However the accused is not divulging the facts. Planning Commission of India has so far launched DBT/EBT Scheme in 121 districts across the nation where significant enrolment work under Aadhaar or National Population Register has been done. However, none of the districts from J&K was covered. Significantly; the State Government has taken this initiative ahead of the formal launch of the Scheme in the State by the Planning Commission of India. This historic decision of the State Government is being seen as an important leap in the direction of ‘good governance’ and a proactive approach exhibited by the State Government in benefiting well over ten lakh beneficiaries through seamless transfer of government entitlements, whether in the form of cash, benefit or subsidy, directly into their bank accounts across the State. Planning Commission of India has identified 29 Central schemes to be covered under DBT/EBT, of which about 23 schemes are being implemented in the State presently. Besides Central Sector schemes, Integrated Social Security Scheme (ISSS), a state scheme, having beneficiary population of about four lakhs is also proposed to be covered under DBT/EBT. The Administrative Departments entrusted with implementation of these schemes in the State have been designated as the ‘Nodal Departments’ responsible for the smooth implementation of the DBT/EBT Scheme, with State IT Department extending services for the backroom IT solutions / development of applications, to the Nodal Departments in this regard. All the other Central Sector/Centrally Sponsored Schemes under implementation in the State are also being targeted to be covered by EBT in a phased manner, by 31st July, 2014. The Directorate of Census Operations, J&K has already made substantial progress in the National Population Register (NPR) enrolments in 16 districts of the State. Once the enrolment exercise is complete, this NPR data for the State will be utilised by the Unique Identification Authority of India (UIDAI) for the generation of ‘Aadhaar’ for the people of the State, including the beneficiaries of government entitlements. This will pave way for the banks to do the Aadhaar seeding of beneficiaries’ accounts in due course.

A police official told CNS that during the course of investigation it surfaced that the victim was having relationship with one Muhammad Shafi Dar son of Hafizullah Dar resident of Chankhan, Sopore. “They had developed this relationship at their workplace, a private school in Sopore where the deceased was working as Helper and Shafi was working as a driver. Call Detail Records of both of them revealed that they used to talk on phone for hours together during night,” police said adding that Shafi had left the job at school some months ago. Police said that the accused Muhammad Shafi had felt that the girl was no more interested in him and was suspecting her having an affair with some other person and as such had developed ill will and resentment against her. “Last Friday, Shafi along with his friend Mehrajudin Dar son of Nawab Dar resident of Saidpora picked her up from Sopore town in a Maruti Van (JK 05C/4159) and forcibly took her to an orchard near village Seelu. Shafi assaulted her in the van and the duo forcibly overpowered her and strangulated her to death despite the fact the girl yelled for help,” the police official said. Provision of EmploymentA Daunting Task
T
he rising unemployment in educated youth is becoming a big challenge for the state government which has limited resources to cope up with the situation. As the state has no big industries, no corporate houses hence all the dependence of providing employment comes on the shoulders of the governmental sector which is already economically fragile and weak. There are over seven lakh unemployed youth in the state who are eagerly waiting to get some kind of employment so as to make both ends meet. The state can provide employment to merely twenty five thousand youth a year and if one goes by rough figures, about fifty thousand youth complete their courses every year in different educational, professional, skilled and semi skilled streams which means that the backlog of unemployed youth goes up by twenty five thousand in one year. If the trend continues the number of unemployed youth will rise to a proportion where it will be almost impossible to tackle the gigantic task. As already mentioned above the state lacks resources which could be used to put in place a mechanism for solving unemployment problem. The big hurdle in the state for establishing heavy industries is the worrying environmental aspect. The state particularly the Kashmir valley can hardly afford industrial pollution which can destroy the natural wealth of the state for which it is famous all over the world. There has been a continuous agitation by the state employees for enhancement of retirement age from fifty eight years to sixty years but the state government has not exceeded to this demand because if it is done, it will hamper further the opportunities of getting employment for these lakhs of educated youth. It is unfortunate that the earlier governments have not given any attention towards providing professional and skilled education to our youth. It is because of this that the number of the unemployed increased with every passing year as they could not go for self employment by establishing their own employment generation units or could get accommodated in those institutions where skilled professionals in thousands are in need. The dependence on government jobs has also increased because of narrow social thinking which compels the youth to strive for a government job than a private one. It is imperative and foremost for the government to formulate a meticulous employment policy so that more youth are accommodated, they are not subjected to frustration and in future they are made professionals and skilled than a mere qualified one's.

Research in homoeopathy
he Central Council for Research in Indian Medicine and Homoeopathy (CCRIMH) was established in 1969 to carry out researchers in Ayurveda, Siddha, Unani medicine, Yoga and Homoeopathy. The Central Council for Research in Homoeopathy (CCRH), one of the successor organizations to the erstwhile CCRIMH was established as an Autonomous Organization, at New Delhi in 1978, with a view to conduct scientific research in the field of Homoeopathy. It remains a unique organization engaged in organized research in Homeopathy in the world ever since. The main objectives: To formulate the aims and patterns of research on scientific lines in Homeopathy; to initiate, develop, undertake and coordinate scientific research in fundamental and applied aspects of Homeopathy; to exchange information with other institutions, associations and societies interested in the objectives similar to those of the Council; to collaborate research studies with other Institutes of Excellence towards promotion of Homeopathy and to propagate research findings through monographs, journals, newsletters, I.E.C. materials, seminars/workshops and develop audio-visual aids for dissemination of information to the professional and public. The Council is carrying out research on various aspects of Homoeopathy through a network of 36 Institutes and Units all over India. Research Activities The Council’s Survey, collection and cultivation of Medicinal Plants Unit is located at Udhagamandalum, Tamil Nadu. The climate at Udhagamandalum is conducive for cultivation of medicinal plants, including exotic ones. By conducting surveys in the Southern India, the Unit has collected medicinal plants, prepared Herbarium sheets and is cultivating some exotic medicinal plants.
Drug Standardization Drug standardization is conducted to ensure quality, genuineness, authenticity of raw drugs and to evaluate the safety and efficacy of drugs. The Council has conducted Pharmacognostic, Physico-chemical and Pharmacological studies on 106 drugs used in Homoeopathy. Pharmacognostic studies on 227 drugs, Physico-chemical studies on 205 drugs and Pharmacological studies on 124 drugs have also been completed. Similar studies on other drugs are in progress. New Protocols The Council has recently formulated new

The emphasis of the Council has been to prove drugs of indigenous origin and those with fragmentary provings. The Council has proved 71 drugs, on healthy human volunteers. In an attempt to ensure transparency and
to ascertain the role of Homoeopathic therapy in individual disease conditions. Council has completed 97 clinical studies which includes Disease related and Drug related studies. It has now initiated work on 18 clinical diseases, where protocols have been formulated, on modern scientific parameters in consultation with experts of allied disciplines as well as Homoeopathic experts. These studies are aimed at conducting research studies with an emphasis on evidence based outcome parameters without compromising the doctrines of Homoeopathy. An essential component of research today
is formation of a team, which can work in close coordination and put in their best efforts together. Collaborations are needed to form one such team, where the best of the brains and the resources can come together. Council has been collaborating with reputed institutes for a very long time. Some very useful studies have been conducted following such collaborations with institutes like, Indian Council for Medical Research, Banaras Hindu University, All India Institute of Medical Sciences, University of California Los Angeles, etc. A book comprising of Collaborative studies conducted by the Council has been published. Documentation and Publication Documentation and publication section of the Council is engaged in bringing out various publications from time to time. The other activities of the Council include Literary Research, participation in health melas, conducting and organizing seminars and training programmes and providing specific library services to the benefit of the profession. International Recognition The International Bodies like International Federation of Classical H o m o e o p a t h y, R o y a l L o n d o n Homoeopathic Hospital, European Committee of Homoeopathy & American Institute of Homoeopathy recognized the role of CCRH in promoting research in Homoeopathy and have desired to involve CCRH in future researches, particularly in Influenza including Avian Flu. It is the continuous hard work and dedication of the Research Personnel and other supporting staff of the Council, which would pave the way for future research in Homoeopathy. The endeavor of the Council is to conduct good quality research for the times to come so that the Council can carve a niche for itself among the Homoeopathic fraternity all over the world.
