However, disappointment, dejection prevailed when the news of firing at LOC was received. electrocuted

Jitendra Singh takes U-turn Srinagar, May 27 : A day after Narendra Modi took oath as India’s 14th Prime Minster, BJP has again set the cat among the pigeons- stating that Article 370 is a ‘physiological’ barrier and process to repeal it has began. According to the details received by KNS, Lok Sabha MP from Udhampur and Minister of State in Modi’s cabinet Jitendra Singh Tuesday stated that the BJP has started the process of repealing Article 370 and that it is in the continuous talks with the stakeholders. Jitendera stated that the party has won more than half of the seats from Jammu and Kashmir and that repealing of Article 370 is an endorsement of BJP’s stand. However, later Dr. Jitendera Singh taking u-turn said that he has been misquoted and the controversy has unnecessarily been created. “Article 370 has become more like the psychological barrier. We have started the process of its repealing. We are talking to the stakeholders for the purpose,” said Jitendera Singh. Pertinently, earlier as BJP’s prime ministerial candidate Narendra Modi while holding a public rally in Jammu stated that his party is ready to debate over the presence of Article 370 in Jammu and Kashmir. money... This was an important issue for us," Law and Telecom Minister Ravi Shankar Prasad told reporters after a one-and-ahalf-hour long Cabinet meeting. Prasad said setting up of the SIT "indicates the commitment of the new government to pursue the issue of black money." He said that earlier, the Supreme Court had given certain orders, but there were some delays. "Tomorrow is the last date (for setting up of SIT), therefore the very first agenda in accordance with its policy commitment was to have this very high-profile SIT." ‘Out of 194 injured protestors admitted in DHB, 75 injured due to pellets’ Srinagar, May 27: The ‘concern’ that painful pellets are proving perilous on Kashmiri protestors stands ‘permissible’ after it came to fore that alone in District Hospital Baramulla, 75 patients out of total 194 with pellet injuries were admitted in five odd months of the year 2010, 2011 and 2013. Among the 75 patients, one youth namely Abdul Gani Gogri son of Muhammad Ahsan resident of Lar Ganaora Rafiabad was brought dead on August 25, 2011 in District Hospital Baramulla. Gogri had received pellet injuries on left shoulder and left side of the chest. Ten cases of serious eye

injuries caused by the supposedly non-lethal weapon have also been confirmed by the District Hospital authorities. In an official reply to an RTI application filed by Abdul Manan Bukhari, legal cell head of Hurriyat (M), District hospital Baramulla administration has maintained that around 10 patients with pellet injuries in eyes were admitted in the hospital in five odd months of the year 2010, 2011 and 2013. “Out of the 10 patients with eye injuries, two were shifted to Srinagar for further management. Tourist resort Gulmarg has now turned into garbage dump Authorities in slumber Srinagar, May 27 : The beautiful scenes of world famous tourist resort Gulmarag nowadays presents a shabby picture with the authorities caring little over the heaps of garbage being dumped on daily basis on the roadside. According to the reports received by KNS, no facilities are in place for the proper sanitation of the place that is considered as the hub of the tourist activities in valley. The inner roads of the tourist resort Gulmarag are also in the deteriorated conditions as no efforts are being made for the proper sanitation of the roads. According to the KNS cor-

respondent, though the government imposed ban on the usage of polythene in the state, it is ironical that more than 200 kgs of polythene are dumped in Gulmarg. Locals of the area also accused that the municipal authorities there dumb the collected garbage in the nearby forests- causing great damage to Kashmir’s green gold. Locals also stated that due to the forests being made as the dumping ground for the collected wastes, the bad smell and worse condition of the inner Gulmarag are not only damaging the forests but also could cause several deadly diseases in the area. India to how best to move forward. She also said Mr Modi has accepted the invitation of all SAARC leaders including Sri Lankan President Mahinda Rajapaksa to visit their countries. The meeting, which was held at Hyderabad House in New Delhi, lasted for about an hour. It came days after Indian consulate in Herat Afghanistan was attacked by terrorists which Afghan President Karzai has said was the handiwork of Lashkar-e-Toiba. The meeting was also held in the backdrop of continued ceasefire violations across the LoC in recent past. Mr Sharif visited historic Jama Masjid in Walled city. In an interview to a private TV channel, Mr Sharif said that he wants the two countries to begin with picking up threads from where he and Vajpayee left off in 1999. Mr Modi held bilateral discussions with leaders of other SAARC nations also. He met Afghanistan President Hamid Karzai, Sri Lankan President Mahinda Rajapaksa and Maldivian President Abdulla Yameen Abdul Gayoom, Mauritius Prime Minister Navin Ramgoolam and Bhutanese Prime Minister Tshering Tobgay, Nepal Prime Minister Sushil Koirala. Mr Modi also met Bangladesh Parliament Speaker Dr. Shirin Sharmin Chaudhury. Pakistan Prime Minister Nawaz Sharif, President Karzai, Sri Lankan President Mahinda Rajapaksa, Mauritius Prime Minister Navin Ramgoolam and Maldives President Abdulla Yameen Abdul Gayoom also held meetings President Pranab Mukkherjee. Meanwhile, Pakistan tuesday expressed its readiness to discuss all issues with India in a spirit of cooperation. Briefing media in New Delhi after his meetings with Indian leaders, Prime Minister Nawaz Sharif said, the two countries should overcome the legacy of mistrust and misgivings about each other. He said that Foreign Secretaries of both the countries will meet soon to review and carry forward bilateral agenda. He said, the goal of common good and development cannot be achieved without peace and stability in the region. Mr Sharif described his meeting with Prime Minister Narendra Modi as constructive.

HCJK focus on resolution of Kashmir issue. Meetings that will focus on trade, travel and commerce will yield nothing concrete for the two countries unless heads of the two countries make Kashmir as a core issue on the agenda of their meetings,” Shah observed. (KNS)

Mirwaiz “It is also heartening that the foreign secretary level talks will also commence in near future,” the Hurriyat (M) chairman added. Mirwaiz also hoped that the foreign secretaries of two neighboring countries will take the dialogue process ahead in a positive direction. Pertinently, Pakistan Prime Minister Nawaz Sharif has termed his meeting with Prime Minister Narendra Modi as a 'good, healthy and constructive' one. “I had a very warm meeting with PM Narendra Modi,” Sharif said while briefing media persons after meeting Modi. He added: “We seek to pick up threads from Lahore declaration from where we left in 1999. Legacy of mistrust and misgivings have to be left behind. India and Pakistan have a common agenda of peace and economic stability. We agreed to review and carry forward our bilateral agenda.” The two sides also agreed to revive foreign secretary level talks in future. (KNS)

Jamaat prime minister Nawaz Sharif to attend his swearingin ceremony was a good diplomatic signal from Mr Modi. “Kashmir being a core issue which needs to be resolved should be focus of any meeting between the head of India and Pakistan or otherwise discussing trade, travel and other related issues only will prove a futile exercise,” Wani observed. The Ameer-e-Jamaat hoped that Modi led government with majority in the Parliament and Nawaz Sharif’s stable government in Pakistan provide a golden opportunity to resolve Kashmir. “I think Kashmir can never witness a cordial and conducive political atmosphere which is prevailing at present. The two sides India and Pakistan should seize this opportunity and resolve this long pending political issue in the region,” Wani remarked, adding that the meeting between Modi-Nawaz can be a good omen for Kashmiri people. (KNS)

BJP Omar later told reporters that Modi denied to debate with him about Article 370. “I was told that Modi is too busy for the debate on Article 370.” (KNS)

Omar the stakeholders," he said.Abdullah, an ally of UPA, who has been opposing the idea of repealing Article 370, said it was an irresponsible move by the new government. "So the new MoS PMO says process/discussions to revoke Art 370 have started. Wow, that was a quick beginning. Not sure who is talking. Mark my words & save this tweet - long after Modi Govt is a distant memory either J&K won't be part of India or Art 370 will still exist. Art 370 is the ONLY constitutional link between J&K & rest of India. Talk of revocation of not just ill informed it's irresponsible,” tweeted Omar. Article 370 specifies that except for Defence, Foreign Affairs, Communications and ancilliary matters (matters specified in the instrument of accession), the Indian Parliament needs the State Government's concurrence for applying all other laws. Thus the state's residents live under a separate set of laws, including those related to citizenship, ownership of property, and fundamental rights, as compared to other Indians. Rejecting the statement made by Dr Jitendra Singh that the 'process of repealing article 370 of the constitution of India had begun' and describing it as disruptive Peoples Democratic Party (PDP) today urged the Prime Minister, Narendra Modi, and BJP leadership to rein in the newly appointed minister

Zabarwan Times before his utterances cause serious damage. In a statement issued to KNS, here the party president Mehbooba Mufti said Singh should realise that his newly acquired position as a junior minister comes with some responsibilities and the Prime Minister should intervene to discipline him. "The PMO must clarify the statement to reassure the people of J&K that no mischief is on its way", she said. Mehbooba said the irresponsible utterances on Art 370 should stop immediately as these can have serious repercussions in J&K besides having the potential of spoiling the atmosphere of inclusiveness and peace that the inauguration of the new government at the center apparently aimed at achieving. She said on the one hand the Prime Minister spoke of inclusiveness and on the other a minister in his own office seeks to disrupt the effort at reconciliation by speaking out of turn on an issue that sends out highly negative signals to country's only Muslim majority state. The PDP president said Dr Singh should realise that this country is run under a constitution that is not subject to political priorities of any party and that the mandate to BJP does not mean anarchy that fiddling with constitution could result in. She said even though it is an established fact that Art 370 has acquired a permanent status in the constitution of India, it is not advisable even to open a debate on it keeping in view its crucial nature in the relationship between the state and the union. "The claim that winning a few seats gives someone the right to go against the constitutional scheme is fraught with serious dangers and the BJP leadership should make Dr Singh understand that fundamental fact" said Mehbooba. Mehbooba said it was a very positive note that the Modi had begun his tenure on by reaching out to neighbors including Pakistan and reiterating his commitment to Vajpayee's policies on Kashmir. But, utterances from loose cannons from the party could prove disruptive to the entire effort, Mehbooba said.

Pilot in an open field,” Rouf Ahmed said. An IAF official told CNS that the MiG-21 was on a routine training sortie when the incident occurred. According to an official IAF statement, "One MiG-21 aircraft crashed about 10 km short of Awantipore Airbase, pilot airborne from Srinagar, was on routine training sortie." According to reliable source, the pilot successfully ejected out of crashing jet but unfortunately fell on nearby hightension line and was electrocuted. "A Court of Inquiry has been ordered to investigate into the cause of the accident (MiG-21 Aircraft crash)," the IAF statement added. Reports said that soon after the crash a police team, headed by additional SP Anantnag, reached the spot and the security forces cordoned the area in minutes of the crash. A search operation was launched as the security forces believed that there would be two pilots on board the jet. However, soon it became clear from the IAF base in Srinagar and Awantipore that there was only one pilot on the jet. The body of the pilot was recovered and carried to an IAF base. Omar Abdullah took to twitter to pray for the safety of the pilot and the people on the ground. He expressed his condolences to the bereaved family of the pilot and suggested that the Centre should address the defence procurement issue of the armed forces at the earliest. "Not entirely disconnected from today's crash the new Govt needs to sort (out) defence procurement issue for Navy, Air Force & Army ASAP," he wrote on twitter. (CNS)

HOROSCOPE Aries

March 21-April 19

Don’t discount your ability to be extremely resourceful if you need to be, Aries. If you don’t have everything you need or all of the required information, take time to think. Who can you ask? What places can you access? Who might know where you can find what you need? Rather than panic because the pieces aren’t all there, instead make a list of contacts and go for it. Trust in yourself.

Taurus April 20-May 20

Try not to let today’s blues get you down, Taurus. While it’s true that some days can seem to drag on, the busier you are the faster time will pass. Get down to finishing any work still before you and then make plans for tonight. If there’s a light at the end of the tunnel, not only will things seem to speed up but you’ll feel better knowing it’s coming.

Gemini May 21-June 21

Dare to be different, Gemini. It can be so easy to fall into a drill. Sleeping at the same time, eating at the same time, wearing the same style, and going about work the same way day after day. Before you know it, you feel like you’re in a rut. The only way to get away from this is to make a decision to break free by doing something unique. Try a new haircut. Wear colors that are unusual for you. If the need is there, consider a new career. Pursue expansion.

Cancer June 22-July 22

If your lifestyle is considerably different than that of others, resist feeling self-conscience about it today, Cancer. Try to remember that you chose the life you have for specific reasons. Even if you’ve come to a point where you’re considering a change, there’s no need to feel badly, ashamed, or embarrassed about where you are now. Everyone has to make his or her own way. If this conforms to the norm, that’s fine. If it doesn’t, that’s fine, too.

Leo

July 23-August 22 An enhanced feeling of determination could motivate you today, Leo. Finish the things that aren’t complete and make some plans for this evening. Don’t hesitate to take on something that feels complicated or big. Chances are you’ll be able to handle most anything and it will feel great when it’s finished. Enjoy your day by making the most of opportunity. kwon-DO Championship held in Sher-i-Kashmir indoor stadium in November 2013. Virgo

August 23-September 22

Feeling the effects of today’s energies, Virgo? Take heart if this is the case, because the end of the tunnel isn’t as far away as it seems. Do your best to take things one step at a time and see about making some plans for a little fun this evening. Get together with friends or take in a movie. Help yourself feel better by staying busy and focused and follow up with some recreation. Before you know it, the aspect will pass and you’ll be back to normal.

Libra

September 23-October 23 Consider making some plans for a vacation or short getaway, Libra. Looking forward to something fun can make even the toughest of days far easier to handle. You’ll be amazed how much you can manage when there’s an end in plain sight. Your entire attitude can lighten. So take the bull by the horns and create an incentive for yourself. Do something special to reward the hard work you do day after day.

Scorpio

October 24-November 21 Don’t judge someone if he or she has a different lifestyle than what you consider to be OK, Scorpio. You probably lean toward the traditional, yet not everyone feels this way about relationships, working, or lifestyle. While it may seem impossible to understand and even frighten you, try not to be too harsh on those you deem odd. You’d be better off using that energy to keep your own life on track.

Sagittarius November 22-December 21

Friends seeking advice or a shoulder to cry on could be plentiful today, Sagittarius. You’re one of best people to give them the support and care they need. Just be sure that you don’t give so much to others that you don’t have anything left for yourself. True friendship is about sharing and the exchange of problems and help. Running yourself down will leave you in a place where you aren’t going to be much help to anyone.

Capricorn December 22-January 19

Getting through today shouldn’t pose too big a problem for you, Capricorn. You may feel a huge second wind that can give you the drive and determination to see your chores and projects through. Make some plans for this evening, such as getting together with friends or taking in an event that really intrigues you. Until then, go about your tasks bit by bit. You’ll get things finished before you know it.

Aquarius January 20-February 18

Working within boundaries and restrictions could really get to you today, Aquarius. Yours is an independent spirit and your best achievements are often born of doing things your own way. Yet like it or not, we all have to follow guidelines and rules. Do your best to follow suit and finish what needs to be done. Afterward, you may find more freedom to act independently without consequences. Exercise patience and diligence as needed today.

Pisces

February 19-March 20 Chances are that you’ll feel upbeat and positive today, Pisces. Consider sharing this energy with those around you who are feeling less than content. Your attitude can have a profound effect on friends, partners, spouses, and children. Even neighbors and extended family can pick up on your spirit without you even realizing it. Share your optimism with everyone you can today. If you see someone hurt or angry.

Component 2 - Behaviour Change Communication (total estimated cost US$40 million): This component will include: (i) communication programmes for risk reduction and safe behaviour including advocacy, social mobilization and BCC to integrate PLWHA and HRG into society and to encourage normative changes aimed at reducing stigma and discrimination in society at large, and in health facilities specifically, as well as to increase demand and effective utilization of testing and counselling services; (ii) financing of a research and evaluation agency to assess the cost-effectiveness and program impact of behaviour change Communication activities; and (iii) establish and evaluate a helpline at the national and state level to further increase access to information and services. Component 3- Institutional Strengthening (total estimated cost US$30 million): This component will support programme steering, coordination and managerial roles in managing the prevention component of the programme, during the transformational phase of NACP IV. The dissemination of best practices and innovations from the project at the national and state levels through annual knowledge dissemination forum, necessary project audits will also be financed. The implementation structures and institutional arrangements of NACSP will remain the same as under NACP III, with the programme being managed by the Department of AIDS Control, at the central level, the State AIDS Control Societies (SACS) at state level, and the District AIDS Prevention Control Units (DAPCUs) at the district level. The Technical Support Units (TSUs), that were established during NACP III to oversee the quality, mentoring, handholding and supporting the TIs in the states along with SACS, will continue to play a key technical role to ensure the quality of TIs. Although the overall HIV prevalence rates among high risk groups are declining, they remain high (2010-11): 7.14% among injecting drug users, 4.43% among men-who-have-sex-with-men and 2.67% among female sex workers, and there are significant variations in states which necessitates scaling up of efforts to reach the hard to reach populations in these areas. The national programme will continue to innovate and generate lessons from its performance management system and disseminate the best practices across the world.
