Srinagar, August 26: 9 year old died in Handwara when he came under a pitch roller in a playground. Irfan Ahmed Sofi son of Bashir Ahmad resident of Maidan, Chogal, Handwara came under a pitch roller while playing cricket a play field at Maidan Chogal, Handwara. He was seriously injuries in the mishap. He was shifted to the hospital but he succumbed to his injuries on way to the hospital.

Senior Army functionaries to review border security scenario Jammu, August 26: Senior Army functionaries including the Army commander, Lt. Gen. Every village to be electrified very soon: Vikar SRINAGAR, AUGUST 26: Minister of State for Technical Education and Power, Vikar Rasool has said that every un-electrified village of the state would be provided with electricity very soon. The Minister was addressing the officers during a review meeting of Power Development Department here Monday. The meeting was attended by Principal Secretary Power, A.K. Mehta, Chief Engineers, Executive Engineers, AEEs and other officers of the department. Vikar directed the officers to complete the first phase of the Rajiv Gandhi Gram Vidyut Karan Yojana (RGGVY)within one months’ time so that the next phase of the same can be taken up to ensure that no village in the State remains unelectrified and is provided with adequate power supply. He said that under RAPDRP scheme the augmentation of the electricity and its allied things would be done which would go a long way in ensuring proper supply of electric power in the major cities and towns of the State.The Minister said that in order to make an improvement in the transmission and distribution system of power an amount of Rs. 1 crore would be provided to every district for improving the high tension/ low tension line distribution. He said that it would go a long way in ensuring that the distribution of the power is done and losses are also compensated.While directing the officers to speed up the revenue realization, Vikar said that the targets fixed for an area should be completed as soon as possible. He said that an effective monitoring system should also be put in place, so that the maximum revenue is collected with regard to the power being consumed and maintained that strict action would also be taken against those which fail in achieving the targets being assigned to them. espite boom in economy, innovative technology, improved infrastructure, rapid growth in all sectors bias against girl child is still prevailing in the country as well as all over the world especially in developing and underdeveloped countries. The discrimination against girl child starts even when she is in the womb of a mother. All scientific methods like ultrasound are used to know the gender of the child in the womb. If it happens to be a girl, she is aborted. If she happens to take birth the faces of relatives pull down and the mother of a girl child has to face the music at the hands of family. The discrimination starts from the beginning. The boy child is gifted with all kind of nutritious food and facilities whereas the girl child is deprived of even the basic necessities to grow. At the age of school, she is gifted with a broom in hand and tears in eyes. This cycle of life goes on for her till she is fitted to graveyard; perhaps where she gets peace of mind. This social evil is deep rooted in our ethos. The main aim of observing International Girl Child Day on 11th October is to promote girls right and highlight gender inequalities that remain between girl and boy. This day provides an opportunity to raise public awareness about different types of discrimination and abuses which millions of girls around the world suffer. Everyday girls face many challenges and barriers which limit their ability to reach to their full potential. Millions of girls are deprived of their fundamental right of education. It has been estimated that by 2014 more than 65 percent of the world population will consist of illiterate women which ultimately means a bleak and gloomy future ahead. Men perhaps forget that a girl empowered is a women enlightened, a women enlightened sets a stage for hopeful future. It has also been observed that women spent 90 percent of their income in family as compared to men who contribute not more than 50 percent of their income to family. Surveys also suggest that 12 million children mostly girls are systematically trafficked every year for various reasons mainly prostitution. This cycle has to be broken which is possible only through and through educating girl children. They should be given better access to health care, greater employment opportunities and power to make decisions about their lives. A voice must be given to these voiceless & a face to these faceless creatures. But alas it could happen. The incidents like that of Maliala in Pakistan which shocked entire mankind as she was shot is really a bad spot on what we called humanity. Her fault was that she stood against the diktats of Taliban who are against sending the girls to schools.

RAJOURI GEOGRAPHY AND POTENTIAL

N

o doubt that good work has been done by the Department for rehabilitation of degraded forests but the task is too big w hich needs special attention and additional funds so that the forest could be protected properly. Climatic condition of Rajouri District varies from temperate to sub-tropic zones. Nowshera, Sunderbani and lower areas of Kalakote fall under sub-tropic zone, where the climate remains very hot in summer. But in Budhal, Thannamandi and upper portions of Rajouri area falls under temperate zone. The climatic conditions of these areas resemble with the Valley. Budhal and Thannamandi are the beautiful hill stations of the District. The average rainfall is about 62 cms. There is more rain-fall in Thannamandi and Budhal as compared to Nowshera and Sunderbani. During June and July, the District remains under the influence of monsoon. But February and March are the coldest months of the District. As per 1981 census, the total population of Rajouri was 3.02 lac. As per DISNIC survey 1995, the total population goes upto 3.96 lacs out of which 30098 were scheduled castes which represents 8% of the population. 139845 were Gujjar and Bakerwal which represent 35% of the population and the remaining 2.27 lacs population was belonging to Paharies, Dogras, Kashmiries etc. which represent 57% of the population. Kashmiries are inhabiting in Thannamandi, Darhal and proper Rajouri. But they have diluted their culture and language with the Paharies and now they are also being called as Paharies. In the same manner, some Dograbasties are also existing in Sunderbani and Kalakote area.

In absence of Industrial environment and due to locational disadvantages, agriculture forms the main source of livelihood of the people in the District. 80 % population is dependent upon agriculture and allied activities. Since the terrain is hilly, sloppy and mountainous, therefore only one crop is possible in most of the area. The average size of land holding is 1.48 ha. Out of the total area of 6.62 lac acre, only 1.36 lac acre is available for cultivation, while the irrigated area is only 0.12 lac acre. Maize is the principal crop of the Distt.while paddy, wheat & pulses are also grown. The climatic conditions of the District are favourable for horticulture development, NO doubt that the land holdings are small and most of thefarfners are inclined towards agriculture, but due to the serious effort made by the Department, atmosphere for establishment of orchards has been created in the District and number of orchards have also come up. There is good potential of development of walnut and Baggugosha in Thannamahdi, Darhal and Budhal area while the establishment of orchards of citrus plants are viable in Kalakote, Nowshera and Sunderbani area. Live-stock rearing remained one of the important source of livelihood alongwith the agriculture in the District 35% population belongs to Gujjar and Bakerwal community. Most of them rear sheep and goat. The sheep population in the District is 2.78 lac while the goat population is 3.31 lac. The -wool production is about 4.00 lac kg while the mutton production is more than 11.00 lac kgs. As per 1997 Live stock Census, there were 1.05 lac buffaloes and 1.54 lac cows. Out of which only 0.26 lacs are milch cows and 0.36 lacs are milch buffaloes.

The average milk per buffalo is about 2 ltr per day and 1.4 ltr per cow per day. On the basis of the above said facts, a woolen based Industry can be established because lot of wool is available which is being exported on very cheap rate and full benefit does not percolated to the breeders keeping in view their labour. On the other hand, a lather based unit can also be established keeping in view the available potential of skins of cows and buffalos. As per one estimate, about 10000 skin of cows and buffaloes are available every year. Rajouri District is having vast Fishery potential resource in the Nallah Ans, Nallah Thanna and Rajouri Tawi. There is a need of releasing trout fingerlings in Nallah Thanna and Nallah Ans. By this way, we can provide variety of fish to the public. As per the survey conducted by the DRDA during 1998-99, out of 69760 families residing in rural area, 44673 families were living below poverty line which represents 64% population of the District. Due to the locational disadvantages, there is a great unemployment problem not only among the educated persons but skilled and unskilled workers also. There is need of provision of employment to the public through Government agencies by constructing productive asset. This employment can be provided in the lean period. No doubt that Rural Development Department's engaged in providing employment to at least one member of the family living below poverty line and to create productive community assets in the rural areas, but due to paucity of funds, full coverage is not possible. However, in the recent past, lot of infrastructure have been

created in the rural area under the rural development schemes and about 12000 families have so far been brought above the poverty line by providing them income generating units. As per one estimate, there are about 3000 weaver in the District engaged in manufacturing lois and.blankets. Apart from this, more than 3000 artisan 1870 are carpenter, 1500 black smith, about 2200 shoe maker. These artisan are engaged in the rural areas. There is need of modernization of their units by providing them fly shuttle looms for weaving purpose, spin thread and orientation apart from kits of carpentry, shoe making etc. so that these artisans could be modernized and their income could be generated. No doubt that in Rajouri, about 45 training centres are working which are imparting training to the unemployed youth in the rural area under Handloom, Handicraft, Social Welfare and IRD Programme in knitting, carpentry, cutting-tailoring, Sozany, Embroidery, Phulkari, Chikhri wood work, weaving etc. etc. But after training, these trained person are not getting the job and 90% trained youth remain idle after orientation. No doubt that societies and self-help group are being formed, but these are not functioning properly and the trained youth are not getting benefit of the scheme. There is a need of awareness camps and sanction of projects in the rural areas under public sector so that employment could be generated and area could be developed economically. ransport system is considered as the life line of any nation. Road Infrastructure, because of its easy accessibility, flexibility in operation, door to door service and reliability occupies a dominant position in the transportation system. It is vital for unleashing economic growth and is a critical component of all inclusive growth. In the last few decades, Road transport in India has registered tremendous growth and has become the most preferred mode of transport. The share of road transport in carrying the passengers and goods is more than 80% and 60% of the total passenger and freight movement respectively. Road Network India has huge network of roads totalling about 46.90 lakh km. The road density in India at present is nearly 1.43 km per sq. km of area which compares favourably with many countries. Responsibility of development of this network rests with the Central Government, State Governments and local Government. National Highways (NH), having total length of 82,803 km, constitutes less than 2% of the total road network. However, these are the main arteries carrying more than 40% of the total road traffic. Development of NHs is the responsibility of the Central Government. Good and efficient transport infrastructure is an essential pre-requisite for the economic growth of a nation. It has been the endeavor of the Government to provide speedy, safe and efficient road transport network. It is recognized that modernisation of infrastructure is the key to attain higher GDP. India’s Transport sector as a whole contributes about 5.5% to the GDP, with road transport contributing the lion’s share. India has emerged as one of the fastest growing economy in the world. According to experts, India could unleash its full potential, provided, it improves the infrastructure facilities, which are at present not sufficient to meet the growing demand of the economy. To address emerging demand by catching up with the economic and social growth of the country, a massive Road development programme has been taken up in the country. NHDP The National Highways Development Project (NHDP) is the flagship programme, for development of less developed areas, dedicated regional programmes like the Special Accelerated Road Development Programme for the

North-East (SARDP-NE) and the Special Programme for the Left Wing Extremism affected areas have also been taken up. Now, there are plans for building up Expressways in the Country. Three projects i.e. Eastern Peripheral Expressway in National Capital Region, Delhi - Meerut Expressway and Mumbai – Vadodra Expressway covering about 650 km are targeted during the current financial year. Planning for Bengaluru – Chennai and Delhi – Jaipur Expressways are also in advance stages. All these Expressways will be fully access controlled roads on green field alignment. To meet with the massive requirement of funds, innovative means of financing and financing strategies which inter alia include cess on fuel, private sector participation including foreign investment, borrowing from the market as well

the National Highways in the country. The program is aimed at the development of about 50,000 km of National Highways. Golden Quadrilateral which provides four-lane connectivity between four metros, is complete, while the N o r t h - S o u t h - E a s t - We s t ( N S E W ) corridor is about to be completed. Four laning and six laning is underway at many places and progressing at brisk pace, despite the hurdles in land acquisition, obtaining environment and forest clearances, high cost debt etc,. So far work on more than 21,000 km have been completed and in about 12,350 km works are in progress. The private sector has more flexible procurement and decisionmaking procedures and therefore, it can speed up implementation efforts. Allowing private sector to raise capital/funds has paved the way for the Government to use its scarce resources efficiently and effectively. Several new materials of road construction are also emerging that would need to be encouraged depending upon their cost effectiveness. For development of National Highways in the Country in the 12 five year plan targets to invest Rs 1,44,769 crores from budgetary support, Rs 64,834 crores from IEBR and Rs 1,87,995 crores from private sector participation. Launched in 1998, the NHDP program represents the largest road construction project ever undertaken to boost the development of

3800 kms. Mode of Projects The emphasis has been to take up progressively more and more infrastructure projects through private sector participation on BOT (Toll) basis so that more public funds are available for social sectors such as Health, Education, etc. However, it would not be practica lly possible to take up development of the majority of the highway stretches on BOT (Toll) mode. This has reflected in the recent trends of bidding when in majority of roads projects we could not get the favourable response. Accordingly, recently, Ministry has decided to take up road projects as turnkey Engineering Procurement Construction (EPC) contracts basis which would help to reduce construction time and is expected to improve quality of work as well. Also, in this system the objective to garner private sector efficiency is retained and the private entrepreneurs are free to use new technology to speed up their works New Initiatives

E-Tolling The experience on present tolling system is associated with congestion and delays at toll plazas. To overcome this, Government has decided adoption of Electronic Toll Collection (ETC) system across National Highways in India, which would enable toll to be collected electronically from vehicles at toll plazas while the vehicle is in motion. Pilot projects have already been taken up in this regard which will pave way for nation-wide interoperable ETC at all the toll plazas on National Highways by 2014. New Materials Besides financing, such a mammoth development programme requires huge amount of natural resources. As such conservation of the material is area of concern for all. There is a need to save scarce physical resource like aggregates, sand, earth, cement, bitumen, etc. looking to huge programme of construction of highways in the country. On the other hand, the Nation is facing problem of the disposal & storage of industrial waste like fly-ash, copper slag, marble slurry, etc. Efforts are on in utilizing these waste materials in construction of roads through complete/partial replacement of conventional materials. Cashless Treatment of accident Victims (A Road Safety initiative) India has the dubious distinction of having maximum number of fatalities on roads. During the year 2011, there were around 5 lakh road accidents resulting in the deaths of over 1.42 lakh people. Each day, nearly 390 people die on our roads. In India more than half of road accident victims are in the age group 20-65 years. The loss o f the main bread earner and head of household due to death or disability can be catastrophic, leading to lower living standards and poverty, in addition to the human cost of bereavement. This is an unacceptable price to pay for mobility. The Ministry has already taken up multipronged strategy in his regar d. The latest milestone in this area is a Pilot Project for “implementation of cashless medical treatment to the accident victims” for the first 48 hours. Under this scheme accident victims will be provided free treatment during this period as a result immediate relief can be provided to the accident victim, which will go a long way in reducing fatalities on our road. Completion of programmes already taken up is expected to go a long way in contributing towards building the Nation.

Although calorie restriction and increased physical activity are recommended for weight loss, there is significant evidence that inadequate sleep is contributing to obesity. NEW DELHI: Declaring Congress’s goal to “wipe out hunger and malnutrition”, Sonia Gandhi asked all political parties on Monday to set aside differences and support the Food Security Bill so that a “big message” could be sent out about India’s capabilities. Opening the Congress innings on the debate in Lok Sabha on food bill, she rejected questions over whether the country had resources to implement the landmark measure. “It is time to send out a big message that India can take responsibility of ensuring food security for all Indians ... our goal is to wipe out hunger and malnutrition all over the country,” Gandhi said about her pet agenda. Making a strong pitch for smooth passage of the landmark legislation, the UPA chairperson said the measure is a historic opportunity to provide food security to tens of millions of people in the country which will end the problem of hunger once for all. She sought to dismiss questions over whether the ambitious scheme could be implemented. “The question is not whether we have enough resources or not and whether it would benefit the farmers or not. We have to arrange resources

for it. We have to do it,” she said in the House where Prime Minister Manmohan Singh was present. Gandhi said farmers and agriculture have always remained priority of the UPA. Agreeing that reforming public distribution system (PDS) was a must for the food law, Gandhi noted that there was basic need to remove the leakages to ensure that benefits of the food bill reached the intended beneficiary. Govt to review rules on arbitrary suspension of IAS, IPS officers New Delhi: The Centre has decided to review the service rules to provide immunity to Indian Administrative Service (IAS) and Indian Police Service (IPS) officers from arbitrary suspensions and unjust disciplinary actions by the state governments. The move comes after representatives of IAS, IPS and Indian Forest Service (IFoS) associations met minister of state for personnel, public grievances and pensions V. Narayanasamy here recently to demand change in the service rules. “Our officers are revisiting the rules to ensure adequate protection to All India Services (IAS, IPS and IFoS) officers,” Narayanasamy told PTI. The three associations of the elite services met the minister on Friday and demanded that the power of suspensions should be vested with the Centre instead of states in case of officers working in their jurisdiction among other changes in the rules. “No decision has been taken on it,” Narayanasamy said when asked whether the government was considering to take back the power to suspend an All India Services officer from states. As per rules, state governments are autho-

rised to take action against an IAS, IPS and IFoS officer working under their jurisdiction. Mumbai police releases sketches of 5 accused in photojournalist gangrape case

Mumbai Police on Friday released sketches of five accused in the shocking gangrape case of a 23-year-old photojournalist here and picked up about 20 people for questioning besides fanning out teams across the city to track the culprits. Security increased in Mumbai amid terror threats ahead of Ganeshotsav: police

Mumbai: After strong intelligence inputs of possible terror strikes, Mumbai police have drawn a “foolproof” security plan to maintain a vigil for the Ganesh festival in the city next month.The festival will begin on September 9 and will continue for 10 days.“We have prepared a foolproof security plan but it will be more effective with the support of the public, who need to keep their eyes and ears open,” said Mumbai Police Commissioner Satyapal Singh after releasing Ganeshotsav organisers’ instructions manual today. The manual, to be distributed among 6,000 Ganesh mandals, consists details of security measures and traffic arrangements during the festival, telephone numbers of various agencies, senior police officials and disaster control rooms.Special security arrangements have been made for ‘Lalbaugcha Raja’ Ganesha idol, one of the most popular mandals attracting about 1-1.50 lakh devotees daily, he said.

Though the Mumbai police chief claimed there was no specific intelligence inputs on the possible terror attack, a top official said, “There are no specific but intense and serious inputs about the possible strikes during the festival.Terror threat is looming large on the metropolis.” Additional Commissioner (special branch) Naval Bajajsaid the department has already trained many Ganesh mandals on security measures to be adopted during the festival.“If any mandal needs to know a slew of measures that should be taken during the festival or need training, they can approach us,” he added.Joint Police Commissioner (Traffic) Vivek Phansalkar said 50 roads will remain shut during the procession for immersion of large Ganesh idols on September 18 while 56 roads will have one-way traffic. “13 roads will be shut for heavy vehicles. 94 roads will be declared as no parking zones and there will be five police control rooms.”
