Two arrested for murdering youth Shopian, October 26: Police Saturday claimed that it has arrested two persons for allegedly murdering a married man in Keller area of South Kashmir’s Shopian district. Addressing a press conference Superintendent of Police Headquarters Shopian, Mir Manzoor said that Twenty-six years old Farooq Ahmed Lone son of Abdul Kabir of Gatipora village of Keller town had gone missing on October 17 when he had ventured out from his house. Police had recovered his dead body from an orchard a few days ago and in this connection a case vide FIR number 59/2013 under section 302 and 364 of RPC was registered and investigation was started to nab the killers. BOSE and BOPEE out number each other in wrong doings Bungling after bungling is their trademark From our special correspondent Srinagar, October 26: The state high court has taken a serious view of the J&K Board of School Education which it said was flouting rules and regulations in admission of students to elementary teacher training courses. The court gave a direction for taking severe action against those involved in the bungling. This is the second Institution after BOPEE which has been pulled up by the honorable court for various omissions and commissions. Earlier the court took serious view of the leakage of examination papers by BOPEE and directed the orga-
nization to present a fact sheet in a sealed cover. The case is pending with the honorable court. As far as BOSE is concerned the court observed after a report of the crime branch revealing breach of norms in ETT colleges admission, that "we express our anguish with regard to the working of officials of BOSE and those running ETT institutions because after 10+2 young and impressionable students are allowed to take admission in these institutions which may turn out to be eventually a nightmare and a mirage" the bench comprising of Chief Justice M M Kumar and Justice A M Magray

It was during his tenure that a scandal involving the son of a minister incharge education department came to light but no skies fell as the chairman had a lot of political backing. He survived many
such bunglings and kept on continuing till some months back. The present hierarchy of education ministry is clueless as to what should be done to improve the working of BOSE which is going on the track of BOPEE, thus spoiling the future of our young generation. The state Chief Minister should not take these happenings lightly and should immediately take corrective measures to improve the working of BOSE. The examination department besides the administration and its PR wing which is being run by a section officer need immediate attention of the Chief Minister.

Central Team to submit Final Report this week Srinagar, October 26: Prof N K Arora, Pediatrician and Chairman of National Adverse Events Following Immunization (AEFI), Saturday said that Central Team would submit its report within a week to Jammu and Kashmir Government. The Central Team headed by Prof N.K.Arora had visited Kashmir after neonate deaths in G. B Panth Hospital allegedly caused by Pentavalent vaccine. Arora told CNS that though the team has already submitted its preliminary report in which it has given clean chit to Pentavalent but, “the final report which is almost complete would be submitted to Jammu and Kashmir government within a week’s time,” he said. He said nothing would be kept hidden and the facts would be made to public. Meanwhile, Family Welfare Director, D r Baldev Sharma told CNS that they were expecting the final report last week but that has not been submitted yet. “As far my knowledge goes, there would be nothing in Final Report. The expert
committee has already assigned the cause of neonate deaths to blood infection and not pentavalent vaccine,” he said. Sharma further said the claims of G.B.Panth Hospital authorities that Penvalent vaccine was the cause of deaths is based only on suspicion and not on facts. “Finally it is the job of Expert Committee to ascertain the facts and hopefully everything would be in public domain after the Central team submits its r epor t,” Sharma said. The pentavalent vaccine simultaneously provides protection against the five life threatening diseases — Diphtheria, Pertussis, Tetanus, Hepatitis B and Hib (Haemophilus influenza type b). This vaccine, which was recommended by NTAGI in 2008 was introduced in a phased manner since 2011 in Kerala, Tamil Nadu, Karnataka, Puducherry, Goa, Gujarat, Haryana, Jammu & Kashmir and Delhi. It is worth to mention that a PIL was filed in the Supreme Court seeking ban on its use, which the Court had rejected.

Pakistani onions bring down prices in Kashmir Srinagar, October 26: Onion prices started decreasing here on Saturday because of its arrival from Pakistan. Onions were selling at Rs 100 per kg here till Friday, but recorded a decline in prices Saturday with retail traders selling it at Rs 75 per kg. The wholesale onion traders here are attributing the fall in prices to the arrivals from Pakistan. "Onions have arrived here through LoC trade from Chakan Da Bagh and also from Punjab after their import from Pakistan. "This has brought down the wholesale price of onions in Srinagar and other parts of t h e Va l l e y. We s o l d Pakistani onions at Rs 55-
60 per kg in the wholesale market today (Saturday) morning. "Retailers are now selling the same at Rs 70-75 per kg in the markets," said Abdul Hamid, 50, a wholesale vegetable trader here. Another wholesale trader Muzaffar Ahmad, 48, said the onions from Nasik, Maharashtra, are the most sought after here as these are of a better quality. "Nasik onions are better than those reaching here from Pakistan," he said. Muhammad Ashfaq, also a wholesale vegetable trader, said, "Onion prices will start coming down after Diwali as yield from other parts of the country would start reaching the markets.”

Stop hostilitiesinitiate dialog to address the issues
T
he continuous firing on Indo-Pak borders and line of control has made the life of the residents miserable and several villages have now decided to shift to safer places. It is unfortunate that the improvement recorded during the last some years has been totally negated and the relations of the two neighbors have reached to the brink of collapse. The escalation of hostilities between India and Pakistan is not a good omen for the peace and stability of the sub continent and if things are allowed to slip out of hands, these may reach to a point of no return. The whole international community is seriously watching the situation and some of the countries have already expressed their concern over the increasing cross border firing. On one side the ceasefire violations have created a political uncertainty and have posed a threat to the security of the two neighbors and on the other side the enormous hardships caused to common people living alongside the line of control and Indo-Pak borders have created a situation which existed prior to the ceasefire agreement affected in 2002. These unfortunate people have to go from post to pillar to save their lives and their property which gets destroyed in the mortar shelling and intermittent firing by the forces of the two sides. Yesterday Chief Minister and earlier the Home Minister visited the affected areas and assured the people of all possible help in this hour of grief. But how is it possible to console a person who has to run for his life leaving behind his fields, his home and his all immovable property besides his sheep and cattle. The two countries should not allow the escalation but should sit together and use all the diplomatic channels to address the outstanding issues so that the present situation may not lead to a full fledged war which will not be in the interest of the two countries in anyway. The two countries have fought wars in the past but they know that these wars only brought destruction to the life and property in both the countries and yielded no positivities. Violence is not any solution to the problems but can only bring miseries and grief besides creating an atmosphere of hostilities which in no way can help in normalizing the relations between India and Pakistan.

Family: Asteraceae (Aster family) Habitat: Open alpine slopes, 3200 - 3800 metres Characteristics: An alpine herb with highly fragrant roots, sideways dissected basal leaves having white undersurfaces and purple tinged stalkless flower clusters. It is in flower from August to September. The flowers are hermaphrodite (has both male and female organs) and are pollinated by Insects. The plant prefers light (sandy), medium (loamy) and heavy (clay) soils and requires welldrained soil. The plant prefers acid, neutral and basic (alkaline) soils. It can grow in semi-shade (light woodland) or no shade. It requires moist soil. Trade and commerce: Aromatic roots are in great demand in the market. The roots are useful in dhoop making and are also employed for the treatment of stomach complaints as Poultice; Stomachic. A decoction of the root is cordial. It is given in the treatment of colic and puerperal fever. The juice of the roots is used in the treatment of fevers. The bruised root is applied as a poultice to eruptions. THREATS TO ITS SURVIVAL: Large scale mountainous road construction, over harvesting by local collectors, habitat loss due to avalanches and soil erosion are contributing to its decline in Jammu and Kashmir. What can you do to save it? Do not throw plastic bags and non degradable material in picnic spots. Encourage in situ and ex situ conservation in collaboration with ngos, forest department support laws which protect forests, wildlife and environment and discourage pollution. OCCURRENCE: Indian belladonna is seen growing in places like Dawar, Chaknala, Barnai, Chakwaliin , GurezTullel, Kalaroos, Khumriyal, Machhil, Lolab, Kupwara, Gulmarg, Bootapathri, Dudhpathri, Kukkarnag, Duksum, Chandanwari, Pahalgam, Warwan, Marwah, Bhadarwah, Dudu, Basantgarh, Gool Sangaldaan, Pogal Paristan, Machail Paddar etc. THREATS TO ITS SURVIVAL: Mountain road building, deforestation, habitat modification and weed infestation are the major threats to its survival in wild. Widespread growth of dwarf elder Sambucus wightiana (vern:gundli, fakil, phaktend,gandhoora) in places like Gulmarg, Gurez, Pahalgam, Chandanwari is proving harmful to its survival. Its poor seed germination in nature is another cause of concern. USES: Very important medicinal plant, roots and leaves are anti-asthmatic, antispasmodic, anodyne, febrifuge and nervine sedative. Roots are useful in rheumatism, neuralgia and inflammations. Drug atropine is obtained for dilation of eye pupils in hospitals. It is used as tonic under medical supervision. LEGAL PROTECTION: Atropa acuminata has been assessed as critically endangered plant in Jammu and Kashmir, It stands included in schedule 6th of wild protection act. The complete ban on the extraction of medicinal plants including belladonna is still in force but illicit harvesting cannot be ruled out. Kuth, Saussurea costus (Falc), Lipschalso known by the name, ‘Fragrant Sawwort’ belonging to Family Asteraceae The state of Jammu and Kashmir is rich in medicinal plants. One of the reputed medicinal plants is kuth after which J and K govt. had enacted famous kuth act in pre partition days. This act now stands repealed by the govt. The status of kuth is critically endangered in Jammu & Kashmir where it occurs naturally. The other common names of this important medicinal plant are as under: Balti : Kuth Dogri : Kuth English : Costus Root Gojri : Kuth Hindi : Kushtika Kashmiri : Postkhai Ladakhi : Rusta Pahadi : Kuth Pogli : Kuth Shina : Minaal It is a perennial herb with marginally lobed stalked leaves and fragrant
aromatic roots. Flowers are deep blue in head like clusters. It grows in temperate coniferous forests and sub-alpine slopes of J&K preferably occupying moist & sheltered locations along hill streams at elevation ranging from 2400-3600 m. Its habitat is prone to snow damage and soil erosion. It is distributed in areas of Pakistan Occupied Kashmir, J&K and H.P in India. In J&K, it is found at areas Simthan, Seoj, marwah, Dahi Nala, Kanzalwan, Dawar, Chorwan, Barnai, Neeru, Badao, Chakwali, Bootmali, G u r e z , Ti l e l , M a c h h i l , L o l a b , Toshmaidan, Bungus, Furkian Top, Budhnambal. Threats to its survival, loss of habitat due to construction of roads for defence purposes & dam building. Roots are traded in national and International market. Roots are one of the constituent of Ashthavarga drug used in preparation of Chyavanprash. The plant stands included in schedule VI of J&K Wildlife Protection Act -1978 amended upto 2002. It has been assessed as critically endangered in Conservation Assessment & Management Plan (CAMP) workshop organized by FRLHT at Shimla in the year 2003. Recently Traffic India in collaboration with Himachal JK and Uttrakhand forest departments ,NGOS and kuth growers organized one day consultation on kuth plant on to know implications of its inclusion in appendix 1 of Cites [Convention on International Trade in Endangered Species of Flora and Fauna] For protection of this important plant following measures are suggested : I. Do not allow illicit extraction of its roots, it needs to be controlled with stepped up surveillance by the Government. II. Encourage ex-situ kuth cultivation by the farmers outside forests as is being practiced in Lahul Spiti area of Himachal Pradesh. III. Support laws which protect Forests, Wildlife & Biodiversity Conservation. IV. Raise public awareness among nomads to reduce overgrazing and allow kuth plants to set seeds in alpine areas. Historically, State Government had developed famous Kuth extraction fields in Gurez and Astore area but due to partition of India, maintenance of Kuth fields could not be continued Kuth. Stock maps are available in old Departmental Library at Sheikhbagh, Srinagar. THE Jammu and Kashmir govt has imposed a 5 year ban on extraction of all wild medicinal plants including kuth roots. The wild resources of kuth patrees kaur are shrinking fast and need to be regulated along with cultivation by the bonafide registered growers. Kaur, Picrorhiza Kurrooa: A Critically Endan Gered Plant of Kashmir A perennial herb of alpine pastures found growing among shrublets of salix, rhododendron and herbs of gaultheria, morina, meconopsis, aconitum, jurinea near timberline dotted with birch trees. It is
locally known by the name kaur, kadwi, kadu and katuki. It has simple spoon shaped leaves with toothed margins and purple tinged flowers having elongated stamens. Its rhizomes are the main source of hepatoprotective drug, collectors uproot the entire plants thus affecting its regeneration in the margs of Kashmir. The increasing market demand, unscientific exploitation, overgrazing by cattle and habitat loss has led to its sharp decline in nature. The plant finds its entry in the red data book and the negative list of exports by govt of India. EXTRACTION AND TRADE; Because of its great medicinal value, demand of its rhizomes is very high in the domestic and international market. It is one of the top 15 medicinal plants traded in India. The demand is more than 5000 tons annually. It is largely collected from Jammu and Kashmir, Himachal Pradesh and Uttrakhand. Annual transaction of 10000 kg of picrorhiza kurrooa takes place in Delhi market. It is being sold at Rs 200 280 per kg but local collectors hardly get more than Rs 60;80 per kg. India s share in the global market is around 375 tons. In Kashmir locals also add roots of another herb lagotis cashmeriana as an adulterant of true kaur. DISTRIBUTION IN JAMMU AND KASHMIR: In J&K, KAUR plant is found growing in high altitude places like Rajdhaan Pass, Zojila Pass, Machhil, Bungus, Toshmaidan, Mahagunus, Seoj Dhaar, Padder, Mache but populations are very small and are constantly under decline. USES: Roots are hepatoprotective and useful in treatment of liver complaints including hepatitis. It is also useful as antimalarial drug and is reputed ingredient of Livocin. It is a rejuvenating tonic and immuno modulator for enhancing body immunity. CONSERVATION CONCERNS: Keeping in view its overharvesting in the wild, constant alarming decline in its wild populations, increasing demand in international market govt of J and K in tune with govt of India has included this plant under schedule 6 of JK Wildlife protection act 1978 amended in 2002.Foundation for revitalization of local heal th traditions (FRLHT), Bangalore, in its conservation assessment and management planning(CAMP) Workshop at Shimla in 2003 assessed this plant as endangered but at present it is critically endangered in Jammu and Kashmir. he key role of Panchayats in rural governance and socioeconomic development has been recognized since the 1950s. In the current context, the need to strengthen Panchayats has intensified with the rise in expenditure on programmes of social welfare and inclusion, as Panchayats are vital to ensure that the benefits of these schemes reach the people, management of local institutions is improved and accountability is enhanced. There is need to provide Panchayats with adequate technical and administrative support, strengthen their infrastructure and eenablement, promote devolution, improve their functioning i.e. regular democratic meetings of the Panchayat, proper functioning of the standing committees, voluntary disclosure and accountability of the Gram Sabha, proper maintenance of accounts etc. It is against this background that the Centrally Sponsored Scheme of Rajiv Gandhi Panchayat Sashaktikaran Abhiyan has been launched to strengthen Panchayati Raj. This scheme was approved on 07.03.2013 The goals of the RGPSA are to enhance capacities and effectiveness of Panchayats and the Gram Sabhas; Enable democratic decision-making and accountability in
Panchayats and promote people’s participation; Strengthen the institutional structure for knowledge creation and capacity building of Panchayats; Promote devolution of powers and responsibilities to Panchayats according to the spirit of the Constitution and PESA Act; Strengthen Gram Sabhas to function effectively as the basic forum of people’s participation, transparency and accountability within the Panchayat system; Create and strengthen democratic local self-government in areas where Panchayats do not exist; and Strengthen the constitutionally mandated framework on which Panchayats are founded. The scheme recognizes the fact that States have different needs and priorities and therefore allows for State specific planning, whereby States can choose from a menu of permissible activities. Moreover 20% scheme funds are linked to States’ performance on devolution and accountability. States prepare perspective and annual plans to access funds under the scheme. A Central Steering Committee headed by the Union Minister, Panchayati Raj provides policy level guidance, while a Central Executive Committee headed by Union Secretary, Panchayati Raj oversees the implementation of the scheme. This scheme is applicable to all States/ UTs including
those which presently are not covered by Part IX of the Constitution. States are required to fulfill some essential conditions for accessing any RGPSA funds which include- Regular elections to Panchayats or local bodies in non-Part IX areas under the superintendence and control of the State Election Commission (SEC); At least one third reservation for women in Panchayats or other local bodies; Constitution of SFC every five years, and placement of Action Taken Report on the recommendations of the SFC in the State legislature; and Constitution of District Planning Committees (DPCs) in all districts, and issuing of guidelines/rules to make these functional. States that do not fulfill the above essential conditions are not eligible for funds under RGPSA. Twenty percent scheme funds are linked to action taken by the States for implementation of the provisions of the 73rd Amendment to the Constitution of India in the following areas - Articulating an appropriate policy framework for providing administrative and technical support to Panchayats; Strengthening the financial base of Panchayats by assigning appropriate taxes, fees, etc.; Provision of untied funds to Panchayats and timely release of SFC and Central Finance Commission (CFC)
grants; Ensuring devolution of funds, functions and functionaries; preparing and operationalizing a framework for bottomup grassroots planning and convergence through the DPC; Ensuring free and fair elections, and making the SEC autonomous; Strengthening the institutional structure for capacity building of Panchayats, selecting suitable partners for capacity building, and improving outreach and quality of capacity building; Putting in place a system of performance assessment of Panchayats; Strengthening Gram Sabhas, promoting Mahila Sabhas/Ward Sabhas; Institutionalizing accountability processes such as voluntary disclosure of information and social audit; Strengthening the system of budgeting, accounts and audit, including use of eenabled processes. Maintenance of Panchayat accounts on-line at least for District and Intermediate Panchayats. Issuing of guidelines/rules for voluntary disclosure of budget and accounts by Panchayat, and ensuring compliance of State laws and rules with PESA. By strengthening Panchayati Raj, RGPSA will strengthen grassroots governance in the country, enhance accountability and increase the space for people’s participation.

22-year-old woman gangraped in moving car in Ghaziabad A woman was gang-raped in a moving car in Sahibabad area of Ghaziabad on Friday night between Arthala Peer and Hindon Bridge. Several parts of Burdwan, Birbhum East and West Midnapore and Howrah have received more than 100 mm rainfall,” said G.C.Debnath, director, Regional Meteorological Centre. The Met office has warned of more heavy rainfall in these districts with the situation expected to improve Sunday afternoon onwards. The Orissa Cricket Association had given up hopes on Friday only and announced the dates of ticket refunds as there was no let up from rain for five days because of a low pressure formation in the AndhraTelengana region. Umpires Nigel Llong, S Ravi and C Shamsuddin inspected the ground at 11 a.m. as there was some sunshine after five days of incessant rains but with the outfield still soggy and damp patches at several places, the duo officially abandoned the match. Islamabad, October 26: Five Pakistani women cricketers have reportedly been banned for six months by the Pakistan Cricket Board (PCB) after an investigation revealed that they falsely accused the male officials of their club of sexual harassment in a television show. The women cricketers from the central Multan region had accused their club chairman and a team selector of demanding sexual favours in return for their selection in the regional and national teams although the officials denied the allegations. According to the Daily Times, the PCB set up an inquiry to look into the allegations, which after an investigation, finally ruled that the five players should be banned for six months with effect from October 23 this year.
