Speaker has breached his own ruling: Mehbooba Srinagar, October 25: Expressing dismay over the reported decision of the speaker of the Legislative Assembly to “send a letter� instead of summoning Retired General V K Singh , PDP today said this is breach of Speaker’s own ruling in the house on the subject. In a statement the party president Mehbooba Mufti said the U-turn by the speaker on this sensitive subject has in no way added to the prestige of the house, the restoration of which was the focus of the discussion on Singh’s expose about the pay offs to politicians. Mehbooba said the speaker has clearly followed NC’s traditional double speak and has tried to pursue the party dictat rather than implement his own ruling or respect the sentiment of the house and the sense of the discussion that took place in the legislature. Defiant NHPC goes ahead with the modernization plan From our special correspondent Srinagar, October 25: Going ahead with the plan of modernization and renovation of Salal Hydro Electric Power Station, the NHPC has exhibited its defiant postures to the demand of the state to return the giant power station to J & K, which has been continuously and constantly pushing the proposal. The corporation cannot do it unless it has the green signal from the Central Government. This is indicative of the fact, that there is no immediate possibility of it to be returned to the state and the power woes of the people will continue in future also. Despite the persistent demand of the state governments led by Mufti Mohd Syed and Omar Abdullah to return the Salal Hydro electric Power Station to the state as per the agreement, the NHPC has not yielded and is continuing to harness the potential of this project in contrast

to the conditions of the pact commissioned in 1987. The Project generates 690 MWs of electricity which is transmitted to Northern Grid and supplied to Punjab, Haryana, Delhi, Himachal Pradesh, Union Territory of Chandigarh, Uttar Pradesh and a meagre portion of 20% to

Not only this, even the NHPC threatened to sue the state if it persists with its demand and pressurise the corporation for its hand over. This is strange that even the corporation was hesitant to pay the water charges and it took long for the state to convince its authorities and affect a lawful water levy. Keeping in view, the adamant and dictatorial attitude of NHPC in regard to hand over of Salal Project, one wonders as to what will be the fate of Uri Hydro Power Project and Dul Hasti Power Projects after the See Salal Return on Pg. 11

Srinagar, October 26: Breaking all barriers to confine itself to a limited field, the J&K tourism department has taken various initiatives to venture into new fields for overall development of the tourism sector. Besides taking a number of steps to promote adventure tourism, pilgrimage tourism and introduction of several incentives, the department of tourism has a meticulous plan to make it a real industry so that it provides new avenues of employment to educated youth besides all stakeholders directly or indirectly connected with this industry. The first daunting task which the department is accomplishing is to attract more and more

tourists from overseas and provide lucrative packages for them. This task is quite complicated as many European countries have issued advisories to their citizens not to visit to J&K because of the unrest. However the tourism department organized many functions including Kashmir festivals wherein it was shown that Kashmir is a safe destination and there is no security problem for any tourist to visit the state. It is because of the consistent motivational campaign run by tourism department that several countries have withdrawn the negative advisories. Last year has seen the results of the efforts of tourism department and the high number of tourist arrival was encouraging and appreciative.

The department is trying its best to develop world standard tourism infrastructure so that high spending tourists from all over the world are attracted and Kashmir becomes their first priority destination. External Forces increased funding of separatists: Ashok Prasad Srinagar, October 25: Director General of Police Ashok Prasad Friday said that latest developments all along the Line of Control are the matter of concern and the situation is being assessed on minute to minute basis to assess the strategy adopted by militants. “As per intelligence reports External Forces have increased the funding of separatist leaders and they are getting huge amounts from across the border while the militants along the Line of Control have become more aggressive now which is a cause of worry for us,� Prasad told Srinagar based news gathering agency CNS adding that such changes can create problems for us in future. He said militants have changed their strategy now and instead of infiltrating during the dead of night, they have started sneaking into our side openly and frequently they resort to heavy firing on Indian posts. “Militants have changed their strategy and we are keenly

assessing the situation. As per our reports there are at least 400 militants keen to infiltrate into Kashmir Valley,� Prasad said. DGP said that at least 80 militants have managed to infiltrate successfully in recent times and they are present in different parts of Kashmir Valley. “Last year as per intelligence reports, this number was 120 but this year it diminished to 80. There is no need to panic as police and security agencies have ability to neutralize them,� he said. Prasad told CNS that although the number of militants present in Valley is about 180 but, “only 7 to 8 militant leaders of Hizbul Mujhadeen are enthusiastically active in North and South Kashmir. recovery of the construction cost. For a common man, it is a betrayal and axing of his interests by a corporation owned by the central government. Perhaps the leadership does not understand its repercussions in the long run which will not be conducive for the larger interests of the country as these betrayals will be exploited by the tendencies alien to accession against government of India that is already lacking a good track record as far as fulfilment of its promises is concerned. The central leadership should instead take immediate step to return the Salal Hydro Power Project to the state and win the hearts of the people of J & K whose progress and prosperity is hampered due to severe power shortage. Even the congress ministers including the most vocal Taj Mohi-ud-din had advocated for the return of Salal Project and it was he who took cuggals with the N.H.P.C. and forced them to pay the water charges when he was holding the charge of P.H.E and Flood Control Departments. The state has a power potential of nearly 25,000 MWs which can be harnessed jointly by Central and State governments. But keeping in view, the present relations due to the unwarranted attitude of N.H.P.C. , any joint venture in near future seems to be impossible unless the state government is ready to sacrifice interests of the state for its political interests. The Central Government particularly former Prime Minister Atal Bihari Vaj Payee and the present incumbent Dr. Man Mohan Singh several times assured full support to the state in overcoming the Power deficit but it will be one of the biggest Pro-People stances if N.H.P.C. is directed to return Salal Project to the state government. At present the power situation in state is grim, disappointing and disgusting for the people who are readying to face the chilly winter with acute electricity problem which is worsening with every passing day. The state cannot even supply uninterrupted power for domestic purposes leave alone the small and medium industrial units which are almost defunct throughout the year. The situation is more pathetic in the rural areas where people hardly get any power supply for days together. The non availability of a dependant power supply has hampered the investment of multi nationals in the state as they hesitate to establish any non-polluting industry due to erratic power supply. This in return makes the future of our educated, professionals, skilled and semi-skilled work force bleak and purposeless. The return of Salal means good will for Central Government and a good omen for the Power starved State of J&K.

It is heartening to see that tourism department has announced fifty per cent rebate for those domestic tourists who want to visit the saffron festival to be held from 29th of October at Pampore. This will not only benefit the tourism sector but also the farmers whose production will be exhibited and sold at this festival. The aim of this festival is to provide local market to saffron cultivators and in return make available the best quality saffron to intending buyers. The tourism department besides helping in mobilizing the customers with incentives is also helping the department of agriculture in wide publicity of this event which is due to attract a good number of buyers. It will be a kind of buyer seller meet aimed to develop the agriculture as well as the tourism itself. Talking to Zabarwan Times, a spokesperson of Tourism department said that the department will also explore more avenues which have the potential of tourism development. He said that besides the autumn tourism the department has chalked out an extensive programme of winter tourism which will have several events including sports meets and snow festivals. Addressing a large gathering of affected people at R.S Pora , Omar Abdullah said that the cease fire agreement between India and Pakistan in 2003 was the highest gift for the people living on International Border and LoC who used to face great trouble due to the shelling and f iring till then. He said despite bitterness developing between India and Pakistan on many occasions due to the militancy and terrorist attacks, yet the agreement stood firm and for the last ten years borders and LoC remained peaceful and tranquil. Expressing deep concern over the ceasefire violations, the brunt of which has to be borne by the civilian living near border and LoC areas, the Chief Minister said that “ this is in nobody’s interest but only endangers life of people of border areas”. He said he is at a loss to understand when Prime Minister of Pakistan Nawaz Sharif talks of peace and resolution of issues amicably through dialogue then why Pakistan indulges in violation of ceasefire. He said as a Primer Minister of Pakistan, the violation of ceasefire cannot be without his consent. “If that is so then what is the use of talking friendship and dialogue by Pak Premier” he asked the leadership of Pakistan. The Chief Minister expressed the hope that the peace and tranquility will restore on borders and LOC, enabling the people to live their normal life. He praised the border area population for showing highest degree of bravery and safe guarding the borders. He said that his Government, people of Jammu and Kashmir and the Country are with the shelling affected population. “You should not feel alone, we all are with you”, he assured them. The Chief Minister advised those who want to do politics on miseries of people, to shun this practice and come forward to join with the State and Central Governments to mitigate the difficulties of shelling affected population. The Chief Minister said that the demands put forth by the le gislators and Sar-Panches representing border areas have been registered. “In fact we have already discussed these with the Union Home Minister during his recent visit here and are actively

Earlier in the morning, the Chief Minister accompanied by Deputy Chief Minister, Tara Chand, Minister for PHE, Sham Lal Sharma, Legislator and Provincial President National Conference, Jammu, Davinder Singh Rana and Legislator Ashwani Kumar Sharma visited GMC, Jammu and interacted with the injured persons from border shelling. He wished them early recovery and directed the medical authorities to provide best possible treatment to the injured persons. The Chief Minister also directed the Divisional Administration to be at the beck and call of shelling hit population and provide them all possible assistance.

Our objective is that peaceful and conducive atmosphere should prevail in the State so that people could participate in electoral process and elect their representatives who could sit across and resolves all the issues politically and amicably,” he said. While replying to a question, Director General of Police Ashok Prasad said that he has not placed Syed Ali Geealni under house arrest. “It is Code of Criminal Procedure which has imposed restrictions on Geelani. Geelani is free to offer Friday prayers at Hyderpora Masjid but he always insists that he would offer prayers at those places where chances of violence are maximum. “Geelani should contest elections and prove his representative character. Geealni and other separatist leaders have no base in Kashmir and they knew it well they would not not be able to make it if they contest elections,” he said. Prasad further said that the matters relating to police department particularly about releasing of ration money and police promotions have been taken up with higher ups and these would be resolved soon.

The artists performed before a large audience including foreign tourists. The event was part of the 20th Lokrang Festival, Jaipur. The cultural troupe was sent by J&K Academy of Art, Culture & Languages to represent the State at the Festival. The performances by J&K artists featured, among other things, Bhand Paether and Jagrana. The Lokrang Festival is an important annual cultural event held in Rajasthan and draws artists from different parts of India. The Festival is organized by the Jawahar Kala Kendra, Jaipur since last 19 Years. Around 1500 artists from 22 states participate in the Festival. Alongside Jammu Kashmir, artists from Tamil Nadu, Orissa, Maharashtra, Rajasthan and Haryana States also presented dance performances on Thursday. Besides folk dances, Craft Fair is also an attraction of this festival where craftsmen from different states display their artifacts’. Annual Darbar Move futile exercise

W

ith the moving of Darbar to Jammu, the life in the valley will almost come to a standstill. The ministers, the MLAs, the bureaucrats and all sundries start their journey towards the winter capital making the valley to give a deserted look all over. Whatever the divisional offices are left behind most of their heads remain on tour to Garam Pathri (Jammu). The life comes to a standstill when the winter sets in and the valley sans water supply, electricity, transport and it looks as if one is amid deadly silence in a ghost city. There is no doubt that some minister comes on tour to listen to the problems of people though he cannot solve most of them and spends restless days of tour in Srinagar by meeting delegations and putting the show on official electronic media. The annual darbar move costs crores of rupees to the state exchequer in the shape of transportation, move allowances to employees and accommodation besides some other expenditure on the movement of those files which eat dust at Srinagar and Jammu both but never get disposed off. One does not understand as what is the aim of this darbar move which has become a white elephant for the state exchequer. The former Chief Minster Shiekh Mohammad Abdullah had during his regime decided to dispense with the system but it was opposed tooth and nail by Jammuites and the decision remained confined to the files only. In fact the state government should find out an alternative to darbar move as most of the divisional level departments have offices in Srinagar as well as in Jammu. If it is not possible then it would be in the interest of the people and the state to put some top bureaucrats permanently at Jammu and some at Srinagar with a coordinating agency at the state level. If it is not feasible then the minimum staff should be allowed to move with darbar and the present system of hundreds of employees moving to Jammu during winter and similarly to Srinagar during summer should be stopped instantly as it is becoming unbearable for the common people in the whole state.

How can it be enforced?” asked a bench of Justice BS Chauhan and Justice SA Bobde while hearing a petition seeking guidelines to curb elected representatives, political and religious leaders from delivering hate speeches in pursuance of their narrow political goals. The court asked the petitioner - NGO Pravasi Bhalai Sangathan - to place before it the copies complaints about the people who have allegedly made hate speeches. The court gave time to the NGO to get the copies of the complaints and place before it as it adjourned the hearing. The court had April 29 given time to the central government and the Election Commission to place before it their

suggestions with regards to the guidelines sought by the NGO. By its order then, the court had also issued notice to the states as the issue came under the domain too.

The Sessions court extended their judicial custody after probe agency sought one more day to submit charge sheet against them. “The Investigating Officer (IO) told the court that the police would file the charge sheet tomorrow,” prosecution lawyer Pradeep Choudhary said. New Delhi: The Prime Minister’s Office (PMO) on Friday handed over to the Central Bureau of Investigation (CBI) files related to the coal blocks allocated to Hindalco, news agencies quoted sources as saying. “The CBI had sought the file related to the allocation. We gave the file and got the receipt,” a PMO official said. Earlier, CBI had on Tuesday written to the PMO seeking these records, three days after the top office had said that Prime Minister Manmohan Singh had approved it on the basis of “merits” of the case placed before him. CBI sources had said the move came after filing of status report before the Supreme Court where the agency has informed the apex court about the latest case registered by it against Aditya Birla Group Chairman Kumar Mangalam Birla and former Coal Secretary P C Parakh.
