Lady dies in Anantnag Srinagar, August 27: A lady Reenu Akhter age about 20 years wife of Adil Ahmad Dar resident of Larkipora, Anantnag died in suspicious circumstances at her home. Boy ends life in Anantnag Srinagar, August 27: 19 years old Basit Ahmed Khan son of Ghulam Nabi resident of Utrasoo, Anantnag, committed suicide by hanging himself with a scarf at his home in the jurisdiction of police station Achabal. Achabal police has registered a case in this regard. The body was handed over to his legal heir for last rites.
Lady injured in Bear attack Srinagar, August 27: A lady Fatima wife of Qasim Ganie resident of Bun Nambal, was attacked and injured by a wild bear at Bun Nambal, Anantnag, in the jurisdiction of police station Mattan. PDD worker dies in Budgam Srinagar, August 27: A PDD casual laborer died while another was injured at two different places in Budgam while repairing the electric lines. A 25 years old PDD casual labourer Lateef Ahmed Bhat son of Abdul Rashid resident of Soibugh, Budgam was electrocuted while repairing a transmission line. He was shifted to SMHS, Srinagar for treatment, where he expired. The body has been handed over his relatives for last rites. Meanwhile, another PDD daily wager Sajad Ahmed Khan son of Ghulam Hassan resident of Khanpora Khag received electric shock while repairing transfer at village Sugan, Budgam, in the jurisdiction of police station Khag. Parents demand stern action against the messy board Expressing anger over the silence of government over blunders committed by Board of Professional Entrance Examination (BOPEE) in Common Entrance Test (CET)-2013, aspirants and their parents have demanded immediate action against the erring BOPEE officials. SHRC yet to receive factual report from the government Srinagar, August 27: Jammu and Kashmir State Human Rights Commission (SHRC) that had sought factual report from the State Government and Jammu and Kashmir Police on violence in various townships of Jammu province has not received any response from the government so. SHRC official told CNS that so far the government has not submitted any response about the Kishtwar violence. “Due to unabated curfew for quite some time and volatile situation in Kishtwar, the divisional administration might would have been busy and that is it is getting late on part of the government to submit a factual report over communal violence,”
he said adding that Commission has also sought a detailed report over the functioning of Village Defence Committees in Jammu province. Musharraf's formal trial in Bhutto murder case begins Islamabad, August 27: The formal trial of former Pakistani military ruler Pervez Musharraf in connection with the 2007 assassination of Benazir Bhutto began on Tuesday. "The trial began with the anti-terrorism court in Rawalpindi recording evidence of a witness," state prosecutor Chaudhry Azhar said. He said four witnesses were summoned but only one turned up to testify. Azhar said he
was unsure how long the trial would take. Musharraf was not present in court as he was excused from personal appearances because of security reasons.

However, legitimizing an occupation via a musical concert is completely unacceptable. Art as propaganda, as abundantly documented, was put to horrific use in Nazi Germany. We are sure you will understand that we cannot welcome anything even remotely analogous in Jammu and Kashmir. Sadly, the occupation will be amply reflected in the demographics of the audience of the proposed concert – the list of ‘invitees only’ is bound to be restricted to the members of the apparatuses of the Occupying State: from perpetrators of crimes, as heinous as murder, rape, and torture, to the local collaborators of the State and perhaps some powerless, vulnerable and compliant few,” it added. The civil society members said that the people of Jammu and Kashmir, ‘for whom this concert is purportedly meant, have been subject to an occupation by the Indian State for the last 66 years.’ “These 66 years have exposed the people to various shades and faces of the Indian occupation. But, two features have been consistent. First, State brutality and absolute impunity. Since 1947, the Indian State has sought to use art, sports, cinema and culture to camouflage the real truth about Jammu and Kashmir. The scheduled Zubin Mehta concert is yet another attempt to control the narrative. It is an attempt to portray ‘normalcy’ and ‘peace’ to the international community and other stakeholders,” they added. The said that, it is most unfortunate that the German Embassy should seek to collaborate, perhaps unwittingly, with the Indian State in Kashmir, recognized as an international dispute by the United Nations and the international community, without any sensitivity to the aspirations of the people, or issues faced, or the machinations of the Indian State. “It is unfortunate that the German Embassy lends itself to be party to an event that very obviously forms a part of the ongoing Indian attempt to control the manner in which the world views the unresolved dispute of Jammu and Kashmir,” the letter reads. “The German Embassy must be sensitive to the fact that the people of Jammu and Kashmir want peace and normalcy, but not as hollow punch lines of State craft, but as real concepts that flow from, and are necessarily linked to ideas of justice, dignity, freedom and political choice. The German Embassy must take serious issue with the fact that the Indian State seeks to disregard a European Parliament resolution, of July 2008, which urged the Government of India to hold an investigation into the alleged mass/unidentified graves in Kashmir, and called upon the European Commission to offer financial and technical assistance to the Government of India for this purpose. But, at the same time, the Indian State is eager to collaborate on convenient projects, such as a concert in Kashmir,” it reads further. The civil society members urged the international community, including the German Government, not allow itself to be party to activities that seek to further legitimize the ‘Indian occupation’ in Jammu and Kashmir. “The Nuremberg principles clearly established that to be complicit in crime is to commit crime under international law. There is no place for silence. There is no place for passive collaboration that seeks to be unmindful of the real issues that face a people. An occupation cannot be ignored or conveniently forgotten,” they said. “A Zubin Mehta performance in Jammu and Kashmir, though a privilege, cannot be used to further an occupying State’s narrative. Therefore, it is incumbent on the German Embassy to immediately recognize the reality within which this concert is taking place. The German Embassy must issue a statement accepting the disputed nature of Jammu and Kashmir, and recognizing the pain and legitimate political and legal struggle of its people,” they added. Governor inaugurates NCC Special National Integration Camp at Leh

N. N. Vohra, Governor Jammu and Kashmir, has emphasized the crucial importance of maintaining communal harmony and brotherhood and strengthening national integration, describing these as crucial pre-requisites for the country’s future growth and stability. The Governor was inaugurating a 12-day Special National Integration Camp of NCC at the Rinchen Auditorium at Leh Tuesday in which over 320 NCC Cadets from all over the country, including 150 from Jammu and Kashmir, are participating. The Governor observed that India is a multireligious, multi-lingual and multi-cultural country where people from all faiths have lived together since centuries past. He said that dozens of languages and nearly two thousand dia-
lects are spoken in India, which is yet another example of our pluralistic traditions which are embedded deep in thousands of years of our socio-cultural traditions. He added that communal harmony provides the bedrock for unity and the country - which has nearly 16,000 kms of land boundaries and over 8,500 kms of sea boundary, wide open skies on all sides, several hundred island territories and a very large economic zone – cannot maintain its territorial integrity unless our billion plus people stand together. He stressed that it is of utmost importance for each one of us to contribute in whatever way we can to preserve the unity and integrity of the country, adding that our youth have to play a very special role in securing this objective. Referring to NCC, the Governor observed that it provides an excellent opportunity to our youth to work together and serve as a disciplined element of the country, besides strengthening the bonds of national integration and brotherhood. He said that the strength of our country lies in our collectivity, adding that if people from all parts of the country live and work together we can succeed in meeting any challenge to the nation.The Governor observed that the strength of NCC has grown over the past years but, consid-
ering the strength of our youth and the size of our country, more and more boys and girls need to be brought under the ambit of this organization. He expressed happiness that Naval and Air Wings of the NCC are also being established in Jammu and Kashmir, which would provide new openings to the youth of the State.
Referring to the NCC Special National Integration Camp, which he inaugurated Tuesday, the Governor observed that the NCC Cadets are lucky to come to Ladakh and interact with the youth of the State who are as talented in academics, aesthetics, creative arts and all other human endeavours, as their counter parts elsewhere in India. Taj inaugurates National Integration camp, terms youth messengers of peace BONIYAR (URI), AUGUST 27: Minister for Medical Education, Youth Services & Sports, Taj Mohi ud Din Tuesday exhorted upon youth to become messengers of peace and play their role in integrating people and communities. Inaugurating a weeklong national integration camp at Jawahar Navodya Vidyala, Shahkoot Tuesday, the Minster asked youth to play their critical role in spreading message of peace and harmony among their respective societies. Taj asked the participating youth to observe the situation in Kashmir themselves and report it back to their areas accordingly rather than falling prey to some out of context media portrayals in their states. He said youth are the future of a nation and they should rise to shoulder their responsibilities. He directed for conducting regular market inspections to keep a check on rates and quality of eatables during festival days. Regarding construction of Mubarak Mandi to Bahu- Fort cable car project, the Minister informed that Government has formulated a plan of Rs. 47 crore for early start of project, adding that the project would be started after getting clearance from Forest Department and disbursement of compensation for the land acquired for the project. Bhalla asked the DDC to remove the structures in and around the Bahu Fort temple raised in violation of the norms governing the preservation of heritage sites and monuments.

have washed away large tracts of agriculture and pasture land in the area due to the damages caused to the protection bunds along the two tributaries of River Tawi. The Minister visited each site of the damage for on the spot assessment of the damages caused in these areas due to recent rains and floods. He directed the concerned officers to ensure correct and accurate assessment of the damage so that the affected could be compensated accordingly. He also directed the concerned department to ensure supply of water for irrigation so that the farmers do not face any problem on this account . He also exhorted upon the people to extend cooperation to the Government agencies in making accurate
assessment of damages to private and public assets. . He said that the coalition government, led by Chief Minister Omar Abdullah, has given first priority to restoration of services and repair of public assets, besides rehabilitation of the flood affected people. overty is a big curse. The society has been divided between haves and haves not. Due to economic liberalization a new class of neorich is emerging which is exploiting all kinds of channels to earn fast buck to stand equal to the affluent class. They adopt all kind of unscrupulous means for easy money. Employing children in industries and exploiting child labour for their vested interests is no inhibition for them. Catch them young is their dictum for aiming success in their trade by hook or crook. Most of the children below the age of 18 years are seen working in industries like carpet, glass, garments, brick kiln, stone quarries, fire crackers etc. Though as per law the employment of children in hazardous occupations is a cognizable offence, and the law stipulates imprisonment upto one year and penalty upto a maximum of rupees twenty thousand, still in reality, the surveys reveal that over 13 lakh inspections were carried out in the country under child labour act since its inception in 1986, but only 4500 employers were convicted and in most of the cases a meager sum was imposed as penalty. A large number of children are employed in hazardous trades in our state also. This number has increased alarmingly during the last two decades due to conflict situation as the sources of income dried up or parents of these children lost their lives. Finding no other alternative the children had to go for some job to feed themselves and the family members. Authorities too have failed to take action to curb this menace. In the absence of exact number of such children no planning or strategy has been evolved to rehabilitate such labourers. It has also been observed that most of the children are falsely registered with schools for the sake of mid-day meals scheme but in reality they have fallen prey to forced begging, child trafficking, bonded labouring away from their homes. The state government must devise an ambitious, realistic, time bound rehabilitation scheme under the flagship programmes initiated by the central government. The most difficult task ahead is to rehabilitate child labourers between the age group of 14 to 18 indulging in hazardous work as they cannot be adjusted in the conventional schooling system. Consequently there is need of a well thought scheme which will provide the vocational training along with academic knowledge thereby making them self reliant to earn their bread & butter.

District Rajouri is producing about 3.00 lac kgs cocoons every year. There are 15.00 lac mulbery plants available in the District and 1000 Incubation Centres are working. Most of the Sericulture activity 29 is concentrated in Nowshera and Sunderbani area where Mulbery trees are available in abundance. Silk Factory can also be established Nowshera area on the basis of available resources. Road communication system forms the basic infrastructure for the economic development of any area. Rajouri is hilly and mountainous District and road linkage can play a vital roll in the developmental scenario. Most of the villages are located on the slopes where the roads are either not available or the condition of roads is not satisfactory. The existing network in Rajouri District comprises of 1055.93 kms of roads, out of which 552.49 kms are maintained by Border Road Organization (BRO). The road density is nearly 40.90 kms. Power is the key-factor of development of any area. There is Grid Station at Kalakote having capacity of 20 MVA. The Station is feeding Sunderbani, Nowshera and part of Rajouri while Rajouri Grid Station having capacity of 20 MVA feeds some parts of Rajouri area and Poonch District. The 2nd part of Kheora Station of 20 MVA is. under progress. With the commissioning of this station, the power curtailment in the District shall get minimize. In the early 50s, Kalakote Thermal Station was also established in the District, but lateron, due to the technical problem, this station was closed. No doubt that out of 375 inhabited villages, 355 villages have been shown
electrified by the Department but more than 40% population is still uncovered and the power supply in rural area is not regular due to which full potential cannot be utilized for Industrial purpose. There is need of restarting of Kalakote Thermal Power Station so that domestic consumption can be met but from the station. Since 64% population of the district is living below poverty line, therefore in rural areas, people are still not in a position to send their children in the schools and they are compelled for child labour. Presently, the enrollment in the schools is 1.8 lac which is only covering 60% children of the District. The Education Department is providing free education facilities, but due to the militancy related activities, the education setup in the District has remained upset and most of the primary schools in the rural area have been effected because the teaching staff posted

There is need for proper monitoring of the schemes especially the medicines provided are not as per requirement of the public of this area. Full attention is required and no carelessness can be afforded regarding the health cover. Addressing Holistically Various Aspects Relating to Earth Processes – ESSO
T
he Earth System Science Organization (ESSO) operates as an executive arm of the Ministry of Earth Sciences for it policies and programmes. It has four major branches of earth sciences - Ocean Science & Technology Services; Atmospheric and Climate Science Services; Geoscience and Technology; and Polar Science and Cryosphere. The sole purpose of the endeavor was to address holistically various aspects relating to earth processes for understanding the variability of earth system and for improving forecast of the weather, climate and hazards. The ESSO primarily aimed to develop and improve capability to a wide range of forecasts, on weather, climate and hazard related phenomena for societal, economic and environmental benefits including addressing aspects relating to climate change science, climate services and integrated Himalayan meteorology. Over 25 sectors of both public and private directly and indirectly, are the stakeholders of the various services being rendered by the ministry, in addition to general public. This ESSO is also responsible for development of technology towards the exploration and exploitation of marine resources in a sustainable way for the socioeconomic benefit of the society by taking into account the global developments in the field of marine environment. Weather and Climate Forecasts Weather and climate forecasts, including those of extreme events, are becoming increasingly important for the economic and societal benefits. Earth System Science Organization provides weather and climate forecasts on various spatial and time scales (nowcasting to climate) to different users in the country. This include nowcasting (up to six hours) for aviation and disaster management, short to medium range forecasts ( up to 7 days) for agricultural, water resources, insurance, public safety, tourism, water resources and power management, disaster management etc, seasonal forecasts for
economic planning, agricultural, water resources and power management, and climate change scenarios for long-term planning and mitigation and adaptation strategies. Operational short to medium range forecasts are now prepared using the state -of-the-art numerical weather prediction models at a resolution of 22 km from 100 km resolution. This is a major improvement. This improvement in capability was possible due to the upgradation of High Performance Computing (HPC) facility at the ESSO institutions. The quantitative forecasts of weather elements and forecast lead time by one day have improved over for short to medium range weather forecasdts. . This improvement is mainly attributed to use of high resolution numerical models with improved physics, and assimilation of nonconventional data from Doppler weather radars, satellite radiance and many satellite derived data products like winds, temperature and water vapour profiles. Verification of weather forecasts suggests that the skill in short range weather forecast in the country is at par with the skill of other developed countries like USA and UK. Skill of track prediction of tropical cyclones also has improved and is now comparable with the skill of other major prediction centres. The average forecasts errors in track of tropical cyclones in 2012 were 110, 185 and 240 km respectively for 24, 48 and 72 hour forecasts. In 2003, these errors were 150, 260 and 385 km respectively. Seasonal forecasts are traditionally prepared using statistical models, but with limited success of about 60%. In spite of better understanding of monsoon variability and consistent efforts to improve statistical models, the skill of monsoon seasonal forecast has not improved over the years. To meet the user demands of more accurate seasonal forecasts at much smaller spatial scale, the use of coupled atmosphere-ocean models, has been initiated. With the objective to implement a state-of-the-art dynamical
forecasting system for short range to seasonal forecasts, ESSO recently launched the Monsoon Mission with a budget provision of Rs 400.0 crores. Importantly, it is aimed at providing a seamless approach to predicting monsoon variations for lead times extending from short range to seasonal. The mission has initiated national and international collaboration in order to improve the models specifically for monsoon forecasting and especially targeting the key systematic errors which are limiting the predictive capability of dynamical models. A high priority has been accorded to the work on extended range forecasting, which has great potential for the agricultural sector. With the Monsoon Mission, a marked improvement in the accuracy of weather and climate forecasts is expected in next 5 years. Improvement of model physics like convection, clouds, land surface process, ocean coupling and development of advanced data assimilation methods are some of priority research areas under the Monsoon Mission. Prediction of extreme weather events like intense precipitation, strong winds, etc is also an important research priority. ESSO is making efforts to establish a framework for nowcasting (up to six hours in advance) based on numerical models and satellite and Doppler weather radar data. With the numerical models, an advance prediction (23 days in advance) of extreme weather events may be possible, at least in a probabilistic sense. For this, use of high resolution models with advanced data assimilation is required but with many ensembles to take care of the uncertainties in initial conditions. Such an ensemble forecasting system is already implemented and is now being evaluated. ESSO is at a threshold for a quantum jump in achieving significant improvement in weather and climate forecasts and thus helping the development of the nation. To meet these challenges, adequate investment will be made in human resource development, high
performance computing and improving the observational network. Ocean Mineral Resources Manganese nodules are potential ocean mineral resources found on the seabed at the depth of 4000 to 6000 m. These manganese nodules are small, dark-brown colored and lightly flattened, 5 to 10 cm in diameter, They host strategic minerals such as Copper, Nickel and Cobalt as well as Molybdenum, Vanadium, Titanium, Platinum, Rhodium, etc. in small quantities. India has been conducting extensive survey and research including development of technology for possible harnessing the resources. Recognizing India’s persistent endeavors, the pioneer investor status has been acceded primarily by allotment of a site in the Central Indian Ocean Basin by the Preparatory Commission of the United Nations for harnessing the polymetallic nodules. The Polymetallic Nodules programme consists of four components, viz. Survey and Exploration, Environmental Impact Assessment (EIA) Study, Technology Development for Mining and Technology Development for Extractive Metallurgy. As a part of survey activity, a detailed multibeam bathymetry survey has been completed for 75,000 sq. km. area to map the seabed topography. A comprehensive resource analysis has been carried out. The estimated potential is found to be about 380 Million Metric Tonnes (MMT). The important metal resources estimated as: Manganese – 92.59 MMT, Nickel – 4.70 MMT, Copper – 4.29 MMT and Cobalt – 0.55 MMT. Besides, an area of ~7860 km2 has been identified as First Generation Mine Site (FGM) which has the best abundance and grade. The important prerequisites for mining these resources in the identified area are development of technology and conducting environmental impact assessment. Under technology development for harnessing the resources, a set of deep sea mining equipments have been developed indigenously.

Researchers from the Universities of CaliforniaSan Francisco (UCSF), Johns Hopkins and Duke universities demonstrate that these two triggers for asthma are tied to a specific calcium-activated chloride channel, called TMEM16A. They regulate airway secretions and smooth muscle contraction, the two major factors linked with asthma attacks, according to the journal "Proceedings of the National Academy of Sciences". "Maybe if we could inhibit both of these processes by blocking this one channel, we could affect the two symptoms of asthma," said senior study author Jason Rock, assistant professor of anatomy at UCSF. Delhi High Court admits CBI appeal against Sajjan Kumar’s acquittal
The Delhi High Court today admitted CBI’s appeal against acquittal of Sajjan Kumar in a 1984 anti-Sikh riots case relating to killing of five Sikhs by a mob here. 1984 anti-Sikh riots: Sajjan Kumar’s acquittal challenged: A bench of justices G S Sistani and G P Mittal also asked Kumar to appear before the Registrar General of the High Court to furnish bail bonds on September 2 in the case. 1984 Sikh riot victims protest Sajjan Kumar’s acquittal It asked the families of the victims, who also filed similar appeals against trial court’s May 30 order letting off Kumar in the 29-year-old case, to withdraw their pleas and add their arguments to the CBI plea. “Grounds raised by victims in their appeals are treated as additional grounds in CBI appeal and victims given right to argue there,” the bench said in its order and fixed October 31 for hearing the case. 1984 anti-Sikh riots: CBI to appeal against Sajjan Kumar’s acquittal: The probe agency, in its appeal to the High Court, has said the trial court erred in acquitting Sajjan Kumar as it was he who had instigated the mob during

Kumar, a former Lok Sabha MP from Outer Delhi, and others were tried in the case dealing with the killing of five Sikhs - Kehar Singh, Gurpreet Singh, Raghuvender Singh, Narender Pal Singh and Kuldeep Singh, who were members of the same family, by a mob in Delhi Cantonment’s Raj Nagar area. The case against Kumar and five others was registered in 2005 on a recommendation by Justice G T Nanavati Commission. CBI had filed two charge sheets against him and the other accused in January 2010.

Long delay in trial and the fact that rape survivor has settled in life were also no grounds to reduce sentence of rapists, the SC ruled. Religion, caste or status of accused too should not make any difference to the case trial and imposition of sentence when convicted, the court said.

SC warns courts against showing leniency towards rape convicts NEW DELHI: The Supreme Court on Tuesday ruled that compromise between rape survivor and rape convict cannot be a ground to reduce sentence of imprisonment. Even offer of marriage by the accused to rape survivor cannot persuade courts to reduce sentence of rape convicts, the top court said. The apex court said law permits the court to reduce sentence even in rape cases under exceptional circumstances but compromise between the assaulted woman and the rapist cannot be a ground for that exception.

Govt says, need of Representation of People Bill 2013 necessitated after SC directive
