Jaish militant arrested Baramulla, October 27: Police Sunday claimed that it arrested a Jaish Muhammad militant in North Kashmir’s Baramulla district and recovered a pistol from him. A police official told CNS that after receiving inputs from their sources, police party laid a naka in Khawja Bagh area of Baramulla town. The police party stopped a person and during frisking a pistol and 7 live rounds were recovered from him. “The militant identified as Javid Ahmed Dar son of Late Muhammad Akbar Dar belongs to militant outfit Jaish Muhammad,” police official said. An FIR vide 366/2013 under section 7/25 of Arms Act has been registered against the youth.

3 die, 15 injured in road mishaps Srinagar October 27, 2013: Three persons died and fourteen others were injured in different road accidents across the valley. Two women identified as 70 years old Khateji Begum and Shakeela Begum residents of Behrampora died and eight others were injured when a Matador bearing registration number Jk05/2878 collided with an Oil Tanker bearing registration JK02K/4057 near Seloo, Sopore. All the injured were shifted to Hospital for treatment. Sopore Police has registered a case in this regard. Meanwhile, a Fait Punto bearing registration number Jk03C/8111 hit a 28 years old woman Zahida wife of Khursheed Ahmad resident of Dessu at Zalangam, in the jurisdiction of Police station Kokernag, resulting in her on spot death. The body of deceased was handed over to her relatives for last rites. Kokernag Police has registered a case in this regard. In another accident, five persons were injured when a Tavera bearing registration number Jk13A/1800, they were travelling in, skidded off the road near police post Sangam. Baramulla, October 27: A Central Reserve Police Force (CRPF) personnel Sunday ended his life by shooting himself with his service rifle in North Kashmir’s Baramulla district. A police official told CNS that Assistant Sub Inspector Ravinder Prasad Pandey son of Shri Bharat Ram (Belt number 900650086) from 53 Battalion shot himself dead with his service weapon at CRPF’s camp in Baramulla. He was the resident of Kanpur, Gousia Ganj Bihar. Meanwhile, a case has been registered in this regard,” a police official said.

Government inaction smells rat Sensational disclosures of using Bluetooth in BoPEE examinations: CVC Kuldeep Khoda assures fool proof investigations in BoPEE matters From our special correspondent Srinagar, October 27: After the recent observations of J&K High Court on the fishy working of BoPEE, the board has received one more slap on its already stinking state of affairs. The State Vigilance Commission in its recent observation on a complaint about the alleged irregularities in the conduct of examinations and leakage of question papers has opined for a complete overhauling of BoPEE. It has said that this professional body should be reformed and the pattern used on national level by the National Board of Examination should be used for conducting entrance examination for various professional courses. The commission gave its recommendations after it received various complaints and allegations levelled against BoPEE while conducting entrance examinations and allegedly indulging in irregularities. Talking to Zabarwan Times Chief Vigilance Commissioner Mr. Kuldeep Khoda emphasised

the need of a complete overhaul of BoPEE examination pattern and the people affiliated with it. He said that there is no proper way of frisking in place during the examination and it has come to its notice that candidates are using technologies like Bluetooth to get answers from outside the examination hall dictated. It is the most modern way of copying in which a software is used for cheating and using unfair means. Mr. Kuldeep Khoda expressed his dismay at the affairs of BoPEE and said that no stone will be left unturned to bring out the truth so that responsible are dealt under law. Mr.Khoda known for his honesty is heading the state vigilance commission which is moving very fast on such cases, thus creating a new culture and atmosphere of tackling corruption, irregularities and unfair means adopted by corrupt officials. Master Plan Violations in Srinagar

No report was submitted to Govt in 2009: Secretary HUDD Srinagar, October 27: Stating that no final report on master plan violations in Srinagar has been submitted to state government, Satish Nehru, Secretary Housing and Urban Development Department (HUDD) on Sunday said that the high level committee that was constituted four years ago by the government had in turn constituted a sub committee comprising of junior officials who gave their tentative findings but never came up with a final report. Talking to Kashmir News Service, Mr Nehru said: “The high level committee led by the then additional commissioner Kashmir had constituted a sub committee comprising of junior officials. But the committee never came up with a final report on master plan violations which would have been submitted to the government. If at all it would have happened; I would have a copy of the same in my office, which I don’t have.” Mr Nehru also doubted the ‘tentative’ findings of the committee which was framed under the order number 159HUD of 2009 dated November 24, 2009. The committee as per senior government sources had identified 2500 struc-

tures which had come up in violation of master plan norms in Srinagar city alone. “There are 1400 cases of building violations which are presently sub judice. The SMC has sealed 48 structures sofar which are in violations of norms. But I don’t know what facts and figures have been projected by the high level committee in 2009 which never came up with its report,” the secretary HUDD said. Asked about the High Court’s one week deadline to government on policy decision on the issue, Mr Nehru said: “I do not know anything about it. The commission also recommends proper training for the officers and staff of BoPEE which means that those at the helm of affairs are not acquainted with its working. It is imperative for the state to bring reforms in BoPEE so that it is not allowed to play with the future of our youths who have mettle and calibre to prove their worth if their future is not put at stake through malpractices, irregularities and unfair means by BoPEE. The government in this connection should first remove the present setup including the chairman and secretary if they have completed two years tenure as per the recommendations of vigilance commission and also effect changes down the line so that BoPEE hierarchy may not think that they are immune to any change and whatever the kind of criticism on their working, they will not be subjected to any kind of disciplinary action.

He said he has always held in high esteem the calibre exhibited by Mr. Taj Mohi ud Din. Pertinently, the Srinagar Master Plan is applicable to a total of 417 square kilometres and out of this 160 square kilometres are looked after by Srinagar Development Authority (SDA). Rest of the square kilometres comes under the jurisdiction of SMC. Sources told KNS that both the executing and implementing agencies of the Master Plan had issued notices 1100 violators but to no avail. Sources said there was no followup action after issuing these notices to the violators due to political interference mainly from the city based politicians presently ruling the state. The structures sealed by the SMC are a tip of the iceberg, said sources adding that there is more than what meets the eye as far as the violation of master plan in Srinagar is concerned. “The two executing agencies are virtually helpless to implement the Master Plan on the ground as the higher ups influence these agencies whenever they try to act tough against the big guns,” official sources added. Nevertheless, the intervention from the High Court has raised some hopes among people who really suffer due to illegal constructions and mushrooming encroachments in and around the city. In two significant orders passed recently by the High Court in two separate Public Interest Litigations (PIL), the government was asked to submit a detailed list of structures that have come up in violation of the Master Plan as also take steps to decongest Srinagar by removing encroachments and formulating a futuristic plan of action for city’s planned development. The petitioners of both the PILs filed in the High Court have sought directions to the state government to remove hawkers from the core area of Srinagar city besides demolition orders for constructions made illegally without permission and in violation of the Master Plan in Srinagar. Pertinently, SMC sealed 39 structures in last week under High court directions. The issue had surfaced in recently concluded autumn session of legislative council wherein opposition PDP’s members alleged that structures were sealed on pick and choose basis.

Allah will not hold only a leader responsible for his crimes but He would take his followers to task as well and would ask them why they followed him blindly,” she said. LESSER KNOWN FOREST TREES OF JAMMU

s has been the tradition, the national conference after a lot of drama and tantrum has finally succumbed to the demand of congress to introduce 73rd amendment of the constitution of India in the state’s Panchayat act. The co-ordination committee of National Conference and Congress met at Srinagar and agreed on institution of a separate Finance Commission and a separate Election Commission for Panchayats in Jammu & Kashmir. Consensus was also arrived at the reservations for Schedule Caste, Schedule Tribe and Women. This amendment has been a bone contention between the two coalition partners and the NC has always opposed its introduction which according to Congress will complete the implementation of Panchayat Raj system in letter and spirit. The amendment will introduce and strengthen the Panchayat raj from halqa to block and district level. The question of introducing the 73rd amendment means a victory for Congress and the surrender of National Conference which wants to continue its coalition with Congress apprehending to lose the power without its support. The introduction has also made it clear that the two partners despite being at logger’s head are ready to go for a marriage of conveniences, not in the interests of people but for their own political ends and to keep the PDP at bay. Perhaps both are afraid of PDP which may create problem for the two in the ensuing parliamentary and assembly elections. This makes the things more clear for PDP which is bound to go alone as none of the two partiesCongress and NC will share the power with it. The two parties also know that the recent decision of the Supreme Court allowing voters to reject the candidates will also not go in their favour. Keeping in view the political situation in Jammu & Kashmir the introduction of 73rd amendment may also prove costly as this will be exploited by anti democracy forces in persuading the people to believe that Article 370 is being eroded by both congress and NC equally and what ever happened in the past NC cannot escape from the blames. Whatever the repercussions, it is certain that congress and NC are publically abusing each other but when it comes to their political interests, they are two sides of the same coin and recite every political mantra together in letter and spirit.

Mere look into dense growth of forest trees in a jungle reveals mind boggling diversity, more so in rainforests of northeast or down south but our deciduous broad leaved forests are also treasure trove for many lesser known trees having different canopies, varied foliage forms, different spring and autumn tints and great architectural patterns and diverse colours of their blooms, How beautiful are these forest trees, becomes evident when they are decorated with either attractive spring dress codes or autumnal robes of coloured foliage. In early spring season, look at Mastiche Tree (Pistacia chinensis) locally called Kakdey or Kangad, all foliage is beautiful in bright pink as if bride's special dress for the special occasion. Tree is conspicuous among all and we remain wonderstruck to see, leaves can be so colourful and mesmerizing, and how they turn lush green immediately afterwards. In early autumn season, look at Indian Odina (Lannea Coromandelica) locally called Gadhaambal or Kaimbai, all foliage is bright golden yellow as if all leaves have been goldplated in the jewellery shop for some great occasion. Its wood is useful for shoe handles. Symplocos paniculata is a tree called Lodhra or Laudhra in Dogri and Sapphire berry in English as it bears sapphire coloured blue fruits. It is seen in Rajouri forests. A tree called Elaeodendron glaucum is characteristic in having easily breakable chocolate brown branches and subopposite leaves. It is called Gangeda, Gangeran or Marindu in Dogri and is seen in areas like Kalakot, Ramkot, Nandni, Katra, Billawer etc. Fever Bark Tree or False Quinine tree is a tree of dry deciduous forests seen growing in Rajouri, Jammu, Udhampur and Billawer forests. Botanically named as Hymenodictyon excelsum and locally called as Kunaina, Kudkan or kadkaun in Dogri, this tree is nearest relative of more medicinal but exotic Quinine tree of commerce called Cinchona. Wrightia tomentosa is a tree called Hairy Dyer's Oleander, it produces pale yellow flowers and exudes pale latex if leaves are plucked. It is seen in Shivaliks and is common in places like Basohli, Kalakot, Ramnagar etc. Rare and lesser known trees just discussed need to be conserved in our parks and gardens so that their beauty and utility can be showcased and popularized among present day youth who rarely venture inside wilderness and are awefully cut off from nature's bountiful changing moods, Our intimacy with local plants and knowledge about their local names or folk utilities are important to conserve not only these trees but also traditional way of life to have more meaningful existence reinforced with our peculiar traditions and utilities. Centralized Processing Centre: Faster Processing of IT Returns Through Automation

T

he Income Tax Department (ITD), Ministry of Finance, is responsible for collecting Direct Taxes and administering the Income Tax Act and other direct tax statutes for the Central Government. With a view to maximizing revenue collection as also to provide quality customer service, ITD embarked upon large scale computerization and process automation. With the rapid increase in the number of income tax returns and a jurisdiction-based processing model, the Department encountered problems resulting in delayed processing of income tax returns. The Finance Act, 2008 empowered the Central Board of Direct Taxes (CBDT) to make a scheme for centralized processing of returns with a view to expeditiously determining the tax payable by, or the refund due to the assessees. Based on the recommendations of the Technical Advisory Group, the strategy adopted was that Centralized Processing Centre (CPC) at Bangalore would process paper and e-returns without any interface with taxpayers in a jurisdiction free manner using a partially outsourced model through a Service Provider (SP). Operationalisation The Establishment of the Centralized Processing Centre (CPC)- Rs. 255 crore project- was approved by the Union Cabinet in February 2009 and work was awarded to M/s Infosys Technologies Limited on February 23rd, 2009. CPC moved in its facility on May 26th, 2009 and 56,000sq ft area on three floors of facility was completed by July 2009. First Return of Income was processed at CPC in October 2009, and full fledged processing commenced from January 2010. Objectives The specified objectives of the CPC Project are: To develop and implement a comprehensive system to increase efficiency, and effectiveness of ITD in processing, accounting and reconciliation of the returns filed; to set-up a central processing centre and achieve back office automation on an outsourced model for performing the non-core activities of ITD;

to manage routine tax administration functions such as receipt, scanning, data entry, processing, issue of refunds and storage of IT returns in a centralised manner; to achieve economies of scale along with desired levels of quality and service level compliance for the outsourced activities to ensure efficiency and accuracy in service delivery; and to establish a scientific, systematic record storage and retrieval management system. Benefits The project envisaged benefits for the citizens as well as the Income Tax Department. For the citizens, reduction in compliance cost; taxpayer services in line with international best practices; empowerment through increased efficiency in discharging ITD’s function; better and centralised access to information; accuracy and timely clearance of all demands & refunds due and centralised system to address grievances and rectification requests and its tracking were the major benefits. On the other hand, the department would have gained by way of improved service delivery to citizens; standardised practices and procedures; centralised system to monitor and evaluate the status of returns; better accounting and reconciliation of taxes collected; capability to handle increased workload; convenient & speedy clearance of demands and refunds and centralised access to the information on tax collection. Challenges and Implementation Strategy CPC, being a major transformational project, had to proactively tackle the several dependencies and risks to ensure operational smoothness. On the technical side, selection of technology was a major challenge. To mitigate associated risk, a Proof of Concept (POC) was done using Oracle Rules Engine and more than 1 lakh returns were processed before release of RFP (Request for Proposal). As there was no precedence of outsourcing of records storage and its scientific management, 2 POCs were conducted one each at Delhi and Bangalore. Two leading Record Management Vendors participated in this exercise which lasted for almost 6 months.

Data collected during POC was utilized in preparation of RFP and setting-out specifications and SLAs (Service Level Agreement). Integration with legacy system i.e. Integration with Income Tax Department Applications System (ITD Apps) of which the Assessment Systems (AST) was a major component had been a major challenge. Many interfaces were developed along with control tablets to ensure that a return was processed only once and a tax credit was consumed only once. The new Financial Accounting system was conceived and designed as double entry accounting system. This system is not prevalent on Government departments and has been a path breaking innovation. This system ensures auto reconciliation between various accounts which is of immense help in enhancing compliance capabilities of the Department. New computer friendly IT Return Forms were designed which assisted in use of digitization technology solutions. CPC Processes There are 14 services that have been implemented as part of the CPC solution which cover the functional domains of logistics, scanning and data entry, tax processing, tax accounting and data extraction, validation and reconciliation. The business processes/technology components involved and implemented are: Logistics, scanning, data entry/ digitization, Tax accounting, interface with legacy systems, processing of returns, refunds, printing & despatch, dedicated on-site hitech post office, record management, call centre and advanced customer support Impact of the Initiative CPC has reduced the processing time of IT returns considerably. As against average processing time of more than 12 months in past, CPC has succeeded to bring it down to around 65 days. Processing capacity has been augmented. CPC has processed more than 4.15 crore returns in the last 3 years of operations. It is expected to process more than 1.8 crore returns in current year. This would be almost 70% of entire workload of department. Faster Refunds

CPC has processed more than 1.3 crore refund cases in last 4 years of operations. As a matter of priority, all refund cases are processed first without any discretion. All valid cases with refund cases of current year are expected to be processed by Jan 2014. Interest on Delayed Refunds has reduced substantially As against average interest rate of more than 17% in F.Y. 2009-10, CPC has brought down the interest on delayed refunds to 4.77%. This has resulted in substantial savings for the Government. Faster Settlement of Grievances CPC has processed more than 11.41 lakh rectification petitions out of 11.65 lakh. Average disposal time is around 90 days as against stipulated 180 days. Presently, close to 4300 calls are handled every day in 3 languages Kannada, English and Hindi. Promotion of e-filing Faster processing at CPC has given a big boost to e-filing of Income Tax Returns. Efiling registered an exponential growth in F.Y.2010-11 with 164.34 lakh as against 21.70 lakh in 2006-07. Thanks to faster and hassle free issue of refunds, e-filing of returns is growing 25% annually. Maintaining last year’s momentum, it is expected to cross 2.5 crore in current year representing nearly 75% of all returns received by the Department. Better Customer Service Customers are serviced through various ways including agent call centres, e-mails, SMS alerts, improved Communication. Improved Public Image The CPC project has proved to be a major administrative reform initiative enabled by innovative and widespread use of technology. Its implementation is radically changing the way the Department works. The CPC implementation has helped relocate a large part of the current nondiscretionary workload from the 745 tax offices located in 510 cities across the country. With the intervention of the CPC model, a great deal of the existing distortions and shortcoming are getting removed. This will free valuable administrative resources of both manpower and physical infrastructure.

India to open World T20 campaign against Pak

The Indian cricket team will open its campaign in next year’s World Twenty20 Championships against arch-foes Pakistan when the event is staged in Bangladesh from March 16 to April 6. As many as 60 tournament matches (35 men’s and 25 women’s) will be played across Chittagong, Dhaka and Sylhet in the 22-day tournament. As in the past, the women’s semifinals and final will be held on the same day as the men’s semifinals and final, and at the same venue, the ICC said in a statement. The format for the men’s event in next year’s tournament has been changed following an increase in teams from 12 to 16. As the teams’ seeding are based on the T20I Team Rankings as on October 8, 2012, the top eight sides following the conclusion of last ICC World Twenty20 will play directly in the Super 10 stage and India is one such side. Bangladesh and Zimbabwe, which finished outside the top eight, will participate in the first round that

will be held from 16-21 March. The first round of the men’s event will include eight sides that will be divided into two groups of four teams each, with the table-toppers progressing to the Super 10 stage. In the first round, Group A will feature host Bangladesh alongside three teams that will qualify from the ICC World Twenty20 Qualifier UAE 2013, to be staged from November 15 to 30. Group B will include Zimbabwe, which will be joined by another three teams from the upcoming qualifiers. As such, the two groups will be finalised on November 30. The Super 10 stage will start with an evening match between former champions India and Pakistan in Dhaka on March 21. Defending champions West Indies will launch their title defence

against India in an evening match on Sunday March 23. Earlier on the same day, Pakistan will lock horns with Australia, looking for the only global title that has eluded them to date.

PCB to write to ICC over ‘inconsistent’ penalties Disappointed that South Africa’s Faf du Plessis was let off with a fine for ball tampering, the Pakistan Cricket Board (PCB) will write to the ICC to review match referee’s decision and impose harsher punishment for his “grave” violation of rules.Du Plessis was caught tampering with the ball on the third day of the second Test in Dubai. But he escaped with only a fine of 50 percent of his match fee after he pleaded guilty to the charges, by Australian match referee David Boon. A senior official of the board told PTI that a letter will be dispatched to the International Cricket Council on Monday asking for a review of the match referee’s decision. “There appears to be no uniform system for imposing penalties by ICC referees. We feel du Plessis has committed a grave violation of the laws and should have got harsher punishment,” an official said on condition of anonymity. Meanwhile, Pakistan cricket fraternity expressed their unhappiness over the episode and accused the ICC of unfair treatment. The chairman of the PCB interim management committee Najam Sethi tweeted about his disappointment and confirmed the board would take up the issue with the ICC.
