Lucknow, May 26: In Uttar Pradesh, at least twenty five passengers were killed and over hundred others injured as Gorakhpur-bound Gorakhdham Express rammed into a goods train at Chureb station between Basti and Gorakhpur in the morning today. The relief and rescue operation is still going on. Six coaches of Gorakhdham Express were badly damaged while several others were derailed. However, railway officials did not confirm the number of the dead and injured. Govt as lazy as inappointment Srinagar, May 26: As the state government here initiated Voluntary Service Allowance (VSA) to the unemployed youth in the year 2009, the authorities here have kept the fate of more than 22 thousand aspirants in limbo, who had applied as the deserving persons for the allowance. Details informed KNS that the total number of applications received in the year 2010-11 were 27585 in number, out of which 2861 were kept in limbo. In the year 2011-12, 42336 applications were received by the government and this year also, the authorities kept more than 6000 applications of the unemployed youth pending. During the year 2012-13, some 56178 applications for the VSA were received out of which more than 5900 were not disbursed. During the current year, the government has received some 58659 applications and this year also like the previous ones, the authorities have kept more than 8000 applications pending. According to the details available with Kashmir News Service, state government announced, by way of financial

support, a monthly Voluntary Service Allowance (VSA) to all unemployed educated youth having educational qualification of matriculation and above for the next three year. Age for eligibility is 26 years to 37 years and monthly family income should not exceed rupees 12,500. Details maintained that rupees 600 per month in favour of each eligible person who has passed the matriculation examination but not 10+2 examination. 650 per month in favour of each eligible person who has passed 10+2 examination. Rupees 700 per month in respect of eligible persons who have passed 10+2examination and possess additional skill based qualifications such as ITI/ and other equivalent qualification. Rupees 850 per month in case of eligible persons having passed 10+2examination and who have additional professional qualification (recognized) equivalent to a three year diploma from a recognized polytechnic institution. PDP condemns police action on protesting PHE daily wagers Srinagar, May 26: Peoples Democratic Party (PDP)

Monday strongly condemned the brutal police action on protesting PHE daily wagers. In a statement issued to KNS, the party Chief Spokesperson, Naeem Akhtar, said it is yet another instance of an insensitive, inefficient government trying to relate with the people through force. He said the ruling coalition has let loose a war with every section of the society, over the last more five years, and instead of resolving the issues of the people it has taken the state to new depths of atrocities, mis-governance and anarchy. ‘Abducted’ cop returns safely Srinagar, May 26: A police man who was allegedly abducted by suspected militants in the outskirts of summer capital last evening returned safely on Monday. Saif Qadri, a Special Police Officer (SPO) who is in the escort of Superintendent of Police Hazratbal, went missing from Zakura and was suspected to be abducting by militants. Soon after the cop went missing, forces started massive searches after cordoning off the whole area and also conducted house to house searches, a police official, who wished not to be named, told GNS. Local residents said

they heard few gunshots during cordon in the area. “However, we failed to understand who was firing them,” they said. Despite massive searches, police could not find the policeman. “However, the police man returned safely and was not hurt,” a senior police official told GNS. He said so far they are not sure whether militants are behind the incident or not. “We are investigating the matter,” he said. The senior police officer said Qadri was not carrying rifle or identity proof. “We are looking from every angle,” he said adding we can’t say anything at this moment. (GNS)

23 schemes involving Rs. 103 cr completed under PMGSY in Kargil District: Feroz

SRINAGAR, MAY 26- As many as 23 road connectivity schemes by utilizing Rs. 103.85 crore with an aggregate length of 157.54 km providing road connectivity to 16 habitations stands completed up to March, 2014 under Prime Minister’s Gram Sadak Yojna (PMGSY) in the Kargil District. This was revealed at a meeting of officers convened to review the progress of works taken up in Kargil district especially in Zanaskar Sub Division under PMGSY here today. The meeting was chaired by Minister of State for School Education, Science and Information Technology Mr. Feroz Ahmad Khan. The Minister, noting that there is limited working season in the region asked the concerned authorities of Prime Minister’s Gram Sadak Yojna (PMGSY) to accelerate the pace of work on construction of roads so that connectivity schemes launched in the area get timely completed for the benefit of the people. Mr. Feroz said that the completion of the road projects taken up in hand would provide easy accessibility to the people of the area besides promote trade and business activities in the area. He also asked the concerned for taking up projects of public importance on priority in the area. The Minister directed for early taking up and completing the work on Damsane to Achambore stretch on Sankoo-Panikhar road owing to very limited working season and the people having no alternative road communication in the area. The meeting was informed that as many as 49 schemes were sanctioned from Phase-III to IX at a cost of Rs. 179.04 crore for constructing 204.80 km road length. The Technical Support Units (TSUs), that were established during NACP III to oversee the quality, mentoring, handholding and supporting the TIs in the states along with SACS, will continue to play a key technical role to ensure the quality of TIs. Although the overall HIV prevalence rates among high risk groups are declining, they remain high (2010-11): 7.14% among injecting drug users, 4.43% among men-who-have-sex-with-men and 2.67% among female sex workers, and there are significant variations in states which necessitates scaling up of efforts to reach the hard to reach populations in these areas. The national programme will continue to innovate and generate lessons from its performance management system and disseminate the best practices across the world.

There are over 24000 cadets, of which nearly 8000 are girl cadets. It is significant that the number of cadets in Jammu, Kashmir and Ladakh regions have increased, NCC activities have evoked positive response from young boys as well as girls. The NCC, operating in different educational institutions including schools and colleges imparts regularly elementary trainings in tri-Services comprising the Army, Navy and Air Force and for grooming them into disciplined and patriotic citizens. Its main objective is to develop character, comradeship, discipline, leadership, national outlook, spirit of adventure, and ideals of selfless service. The purpose is to create a human resource of organized, trained and motivated boys and girls to provide leadership in all walks of life and also to prepare them for careers in the Armed Forces. In an exclusive interview, Maj. Gen.
