Though the leadership of both the countries have superficially been posing to make sincere efforts for normalization of relations but actually nothing has been achieved since last two years. Srinagar, July 26: National Conference has said that Mehbooba Mufti’s belated, cosmetic and completely misplaced concern in the Parliament about the Horticulture sector in Kashmir was extremely ironic when seen in the backdrop of PDP’s shockingly dismal performance and anti-fruit-grower policies in the Horticulture Sector during the tenure of Mufti Mohammad Sayeed. “There are some very pertinent and pointed questions that Mehbooba Mufti should answer before waxing eloquent for the cameras in the Parliament about the Horticulture Sector: What did PDP do for Horticulture when they were in power? Nothing! How many orchards did PDP get vacated from the occupation of Security Forces? None! Why didn’t they do absolutely anything in the field of Post Harvesting? No vision! What made them stay silent about the exploitation of the fruit-grower by commission agents and pre-harvest contractors? PDP leadership’s complicity with horticulture sharks and exploiters! suffocate and torment the fruit grower by denying him credit opportunities and avenues? Because of PDP’s overt faith in crony-capitalism!” NC Spokesman Junaid Azim Mattu said, in a statement issued to KNS. “Mehbooba Mufti clearly lacks a nuts and bolts understanding of the Horticulture Sector in the State. Somebody should tell her that the biggest challenges that were faced by our fruit growers when PDP relinquished power in 2008 was a neo-feudal system of lending by commission agents encouraged by PDP, an anti-grower system of extension of credit to commission agents patronized by PDP and PDP’s planned assault on the rights of the fruit growers as safeguarded under the Agricultural Produce Marketing [Regulation] Act of 1997 brought in by a National Conference government. When PDP was in power they deliberately chose to remain on the sidelines on all these issues because of their proximity with, and support to commission agents and pre-harvest contractors in the Horticulture Sector”, Mattu said. The NC Spokesman said that it was National Conference took systemic initiatives in the banking and horticulture sectors aimed at achieving a reframing of lending guidelines to eradicate feudal system and usurious lending by commission agents See NC On Pg 11..

PM an opportunity to contribute towards good governance, the statement added. “The platform would bridge gap gulf between people and government. Democracy cannot succeed without people’s participation in government and this participation should not be limited only during elections,” the Prime Minister said. Besides Modi, Communications and IT Minister Ravi Shankar Prasad, Cabinet Secretary Ajit Seth, DEITY Secretary R S Sharma were also present at the launch of the portal. National Informatics Centre (NIC) of the Department of Electronics and Information Technology (DeitY) will implement and manage the platform. There are multiple theme-based discussions on MyGov where a wide range of people can share their thoughts and ideas with the government, Sharma told reporters after the launch. “It is also an initiative to build a digital knowledge library. We will guide the people on the topics of national importance on which the government would like to know their views and ideas,” he added. The platform presents an opportunity for the citizens to both ‘Discuss’ and ‘Do’, Sharma said, adding, any idea shared by a contributor will also be discussed on the discussion forums, allowing constructive feedback and interaction. At present, there are six groups on the platform -- Clean Ganga, Girl Child Education, Clean India, Skilled India, Digital India and Job Creation. “Citizens can also volunteer for various tasks and submit their entries. These tasks would be reviewed by other members and experts. Once approved, these tasks can be shared by those who complete the task and by other members on MyGov,” Sharma said. Each group consists of online and on-ground tasks that can be taken up by the contributors. The objective of each group is to bring about a qualitative change in that sphere through people’s participation, he said. “We will review the working on MyGov in three months and over time the number of groups, tasks and discussions will increase. The platform will also be used as a comprehensive knowledge repository,” Sharma added. The portal can even be extended to act like public audit platform for government projects like citizens giving feedback on status of completed infrastructure projects or availability of various social sector programmes, he said.
US disappointed over India's stand on TFA Washington: Without directly naming India, the US today expressed deep disappointment over the stand taken by the Narendra Modi government that it will not ratify the Trade Facilitation Agreement (TFA) at the WTO unless its concerns on food security are addressed. "Today, we are extremely discouraged that a small handful of members in this Organisation are ready to walk away from their commitments at Bali, to kill the Bali agreement, to kill the power of that good faith and goodwill we all shared, to flip the lights in this building back to dark," Deputy US Trade Representative Michael Punke said referring to India's stand on TFA. US Deputy Trade Representative and US Ambassador and Permanent Representative to the World Trade Organization (WTO) Michael Punke. AFPUS Deputy Trade Representative and US Ambassador and Permanent Representative to the World Trade Organization (WTO) Michael Punke. AFP In a strong message to the World Trade Organization (WTO), India today said it will not ratify the trade facilitation pact until a permanent solution is found on food security and other issues of poor nations impacting livelihood of millions. "To jeopardise the food security of millions at the altar of a mere anomaly in the rules is unacceptable," India said. Punke, in his remarks in Geneva where the two-day General Council meeting of WTO concluded today, said it is no use to sugar coat the consequences of such action or to pretend. Amendment to WTO norms regarding stockpile of foodgrains is critical for India to implement of its food security plan. "Today a small number of WTO members are indicating that they may no longer stand by their commitments to implement the TFA. Or that they
will honour their commitments only if they can now renegotiate the terms and receive new tradeoffs - additional to the ones they negotiated in Bali," Punke said. "It is profoundly disappointing that we have arrived at this moment... I do want to speak very directly about the issue of public stockholding for food security, because it has been a focal point of attention," he added. The current WTO norms limit the value of food subsidies at 10 percent of the total value of food grain production. The support is calculated at over two-decade old prices. India is asking for a change in base year (1986) for calculating food subsidies. The US gives about $120 billion as farm subsidy compared to India's $12 billion. "Many members, including developing country members, have noted that, if the Bali package fails, there can be no postBali. It's with regret that we agree with them," Punke said. While Punke did not name any country, but it was addressed towards India, which has taken a strong stand on TFA, till its concerns on food security issues are taken care of. "We have heard repeated misstatements about activities in the past seven months, and so it is important to examine the facts in some detail," he said. "At Bali, we also all agreed by consensus to work with fellow WTO members to quote 'prepare within the next 12 months a clearly defined work programme on the remaining Doha Development Agenda issues," he noted. Many members, including the US, he argued have followed through on this commitment scrupulously, meeting in a broad spectrum of formal and informal configurations, all with the goal of meeting our collective commitment to a work programme by the end of 2014.

Gaza crisis: Toll of operations in Gaza
The number of civilians caught up in Israel's Operation Protective Edge offensive has raised international concern and condemnation. During the three weeks since air strikes against Hamas in Gaza began, more than 800 people have been killed on both sides. The UN says the vast majority of Palestinian deaths are civilian. But figures from previous operations in the densely populated Gaza Strip over the last six years show it is not the first time civilians have paid a heavy price. Operation Protective Edge Tanks approach Gaza The overwhelming majority of those killed are Palestinians - at least 798 have died since 8 July, including about 185 children and 93 women, Gaza's health ministry says. The UN says around 73% of the Palestinian dead are civilians. The Israel Defense Forces (IDF) say they have killed more than 200 "terrorists" during their assault on Gaza. Israel has also suffered casualties in the operation - 34 members of the Israel Defense Forces have died, as well as three civilians killed by Hamas rockets fired from Gaza. Israel launched Operation Protective Edge on 8 July, with air strikes
targeting militants, weaponry and militant facilities. Days of intensive rocket fire and air strikes between the two sides continued and on 18 July, Israel launched a ground offensive, sending troops and tanks into Gaza. Israel has called up 65,000 reservists to support the operation and warned Gaza residents to evacuate areas in which the army was operating. Hamas has continued to fire rockets at Israel, targeting towns and major population centres, including Tel Aviv, Jerusalem and Haifa. Timeline of rocket attacks by Hamas and Israeli strikes The IDF says Hamas has fired more than 2,078 rockets into Israel, while its own forces have hit at least 2,883 targets in Gaza. A number of UN buildings have also been hit, while people were sheltering inside. UNRWA Commissioner-General Pierre Krahenbuhl said civilians "were paying the highest price of the current military escalation. I condemn this callous shelling and the extensive loss of life". Israel accuses Hamas of firing rockets at Israeli civilians while hiding behind Palestinian civilians. It said its forces had "gone to unprecedented lengths to keep Palestinian civilians out of harm's way, including by dropping leaf-
lets, making phone calls and sending text messages", as well as aborting strikes. Operation Pillar of Defense Members of Hamas's Qassam Brigades Israel's last major offensive on Gaza was Operation Pillar of Defense in November 2012. It began with an air strike that killed the commander of Hamas's military wing, Ahmed Jabari, whom it accused of responsibility for "all terrorist activities against Israel from Gaza" over the past decade. Prior to the operation, there had been spates of Palestinian militant groups, including Hamas's Qassam Brigades, firing hundreds of rockets into southern Israel and the Israeli military shelling Gaza and carrying out air strikes. An Israeli human rights group, B'Tselem, said 167 Palestinians were killed, including 87 civilians. Six Israelis - two soldiers and four civilians - were also killed. Deaths during Operation Pillar of Defense Continue reading the main story *B'Tselem defines OTHERS as Palestinians killed taking part in hostilities, those killed in targeted killings, police officers and others where it was unclear whether they were involved in the fighting.

Sanjay Sinh, 3 kids locked in battle over family palace in Amethi AMETHI: The Gandhi bastion got an extra dose of drama on Friday when the local royal family — Rajya Sabha member Sanjay Sinh and three children from his first wife Garima — got engaged in a public battle over the clan’s palace, Bhupati Bhawan. The day-long drama culminated in an FIR being lodged by Singh’s son, Anant Vikram, against Ram Raj Singh — allegedly an aide of Sinh’s second wife Ameeta — and eight others for attacking the family and attempting to hold them hostage inside Bhupati Bhawan. At present, a portion of the heritage ‘palace’ is occupied by Anant Vikram, his wife Shambhavi and six-year-old son, his sisters Mahima and Shaivya, and their mother, the erstwhile ‘Rani’ of Amethi, Garima Singh. According to Anant Vikram, the family returned to their
Amethi palace on Friday morning to find their living quarters ransacked and devoid of all its belongings. “At 7.30 am, with no
rations in the house, we sent our driver Abhishek to fetch milk for the children in the house,” he said. “When he went out, he found the gates to the palace had been locked from the outside,

BJP, Shiv Sena in politics of bullying: Rahul Gandhi AMETHI: In his most vocal attack yet on the Bharatiya Janata Party and its leaders, Congress vice-president Rahul Gandhi said the saffron party had a “dangerous ideology” and resorted to the “politics of bullying.” Expressing his views on Shiv Sena MPs force-feeding a fasting Muslim employee of the Maharashtra Sadan, he said, “It is the ideology of BJP and the Shiv Sena. Politics of bullying people is what they do. This is extremely damaging to the country and this is what we in the Congress party fight against everyday.” The Amethi MP, on a day-long visit to his parliamentary constituency, also said the incident at the New Maharashtra Sadan reflected the dangerous ideology of the BJP and the Shiv Sena. Both are the two sides of the same coin. Last week, Shiv Sena MP Rajan Vichare was caught on video forcing a catering superviser fasting for Ramzan to eat a chapati. On Friday, Rahul also accused prime minister Narendra Modi of failing to take a tough stand on spiraling prices as well as rampant corruption. “The universal complaint is that vegetable prices are rising and the government is doing nothing,” Rahul said, while adding that the biggest promise that the government in Delhi had made was to control price rise. “People are hiring because of rising prices. It is government’s responsibility to control them,” he said.

HOROSCOPE Aries
March 21-April 19
Don’t discount your ability to be extremely resourceful if you need to be, Aries. If you don’t have everything you need or all of the required information, take time to think. Who can you ask? What places can you access? Who might know where you can find what you need? Rather than panic because the pieces aren’t all there, instead make a list of contacts and go for it. Trust in yourself.
Taurus April 20-May 20
Try not to let today’s blues get you down, Taurus. While it’s true that some days can seem to drag on, the busier you are the faster time will pass. Get down to finishing any work still before you and then make plans for tonight. If there’s a light at the end of the tunnel, not only will things seem to speed up but you’ll feel better knowing it’s coming.
Gemini May 21-June 21
Dare to be different, Gemini. It can be so easy to fall into a drill. Sleeping at the same time, eating at the same time, wearing the same style, and going about work the same way day after day. Before you know it, you feel like you’re in a rut. The only way to get away from this is to make a decision to break free by doing something unique. Try a new haircut. Wear colors that are unusual for you. If the need is there, consider a new career. Pursue expansion.
Cancer June 22-July 22
If your lifestyle is considerably different than that of others, resist feeling self-conscience about it today, Cancer. Try to remember that you chose the life you have for specific reasons. Even if you’ve come to a point where you’re considering a change, there’s no need to feel badly, ashamed, or embarrassed about where you are now. Everyone has to make his or her own way. If this conforms to the norm, that’s fine. If it doesn’t, that’s fine, too.
Leo
July 23-August 22 An enhanced feeling of determination could motivate you today, Leo. Finish the things that aren’t complete and make some plans for this evening. Don’t hesitate to take on something that feels complicated or big. Chances are you’ll be able to handle most anything and it will feel great when it’s finished. Enjoy your day by making the most of opportunity.
Virgo
August 23-September 22
Feeling the effects of today’s energies, Virgo? Take heart if this is the case, because the end of the tunnel isn’t as far away as it seems. Do your best to take things one step at a time and see about making some plans for a little fun this evening. Get together with friends or take in a movie. You’ll be amazed how much you can manage when there’s an end in plain sight. Your entire attitude can lighten. So take the bull by the horns and create an incentive for yourself. Do something special to reward the hard work you do day after day.
Scorpio
October 24-November 21 Don’t judge someone if he or she has a different lifestyle than what you consider to be OK, Scorpio. You probably lean toward the traditional, yet not everyone feels this way about relationships, working, or lifestyle. While it may seem impossible to understand and even frighten you, try not to be too harsh on those you deem odd. You’d be better off using that energy to keep your own life on track.
Sagittarius November 22-December 21
Friends seeking advice or a shoulder to cry on could be plentiful today, Sagittarius. You’re one of best people to give them the support and care they need. Just be sure that you don’t give so much to others that you don’t have anything left for yourself. True friendship is about sharing and the exchange of problems and help. Running yourself down will leave you in a place where you aren’t going to be much help to anyone.
Capricorn December 22-January 19
Getting through today shouldn’t pose too big a problem for you, Capricorn. You may feel a huge second wind that can give you the drive and determination to see your chores and projects through. Make some plans for this evening, such as getting together with friends or taking in an event that really intrigues you. Until then, go about your tasks bit by bit. You’ll get things finished before you know it.
Aquarius January 20-February 18
Working within boundaries and restrictions could really get to you today, Aquarius. Yours is an independent spirit and your best achievements are often born of doing things your own way. Yet like it or not, we all have to follow guidelines and rules. Do your best to follow suit and finish what needs to be done. Afterward, you may find more freedom to act independently without consequences. Exercise patience and diligence as needed today.
Pisces
February 19-March 20 Chances are that you’ll feel upbeat and positive today, Pisces. Consider sharing this energy with those around you who are feeling less than content. Your attitude can have a profound effect on friends, partners, spouses, and children. Even neighbors and extended family can pick up on your spirit without you even realizing it. Share your optimism with everyone you can today. If you see someone hurt or angry.

Enhancing Milk Production Through National Dairy Plan
airy sector in India has acquired substantial growth momentum from 9th Plan onwards, producing 121.8 million tonne milk. Per capita availability of milk reached 269 grams per day. This has not only placed the country on top of milk producing countries in the world, but also demonstrated sustained growth in the availability of milk and milk products for the burgeoning population. Demand for milk is increasing rapidly in the country. This is primarily due to increasing population and growing incomes accruing from the multitude of central schemes launched for livelihood and employment generation. If we go by the emerging trend, the demand for milk is likely to be about 155 million tonnes by the end of 12th Five year Plan (2016-17) and in the range of 200-210 million tonnes in 2021-22. Annual average increase in the production of milk over the last 10 years has been around 3.5 million tonnes per annum whereas there is a need to reach an average of 6 million tonnes per year over the next 12 years to meet the ever increasing demand. Dairying has become an important secondary source of income for millions of rural families and has assumed a very important role in providing employment and income generating opportunities. Milk production and marketing system in India is unique. Most of the milk is produced by small, marginal farmers and landless labourers. About 7 crore rural households are engaged in milk production, the majority being small and marginal farmers and landless. About 1.45 crore farmers have been brought under the ambit of 1.45 lakh village level dairy corporative societies. As dairy cooperatives ensure inclusiveness for small holders, especially women, it is desirable that they retain the present 50% share of the marketable surplus handled by the organised sector. National Dairy Plan-I The Government has launched an ambitious programme for increasing the productivity of milch animals and thereby increasing the availability of milk in the country. The National Dairy Plan is a Central Sector Scheme. The outlay of the first phase of the project, for 2012-17,
is estimated to be about Rs 2,242 crore. Out of total project outlay, Rs. 1584 crore will come from International Development Agency (IDA) as credit, Rs. 176 crore as Central Government’s share, Rs. 282 crore as share of implementing agencies and Rs. 200 crore from NDDB and its subsidiaries for providing technical and implementation support to the project. Rs. 715 crore of the National Dairy Plan funds will be spent on breed improvement and Rs. 425 crore

It is a six-year plan to be largely financed through the International Development Association (IDA) of the World Bank, and implemented by National Dairy Development Board (NDDB) through End Implementing Agencies (EIAs) located in states. on animal nutrition. Rs. 488 crore will go for strengthening of village based milk procurement system and Rs. 132 crore for project management and learning. Objectives This scheme is aimed at meeting the projected demand of 150 million tonne in next five years by productivity enhancement, strengthening and expanding village level infrastructure for milk procurement and provide producers with greater access to markets. The objective of the NDP is to help increase productivity of milch animals and thereby milk production to meet the rapidly growing
credit from IDA which along with share of Government will flow from the Department of Animal Husbandry, Dairying and Fisheries to NDDB and in turn to eligible EIAs. EIAs comprise State Government, State Livestock Boards, State Cooperative Dairy Federations, District Cooperative Milk Producers Unions, subsidiaries of statutory bodies, ICAR institutes, and veterinary/dairy institutes and universities and any other entity decided by the National Steering Committee to be set up under the National Dairy Plan. The EIAs will be eligible for funding under various
components based on eligibility criteria which will comprise geographical, technical, and financial and governance parameters. Pattern of funding under the scheme will be 100% grant-in-aid for nutrition and breeding activities. Focus States The NDP-I is to be implemented in States where the respective Governments commit to undertake the necessary regulatory, policy support to prepare an environment for successful implementation of the scheme. The focus of the scheme will be on the areas with higher potential in 14 major milk producing states, namely Andhra Pradesh, Bihar, Gujarat, Haryana, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal. These states contribute to 90% of milk production in the country. However, in terms of benefits the coverage of the scheme will be countrywide. Strengthening Village-Based Milk Procurement Systems Village-based procurement system will be expanded by strengthening existing co-operatives and facilitating the setting up of producer companies or newgeneration co-operatives. About 13 lakh milk producers in 23,800 additional villages are expected to be covered. Alongside, capacity building, training and education programmes will get due prominence to promote technologies and improved practices at the village level. Benefits In terms of overall benefits, the NDP will put in place a scientific and systematic process which is expected to take the country on the path to improving the breed of milk producing animals in a consistent and continuous manner. It will make prudent use of country’s resources, lead to reduction in methane emissions, improve the quality of milk being marketed, help strengthen regulatory and policy measures to provide an enabling environment for future growth of dairy sector and contribute to improving the livelihoods of small milk producers who form the backbone of India’s milk production system.
Re-Structured Accelerated Power and Reforms Programme T
he power sector has long been seen as an integral part of country’s economic growth and a major component of sustainable development. The effect of sectoral reforms enabling provision of power to all, and at prices that make economic sense can be a significant determinant of human development. One of the major concerns of the power sector is the reduction of losses in the distribution. It was felt that for improvement in the power sector, it was necessary to reform the distribution link in the whole chain of the sector, which was mainly responsible to bring the revenue into the sector. The various issues involved in the management of distribution losses can be classified under the categories of governance, commercial and technical issues. For effective control of AT&C losses, the States and state power utilities are required to initiate action on all the three fronts simultaneously. Accelerated Power Development Programme To bring about improvement in the distribution sector ‘Accelerated Power Development Programme (APDP)’ was introduced in 2000-01. The primary aim of the scheme was reduction in aggregate technical and commercial (AT&C) losses through strengthening and renovation of the ailing sub-transmission and distribution network. The scheme was renamed as the ‘Accelerated Power Development Reform Programme (APDRP)’ in 2003 to usher reforms in the sector. An incentive scheme for cash loss reduction and reform conditions were introduced for becoming eligible under the scheme. The focus was to look at the distribution sector in a holistic manner and then improve performance in all segments. The main objectives of the APDRP were improving financial viability of the State Electricity Boards, reduction of AT&C losses, improving customer
satisfaction, increasing reliability of power supply, improving quality of supply, adopting systems approach with MIS, and bringing transparency through computerization. 571 projects worth Rs. 14,583.07 crore were taken up by the State Power Utilities under APDRP. The Government also provided assistance of Rs 7,777.19 crore to the states for completing the above projects. Ten states (Andhra Pradesh, Gujarat, Haryana, Kerala, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, West Bengal and Tripura) showed reduction of cash loss amounting to Rs. 5809.89 crore.
constituted SERCs and 23 SERCs issued Tariff Orders. It has been experienced during the implementation of the Accelerated Power Development and Reforms Programme (APDRP) that wherever policy makers and top management were aligned to sound commercial practices they could reduce AT&C losses and move towards commercial viability with the help of technical interventions. Many of the utilities did not take up the projects, required to bring about accountability in the system. Following a review, the scheme was re-launched as ‘Restruc-

Rs. 2904.95 crore was released to these states as incentive under the programme for achieving the cash loss reduction. The implementation of the APDRP combined with the other initiatives of the States showed the improvement in AT&C loss at National level which reduced from 38.86% in 2001-02 to 29.24% during 2007-08. AT&C Losses have been reported below 20 percent in 215 APDRP towns in the country of which 163 towns have brought AT&C losses below 15 percent. Feeder metering improved from 81% during ‘00-01 to 98%. Consumer metering improved from 78% during ‘00-01 to 88%. 15 States have unbundled and corporatised. 25 States
tured Accelerated Power Development Reform Programme (RAPDRP)’ on 31.07.2008 with the focus on actual, demonstrable performance in terms of loss reduction. Establishment of reliable and automated systems for sustained collection of accurate base line data, and the adoption of Information Technology in the areas of energy accounting have been made necessary pre-conditions before sanctioning any projects for strengthening & upgradation of sub-transmission and distribution networks in urban areas. The primary difference between the two schemes was that now the disbursement of Central Government funds to the states was
linked to the demonstration of reduction in losses meaning that the funding was basically linked to outcomes. Projects under the scheme will be taken up in two parts. Part-A is the projects for establishment of baseline data and IT applications for energy accounting / auditing & IT based consumer service centers and Part-B is regular distribution strengthening projects. For Part A, the Centre is doing complete hand-holding of the State utilities, giving them a list of IT consultants and even the agencies that can do the execution. The IT enablement of a SEB will be entirely funded by the Central government. 1344 projects at the cost of Rs 4859.61 crore have been approved for twenty two states (Andhra Pradesh, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, J&K, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Sikkim, Tamil Nadu, Tripura, Uttrakhand, Uttar Pradesh and West Bengal) under PartA of the scheme. Under Part-B of the RAPDRP, funds are available for system upgradation also. The extent of grants under Part-B would depend upon the extent of reduction of losses, which will be verified by an independent agency. The successful IT enablement of a state power utility will make it an integral part of the energy audit and accounting systems. This will enable utilities to clearly account for all energy flows, enabling them to learn where losses are taking place. Also, it will help in quantifying the type of losses that are taking place. Currently, it has become a practice to put losses due to theft or otherwise into the un-metered segment, which is almost like a residual account and for which nobody is accountable. With information technology, every feeder and every transformer can be metered, enabling one to compile exact figures for every unit transmitted and distributed through a particular point.
