealed to KNS. “It was in that year that the former BOPEE chairman had a huge turn over. We have reports that he got two flats in Delhi, one at Sidhra in Jammu, constructed a palatial house at Bhathandi in Jammu besides purchasing two shops and over 15 Kanals of land in Srinagar. But we are still probing these details of his assets,” a top officer in police revealed to KNS pleading anonymity. NC insulting Srinagar by calling it their safe heaven: Mehbooba Srinagar, November 25: Peoples Democratic Party (PDP) president, Mehbooba Mufti Monday said the Srinagar city has always remained victim of the National Conference‘s systematic neglect and misrule and the party has been exploiting the historical city for its political gains. Bar releases Kishtwar jail report Rues tyranny of legal process Srinagar, November 25: Kashmir Bar Association Monday claimed that most of the inmates lodged in Kishtwar jail are under trials and they are facing the tyranny of legal system. “All the under trial prisoners lodged in District Jail, Kishtwar, have complaints against the courts and all of them have been subjected to the tyranny of the legal process which is going on endlessly without any fault of theirs. In some cases, judges have heard arguments but have not passed judgments for years together. In other cases witnesses are called but they are not turning up and the court is not taking any action against them,” a team of KBA comprised of Advocate Mian Abdul Qayoom, Advocate Mufti Mehtajud-din, Advocate Manzoor Ahmad Dar, and Advocate Sajad Bashir which visited District Jail Kishtwar a week ago has said in its jail report. Eid with his family, but he was arrested by the police and is now in jail. He said that because of his arrest, he has lost his job and his future is also ruined. The Bar has alleged that the jail authorities are also not producing these accused persons regularly before the courts on the dates of hearing for one reason of the other, as a result of which the trial drags on. “Out of 126 prisoner lodged in District Jail Kishtwar, 85 were ordinary under trials and 41 were detained on militant related activities. People’s Democratic Party (PDP) tries to find every fault in Omar Abdullah, the Chief Minister said adding that if the water rises in Tawi, drought takes place in any area, anyone sells medical seats or any political problem emerges in the State, PDP blames Omar Abdullah because it considers him the biggest road block in their designs to astray people by falsehood and propagandist approach. “Though, I am of 40+2 years of age yet they blame me for the things which have happened even 60 years earlier right from the line of independence”, he said and added that it vindicates PDP’s venom against him. Omar Abdullah also referred to the medical seats selling scam and said that the top level officer involved in this sinful act exhibits the inhuman, dishonest, callous and most unscrupulous behaviour of corrupt officers, who do not care for the careers and lives of young children. “They forget the doom’s day and the justice of Almighty. What reply they will have for their sins”, he questioned the corrupt officers and said that his government take stern action against all such elements. The Chief Minister thanked the people of Ja mmu and Kashmir for their help to restore tranquility and law and order in the State. He said it was the faith of people in him and their active role to help maintaining calm that the coalition government was able to restore normalcy in the State. He said the present days are the most conducive days in the State in last 25 years. “Peace is pre-requisite to the development and prosperity”, Omar Abdullah said and appe aled the people to play their important role in maintaining harmony between various sections of the society and the regions in the State. On development, the Chief Minister said that the promises made by coalition government are being fulfilled one after one. “We have made new strides and laid edifice for peaceful an d economically sound Jammu and Kashmir”, he said adding that though everything has not been achieved in full yet the march on road to progress is firm and the intension of government to take the State to the new highs of prosperity and stability is sincere and clear. The Chief Minister referred to the path-breaking initiatives taken by his government to curb the corruption, bring transparency and give p ower to the people to scan the functioning of the government. He also referred to the benefits of Public Services Guarantee Act and said that this kind of law to ensure time bound service delivery has not even been passed in the Parliament despite threats of hunger strike by various leaders. “My government has brought some 70 services under the ambit of PSGA to ensure their delivery in a time bound ma nner and making the erring officials liable for fine for failing to deliver the particular services in a fixed time frame”, he said and asked the people to take best advantage of this Act. The Chief Minister mentioned the works undertaken by his government in Jammu district and said that during the last over 4 years 2250 kilometres of roads have been blacktopped in the district besides upgrading 3500 kilometres to different stages of development. He said 1061 kilometres of new roads have been constructed i n the district besides completing 50 small bridges in the district at a cost of Rs. 60.76 crores. He said six road projects at a cost of about Rs. 70 crores under CFR are being executed presently. The Chief Minister said that as many as 260 new schools have been opened in Jammu district during the last over 4 years while 46 middle schools have been upgraded to high school level and 243 EGS to primary school level. He said 1133 ReTs have been engaged and 459 EVs elevated as ReTs. He said 48 higher secondary buildings have been constructed in the district during this period. The Chief Minister referred to the financial status of Jammu and Kashmir and said that the special focus his government has put special focus on the generation of indigenous hydro energy would give economic stability to the State. He said presently the total income of the State by all resources is Rs. 6500 crore while as the annual salary of government employees has risen to Rs. 13,500 crore and the State has to bear the electricity losses to the tune of Rs. 2000 crore per year. “I am thankful to Prime Minister, Dr. Manmohan Singh and UPA Chairperson, Sonia Gandhi for extending liberal financial support to the State to help its faster development and welfare of the people”, he said and

Dumping of solid waste by Airport authorities
SMC takes strong note Srinagar, November 25: On a specific complaint that the Airport Authorities of India have been dumping solid waste and debris in a deep gorge falling between Indra Gandhi Airport Road and Police Headquarter at Hunhama, The Chief Sanitation Officer, SMC along with the representatives of State Pollution Control Board conducted a joint inspection of Humhama area. During inspection, it has been found that more than 400 metric tons of solid waste has been dumped on the slopes of deep gorge mostly consisting of non-biodegradable material. oday we are celebrating the international day for violence against women perpetuated through out the world in one form or the other which is not only shameful but really a bad spot on the face of humanity in this modern age of learning and advancements. Islam or any other religion have always taught and advocated utmost restraint in perpetuation of violence or atrocities on women which has been described as a heinous crime and unpardonable. Prophet Muhammad (PBUH) not only showered all kindness and love on his daughter Fatima but also had the same benevolence for the whole women folk which he said is one of the kindest things God has done for a man. However despite the overall development, progress, advancements in the overall vision of mankind the treatment meted to women even in this age is shocking and intolerable. It amounts the denial of social justice and is a threat to the very existence of human civilization when we ill-treat this creation of the God Almighty. The killing of thousands of women around the world, harassment on the basis of gender, rapes and inhuman behavior shown to them on one pretext or the other does not in any way suit what we call a civilized world. There are hundreds of dowry deaths, harassment and physical violence on giving birth to a daughter and also on the basis of a low social status, for which thousands of women are being subjected to different kinds of violence. Not only this thousands of girls are being killed in the womb of their mothers and girl foetus destroyed because the parents don’t want a daughter as it is considered shameful and below their dignity. If we go by rough figures most of the women are assaulted or beaten and one of every three women in the world has been subjected to beatings and coherence for physical relations. This is really shame that between 2005 and 2013 more than 8000 women were killed in dowry related violence and this trend continuous since last about six years. These figures are shameful proof of man chauvinism, brutality and also the proof of taking advantage of women who are mostly meek and weaker in comparison to men. Let us pledge on this day that we all will try to do away with the violence against women and will give them the place they deserve in our hearts, in our society and above all in our decision making, whether in the family or in the society.

ammu and Kashmir is not only home to the vast cultural and ethnic diversity but also the heaven for arts and crafts that have been carefully nurtured for the centuries. A variety of motifs, techniques and crafts flourished in the land as the people from different regions and many skilled craftsmen decided to settle amidst its charming abundance of natural beauty. With time, these arts have gained even more distinctiveness and today Kashmir is known for woolen textiles, embroidered suits, Kashmir silk saris, papier mache, woodcarving, hand knotted carpets and lot of other traditional arts. CARPET Kashmiri carpets are world renowned for two things- they are handmade and they are always knotted, never tufted. The yarn used normally is silk, wool or silk and wool. Woolen carpets always have a cotton base while silk usually have cotton base. Sometimes however, if the base is also in silk then the cost increases proportionately. Occasionally, carpets are made on a cotton base, mainly of woolen pile with silk yarn used as highlights on certain motifs. The soothing blend of colors makes the Kashmiri carpet a prized possession. Carpet weaving in Kashmir was not originally indigenous but is thought to have come in by way of Persia. Till today most designs are distinctly Persian with local variations. One example, however, of a typical Kashmiri design is the tree of life. The colors of Kashmiri carpets are more subtle and muted than elsewhere in the country. The knotting of the carpet is the most important aspect, determining its durability and value, in addition to its design. Basically, the more knots per square inch, the greater its value and durability. Also there are single and double-knotted carpets. A single knotted carpet is fluffier and more resistant to touch. NAMDAS Far less expensive are these colorful floor coverings made from woolen and cotton fiber, which has been manually pressed into shape. Prices vary with the percentage of wool - a Namda containing 80% wool being more expensive than one containing 20% wool. Chain stitch embroidery in woolen and cotton thread
is worked on these rugs. PAPIER MACHE Besides at least three different grades of Papier Mache, there are some cheaper versions in cardboard or wood available too. To make Papier Mache, first paper is soaked in water till it disintegrates. It is then pounded, mixed with an adhesive solution, shaped over moulds, and allowed to dry and set before being painted and varnished. Paper that has been pounded to pulp has the smoothest finish in the final product. The designs painted on objects of Papier Mache are brightly colored. They vary in artistry and the choices of colors. Gold is used on most objects, either as the only color, or as the highlight for certain motifs, and besides the finish of the product, it is the quality of the gold used which determines the price. Pure Gold leaf, which has the unmistakable luster, is far more expensive than bronze dust or gold poster paint but also has much longer life and will never fade or tarnish. Varnish, which is applied to the finished product, imparts a high gloss and smoothness, which increases with every coat. Cardboard, usually indistinguishable from Papier Mache, gives slightly when pressed firmly. SHAWLS There are three fibers from which the Kashmiri shawls are made - Wool, Pashmina and Shahtoosh. Woolen shawls are the cheapest while the Shahtoosh are the most expensive ones. Woolen shawls are popular because of the embroidery work on them, which is a specialty to Kashmir. Many kinds of embroidery are worked on shawls- 'sozni' or needlework is generally done in a panel along the sides of the shawl. Motifs, usually abstract designs or stylized paisleys and flowers are worked in one or two, occasionally three colors, all subdued. Another type of needle embroidery is popularly known. This is done in broad panels on either side of the breadth of a shawl, or covering the entire surface of a shawl. Ari or hook embroidery; motifs are well-known flower design finely worked in concentric rings of chain stitch. Pashmina shawls are unmistakably soft and its yarn is spun from the hair of the ibex found at 14,000 ft above the sea
level. Although pure Pashmina is expensive, sometimes blending it with rabbit fur or with wool brings down the cost. Shahtoosh is the legendary 'ring shawl', renowned for its lightness, softness and warmth. The astronomical price it commands in the market is due to the scarcity of raw material. High in the plateaux of Tibet and the eastern part of Ladakh, at an altitude of above 5,000 meters, roam Pantholops Hodgosoni or Tibetan antelope. During grazing, a few strands of the downy hair from the throat are shed and it is these, which are painstakingly collected until there are enough for a shawl. Yarn is spun either from Shahtoosh alone, or with Pashmina to bring down the cost. In the case of pure Shahtoosh too, there are many qualities the yarn can be spun so skillfully as to resemble a strand of silk. Not only are shawls made from such fine yarn extremely expensive, they can only be loosely woven and are too flimsy for embroidery to be done on them. Unlike woolen or Pashmina shawls, Shahtoosh is seldom dyed. Its natural color is mousy brown, and it is, at the most, sparsely embroidered. PHERANS This garment seems to be fusion of a coat and a cloak and is loose enough to admit the inevitable brazier of live coals, which is carried around in much the same way as a hot water bottle. Men's pherans are always made of tweed or coarse wool while women's pherans, somewhat more stylized, are most commonly made of raffel with splashes of ari or hook embroidery at the throat, cuffs and edges. The quality of embroidery and thickness of the raffel determines the price. BASKETS Willow rushes that grow profusely in marshes and lakes of Kashmir are used to make charmingly attractive objects such as shopping baskets, lampshades, tables and chairs and are generally inexpensive. To increase their life span, unvarnished products should be chiseled and frequently sprayed with water, particularly in hot, dry climates, to prevent them from being brittle. WALNUTWOOD Kashmir is the only part of India where the walnut tree grows. Its color, grains and inherent sheen are unique and
unmistakable, and the carving and fret work that is done on this wood is of a very superior quality. There are two types of walnut trees - the fruit bearing species whose wood is so well known, and one that bears no fruit and is locally known as 'zangul'. Zangul has none of the beauty of walnut wood, being much less strong and possessing no grain while the walnut wood is almost black and its grains are much more pronounced than the wood of the trunk, which is lighter in color. The branches have the lightest color, being almost blonde and have no noticeable grain. The intrinsic worth of the wood from each part of the tree differs - that from the root being the most expensive and the branches having the lowest price. A cheaper product is liable to warp, or in case it is taken to warmer climes, will crack or shrink. Knots are usually concealed skillfully in the sawing, as it is difficult, though not impossible, to mask them while carving. Carving is the demonstration of the carver's skill, and walnut is eminently suitable for this, being one of the strongest varieties of wood. There are several varieties of carving-deep carving usually with dragon or lotus flower motifs, two inches deep or more; shallow carving, half an inch deep done all over the flat surface; open or lattice work, usually depicting the Chinar motif; and most popularly, semi carving, which is a thin panel along the rim of a surface, with perhaps a Centre motif. The advantage of the semi-carving is that it allows the grain of wood to be displayed, together with the carver's skill. Naturally deep carving with all the skill and labor required is the most expensive. Copper and Silverware Shops in local market of the old city abound with objects of copper lining the walls, the floor and even the ceiling. One can see craftsmen engraving objects of household utility like samovars, bowls, plates and trays. There are floral, stylized, geometric, leaf and even calligraphic motifs that are engraved or embossed on copper, and occasionally silver, to cover the entire surface with intricate designs which are then oxidized. The work known as 'naqash' determines the price of the object, as does the weight.
Tobacco-The Deadliest Killer

obacco products are made entirely or partly of leaf tobacco as raw material, which are intended to be smoked, sucked, chewed or snuffed. All contains the highly addictive psychoactive ingredient, nicotine. Tobacco was introduced into India by Portuguese traders during AD 1600. Its use and production proliferated to such a great extent that today India is the second largest producer of tobacco in the world. Soon after its introduction, it became a valuable commodity of barter trade in India. Trade expanded and tobacco spread rapidly along the Portuguese trade routes in the East, via Africa to India, Malaysia, Japan and China. During this period, the habit of smoking spread across several South Asian countries. Virtually every household in the Portuguese colonies took up the newly introduced habits of smoking and chewing tobacco. India is one of the biggest tobacco markets in the world, ranking third in total tobacco consumption. However, the per capita consumption in the country is 0.9 kg compared to the world average of 1.8 kg. Tobacco usages in India is contrary to world trends since chewing tobacco and beedi are the dominant forms of tobacco consumption, whereas internationally, cigarette is the dominant form of tobacco use. In the late nineteenth century, the beedi industry began to grow in India. The price differential from cigarettes favoured the use of beedis and this domestic product soon supplanted cigarettes as the major form of tobacco consumption. While tobacco chewing was practiced for many centuries, commercial production and marketing have been scaled recently, with the introduction of the gutka. The rate of growth of consumption of gutka has overtaken that of smoking forms of tobacco. As a result, oral tobacco consumption has opened a new and broader front in the battle between commercial tobacco and public health in India. The Global Adult Tobacco Survey

The consumption of smokeless tobacco in India is also prevalent in various other forms e.g. paan with tobacco, paan masala with tobacco, Gul, Mawa, Mishri, Bajjar, Gudakhu etc, which are used as dentifrice i.e. for application on teeth or gums. Evidence shows that smokeless tobacco contains more than 3000 chemical compounds of which 29 are proven carcinogens i.e. cancer causing substances. One of the main risk factors for tobacco use is number of chronic diseases, including cancer, lung diseases, and cardiovascular diseases. It is the single most cause of disease, disability and death. As per the recent Global Adult Tobacco Survey (GATS) India Report, 2010, the use of smokeless tobacco among adult males in India is as high as 32.9% and for females it is 18.4%. Overall, 26% of the adult population consumes smokeless tobacco. The Global Youth Tobacco Survey (GYTS)-India, 2009 similarly revealed that 12.5% (Boys = 16.2%, Girls = 7.2%) youth use tobacco products other than cigarettes. According to ICMR, 50% of cancers among men and 25% among women in India are related to tobacco use. Nearly 90% of oral cancers are related to use of chewing tobacco. States with high prevalence of smokeless tobacco also face the challenge of high burden of oral cancer. Besides oral cancer, smokeless

The harmful effects of smoking do not end with the smoker. Adults and children aged 3–11 years are exposed to secondhand smoke. Even brief exposure can be dangerous because nonsmokers inhale many of the same poisons as smokers. Secondhand smoke exposure causes diseases including heart disease and lung cancer in nonsmoking adults and sudden infant death syndrome, acute respiratory infections, ear problems, and more frequent and severe asthma attacks in children. Each year primarily because of exposure to secondhand smoke nonsmoking people die of lung cancer, heart disease, and children younger than 18 months have

Recently an initiative has been taken and serious concern raised over growing Gutka/Pan Masala menace in India. India has the highest number of oral cancer in the world with 75,000 to 80,000 new cases of oral cancers being reported every year and chewing tobacco and gutka contribute to 90 percent of oral cancer cases in the country. Cancer of oral cavity is frequent and common finding among the cancer patients show addiction to gutka and other tobacco products. It is observed that magnitude of tobacco related cancer in average is on an upward
trend in Eastern and North Eastern India. This is largely due to high prevalence of tobacco consumption. According to the Global Adult Tobacco Survey (GATS 2010) nearly one third of Indian population is addicted to smokeless tobacco. A large number of children and youth in India are addicted to smokeless tobacco. These preparations essentially have tobacco with or without supari and are well proven to be harmful for health. Smokeless tobacco contains nicotine and direct consumption of which is highly addictive. Scientific evidence has established that tobacco chewing causes cancer of mouth, ocesophagus (food pipe), larynx and pharynx (throat), pancreas, stomach, kidney and lung. It can also cause high blood pressure and other life threatening cardiovascular conditions like myocardial ischemia, stroke etc. Consumption of tobacco may be reduced by raising the price of tobacco. It has proven to be one of the most effective strategies for preventing and controlling tobacco use. Specifically the increasing cigarette prices would decrease the prevalence of tobacco use, particularly among youth and young adults, and that increases in cigarette excise taxes would lead to substantial long-term improvements in the nation’s health. A 10% increase in the price of cigarettes is estimated to reduce consumption by nearly 4% among adults, and the potential reduction among young people and low-income populations is even higher. Evidence-based, statewide tobacco control programs that are comprehensive, sustained, and accountable have shown to reduce smoking rates, tobacco-related deaths, and diseases caused by smoking. A comprehensive program is a coordinated effort to establish tobacco free policies, reduce the social acceptability of tobacco use, promote cessation, help tobacco users quit, and prevent initiation of tobacco use. This approach combines educational, clinical, regulatory, economic, and social strategies.
